PPSC Operations Manual Page 1 PPSC BOARD OF TRUSTEES Resolution Nr 2015-0701 Resolution to Approve, Adopt, Promulgate and Implement the Revised Operations Manual for the Effective and Efficient Organization Administration and Operations of the Philippine Public Safety College WHEREAS, Section 66 of Republic Act No 6975 or the Department of the Interior and Local Government (DILG) Act of 1990 has mandated the Philippine Public Safety College (PPSC) to serve as the premier educational institution for the training, human resource development and continuing education of all the personnel of the Philippine National Police (PNP), the Bureau of Fire Protection (BFP), and the Bureau of Jail Management and Penology (BJMP); WHEREAS, the PPSC Board of Trustees (BOT), the highest policy-making body of the PPSC in accordance with the law, which is composed of the Secretary of the DILG as Chairman, the Chiefs of the PNP, BJMP and BFP as members and the President of PPSC as ex-officio member thereof, had convened and deliberated on the revisions of the PPSC Operations Manual; WHEREAS, in view of the requirements of quality management system being pursued by the PPSC, the Board saw an urgent need to revise the PPSC Operations Manual and transform it into quality handbook so that the effective and efficient governance of the organization, administration and operations of the PPSC which is aligned with the International Organization for Standardization (ISO) shall be fully enhanced; WHEREAS, the last revisions made on the Manual was in 2005 or ten years ago and to date no amendments or revisions were introduced to make it more responsive and relevant to the developments and emerging challenges and needs of the changing time, hence this revision; NOW, THEREFORE, by virtue of the powers vested by the DILG Act of 1990 and its Implementing Rules and Regulations, the BOARD has RESOLVED as it hereby RESOLVED to approve, adopt, promulgate and implement the herein newly REVISED OPERATIONS MANUAL as follow;

RULE I

GENERAL PROVISIONS

SECTION 1. Title. This Manual shall be known as the REVISED PPSC OPERATIONS MANUAL.

SECTION 2. Creation of the Philippine Public Safety College (PPSC) – The

College was created pursuant to Section 66 of Republic Act No. 6975 or the DILG Act of 1990, to serve as the premier educational institution for the training, human resource development and continuing education of all personnel of the Philippine National Police (PNP), the Bureau of Fire Protection (BFP) and the Bureau of Jail Management and Penology (BJMP)

SECTION 3. Functions of the PPSC- in pursuance to Section 71, Rule X, Rules

and Regulations Implementing the DILG Act of 1990, the PPSC shall have the following main functions:

(a) Formulate and implement training programs for the personnel of the PNP,

Fire Protection and Jail Management and Penology Bureaus;

(b) Establish and maintain adequate physical training facilities; (c) Develop and implement research and development to support educational

training programs; (d) Conduct an assessment of the training needs of all its clientele; and (e) Perform such other related functions as may be prescribed by the

Secretary/Chairman of the Board of Trustees. SECTION 4. Purpose of this Manual – in adherence to the Implementing Rules

and Regulations of the DILG Act of 1990, pursuant to Section 76, Rule X thereof, this Operations Manual shall provide information, procedures, standards and other requirements designed to guarantee smooth, responsive and judicious functions of the Philippine Public Safety College (PPSC) in carrying out its legal mandate. SECTION 5. Vision - By 2020, the Philippine Public Safety College is one of the best public safety educational and training systems in Southeast Asia that is globally competitive and committed to the delivery of effective and efficient public service. SECTION 6. Mission – The Philippine Public Safety College provides comprehensive and continuing education, training, and human resource development to all personnel of the Philippine National Police, the Bureau of Fire Protection and the Bureau of Jail Management and Penology and other public safety agencies and

stakeholders instilling in them the value of character, competence and commitment in the performance of their sworn duties. SECTION 7. Institutional Philosophy - The PPSC is committed to develop a highly ethical, effective and efficient corps of public safety personnel imbued and equipped with knowledge, attitude, skills, habits and values necessary to serve and protect the people.

SECTION 8. General Objectives - The PPSC shall aim to attain the following general objectives:

8.1. Develop the spirit of unity, solidarity and teamwork among the uniformed bureaus/services of the DILG in the maintenance of peace and order and in the efficient and effective delivery of public safety service;

8.2. Pursue total development in the education and training of public safety

personnel in terms of the physical, mental, social, moral/spiritual aspects; 8.3. Develop and maintain a competent, progressive and committed faculty

and staff collectively supportive towards the attainment of its mandate;

8.4. Promote and pursue state-of-the-art knowledge and methodologies in the sphere of public safety education and training;

8.5. Provide and maintain an adequate and integrated system of educational

and training facilities/infrastructures supportive of its programs;

8.6. Establish linkages with local and foreign institutions concerned with the education and training on public safety; and,

8.7. Contribute to the overall development of the five (5) pillars of the

Philippine Criminal Justice System.

SECTION 9. Basic Policies – The PPSC is guided by the following basic policies:

9.1. Attainment of totally efficient, responsive, competent and professionalized public safety officers;

9.2. Formulation of courses of study designed to promote greater awareness and understanding of people’s needs, concerns and aspirations to ensure community support and partnership;

9.3. Respect for the dignity and basic human rights of students, particularly

recruits and cadets, shall be adhered to at all times. Any form of physical or mental infliction like maltreatment, hazing, torture and all forms of

demeaning acts including acts of sexual harassment shall be prohibited and dealt with accordingly;

9.4. Development of a character imbued with discipline, and proficiency in the

realm or domain of the educational and training environment; 9.5. Enjoyment of academic freedom as an integral part of the overall

academic environment and extend the principle to the faculty and students to ensure free and intelligent discourse on public safety issues and concerns;

9.6. Integration of moral/spiritual development and values formation as well as

Human Rights, Gender and Development and Cultural Sensitivity in all courses; and

9.7. Attainment of the highest degree of service delivery and professionalism

through observance of the code of conduct and ethical standards for public officials and employees.

SECTION 10. Quality Policy- We are committed to provide our valued

stakeholders quality and responsive education and training, continual improvement, high ethical standards, good governance in public safety within democratic processes for Peaceful, Progressive and Sustainable Communities in adherence to the quality management system requirements.

SECTION 11. Core Values – We are guided in our work by the core values of

SERVICE which is acronym for Servanthood, Excellence, Responsibility with accountability, Valuing people and respecting human rights, Integrity, Courage, Empowerment,

RULE II

BOARD OF TRUSTEES

SECTION 1. PPSC Board of Trustees – The Board of Trustees (BOT), composed of the DILG Secretary as Chairman, the PNP, BFP, and BJMP Chiefs as Trustees and the PPSC President as ex-officio Trustee and Chief Executive Officer (CEO), is the highest policy making and governing body exercising direct supervision over the Philippine Public Safety College.

1.1 The Board is a collegial body with a quasi-corporate character. 1.2 Trustees cannot delegate their powers and functions. 1.3 A quorum of the Board shall consist of a majority of all the Trustees

holding office at the time of the meeting. 1.4 In the absence of the DILG Secretary as BOT Chairman, he may

designate or appoint a Presiding Officer on his behalf during the Board of Trustees meeting.

SECTION 2. Powers and Functions – The Board of Trustees shall exercise the

following powers and functions:

2.1. Promulgate Board Resolutions and such other issuances necessary to institutionalize, professionalize and modernize public safety education and training and to authorize the PPSC President to issue implementing guidelines to ensure that the resolutions and instructions of the Board will be carried out effectively;

2.2. Approve the conferment of honorary degrees and titles; 2.3. Authorize the PPSC President to disburse funds generated from

donations, grants, trusts, legacies, gifts, endowments from local or foreign sources;

2.4. Authorize the PPSC President to administer assets in trust with the

right to lease and utilize the same in furtherance of the goals and objectives of the College;

2.5. Approve the Philippine Public Safety College Operations Manual,

and amendments or revision thereof;

2.6. Approve the creation/establishment, deactivation or reactivation of education and training units/centers;

2.7. Recommend to the DILG Secretary the appointment of PPSC President and officials in the third level positions;

2.8. Exercise such other powers and functions as may be prescribed by

law, or rules and regulations.

SECTION 3. Board Secretary – In the performance of its powers and functions, the Board shall be assisted by staff complement to be headed by a Board Secretary, who shall be responsible for providing support services and maintaining its records.

SECTION 2. Administration – The PPSC shall consist of the following offices: 2.1 Office of the President - The President of the PPSC shall be the

Chief Executive Officer (CEO) responsible for its overall organization, administration and operations, with the following specific powers and functions:

a. Oversee the implementation of the DBM-approved PPSC

Master Education and Training Program (METP)

b. Propose and seek the approval of the Board of Trustees for the conduct and offering of new courses to enhance the mandate of the PPSC;

c. Designate the Directors of the Constitutive Units;

d. Approve the designation of the Training Directors of RTCs

upon the recommendation of the NPTI Director;

e. Approve all assignments, reassignments, extension and termination of all uniformed personnel on detached service;

f. Recommend the creation/establishment, deactivation or

reactivation of education and training units/centers for approval of the BOT;

g. Coordinate with the respective Tri-Bureau Chiefs and other

stakeholders in the formulation and implementation of Programs of Instruction (POI) and Curriculums;

h. Enter into agreements, consortia, ventures, contracts and all

other similar undertakings;

i. Grant and confer degrees and diplomas for degree/educational courses, and award proficiency certificates for non-degree courses;

j. Implement its Expenditure Program to effectively support the

education and training programs, administrative, logistical and infrastructure requirements of the PPSC;

k. Submit to the Board of Trustees an Annual Report and other

reports as directed;

l. Appoint all officials and employees with Salary Grade 22 and below and recommend to the DILG Secretary the appointments of Salary Grade 23 and above;

m. Affirm, reverse, modify or set aside decisions of the different

Constitutive Units concerning student disciplinary cases; and

n. Perform such other powers and functions as may be prescribed by law and regulation, the Board of Trustees, or by the DILG Secretary.

2.2. Executive Staff

2.2.1. Executive Director- The Executive Director functions within

the Office of the PPSC President and shall coordinate, supervise, direct and integrate activities of all Divisions in the Central Office.

2.2.2. Executive Assistant – Shall serve as chief of staff

responsible for the coordination and orchestration of the administrative activities of the Office of the President and performs other related functions as directed by the President.

2.2.3. Secretariat – Responsible in providing support services to the Board of Trustees, PPSC Office of the President, and other Boards; prepares minutes of the meetings; keeps the PPSC official seal; authenticates Board resolutions and issuances; maintains all records thereof; and performs other related services.

2.2.4. Center for Policy and Strategy- The Center for Policy and Strategy initiates and coordinates the generation of strategic analyses, policy studies, and scholarly research in pursuit of a more responsive public safety, peace and justice education and training as well as policies and programs for the Interior and Security Sectors. It facilitates the forging of partnerships with key institutions and practitioners both local and foreign for knowledge sharing, program innovation, organizational and leadership development, and resource mobilization.

2.2.5. Inspectorate and Legal Office– Provides legal services, undertake legal studies and researches; conducts investigation involving PPSC’s Organic Personnel and Uniformed Personnel on Detached Services; prosecutes administrative cases against Organic Personnel; provides legal assistance to any officer or employee of the PPSC who is charged for any act related to the performance of his official duty including any action that may be initiated by any officer or employee of the PPSC against any private person or entity for injury sustained while in the performance of official duty, provided, that the legal assistance shall not

cover complaints filed before the PPSC President and any action or suit initiated by the PPSC, the Office of the Ombudsman or any branch of the Philippine government against such officer or employee; and performs other related functions.

