I. INTRODUCTION

A. Report Purpose and Rationale

1. This Environmental Monitoring Report was prepared by the Consultants from HJI Group USA, Gansu Jiuquan Integrated Urban Environment Improvement Project Management Office to ADB for the Gansu Jiuquan Integrated Urban Environment Improvement Project (the project). It is the third EMR, covering the period of January to December 2016, and is based on i) the IEE approved by ADB; ii) The contractors and construction supervision companies’ (CSCs) internal environmental inspection monthly reports, and iii) the PMO and consultants’ construction site inspections.

2. This report presents project implementation progress, institutional setup for EMP implementation, supervision and monitoring; environmental monitoring results; project readiness assessment; training and consultation activities; the grievance redress mechanism (GRM); as well an assessment of environmental impact mitigation measures implemented within and nearby the construction sites by the contractors during the construction.

B. Project Objective and Components

3. Gansu Province has signed a $100 million Loan Agreement with the Asian Development Bank (ADB) on Aug 31, 2013. The date of loan effectiveness is October 21, 2013, and the loan closing date will be December 31, 2018. The summary of the project information is shown in Table I.1.

Project Cost and Financing Plan: The total Project cost is estimated at $216.43 million, of which $100 million will be covered by ADB loan, and the remaining is the counterpart funding.

4. The project aims to promote environmentally sustainable and socioeconomically inclusive urban development in Jiuquan, Gansu Province, by upgrading urban infrastructure and services. The project will support wastewater management, urban transport and utility facilities, windbreak plantation, and related services.

5. The Project consists of four components: i) Wastewater collection and treatment; ii) Urban transport and utility facilities; iii) Windbreak plantation; iv) Capacity development and institutional strengthening. The project roads and bridges will fulfill the intra-zonal and inter-zonal trunk road functions by linking the old urban zone with and provide access and services to the new urban residential, commercial and industrial areas; and in the long term facilitate integration between Jiuquan and Jiayuguan. Panxuan Road will function as a major link among the West Industrial Zone, the Jiu-Jia New Urban Zone and the Old Urban Zone. It will also carry a large share of traffic between Jiuquan and Jiayuguan, alleviating traffic on the existing National Highway G312. Improved environmental and transport infrastructure along the Beida River will enhance new urban area development, provide space and recreational facilities for the citizens, and alleviate urbanization pressure. Along the roads there will be green open space and windbreak tree plantations, and under the roads there will be utility services pipelines to meet the development needs of newly developed areas. The strengthening of Jiuquan‘s municipal wastewater collection and treatment capacity will provide protection and improvement to Beida River's water environment as well as ground water resources, which are keys to the sustainability of Jiuquan‘s socio-economic development.

(i) Wastewater collection and treatment. This component will construct (a) a WWTP with a capacity of about 60,000 m3/day, and (b) 33.48 km of wastewater collection network.

a) WWTP: Capacity 60,000 m3/d, with sludge dewatered to moisture content less than 80%, occupying an area of 14.91 ha, including production and auxiliary buildings; Laboratory testing equipment; Heating boiler room and heating pipe trench; Self-supplied water well and pipe network; Works outside the plant, including road works, effluent discharge works, and power lines.

b) Wastewater pipes: Wastewater collection pipes 33.48 km long,DN300-1,200 mm, including inverted siphon pipe crossing Beida River ofDN700, 2×582 m and DN1200, 1×65m.

c) Wastewater reuse: For cooling circulation and some production uses in power plant; effluents discharged to Beida River before completion of power plant.

(ii) Urban transport and utility facilities. It will (i) improve urban road network and related facilities in the expanded urban area, by constructing and upgrading 15.9 km of urban roads, constructing and reconstructing 2 bridges, and constructing associated utility facilities such as road lighting, pipes for water supply, wastewater, heating, and gas, and conduits for electricity and telecommunication lines; and (b) improve traffic management and safety, and upgrade 0.8 km of existing roads in the central urban area.

a) Three urban roads and associated utilities.

