Dear Colleagues,

In this extended edition of internal newspaper „Postonosa“ you can read about all the events in the postal system of the Republic of Srpska in the past year. Post hosted a work meeting with Nedjo Trninic, Minister of Transport and Communica-tions of RS and his associates, on which occasion Minister visited the Main Post in Banja Luka. In addition to the work meeting, in cooperation with our Ministry and UNDP BiH we presented new computer equipment which was donated to us by UPU to help recovery after the last year's floods. New computers will improve quality of postal services, and Universal Postal Union has also an-nounced new donation for the Poste Srpske. Management of Company has declared the year 2015 as the „year of quality“ in order to improve operations and provide better services. We dis-cussed postal system, operations and undergone changes in the past decade with Jasmin Krivokuca, CEO of Company. Given the fact that we success-fully coped with changes after the floods, and we renovated buildings with our own resources, Di-vision for Investments and Procurements has pre-sented how much funds were invested and which buildings are waiting for the restoration. We also have a story about Regional Postal Center Banja Luka – as the most successful unit of Poste Srpske in the last year. Poste Srpske represents one of the largest public companies in the Republic of Srpska and Union of Poste Srpske actively participates in all discussions in connection to the new Labor Law, and you can read on this in new edition of Postonosa. Universal Postal Union donated 40 Personal Computers to Poste Srpske

New computers will help the recovery of postal system of RS, which will help reduce the damage caused by the floods

Poste Srpske has applied to UPU for grant by the end of the year, which would be

used for the recovery of equipment which was destroyed in the last year floods. Funds for the procurement of computers have been provided from Solidarity Fund, Emer-gency Situation Fund and Budget for techni-cal cooperation of Europe and CIS Regional Project of UPU.

More precisely, by the end of March, UPU has transferred public procurement to the UNDP BIH, which conducted procurement of 40 PC for Poste Srpske.

Minister of Transport and Communications of RS, Nedjo Trninic attended delivery of

computers and on that occasion stated that Poste Srpske has sustained extensive dam-age during the floods. Minister underlined that Company has managed to restore many buildings, and employees of Poste Srpske have shown great solidarity and dedication in eliminating consequences of natural dis-aster.

CEO of Poste Srpske Jasminka Krivokuca ex-pressed her gratitude to the Universal Postal Union and UNDP BiH for the donation, and stated that she expects additional 40 com-puters which UPU plans to send as a help for the flooded area. CEO of Company also stat-ed that Post has sustained significant dam-age to posts located in territory of Doboj and Bijeljina, where 19 posts were signifi-cantly damaged, and greatest damage was in Doboj. Krivokuca also stated that Poste

Srpske used own funds to restore posts that sustained damage in floods, but that we lack funds for adaptation of Main Post in Doboj. Promotion of donated computer equipment attended Goran Vukmir, Head of Regional Office of UNDP BiH. During delivery of com-puter equipment on behalf of UPU, Mr. Vuk-mir told that UNDP is satisfied that it could provide technical assistant for the realization of this donation to "Poste Srpske". Vukmir said that donation represents only a small share of help which UNDP BiH implement-

ed in sanation of damage caused by floods in the entire BiH, stating that this donation will improve postal services in the flooded areas. Donated equipment will be distribut-ed in the upcoming period to Regional Posts which sustained greatest damage in the last year floods. Total damage sustained by Poste Srpske was approx. 3,8 million BAM, of which damage to postal and IT equipment was in amount of 810.000 BAM.

From Negative to Positive Business ResultsPoste Srpske represents traditional system that evolves and adapts to the market conditions. Changes are required so the system could exist and become successful in the future. We have talked about Post, business operations of Post and development with Jasminka Krivokuca, CEO of Poste Srpske. According to Mrs. Krivokuca, during two terms as the CEO of Company, postal system has undergone through significant changes, which has certainly influenced management of one of the biggest companies in the Republic of Srpska.

1. You have been working in Poste Srp-ske for the sixteen years, and you have become CEO of Company in 2006. How much the postal system of the Republic of Srpska changed in that period?

When I speak about period of my term as the CEO I would like to look back at the time when separation of PTT system occurred.

Poste Srpske was established on 01.01.1997, i.e. more precisely, Company was estab-lished by the Government of the Republic of Srpska, by separation of old PTT Company into Poste Srpske and Telecom Srpske.

Until 2001, Poste Srpske was Public State Company, and afterwards joint-stock com-pany with following share of capital: Share Fund RS 65%, Restitution Fund 5%, Pension Reserve Fund RS a.d. Banjaluka (PREF) 10%

and voucher shares 20%.

Poste Srpske covers 24.983 km2 of territo-ry of the Republic of Srpska and provides

services to approx. 1,5 million inhabitants. Organizational structure of company is fol-lowing:

No country in the World can function with-out modern postal operator, and postal ser-vices must be:

available to all inhabitants, business companies and institutions,

cost-effective and provided under equal conditions to all inhabitants regardless of the residence,

high-quality, efficient and safe.

In the segment of postal services there is a rule of open market, and we can often hear from those Companies who have a market monopoly, that our Company is monopolist, which I strongly deny!

Poste Srpske has more than 20 competitors providing postal services such as DHL, TNT, FedEx, Euroexpress and other courier com-panies. In IT technologies at least 200 com-petitors, and within financial services we have many banks in the territory of RS.

Poste Srpske have legal obligation to pro-vide services to all inhabitants of the Re-public of Srpska, which includes rural areas where there is no profitability, while private postal operators only look at making profit and cover towns.

2. Poste Srpske has positive operating result . What was the path to this result?

- - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - -

I will try to present business operations of Company through Tables, and on the basis of accounting forms and financial statements. Mentioned Tables show business operations of Company in the period 1997 – 2014.

We should not forget the fact that this Com-pany received subventions (1997 – 2007) from Telecom in amount of 5% of total rev-enue of Telecom, which was a statutory re-quirement of Telecom after the separation of previous PTT system until 2007. I also want to look back at the period 2006 – 2014, when I was appointed as the Acting Director on 10.05.2006 and afterwards as a CEO on 05.07.2006.

I took over the Company with 2.562 em-ployees and income of 39 million BAM, and expenditure of 51 million BAM and Telecom subsidy in amount of 11 million BAM. We stopped receiving subsidy from Telecom in 2007, when started our constant fight for li-quidity. My first task was to secure wages for the employees, find new services, open new postal counters, where we estimated that this would be profitable. In the same year, we started to sign new contracts and offer new services.

Since then we have signed contracts with Power Utility of RS, contracts for our service Express Mail, contract with Oriflame, with Studio Moderna, Indirect Taxation Authori-ty, Tax Administration of RS, Unicredit Bank and many other important contracts. At the same time, we have reduced number of em-ployees by 300, and volume of services in-creased by 15 %. In addition, we worked on verification and collection of due claims, and control and reduction of all costs, except gross salaries of employees.

We managed to collect debt from Telecom RS, that paid to Poste Srpske on monthly level 4,76% of its total revenue, instead of required 5%. More precisely, until then there

was no verification and settlement of that difference between 4,76% and 5%.

This difference for the period 1997-2005 meant additional 10,6 million BAM. Also, we have managed to adjust rental price for Tel-ecom in accordance with the official rental prices in municipalities, and we got retro-actively another 2,1 million BAM, which we deposited together with the delayed pay-ments from 2006, i.e. total 19 million BAM was deposited. These funds were used for the investments, because this was our legal obligation.

All these years, despite the economic crisis, and constant fight for the liquidity of Com-pany and while trying to find new revenues and cut the costs, in addition to unregistered real estates, unclaimed and late claims, court disputes from previous period, there were expenditure which Management of Compa-ny could not have influenced from 2007 to 2015 (Table 2).

In addition to already mentioned, we also had expected expenditures in 2014 – inter-ests charged by Tax Administration of RS for irregular payment of contributions and tax-es, as a result of difficulties in collection of our claims. Tables 1, 2 and 3 present flow of revenues and expenditures for 2006 – 2014 and mentioned unexpected expenses and lost revenues.