2.2.6. Public Affairs Office – Responsible for maintaining a comprehensive public affairs and public assistance programs; develops public relations and information programs; serves as the Historical Office of the PPSC; recommends the procurement and subscriptions of periodicals and references for office use; and performs other related functions.

2.2.7. Internal Audit Office- Responsible for assisting the Office of

the PPSC President in promoting effective, efficient, ethical and economical operations by appraising the adequacy of internal controls, consistent with the government manual on auditing system and the National Guidelines on Internal Control Systems (NGICS); and performs other related functions.

2.2.8. Office of the Interfaith Coordinator– Responsible for the

spiritual and moral enhancement programs; serves as the spiritual and moral adviser/counselor; and, performs other related services and functions.

2.3. Office of the Vice-President for Administration – Responsible for

assisting the President in the functional management and supervision to ensure well-planned, directed and coordinated services relating to administrative, financial/budgetary, logistics, facilities/infrastructure development, procurement, distribution, storage, inventory, appraisal and disposal of supplies including property and equipment; records, correspondence, disbursements, transportation, security, general utility and maintenance services; manpower career planning and development; personnel transaction; acts as Chairman, PPSC Administrative Board; and performs other related activities in coordination with the Vice-President for Academics; acts on behalf of the PPSC President on matters within his/her jurisdiction.

2.3.1. Central Records Management Office (CRMO) - Serves as

the official repository of all administrative and academic records, documents and files and shall be responsible for the integration and consolidation thereof; authenticates relevant records; and performs other related services.

2.3.2. Center for Communication and Information Technology (CCIT)- Responsible for the establishment, development and maintenance of communication and electronics system, computer networking, website, dtabase and software applications; prepares/formulates the information system’s strategic plan; facilitates the conduct of training on communication and information technology; provides technical support to all offices and operating units; and performs all other related services.

2.4. Office of the Vice-President for Academics - Responsible for assisting the

President in the functional management and supervision to ensure well-planned, directed and coordinated services relating to all academic programs; formulation and revision of curriculums and programs of instructions; conduct of researches in support of curriculum and faculty development; implementation of faculty and support staff development programs; acts as Chairman, PPSC Academic Board; performs other related matters in coordination with the Vice-President for Administration; and, acts on behalf of the PPSC President on matters within his/her jurisdiction.

SECTION 3. Major Staff Offices– The following are the staff offices in the Central Office and whose heads shall have the designation title of Division Chiefs, and each shall be responsible for providing their respective staff services and exercising functional relationship over the Constitutive Units in terms of overall planning and programming, guidance, policy formulation, program coordination and implementation:

3.1. Administrative Division (AD) – Formulates the Human Resource Management Development (HRMD) of the College; insures that Civil Service Laws and Rules are observed and implemented; implements the PPSC Disciplinary System; promotes the general discipline; morale, welfare and well-being of personnel; oversees health services; maintains and secures all personnel records and files; serves as depository of administrative records; provides policy guidance on the maintenance and disposition of records; prepares General Orders, Office Orders, Special Orders, Letter Orders and other related issuances; issues clearances; prepares personnel payroll and other disbursements; manages logistics; prepares physical development plan; implements construction, repairs and maintenance work programs; implements policies and regulations regarding procurement, storage, issuances, inventory and disposal of supplies, materials and equipment; formulates policies and guidelines relative to the safekeeping and maintenance of vehicles, equipment and facilities; takes charge of the installation of security, housekeeping and other general administrative support services; and performs other related functions.

3.2. Financial and Management Division (FMD) – Prepares the PPSC

Annual Budget and Fiscal Reports; provides policy guidance on all fiscal matters; ensures strict observance of fiscal policies in the implementation of the PPSC Budget; provides techniques, procedures, standards and

guidelines on cost accounting; obligates and certifies availability of funds; maintains basic and subsidiary accounting records and books of accounts; coordinates the conduct of periodic Management Review; and performs other related functions.

3.3. Planning and Research Division (PRD) – Formulates policies and

strategies on the preparation of long, medium and short range plans and programs; implements and embed the Organizational Performance Indicator Framework (OPIF) within the PPSC including the development of annual performance indicators and targets; initiates the conduct of the Annual Operations Planning and Budgeting Conference and the Management Conference, at least twice a year or whenever deemed necessary, in coordination with the Financial and Management Division; establishes a system of monitoring and reporting; monitors and evaluates periodically the progress of projects against set targets and objectives; conducts gathering of stakeholders’ feedbacks and perceptions; conducts research analyses of PPSC programs, projects and activities; maintains statistical data on the administration, operations and activities of PPSC; prepares accomplishment reports; and performs other related functions.

3.4. Curriculum and Standards Development Division (CSDD) –

Formulates policies and guidelines in analyzing, designing, developing, implementing and evaluating all education and training programs; provides support through training of faculty, instructors and academic staff for standard learning package preparation and outcomes-based learning; insures and guarantees the quality assurance of all education and training programs; and performs other related functions.

3.5. Faculty Development Division (FDD) – Formulates and implements policies and guidelines on the screening, selecting, classifying, ranking and hiring of faculty members; conducts faculty performance monitoring and evaluation; ensures a ready pool of competent faculty; maintains a faculty information system; implements faculty development programs and activities; and performs other related functions.

SECTION 4. Constitutive Units and Training Centers –The functions of the Constitutive Units and Training Centers shall be in accordance with their respective mandates and shall exercise such powers and functions to ensure the effective and efficient implementation of their academic and training programs. The training Centers shall serve as public safety educational and training facilities of the PPSC. SECTION 5. Administrative Board. There is hereby created an Administrative Board which shall be composed of the Vice-President for Administration as Chairman, the Chief, Administrative Division as Vice Chairman, Chief, Financial and Management Division, Chief, Planning and Research Division, Chief, Internal Audit Office, and the Chief, Inspectorate and Legal Office, as Members. resource development and system development, subject to the approval of the PPSC President; and,

5.2 Discharge such other powers and functions as may be delegated to it by the PPSC President.

SECTION 6. Academic Board – There is hereby created an Academic Board

which shall be composed of the Vice-President for Academics as Chairman, the Chief, Curriculum and Standards Development Division (CSDD) as Vice Chairman, the Chief, Faculty Development Division (FDD), Chief, Planning and Research Division (PRD), Constitutive Unit Directors, and the Chief, Inspectorate and Legal Office (ILO) as Members.

Majority of the members present shall constitute a quorum to do business and

shall convene on such days and time as it may determine. It shall have the following powers and functions:

6.1. Formulate systems, policies, rules and regulations on courses of study

and academic standards, subject to approval of the PPSC President; 6.2. Discharge such other powers and functions as may be delegated to it by

the PPSC President. SECTION 7. DILG Inter-Agency Scholarships Committee – The Inter-Agency Scholarship Committee created pursuant to Department of the Interior and Local Government Department Order No. 93-381 consisting of the PPSC President, as Chairman, and representatives of the DILG, PNP, BFP and the BJMP as Members, shall select and recommend candidates of the interior sector for foreign and local scholarships and study grants in public safety education and training. SECTION 8. Training Agreements – Organic and non-organic personnel selected under the DILG Inter-Agency Scholarships Program to undergo foreign training or to post-graduate schooling in local/foreign universities shall sign an agreement to serve and instruct at PPSC immediately after completion of training. If for some reasons such agreement will not be fulfilled, they shall be made to reimburse all expenses incurred in connection with their training. All grantees shall, immediately upon arrival, submit an After-Training Report and undertake echo-training to the PPSC and turn-over all training materials to the PPSC Library in relation to this Agreement. SECTION 9. Temporary or Permanent Incapacity or Official Leave of the PPSC President - In case of temporary incapacity or leave of absence of the incumbent PPSC President, he or she, shall designate an Officer-In-Charge of the PPSC, subject

to confirmation of the Secretary, DILG, and in the event of a permanent incapacity or indefinite leave of absence of the incumbent, the Secretary of the DILG as Chairman of the PPSC Board of Trustees shall designate an Officer-In-Charge, until a new PPSC President shall have been qualified and appointed.

SECTION 10. Detail of Non-Organic Personnel – The official detail or detached service of personnel to the PPSC from departments, bureaus or offices of the National Government, for purposes of promotion or other personnel actions of both uniformed and non-uniformed personnel for at least two (2) years renewable every six (6) months shall be considered as equivalent to Instructor/Training Duty. All non-organic personnel on detail or detached service shall be evaluated periodically for purposes of their retention/extension of service within the PPSC.

SECTION 11. Conferences and Meetings – Conferences and meetings shall be called for specific purposes and attendance therein shall be given priority by all concerned. In all these activities, the Parliamentary Law and Rules of Order shall govern the proceedings and deliberations. SECTION 12. Organizational and Systems Development – The PPSC shall pursue a sustainable program for organizational and systems development to ensure the efficient and effective attainment of its mandate, mission and vision.

SECTION 13. Doctrine of Command Responsibility – The PPSC shall

institutionalize the doctrine of command responsibility in accordance with Civil Service Rules and Executive Order 226 to ensure the state of discipline and trustworthiness of officials and employees of the PPSC towards public service and accountability.

SECTION 14. Management and Leadership – The concept of total quality

management and leadership and general principles on executive and staff relationship, functions and procedures, such as completed staff work , as outlined in this Manual and technical references in adherence to quality management system requirements, shall be institutionalized in the PPSC.

RULE IV

GENERAL POLICY GUIDELINES

A. NORMS OF PROFESSIONAL AND ETHICAL CONDUCT SECTION 1. Declaration of Policy – The PPSC adheres to the policy of the State that “promote high standards of ethics in public service, all public officials and employees shall at all times be accountable to the people and shall discharge their duties with utmost responsibility, integrity, and loyalty, act with patriotism and justice, lead modest lives, and uphold public interest”. SECTION 2. Allegiance to the Constitution and the Government – The PPSC “shall bear faithful allegiance to the Constitution and the Government. It shall be their paramount obligation to support and defend the Constitution of the Philippines and observe the laws at all times”.

SECTION 3. Respect for the National Flag and the National Anthem – All shall pay respect to the National Flag and when the National Anthem is played, one must stand at attention, placing the right hand over the left breast, render salute in the case of uniformed personnel, and join in the singing of the National Anthem with fervor and pride. SECTION 4. Duty to Know – All shall familiarize themselves with laws, rules and regulations as “ignorance of the law excuses no one from compliance therewith” and shall conduct themselves in accordance with their precepts. SECTION 5. Public Accountability – All shall render just and fair service to the country and shall adhere to the rule of conscience and the twin policy of transparency and accountability. SECTION 6. Discipline – The virtue of discipline where self-restraint, lawful obedience, orderliness in all conduct and behavior in the performance of official duties and responsibilities shall be observed at all times. SECTION 7. Punctuality – All shall be prompt in attending to all calls, performing their duties and responsibilities and all other concerns where time is of the essence. SECTION 8. Courtesy – All are enjoined to show courtesy and civility at all times especially when dealing with the public and in their conduct and deportment, shall refrain from using coarse, sadistic, profane or offensive language, and always be attentive and zealous in the discharge of their duties and responsibilities.