North Riverside Road – 5.8 km long, urban Class II trunk road, with associated utilities including 5.8 km long water supply pipes, 5.8 km long wastewater pipes, electricity, telecommunications, heating, and gas pipes, and a 30m long culvert across North Main Channel;

South Riverside Road – 5.4 km long, urban Class II trunk road, with associated utilities including 5.5 km long water supply pipes, 5.5 km long wastewater pipes, lighting, electricity, telecommunications, heating, and gas pipes;

Extension of Panxuan Road – 4.7 km long, urban Class II trunk road, with associated

utilities including 5.3 km long water supply pipes, 5.3 km long wastewater pipes, lighting, electricity, telecommunications, heating, and gas pipes;

Landscaping within red lines of roads, in the median separating the motorized and non-motorized vehicles lanes, some sidewalk, and roadside slopes.

b) Two bridges.

Xiyi Bridge – 576 m long (Extension of Panxuan Road across Beida River)

Jiu-Yin Road Bridge – 200 m long (Jiu-Yin Road across Beida River)

c) Road maintenance and traffic management.

Road maintenance, traffic management and safety improvement works in the central urban area.

(iii) Windbreak plantation. It will plant about 60.5 hectares of windbreak tree screens along the northern and southern banks of Beida River.

Windbreak plantation: Landscaping and windbreak tree plantations (60.5 ha) between the riverside roads and the river dikes (on state-owned land outside red lines of roads), along the section of North Riverside Road between Wei Six Road and Jiuhang Bridge, and along the section of South Riverside Road between Guangdian Road and National Road G312.

(iv) Capacity development and institutional strengthening The total investment of capacity development and institutional strengthening is $2.2768 million, all funded by the ADB loans, the content includes: providing consulting services for capacity development of JMG, PMO and JEDIC, so the project can be implemented smooth ,timely and in line with ADB procedures and guidelines; providing consulting services for institutional strengthening of JMG and JEDIC for water conservation, wastewater reuse, sludge management, urban transport system, traffic management and safety, desertification risk management, and public awareness campaigns.

C. Project Implementation Progress

6. There are a total of 26 contract packages consist of 14 civil work packages, 8 equipment packages and 4 consulting service packages. Eight contracts of civil works have been awarded with a total contract value of about CNY 598 million, which accounts for about 62% of the total contract value. The summary of the contract award is shown in the table below.

7. WWTP Works. The contract has been awarded on May 25, 2014. Daily processing capacity of WWTP will reach 60000 cubic meters. The contract amount is 65.3 million yuan. The contractor is Sichuan Zhongcheng Coal Construction (Group) co., LTD. The supervision company is Gansu Jincheng Construction Supervision CO., LTD. The contract period is 18 months.

8. By the end of December, 2016, the completed amount is CNY75 million for WWTP Works (W-C01), accounting for 114.9% of the contract value. The machine workshop and garage, comprehensive office building, biochemical pool, sludge dehydration, ultraviolet disinfection, dosing, sludge pit, and boiler room, grille, pump, blower room, and transformer room, and aerated grit chamber, and factory hardened concrete, the reception office and the gate, the factory flexible roadbed, greening, and the pump room of source well have been completed. In the year of 2016,they mainly completed work including greening plant, factory road, other structure defect repair, etc. And join work with contractor of WWTP equipment has conducted the preliminary acceptance, is about to solve the existing problems.

9. Roadbed of South Riverside Road. The contract has been awarded on May 20, 2014. The road is 5.43 Km length, design speed of 50 Km per hour. The contract amount is 81.94 million yuan. The contractor is Sichuan Zhongcheng Coal Construction (Group) co., LTD. The supervision company is Gansu LongYuan Engineering Construction Supervision CO., LTD. The contract period is 16 months.

10. The completed amount of roadbed of South Riverside Road (T-C02) is CNY94.5 million, accounting for 115.3% of the contract value. Roadbed construction has been basically completed, in the second half of 2016, the demolition construction of the project has been completed, and land requisition of the state-owned forest is also completed, except the greening engineering, the all project has been completed.

11. Roadbed of Panxuan West Road. The contract has been awarded on October 23, 2014. The road is 3.94 Km length. The beginning of the road is Feitian Road, and the end of the road is South Riverside Road. The contract amount is 61.35 million yuan. The contractor is Yancheng Taida Municipal Engineering Ltd. The supervision company is Lanzhou Huatie Engineering Supervision Consulting CO., LTD. The contract period is 14 months.