Despite the all aforementioned, we man-aged to increase revenues by 16,02 million BAM and regularly pay net wages together with meal and vacation allowance and pay taxes and contributions with minor delays until 9/2013.

After then, started our fight for regular pay-ment of contributions. At this moment we are late with payment of taxes and contribu-tions. On 31.12.2014, we owed to Tax Admin-istration of RS to the name of interest and default interest 1.451.351,16 BAM of which 519.130,70 BAM to the name of municipal tax for highlighting the company name, and re-maining part for the late payment of taxes and contributions.

At the same time, Tax Administration of RS and other institutions owed to Poste Srpske to the name of provided services 6.230.521,18 BAM, but it’s impossible to „offset“ the debt, which would help us settle debts for taxes and contributions. Also, Poste Srpske has 959.174,54 BAM blocked at Bobar Bank. We managed to collect 50.000,00 BAM from the Agency for Insurance of Deposits of BiH, so the total amount of receivables from Bobar Bank was 909.174,54 BAM.

Following events significantly influenced growth of expenses:

1. Increase of gross wages by certain years, although the number of employees de-creased

in 2008, we increased labor price from 170 to 190, resulting in increase of gross wages with allowances from 33,4 million BAM to 37,8 million BAM.

in 2009, meal allowance was in-creased by the law, resulting in in-crease of costs of gross wages from 37,8 million BAM to 42,5 million BAM.

in 2011, tax and contribution rate was increased to 12,6 % by the law, result-ing in increase of gross wages from 42,5 million BAM to 45,2 million BAM, causing problems with liquidity and in that year we had to reduce labor price from 190 BAM to 180 BAM.

2. Period from 2007 was characterized by planned and unplanned decline in reve-nues je:

2007 we stopped receiving subsidy of 5 % of the total revenue of Telecom – decline in revenue by 14-16 million BAM annually,

2007 Telecom RS cancelled lease of premises in majority of locations – decline in revenue by 1.500.000 BAM,

2009 IDDEEA cancelled lease of prem-ises – decline in revenue by 900.000 BAM,

2010 Telecom RS cancelled payment of bills at counters of Poste Srpske – decline in revenue by 900.000 BAM,

2012 Pension Fund of RS reduced the fee for pension payments through Poste Srpske (from 1,4 to 1%) – de-cline in revenue by 1,1 million BAM annually.

3. Depreciation and other expenses have been in decline which is presented in Ta-ble 1. Other expenses include:

Production services and costs of ma-terials and energy that make 50% of

these costs,

Financial expenses from payment op-erations,

Lost court disputes from Table 2,

Financial expenses according to the Reports of Tax Administration Table 2,

As you can see in Table 1, highest costs of Company refer to costs of gross wages, de-preciation and materials and energy.

Table 1 and column 15 show excess of ex-penditures over revenues which was cov-ered by accounting funds of Telecom which have been booked out in 2012.

Until 2006, there was no separate entering of Telecom funds from Subsidy of 5%, be-cause Telecom was also our tenant and Tel-ekom also paid commission for payments of telephone bills on behalf of customers at counters of Poste Srpske (Table 2). There-fore, Company had loss of 6.716.123,00 BAM in 2013.

Expenses were also influenced by unplanned events presented in following Table.

Outflow of funds for the period 2006 – 2014 was 34.869.552 million BAM, and increase in revenues in the same period was by 16.028.013 million BAM. If there was no outflow of 34,8 million BAM, rev-enue would have been higher for that amount and Company would much soon-er have positive result.

This Chart shows that in addition to the in-crease in gross wages due to the increase of tax and contribution rate, significant role has depreciation amount in missing funds. Other expenses in 2014 have increased com-pared to 2013 due to adjustment of value of

uncollectible accounts and entering to the expenses in amount of 1.090.360,00 BAM, and also increase in expenses caused by the floods in amount of 529.573,00 BAM. Chart shows that there was also decline in other expenses in 2013, which was also recorded in period 2006-2011. Unfortunately, floods that hit the region in May 2014, had huge effect on postal system of the Republic of Srpska. Our post offices sustained damage on build-ings and IT equipment and office furniture. I must underline that we managed to restore some of our post offices and equipment with our own resources, and when it comes

to aid, we received computer equipment from Universal Postal Union. Chart shows that increase in missing funds is directly af-fected by: growth of contributions and in-come taxes and depreciation cost, and we also had constant decline in other expenses. Other expenses in 2014 have increased com-pared to 2013 due to the adjustment of value of uncollectible accounts, and increase in ex-penses caused by the floods.

Indicators of revenue growth (Table 3) show the increase but not sufficient to cover the higher operating expenses (Table 1) and lost revenues (Table2).

3. Considering everything previously mentioned, how Poste Srpske managed to realize positive results in 2014?

The answer is in the implementation of the Law on Postal Services of RS and the Pricelist, increase in volume of postal ser-vices, Express Mail, opening of new posts through separate and contracted counters and employees reductions through regular retirements.

Last year we had positive results, although only 68.973,00 BAM which could have been significantly higher, if we did not have direct cost in amount of 529.573,00 BAM as a result of last year's floods. We sustained damage to 19 post offices.

Total damage was 3,8 million BAM, of which damage to postal buildings was in amount of 2,5 million BAM. 2 million BAM was cred-ited to the revaluation reserves. Damage to the IT and postal equipment was in amount of 810.000 BAM, and damaged valuables and shipments were in amount of 350.000 BAM. Each year we had higher growth of ex-penses over revenues.

Chart shows that despite constant growth

of revenues and decline of other expenses, which are the categories to which the man-agement had impact, we also have signif-icant costs of contributions and deprecia-tion.

I would like to remind that Law on Postal Ser-vices of the Republic of Srpska was adopted in 2010, replacing the Law on Postal Services from 1997, which was enacted for division of PTT Company to Post and Telecom.

This new Law has harmonized postal servic-es with regulations of the Universal Postal Union and European Directives. Such reg-ulations have been introduced in all devel-oped countries around the World before 2000, while Bosnia and Herzegovina enact-ed the Law on Postal Services in 2005 which was unfortunately not being implemented.

Since the enactment of the Law on Postal Services of RS in 2010 we fought for its im-plementation. Reactions of Directors from utility, power supply companies, cable TV providers and judicial institutions were com-pletely unexpected. It was almost impossi-ble to explain that cable TV providers, utility companies and some republic institutions could not provide postal services through their courier employees.

Delivery of bills by its own employees has

been abandoned in all developed countries, because the Law prohibits this. In this mo-ment, Poste Srpske have signed agreements with majority of public companies and Ca-ble TV providers for the delivery of bills, and those who did not sign this agreement vi-olate the Law, and legal actions have been initiated against them.

I would like to remind that this Company was established by the Government of the Republic of Srpska with precisely defined business activity, which must secure income and functioning of this system in the territo-ry of the Republic of Srpska, and in accord-ance with the Pricelist for Postal Services and legal provisions regulating this field.

Since we stopped receiving subsidy from Telecom in 2007, we operate solely on mar-ket principles, fighting the competition of courier services, banking sector and IT pro-viders.

I would like to remind that after enactment of the Law on Banks in 2000 and termination of the Department of Public Accounting, Post was no longer direct participant in pay-ment operations which additionally reduced revenue from financial services which then had share of 50% in total income of Compa-ny.

4. Did Poste Srpske invest in develop-ment despite the downturns which influ-enced business operations of Company?

- - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - -

Yes, but in much lesser extent than in the pe-riod from 1997 – 2005 which can be seen in Table 4, because until 2007 we had regular monthly inflow from Telecom, i.e. 5% of total

revenue of Telecom. Please note that we in-vested from the remaining term deposits of Telecom and own resources.

