PowysCountyCouncilandPowysTeachingHealthBoard,alongwithotherpublicsectororganisationsaregoingthroughanunprecedentedandrapidperiodoftransformation.Ourcustomersexpectustodelivermoreandmoreservicesthroughdigitalmeansandincreasinglyincollaborationwithpartnerorganisations.WearethereforedelightedtopresentthisupdatedstrategybetweenPowysTeachingHealthBoardandPowysCountyCouncilthatdescribestheever-increasingrolethattechnologywillplayinsupportinganddrivingchangetoimproveserviceforourcustomers.

Ouraimistomakeitaseasyaspossibleforstaff,patients,clientsandstakeholderstointeractwiththeCouncil,HealthBoardanditspartnersthroughinnovativeservicedeliveryandbetteruseofitstechnologicalandinformationassets.Therehavebeenmajordevelopmentsalready,justtomentionafew:

• Healthcolleagueshavepilotedarangeoftelehealthfacilities;• PowyshasledonthelaunchoftheWelshCommunityCareInformationSystem(WCCIS);whichisanintegratedcomputerisedsystemforHealthand

SocialCare;• LearningInDigitalWaleshasbeenintroducedinalmostallschoolsinPowyswhichhasimprovedbroadbandspeeds,and;• AfullyintegratedadministrativeandteachingdigitalplatformisavailabletoallschoolsinPowys.

Inthelatterpartof2016,theHealthandCareFutureseventprovidedavehicleforstakeholderstosharetheirthoughtsonthechangesaheadandtheprioritiesforthefuture.TheseviewshavebeentakenintoconsiderationalongwiththekeyfindingsoftheWellbeingandFutureGenerationsAssessment.Newandimprovedtechnologieswerehighlightedasaclearpriorityareainbothpiecesofwork,bothsitingimprovedinfrastructurewithgreaterWi-Ficoverageasarealneed.Whilstthereisalwaysmorethatcanbedoneintermsofengagementwithstakeholders,thisstrategybuildsonwhatthepeopleofPowyshavesaidandensuresitusesthesustainabledevelopmentprinciplestoguideitswork(listedinAppendix4).

Inconclusionthismajorrefreshoftheexistingstrategy,takesintoconsiderationnewintelligenceandthekeydriversforchange.Wehavetriedtomakethisaccessibleintermsoflanguageandformat,howeverwewouldbekeentoheartheviewsofcitizensandpartnersonhowwemightimproveourfuturereportsandwidercommunication.EffectivepartnershipsarekeytothesuccessofanymodernstrategyandthereforewewouldliketoexpressoursincerethankstoourexistingpartnersandstafffortheircontributioninanumberofmajorITdevelopmentswithinPowys

Thisstrategyisamajorrefreshofthe2016-18jointstrategybetweenPowysCountyCouncil(PCC)andPowysTeachingHealthBoard(PTHB)anddetailstheICTroadmapforthenext3years.PowysCountyCouncil(PCC)andPowysTeachingHealthBoard(PTHB)haveajointICTservicethatoperatesunderas.33agreementoftheNHS(Wales)Act2006.ThroughouttheperiodoftheStrategy,ICTwillunderpin,supportandenablethestrategicprioritiesoftheCouncil,HealthBoardandthePublicServiceBoard.

The Wider Business Environment AkeystrategicfocusinPowysisimprovementsinthelocaleconomy.Withinits20/25visiononeofitsoutcomesistopromoteavibranteconomyandtheICTservicesneedtoadapttoprovidefargreatersupportinthisarea. Whilsttheeconomicbenefitsofdigitaltoolsarewidelyknownmanysmallandmediumsizedenterprises(SMEs)andcharitiesstillfaceanumberofchallengestoadoptingdigitaltechnologies.TheserviceneedstobecontinuallyawareoftheimpactofanyproposedITdevelopmentswillhaveonitslocalbusinesses/charities.

ThePowysPopulationAssessmentstatesthatthereisagrowingneedtoaddressissuesrelatingtobroadbandconnectivityandmobilephoneinfrastructure.ItwasstatedthatbyJune2017,96%ofPowysshouldhaveaccesstosuperfastbroadbandduetotheSuperfastCymruproject.However,inruralareasofthecounty,thereisagrowingproblemofruralisolation.