SECTION 9. Care and Use of Property – All concerned shall be responsible for the proper care and judicious use of property and/or equipment under their custody. Government vehicles shall be used only by authorized personnel and for official business or purposes. Any loss or damage to these property and equipment shall be immediately reported to the proper authorities for appropriate action. SECTION 10. Non Partisan Political Activities – The PPSC takes neutrality and non-partisan political stance and all shall not engage directly or indirectly in partisan political activities except to vote in the exercise of the right to suffrage. SECTION 11. Intoxication, Prohibited Drugs, Gambling and Smoking – Drinking liquor and drunkenness, taking prohibited drugs and gambling within the PPSC offices and all its Constitutive Units/Regional Training Centers are banned. Smoking is strictly prohibited within the premises of PPSC and Constitutive Units including Training Centers as they are declared “Smoke Free” zones. SECTION 12. Meritocracy – The Merit System and the policy against nepotism shall be strictly observed. The use of any influence designed to interfere with any official matter, such as appointment, promotion, assignment, scholarship and any other similar acts, shall not be countenanced and the party concerned shall be made liable for administrative sanction.

SECTION 13. Secrecy Discipline – All concerned shall properly handle information and documents according to their level of security classification, e.g. Restricted, Confidential, Secret, and shall never divulge to anyone any classified matter without clearance from proper authority. Violation of information and document security will be dealt with severely.

SECTION 14. Code of Ethics and Professional Conduct – The PPSC shall subscribe to the provisions of RA 6713 otherwise known as the Code of Conduct and Ethical Standards for Public Officials and Employees and its implementing rules and regulations. SECTION 15. Proper Decorum in the Workplace – The PPSC shall observe proper decorum in the workplace in conformance with the standards of professionalism and to the provisions of RA 7877, otherwise known as the Anti-Sexual Harassment Act of 1995, and the Gender and Development (GAD). SECTION 16. Hazing/Maltreatment – The PPSC shall adhere to Republic Act 8049, otherwise known as the Anti-Hazing Law. Strict measures that curtail any form of physical or mental infliction like maltreatment or hazing, sexual harassment and all forms of demeaning acts must be implemented at all times. SECTION 17. Moonlighting – No official or personnel shall engage in any form of moonlighting activity which can be inimical, prejudicial, or detrimental to the standards of professionalism set by law. For purposes of this Manual, the term shall

refer to engaging in any business, act or activity, the performance of which is not directly related to the furtherance of the mandate and objectives of the PPSC. It shall include, but not limited to, the preparation of reports or papers of students and cadets, sale of uniforms and paraphernalia, operation of canteens, catering and other forms of business, and such other analogous matters. SECTION 18. Dress Code and Appearance – All officials and personnel shall observe prescribed dress code and must appear and conduct themselves appropriately and properly befitting an ideal ladies or gentlemen. SECTION 19. Line of Authority – The Line of Authority shall strictly be observed and followed. Bypassing of intervening authorities in violation of established protocol or order of precedence shall be subject to disciplinary action. SECTION 20. Reporting System – Reports or feedbacks shall be rendered complete, concise and in a timely manner. Proactive reports, or “feed-forward,” shall be encouraged as part of the reporting system.

B. DISCIPLINARY PROCEEDINGS

SECTION 1. General - Subject to the rules promulgated by the Civil Service Commission, the following guidelines shall apply to all disciplinary cases involving PPSC employees: SECTION 2. Who May Initiate. – Administrative proceedings may be initiated by the PPSC President motu proprio or upon complaint of any other person. SECTION 3. Requisites of a Valid Complaint. – Except when initiated by the PPSC President or his/her authorized representative, no complaint against an employee shall be given due course unless the same is in writing and subscribed and sworn to by the complainant. In cases initiated by the PPSC President or his/her authorized representative, a show cause order is sufficient. No anonymous complaint shall be entertained unless there is obvious truth or merit to the allegations therein or supported by documentary or direct evidence, in which case the person complained of may be required to comment. The complaint in triplicate copies shall be written in a clear, simple and concise language and in a systematic manner as to apprise the person complained of, of the nature and cause of the accusation against him/her and to enable him/her to intelligently prepare his/her defense or answer/comment. However, should there be more than one (1) person complained of, the complainant is required to submit additional copies corresponding to the number of persons complained of.

SECTION 4. Contents of a Valid Complaint- The complaint shall contain the following: 4.1. Full name and address of the complainant; 4.2. Full name and address of the person/s complained of as well as his/ her/their position/s and office/s; 4.3. A narration of the relevant and material facts which shows the acts or omissions allegedly committed; 4.4. Certified true copies of documentary evidence and affidavits of his/her witnesses, if any; and 4.5. Certification or statement of non-forum shopping. The absence of any of the aforementioned requirements may cause the dismissal of the complaint without prejudice to its re-filing upon compliance with the above requirements. SECTION 3. When and Where to File a Complaint. – An administrative complaint may be filed at anytime with the Office of the President through the Inspectorate and Legal Office. SECTION 4. Withdrawal of the Complaint. – The withdrawal of the complaint does not result in its outright dismissal nor discharge the person complained of from any administrative liability. Where there is obvious truth or merit to the allegation in the complaint or where there is documentary evidence that would tend to prove the guilt of the person/s complained of, the same should be given due course. SECTION 5. Action on the Complaint. – Upon receipt of a complaint which is sufficient in form and substance, the PPSC President through the Inspectorate and Legal Office, shall require the person/s complained of to submit a Counter-Affidavit/Comment under oath within three (3) days from receipt of order requiring him/her/their comment/s. SECTION 6. Preliminary Investigation; Definition. – A Preliminary Investigation is a proceeding undertaken to determine whether a prima facie case exists to warrant the issuance of a formal charge. It involves a fact-finding investigation or an ex-parte examination of records and documents submitted by the complainant and the person/s complained of, as well as documents readily available from internals records and records of other government offices. SECTION 7. How conducted. – Within five (5) days from receipt of the complaint sufficient in form and substance, the person/s complained of shall be required to submit his/her/their counter-affidavit/comment.

Where the complaint is initiated by the PPSC President, the PPSC President or his authorized representative shall issue a show-cause memorandum directing the person/s complained of to explain why no administrative case should be filed against him/ her/them. The latter’s failure to submit the comment/counter-affidavit/explanation shall be considered a waiver thereof and the preliminary investigation may be completed even without his/her counter-affidavit/comment. If necessary, the parties may be summoned to a conference where the investigator may propound clarificatory and other relevant questions. For cases filed before the PPSC President through the Inspectorate and Legal Office, the preliminary investigation shall be undertaken by the Inspectorate and Legal Office unless another official is so designated. SECTION 8. Duration of the Investigation. – A preliminary investigation shall commence not later than five (5) days from receipt of the complaint by the PPSC President through the Inspectorate and Legal Office and shall be terminated, as much as practicable, within twenty (20) days thereafter. SECTION 9. Investigation Report. – Within five (5) days from the termination of the preliminary investigation, the Inspectorate and Legal Office shall submit the Investigation Report with recommendation and the complete records of the case to the PPSC President. SECTION 10. Decision or Resolution After Preliminary Investigation. – If a prima facie case is established during the investigation, the PPSC President through the Inspectorate and Legal Office may issue either a formal charge or a notice of charge/s pursuant to Section 11 of this Rules. In the absence of a prima facie case, the complaint shall be dismissed and such dismissal shall be approved by the PPSC President. SECTION 11. Issuance of Formal Charge; Contents. – After a finding of a prima facie case, the PPSC President through the Inspectorate and Legal Office shall formally charge the person complained of, who shall now be called as respondent. The formal charge shall contain a specification of charge/s, a brief statement of material or relevant facts, accompanied by certified true copies of the documentary evidence, if any, sworn statements covering the testimony of witnesses, a directive to answer the charge/s in writing, under oath in not less than seventy-two (72) hours from receipt thereof, an advice for the respondent to indicate in his/her answer whether or not he/she elects a formal investigation of the charge/s, and a notice that he/she may opt to be assisted by a counsel of his/her choice. SECTION 12. Notice of Charge/s. – In instances where the complaint was initiated by a person other than the PPSC President or his/her authorized

representatives, the PPSC President may issue a written notice of the charge(s) against the person complained of to which shall be attached copies of the complaint, sworn statement and other documents submitted. The notice shall contain the charges against the person complained of with a statement that a prima facie case exists. It shall also include a directive to answer the charge(s) in writing, under oath in not less than seventy-two (72) hours from receipt thereof, and a notice that he/she may opt to be assisted by a counsel of his/her choice. SECTION 13. Prohibited Pleadings. - The PPSC President through the Inspectorate and Legal Office shall not entertain requests for clarification, bills of particulars, motions to dismiss or motions to quash or motions for reconsideration. If any of these pleadings are interposed by the respondent, the same shall be considered an answer and shall be evaluated as such. SECTION 14. Answer; Requisites and Contents. – The answer, which is in writing and under oath, shall be specific and shall contain material facts and applicable laws, if any, including documentary evidence, sworn statements covering testimonies of witnesses, if there be any, in support of one’s case. SECTION 15. Failure to File an Answer. – If the respondent fails or refuses to file his/her answer to the formal charge or notice of charge/s within the period provided in the formal charge or notice of charge/s which shall not be less than three (3) days from receipt thereof, he/she shall be considered to have waived his/her right to submit the same and the case may be decided based on available records. SECTION 16. Preventive Suspension, nature. – Preventive suspension is not a penalty. It is designed merely as a measure of precaution so that the official or employee charged may be removed from the scene of his/her alleged misfeasance/malfeasance/nonfeasance while the same is being investigated. SECTION 17. When Issued; Grounds. – Upon petition of the complainant or motu proprio, the PPSC President may issue an order of preventive suspension upon service of the formal charge or notice of charge/s, or immediately thereafter to any subordinate officer or employee under his/her authority pending an investigation, if

a) The charge involves: 1. Dishonesty; 2. Oppression; 3. Grave Misconduct; 4. Neglect in the Performance of Duty; 5. Administrative offenses which are punishable by dismissal from the

service on its second or third offense; or 6. If there are reasons to believe that the respondent is guilty of charges which would warrant his/her removal from the service. b) An order of preventive suspension may be issued to temporarily remove the respondent from the scene of his/her misfeasance, malfeasance or nonfeasance to preclude the possibility of:

1. exerting undue influence or pressure on the witnesses against him/her, or

2. tampering with evidence that may be used against him/her. c) In lieu of preventive suspension, for the same purpose, the PPSC President, may reassign the respondent to other unit of the agency during the formal hearings.

SECTION 18. Duration of Preventive Suspension. – Unless otherwise provided for by law, the PPSC President may place the respondent under preventive suspension for a maximum period of ninety (90) days. When the administrative case against an officer or employee under preventive suspension is not finally decided by the PPSC President within the period of preventive suspension, he/she shall be automatically reinstated in the service unless the delay in the disposition of the case is due to the fault, negligence or petition of the respondent, in which case, the period of delay shall not be included in the counting of the period of preventive suspension. Any period of delay caused by motions filed by the respondent shall be added to the period of preventive suspension. Provided, that where the order of preventive suspension is for a period less than the maximum period, the disciplining authority undertakes to finish the formal investigation within the said period and is precluded from imposing another preventive suspension. Provided, further, that should the respondent be on authorized leave, said preventive suspension shall be deferred or interrupted until such time that said leave has been fully exhausted. SECTION 19. Conduct of Formal Investigation; When Held. – A formal investigation/hearing shall be conducted by an ad hoc committee or summary hearing board to be constituted by the PPSC President where the merits of the case cannot be decided judiciously without conducting such investigation or when the respondent elects to have one, in which case, the investigation shall be held not earlier than five (5) days nor later than ten (10) days from receipt of the respondent’s answer or upon the expiration of the period to answer. Said investigation shall be finished within thirty (30) days from the issuance of the formal charge unless the period is extended by the duly constituted ad hoc committee/summary hearing board in meritorious cases. For this purpose, the prosecution of the offense charged shall be conducted by the Inspectorate and Legal Office while the formal investigation shall be conducted by an ad hoc committee/summary hearing board to be constituted by the PPSC President.

