Adani Electricity Mumbai Limited (Adani Electricity), a part of Adani Group, has been in the field of power distribution for over 9 decades, with a network that spans over 400 Sq. Kms catering to the electricity needs of over 3 million customers in Mumbai City with maximum demand of 1884 MW.
Adani Electricity’s distribution network ensures that power reaches to end customers with maximum efficiency and reliability. We stand by our core belief of ‘Power of Service’ to consistently deliver reliable and quality services to all customers at competitive costs, with international standards of customer care, thereby creating superior value for all stakeholders. We strive to set new benchmarks in standards of corporate performance and governance through the pursuit of operational and financial excellence, responsible citizenship thus aiding in nation’s growth.
Adani Electricity’s distribution licence area includes the suburban area of Mumbai (about 75 per cent. of Greater Mumbai) and the Mira-Bhayander Municipal Corporation area in Thane District. The entire licensed area is urban with a mix of Residential, Commercial, and Industrial consumers.
Adani Electricity’s power transmission system in Mumbai is part of the intra-state transmission system. At present, our transmission system comprises 8 EHV stations and approximately 567 circuit kilometres of 220 kV lines. The power received at various EHV stations is supplied mainly through underground cables to our distribution receiving stations, for onward distribution to consumers.
Power is then distributed primarily through underground cables with network length of ~22, 300 circuit Kms and interconnected via ~6, 650 substations (11kV level).
Adani Electricity holds a distribution license (DL No. 1 of 2011), granted to under Section 14 and 15 of the Electricity Act, 2003 for a period of 25 years starting from 16th. August 2011 and also holds Transmission license (TL No. 1 of 2011) for a period of 25 years starting from 16th. August, 2011.

Disaster Management Aspects of T&D Distribution
The Disaster Management Act, 2005 in 2(d) defines “disaster” means a catastrophe, mishap, calamity or grave occurrence in any area, arising from natural or man made causes, or by accident or negligence which results in substantial loss of life or human suffering or damage to, and destruction of, property, or damage to, or degradation of, environment, and is of such a nature or magnitude as to be beyond the coping capacity of the community of the affected area.
In section 2 of the CEA. ‘Crisis and Disaster Management Plan for Power Sector’, “Crisis” is defined as an event of acute danger, which can cause sudden disruption of power supply. The event is caused either due to human error / equipment failure or sabotage by anti -social elements.
“Disaster” refers to a catastrophe, mishap, calamity, or grave occurrence from natural or manmade causes which are beyond coping capacity of affected community. It leads to disruption of normal life including that of the power supply. Natural or other disasters can strike suddenly anytime and anywhere. As far as the CEA document is concerned the word ‘Disaster’ is synonymous with ‘Crisis’.

Details of probable disasters are as follows
a. Water and Climate Related Floods / Cloud Burst / Tsunami
Floods refer to huge amount of water reaching land in a short span of time, causing land surface to be submerged under water – at places where land surface is usually not covered with water. Floods could occur due to natural causes, or human activities, or a combination of both. Floods are caused by discharge of huge volume of water in a short span of time, at a rate, such that the water cannot be carried away from the scene of discharge.
Some of the possible reasons for such huge discharge of water could be: - Very heavy rainfall in a short span of time. It should be noted that the amount of rainfall itself is not a sufficient cause, the duration within which the rainfall is receives is equally important contributor.
- Breach in levy, dams, etc.
- Very high tidal waves (sometimes in the aftermath of a seismic activity, e.g. earthquakes) etc. – also called tsunamis.
Among the various kinds of disasters, flooding is unique in the sense that it has a very high degree of predictability, both in the short term, as well as long term. In most situations, flood prone areas are quite known, in the sense that they have a history of flooding. Only in very rare situations, a place might be flooded without having any past history of flooding. Even in such cases, a careful study of the area could give an indication of possible flooding.
Indicators of Possible Flooding
Usually, any of the following situations should indicate the possibility of flooding - heavy rainfall in/around the vicinity, especially, if the specific location falls in the pathway of the water-discharge system from the area receiving heavy rainfall.
- if there is heavy rainfall/flow of water/accumulation of water, on the other side of a boundary, e.g. across a dam, across a levy, side of a river-embankment etc; because these boundaries might get breached.