12. CNY 62.98 million has been completed for Panxuan West Road roadbed (T-C03), accounting for 102.7% of contract value. Now all the construction content has been completed.

13. Xiyi Bridge. The contract has been awarded on November 1, 2013. Xiyi Bridge will span 578 meters, and 37.6 meters wide. H form tower is 84 meters high. The main bridge is 240 meters long. It is a 120 m + 120 m prestressed concrete taking cable-stayed bridge with single tower. The

contractor is the fifth engineering department of China Railway 17 Bureau Group CO., LTD.The supervision company is Gansu Tieke Construction Engineering Consulting CO., LTD. The contract period is 27 months.

14. Xiyi Bridge (T-C07) has completed value of CNY 128.69 million, accounting for 113% of the total contract quantity. Except the new signal, monitoring equipment, the rest have been completed.

15. Windbreak Tree Plantations. The contract has been awarded on July 12, 2014. Windbreak tree is located between South Riverside Road and southern dikes of Beida River (eastern section). The package mainly includes civil work, lighting, landscaping and water supply. The contractor is Shaanxi Fengwei Garden CO., LTD. The supervision company is Gansu Jincheng Construction Supervision CO., LTD. The contract period is 15 months.

16. Windbreak Plant along South Riverside Road and Southern bank of Beida River (eastern section) (P-C03) has completed value of CNY 44.35 million, accounting for 136% of the contract value. Now all projects have been completed, ongoing green plant maintenance, waiting for the final acceptance.

17. Extension section of South Riverside Road and Panxu West Road. The contract has been awarded on April 30, 2015. The construction mainly includes road surfacing, traffic facilities, landscaping and greening. The contractor is Gansu No.1 installation CO., LTD. The supervision company is Gansu Longyuan Construction Supervision CO., LTD and Lanzhou Huatie Supervision Consulting CO., LTD. The contract period is 18 months.

18. Pavement of South Riverside Road and Panxu West Road (T-C05) has completed value of CNY 125.67 million, accounting for 92.1% of the contract quantity. Except part of the greening, all the construction has been completed.

19. Wastewater pipes supply and Laying. The contract has been awarded on September 22, 2015. The pipe is 28.2 Km length. The contractor is Shandong Huanghe Engineer Group CO., LTD. The supervision company is Gansu Jingwei Supervision Consulting CO., LTD. The contract period is 18 months.

20. Wastewater pipes supply and laying (W-C02) has completed value of CNY 14.83 million, accounting for 59.6% of the contract quantity. The project lagged behind of the implementation schedule due to the difficulties in the land acquisition for some sections. The IA is actively coordinating with relevant sections about the land requisition. Except the pipelines of the southern section and across the river section of south riverside road, all the pipelines of the pipelines have been completed, in the second half of 2016, the project mainly completed: pipeline pavement of Jiuhang road, Jiuyin road, Tieren road, Qilian road, Jiefang road, into the factory road, WWTP beyond tube, north section of south riverside road. Preliminary acceptance has been segmental completed, and the existing problems are under settlement.

21. Jiuyin Bridge. The contract has been awarded on November 30, 2016. Bridge area is 6389 ㎡, with two simply supported bridge alien bowstring arch bridge, the span combination is 2-85.8 m, total length is 220.31 m long, width 29 meters. Main arch rib is skewed arch, dumbbell section; the whole bridge has 26 couples of derricks, with interval of 5 meters between the two derricks; Tie bar uses pre-stressed concrete box girder structure. Piers use entity type pier, drilling pile foundation, bridge abutment are u-shaped abutment with enlarged base match bored pile foundation, pile platform, with the design speed of 40 kilometers per hour. The contractor is Shaanxi construction machinery construction group co., LTD. Supervision is Lanzhou jiaotong

university engineering consulting co., LTD. The contract period is 18 months.

22. Jiuyin Bridge (T-C08) has completed value of CNY 3 million. Currently the completed work includes: channel construction fence, diversion, auxiliary bridge erection and other work, the bridges underground part is expected to be complete by the end of January 2017.

II. INSTITUTIONAL SETUP AND RESPONSIBILITIES FOR EMP IMPLEMENTATION AND SUPERVISION

A. Institutional responsibilities for environmental management

23. Executive Agency. The Jiuquan municipal government (JMG) is the executive agency (EA) of the project. The EA is responsible for the overall implementation and compliance with loan assurances and the EMP (including Environmental Monitoring Plan).