I have to say that we had minimum invest-ments into the most essential items, while the needs were much higher, and possibili-ties quite small. We did not buy apartments for our employees, we did not pay for the education, nor did we give favorable loans to the individuals, which would later have to

be paid by Company. I think that there was no need for this, because we are living in 21 century, and there are many educated peo-ple in the labor market.

Considering the financial position of Com-pany, with all the unplanned events and fail-ure to comply with the Law and Price list of postal services by major utility companies, we managed to invest in buildings and IT and postal equipment.

5. How did you manage to cut the number of employees?

Eight years ago, or more precisely in 2007, we had procedure for voluntary leave of em-ployees with severance payment.

Also, number of employees was reduced by natural retirement, and these work places were covered with internal transfer of em-

ployees. Where reallocation was not pos-sible, we hired new employees. I am proud that we hired young, educated and skilled workers. All this contributed to successful operations of Poste Srpske.

We had 263 post offices in 2006, while in 2014 we had 231. Of this number, 100 posts had negative financial result in amount of 1,2 million BAM. These posts employ 308 employees.

Of total number of posts which had negative

financial result, 26 posts have 1 employee, 28 posts have 2, while 46 posts have 3 em-ployees. I think that there is a need for the existence of these posts and employees, because of our obligation to provide postal services across the entire territory of the Re-public of Srpska to all the citizens under the same economic conditions.

Therefore, we as a Company of public in-terest, are not able to operate according to economic principles. If we would look at the cost effectiveness, Post would exist only in larger cities.

Everything else is not profitable. In the pre-vious period we hired younger employees with different level of education and we tried to strengthen education structure which contributed to better business results and efficiency. However, I think that we still have not reached satisfying level and we need to be even better to achieve the best performance and to keep up with the com-petition.

Continuous training of employees is neces-sary to keep the pace with new technolo-gies.

6. When you speak about competition, where would you place Poste Srpske compared to the other regional postal operators?

If we look at Serbian Post and Slovenia Post, Post Srpske would in proportion to the population compared to Serbian Post should have 3.221 employees, and com-pared to Slovenian Post 4.481 employees. These comparisons are presented in Table 6. Mentioned Table shows that employees of Poste Srpske when compared to postal op-erator from EU, achieve good results. With a smaller number of employees we achieve almost identical level of postal services. This comparison also shows that Poste Srpske have started rationalization, in order to be prepared for the decline in letter mail and financial services as a result of increased use e-mail and e-banking.

7. When you look back at previous years, what would you highlight as the most important? Which were the crucial mo-ments for Post?

I hope that I have managed to present work of my team and myself in transparent man-ner. The term „my team“ refers to the Super-visory Board, Management, Regional Postal Centers and post offices.

I believe that the results speak on behalf of someone's work. Everyone's work is measur-able, and therefore I present business results during my term. Everything is transparent and can be seen through indicators in the fi-nancial statements, with all advantages and disadvantages.

When talking about most important mat-ters for Post, in addition to daily activities, I would like to highlight my contribution in realization of following:

Signed division of assets with Telecom in 2007, although division occurred on 01.01.1997.

Provided collection of unpaid funds from Telecom from 1997 to 2007.

Started initiative to amend the Law on Insurance of Founding Deposit and Banks of Bosnia and Herzegovina and re-strictions to the share of state capital in founding deposit. Amendments to the Law were passed and clause stating that

based on new tariff policy of the Agency for Postal Services of BiH.

We launched initiative in February 2015 with the Competent Ministry to amend 17 laws in accordance with the Decision

of RS Government on creating better economic conditions and faster recov-ery of Company: in the field of pay-ment operations, insurance brokerage, administrative fees, foreign exchange, special settlement of tax debt, tax pro-cedure, default interest rate, utility fees, pension and disability insurance, prop-erty rights, authorities of Red Cross, in-dependent regulatory body for postal services in RS, Value Added Tax, Public Companies.

Concluded numerous contracts, kept many old contracts with slight amend-ments.

Achieved positive operating result with regular payment of net wages with meal and holiday allowances and average in-come above the average in our industry and RS.

8. What would you change?

First, I must underline that I do not like declarative support in terms of the future development of postal system!

During all these years of my term in of-fice, I was not a member of any supervi-sory board, audit board, or the owner or the co-owner of any private company.

In the upcoming period we will have to work more on the implementation of the Law on Postal Services of RS.

Majority shareholder and small shareholders will have to think about the future and the transformation of postal system modeled by regional postal operators. Also, we need to work again on the establishment of Post Bank, which is present in all the countries in the region, copying only positive experience from this business.

We must continue to hire younger employ-ees and provide them with training, follow-ing the global trends in postal industry.

Employees of Poste Srpske must know that we live and work in capitalism, al-though many of them still think that we are in socialism.

We will have to separate work from neg-ligence with capitalist methods, i.e. good work will be paid, and negligence will not be tolerated. When we speak about mobbing, I consider it a temporary phase of those who think that we are still in socialism, like the saying: „you cannot pay me less than I can be inefficient“.

The sooner we recognize those employees among us, sooner we will achieve better re-sults and provide fair payment according to the work results.

Competence must me in the first place. We live in the 21st century, we accept any changes, changes of system, communica-tion and life in general. I wonder, why do not we change work approach? Capitalism is inevitable.

Time will show if we are on the right track.

Minister Trninic visited Post 78101 Banjalu-ka and talked with the employees. Minister used this opportunity to send a letter from Main Post in Banja Luka.

CEO of Poste Srpske with members of Man-agement informed Minister on current situ-ation in Poste Srpske and future plans.

Minister expressed his satisfaction with business results of Poste Srpske, and under-

lined that this was a result of responsible Management of this Company.

When speaking about important projects, Competent Ministry will provide full sup-port with aim of successful reorganization of traditional postal system of the Republic of Srpska.

Minister Trninic underlined that it is nec-essary to invest more into development of system and projects that will bring revenue to the Company.

Conclusion from the meeting was that de-velopment of postal system is very impor-tant, because postal system helps develop-ment of the entire society.

Division for Finance and AccountingPositive business results in 2014

Big Step Towards a Stable and Positive Business ResultsIn the previous year Poste Srpske operated in a very complex and difficult business conditions. In addition to the difficult market conditions and financial difficulties, the floods which affected a large part of the Republic Srpska have caused significant organization problems and damage to the Company.

Despite complex and difficult business year, Poste Srpske, with great efforts,

have achieved positive business results. Many segments complicated our business operations. For the reported loss due to re-served service, i.e. unprofitable post offices, Poste Srpske have not received a belonging subsidy as per the Law on postal services of RS. The amount that should belong to Poste Srpske is 2,043.416 BAM for the year 2012, 6,716.123 BAM for the year 2013, and that is 8,759.539 BAM in total. Neither in 2014, the Law on postal services was not fully imple-mented by some users, which certainly af-fected the business results.

Natural disaster caused by flooding in May 2014 has inflicted great damage to Poste Srpske and 19 postal units were destroyed. Total damage was estimated at 3,5 million BAM, out of which 1,7 million BAM is damage on buildings, 810.000,00 BAM, for destroyed interior and equipment , and the value of de-stroyed postal stamps and securities, reim-bursement for lost postal items and repeat-ed printing of money orders and securities was estimated at 350.000,00 BAM. Besides this direct loss, the Company has suffered the indirect loss as well due to unrealized revenues in flooded post offices, and it is es-timated at 705.000,00 BAM.

Last year, the Tax Administration of Republic Srpska reviewed the calculation and pay-ment of taxes and contributions in Poste Srpske for period from 2009 to 2013 and for that period calculated the interest for late payment of taxes and contributions in amount of 830.000,00 BAM. In addition to this, the Tax Administration of RS instruct-ed the company to pay public utility tax for 2012 and 2013 in amount of 444.000,00 BAM and calculated the interest for late payment of utility tax in amount of 75.000,00 BAM.

The company, according to the Law on pub-lic utility tax, did not pay this fee, considering it's the organization of public interest and as such it is not obliged to pay utility tax. Since the Ministry of finance have not accepted our complaint on this subject, Poste Srpske at the District Court in Banjaluka have initiat-ed administrative dispute against the Minis-try of finance.