As can be seen, both the above situations can be predicted with reasonable degree of accuracy. These days, the meteorological predictions are accurate enough for upto 4-5 days. Hence, it is usually possible to know about the possibility of heavy rainfall about 4-5 days in advance.
Effect of Floods / Cloud Burst / Tsunami on Adani Electricity T&D Network
i. Due to Floods / Cloud Burst / Tsunami, Receiving sub-station buildings / Transmission line towers / Distribution substations / Network feeder pillars may be damaged which can result in disruption of supply. Mumbai has experienced flooding due to Cloud Burst in 2005.
ii. Also, Floods / Cloud Burst / Tsunami may cause damage to equipment such as Transformers / Switchgears / Transmission Towers / Cables / Feeder Pillars etc. resulting in disruption of supply.
b. Cyclones / Hurricanes / Tornados
These are winds of high-speed, many times accompanied by heavy rainfall. These cause structural damage, snapped overhead wires, and, possibility of floods.
Because of damage to structure and overhead wires, utility services could be disrupted. Heavy rainfall could cause flooding also.
Many times, these could last for a few days. In such cases, any restoration and relief activities cannot even start till these few days when the activities start subsiding.
The only thing good about these kinds of natural disasters is that they can be predicted to a reasonable degree - thanks to the advancement of metrological sciences. In most cases, it is possible to get a warning of up to several days. Usually, it is possible to take at least some preventive measures - during these few days of warning. However, despite these warnings, damage to property cannot be mitigated much, as, immovable structures cannot be relocated.
Another important thing about these kinds of strong winds and rainfall is that they do not appear totally at will. There are well-defined geographical areas, which tend to see incidents of typhoons and cyclones. This means that, people inhabiting these areas could take some fundamental care, while, building homes etc.
Effect of Cyclones / Hurricanes / Tornado on Adani Electricity T&D Network
i. Due to Cyclones / Hurricanes / Tornado, Substation buildings / Transmission line towers may get damaged which can result in disruption of supply.
ii. Also, Cyclones / Hurricanes / Tornado may cause damage to equipment such as Transformers / Switchgears / Transmission Towers / other distribution equipment installed in field, etc. resulting in disruption of supply.
c. Geologically Related
Earthquakes
Earthquakes refer to shaking of earth. There is continuous activity going on below the surface of the earth. There are several large plates (size of continents) below the surface of the earth, which move (at a very slow speed). As a part of this movement, sometimes, they collide against each other. And, after the collision, they might continue to push each other. As they continually keep pushing each other, there is a pressure building up – across these plates below the surface. And, then, at a certain time, one of the plates might slide over another. This causes an earthquake. Some earthquakes might be caused by activity above the surface. For example, in a mountainous region, there might be a heavy landslide. Due to a huge mass of land falling, at the point of the fall, there could be a minor shaking of earth, due the impact of fall. However, usually, such earthquakes are not very major.

Maharashtra and its adjoining regions are prone to earthquakes of moderate magnitude. Mumbai lies in the zone-III category. Earthquakes of mild capacity has hit in Maharashtra at Koyna (1967- 6.5 Richter) and Latur (1993- 6.4 Richter) in recent past. In addition to buildings, transformers, underground cable network and other machines spread across whole supply area are in probable to get impacted during an earthquake. For seismic zone mapping please refer to the map is provided below.
Effects of Earthquake on Adani Electricity T&D Network
i. Due to Earthquake sub-station buildings / Transmission line towers / underground cable may be damaged which can result in disruption of supply. Mumbai has experienced several earthquakes of intensities 3.5 to 4.6 Ritcher scale in the past, however there has not been any significant impact on our system.
ii. Also, Earthquake may cause damage to equipment such as Transformers / Switchgears / Transmission Towers / equipment installed in the field, etc. resulting in disruption of supply.
d. Chemical, Industrial and Nuclear Related Chemical Leaks/Spill Over & Industrial Disaster
As the world is making rapid advancements in the field of industrialization, there are huge chemicals plants – dealing with all kinds of chemicals. Some of these chemical plants deal with seemingly simple (non-hazardous) chemicals, while, some other chemicals could be dealing with hazardous materials. Risks associated with chemicals and chemical industries include:
- Risks due to blast of certain equipment involved in large chemical plants, e.g. boiler etc.
- Risks due to leakage of chemicals wherever they are stored/transported/used in small quantities etc.

Effects of Chemical Leaks/Spill Over & Industrial Disaster on Adani Electricity T&D Network:
Due to Chemical Leaks/Spill Over & Industrial Disaster, probability of human casualty is very high.
e. Accident Related
Major Building CollapseIt is disaster which can be caused because of - construction on marshy land, - poor planning of building lay out, - poor construction materials, or - other natural calamities
Effects of major building collapse on Adani Electricity T&D Network:
As all the controlling equipment including relays, breakers etc, are within building premises, collapse of building will cause damage the Property and human life.
f. Serial Bomb Blasts
Terrorism / Bomb Blasts happen to be one of the deadliest forms of crisis in terms of loss of life and damage to the property. Power generation stations and transmission lines, Load Dispatch Centres (LDCs) form the prime target for such terrorist groups. The terrorist related aspects could be dealt with by making use of advancement of technology in the areas of surveillance and proper intelligence network.
Effects of Serial Bomb Blasts on our system i. This can damage the equipment inside the Receiving sub-Stations thus disrupting the supply. ii. Bomb Explosion may cause fire resulting in damage of extensive to the equipments & causing disruption of supply.

Disaster Management Plan (DMP)
Components of Disaster Management
a) Risk Management: Consists of identifying threats, determining their probability of occurrence, estimating impact of threats to communities at risk, determining measures that can reduce risk, and taking action to reduce threat. The Risk Analysis and Vulnerability Assessment aims at identifying the disasters, their probability, their effects and impact on business and people.
b) Response Plan: The Response Plan lays down preparedness checklists, operating procedure guidelines, list of monitoring facilities, reporting formats and other measures to mitigate the impact of disasters. Also, it identifies functional areas such as relief, communication, transport, health services, etc. and proposes assignments to various departments, including identifying lead & supporting departments and the organizational structure to effectively deal with the disaster in a coordinated and the quickest possible manner.
c) Control of Events: Control is maintained through the following measures: i. Anticipation of a disaster and the cause and effect relationship generated by each type of event; ii. The mitigation strategy focuses on the long-term planning for disaster handling. It deals with the issues of continued commitment to hazard identification, risk assessment and long term measures to reduce the probability and impact of disasters The mitigation strategy makes an argument for
Natural disasters cannot be prevented, and accidents can occur despite all efforts to prevent them, but effective preparedness and actions taken during critical time can greatly lessen the impact of such events. Response to disasters, in the absence of a well-defined plan, would be arbitrary leading to overemphasis of some actions and absence of other critical actions. Hence, it is necessary to document a Disaster Management Plan (DMP) so that pre-planned procedures can be followed during disasters.The primary objective of DMP is to ensure the safety of life and protection of property and at the same time ensure minimum disruption of power. Other major objectives of the DMP can be summarized as follow.
- To identify major resources, manpower, material and equipment needed to make the plan operational.
- To make optimum use of combined resources.
- To set up effective command and control structure for handling disasters.
- To improve the state of preparedness to meet any contingency.
- To reduce response time in organizing the assistance.
- To identify the training needs for personnel engaged in handling disaster.
- To promote evacuation, rescue and relief,
- To reduce the frequency of occurrence of such disasters.
- To protect environmental damage.
- Assessing the severity or magnitude of effects of any disaster;
- And, to facilitate quick business recovery.