SECTION 20. Submission of Position Paper/Memorandum. – At any stage of the proceedings, the parties may, based on their mutual consent, submit position paper/memorandum and submit the case for resolution without any need for further hearings. SECTION 21. Pre-Hearing Conference. – At the commencement of the formal investigation, the ad hoc committee/summary hearing board to be constituted by the PPSC President shall conduct a pre-hearing conference for the parties to appear, consider and agree on any of the following:

a. Stipulation of facts; b. Simplification of issues; c. Identification and marking of evidence of the parties; d. Waiver of objections to admissibility of evidence; e. Limiting the number of witnesses, and their names; f. Dates of subsequent hearings; and g. Such other matters as may aid in the prompt and just resolution of the case.

The agreement entered into during the pre-hearing conference is binding on both parties unless in the interest of justice, the ad hoc committee/summary hearing board may allow a deviation from the same. The conduct of a pre-hearing conference is mandatory. The failure of the respondent to attend the pre-hearing conference constitutes a waiver to participate in the pre-hearing conference but may still participate in the formal investigation upon appropriate motion. SECTION 22. Continuous Hearing Until Terminated; Postponement. –Hearings shall be conducted on the hearing dates set by the ad hoc committee/summary hearing board or as agreed upon during the pre-hearing conference. Each party may be granted one (1) postponement upon oral or written request. If respondent fails or refuses to appear or is not represented by counsel during the scheduled hearings despite due notice, the investigation shall proceed and the respondent shall be deemed to have waived his/her right to present evidence in his/her favor during the said hearing. SECTION 23. Preliminary Matters. – At the start of the hearing, the ad hoc committee/summary hearing board shall note the appearances of the parties and shall proceed with the reception of evidence for the complainant. If after being apprised of the right to counsel, respondent appears without the aid of a counsel, he/she shall be deemed to have waived his/her right thereto.

Before taking the testimony of a witness, the ad hoc committee/summary hearing board shall place him/her under oath and then take his/her name, address, civil status, age, and complete name and address of employment. A sworn statement of the witness/es properly identified and affirmed shall constitute direct testimony, copy furnished the other party. Clarificatory questions from the ad hoc committee/summary hearing board may also be asked. SECTION 24. Appearance of Counsel. – Any counsel who is a member of the Bar appearing before any hearing or investigation shall manifest orally or in writing, his/her appearance for either the respondent or complainant, stating his/her full name, Roll Number, IBP receipt and complete address which should not be a P.O. box address where he/she can be served with notices and other pleadings. If the lawyer is a government employee, he/she shall be required to present an authority to practice profession which should come from the agency head or the agency head’s authorized representative. SECTION 25. Order of Hearing. – Unless the ad hoc committee/summary hearing board directs otherwise, the order of hearing may be as follows:

a. The prosecution shall present its evidence. b. The respondent shall present evidence in support of his/her defense. c. There may be rebuttal or sur-rebuttal.

When the presentation of the witnesses has been concluded, the parties shall formally offer their evidence either orally or in writing and thereafter objections thereto may also be made either orally or in writing. After which, both parties may be given time to submit their respective memorandum which in no case shall be beyond five (5) days after the termination of the investigation. Failure to submit the same within the given period shall be considered a waiver thereof. SECTION 26. Objections. – All objections raised during the hearing shall be resolved by the ad hoc committee/summary hearing board. However, objections that cannot be ruled upon by the ad hoc committee/summary hearing board shall be noted with the information that the same shall be included in the memorandum of the concerned party to be ruled upon by the proper disciplining authority. The ad hoc committee/summary hearing board shall admit all evidence formally offered subject to the objection/s interposed against its admission. SECTION 27. Markings. – All documentary evidence or exhibits shall be properly marked by letters (A,B,C, etc.) if presented by the prosecution and by numbers (1,2,3, etc.) if presented by the respondent. These shall form part of the complete records of the case.

SECTION 28. Issuance of Subpoena. – The ad hoc committee/summary hearing board may issue subpoena ad testificandum to compel the attendance of witnesses and subpoena duces tecum for the production of documents or things. If a party desires the attendance of a witness and/or the production of documents, he/she shall make a request for the issuance of the necessary subpoena ad testificandum and/or subpoena duces tecum, at least seven (7) days before the scheduled hearing. SECTION 29. Record of Proceedings. – Records of the proceedings during the formal investigation may be taken in shorthand or stenotype or any other means of recording. SECTION 30. Filing of Pleadings. – All pleadings filed by the parties with the disciplining authority, through the ad hoc committee/summary hearing board, shall be copy furnished the other party with proof of service. Any pleadings sent by registered mail shall be deemed filed on the date shown by the postmark on the envelope which shall be attached to the records of the case and in case of personal delivery, the date stamped thereon by the disciplining office. SECTION 31. Effects of the Pendency of an Administrative Case. – Pendency of an administrative case shall not disqualify respondent from promotion and other personnel actions or from claiming maternity/paternity benefits. For this purpose, a pending administrative case shall be construed as such when the disciplining authority has issued a formal charge or a notice of charge/s to the respondent. SECTION 32. Formal Investigation Report. – Within fifteen (15) days after the conclusion of the formal investigation, a report containing a narration of the material facts established during the investigation, the findings and the evidence supporting said findings, as well as the recommendations, shall be submitted by the ad hoc committee/summary hearing board to the disciplining authority. The complete records of the case shall be attached to the report of investigation. The complete records shall be systematically and chronologically arranged, paged and securely bound to prevent loss. A table of contents shall be prepared. SECTION 33. When Case is Decided. – The disciplining authority shall decide the case within thirty (30) days from receipt of the Formal Investigation Report. SECTION 34. Finality of Decisions. – A decision rendered by the disciplining authority whereby a penalty of suspension for not more than thirty (30) days or a fine in an amount not exceeding thirty (30) days’ salary is imposed, shall be final, executory and not appealable unless a motion for reconsideration is seasonably filed. However, the respondent may file an appeal when the issue raised is violation of due process.

If the penalty imposed is suspension exceeding thirty (30) days or a fine in an amount exceeding thirty (30) days’ salary, the same shall be final and executory after the lapse of the reglementary period for filing a motion for reconsideration or an appeal and no such pleading has been filed.

C. PUBLIC AFFAIRS SECTION 1. Public Affairs Office (PAO) – The Public Affairs Office (PAO) under the Office of the President shall undertake the following:

1.1. Develops a comprehensive public information system that will generate public awareness;

1.2. Promotes in the social consciousness the importance and relevance of the PPSC’s mandate in the enhancement of the public safety service;

1.3. Establishes and maintains networks and linkages with all the concerned

government and private institutions including non-government organizations local and international;

1.4. Pursues tri-media approaches including the social media to carry out its

plans, programs, projects and activities to further promote public awareness of the PPSC.

SECTION 2. Strategic Information Management – In the effective discharge of its functions, the PAO shall manage strategic and significant information system including media relations. SECTION 3. Data Bank – The PAO shall maintain a data bank as depository of records of major important events/activities of the PPSC, including its historical documents.

D. LIBRARY MANAGEMENT SECTION 1. PPSC Library System – the PPSC President shall prescribe the responsibility for the overall administration of the PPSC Central Library System. SECTION 2. Selection, Acquisition and Collection of Library Materials – The PPSC Textbook Committee and the PPSC Central Library shall be responsible for the judicious selection, acquisition and collection of various types of print and non-print materials like books, periodicals and clippings to support the various curricular offerings of PPSC.

SECTION 3. Library Facilities – The PPSC library facilities, resources and services shall be available to all registered students, officers, faculty members and employees of the PPSC.

SECTION 4. General Guidelines – The PPSC Central Library shall provide general guidelines on all matters pertaining to library services including borrowing and returning procedure of books, use of library facilities and library decorum. Upon request, the public may also avail of the library facilities subject to certain limitations.

SECTION 5. Library Monitoring – The PPSC Central Library shall monitor the performance and operation of all PPSC Constitutive Units’ libraries including that of the Regional Training Centers and may conduct seminars pertaining to library orientation program, reader advisory and inter-library linkages.

E. ADMINISTRATIVE POLICIES

SECTION 1. Applicability of Civil Service Laws and Rules – The Civil Service Laws and Rules shall apply to the following:

1.1. Organic PPSC Personnel - The Civil Service Laws and Rules and other policies and guidelines prescribed by the PPSC shall govern all organic personnel, whether permanent, casual or temporary or contractual.

1.2. Non-Organic PPSC Personnel - All personnel on detail service with the PPSC shall be governed by appropriate standards and procedures set by the Civil Service Commission (CSC). Personnel actions on employees on DS with the PPSC, such as promotion, demotion, transfer, reassignment, separation and discipline shall be governed by their respective laws, rules and regulations peculiar to their respective Bureaus and other policy guidelines prescribed by the PPSC.

SECTION 2. Directors of the Constitutive Units and Training Centers- The Directors of the Constitutive Institutions and Training Centers shall be designated by the Philippine Public Safety College President from among the best qualified organic members of the Philippine Public Safety College System and the non-organic uniformed personnel on detail with the Public Safety College System, who shall be of such rank/grade appropriate and commensurate to the responsibility and dignity of their offices. SECTION 3. Personnel Policies – Prescribed policies and guidelines on personnel matters shall be observed by the following:

3.1. Promotion and Selection Board (PSB) – It is a duly constituted body which shall assist the PPSC President in the judicious and objective recruitment and selection of PPSC personnel for appointment in the government service whether original, reinstatement, transfer or re-employment and in the promotion of personnel subject to existing civil service laws, rules and regulations. The composition of the Personnel Selection Board shall be in accordance with provisions prescribed by the Civil Service Commission (CSC).

3.2. Uniformed Personnel Selection Board (UPSB) – It is a duly constituted

body which shall assist the PPSC President in the screening, placement and designation of uniformed personnel from the PNP, BJMP and the BFP who are willing to be placed on detail with the PPSC, consistent with the provisions of CSC, RA 6975 and RA 8551. The UPSB shall be composed of the PPSC President as Chairman, the Vice President for Administration, an official directly responsible for personnel management as members; two (2) uniformed personnel on DS with PPSC with the rank of Superintendent or above may be designated with the approval of the PPSC President; the Director or the authorized representative of the concerned Constitutive Unit that issued accommodation to a uniformed personnel seeking accommodation may sit in the Board; The members of the Board shall serve at the discretion of the PPSC President.

3.3. Appointing Authority – Subject to pertinent Civil Service Laws, Rules

and Regulations, all appointments of organic personnel of the PPSC including the members of the cadet corps of the Philippine National Police Academy shall be made by the PPSC President except Division Chiefs or those with salary grade 24 who shall be appointed by the Secretary, DILG.