A significant impact on short-term liquidity of the Company has happened on Novem-ber 27, 2014 by introducing a receivership in Bobar bank, because 909.000,00 BAM were on Poste Srpske's account with this bank whose destiny is uncertain until the com-pletion of liquidation process. During the 2014, the Company was paying its monthly

taxes and contributions each month, af-ter the payment of wages. Late taxes and contributions from previous years in the amount of 7,3 million BAM, but during the 2014 that debt is reduced on 5,7 million BAM. The Treasury of RS on November 26, 2014 has paid 840.000,00 BAM, and on No-vember 27, 2014. that amount should have been returned to the Treasury for payment of taxes and contributions in order to reduce the debt on 4,8 million BAM, but due to the Bobar bank “case” the fund were not payed to the Treasury but left on giro account in Bobar bank.

When it comes to the collection of receiva-bles, during the last year that was difficult as well, due to general insolvency and it is especially evident with budget users, funds, units of local administration and Social wel-fare centers. Total receivables from these users in 2014 were between 4,2 and 4,8 mil-lion BAM, what makes 70-85% of Company's debts for taxes and contributions.

In order to resolve the payment of outstand-

ing liabilities for taxes and contribution on personal income of employees and current-ly that amount reaches 7,6 million BAM, and also to avoid the possibility for Tax Admin-istration to block the giro account of the Company, we raised a loan in the amount of 5,0 million BAM. These funds will allow us to pay taxes and contributions in the amount of 7,0 million BAM, and the remaining debt of 600 thousand BAM will be paid from the receivables.

Because of difficult business conditions and inability to pay total liabilities for taxes and contributions due to different factors, the Company made additional efforts to in-crease the amount of its services in 2014 and that also affected the increase of revenue. Despite these activities, the efforts were made to rationalize the business expendi-tures.

These activities have contributed to positive business results in 2014 in the amount of 590.000,00 BAM, after the negative results in 2012 and 2013.

The achieved services in 2014 are 12% high-er comparing to 2013 and the plan was ac-complished 101%.

The increase of services resulted in in-crease of total revenue for 16% com-paring to 2013 and the plan was accom-plished 111%,

Total expenditures are 2% higher com-paring to 2013 and planned expendi-tures are accomplished 103%.

In 2014 the Company generated profit in the amount of 68.973,00 BAM,and in the same period of 2013 it reported a loss

in the amount of 6.716.123,00 BAM. The profit in 2014 was determined directly in equity from decreasing revaluation reserves for fixed assets in the amount of 521.468,00 BAM, so the real profit in accounting period 01.01.-31.12.2014. is 590.441,00 BAM.

On 31.12.2014. the Company had 2.263 employees, out of which 2.204 (97,39%) on indefinite contract and 40 (1,77%) on definite time and 19 (0,84%) employ-ees on probation period. Comparing to 31.12.2013. the number of employees is decreased for 4 employees or 0,18%.

Division for Finance and AccountingPositive business results in 2014

The average monthly net salary in 2014 was 695,00 BAM, and in 2013 it had been 686,00 BAM. The average monthly per-sonal net income per employee in 2014 were 902,00 BAM.

SERVICES

During the 2014 the total of 49.046.308 services were realized where the plan was surpassed for 1% and 12% more realized ser-vices compared to 2013. By types of services and comparing to the plan and to the previ-ous year, we can conclude the following:

Postal services participate with 85,90% of total services, and they are comprised of : lettermail services, direct mail, parcel service, postal money orders, EMS servic-es, financial and additional services. The plan for postal services is achieved 101% and it is 13% higher comparing to 2013. Within the postal services, the lettermail service participate with 57,40% financial services with 21,57%, direct mail with 18,46% and parcel, postal money orders, EMS and additional services with 2,57%.

Other services participate with 14,10% in total services and they are consisted of: IT services, mediation services and telecommunication services. Within the structure of other services, the IT servic-es participate with 86,56%, telecommu-nication services with 2,08% , and medi-ation services with 11,36.

REVENUES

Total revenue in 2014 is 55.709.058,00 КМ. The annual plan is accomplished 111%, and even increased for 16% comparing to last year. Business revenue participate with 95,27% in total revenues, financial revenue with 1,95%, other revenue with 1,83%, rev-enue based on the corrections of mistakes from previous years with 0,07% and revenue from revaluation of assets with 0,88%.

Business revenue in 2014 was 53.075.800,00 BAM. It is 12% higher compared to the same period of last year. The increase in business revenue for 5.714.957,00 BAM is conditioned by the increase in the scope of services. Fi-nancial revenue was 1.085.879,00 BAM and is consisted of the income from penalty in-terest in the amount of 1.041.513,00 BAM, interest income in the amount of 27.796,00 BAM, positive differences in exchange and other financial incomes.

Other incomes were 1.020.161,00 BAM and participate with 1,83% in total revenue. In 2014 a payments from court cases were en-tered into income (for employees in Foca regional unit and in Prijedor regional unit), recovery of bad debts from customers in the amount of 437.947,00 BAM, revenue collection-lost revenue in the amount of 329.271,00 BAM is related to extra judicial settlements. Revenue based on correc-tion of mistakes from previous years were 38.462,00 BAM and are related to write-off of higher estimated expenditures for in-ter-operator accounts for 2013. Income from revaluation of assets were 488.755,00 BAM and are related to registration of the value of permanent collection as per Decision of the Management Board.

EXPENDITURES

Total expenditures at the Company's level were 55.640.085,00 BAM and are higher for 2% or 881.590,00 BAM comparing to last year.

The largest share in total expenses have the operating expenses with 95,80 % but they are lower for 283.511,00 BAM or 1% com-paring to 2013. Financial expenses were 535.322,00 BAM and they are higher for 149% comparing to 2013 due to higher costs for interest rates for loans and penalty inter-ests as per Tax Administration register. Pen-alty interest was 319.792,99 BAM.

In 2014 other expenses were 1.259.185,00 BAM and are higher for 34% comparing to 2013 due to higher impairment of re-ceivables that are longer than year from 455.688,00 BAM in 2013 to 1.090.360,00 BAM in 2014. Expenditures for revaluation of as-sets were 529.573,00 BAM and they are re-sult of revaluation of the value for buildings flooded in May 2014.

By entering into force the Law on special contribution for solidarity (Official Gazette no. 52/14) a contribution for solidarity was in-troduced which is calculated in the amount of 3% from net salary, out of which 50% pays the employee and 50% the company, and on a monthly base that was 28.000,00 BAM ex-pense for the company.

This Law entered into force on June 01, 2014 and expenditures on this ground in 2014 were208.379,00 BAM.

On December 31, 2014 we had 2263 employ-ees in Company. Compared to December 31, 2013 the total number of employees de-creased for 4 employees or 0,18%.

According to the type of employment there

are 2204 employees on indefinite time or 97,39%, 40 employees on definite time or 1,77%. Besides them, there are 19 employees on probation period or 0,84%. Total number of employees is higher for 4 employees com-paring to planned number of employees.

Poste Srpske at PostEurop's Plenary Assembly in San Marino

„I nnovating Today for Tomorrow“, was the main topic of PostEurop's Plenary

Assembly, which was held last September in San Marino. Poste Srpske along the oth-er European postal operators attended this Assembly. In addition to Plenary Assembly, Poste Srpske also attended CEO Forum, where there was a discussion on intensive changes in postal sector, and trends and new technologies influencing consumers and changing postal sector.

Participants tried to provide answers to fol-lowing questions: How the future will look in 10 years? How will new generations be-have? How will developments in technology change postal industry? How will the life-style changes change postal services? How are posts reacting to this changing world? Why we need to react? Do we have required knowledge and experience? In addition to mentioned, there were also discussions about new lifestyles, and new business op-portunities for posts.

Poste Srpske since its membership at Pos-tEurop actively participates in all Plenary

Assemblies, thus improving the functioning of postal system of the Republic of Srpska.