Digital Inclusion in PowysItisimportanttoensurenewservicemodelsarefitforpurposeandareinclusive.Outsideofurbancentresaround63%ofruralcommunitiesinPowyshaveapoormobilephonesignalornoneatall.ThecentralandnorthernpartsoftheCountyareparticularlyaffected.Throughthefixedlinenetworkaround40%ofruralcommunitieshavepoorbroadbandconnectivity.Themainurbancentresacrossthecountyaregenerallywellservedthroughthefixedlinenetworkandmobilenetworks.Theseissuecontributetoruralisolation.

Solvingaccessproblemsisalsonotsimplyaboutinfrastructure.In2014/15theWalesNationalSurveyreportedthat63%of65-74yearoldsandonly29%ofpeopleaged75andoverwereusingtheinternet(thiscomparesto99%of18-24yearoldsand96%of25-44yearolds)Overall,digitalexclusion,basedonregularinternetuse,hasfallenfrom34%in2010to19%inthelatestNationalSurveyforWalesfiguresfromJune2015.Howeveritshouldbenoteddigitalexclusionamongstdisabledpeople(38%)isdoublethefigureforalladults(19%)

Whilstprovidingsupportiscritical,usabilityandaffordabilityaresignificantbarriers.Asurveyofnon-internetusersfromthe2013-14NationalSurveyforWales,highlightsthemultiplebarriersthatpreventpeoplefromgoingonlineincludingthat91%identifiedalackofinterestorneedasafactor.Costwasacontributingbarrierforonethirdandupfrontcostswereseenasmoreofaconstraintthanmonthlyconnectionfees.Theseissueswillbetakenintoconsiderationinthisstrategy,asLesleyGriffiths,MinisterforCommunitiesandTacklingPovertystated:

AchievingamoredigitallyinclusivesocietywillmakeasignificantcontributiontomeetingourTacklingPovertycommitmentsandthesevengoalsofourground-breakingWell-beingforFutureGenerations(Wales)Act.

Drivers for Improved ICTTheICTservicewillcontinuetomakeprogressmovingfromaservicethathasbeenfocusedonreactingtoservicerequestandmaintainingbusinessasusual,totransformingbusinessthroughintegration,innovationandstrongplanning.Itisadifficultjourneyinacomplexenvironmentbutonethathasastrongfocusanddeterminedworkforcetoensuresuccess.AspartoftheplanningprocessthestrategywillalsotakeintoaccountthedriversforimprovedICT,whichinclude:

Technologyalonedoesnotchangethings,butitiswidelyrecognisedthatpublicservicescannottransformtomeetmoderncitizens’expectationswithoutit.TechnicalstaffwillbesupportedtoensurethatICTprogrammesarenotviewedinisolationfromthewiderchangesthatneedtohappenwithinaserviceforanytransformationtosucceed.Furthermoreotherserviceswillbeencouragedtothink“DigitalFirst”whenconsideringchangesandincludeICTatearlystageindiscussions.Greaterjointplanning,focusingclearlyonchangemanagementprinciples,forICTandotherrelevantserviceprofessionals,willbeakeythememovingforward.

PowysisinauniquepositionhavingonesharedITserviceacrosstheCouncilandHealthsothatresourcesandintelligencearemaximised.Whilsttherearenumerousbenefitstothisapproachitmustalsoberecognisedthechallengesthisbringsinsupportingchangeindifferentcultures,governancestructuresandworkingpatterns.Thechallengesofmanagingchangeincomplexenvironmentshasalreadybeenrecognisedandplanstoupskillstaffareinprogress.

Inorderfortheplannedchangestosucceedtheremustalsobegreaterserviceengagement,directionandownership.Encouragingmulti-disciplinaryteamsfocusingonacommonoutcomewillassistunderstandingofhowthedifferentorganisationcultures,governanceandprocessesinfluencethedeliveryofaproject.Somebusinessprocesseshavealreadybeenputinplaceoutliningtherequirementforbetterplanningwhichdetailsbusinessobjectives,businesschange,realsavingsandtangibleefficienciestojustifyfutureinvestment.Amorecollaborativeandflexibleapproachtosupportingdepartmentswillbesoughttakingintoaccounttheimportanceofmanagingexistingsystemswhilstatthesametimeenablingchangeandunderstandingserviceneeds.ICTGovernancewillcontinuetoimprove,andwillprovidecriticalchallengeandsupporttodepartments.