This document deals with the various events that may lead to disasters, preventive measures that need to be adopted to avoid and lessen the impact of any disaster, ways and means to respond to a disaster, and the hierarchical set up at various levels during a disaster for effective and efficient dealing with the disaster.
iii. Preparedness – by viewing anticipated scope of disaster, managers can plan adequate responses.
iv. Accurate information collection and assessment – once a disaster has occurred, the manager needs reliable data upon which to base priorities and guide response; and
v. Balanced response – each type of disaster will require a different set of responses. d) Equity of Assistance: All disaster responses should be provided in an equitable and fair manner. e) Resource Management: Few disaster managers have adequate resources to meet all competing needs and demands of an environment post disaster. Thus, resource management becomes a critical element of disaster response. Disaster manager must be familiar with the resources available. f) Loss Management: Losses in a disaster include human, structural and economic losses. Loss management addresses these through pre and post–disaster actions designed to keep losses to minimum. Effective loss management activities occur prior to a disaster and are focused on reducing society’s vulnerability to the disaster.
5.2 Objectives and Scope of Crisis &Disaster Management Plan
Disaster Management encompasses the activities that enable the various agencies to plan for, quickly respond to and to recover from unexpected events and situations. It is a tool to provide necessary guidelines for assistance to organizations for ensuring safety of people, protection of environment, protection of installations and restoration. It has the following objectives:
• To improve state of preparedness to meet any contingency
• To reduce response time in organizing the assistance
• To identify major resources, manpower, materials & equipment needed to make the plan operational
• Making optimum use of the combined resources.
The activities in response to a crisis on disaster shall mainly include:a) Exchange of information in terms of event description, its severity and action plan.
b) Identification of resources need and their deployment viz, technical experts, manpower, equipment, spare parts & other material.
c) Early restoration and to facilitate re-inspection as needed.
d) Field/site surveys, damage assessment.
e) Post event investigation & analysis and strategy for the future.

Mumbai Transmission Business
The power generated at DTPS is brought to Adani Electricity area of supply through two double circuit 220 kV transmission lines emanating from it. Grid connection is established through tie lines with TPC’s Borivali & Saki Sub-Station, MSTCL’s Boisar, Borivali and Trombay EHV Sub-Stations. Eight numbers of 220 kV EHV Sub-Stations are set up namely Versova, Ghodbunder, Aarey, Goregaon, Gorai, Borivali, Saki and Chembur. 100 MVA, 125 MVA transformers installed at these sub-Stations step down the voltage from 220 kV to 33 kV. The 33 kV feeders emanating from these sub-stations cater the demand of Adani Electricity’s Area of Supply.

Security control room is situated at the 220/33kV Ghodbunder EHV Sub-station, for the one-point monitoring of all EHV Sub-stations, where plasma displays are installed.
The modern type of PTZ cameras at different appropriate places are installed in the sub-stations and these PTZ cameras can be controlled as per requirement by the controller at 220kV control room as well as security control room in order to enhance security round the clock, to monitor unauthorized entry to keep watch on any illegal activity as well as to monitor activities in the switchyard.
Further access control doors are provided at all 220/33 kV EHV sub-station to prevent unauthorized entry in Control Room, Building, porta cabins are provided inside switchyard for effective patrolling of switchyard area.

7.1 Preparedness to Meet any Contingency
7.2 Warning Systems
a. Awareness to person by training and displaying posters / slogans etc.
b. DCC shall collect updated information / news from following agencies and communicate to departmental heads and other respective sections.
c. Warning Notification implies that a disaster is imminent; an advance action may be initiated for minimizing the damages / rescue operations. The warning notification, indicating the magnitude of disaster should be communicated to other concerned in the region.
Presently, Area Cyclone Warning Centre, Colaba, Mumbai, is responsible for issue of cyclone warning bulletins for Arabian sea north of Latitude 5 deg N and east of Longitude 60 deg E excluding the area north of 20 deg N and west of 68 deg E. According to the two-stage warning scheme, ACWC, Mumbai, issues warnings for coastal districts of Goa and Maharashtra in 2 stages.
Whenever the coastal belt is expected to experience adverse weather (heavy rain/gales/tidal wave) in association with a cyclonic storm or depression likely intensify into a cyclonic storm ACWC, Mumbai, issues warnings for coastal districts of Goa and Maharashtra in two stages under two stage warning scheme.
Cyclone alert (1st. stage warning): It is issued 48 hrs in advance of expected commencement of adverse weather over coastal areas.
Cyclone warning (2nd stage warning): It is issued 24 hours in advance of expected commencement of adverse weather. Main mode of communication of cyclone warnings is by telegram -000 weather immediate telegram, Telex, W/T (full form), Telephone, Fax, Police wireless if other channels fail and satellite communication (disaster warning system).

