Poverty in India is widespread, with the nation estimated to have a third of the world's poor.

In 2010, the World Bank reported that 32.7% of all people in India fall below the international poverty line of US$ 1.25 per day (PPP) while 68.7% live on less than US$ 2 per day. According to 2010 data from the United Nations Development Programme, an estimated 29.8% of Indians live below the country's national poverty line. A 2010 report by the Oxford Poverty and Human Development Initiative (OPHI) states that 8 Indian states have 421 million poor people.

A 2013 UN report stated that a third of the worlds poorest people live in India.

CORRUPTION: Got your stuff stolen? Had a car accident? Need to register your name for a permit, a loan, a government grant or subsidy? Don’t forget your bribe money.

That creates three kinds of situations: first you don’t turn to your government to protect yourself and you get used to getting things done by yourself. Whatever business you’re in you end up not paying taxes anymore. Whatever problem you’re having you’ll deal with it on your own, which can easily get out of hand if you have to settle on your own an argument over a car accident (which sometimes comes down to who's got the biggest baseball bat).

Secondly, well you don’t trust the authorities anymore and any new policy or plan they have has meagre chances of working because the whole system resists it, even the people. Third if you’re actually trying to be a good law-abiding citizen, you pay your bribes and you end up even poorer than before. Bribes suck a significant share of the poor's income.

So there’s no doubt poverty and corruption are linked. And corruption in India is quite the thing. In 2003, only 15% of the government's anti-poverty funds reached the poor.

Unfortunately, poverty and illiteracy are closely connected. Nationally, 1st graders from low-income families have 50% smaller vocabularies than their peers from higher income families. Before they even enter school, children living in poverty face a host of challenges that their wealthier peers do not: food and housing insecurity, poor health care and unsafe environments, limited exposure to books and language.

How can we help? Quality in-school instruction is one essential element, which is evident at Robert Fulton Elementary, a Foundations-managed school visited this month by President Obama. But that’s not all. As I noted in my commentary to Education Week in the May 21st online edition, reading is more than an academic issue.

To read at grade level, children also need healthy, well-nourished minds and bodies, regular check-ups, and caring adults who support them as they move through the grades. For underserved populations, early intervention—in the toddler years—is also critical.
