What is Poverty?

• Poverty is general scarcity, dearth, or the state of one who lacks a certain amount of material possessions or money.

• It is a multifaceted concept, which includes social, economic, and political elements. 

• Poverty may be defined as either absolute or relative.

• Condition where people's basic needs for food, clothing, and shelter are not being met.

Theories of Poverty• Theory One: Poverty Is Individual The right-wing view is that poverty is

an individual phenomenon. On this view, people are in poverty because they are lazy, uneducated, ignorant, or otherwise inferior in some manner.

• Theory Two: Poverty Is Structural The left-wing view is that poverty is

a structural phenomenon. On this view, people are in poverty because they find themselves in holes in the economic system that deliver them inadequate income. Because individual lives are dynamic, people don't sit in those holes forever.

Poverty in Metro Manila

• There are 586 slums in Metro Manila alone. These are homes of the poor.  But they remain the frontier for evangelical mission work.

• The United Nations says that any person who lives on less than USD1.25 (Php58) per day is poor.

• In the Philippines, the poverty level is USD 0.76 (Php38) per day.

• 27.6 million Filipinos (33%) live below the poverty standard.

• 12.2 million Filipinos (15%) live below the subsistence standard.

Latest Phil. situation on Poverty

Poverty has always remained a critical social problem that calls to be addressed. Philippines latest poverty line for 2014 marks a monthly per capita income of 10,534 pesos a year.According to the data from the National Statistical Coordination Board, more than one-quarter (25.8%) of the population fell below the poverty line the first semester of 2014, an approximate 4 per cent increase since 2013.

Poverty in the Phil.• The report indicated that the Autonomous Region in

Muslim Mindanao (ARMM) ranked as the worst national region with poverty levels in its provinces ranging from 42 percent to 47 percent. The region with the lowest incidences of poverty was the National Capital Region (NCR), averaging around 3.9 percent.

• According to the NSCB, poverty rates are well above 40 percent in 15 provinces and one city (Catabato City is chartered and therefore not a part of a province).

• The poorest province, Lanao del Sur, registered 68.9 percent poverty levels. The province with the lowest rate was the 2nd District of the NCR with 3.1 percent. The capital city of Manila, located in the 1st District of the NCR, had a 3.8 percent poverty rate.