7.3 Advance Preparedness
7.4 Accident / Incident Recovery Plan
For effective preparedness to face disasters and to avoid last minute arrangements in panic conditions, the following aspects may be covered as an organizational practice:
- Well-documented emergency plans.
- Data on availability of resources and buffer stocks of restoration materials.
- Identification of key personnel: with their skills and experience on the disaster management.
- Allocation of budget for emergencies.
- “Delegation of Power” at various levels for disaster conditions.
- Mutual assistance agreements signed by all power utilities for sharing men, and
- Material resources on demand.

Once the emergency is over, the effort for the team is to bring back the facility to the normal situation. Assessment committee will assess the loss / damage and redevelopment committee will be responsible for restoration of facility.
The following major concerns always keep people worrying about their facility:

• Environmental factors
The debris is cleaned properly to minimize further environmental damages. The management can take help for this from the outside personnel who are experts in this area. The wastewater is in no case is allowed to go out of the premises untreated.

7.5 Post Disaster Response and Recovery Stage
The psychological trauma associated with the accidents can be taken out by the management through thoughtful investigation of the accident and thereafter taking the actions to eliminate the cause of the accident,
The emergency management plan is well recorded and reviewed for adequacy in future to reduce the response time taken. This enhances the speedy mitigation of such emergencies.
a. Accurate information collection and assessment – once a disaster has occurred, the manager needs reliable data upon which to base priorities and guide response.
b. Balanced response – each type of disaster will require a different set of responses
Following features need to be kept in mind for efficient recovery system:
i. Clear hierarchy of command system.
ii. Mobilization of damage assessment teams.
iii. Mobilization of teams for establishment of base camps / infrastructure.
iv. Officer for communication with the outside environment / press etc.
v. Predefined staff for co-ordination with other agencies on restoration front.
vi. Management of funds and resources at the disaster front.
The DM Cell is responsible for implementation of Disaster management Plan and act as the coordinating, controlling, and monitoring body.
The DM Cell shall,
a. Examine the vulnerability of different parts within organization for different forms of disasters and specify measures to be taken for their prevention or mitigation.
b. Lay down, review and update guidelines for preparation of disaster management plans.
c. Monitor the implementation of the guidelines laid down for integrating of measures for prevention of disasters and mitigation by the departments.
d. Evaluate preparedness at all functional levels to respond to any threatening disaster situation or disaster and give directions, where necessary, for enhancing such preparedness.
e. Coordinate response / rescue team in the event of any threatening disaster Situation.

A. COO:
COO (Mumbai Transmission) shall be the Chairperson of Disaster Management Cell.
B. Human Resources:
To ensure availability & distribution of resources prior to disaster, He/she shall Support Incident Controller in implementation of Disaster Management Plan
C. Incident Controller:
Head (O&M) / Head Projects should be In-charge of the Disaster Management Cell and will be main coordinating authority in case of disaster. His responsibilities shall be -
1. To maintain prior agreed inventory of emergency equipment in the Emergency Control Centre.
2. To keep Shift schedule for all the areas readily available
3. To direct all actions taken on the actual on-site condition.
4. To direct the ‘Key Personnel’ at the work spot for carrying out specific tasks.
5. To provide updates and information to COO.
6. To assess the impact of disaster 7. To coordinate with redevelopment committee.
8. Request for help from Government / Private Authorities like MCGM, MBMC Fire brigade, Ambulance, Police, NGO’s etc.
Key personnel have been identified in the table below for handling disasters at each EHV Stations. Their contact details are provided subsequently in this plan.
In absence of Head O&M / Head Project, Zonal-in-charge acts as incident controller.
D. Key Personnel (KP)
A list of key personnel and their phone numbers shall be available at all the times at the concerned places. Above all, shall decide the actions needed to evacuate personnel at the affected area, carry out emergency works, and arrange supplies of equipment, personnel, etc and liaison with outside authorities. Following shall be Key Personnel (KP) at corporate level during disaster / emergency. Their roles are -
Admin coordinator:
He/she shall provide all the logistic support required for implementing the Disaster Management Plan to Incident Controller
Safety coordinator:
he/she shall -- Update the On-site Disaster Management Plan regularly.
- List of compatibility of chemicals and the appropriate fire extinguishing media/ safety equipment be kept readily available.
- Carry out mock drills.