Winner of 2014 EUROPA stamp competition on the theme „ Musical Instruments“ was Post of Serbia with stamp portraying bag-pipe. The jury price went to 3D stamp from Belgium Post, for the stamp portraying sax-ophone. Post Srpske also participated in this competition with its issue: „National Musical Instruments“, with stamp portraying Gusle and double flute, traditional string and wind instruments. Poste Srpske, attended the meeting of UPU Team for Disaster Risk Management, which was held in Bern in organization of Univer-sal Postal Union. Since our Company has sustained extensive damage in floods in May 2014, this was unique opportunity to inform representatives of designated postal operators with the status of postal system of the Republic of Srpska. Mr. Supljeglav at the meeting in Bern spoke about postal infrastructure during and after the floods. This was also one of the most successful presentations, despite the late call and short time for preparation of presentation, which makes this success even bigger.

During this meeting, representatives of UPU have presented world map with potential natural disasters (floods, fires, earthquakes and volcanos) prepared by professional teams of UPU, on which our area was des-ignated as area of high risk. In this regard, it was recommended that designated postal operators should have clear view of poten-tial natural disasters for their area, and ac-cordingly with work of professional teams conduct all necessary preparations with aim of saving lives and minimizing damage to the assets of Company.

Certainly, it is necessary to define tasks of individuals and company during and after natural disasters.

Representatives of the Universal Postal Un-

ion have congratulated Poste Srpske for the prompt reaction during the floods and suc-cessful prevention of consequences to the postal system.

In this regard, as a sign of solidarity with post-al system of Srpske, which sustained heavily

material damage, they have offered help in equipment. In addition, Director Supljeglav has also taken part in second meeting of this Team which was held in April this year. By taking part at this meeting, Poste Srpske has continued successful cooperation with Uni-versal Postal Union.

Poste Srpske was forwarded invitation from Agency for Postal Traffic of BiH, three days before the meeting in Bern, although this was not under its jurisdiction. Invitation to designated postal operators in BiH should have been delivered by Ministry of Transport and Communication of BiH which had information about this meeting a month earlier. This is just another indication of inactiveness of the Ministry. Despite a short notice, Poste Srpske have contacted UPU, and obtained consent from Ministry of Transport and Communications of the Republic of Srpska, and took part in this working meeting in Bern.

Universal Postal Union and PostEurop in cooperation with Agency for Postal

Traffic of Macedonia hosted Regional Postal Conference in Skopje in March – Supporting Countries of Europe and CIS in the postal sector reform and development process through the UPU's IPDP methodology. Rep-resentatives of Poste Srpske also participat-ed at this Conference. Since postal sector reform is the ongoing process, and is not completed in several European countries and CIS Region (Former USSR countries), Conference was dedicated to improvement and strengthening of postal sector in these countries.

In addition, representatives of designated postal operators also discussed moderniza-tion and institutionalization of postal sec-tor in accordance with the needs of global network, and models for financing. Accord-

ing to the information of UPU, in the last 30 years the level of investments into the post-al sector in many countries has been very low. Also, liberalization of postal market has increased competition, e-substitution con-tributed to the falling mail volumes having direct impact on the profit of designated postal operators and their market share, placing postal operators in a difficult situ-ation. Due to aforementioned, strategies needs to be developed to enable postal op-erators to provide quality services with di-versification and improvement of their own services. Postal sector plays a significant role in the national economy, and since a public service is based on economic principles, it contributes to the country's economic de-velopment and boosts its competitiveness. Also, it supports social cohesion of commu-nities and individuals. It is well known that dynamic, modern postal sector stimulates economic, social and cultural interaction between the nation's inhabitants. Develop-ment of IPDP methodology initiates reform

of postal sector. UPU has through its Action plan for postal sector reform decided that 2015-2016 will be aimed at implementation of IPDP methodology in SEE countries.

UPU offers consulting services and assistance in defin-ing IPDP methodology, and funds required for methodology should be provided by sponsors, i.e. World Bank and European Bank for Reconstruction and Development. Year of Floods and Unexpected InvestmentsDuring the recovery efforts after the floods, employees of Poste Srpske have worked as volunteers 940 days, in order to restore postal services in flood affected areas

Department for Investments and Pro-curement, i.e., Poste Srpske has faced

changes in priorities compared to the plan-ning documents of the Company, in regard to the investments to the buildings, because of the last year's floods, which have left last-

ing consequences to the economy of the Re-public of Srpska and also to the Poste Srpske.

In this regard, we had to establish postal services in the flood affected areas as soon as possible, which meant restoration of the buildings which sustained major and minor damage. Until now, we have completed res-toration and adaptation of Post 74103 Doboj and 74105 Doboj, which received new and modern architectural look, while Main Post Doboj was temporarily dislocated to the Train station, but was opened again at the

old location in the city center. Regarding the Main Post 74101 Doboj, project documenta-tion is being prepared and we plan to com-plete restoration of business premises at this Post in the second part of this year.

Except in Doboj, in the first days of floods, with minimum investment, we have put into operation postal facilities in Janja and Sek-ovici. In addition to all the other activities, in connection to the investments into the buildings, we plan in this year reconstruc-tion of completely devastated postal build-ing in Samac, where in addition to adapta-tion of postal counter we need to construct entrance for disabled persons and renovate basement.

It is important to underline that Poste Srpske have with own funds and partially own staff restored and adapted buildings destroyed by floods. Since we have repeatedly applied for the funds for reconstruction of buildings destroyed by the floods and for the work equipment from the Ministry of Traffic and Communications of RS and Universal Postal Union, we are expecting help in the upcom-ing period, because until now we have only received declarative support.

I must underline that when it comes to the work on above mentioned postal buildings, employees of Poste Srpske have worked 940 days as volunteers, which is really priceless .

In addition to the sanation of flood damage, in the second part of last year Poste Srpske participated at the Conference organized by UPU.

As a representative of Poste Srpske, like all my colleagues who had a chance to participate at similar conferences and meetings organ-ized by the World and European institutions or postal operators, I used the opportunity to discuss the actual topics. I have present-ed at the meeting work, achievements and importance of Poste Srpske, and have also used the opportunity to discuss help from UPU, and have asked all the members of UPU to show solidarity and help Poste Srpske in recovery.

Of course, according to the possibilities, to provide financial and technical assistance for postal system of RS. I am pleased that Universal Postal Union has fulfilled then given promise, and helped us. Donation of computer equipment which we received last month will mean a lot for the recovery of posts whose infrastructure was destroyed in the last year floods. I am also happy to hear that UPU has decided to donate additional 40 computers to our Company.

Postal system must define its needs in accordance with the limited financial

resources.

In this regard, Poste Srpske gradually adapts their buildings to the contem-porary manner of business, giving them modern architectural look.

During the last year we have conducted sanation of Posts Bronzani Majdan, Donji Vrbljani, Visegrad, Samac, and two posts in Doboj.

In addition to mentioned, we have refur-bished counters of Post 89103 Trebinje, 78107 and 78111 Banjaluka, as well as the counters at Posts Vrbanja and Prnjavor, which have been adapted and also re-ceived modern architectural look.

Taking into account the most efficient use of funds, we have also adapted Posts in Vr-banja, Post 78107 and 78111 Banja Luka in 2014, remote counter at Land Registry and Postal Center Doboj by engagement of our own employees.

It is important to underline that Post, dur-ing the division of PTT system into Poste Srpske and Telecom Srpske, kept the build-ings, and we had to consider sustainability of our system.

Although our buildings are deteriorat-ed, these buildings are located in central spots, and represent great business op-portunity.

With some investing, large counters are being reduced to needed premises, and remaining premises are being rented.

We did this in Posts Prnjavor and Bijeljina where we leased significant space.

In this year, we will start preparation of sig-nificant projects for the rationalization of Posts Gacko, Kozarac, Trebinje, Teslic and Doboj.