The appointments of organic personnel of the Philippine Public Safety College shall be made by the following:

3.3.1. All Level 3 Positions – President of the Philippines 3.3.2. All below Level 3 Positions – President of the Philippine

Public Safety College 3.3.3. All Cadets/Cadettes – President of the Philippine Public

Safety College

3.4. Rotation, Reshuffling or Reassignments- In the exigency of the service, the Philippine Public Safety College President is authorized to effect the rotation, reshuffling or reassignments of uniformed and non uniformed personnel by designating them to positions compatible with their professional competence and expertise, subject to existing Civil Service Laws and Rules.

3.5. Signing and Approving Authority on Matters Pertaining to Personnel Movements and Designations – Consistent with applicable issuance on delineation of functions among senior officials, the following delegation of authority to PPSC officials is prescribed:

3.5.1. The PPSC President shall act on, sign and/or approve all Orders covering the following:

3.5.1.1. Transfer/reassignment and designations of all non- uniformed personnel (NUP);

3.5.1.2. Transfer/reassignment and designations of Directors of PPSC Constitutive Units subject to the confirmation of the Secretary of the DILG; and

3.5.1.3. Transfer, reassignment and designation of Chiefs of the Central Office Divisions and Directors of the Regional Training Centers.

3.5.2. The Directors of PPSC Constitutive Units shall act on, sign and/or approve all Orders covering the following actions under their respective supervisory jurisdictions:

3.5.2.1 Transfer/reassignment and designations of uniformed commissioned officers (police/fire/jail) subject to confirmation of the President, PPSC; and

3.5.2.2 Transfer/reassignment and designations of uniformed non- commissioned officers (police/fire/jail).

3.5.3 The Directors, Regional Training Centers shall act on, sign and/or approve the transfer/reassignment of all PNP uniformed personnel under their supervisory jurisdictions, subject to the confirmation of the Director, NPTI

SECTION 4. Job Description and Performance Evaluation Reports – All

offices of the Philippine Public Safety College shall prescribe the Job Description for each position to define the roles, functions, duties and responsibilities and relationship required for the position and render periodic Individual Performance Commitment and Review (IPCR). The Job Description and IPCR shall apply to both organic and non-organic personnel.

SECTION 5. Personnel Qualification Standards – The Philippine Public Safety

College President, Subject to the approval of the Civil Service Commission, shall prescribe qualification standards for positions of organic personnel of the Philippine Public Safety College, which are not covered by the Civil Service Commission (CSC) Qualification Standards Manual.

SECTION 6. Daily Time Record – All personnel, except those specifically exempted, shall personally record their time of service by the use of biometrics, if provided, or the use of logbook to monitor their attendance.

6.1. The use of the biometrics in the recording of time in and time out is personal to the employee and cannot be delegated. Any violation of this requirement shall subject the offender to administrative sanction.

6.2. Presidential appointees shall be exempted from punching in the bundy

clock or timekeeping machine, however, attendance and absences of such officers must be recorded, in accordance with Section 3 of Rule XVII of the Omnibus Rules Implementing Book V of Executive Order No. 292, Other Pertinent Civil Service Rules, and Regulation Laws.

SECTION 7. Regular Working Hours – PPSC personnel shall normally render services from 8:00 AM to 5:00 PM during working days. Adoption of flexible and other working schedules may be instituted upon recommendation of the Vice-President for Administration, subject to the approval of the PPSC President. SECTION 8. Human Resource Development – The Career and Personnel Development Program or Human Resource Development Program shall be prepared by the Personnel Officer under the Administrative Division which shall include provisions on merit promotion, performance evaluation, in-service training; overseas and local scholarships and training grants; an incentive awards system, which includes provisions for welfare, counseling, recreation and similar services and other human resource development interventions, such as on-the-job-training, counseling, coaching, job rotation, secondment, job swapping and others. SECTION 9. Policy on Leaves (Sick, Maternity/Paternity, Vacation, Sabbatical or Study, other similar leaves) – Personnel shall be allowed to go on leave with or without pay, subject to the following restrictions and conditions:

9.1. All leaves to be spent abroad exceeding fifteen (15) days shall be endorsed through channel to the Secretary, Department of the Interior and Local Government for approval. The application shall be accompanied by a certification or unit clearance.

9.2. Leave with pay shall only be authorized when the applicant has leave

credits to cover the period applied for, otherwise, the leave shall be without pay.

9.3. Mandatory/Force Leave - Personnel shall go on a five-day leave every

year, which need not be successive. The five (5) days shall be deducted from the leave credits; however, in case where the scheduled leave was cancelled in the exigency of the service, the scheduled leave not enjoyed shall no longer be deducted from the total accumulated vacation leave.

9.4. Vacation leave shall be filed at least five (5) days in advance before its

effectivity. Sick leave may also be filed in advance when possible. 9.5. Individual applications for vacation leave for thirty (30) days or more shall

be accompanied by a statement of leave credits and a certification by the head of office that personnel concerned has no pending case and/or money/property accountability.

9.6. Where officers and employees have pending formal charges against them,

no vacation leave with pay shall be granted upon the respondents during the pendency of their cases.

9.7. Maternity and paternity leaves (Parental Leave) shall be granted as

provided under existing laws and rules. 9.8. Sick leave shall be granted on account of sickness or disability on the part

of the employees concerned or any member of his immediate family. Proper application shall be filed immediately upon return of the employee from such leave. Sick leave in excess of five (5) consecutive days shall be accompanied by proper medical certificate.

9.9. Terminal leave is applied for by an official or an employee who decides to

resign, retire or separate from the service for conversion to cash of all his/her unspent leave credits.

9.10. All applications for leave shall be submitted in prescribed forms. 9.11. The following shall be the approving authority for leaves to be spent in the

country:

9.11.1. More than sixty (60) days – Department of the Interior and Local Government Secretary

9.11.2. Sixty (60) days or less – PPSC President

9.11.3. Fifteen (15) days or less – Vice-President/Constitutive Unit Directors

9.11.4. Seven (7) days or less – Regional Training Center Directors

9.12. The PPSC Central Office shall be furnished with copies of all leaves duly approved at the Constitutive Units and Regional Training Center Directors. The Bureau concerned shall be provided with copies of all approved leaves in the case of uniformed personnel.

9.12.1. Employees hired on contractual basis are not entitled to vacation and sick leave benefits. Employment contract shall not provide for such leave benefits.

9.12.2. Study Leave. Officials and employees may be entitled to study

leave of not more than six (6) months with pay for the purpose of assisting them to prepare for their bar or board examinations or to complete a post graduate degree. The leave shall be covered by a contract between the beneficiary thereof and the Philippine Public Safety College President and subject to existing Civil Service Laws and Rules.

9.12.3. Period to Act on Leave Application. Whenever the application

for leave of absence, including terminal leave, is not acted upon by the head of agency or his/her duly authorized representative within five (5) working days after receipt thereof, the application for leave of absence shall be deemed approved.

9.12.4. Absences Without Approved Official Leave. An official or

employee who is continuously absent without approved leave for at least thirty (30) working days shall be considered absent without official leave (AWOL) and shall be separated from the service or dropped from the rolls without prior notice. However, subject personnel shall be informed on this matter at the last known address or at the address given in the 201 files, not later than five (5) days from its effectivity.

SECTION 10. Records Management – The PPSC Central Office and all its Constitutive Units and Regional Training Centers shall maintain updated individual records of all personnel to include leave cards and personal or 201 File. In case of termination of the detail of uniformed personnel, the Personnel and Records Section/Administrative Division shall officially transmit their 201 File to their respective bureau for proper disposition after issuance of a certificate of clearance. Disposition of official records shall be in accordance with pertinent guidelines. SECTION 11. Personnel Reports – All PPSC Constitutive Units shall submit a Monthly Personnel Report to the PPSC Central Office (Attention: Chief, Administrative Division not later than the fifth day of the month following the month of report. SECTION 12. Definition of Correspondence – Correspondence is a written communication with the purpose of conveying information and other purposes. Correspondence concerns almost every subject and takes many forms. The most commonly used correspondence are letters, endorsements, memoranda, teletype messages, circulars, orders and similar documents.

SECTION 13. Methods of Communication – Transaction of official business may be greatly facilitated by maximum use of the telecommunication technology (e.g. telephone, e-mails, SMS or by means of social media as the case may be) rather than by letter correspondence. Most often, however, records keeping are a critical requirement in most official activities as written correspondence is resorted to. In case of verbal communications the receiving officer for transmittal to concerned official or office/unit shall prepare an official written transcription report. SECTION 14. Expression of Date – The day, month and year in all official correspondence shall be expressed as follows:

14.1. The day shall be in two digits; 14.2. The month shall either be spelled out or abbreviated, using the first

three letters of the month; and, 14.3. The year shall be completely in four (4) digits.

SECTION 15. Authentication – Official communications shall be signed by the head of the unit/office or by the authorized representative. SECTION 16. Prompt Reply – Prompt reply shall be made for correspondence upon receipt thereof requiring an answer which should be made within the required period prescribed by law and regulations. When delay is unavoidable, the sender shall be informed accordingly. Trace letters shall be sent for all unduly delayed correspondence. SECTION 17. Handling of Communications – All incoming and outgoing communications shall be coursed through the PPSC Message Center. All letters for dispatch shall be forwarded in at least triplicate copies. Only authorized personnel shall be allowed to handle or deliver official communications. The confidentiality of official communications shall be maintained at all times. SECTION 18. Orders and Other Issuances – The heads of the PPSC institutions shall transmit all instructions, procedures, information and other relevant matters to offices and units under them. Such orders and issuances may be directory, advisory or informative in nature; general or specific in application; and permanent, semi-permanent or temporary in duration.

SECTION 19. Types of Orders and Issuances –the following are types of

administrative orders and issuances: 19.1. General Orders – General Orders are administrative instructions or

directives which are more or less permanent in duration and general in application such as the establishment of new policies, reorganization of existing offices/units and announcement of certain rules and requirements affecting the functions and duties of a large segment of the PPSC.

19.2. Special Orders – Special Orders shall be used in disseminating special assignments or missions to be accomplished by specific personnel within a definite period. Examples are assignments and other related matters, status of personnel, details, designations, and creations of ad hoc committees or boards.

19.3. Office Orders – Office Orders shall be issued in disseminating

administrative instructions, which are purely internal to an office/unit requiring definite compliance, by the personnel concerned, such as office procedures, personnel conduct and disciplinary measures.

19.4. Letter Orders – All travel assignments of personnel shall be published

through Letter Orders.

19.5. Circulars/Memorandum Circulars – Rules, regulations or instructions addressed exclusively to particular offices/units of the PPSC or to certain classes/groups of students or trainees undergoing courses in any of the training institutions shall be published in circulars or memorandum circulars.

19.6. Disposition Forms – All inter-office communications within the PPSC

shall be done in a Disposition Form (DF) or Summary Disposition Form (SDF).

19.7. Subject-To Letters/Memorandums – All PPSC communications to

subordinate units and among constitutive units or vice versa shall be in the Subject -To Letter or Memorandum Form.

19.8. Business Letters – Business letters shall be used in all communications

with external offices or institutions.

19.9. Other Issuances – Other issuances shall be devised for purposes other than those enumerated above, such as OPLAN/OPORD/SOP/LOI, etc.