- Arrange for Training on periodic basis.
- Monitor list of all FIRE extinguishers & update their refilling.
- Ensure availability of competent first aiders.
Security officer:
He/she shall -- Maintain the inventory of spill containment equipment
- Periodically check and ensure proper working of battery-operated radios and cellular mobile phones so as to ensure operability at the time of emergency.
- Co-ordinate with fire brigade, Police officials, ATS, Bombs disposal squad as and when required.
On-Site In-Charge:
They shall -- Prepare plan for evacuation in advance and ensure the availability of the same with office personnel.
- To ensure all the equipment / tools / first aid kits are available and maintained at assigned locations.
- Keep a list of all FIRE extinguishers & update their refilling.
- Ensure Availability of local rescue team.
Emergency Response Teams:
There are local Emergency Response Teams which is available at all locations. In case of disaster, these teams will be in action immediately, and DCC will coordinate with other teams for mobilising them in affected area.
Emergency Response Teams shall consist of Cordon Team, First-Aid Team, Fire Fighting Team, Restoration Team, Spill Clean Team,
Responsibilities of Emergency Response Teams are as follows:- Identifying the location of disaster victims trapped or isolated.
- To save life of the disaster victims by bringing them to a safe location.
- Providing them with medical attention.
- To ensure the survival of the maximum possible number of victims.
- To facilitate search & rescue by the experts.
- To Work out the Search and Rescue plan with the local people.
- Involving various teams in appropriate steps.
- Involving the local people from the community who are well versed with the
- local area and can be instrumental in searching.
- Relocation of the victim to the safer areas through community mapping.

- To provide shelter and other relief material.
- To control panic, rumours, confusion.
- Providing moral support to the victim.
- Providing food, drinking, water, first-aid, and psychosocial care to the Victims at the affected places and also to the stranded people who are in Life threatening situation awaiting rescue.
- Providing post evacuation relief through emergency supplies and services.
- Approach damaged buildings and facilities, if required, from the least dangerous side or access.
- Shut off / switch off all piped service mains (water/gas) and electricity lines in collapsed buildings.
Medical Coordinator:
he/she shall -- Coordinate for equipped ambulance and other medical facilities.- Assess casualties and coordinate with Hospitals in nearby area.
Assessment Committee:
Assessment committee shall consists of representatives from HR, Admin, Finance, Planning, Engineering, Safety, Security, with representative from affected department, chaired by Head O&M / Head Projects.
First Information Report of the committee shall be submitted to COO within 48 hours & Final Analysis Report shall be submitted within 7 days
Redevelopment Committee:
COO will appoint redevelopment committee. This committee shall:- Coordinate with assessment committee
- Plan for redevelopment
- Execute for redevelopment work.
Provision is made to establish a Disaster Control Centre (DCC) from where disaster mitigation operations are directed and co-ordinated. This centre is activated as soon as on-site disaster is declared.
The DCC is equipped to allow unhampered communication with the teams involved in bringing the incident under control, and with the help of external response organizations and other nearby facility personnel. The Occupational health Room provides shelter for persons who have come across the emergency.
Only a limited and prearranged number of people are admitted to the DCC, when in use. This eliminates unnecessary interference and reduces confusion.

The Central Control Room shall have the following resources to effectively handle disasters.
1. Contact list and number of fire stations, medical centres, security, police and district administration & authorities.
2. First aid procedure.
3. Disaster Management Manuals, blown up area maps, district phone directories.
4. Contact list of AEML Key Personnel.
5. Complete detail of the system and guiding document for Bulk Supply Failure
6. In addition to above, comprehensive communication facilities, as listed below, are to be available at Emergency Control Center to handle disasters.
7. The DCC is also equipped with Site plans, facility description, various drawings and maps of the facility describing the electrical fittings, availability of the firefighting equipment, floor wise plan of evacuation etc.
The DCC consists of all the facilities like telephone, communication wireless handsets, mobiles, backed up with emergency lighting etc

Adani Electricity has adopted several new technologies with its state of art SCADA (Supervisory Control and Data Acquisition) system as its backbone. Adani Electricity, being the leader in adopting new technologies, has gone further high tech by installation of Secondary SCADA, GIS (Geographical Information System), CMS (Complain Management System), WMS (Work Management System), NMS (Network Management System) etc. to ensure uninterrupted power supply to its 3 million consumers.
At the System Master Control Centre(MCC), Adani Electricity monitors and controls the entire distribution network which is an open ring system. The distribution network has NOPs (Normally Open points) from where the supply to other part of the network can be restored in case of any abnormality in the network. With the kind of topology of 11 kV network, Adani Electricity is successful in maintaining the reliability and quality of power that is being supplied to the consumers.

Adani Electricity has state of the art Control System called the Supervisory Control and Data Acquisition (SCADA) for 33/22/11 kV Receiving Stations and Distribution Management System (DMS) at strategic 11/0.433 kV substations. The SCADA system is a real-time operating system. It closely monitors the distribution system and its behaviour. The SCADA operation team takes prompt actions that are necessary to reduce the down time of the network. All our 33-22/11kV Receiving Stations as well a few strategically located 11/0.433kV consumer substations are integrated with our Master Control Center(MCC) at Aarey. The List of 33-22/11kV Receiving Stations along with their addresses are tabulated in Annexure-1.
Adani Electricity – Distribution Disaster Preparedness
Adani Electricity management has drawn up an elaborate Disaster Management Plan to minimize the damage & disruption of power supply during any probable natural disaster and has also put in place a well-defined response, recovery and restoration plan with its associated infrastructure. This Plan also includes our preparedness for disaster on the supply side, which includes generation and transmission network.
Following are the various steps taken by Adani Electricity Mumbai Limited as part of the Disaster Management plan.
Disaster Management Teams consisting of senior & experienced personnel drawn from various functions have been formed at Central Control Centre level as well as at five different Divisional levels. Regular review meetings of various teams are held to assess the level of preparedness in respect of Material, Manpower & Transport.
Apart from the Apex DM Team stationed at Central Disaster Control Centre(CDCC) at AEMI, Aarey, five Divisional DM teams’ function from Divisional Disaster Control Centres(DDCCs) located at respective Divisional Offices across Mumbai Suburban Areas. These Disaster Control Centres are equipped with communication gadgets including wireless communication equipment like Radio Frequency Walkie-Talkie Sets, Hot lines, etc. Apart from these, Mobile Phones are provided to each executive, for ease & continuance of communication in case of failure of the normal communication system. Hotline connectivity is available between our SCADA Control Room (MCC), Complaint Management Cell(CMC) and MCGM’s Primary Disaster Control Room at their Head Quarters opposite Mumbai CST and their back up Control Room at Parel. We have also acquired and installed 2 nos. of BSNL Satellite Phones, 1 each at the SCADA Control Room(MCC) and at East Division Office at Tilak Nagar.
A comprehensive Disaster Management Manual specific to our business has been prepared for reference and guidance to all employees connected with Mumbai Business. This updated reference Manual covers information of DM Cell, round the clock accountability of available quick response teams, response trigger mechanisms and resource management at pre-defined locations. The updated Manual is available on the Company’s Intranet Portal and all employees can access and view the same.