Jasminka Krivokuca, CEO of Poste Srpske with her associates visited renovated

Post 78430 Prnjavor. Although Company has been present in this location for many years, this represents the first major investment in this Post Office. Customer and work space has been adapted according to new stand-ards that are very important for the quality of postal services we provide to citizens.

Post 78430 Prnjavor has 27 employees, and delivery is divided into 13 areas. Employees of Post receive more than 800.000 shipments annually, and carry out more than 200.000 fi-nancial transactions, which ranks this postal unit as frequently visited. In 2013, Post 78430

Prnjavor has realized positive financial result, justifying the investment of 95.000 BAM for its reconstruction. With investment in Post 78430 Prnjavor, Poste Srpske have sought to justify present trust of customers. With mod-ernization of postal network, investments into buildings and improvement of opera-tions, we maintain the quality of services.

Post Prnjavor, in addition to CEO of Compa-ny, also visited Snjezana Martic, Executive Director for Postal Operations, Nikola Supl-jeglav, Executive director for Investments and Procurement, Zoran Duric, Director of Postal Unit Banjaluka and Miodrag Jovano-vic, Director of Postal Center Banjaluka

Renovated Posts 74103 and 74105 DobojPoste Srpske renovated Posts 74103 and 74105 Doboj. These Posts are located near the Main Post in the city center, and were completely devastated in the last year floods. Poste Srpske have invested into the renovation approx. 106.000 BAM. Working hours of Posts is from 7 to 17 on working days, and from 7 to 14 hours on Saturday. Since these posts had positive results, Company decided to renovate the Posts as soon as possible. As before, Poste Srpske offer through these Posts to citizens of Doboj possibility for acceptance of all kinds of shipments, services of financial transactions, (payment of utility bills, money transfer and etc.) as well as sale of postal valuables and commission goods.

Renovated Posts Borik, Bronzani Majdan and Donji VrbljaniZeljka Koljancic

Poste Srpske opened renovated Post 78107 Banjaluka, which is located in part

of the town called Borik. Although the Com-pany has Post in this location for many years, this represents the first major investment into this Post. Customer and working area was adapted in accordance with the latest standards which is very important for the quality of postal services we provide to our citizens. Employees of Post 78107 Banjaluka, receive more than 90.000 shipments annual-ly, and carry out more than 100.000 financial transactions, which makes this postal unit one of the more frequent.

With investment in Post 78107 Banjaluka, Poste Srpske has sought to justify present trust of customers. Working hours of Post remained unchanged, and customers will be able to use all our services from 07-20 hrs. Working days are from 07-16 on Saturday.

In addition to Post in Borik, Poste Srpske conducted renovation of Posts in Bronzani Majdan and Donji Vrbljani. Buildings of men-tioned posts are old couple of decades, and required renovation of customer area and also replacement of roof and windows and facade.

Also, residents of Banja Luka community Vrbanja will use services of renovated Post Vrbanja. Post 78211 Vrbanja is now located in Rade Radica Street 67. In addition to the location, we have also changed working hours of this Post. Now the Post is open from 7 to 17 on working days, and from 7 to 15 on Saturday.

Poste Srpske aim at modernization of build-ings and improvement of business opera-tions at the same time keeping the tradition-al attitude towards customers - availability, trust and quality. Despite significant damage on buildings caused by May floods, Poste Srpske have managed to allocate significant funds for renovation of some old buildings, with aim of customer satisfaction.

The Quality of Service for Lettermail Items in 2014

In order to improve the quality of service we have to know where we are now. And

in order to know that, we have to measure the quality.

In 2014, as well as in the previous years, we were measuring the quality of service for let-termail items.

Measurement is carried out in the area of Poste Srpske, with BH Post and with HP Mos-tar, as well as in the international operations, as a part of Global Monitoring System (GMS) of UPU.

Domestic postal operations

The Agency for postal traffic of Bosnia and Herzegovina, as a regulator, has prescribed standards for quality of service in domestic postal operations:

D+1 80% - meaning the minimum of 80 % of items accepted today have to be de-livered the next working day

D+2 85% - The minimum of 85% of items have to be delivered in two working days and

D+3 90% - the minimum of 90% of items have to be delivered in three working days

Poste Srpske

In the area covered by Poste Srpske, i.e. where the whole process from acceptance to delivery is carried by Poste Srpske, we have continuous measurement of quality of service for ordinary letter mail items insert-ed in mailboxes done with the internal net-work of panelists.

The Figure 1. presents the comparative re-sults obtained by the measurement from 2013 and 2014, together with the prescribed standard for quality of service.

We can observe that the prescribed stand-ard has been reached, but for items trans-mitted within one day (D+1) we notice the decrease in quality for 0.50 %.

In addition to the measurement of quality of service for ordinary test items, since 2012. we have been measuring the quality of ser-vice for random sample of registered items from the regular mail flow, the so-called “real” items.

The sample is taken every month from sort-ing centers, as well as from the post offices all over Poste Srpske.

The Figure 2. presents the results of quality of service for registered items during the years 2013. and 2014. compered with the prescribed standard. In this case, we can also notice that the prescribed standard has been reached.

Postal traffic between the operators in BiH

The Agency for postal traffic have prescribed the Methodology for quality measurement, so the measurement is done according to the agreement with postal operators. The measurement of quality of service is done by posting ordinary test items in mailboxes and addresses on the panelists' private address. The measurement is internal, meaning that the panelists are the employees of postal operators.

BH POST SARAJEVO

The measurement is done in the first month of each quarter by sending ordinary test items each working day. The panelists' ad-dresses are in Banjaluka and Sarajevo.

The Figures 3. and 4. presented the results of the measurement of quality of service for or-dinary test items between Poste Srpske and BH Post, as well as the prescribed standard and we can observe that during the 2014 the standard has not been reached for D+1 and D+2 in both directions.

Since the measurement is done with ordi-nary items without any diagnostic tools it is impossible to specify the reasons for these results.

According to the knowledge from the com-petent department within the Postal Oper-ations Division, the items dispatched from Sorting Center Banjaluka to Sorting Center Sarajevo were not processed the same day when they arrive, even for the Sarajevo city delivery area.

HP MOSTAR

The measurement is done throughout the year with sending of test items every work-ing day on addresses of the panelists in Ban-jaluka and Mostar.

Since the HP Mostar has individual entry for registered items in domestic traffic, so it is easy to determine the responsibility of the postal operator, therefore this measurement covers ordinary and registered items as well.

The Figures 5. and 6. presented the results of the measurement of quality of service for ordinary test items and Figures 7. and 8. presented the results of the measurement of quality of service for registered items be-tween Poste Srpske and HP Mostar.

By the analysis of the results it can be seen that better quality is measured with reg-istered items compared to ordinary items. Also better results are in inbound link to Poste Srpske although the prescribed stand-ard has not been reached neither for ordi-nary nor for registered items for D+1 dis-patched from Poste Srpske.

Analyzing registered items, the main prob-lem is seen in Doboj, meaning that dispatch-es from Sorting Center Banjaluka are late in Doboj where the exchange of dispatches is organized between Poste Srpske and HP Mostar.

International operations

Pursuant to the resolution C40/2012 from the UPU Doha Congress, postal operators are obliged to increase prescribed quality standard from current D+5 80% to D+5 85% until the year 2016.

Besides that, according to the regulations of the Agency for postal traffic of Bosnia and Herzegovina the adopted quality standards with the EU countries is:

D+3 85% from the speed aspect

D+5 97% from the reliability aspect

During the year 2013 Poste Srpske have participated in the UPU Continuous testing quality measurment system (CT UPU) and measured quality of service with postal op-erators from Serbia and Slovenia.

When this system ceased to exist at the end of 2013 Poste Srpske accepted to participate in new UPU system for quality measurement – Global monitoring System (GMS), in end-to-end system with internal panelists.

The exchange of test items started in Sep-tember 2014 with postal operators from Serbia and Croatia without the diagnostic equipment because the UPU haven't sent planned gate for Office of Exchange 78003 Banjaluka.