SECTION 20. Provisions of Communication Equipment – The PPSC shall

provide radios/cellular phones to PPSC Central Office and its Constitutive Units and Regional Training Centers to enhance its communication system.

SECTION 21. Installation Security and Safety – PPSC shall provide security to buildings, equipment and other properties. Private security guards may be hired and strategically posted to secure the installations. All PPSC Constitutive Units and Regional Training Center shall prescribe rules and regulations to maintain the security and safety of their buildings and personnel against infiltration, attack or sabotage.

SECTION 22. Orderliness and Sanitation – All installations shall maintain the orderliness and cleanliness of buildings and the entire compound, including the greening of grounds and protection of the environment.

SECTION 23. Printing – All printing jobs including mimeographing, collating and

binding, shall be the responsibility of General Services Section (GSS), AD or its counterpart at the PPSC Constitutive Units and Regional Training Centers.

SECTION 24. Grievance System – The Grievance Committee shall be

organized and operational at all levels of the PPSC in accordance with Civil Service Rules.

F. CURRICULUM AND STANDARDS DEVELOPMENT

SECTION 1. General Definition – For purposes of this Manual, Curriculum refers to the formal and informal contents and processes and the organization of subject matter into logical flow or pattern of activities by which learners acquire deeper understanding, knowledge, attitude, skills, habits and values. As generally accepted,

1.1. A curriculum consists of what is taught, how it is taught, the time or

duration, the materials to be taught and also considers the standard learning package for both teachers and students. School experiences and all experiences obtained both inside and outside of the classroom.

1.2. The curriculum occupies a critical point in the educational program where

the focus is on what is to be learned taking into consideration the school experiences and all experiences obtained both inside and outside of the classroom, and the sequence of learning. These events primarily set the pace on how learning takes place.

SECTION 2. Curriculum Development System – involves the processes that

transform the identified goals and objectives into a working program of activities. It prescribes the content of the program, the areas to be explored and decided and the designs that concern the overall program and solve a previously identified problem and the specific learning process.

SECTION 3. Courses of Study – The PPSC shall develop flagship course

offerings, which shall serve as model public safety education, and training programs under a time honored principle of developing graduates equipped with the basic competencies with the highest degree of professionalism and respect for human dignity.

SECTION 4. Career Courses – All career courses developed for officers and

non-officers constitute the courses of study, either programmed or unprogrammed, which are ladderized based on the level of training. All career courses shall be on a

resident basis (stay-in), unless the contrary is specifically authorized by competent authorities.

SECTION 5. Course Requirements – All courses shall be subject to the

following requirements: 5.1. Admission Requirements – Admission shall be in accordance with the

standards prescribed for the course of study; provided further, that those applicants with pending administrative or criminal case may still be considered subject to the approval of the PPSC President.

5.2. Academic Requirements – Submission of research or term papers or

thesis as requirement in the course of study is mandatory. 5.3. Graduation Requirements – Only participants who have actually attended

the course and have satisfactorily complied with all requirements prescribed for the particular course shall be declared as graduates.

SECTION 6. Academic Thrust – The main thrust of the PPSC shall be to develop professionally competent, efficient, effective, morally upright, character-driven and dedicated public safety personnel imbued with the virtues of honesty, professionalism and responsiveness.

SECTION 7. Academic Programs – The PPSC academic programs shall be

planned, developed and implemented with the end view of achieving the afore-stated thrust and the broad and specific objectives formulated in the particular Program of Instruction (POI) or course of study.

SECTION 8. Course Objectives – The objectives of a Program of Instruction

(POI) or course of study shall be stated in clear and concise manner as to impart in precise terms what are required of the faculty and staff and what learning outcomes are expected from the students/trainees/cadets.

SECTION 9. Academic Staff – The academic staff shall develop the ability and capacity to cope with reasonable dispatch with changes brought about by new requirements, organizational and systems developments, new techniques, trends and equipment and other factors.

SECTION 10. Preparation of the Master Education and Training Programs –

The PPSC Master Education and Training Programs shall be prepared within the first quarter of the year in coordination with concerned Bureaus; their dissemination to the concerned Bureaus shall be effected upon approval, and the Program of Instruction for each course published at least one (1) month before the opening date.

SECTION 11. Dissemination of Master Education and Training Programs –

PPSC Institutions shall disseminate the Master Education and Training Program

(METP) after consultations with the tri-bureaus. The METP shall be the basis for the opening of courses and acceptance of participants from the public safety stakeholders.

SECTION 12. Minimum Items of Uniform, Clothing and Paraphernalia –The PPSC shall determine and prescribe the standard uniforms, clothing and paraphernalia and other personal gear which all students are required to wear for schooling. The Constitutive Units shall inform concerned Bureaus about this requirement.

SECTION 13. Student/Cadet Guide and Other Internal Rules – All PPSC

Constitutive Units shall prepare and publish their Student Guide or Cadet Guide to serve as reference for students/cadets in all their official and social activities, conduct and behavior while undergoing schooling, internal rules, regulations and guidelines deemed necessary in the effective implementation of course objectives and the provisions of this Manual.

SECTION 14. Course Coordinator, Learning Manager, Class In-Charge, and

Tactical Officers – A course coordinator or learning manager or class in-charge, as the case may be, and a Tactical Officer shall be designated for each class who will act as OPR and serve as liaison between the class and the institution. They must insure that the Program of Instruction (POI) is implemented properly and accordingly. Tactical Officers are responsible for the discipline of all members of the class pursuant to the prescribed training guides and shall be assigned with specific duties as regards to their relationship with the students.

SECTION 15. Attendance – In general, absences by a student in any course,

whether excused or unexcused, of 20% or more of the total academic and non-academic time allotted to the course shall be sufficient ground to dismiss him/her from the course, provided, that an unexcused absences of 10% or more shall be sufficient ground for dismissal from the course. The respective training guide of all PPSC Constitutive Units shall prescribe the details on attendance policies.

SECTION 16. Academic Proficiency and Aptitude – The passing grades for academic proficiency shall not be less than 75% and aptitude shall be governed by a merit/demerit system, and failure of the student to maintain the minimum requirements for academics proficiency and aptitude shall be ground for dismissal or failure from the course.

SECTION 17. Conduct of Courses – Every course shall be conducted

competently, fairly and judiciously in accordance with the objectives of the Program of Instruction (POI), provided, that no unprogrammed course or academic activity shall be conducted without proper authority and funding. The conduct of programmed or unprogrammed may be based on the recommendations of respective Directors, Constitutive Units subject to the approval of the PPSC President.

SECTION 18. Honor System – The Honor System shall be observed in every

phase of classroom/field activity most particularly in the conduct of examinations and

preparation of term papers or thesis. Any violation of the Honor System shall be sufficient ground for discharge from the course including appropriate administrative sanction.

SECTION 19. Final Order of Merit – The Final Order of Merit of the class

constituting the final grades and ranking of the course participants shall be published not less than one (1) week before graduation or completion time.

G. FINANCIAL MANAGEMENT SECTION 1. Budgeting – It is a critical process of allocating resources, revenues and funds to attain socio-political and economic goals, maintain security, provide for much needed social and other public services, and pay for the country’s debts. Government budgeting and government budget are used as a means and tool for achieving many purposes. These include translating plans into operational programs, projects and activities; setting goals and objectives for each level of the organization and for each program, project, activity and executing government programs.

1.1 It represents an activity wherein programs are translated into its fiscal and non-fiscal requirements. It means determining and assigning resources required to reach programmed goals and activities.

1.2 The Financial and Management Division (FMD) shall discharge the PPSC budget responsibilities.

SECTION 2. Budget Formulation –in the preparation of budgets, tools and approaches to be instituted and applied may differ as the Expenditure Management Framework may vary depending on the government’s prioritization. Thus, PPSC’s considerations in the budget formulation are considered variables.

SECTION 3. Resource Optimization – PPSC units and offices are encouraged to maximize their budget through focused resource utilization. SECTION 4. Budget Allocation- Generally, in the allocation of the budget, agency concerned, is expected to consult their major stakeholders to ensure that their concerns and priorities are addressed and included in the agency’s budget proposal. 4.1. First priority claims- these are the (1) flagship projects; (2) locally-funded projects completing in the budget year; and (3) others. 4.2. Other projects/programs/activities not classified as first priority claim is subjected to the following criteria: 4.2.1. Nature of project/activity;

Appropriations – It is an authorization under Republic Acts or other legislative enactments of obligations to be incurred and allowing payments to be made with funds of government under specified conditions and/or specified purposes. It indicates the programs, projects, and activities to be funded and the corresponding amount authorized to be spent on them.

SECTION 6. Classification of Appropriations – For purposes of this Manual, the following are classification of appropriations: 6.1. By Functions/Projects/Programs (F/P/P’s)

SECTION 7. Funds Allocation – The allocation of funds of the agency is dependent on the categories of the appropriations. SECTION 8. Centrally-Managed Items – These are funds which are maintained centrally and the release of which is dependent on the needs of the requesting office and the approval of the PPSC President. SECTION 9. Reserve – This refers to the portion of the PPSC budget set aside to accommodate the additional valid requests of the constituent elements upon approval of the PPSC President.

SECTION 10. Contingency Reserve – This pertains to the portion of PPSC budget set aside to accommodate the additional valid requests of the constituent elements upon approval of the PPSC President. SECTION 11. Discretionary Maintenance and Other Operating Expenses – This is allocated based on the following criteria:

11.1. Degree of education and training responsibilities; 11.2. Number of programmed activities; and, 11.3. Population size.

SECTION 12. Accounting – The process of recording fiscal transactions and analyzing their results.

SECTION 13. Accounting System – As a general rule, processing of vouchers for various claims shall be done in strict adherence to existing accounting and auditing rules and regulations. Specific rules shall be prescribed on the following: 13.1. Disbursements:

13.1.1. Obligation and processing of vouchers;

13.1.2. Liquidation of Cash Advance for honoraria and traveling expenses; 13.1.3. Replenishment of Petty Cash Advances.

13.2. Collections and Deposits; 13.3. Realignment of Funds; and, 13.4. Submission of Financial and Budgeting Reports.

SECTION 14. Program Review and Analysis (PRA) – It is a process of evaluating the accomplishments of the agency in relation to its planned programs, projects, activities and funding for purposes of determining the extent of effective and efficient implementation of its mandated functions. SECTION 15. Conduct of Program Review and Analysis – The Program Review and Analysis (PRA) is conducted quarterly by the Financial and Management Division, in coordination with the Planning and Research Division, to evaluate the agency’s program, projects and activities towards the attainment of its goals and objectives. It is likewise used to review and analyze the performance of all the PPSC Constitutive Units as against their targeted outputs, using Accomplishment Reports and Status of Funds as bases. Specifically,

15.2. It helps in evaluating the agency’s existing policies and its applicability to the present system.

15.3. It guides management in finding ways and means to improve the Philippine Public Safety College’s performance.

SECTION 16. Prescribed Forms – Refers to the documents to be used in the reports submitted during the conduct of Program, Review and Analysis. 16.1. Form 1: Program Review and Analysis (PRA)

16.1.1. Performance Target – include the course title and the

corresponding number of projected graduates per course. 16.1.2. Accomplishments – provide; (1) course; (2) duration; (3) date

started; (4) date of graduation; (5) quota; and, (6) actual number of graduates. 16.1.3. Resources Utilized – items being released every month, based on

their degree of responsibilities and the number of courses being conducted. 16.2. Form 2: Status and Utilization of Funds

Provide information useful in determining how far the financial resources have been utilized as against the programmed activities of each Constitutive Unit.