Organization has identified 32 teams for quick response during and effective recovery post disaster. These teams comprise trained and experienced personnel who understand our electrical system and are available on-call 24x7.
Training of Teams
A total of 32 Quick Response Teams are identified for quick response during & post disaster.
The role of each team has been defined and necessary briefing/training is conducted as when needed, including mock drills.
The disaster trigger mechanism is defined and methodology of alerting and activating all teams within the shortest possible time has been worked out.
Pre-disaster Preparedness
a. Additional Spares and Capex Materials
i. Essential spare parts, tools and other equipment are specifically reserved to tackle problems foreseen in the event of a catastrophic disaster and are stocked at ten locations spread over the area of supply. These materials are at the disposal of divisional teams. Each of these store locations has 90 nos. of different types of identified equipment, including major CAPEX equipment like Distribution Transformers, HT/LT Switchgears, HT/LT Cables, their accessories etc. apart from other electrical utility spares.
ii. Stocking of 21 Nos. of Distribution transformers, 15 Nos. of RMUs / 11 kV Switch Gears, more than 80 KM Cables, more than 50 feeder pillars & 130 mini pillars. *
iii. Adequate LT / HT jointing kits and LT/HT HRC fuses are kept as reserve stocks
iv. 89 Nos. of de-watering pumps of 3-HP rating for evacuation of flood water are also kept in working conditions at strategic locations. b. Transportation, Emergency DG Set and other Resources
i. 225 nos. of vehicles comprising trucks, pickup/delivery vans and testing vans equipped with emergency repair kits, tools and safety gear & PPE are made available during the monsoon period. These have been placed at all Divisional offices and Depots.
ii. 6nos. of Truck mounted DG Sets of rating of 600 kVA along with 2nos. of DG sets of 200 kVA rating, maintained in working condition are stationed at strategic locations. iii. In addition to the above we hire DG Sets of various capacities on ‘24x7 standby basis’ and ‘As and When’ basis. iv. 24nos. of portable D.G. Sets of 2.2 kVA capacity are also maintained in working condition.

As per the Disaster Management Act, 2005, our Central Disaster Control Centre (CDCC) is equipped with necessary communication facilities such as dedicated teams to man these centres on a 24 X 7 basis especially during Monsoon from 1st. June to 30th. September. In addition, 5 Divisional Disaster Control Centres (DDCCs) are also set up with similar arrangements. These arrangements will continue to operate if the monsoon period extends beyond September.

Distribution substations in low-lying areas have been identified and a disaster recovery plan for their speedy restoration is in place. Adequate resources have been reserved to meet any contingencies in case of disruption of supply to these substations in low lying areas.

These fiber boats along with their operators are available 24x7 during monsoon period. One fiber boat along with its operator is available at our Mira Receiving Station, North Division, and another fiber boat along with its operator is available at Tilak Nagar Office, East Division. vii.5nos. Of Heavy-Duty Inflatable Rescue Boats have been procured. These boats are kept at strategic locations near areas that suffered deluge during previous monsoons.
viii.Installed 2 nos. of satellite phones, 1 each at the SCADA Control Room(MCC) and another at East Division Office at Tilak Nagar, for business continuity in case of all communication fails.
c. Medical Support, Additional Crews, Security Guards and Communication Support
i. Our Medical Teams provide first-aid training as well as awareness about monsoon related diseases to our employees including contract labour. Necessary medicine is also distributed to all field level employees and contract labour as and when required.
ii. We have hired the services of Indian Red Cross Society, Mumbai, to conduct training on Disaster Management for our identified teams.
iii. Additional skilled employees from other functions are also absorbed in O&M based on their necessity and availability.
iv. Need based deployment of additional security guards and Home Guards is done at all complaint attending/handling centres in all divisions.
v. 75nos. of Radio Frequency Walkie-Talkie (Handset & Base Set) are made available at all Divisions as well as Control Center.

