Immediately following an earthquake (after drop, cover, hold).
Bomb threat / suspicious package.

Any other circumstance when directed.
During an active shooter event (implement Run, Hide, Fight). Get as far away from shooter as possible.
Reports of an airborne contaminant (implement shelter-in-place or immediately leave the area).
When Not to Utilize Evacuation Assembly Areas During an Emergency
When to Utilize Assembly Areas and Activate Floor Wardens
Accountability. Report to Building POC. Maintain an accurate, up-to-date roster; validated monthly.
Direct safe and orderly exit. Know your department’s destination assembly area (and
others if possible). Mitigate employees’ delay exiting building.
Search and Rescue.
Get away from the hazard as quickly as possible. Force someone to leave the building. Securing facilities/utilities.
Floor Warden Responsibilities
What Are Not Responsibilities
Immediately respond to your identified POC location to receive Floor Warden reports.
Accountability. Report accurately as able to first responders (seek them out). Maintain an accurate, up-to-date roster of floor wardens
who report to you. Know the locations of all four assembly areas. Assist evacuating customers and employees. Search and Rescue.

What Our City May Look Like Post-Incident
Preservation of life above all else: emergency response, life-
threatened injured transported to hospitals.
Activate EOC at the level necessary for appropriate response.
Prevention of additional casualties: windshield surveys,
building inspections, assessments for re-occupying.
Mass debris removal: clear roadways and obstructions.
Assess need for disaster shelters. Ganesha, Palomares,
Washington, and Westmont Parks.
Return to normalcy.
Document all disaster-related expenses.
City Actions Post-Incident
Shelter Locations
Level III: referred to as EOC Light, or EOC Forward.
Mobile deployment to location near incident.
Necessary personnel respond to location.
Police and PVHMC Mobile Command Vehicles.
Small and medium-scale, isolated incidents (Active Shooter).
Offers Incident Commander better situational awareness.
Level I and II: Activate static EOC at Brackett Airfield.
Secure facility offering expanded workspace and enduring
accommodations for prolonged EOC activities.
Necessary personnel respond to facility.
Medium and large-scale expanded events (Earthquake).
Emergency Operations Center Activation
Water! Pomona has significant underground aquafers and potable
water stores.
Trauma Center. PVHMC just opened Level II facility.
Lines of Communication. Freeways crisscross to the north, south,
and west.
Key Terrain. Pomona lies between March AFB/Ontario Int and LA
County.
Rail throughput. Both freight and passenger lines cross Pomona.
Fairplex. Largely looked as the primary shelter and staging area
for largescale response.
Personnel. Proficient and reliable workforce.
Brackett Airport. Capable of supporting relief and mercy flights.
Directly across from Fairplex.

Ground Lines of Resupply Are Unreliable