15.3. Form 3: Status of Funded Project

Reflect the name of the project, date started, percentage of completion, amount expended during the period to assess the effectiveness of agency’s operations in the implementation of every project.

16.4. Form 4: Manpower Capability Reflect the personnel requirements of each PPSC Constitutive Unit to include the authorized, existing non-uniformed and uniformed personnel from the Philippine National Police, Bureau of Fire Protection, and Bureau of Jail Management and Penology who are on detail with the PPSC that provide the training for the uniformed personnel of the Department of the Interior and Local Government as part of the PPSC’s commitment to develop and professionalize public safety services.

H. PLANNING, RESEARCH AND DEVELOPMENT

SECTION 1. Declaration of Policy – It shall be the policy of the PPSC to provide the methods, systems and procedures necessary to translate its strategic goals, program thrusts and objectives into reality. Toward this end, the PPSC shall provide a dynamic system of management planning, research and development that will enable the Constitutive Units and Regional Training Centers to achieve the overall institutional goal of producing competent and character driven corps of public safety personnel. SECTION 2. Tasks – In the implementation of declared policies of the PPSC, the Planning and Research Division (PRD) is tasked to accomplish the following:

2.1. Provides technical assistance in areas of overall policy formulation, strategic and operational planning and programming of the PPSC including budgeting;

2.2. Establishes linkages and cooperative coordination with various planning

agencies; 2.3. Monitors and evaluates the progress of projects under implementation

against set standards and objectives; 2.4. Conducts research and analysis of organizational and systems

developments; 2.5. Maintains statistical data on the administration, operations and activities of

the PPSC; 2.6. Plans and supervises the conduct of appropriate activities to enhance the

system of planning, research and development. It shall conduct activities, in coordination with the PPSC Central Office Division services, such as the following:

2.6.1. Management Conference 2.6.2. Management Review 2.6.3. Seminar-Workshops 2.6.4. Other similar activities

2.7. Prepares operating and strategic plans and programs for the PPSC.

SECTION 3. Definitions – As used in this Manual, the following are defined:

3.1. Planning – according to educational planning experts, is involved with change; recognizing it, manipulating it and making things happen. It is an

The National Economic and Development Authority defined planning as the conscious determination of courses of action to achieve objectives. It is deciding in advance what is to be done and by whom it is to be done. It can range from the detailed, specific and rigid, to the broad, general and flexible design.

3.2. Strategy – a pattern of purposes, policies, programs, actions, decisions or

resource allocations that define what an organization is, what it does and why it does it. Strategies may vary by level, function and time frame.

3.3. Goal – a term characterizing a programming level beyond the projects

purpose. It provides the reason for the project and articulates a desired end toward which the project efforts are directed.

3.4. Program – a cluster or series of related projects larger in scope and not

necessarily time limited, systematically designed to achieve certain goals of plan.

3.5. Project – a cluster, package or series of related activities with objectives,

requires resources and designed to achieve the objectives of a program. It has a beginning and an end.

3.6. Activity – a cluster, series or package of interrelated tasks designed to

achieve the objectives of a project.

3.7. Indicator – an explicit and objectively verifiable measure of results. Good project design must include pre-establishing what will be measured or observed to demonstrate progress. It may be quantitative or qualitative, and in some cases where quantitative measures are not possible, objective observation of a qualitative change may still provide a measure.

3.8. Inputs – are the actions taken, goods or services.

3.9. Outputs – the specifically intended kind of results. Those that can be

expected from good management of the outputs provided.

3.10. Target – an explicit and objectively verifiable statement of results expected within a specific time period. It is intended to specify the desires and product at any level of intent. Target means performance standard.

3.11. Monitoring – overseeing the decision-making process in project

implementation and assuring that inputs are properly utilized and actions achieved in planned frame.

3.13. Unit-Office – refers to the PPSC Constitutive Units and Training Centers. 3.14. Inter-Office Report – any written statement or summary of activities, and

accomplishments submitted by the Central Office Division group, Constitutive Units and Training Centers.

3.15. Inter-Agency Report – any statement, summary or assessment of

activities and accomplishments submitted by PPSC the Department of the Interior and Local Government.

SECTION 4. Strategies – Planning and Research Division shall pursue a system of management planning, research and development through:

4.1. Strategic Planning – a disciplined effort to produce fundamental decisions and actions that shape and guide what an organization is, what it does and why it does it. At its best, strategic planning requires broad scale information gathering, an exploration of alternatives and an emphasis on the future implication of present decisions. It can facilitate communication and participation, accommodate divergent interests and values, and foster orderly decision-making and successful implementation.

4.2. Management Planning and Research – A method of developing the

organizational structure, theoretical framework and management direction in attaining the vision of the PPSC.

4.3. Total Quality Management and Leadership (TQML) Programs – The

PPSC’s quest for performance excellence through TQML programs. 4.4. Operational Planning – A planning concept aimed at providing the tools

and mechanisms for policy implementation. SECTION 5. Official Reports – The contents, formats and procedures of official reports shall be prescribed by the Planning and Research Division subject to existing rules and regulations. SECTION 6. Submission of Official Reports –

6. 1. Inter-Agency Reports – The inter agency reports prepared and consolidated by the Planning and Research Division shall be submitted by the PPSC President within specified time frame to the DILG and the Department of Budget and Management:

6.1.4. Operations Plan and Budget – on or before the end of January.

Any revision thereof shall be on or before the fourth week of July. 6.2. Inter-Office Reports – The inter-office reports of the Central Office

Division services, Constitutive Units and Regional Training Centers shall be submitted to the Planning and Research Division in accordance with the following schedule:

6.2.1. Quarterly Accomplishment Report – on or before the 25th day of

March, June, September and December.

6.2.2. Semi-Annual Accomplishment Report- on or before the 8th day of June.

6.2.3. Annual Accomplishment Report – on or before the 25th day of

November. 6.2.4. Education/Training Implementation Report – on the first week of

every month.

6.3 PPSC Annual Report – Not later than (90) ninety days after the end of the calendar year, to be prepared by Planning and Research Division and submitted to the Board of Trustees by the PPSC President.

SECTION 7. Research Studies and Surveys – Planning and Research Division in coordination with Curriculum and Standards Development Division shall ensure the continuous development of educational and training programs that will be responsive to the needs of the different Constitutive Units and Regional Training Centers through: 7.1. Annual Conduct of Research Studies and Surveys. 7.2. Implementation of Seminar-Workshops Outputs.

I. FACULTY DEVELOPMENT SECTION 1. Philippine Public Safety College Faculty Corps – The PPSC Faculty Corps shall be maintained to effectuate the mandate and vision of the PPSC as prescribed in this Manual.

SECTION 2. Objectives – The primary objective of faculty development is to ensure that the PPSC Faculty Corps shall be equipped with state-of-the-art academic and non-academic technologies and methodologies capable of effecting desirable changes to all students, cadets and recruits in order to produce highly professional, competent and character-driven public safety officers and personnel with firm commitment and dedication to public service that contribute to the mandate and vision of the PPSC.

SECTION 3. Basic Policies – The PPSC shall be guided by the following basic policies on faculty development.

3.1. The selective employment of highly qualified professors/instructors.

3.2. Research and faculty development programs shall be a continuing concern to ensure that the PPSC Faculty Corps is fully equipped with the latest technologies and methodologies on education and training.

3.3. Ensure that the members of the PPSC Faculty Corps shall continue to

possess professional competence, professionalism and credibility to carry out their assigned tasks.

SECTION 4. Faculty Development Program – The PPSC shall pursue a faculty

development program to attain the following: 4.1 Develop a highly professionalized, motivated and dedicated staff and

faculty capable of transforming our public safety personnel into the “Best and the Brightest”.

4.2 Formulate and implement professional development programs designed to

enrich and improve the instructional performance/capabilities of the PPSC Faculty Corps.

SECTION 5. Faculty Performance Monitoring and Evaluation System – To insure the delivery of quality education and training instructions, faculty performance shall be periodically monitored and evaluated with the following guidelines:

5.1 Conduct of Instructional performance evaluation through:

5.1.1 Actual classroom observations; 5.1.2 Students evaluations of staff and instructors;

5.1.3 Interviews of students and instructors; and,

5.1.4 Formal and informal dialogues/conversations with students and

instructors. 5.2 Conduct of pre and post conferences with professors/instructors on topics

concerning: 5.2.1 Problems met in actual teaching;

5.2.2 Improvements of teaching skills;

5.2.3 Appropriate instructional materials and other visual aids; and, 5.2.4 Better classroom management.

5.3 Establishment of a complete and functional Educational Management

Information System (EMIS) for: 5.3.1 Systematic records keeping;

5.3.2 Facility in evaluation of qualifications; and, 5.3.3 Ready reference on needed data.

5.4 Publish the results of research studies conducted and furnish all

concerned individuals and offices for reference. 5.5 Conduct researches and surveys of all facets of the faculty development

system for the efficient and successful operation of the public safety education and training programs.

6.1. Ensure that the qualifications and expertise of the members of the PPSC Faculty Corps meet the standards of the PPSC as to the Program of Instruction (POI) and Curriculum of the courses of study and other pertinent PPSC issuances on the matter.

6.2. Conceptualize novel ideas and put the same in operation by way of

periodic conduct of seminar-workshops and symposia designed to upgrade the teaching competencies of the entire PPSC Faculty Corps.

6.3. Implement the PPSC standing policy that only accredited members of the

PPSC Faculty Corps shall be employed and paid the corresponding honoraria.

6.4. Conduct an in-depth assessment of the qualifications of all faculty

members to include the appropriateness of the per hour instructional rate to ensure that the same is commensurate to their expertise and technical know-how.

6.5. Publish Quarterly Faculty Evaluation Reports.

6.6. Participate in the conduct of faculty monitoring activities.

6.7. Establish linkages with other educational and training institutions to

improve instructional capabilities of the members of the PPSC Faculty Corps.

SECTION 7. Classification of PPSC Faculty Corps – The PPSC Omnibus Faculty Manual sets the guidelines for the Organization, Classification and Grant of Honoraria for the PPSC Faculty Corps. The faculty ranks provided in this Manual are in consonance with the National Budget Circular No. 461, dated 01 June 1998, as follows:

J. LOGISTICS AND INFRASTRUCTURES SECTION 1. Physical Development Plans – The General Services Section, Administrative Division (GSS-AD) shall prepare construction/repair programs for inclusion in the budget proposal including the determination of building requirements/standards for construction or renovation.

SECTION 2. Maintenance of Property Records – The GSS-AS shall keep and maintain records of the PPSC real estate, infrastructure programs and reports on status of renovation/repair programs of physical facilities. SECTION 3. Project Funding – Directors of concerned Constitutive Units and Training Centers shall request funding for proposed projects in the form of a Memorandum, which shall contain specifications and estimates. SECTION 4. Release of Funds – Directors of concerned Constitutive Units and Training Centers shall request the release of funds for pre-programmed projects in the form of a Memorandum that shall contain details of the project.

SECTION 5. Implementation of Funded and Approved Projects – The PPSC shall implement the funded and approved projects by awarding contracts through competitive public biddings based on applicable laws, rules and regulations.