24. Jiuquan Project Leading Group (JPLG). The JPLG has been established for the Project. The JPLG is chaired by the vice-mayor of Jiuquan and comprises senior officials from relevant government agencies, to facilitate inter-agency coordination, and resolve any institutional problems affecting project implementation at municipal level.

25. Project Management Offices is responsible, on behalf of the EA, for the day-to-day management of the project. The JPMO has the overall responsibility delegated by the EA for (amongst others) supervising the implementation of environment mitigation measures, coordinating the Project level Grievance Redress Mechanism (GRM) and reporting to ADB. JPMO engage the technical engineering design institutes, project implementation consultants, and manage the procurement process. To ensure that the contractors comply with the EMP provisions, JPMO with the help and technical support of Loan Implementation Environmental Consultant (LIEC), prepare and provide the following specification clauses for incorporation into the bidding procedures: (i) a list of environmental management requirements to be budgeted by the bidders in their proposals; (ii) environmental clauses for contractual terms and conditions; and (iii) major items in the IEE and EMP. The JPMO has appointed one environment specialist in charge to supervise the effective implementation of the EMP and to coordinate the Project level GRM. In addition, the JPMO prepare annual environment progress reports and submit them to ADB.

26. Implementing Agency (IA). Jiuquan Economic Development and Investment Company (JEDIC) is the IA for the Project. JEDIC assume the debt servicing responsibility as the end-user of the ADB loan. It implements project components, administer and monitor contractors and suppliers, and is responsible for construction supervision and quality control. JEDIC ensure that the EMP is carried out, and respond to any adverse impact beyond those foreseen in the IEE. JEDIC also attend to requests from relevant agencies and ADB regarding the mitigation measures and monitoring program. JEDIC has nominated an environment staff to (i) supervise contractors and ensure compliance with the EMP; (ii) conduct regular site inspections; (iii) coordinate periodic environmental impact monitoring in compliance with the approved monitoring plan1; (iv) act as local entry point for the project grievance redress mechanism (GRM); (vi) submit quarterly monitoring results to the contractors for information, and to the JPMO and JEPB for verification and confirmation.

27. Loan implementation environment consultants (LIEC). A LIEC has been hired under the loan implementation consultancy services. The LIEC advise the PMOs, contractors and the CSCs on all aspects of environmental management and monitoring for the project. The LIEC (i) assist the PMOs to update the EMP and environmental monitoring program; (ii) verify the implementation of the mitigation measures specified in the EMP; (iii) review internal and compliance monitoring reports and prepare annual environment performance/monitoring report; (iv) provide training to PMOs, CSCs, contractors on environmental laws, regulations and policies, SPS 2009, EMP implementation, GRM, etc; (vi) identify any environment-related implementation issues, propose necessary corrective actions, and reflect these in a

corrective action plan; and (vii) undertake site visits as required.

28. Construction contractors are responsible for implementing the mitigation measures during construction under supervision of the JEDIC and the JPMO. Contractors also conduct frequent monitoring of noise and dust around construction sites. In their bids, contractors are required to respond to the environmental management requirements defined in the EMP. Each contractor is required to develop site specific EMPs and will assign a person responsible for environment, health and safety. After project completion, environmental management responsibilities will be handed over to O&M units.

29. Construction supervision companies (CSCs). CSCs are selected through PRC bidding procedure by the PMOs. The CSCs are responsible for supervising construction progress and quality, and EMP implementation on construction sites. Each CSC must at least one environmental engineer on each construction site to: (i) supervise contractor’s EMP and EHSMP implementation performance; (ii) conduct internal environmental inspection and monitoring; (iii) fill out monthly environmental performance forms to be submitted to the PMO.

30. Environmental monitoring stations (EMS). The EMS has been selected to conduct the periodic environmental monitoring work in accordance with the EMP.

III. ASSESSMENT OF PROJECT READINESS

31. The project’s readiness in terms of environmental management was assessed by the LIEC based on the indicators listed below and derived from the project EMP (Table A3). Project readiness is rated satisfactory. Environmental commitments are being carried out and environmental management systems are in place for civil work contracts that have been awarded. Environment supervision is in place (as described in Section III of this report).