In international traffic, the responsibility of the sending operator ends when dispatches arrive to the Office of exchange of receiving operator.

By looking at the Figure 9. representing out-bound which is the responsibility of Poste Srpske we can conclude that both EU and UPU standards have been reached.

Besides mentioned results for quality of ser-vice measurement in 2014, we must empha-size the fact that our Management Board in November 2014 have accepted the project for introducing quality of service measure-ment in domestic and international traffic by using the RFID equipment.

The realization of the project is planned dur-ing the 2015 and first half of 2016. With this project, we expect to obtain key data about delays in transfer of items, or to determine the responsibility of sorting centers or post offices during the process of conveyance and to work on their elimination.

Since BH Post has been working on the same project, we expect with this equipment to identify weaknesses in inter – entity traffic with BH Post as well.

them and solve them at the end. Plan-Do-Check-Act is one system for solving prob-

lems and it can be used on all levels and for each process.

The Management Board has declared the year 2015 as the year of quality in order

to improve Poste Srpske's operations and to achieve better and more quality postal ac-tivities.

The quality could be defined in many ways, but its basic definition is “Quality represents customer's satisfaction”.

The accent will be on delivery, as a last big step in the process of mail transmis-sion but step that bothers customers the most and for which they submit the ma-jority of complaints.

Use the basic concept of quality im-provement – Plan – Do – Check- Act sys-tem on all levels as well as benchmarking meaning analysis, planning and learning based on comparison of our own organ-ization with “best in class”, respectively with those postal operators which are on higher technological development level.

Developing attitude among employees at all levels to recognize the problem re-lated to quality and to solve it, instead of overlook it due to fear that they will be named as responsible.

At the end, we can emphasize:

Analysis of Productivity of Delivery RegionsOverall productivity of delivery regions is 31%, which does not comply with the prescribed limits for productivity of delivery regions. with the Guidelines from the year 2001 and in the year 2014 we started making the new guidelines for the organization of delivery regions.

The Guidelines for the organization of deliv-ery regions prescribed elements and criteria necessary for the organization of a delivery region and determined the borders of each delivery region. In 2013 and the beginning of 2014 we have conducted the survey (to-gether with postmen) regarding the time needed for preparation and delivery of all types of items that postman has to deliver to the recipient.

After the survey we have defined the stand-ards that determine the scope of individual actual work, with the ultimate goal to deter-mine the productivity of delivery regions.

The Guidelines for the organization of de-livery regions prescribed also sampling of items on delivery regions. This sampling has to be done once a year, in October, but if necessary, it can be done also in any other month. According to the above mentioned, we have conducted the survey of all delivery regions in October 2014.

According to the data received from all working units,we have made the analysis on productivity of delivery regions and it clear-ly shows the relation among productive and unproductive delivery regions. Also, the training of employees on the proper filling of the survey sheets and control of the data entered was carried out, therefore the pos-sibility of mistakenly entered date is mini-mized.

The aim of the analysis is to record current situation and to identify problems, as well as to define further directions in order to im-

prove the delivery of items to the recipient's address.

Based on the conducted analysis, we have noticed the high percentage of unproduc-tive delivery regions with regard to the total number of delivery regions, which is 69% at the level of the company as a whole. The overall productivity of delivery regions is 31% which does not comply with the pre-scribed limits for productivity of delivery regions.

At the company level, we identify small ,large and the largest delivery regions. Small delivery regions are organized in urban are-as with buildings and high population den-sity. Large delivery regions are organized in urban and rural areas, meaning in settle-ments of compact type.

The largest delivery regions are organized in rural areas with low population density and we expect in future period also low produc-tivity in these regions. The main reason for this is mostly the migration of population (younger population) in urban areas due to lack of jobs, education and better living con-ditions.

Thus, we are faced with serious task to im-prove the productivity in small and larger delivery regions in order to achieve the re-quested quality of service, better exploita-tion of human resources, better exploitation of postal network resources with the aim of reducing costs for delivery of postal items.

Chart 2 represents numerous unproductive delivery regions, small (32%), larger (22%) and the largest (32%).

By analyzing current data we have realized that some delivery regions are more loaded than others within the same unit of post-al network or within one regional unit and therefore at the company level as well, what has been shown at the Chart 3.

This is a serious problem that must be re-solved in the forthcoming period with the reorganization of delivery regions in order to achieve higher productivity and homog-enized the work load between delivery re-gions and between postmen at the same time.

The Chart 3. represents regional units and productivity of delivery regions for each regional unit. According to that, we can no-tice that the highest percentage of unpro-ductive delivery regions are in Banja Luka, Doboj and Trebinje regional units.

The highest percentage of productive deliv-ery regions are presented in PSC Banja Luka regional unit, but still insufficient. In fact, PSC Banja Luka regional unit has organized small delivery regions in urban city zone and therefore the target was set to achieve

85-90% of productivity for these delivery regions.

We are aware of the fact that maximum per-formance productivity can not be reached for all delivery regions due to numerous fac-tors that affect the organization of delivery process (population density, the number of items, the distance covered, some delivery regions are too far away from the main post office, configuration of the ground, weather conditions etc.).

However, it is necessary to make best efforts and strive to increase productivity meaning to effectively organize all existing capacities from the formation of delivery regions to the organization of work within them.

At the end, we can conclude that with the rapid development and the expansion of electronic media, which obviously affect the Post, it is necessary to increase the produc-tivity of our Company in all aspects, from posting to delivery and maximum engage-ment of all employees in order to have sat-isfied customers which is our ultimate goal.

According to the Decision of the Manage-ment Board, the Department for postal op-erations is obliged to report to the Manage-ment Board about the telecommunication costs from all land phones, IP phones and business mobile phones at the CEO business office and departments within the business office, company's divisions and working units.

The chart below shows costs accounted for business land phones for period from 2009 to 2014. The detailed cost analysis have started with the Decision of the Manage-ment board dated February 11, 2010.

Telecommunication costs in 2009 were 472.459,84 BAM and in 2014 the costs were 229.809,70 BAM, which presents the de-crease of telecommunication costs for 242.650,14 BAM or for 48,64%.

The accounted costs show great success in the decrease of telecommunication costs of the Company. In 2014 comparing to 2013, the decrease of telecommunication costs was 27.814,42 BAM or for 10,80%.

Postal network regional units that have not hired members of cooperatives should have think of using good practices from regional units that are already hiring such persons, especially those in lack of employees should have think of organizing their working processes by hiring members of cooperatives.

Last year, Poste Srpske began to apply the Procedure for the conclusion and implemen-

tation of contracts with Youth Cooperative. The primary goal of the engagement of the cooper-ative members is to organize working processes in terms of insufficient number of employees (sick leave, vacation period, increased workload etc.). Certain regional units have already begun to use

the services of cooperative members, and they are mainly engaged in order postmen could use their old vacations, for delivery of direct mail (leaf-lets), for delivery of electricity, phone and utility bills and taxation authority's bills. Although, the engagement of cooperative members (students) at the beginning was not easy at all, because these young people needed to learn “postal business” for a very short period of time, we can say that now we have more potential future col-leagues who, through their commitment and dedication have shown that in the future we can seriously count on them. For first engagement of cooperative members we have decided, wherev-

er possible, to employ children of our employees. We thought that in this way we could have better control of the work of cooperative members, be-cause his/her parent is already a postal employee, and on the other hand we get more satisfied and more engaged employee. Regarding the financial effects, the fact is that the cooperative member engaged as a postmen, earns around 500.00 BAM and at the same time the gross salary of the post-men is around 1.200,00 BAM. As a positive exam-ple of savings, when it comes to jobs that are not in the postal technology, we can mention the en-gagement of cooperative member for cleaning of postal facilities after the retiring of cleaning work-er. Instead of gross salary around 1.100,00 BAM, the maximum salary a cooperative member could earn for that job was around 150.00 BAM.

