Project Acronym: Practising Open Education Version: Final Project Plan Contact: Stephen Mallinder (Project Manager) [email protected] Date: 30 October 2010 1 Practicing Open Education: Developing the Potential of Open Educational Resources in Art, Design and Media Overview of Project 1.1 Background While institutions can coordinate open educational resource projects, faculty who voluntarily share their creative works are the primary force behind the success of these projects. 1 David Wiley The Academy‐JISC funded UK Open Educational Resources (UK‐OER) Pilot Programme 2009‐10 offered individuals, institutions and subject communities the opportunity to implement a range of strategies in order to investigate the most effective pathways for the continued release, and use, of sustainable OERs. As part of the programme the Art Design Media‐Open Educational Resources (ADM‐OER) Project, sought not only to release a range of teaching and learning materials but also to address a changing HE environment. By engaging directly with teaching staff the project’s objective was to help the subject community understand the potential benefits, address possible barriers and clarify the processes necessary to provide, openly accessible, and usable, teaching resources. As ‘creative’ subjects, art, design and media present challenges to the creation and use of OERs. The pilot project identified a number of salient themes: individual, as well as institutional, identity plays a significant role and as a consequence teaching staff are often comfortable with producing for ‘an audience’ although may be reticent to use ‘other’ resources. The sector contains a considerable number of fractional staff, many of whom will teach across institutions and maintain professional practice; 2 and as art, design and media production comprises the object of study many resources contain essential third‐party content. Dialogue with staff, during the pilot phase, offered opportunities to address these aspects. The exchange of knowledge through the sharing of resources, as well as staff and student engagement through digital learning spaces (VLEs), is familiar to academics. However the UK programme acknowledged the shift to globally accessible and repurposable resources represents a significant cultural change and challenge to institutional practices. 1.1Background

Whileinstitutionscancoordinateopeneducationalresourceprojects,facultywhovoluntarilysharetheircreativeworksaretheprimaryforcebehindthesuccessoftheseprojects.1DavidWiley

OERS,motivationsfor,andbarriersto,theirdevelopmentandusepriortothedevelopmentofadepartmentalstrategy.Theprojectseekstonegotiatechangebyengagingdirectlywithstaffandcascadingtheexperiences,understandingsandoutputsoftheADM‐OERProjecttoawiderrangeofart,designandmediadepartments.Byencouragingdialogueacrossthedepartment–betweenstudents,informationservices,departmentalmanagersandteachingstaff–theprojectaimstoidentifykeyareastobetargetedinordertoinstigateprocessesthatpromotethecreationanduseofOERs.

1.2ArtDesignMedia‐OpenEducationalResources(ADM‐OER)PilotProject2009‐10ThepilotADM‐OERProject,incollaborationwiththreeinstitutionalpartners:UniversityoftheArtsLondon(UAL);UniversityfortheCreativeArts(UCA)andtheFacultyofArt,UniversityofCumbria(UoC),releasedarangeofart,designandmediaresourcesmadeavailablethroughinstitutionalrepositoriesandthroughJorumOpen.Inadditiontotheseresourcesthepilotprojectreviewedcurrentinstitutionalanddepartmentalpolicies,practicesandproceduresrelatingtotheownership,useanddevelopmentofdigitallearningandteachingresourcesinart,designandmediahighereducation,andestablishedeffectiveguidelinestosupportthecontinuingreleaseofopenaccesseducationalresources.Asaresulttheprojectcreatedarangeofreports,documentsandtemplates,whichcanbesharedandusedbythewidersubjectcommunity(seeProjectWebpage).TheADM‐OERpilotprojectgeneratedandcapturedconsiderablesubjectcommunityinterestin,andenthusiasmfor,OERs;evidenceofthiscanbeseeninthe74individualresponsestoanADM‐OERsurvey(seeADM‐OERSurvey),andthe25institutionswhoofferedtohostadditionalfocusgroups.Phase2oftheprogrammedoesnotseektoextendthepilotphasebuttocapitaliseonthisgroundswell.ThePracticingOpenEducationProjectaimstobuildupontheoutcomeswithanewandbroaderrangeofdepartmentsbyencouragingthemtoreflectupontheirOERambitionsandaspirationsanddevelopstrategiesthatwillhelpthemputtheseintopractice.