32. Contractors and the CSCs assigned specific personnel for their daily environmental management and supervision on site during construction. The LIEC conducted site visits, reviewed the site-EMPs prepared by the contractors, as checked the contractors compliance with the EMP and their site-EMPs, which is rated generally satisfactory. Potential environmental impacts of the subprojects and the mitigation measures during this reporting period are summarized in Tables IV-1. V. SUMMARY OF ENVIRONMENTAL MONITORING

A. Monitoring plan and responsibilities

33. The project monitoring program focuses on the environment within the project‘s area of influence. Contractors and CSCs are conducting daily internal environmental inspections and monitoring. Inspection and monitoring results are documented in monthly internal environment inspection reports, submitted to the PMOs and the LIEC (included as Appendix 2 to this EMR).

34. Site inspections and EMP compliance verification is conducted by the loan implementation environment consultants (LIEC) jointly with the PMO staff. The verification is done by means of construction site visits, reviewing contractors’ monthly construction progress reports and specific conversations with contractors and CSCs. Results of the site inspections and EMP compliance verification are reported through the EMR (i.e., this report).

35. The EMS was selected to conduct the periodic environmental monitoring work in accordance with the environment monitoring program.

36. In the report period, environmental monitoring was conducted in March, May, August, October and December 2016 and the results are shown in Table V-1.

37. The results indicate that air quality is in compliance with secondary standard of Ambient Air Quality Standard (GB3095-2012), except TSP and PM10, Base on the Environmental Quality Bulletin in Jiuqian in 2016, prepared by JEPB, the average value of PM10 in 2016 is exceeded the secondary standard. The noise quality is in compliance with the secondary standard of Environmental quality standard for noise. The water quality is in compliance with the third standard of Environmental quality standard for surface water.

VI. PUBLIC CONSULTATION, GRIEVANCE REDRESS MECHANISM

38. Public consultation during EIA for each subproject has been conducted during preparation of the domestic EIAs and the CEIA in accordance with the PRC Interim Guideline on Public Consultation in EIA (2006) and ADB’s SPS (2009). Information disclosure and public consultation included: two rounds of internet/newspaper disclosure; numerous meetings with key stakeholders, including representatives of the affected public, local authorities and sector specific organizations; informal visits to communities and households in the project areas; two questionnaire surveys; and a wider stakeholder meeting attended by affected people and other concerned stakeholders.

39. Public consultation during reporting period. In the reporting period, there was no public consultation activity in the project city. A round public consultation will be conducted in 2016. The result will be included in the next report.

40. A grievance redress mechanism (GRM) was established in each project city in compliance with ADB’s SPS (2009) requirement to prevent and address community concerns and assist the project to maximize environmental and social benefits. The GRM was presented and discussed with potentially affected persons during public consultation.

41. LIEC assessment of GRM. The LIEC has provided support in establishing the GRM in the cities, has reviewed its performance, and made the following observations:

a) The PMOs have established a Project Public Complaint Unit (PPCU), coordinated by the environment management units (EMU);

b) The contact details for the entry points (e.g. phone numbers, addresses, e-mail addresses, etc.) are publicly disseminated on information boards at construction sites and on the website of the local government. Clear redress procedures have been established, based on the GRM defined in the CEIA (2011);

c) Training was provided by the LIEC in December 2014, respectively to GRM access points;

d) The PPCUs have established GRM tracking and documentation systems in both project cities.

42. In the reporting period, there was no training activity in the project city.

VIII. ISSUES, CORRECTIVE ACTIONS, RECOMMENDATIONS

43. The project implementation progress is relatively smooth and the construction quality is satisfactory. As the project management procedures become more clear for implement units, the project implementation will get more improvements. The EMS has conducted the environmental monitoring for the project. The results indicate that all results are in compliance with the relative standard, except TSP and PM10. The reason is that the background of TSP and PM10 is high.

44. EMP implementation is generally satisfactory. Contractors have assigned staff in charge of daily environment, health and safety inspections. Construction Supervision Companies have been contracted. Monthly internal monitoring reports are being prepared by contractors and CSCs, and submitted to the PMOs, which have established environment management units (EMUs). Grievance Redress Mechanisms (GRMs) have been setup in both PMOs. So far, no complaints have been filed.
