a. Project discussion sheets, for each Reserve Component, were reviewed and discussed by the Board Members. Included in the discussion were new and existing projects previously validated, but not yet under construction. Each Reserve Component presented their own individual Component’s projects and provided a current status report of each project.

b. A complete list of projects can be found attached.

OPEN DISCUSSION: United States Air Force Reserve (USAFR) will be the host for the next Florida SFB 2018 meeting, following the Chairman Rotation Sequence. The next Florida SFB is tentatively scheduled for8 February 2018, location to be held has not been set.

Construct a Space Control Facility with Sensitive Compartment Information Facility (SCIF) space capable of accommodating 88 personnel within the existing Morrell Operations Center. This facility will be built on a location within the existing security perimeter that once housed legacy equipment platform. Reinforced concrete foundation and floor slab, steel framed masonry walls and roof structure with interior mechanical, electrical, and fire protection. Exterior site improvements - equipment pad, utility services, roadways, sidewalks, parking lots, access pavements, drainage, fencing, and gates. HAZMAT Storage to include space for fuel, used oil depositary, and flammable storage locker. Provide standby power. Facility and equipment require Protection Level 3.

Remarks

Construct 27,000 SF mission support group and dining facility to replace existing undersized facility. Existing facilities are not adequately sized or configured to meet current mission tasking. An adequately sized and properly configured facility is required to consolidate support functions that are currently spread over the base. A dining hall that is sized and arranged to efficiently feed the trainees and train the services function of the traditional guard forces is necessary. The mission support function is spread throughout the base and grossly undersized. This creates a less than desirable working environment and much inefficiency.

Required by ANG Base Master Plan to correct space deficiencies, alleviate overcrowded working conditions, and provide adequate support for Air Force assets.

Remarks

The current facility is inadequate for the current mission and with transformation, more space criteria is authorized for this mission.

Mission Impact (U): Current facilities were designed for only 25 Airmen. The new space requirements is 35,517 SF per HAF, AFRC & ACC GA functional guidance. The current facility has increased to 119 Airmen working in 39% of authorized space. The current space does not provide lockers for all operators, radios, and Dive Shop, which makes it difficult to perform routine maintenance. Largely due to lack of space for workbenches and test equipment which creates an operational safety hazards. Expensive UTC equipment is being stored outdoors due to lack of climate-controlled storage This creates costly equipment repairs from the corrosive salty air environment. The current “Parachute Packing Facility” is improperly sized, which limits the training on the parachute packing duties. The new facility would consolidate three facilities to one facility as well as provide adequate parking, and make the new facility efficient and cost effective.

Patrick AFB is located in a severely corrosive environment. The 920RQW currently possesses 14 aircraft which are subject to extreme corrosion problems because of the salt-laden atmosphere. The wing also has over 100 pieces of Aerospace Ground Equipment which require ongoing corrosion control treatment. Other factors present on Patrick AFB that accelerate corrosion include high humidity, solar radiation, condensation and contaminants including sand and dust. All these factors combine to cause conditions which can lead to catastrophic failure of equipment. In addition, a recent hurricane demolished the outdoor aircraft wash rack.

Construct a fuel hydrant system to support fueling of large aircraft at the main ramp. Includes the installation of an above ground storage tank of sufficient capacity to support normal and emergent operations and four on-grade fuel hydrants.

Existing fueling operations are supported through over-the-road equipment. This places personnel and equipment under elevated conditions of risk. Additionally, the location of existing stationary fuel facilities on base is vulnerable to incursion or attack.