SECTION 6. Logistics – The system of providing resources for use in accomplishing the mission of PPSC covers determination of requirements, acquisition and distribution of the right items in the right place, right time, right quality, right condition and right cost, including the formulation of rules and regulations concerning requisition, procurement, storage and issuance of expendable and non-expendable supplies and materials in accordance with prescribed policies for implementation by all PPSC offices and institutions. Segregating the procurement scheme from receiving process and the recording of purchase from payment shall strictly follow proper internal control over purchasing procedure. Splitting of requisitions to circumvent control measures is prohibited.

SECTION 7. Preparation of Pertinent Reports on Procured Supplies, Materials and Equipment – Monthly reports of supplies and materials issuance (MRSMI) as evidenced by Requisition and Issue Vouchers (RIV) slip shall be submitted to the Supply Section, Administrative Division as basis for recording in the General Journal. SECTION 8. Property Accountability – All PPSC offices, Constitutive Units and Training Centers shall take full responsibility for all the supplies, materials and equipment issued to them through purchase, donations and other forms of acquisition. SECTION 9. Lift Capability – The operation and maintenance of all transportation requirements of the PPSC Central Office shall be the sole responsibility of the GSS-AD including the formulation and the implementation of policies relative to these functions at the operational level.

SECTION 10. Implementation of Policies, Standards and Requirements for

Logistics and Infrastructures – The GSS-AD shall be responsible for ensuring the implementation of policies and requirements for logistics and infrastructure under this Rule.

K. INSPECTORATE AND LEGAL

SECTION 1. Main Role – The Inspectorate and Legal Office (ILO) shall be

responsible of maximizing the accountability and effectiveness of the PPSC. SECTION 2. Duties and Responsibilities – The ILO shall conduct inspection, performance evaluation of all offices and institutions of the PPSC and conducts appropriate investigations relative to alleged misbehavior, anomalies and irregularities committed by officials and employees and maintain all records and files of investigations and inspections. SECTION 3. Inspection and Performance Evaluation – The ILO in coordination with other offices and institutions of the PPSC shall conduct periodic inspections and performance evaluation of the offices and institutions of PPSC to determine the strict compliance of the PPSC with regards to relevant laws, rules and regulations. SECTION 4. Inspection Program – All offices and units under the PPSC shall develop their respective Inspection Program to promote organizational efficiency and operational effectiveness. This program shall aim to develop the proper orientation for all in the PPSC towards the successful accomplishment of the PPSC’s mandate.

SECTION 5. Performance Rating System – All inspection and performance evaluation activities shall be reported in the format to be prescribed by Planning and Research Division, which shall likewise devise the PPSC Performance Rating System for this and similar activities.

L. CENTER FOR POLICY AND STRATEGY

SECTION 1. Main Role- As a coordinating center directly under the Office of the

President, the Center for Policy and Strategy (CPS) shall actively and closely work with

the following:

1.1. Plans, Policy and Research Group to be chaired by the Chief, Planning

and Research Division to undertake the following:

1.1.1. Publication of the Research Journal;

1.1.2. Establishment of the Professorial Chairs;

1.1.3. Conduct of Futuristic Studies particularly in Homeland Security; and

1.1.4. Quality Management System (ISO)

1.2. Curricular Program Development and Innovation Group to be chaired

by the Chief, Curriculum and Standards Development Division to

undertake the following:

1.2.1. Development of Standard Learning Packages for all PPSC courses;

1.2.2. Adoption of Quality Assurance and Accreditation;

1.2.3. Introduction of Outcomes Based Learning; and

1.2.4. Competency Assessment

1.3. Faculty and Fellows Group to be chaired by the Chief, Faculty

Development Division to undertake the following:

1.3.1. Faculty Exchange Programs;

1.3.2. Faculty Development; and

1.3.3. Faculty Standardization and Rank Classification

1.4. Internal Organization and Infrastructure Development Group to be

chaired by the Chief, Administrative Division to undertake the following:

1.4.1. Master Development Plan;

1.4.2. Infrastructure and Equipage Upgrade

SECTION 2. The Council of Fellows (COF) - The Council of Fellows is a

constitution of internationally and nationally renowned scholars, professionals, industry

leaders and high ranking government officials and policy makers that provide

exceptional and exemplary support and contribution to the advancement of PPSC, its

Constitutive Units and the pertinent sectors it serves.

SECTION 3. Functions of the COF- The COF spearheads the generation of strategic opportunities and resources for PPSC; help define and chart its direction and future; introduce pioneering, innovative and value adding ideas, concepts, plans, programs, and policies that address public safety and security concerns of local or international significance; and facilitates mutual exchange of best practices, expertise and resources.

SECTION 4. Categorization of Fellows- Membership in the COF shall be categorized as follows: (each fellow must be described)

4.1. Eminent Fellow- are individuals who have achieved eminence in local and

international circles in their fields of expertise. Conferment of the title is PPSC’s recognition of their renown. The PPSC;s leadership will be conferring (sic) with them on strategic direction and critical issues of national concern

4.2. Senior Fellows- are recognized and acknowledged experts who may be

invited to take active part in the PPSC’s program development, partnership building, and other development efforts along their areas of expertise at the PPSC level.

4.3. Fellows- are technical experts and practitioners along particular areas, who

may be considered as consultant for specific projects and activities of the PPSC’s academic group.

4.4. Visiting Fellows- are foreign-based technical experts who are invited by the

PPSC for specific program/project/activities. 4.5. Resident Fellows- are organic PPSC staff with the rank of Fellow and

above.

M. OFFICE OF THE EXECUTIVE DIRECTOR SECTION 1. Organization- The Office of the Executive Director is hereby created to ensure a more unified and systematic execution of management tasks and activities within the PPSC Central Office. SECTION 2. Executive Management Relationship- In order to clearly define executive management relationship, the following are hereby stipulated: 2.1. The Executive Director acts as the principal coordinator and supervisor of all Divisions in the PPSC Central Office; 2.2. The Executive Director is responsible in the execution of tasks and activities of all Divisions in the PPSC Central Office. SECTION 3. Major Functional Activities - The position calls for coordinating activities in support of the PPSC President’s directives.

SECTION 4. Responsibilities- Specifically, the position has the following responsibilities: 4.1. Directs, supervises and coordinates the work of all Divisions in the PPSC Central Office. 4.2. Performs other related tasks and functions or as directed by the PPSC President.

N. PUBLIC SAFETY DOCTRINES DEVELOPMENT SECTION 1. Public Safety Doctrines Development – the PPSC shall develop, adopt and institutionalized relevant and responsive public safety doctrines to enhance its education and training mandate. SECTION 2. Objectives of Doctrines – the main objective of doctrines is to establish frameworks toward better understanding the approaches to planning and conduct of operations. Doctrines, specifically:

4.1 Provide a common approach based on methodical thinking is not bound by prescriptive rules; and,

4.2 Provide a framework or model that explains the full capability of forces in

logical and realistic method free from doctrinal inconsistency.

SECTION 3. Office of Primary Responsibility – as the interim Doctrines Development Center for Public Safety pursuant to DILG Department Order Number 96-624 dated 16 October 1996, the Office of Primary Responsibility (OPR) for Public Safety Doctrines Development is the PPSC through the National Police College (NPC) that will undertake the following:

1.1 Serves as think tank on public safety doctrines development;

1.2 Formulates and develops doctrine programs in collaboration with the public safety organizations and allied services and shall be the depository of all doctrines formulated and developed; and

1.3 Maintains linkages with the public safety institutions and other allied

services both public and private to pursue doctrines related to interior and homeland affairs.

SECTION 4. Definitions of Public Safety Terms – relevant terms alluded to this PPSC Operations are operationally defined:

4.1. Public Safety –

4.1.1. A generic term that covers law enforcement, crime prevention and

control, maintenance of peace and order, fire safety and protection, jail management and penology. It includes all the many elements that enable residents of a community to enjoy its streets, sidewalks, parks and other public spaces providing them a sense of security in their homes, schools and workplaces as well.

4.1.2. It stretches from protection and children to concern for the elderly,

from business security to neighborhood watch. It includes working

with at-risk youth and educating homeowners against fraud. It ranges from preventing youths from involvement in crime, eliminating fire hazards, protection from hazardous materials, calamities whether natural or man-made, to helping inmates re-enter the community productively.

4.1.3. It also refers to the services and functions being performed by the

police, fire and jail bureaus as mandated by the law.

4.2. Doctrines – a body of principles in any branch of knowledge; that set of beliefs which is put forth as speculative and/or evident truth or as speculative working principles recommended for acceptance. In religious or martial professions, doctrines serve three purposes:

4.2.1. First, as aids to introspective reflection, interpretation, understanding, actions, instructions, and/or to the safeguarding of the line between allowable variation and unacceptable deviations; 4.2.2. Second, as catalysts for clues into the origin or reasons for the meaningful existence of the organization; and 4.2.3. Third, polemical, in that doctrines exposed to rational probes or inquiries usually result in doctrinal discussions/arguments that end up in purer doctrines. Doctrines as models on instructions are conservative but as modes of inquiry and studies, can be innovative, generating new insights that alter rhetoric of instructions and very often doctrinal substance as well.

4.3. Basic Doctrines – fundamental concepts and principles that guide

members of an organization regarding their roles and functions to attain their overall objectives. Basic doctrines must describe the nature, characteristics and dynamics of each present or probable future situation; the mission and objectives of the organization.

4.4. Public Safety Doctrines – body of standard principles officially adopted,

implemented and taught to further strengthen public safety services. 4.5. Doctrines Development – a research process designed to develop and

integrate into an existing or current organization new doctrines, structures systems and procedures in carrying out the mission and objectives of the organization.

4.6. Social Defense – term to denote a school of thought that advocates

substituting rehabilitative justice to penal justice, and views the prevention of crime and treatment of offenders as part of the “defense” of governments and societies against anti-social conduct.

4.7. Public Safety System – refers to the defense or systems in place for the

protection of the community against all forms of negativism that affects the health and welfare of the public e.g. natural calamities, disasters, floods, criminality, terrorism, famine, drought, etc.

RULE V

AWARDS AND DECORATIONS

SECTION 1. Policy – To foster the highest standards of service proficiency and

professionalism, the PPSC shall grant and confer appropriate awards and decorations to deserving faculty, staff and students who have displayed or manifested exemplary performance. The Administrative Division is designated as the Office of Primary Responsibility (OPR) hereof.

SECTION 2. Design of the Awards and Decorations – The PPSC President

shall prescribe the design and other requirements thereon in consultation with the Philippine Heraldry Commission.

SECTION 3. Awards for Non-Academic Accomplishments – The PPSC

President shall authorize such other awards to individuals or groups who have immensely contributed to the furtherance of the overall mandate of the PPSC

SECTION 4. Special Academic Awards –The PPSC Board of Trustees may

confer post-graduate degrees, honoris causa, to individuals who, by their professional works, have rendered extraordinary service to the community in the field of public safety worthy of recognition by the PPSC.

RULE VI

FINAL PROVISIONS SECTION 1. Amendments – The PPSC President shall recommend any amendment to this Manual, for approval by the Chairman of the Board of

Trustees/Secretary, DILG.

SECTION 2. Repealing Clause – All internal policies, rules and regulations

inconsistent with the provisions of this Manual are hereby repealed or modified accordingly.

SECTION 3. Separability Clause – In case any portion or provision of this Manual is declared unconstitutional or invalid by a competent court, other parts or provisions thereof, which are not affected thereby, shall continue to remain in full force and effect.