2.AimsandObjectives

3.OverallApproach 3.1ProjectPartnersTheprojectwillworkinassociationwithsixart,designandmediadepartmentswho,identifiedthroughtheADM‐HEASubjectCentrenetwork,hadalreadyexpressedareadiness(ratifiedbytheheadofdepartment)tocommenceworkingonthedevelopmentofOERpractice.InexpandingtherangeofinstitutionstheprojectaimstoseedOERchangeandalsodevelopawidercommunityofpracticebydevelopingalargernumberofresourcesthatcanbemadeavailabletothesector.InstitutionsofferingtohostfocusgroupsduringtheADM‐OERpilotprojecthavebeeninvitedtodevelopthisexpressedinterestbyparticipatinginthePhase2proposal.Theparticipatinginstitutionsare:

3.2RationaleThefacultiesanddepartmentsinvolvedintheproposalincludeadiverserangeofart,designandmediaundergraduatecoursesandincludegamesandproductdesign(DeMontfortUniversity)andperformingarts(danceandmusicproduction‐BucksNewUniversity;performingarts–DeMontfortUniversity).Theprojectisbasedontheview,supportedbyfindingsfromtheADM‐OERproject,thatOERprocessescanbesustainablyembeddedatadepartmental/institutionallevel,wheretheinvestmentsmadecanberewardedthroughthepotentialfor‘showcasing’ofcurricula,staffandinstitutions.InthecontextoflimitedspendingforHE,thedepartmentalandinstitutionalmotivationsfordevelopingOERs‐theirpotentialtoattractstudentsandraiseinstitutionalprofiles‐arecleartosee.Inthiscontextitisimportanttoacknowledgethatpracticeswillhavetobedeveloped,tolargeextent,withinexistingbudgets.Therefore,teaching,libraryandITservicesstaffbuy‐inandmotivationtoinvesttheirownresources,willbevital,andwillbenefitfromhavingactivelycontributedtothedevelopmentofdepartmental/institutionalplanningforOER.TheADM‐OERprojectfoundthatamixtureof‘topdown’institutionalsupportand‘bottomup’academicunderstandingarekeytoprogressingOERprogrammes.Itisclearthatgreaterdialoguebetweenacademicstaff,ITandlibraryservices,management(headsofdepartment)isneededtoaddressthegapbetweenaspirationandpractice.Onbalance,participantsinourresearchwereverysupportiveofthevalueofOERsanddidnotseemoverlyconcernedaboutanyadditionalincentiveswithregardtotheirproduction;thepotentialto

attractadditionalstudents,toimprovethequalityofteaching,toraiseindividualandinstitutionalprofilesweredescribedasrewardenough.However,thetimeandcostofOERcreationanddigitisation,aswellasconcernsaboutIPRandcopyrightissues,arerealbarrierstoOERdevelopment;continuedandconsistentinstitutionalsupportisrequiredtoassistdevelopmentandmaintainrepositories.InlightoftheseissuestheprojectaimstodrawsonlearningfromtheHigherEducationAcademy’sinnovativeDiscipline‐FocusedLearningTechnologyEnhancementprogrammeinwhichprojectscommencewithanexpressedreadinessforchange,andbenefitfromsupportintheformofexpertiseratherthansignificantfunding.LiketheDFLTEAinitiative,thisprojectproposalisbasedontheunderstandingthatthepotentialforinstitutionalchangeisrootedininstitutionalculturesandsocialprocesses. 3.3MethodologyTheADM‐OERProjecthighlightedtheparticularvalueofbringingstafftogether;indiscussionthestafffeltgreaterdialoguebetweenthemselves,theirinstitutionsandtheirITdepartments,wouldhelpresolvemanyofthechallengesposedbyOERpractices.3.3.1FocusGroupsAfocusgroupwillbeheldineachparticipatingdepartmentcomprisingarangeofstaff,fromacrossallsubjectareasincluding:teaching,libraryservices,ITservices,management(HoD)and,wherepossible,partnerFEinstitutions,performingartsstaffandstudentrepresentatives.TheschedulingoftheFocusGroupswillbeflexibleandtheworkpackageallowsforeachinstitutiontotimetablewhentheycanholditinordertohavemaximumimpactandensurearangeofparticipantswhoarecognizantwiththeproject.Thefocusgroupswillbeamechanismtocollectinformationabout:

