1 This understanding is derived from the fact that “[t]o deliver an overall mitigation in global emissions” is one of the objectives the Article 6.4 mechanism “shall aim” at, while the requirement contained in Article 6.1 to al-low Parties to increase their ambition is relevant for all types of voluntary cooperation of Article 6. Therefore, ambition raising of Parties does not contribute to over-all mitigation, as otherwise establishing an additional objective for Art. 6.4 would be pointless.

Opportunities

Host Party

Host Party taps inaccessible mitigation op-tions that cannot be reached unilaterally.

Host Party integrates the emission sources targeted by the mitigation activity when updat-ing its NDC.

Host Party can increase the ambition level of its NDC by building on the experiences gained / capacities established with the Article 6 coop-eration.

Acquiring Party

Acquiring Party uses the mitigation outcomes imported to increase the ambition level of its NDC. (Policy linking: Acquiring Party uses effi-ciency gains from policy linking to enhance ambition of the policy).

Risks

Host Party

Host Party cannot increase the ambition level of its NDC or is even unable to reach its cur-rent NDC as a result of having exported too many (low cost) mitigation outcomes (over-selling).

Host Party keeps NDC’s ambition level low in order to reduce impact from accounting.

Host Party keeps scope of its NDC small, if Parties are not required to account for mitiga-tion outcomes from outside the scope of an NDC.

Host Party refrains from adopting own cli-mate policies and continues implementing policies that increase emissions in order to maintain the crediting baseline high.

Acquiring Party

Acquiring Party buys mitigation outcomes abroad instead of reducing its own emissions (overuse).