Safe Loading of Lines, Equipment and Network Redundancy
Installed capacities of all our Power Transformer (PT) are 1.5 times the Peak Load Demand and Distribution Transformers (DT) capacities are 2.0 times the Peak Load Demand. All DT S/S are provided with energy audit metering and as a continuous planning process, these are upgraded as and when new loads are added.
All our substations are interconnected by Ring Main Unit (RMU) type switchgear thereby ensuring redundancy of supply in case of any fault in the network with minimal interruptions.
All our network and equipment are subjected to additional physical verifications. Preventive maintenance audits are carried out prior to monsoons to ensure prevention of moisture ingress in any form. This includes cleaning, drying and sealing of busbars and switchgear, water seepage checks at substation ceilings, receiving stations etc. All accessories in outdoor type HT installations and cable terminations etc; in pole-mounted type sub-station are cleant and sealed to prevent moisture ingress.
Pre-monsoon Maintenance Checks
Our supply network is an open ring system i.e. every distribution substation is fed by a duplicate source of supply thereby providing enough redundancy in HV/LV network to minimize interruption of supply by providing power through alternate source of supply. Also, our Operation Squad personnel are available round the clock at strategic locations for faster restoration of supply in case of emergency.
In case of major failure due to man-made or natural disaster, priority will be to safeguard the distribution system to prevent shock, fire, and loss of human life. We have also identified essential consumers including –

Disaster: Response, Recovery & Restoration Basic Requirement
1. Accurate information collection and assessment – once a disaster has occurred, the Manager needs reliable data based on which priorities can be decided and the guide the response.
2. Balanced response – each type of disaster will require a different set of responses
Notification
The first reaction to an interruption on account of disaster would be to inform all the relevant people (alternatively referred as teams) about the interruption.
Timely notification regarding disaster is important since it may provide an opportunity to stem any further damage. In a situation where there is adequate time to perform a shutdown or switchover or an evacuation, it may even completely prevent damage. This, however, requires the presence of diagnostic or detective controls. Such controls either continuously scan themselves for a symptom of interruption (SCADA network, servers) or collect such information from external sources (natural calamities, accidents & fires).
Notification Process involves clearly documenting who is to be notified, how, by whom along with escalation mechanism. People listed in this notification process will have to perform different roles. The type of information and amount of detail provided as a part of the notification depends on the role of the person.

• COO (Mumbai Distribution) shall be the Chairperson of Disaster Management Cell.
• Head NM, Head CM and Head DM Cell should be In-charge of the Disaster Management Cells and will be main coordinating authority in case of disaster. They are the Disaster Management Planning Team of AEML. They will coordinate with Management to authorize the emergency response and further actions.
They will also deal with the press, public, customers, shareholders, and other stakeholders. The DM Cell is responsible for implementation of the Disaster management Plan and act as the coordinating, controlling, and monitoring body. The DM Planning Team shall, a. Examine the vulnerability of different parts within organization for different forms of disasters Natural /Man Made and specify measures to be taken for their prevention or mitigation. b. Lay down, review and update guidelines for preparation of Divisional / Centralized Dept disaster management plans. c. Monitor the implementation of the guidelines laid down for integrating of measures for prevention of disasters and mitigation by the departments.
d. Evaluate preparedness at all functional levels to respond to any threatening disaster situation or disaster and give directions, where necessary, for enhancing such preparedness.
e. Coordinate response / rescue team in the event of any threatening disaster Situation.
f. Provide information to the concerned Government Authority relating to different aspects of disaster management.
Central Disaster Control Room
Apart from our Master Control Center(MCC) that function 24x7, 365 days for catering to supply related incidents, a separate 24x7 Central Disaster Control Room(CDCR) is setup and activated during the monsoon months from June to September as laid down in the Disaster Management Act, 2005.Office of the Addl. Mun. Commissioner, MCGM is the District Disaster Management Authority as stipulated under the Disaster Management Act, 2005 who directs us to activate our CDCR from the 1st. of June and deactivate it as per the vagaries of the monsoons.
MCGM coordinates with AEML on their two hotlines for all disaster related matters concerning electric supply.
AEML is one of the Emergency Support Function to the Lead Agency, BEST.
CDCR maintains two-way coordination with internal stakeholders as Head NM, Head CM and DM Cell, Divisional Control Rooms, System Controller Team, NM Div. Maint. Heads, Incident Controller Team, Maintenance Team and the Incident Support Teams.
External Stakeholders with whom CDCR maintains two-way coordination are Disaster Management Cell of Govt. of Maharashtra, MCGM, Communication Media, GoM, Regulatory and the Indian Metrological Department.

Incident Controller Teamcomprising functional heads shall deploy Quick Response Teams and Maintenance Teams for recovery or stopping further damage as the case may be.
They identify and train field executives for deployment in 1+1 formation (for redundancy). They rush to disaster affected sub-stations to take necessary electrical circuit switch-offs / isolation.
In addition, Quick Response Teams and Maintenance Teams are formed to carry out restoration and normalize the system.
They also coordinate with MMG, HR and CES, for the requisite material, manpower and technical support required to restore supply with minimum down time.
Maintenance Team ( RSM , HT <)Respective team will visit the site access the loss due to the disaster .Make proposals for replacement of equipment etc; and would serve as the key decision-makers for further activities of the recovery of site .