3.3.2ActionPlansThedesignateddepartmental‘projectleader’willdrawupontherecommendationsinordertoworkwithdepartmentalstafftodevelopastrategicOERActionplan.ThedepartmentalOERActionPlanwillincludeactionstoaddressbarriersandcapitaliseonmotivationsforOERproductionanduseandultimatelyembedeffectiveOERpracticesandpolicies.ThepartnerswillbeencouragedtosharetheActionPlanswitheachotherduringthedraftingphasethroughJISCmail,orawikitocomparethedevelopmentoftheirplans.OncompletionthedepartmentalplanscanbesharedwiththewiderHEcommunitythroughtheprojectWebsiteiftheProjectPartnersfeelitisappropriate.Astipendof£5,000willbemadeavailabletoeachparticipatingdepartmentforactivities(includingthefocusgroup)tofacilitatetheimplementationoftheOERActionPlan.ProjectLettersofAgreement,tobesignedbyHODs,foreachparticipatingdepartmentwillestablishtheresponsibilityofthedepartmentstousetheallocatedfunding(commissionedworks)foradministeringtheproject;identifyingkeyscontacts(whowillberesponsibleforcommunicationwithinthedepartmentandtheprojectmanagement),timetablingfocusgroupsanddevelopingandimplementingthestrategicactionplans.InimplementingtheirOERActionPlan,departmentswillbeabletocallonthesupportoftheProjectManager,accesstheresourcesdevelopedaspartoftheADM‐OERpilotproject,anddrawuponthesupportfromthepilotproject’sInstitutionalLeaders,atUAL,UCAandUoC,whohaveagreedtoactasconsultantsforthePhase2project.3.3.3SteeringGroupandProjectSupportSteeringGroupAdamMannis:ProjectManager,UKCentreforMaterialsEducation/COREOERPhase1ProjectProf.TaraBrabazon:ProfessorofMediaStudiesUniversityofBrightonAlisonCrowe:ProjectManagerADM‐HEASubjectCentreTonyReeves:InstitutionalProjectLeader,ADM‐OERPilotProject,UniversityfortheCreativeArtsSimonAllan:CDLT,InstitutionalConsultant,ADM‐OERPilotProject,UniversityofCumbriaDebbieFlint:AcademicDeveloper,ADM‐HEASubjectCentreStephenMallinder:ProjectManager/Researcher,ADM‐HEASubjectCentreTheSteeringGroupincludingmembersofthesubjectteachingcommunityandinstitutionalleaders/supportstafffromtheADM‐OERPilotProject,willbeestablishedwiththeaimofsupportingtheproject.TheprojectSteeringGroupwillbeconsultedwiththeregardtothefocusgroupthemes,questionsandstructure,andtoassistinthedevelopmentoftheOERActionPlans.ProjectSupportInconsiderationofthecostsandschedulingofmeetingswithalargeprojectgroup,muchofthecommunicationbetweenADM‐HEAandProjectPartnerswillbeconductedelectronically.However,inordertodiscusstheaimsandresponsibilitiesoftheparticipantstheprojectmanagementwillvisit