AclearaimofthisstrategyistoensurethatPowysisreadyandabletomeetthedemandsarisingfromorganisationalchange;andtoeffectivelyplanthedeploymentofavailableresources.PTHBisinauniquepositioninWalesinmanagingcareacross6HealthBoardsinWalesandthreeHealthTrustsinEngland.Thisisacomplexenvironmentandthepotentialforunplannedchangesissignificant.Thisriskneedscarefulmanagement.

Toensurethischangeenvironmentismonitoredandmanagedeffectively,thestrategywillbeconsideredaliveorganicdocument,updatedregularly,inpartnershipwithservicesandadheretoanumberofkeyprinciples.Theseprincipleshavebeenwellrehearsedovertimebuthavestillbeenrefreshedtoensuretheyarerelevantandappropriateintoday’senvironment.

On-goinginvestmenttoretainafit,robustandsafeinfrastructuretomaintaincurrentbusinesscontinuityisvitalforthestrategytosucceed.Itisthereforecrucialthateachoftheprioritieshasafitandrobustinfrastructure.Specificconsiderationhasbeengiventoeachofthepriorityareasintermsofwhatactionsensurethereisafit,robustandsafeinfrastructure.

Sowhatdoesafit,robustandsafeinfrastructurelooklikeforPowys?

Fit- A fit infrastructure is having the right shape and size to meet the current and future business needs.

Astheorganisationtransforms,afitinfrastructurewillneedconstantappraisalandadjustmenttoensureitremainsfitforpurpose.Toachievethiswewillworkwiththeservicestofullyunderstandthebusinessrequirements,identifyanychangestoprocessesandopportunitiestoinnovate.

Robust- A robust infrastructure is solidly built and strongly maintained and is key to good business continuity and disaster recovery

Ourrobustinfrastructureisproactivelymonitoredtospotdevelopingproblemsbeforetheyaffecttheservices.Itwillreduceunplannedsystemoutagesandwhereanunexpectedoutageoccursourinfrastructurewillallowforquickassessmentandmitigationoftheproblem.

Inordertoachievearobustinfrastructurewewillprocureandmaintainindustrystandardequipmentthataskilledworkforcecansupporttoensuretherightlevelofbusinesscontinuity.Wewillalsotakeadvantageofthirdpartycontractsensuringthattheymeetthebusinesscontinuityneedsoftheorganisations.

Safe- Safe infrastructure is one that has sufficient controls to prevent loss of information either from hacking, inappropriate use or through mistakes.

Wewillensureappropriatesecuritystandardsareadheredtoanduptodatetechnologiesareutilisedtominimisethegrowingcyberthreats.Wewillworkwithpartnerse.g.theNationalCrimeAgency,NWIS,otherpublic/privatepartnerstoprovidearobustcyberincidentresponsecapabilityandtrainourusersingoodcyberpreventionpractices.

In Summary Afit,robustandsafeinfrastructureisfundamentalforanydigitalcapability.Thechallengeistoensurewemaintainourinfrastructureinacosteffectivemannerwhilstbeingadaptabletotheorganisationsandindustrychangethataffectus.Continuedinvestmentinthisareaisfundamental.

What difference this will make?

Byhavingservicesavailableonanonlineportalitallowscustomerstoviewtheirinformationandaccessservices.Forexample:

Using “My Health on Line” an online service, patients will be able to access their GP record, to view details of current medication and read letters related to their care. Patients will be able to carry out self-assessments, complete satisfaction surveys and report experiences and outcomes of the care they have received.

• Powyscitizenswillbeabletoaccessthesedigitalservicesathome,inpublicbuildingssuchashospitals,schoolsandlibrariesviaafreeWi-Fiserviceandwhilstonthemoveviatheirsmartphone.

Effectivegovernanceisfundamentaltothesuccessofanystrategy.Itisimportantthatthestrategyiscorrectlyimplementedandmonitoredsothatthegovernanceprocessenableshighqualitydecisionstobemadeattherighttime.Thisstrategyneedstobeviewedasaroadmapforsuccess,andlikeallroadmaps,sometimesthereareunforeseenroutes,obstacles,andopportunities(particularlyinthetechnologicalword)thatwarrantdifferentroutesanddifferentapproaches.