Incident Supporting Team
This team comprises all executives from Security Team, Safety & Fire-Fighting Team , Medical Team, HR Team, Admin Team, Civil Team & Transport Team. Their role is to support the Core Team to bring the system back to normal. Essentially to ensure that a safe working environment is created to enable other Teams to start their operations at the earliest. Main Role & Responsibility
• Evacuate the affected area and ensure Head Count at safe Assembly Area/s
• Undertake Fire Fighting operations
• Undertake Search and Rescue operations as per the need

• Render First Aid to the victims and send the casualties to the Hospital as advised by Medical Officer within the Team
• Arrange for the welfare of the people assembled at Safe Assembly Area and shift them to Shelter/s if felt necessary (ANNEURE E1 to E 5) Roles and Responsibilities
A. Safety and firefighting Team
• To arrange for extra personnel protective equipments such as (helmet, mask, safety shoes, gloves etc.)
• Collect and preserve evidence related to accidents/disaster.
• Guide authorities on all safety related issues.
• Any other responsibilities as decided by Executive Site Controller looking into the circumstances at the time of disaster
• Formulate the Procedure and process of Fire Management in the AEML Premises (Office Buildings and receiving stations Building.
• To prepare Matrix and Co-ordination team are as a part of OHSAS.
• To conduct and keep in record Fire safety mock drill twice in year at 12 No. Office buildings of our AEML(D)
• Arrange for Firefighting Training in coordination with Security and Administration on periodic basis.
• Monitor list of all FIRE extinguisher & updating their refilling & Ensure availability of competent first aiders.
B. Security officer • To ensure all installations are guarded against trespassing / entry of unauthorized personnel. To arrange screening of the visitors/outsiders • To ensure restriction on the involvement of the outsiders • To protect the restricted vital premises. • To arrange to verify the issued gate passes/arrange to provide visible identity batches • To organize traffic control / crowd control. • Provide Additional security & home Guards to the staff and executive attending the Disaster Site .• Co-ordinate with fire brigade, Police officials, ATS, Bombs disposal squad as and when required.
C. Medical Executive Team
• To direct all the medical activities thru his Team of Doctors.
• To provide first aid post and other medical facilities at the earliest.
• Liaisons with the nearest hospitals / dispensaries and ask for specific medical assistance from outside.
• To maintain casualty cards and medical stockpile.

• To maintain blood group register of the employees.
• To organize camps for the hygiene of employees / precaution against epidemic .
• 7 Coordinate for equipped ambulance and other medical facilities & Assess the casualty and coordinate with Hospitals in nearby area • 8 Arrange and give First Aid training and precautionary measure to be taken during EPIDEMICS
• Electrical Shocks . snake bite & Heart attack , Facture etc.
D. Administration / HR Team
Overall responsibility for undertaking all activities related to providing support to DM teams in terms of food, transport and accommodation & ensure personal attention to external manpower for their comfort able stay in Mumbai. Ensure that casualties/injured receive adequate medical attention & to arrange additional help if required.
• Arrange transport causalities to first aid post, safe places, or medical centres.
• To arrange for the relief of personnel and organize refreshments and canteen facilities when emergency is prolonged.
• To maintain details of the employees and pass information to kith and kin of fatal and injured persons.
• To arrange temporary residential accommodation, reliever, and catering facilities.
• Any other responsibilities as decided by Executive Controller looking into the circumstances at the time of disaster.

Fire Safety Management System – AEML - D
Fire Fighting
The areas covered for firefighting are as below:
• 33kV /11 kV Receiving Stations
• 11kV /0.440 kV Distribution Substations
• AEML -D Office building
Following fire protection sub-systems are installed for firefighting:
• Portable fire extinguishers
• Trolley type fire extinguishers
• Emulsifier system based on water sprinklers for protection of power transformer.
• Nitrogen based fire extinguishing system for protection of power transformer.
Firefighting method is quickly decided by Area charge/Receiving Stations in- charge and action to extinguish the fire is initiated. Concerned area in charge is responsible for equipment isolation, if any, and to control fire with the help of firefighting equipment and to inform Fire brigade office .
Inspection, testing and refilling of Fire extinguishers is done by Safety in coordination with department. The monitoring of healthiness of firefighting system is done periodically. Fire mock drills are conducted periodically for creating awareness among people in view of emergency preparedness

Adani Electricity has a disaster management portal on our GIS platform that is accessible to all employees. The purpose of this portal is to have minimal or zero consumers affected during a deluge situation. Information related to deluge can therefore be accessed on a single platform. This helps to interlink and correlate the data captured from other systems and derive actionable points in restoring supply in an optimal way.
Disaster Management Portal Mobile App
A mobile app has been developed so that field staff can also have access to and share live information from site. Actions taken on site during disaster like Division/Unit wise assets affected due to water logging, water level, Reason for switching “OFF”, action taken to recover affected assets, expected restoration time & intimation to “ Pump Operator” can be fed in. This App is also useful for identification & allocation of de-watering pumps, mapping waterlogged area on GIS & allocation & communication of the affected asset to the asset owner.

A. Server load balancing and redundancy
a) All the severs are configured in load balancing and redundant mode in DC
b) The hard disks of the main server system are configured in a disk array to ensure there is redundancy built in to cater for failure of single hard disks.
c) The Server System stores the data on different server machines i.e. Primary and Secondary, which caters to in built redundancy for the data. (Fail-over/HA mode)
d) The Secondary Server where data is stored shall be Active in case of failure of the primary server.
e) IT Network devices are configured in HA mode.
f) IT Network links too are configured in HA mode.
g) IT Network links are taken from different service providers.
B. Back ups and Restoration
a) Backup of all critical servers is taken in accordance with the back up frequency and type of backups identified by respective stakeholder.
b) Backup restoration and testing activity is carried out periodic basis. c) All administrators will check on the successful completion of a back up that the data can be read properly. This shall be ascertained to the extent possible using the testing features of the Backup solution.