eachinstitutionintheearlyphaseoftheproject.Themeetingwillalsoenablepreparationforthesubsequentfocusgroup.AsecondmeetinginvolvingtheSubjectCentreanddepartmentalparticipantswilltakeplaceinthefinalmonthsoftheprojecttoenabledepartmentstoreportprojectprogressanddisseminateoutcomeswithintheirinstitution.ParticipatingdepartmentswillberequiredtoproduceabriefreportdetailingprogressondepartmentalOERpracticeandafinalprojectreportwillsynthesisetheoutcomesandfindingsofalltheparticipatingdepartments’initiatives.Ameetingoftheprojectmanagementandallparticipatingdepartmentswillbescheduledinthesecondhalfoftheprojecttoenableprojectstoshareexperiences,reviewprogressandestablishdisseminationactivities.Theprojectpartnerswillbemadeawareoftheavailablesupport–fromtheoutputsandexperiencesoftheADM‐OERPilotPhaseProjectandprogrammesupport,legal,technicaletc.throughJISC.3.4IssuestobeAddressed3.4.1CommunityofPracticeTheprojectaimstoexpandsectorunderstandingsofOERs,theircreation,useandvaluetoteachingandlearningbyofferingsupportforthesubject,andwiderHEcommunities.Theprojectaimstopromotethesharingofteachingandlearningmaterialsbynotonlybyengagingwithanextendedprojectpartnercohortbutalsobydisseminatingtheproject’sprogressandoutcomeswiththeADM‐HEASubjectCentre’sbroadernetworkthroughonlinecommunication,website,eventsandpublications.3.4.2SustainabilityThePracticingOpenEducationProjectaimstoencouragestaffwithinthepartnerinstitutionstoengageinmeaningfuldialogueatadepartmentlevelinordertoaddressthebarriersandmotivationstoOERcreationanduse.Inconsiderationofthecurrentfundingclimatethisisimportantinordertopromotelong‐termpoliciesandpracticesthatensurethereleaseofsustainableandtransparentteachingandlearningresources.TheoutcomesoftheprojectareintendedtoofferguidanceandencouragementtothewidersubjectcommunityinOERproduction,accessanduse.3.4.3CopyrightandIntellectualPropertyCreativeartsandmedialearningresourceshaveinherentconcernsregardingauthorship,third‐partycontent,copyrightandintellectualproperty.TheADM‐OERPilotProjectsoughttoaddresstheseataninstitutionallevel;toclarifyownershipofteachingmaterials,termsofemployment,commercialexploitationandstudentwork.Theoutcomesofthepilotphasecanofferguidancetothenewprojectpartnersinordertosupportlong‐terminstitutionalpoliciesandproceduresregardingOERs.

Althoughthecreationof‘new’resourcescaninsomewayanticipatesuchcopyrightconcernstheyremainaconstantfactorinthetransmissionanduseofonlinematerials.Thepilotprojectdidproduceaseriesofdocumentsthatcanofferinformationandrecommendations:take‐downpolicies,publisher’sclearanceletters,keyagencyguidanceandcontacts,togetherwitha‘howtocreateanOER’flowchart,areintendedtobenefitthephase2project.3.5ScopeandBoundariesTheproject,althoughprimarilytargetingart,designandmediasubjects,willnotlimititsinputtothesesubjectareasbutwillencourageparticipationfromthosepartnerinstitutionswhosupportHEprogrammesintheperformingarts–drama,musicanddance.WheretheprojectpartnershaveaffiliatedcollegesthatprovideHEqualificationsinanFEsetting,thesewillbeencouragedtoattendthefocusgroupsandcontributetotheproject.3.6CriticalSuccessFactorsUsingthefocusgroupsand‘actionplans’theprojectwillworkinassociationwiththepartnersinordertoidentifykeyareasthateachdepartmentneedstoaddressinordertodevelopOERpoliciesandprocesses.Tohavefacilities,practicesandpoliciesinplacethatwillensurethesustainablereleaseofresourcesbeyondtheperiodoftheproject.Toobtainqualityassuredresourcesacrossthesubjectareasthatcanbeusedandrepurposedbythewidercommunity.