We are fully aware of the possible lower quality of the service provided by the cooperative mem-bers, therefore we emphasized the process of control and checking of provided services. We ex-pect other regional units, that have not engaged cooperative members yet, inspired by good practices, and in terms of insufficient number of employees will organize their working processing with hiring of cooperative members.

Nowadays, in the world of facebook, twiter, viber and other networks and polygons for

virtual socializing, we can only imagine how it used to be nice to open a mailbox and find there a letter from dear friend, greeting cards for some happy events or picture postcards from a jour-ney. Today, we usually find in mailboxes only bills and advertising materials. Times are changing. But there are people who do not give up., who still want to meet the world and other people on different way. The way of picture postcards. The small group of of people in the mid-2005 started the project for popularization of picture postcards sending and the revival of handwritten messages between the people. That's how the Postcrossing was created. The main goal is to allow people to receive postcards from all over the world. The main idea is: if you send a postcard you will re-ceive at least one back from a random Postcrosser from somewhere in the world. So, this includes the element of surprise of receiving postcards from different places of the world (many of which you probably have never heard of) from people we don't know. And each time when you open your mailbox you are waiting for new postcard from somewhere and from someone. The basic principle of functioning of this postcard world is:

Each user can write something about yourself, your hobbies, place where he/she lives, so each time when you request from the system the ad-dress for sending you can also read something about the person to whom you are sending the postcard and therefore you get to know a frag-ment of the world. Also, when you receive a postcard and register it in the system – you will find out who send it and from where. At this mo-ment Postcrossing has 517.500 members from 212 countries of the world and you can receive a postcard from any of each Postcrossers. This project deals with statistical data as well, so we can find out that 431 postcard is sent every hour, that 26.851.966 postcards are sent until now, that they crossed more than 136 billion kilometers or almost 3.5 million circles around the globe and at this moment 471.251 postcard is traveling to their recipients. The greatness and importance of this project is reflectef in the fact that some postal operators have issued postal stamps in honor of Postcrossing: PostNL in 2011, Finland post in 2013 and Belpost (Belorus) and Guernsey (part of Great Britain) in 2014.

I have joined to Postcrossing in October 2014 and that was the first time I have heard for this project

and it sounded like an interesting world to me – and I havent't regret. Each time when I request the address from the sysstem I start wondering where the postcard from Banjaluka will go. My postcards have already arrived to destinations that are more than 29.000 km far away. The far-thest recipient lives in Hawaii, 12.816 kilometers far from us and he received the card after 12 days. The system always gives data about the transmis-sion time, but it doesn't serve for quality measure-ment, so it doesn't count only working days.

The postcard for a recipient in a place near Mos-cow have traveled the longest – 20 days and 1534 kilometers. The oldest Postcrosser for whom I sent a postcard is 72 years old and lives in Nether-lands, in small old town on the banks of the Rhina river and his name is Wijk bij Duurstede. Current-ly, I am eagerly waiting for my postcard sent to south China, at the confluence of the Pearl river, to be delivered. I have received a beautiful post-card from the south of Spain, but also a postcard from postal employee from Belarus. In the future, the aim of Postcrossing is simple: to connect the world in small place and bring smiles to as many people in as many countries in the world.

Besides introducing new, more acceptable Tariff of Postal Services for customers, the Division has been worked on improvement and increasing quality of work and stipulated many guidelines, instructions and letters.

Work Effects in Financial Services

The main assignment of Financial Services Division is coordination during the imple-

mentation of different financial services, be-ginning from concluding contracts with banks and other customers; making technological instructions for RPC and posts; payment at the counters and other guidelines for working units, payout by order of natural and legal en-tity to the determination of financial effects, monitoring and control of deposits and with-drawals of funds by special-purpose accounts which the Company opened for performing different contracted activities.

In the previous period (2010-2014), Division increased provisions by amendments of exist-ing contracts of Poste Srpske for the different transactions:

Performing exchange operations (con-tractual percentage of Poste Srpske in-creased at the end of 2011), so that a year after amendments of the Contract on that basis revenue increased by approximately 20.000,00 BAM (excluding growth of phys-ical volume for that period);

Receiving orders for securities trading (contractual percentage of Poste Srpske increased from April 2014), the revenue by quarters went from 11.000,00 in the first quarter before the amendments of the Contract and approximately 25.000,00 BAM in the last quarter of 2014. Revenue of Pošte Srpske from acceptance of orders for trading with securities depands on a num-ber of transactions on Banja Luka Stock Exchange. Considering that an increase of contractual percentage was in 2014 and the fact that we expect two large bond emission of Republic of Srpska in this year and that we have undertaken the increase-ment of the number of locations that re-ceive orders, significant results are expect-ed in the coming period.

Loan payments and payment of loan in-stallments of Raiffeisen Bank (contractual

percentage of Poste Srpske was increased in the last quarter of 2014, so that the sig-nificant effects of these amendments are expected in the coming period) we can conclude that in the first month after the amendments of the Contract, revenue in-creased approximately 2.000,00. Payments and payouts of Western Union transfers (contractual percentage of Poste Srpske in-creased in 2012) after amendments of the Contract, contributed to enlargement of revenue for about 20.000,00 BAM only for 7 months till the end of the year ( excluding the increase on the basis of a larger physi-cal volume).

Accepting payment cards of Raiffeisen Bank retained revenue on the same level, despite a steady decline of physical vol-ume.

Beside the above mentioned, enlargement of contractual percentage, exclusively at the re-quests of Funds, and in order to keep the Con-tract, we were forced to amend Contract, i.e. to reduce the percentage on the total funds:

For payments by order of Fund for Child Protection of Republic Srpska

The change of the contractual percentage with Pension and Disability Insurance Fund of the Republic Srpska occurred in December 2012. Looking at the period 2014/2013, the revenue decreased for approximately 100.000,00 BAM, because the Pension and Disability Insurance Fund has directed all new retirees to banks. This is not acceptable or democratic because each retiree should have the right to choose the way of receiving pensions. An additional problem which Poste Srpske cannot affect is the problem of continuous funds providing for the pension payments via Pošte Srpske by Pension and Disability Insurance Fund, which leads to continuous outflow of retirees to the banks. Looking at 2014/2013, the revenue from payments by order of Fund for the Child Pro-

tection decreased by approximately 4.000,00 BAM, and the reason for the fall was revision of the number of customers, because all custom-ers of Fund receive their funds realized from Poste Srpske.

In addition to the above mentioned amend-ments of the contracts with Funds, in order to retain existing contracts, we reduced fees to the Centers for Social protection that had the greatest payment percentage. In addi-tion to reduce charges of the Company, due to significant increase of revenue on the basis of payment amount by the Centers, the reve-nue in 2014 compared to 2013 maintained on the same level. Revenue and the number of transactions of payments based on payment operations have been growing since 2012. Comparing the data of the 2013/2012 period, the revenue has increased by appro 120.000,00 BAM, and comparing the data for the peri-od of the 2014/2013, the revenue of payment transactions has increased for approximate-ly 160.000,00 BAM. The reduced Tariff for the group payments and replacement of personal documents influenced mostly the increase in revenue from payment operations.

Signing the contract for distribution of elec-tricity bills has influenced the increase of the collection rate for 16%, so that the revenue of payment of electricity bills increased in 2014 compared to 2013 by appro 95.000,00. In the same period, we recorded an increase of rev-enues from paying telephone bills by approxi-mately 27.000,00 BAM.

After the introduction of new, lower Tariff for cash payments, which has been in force since February 02, 2014, in the long term we expect a further increase from all cash payments. The first results show that with marketing cam-paign there was an increase of revenue in the first month of its implementation. A new ser-vice for customers, an electronic money trans-fer via international money order Poste Srpske with Hrvatske poste Zagreb was launched in a very short period after the initial meeting in Hrvatska posta Zagreb. Our goal is to use this model for cooperation with the other opera-tors in the region.

Insurance representation is also one of the new services of Poste Srpske which has been increased despite the objective, familiar prob-lems, but still insufficient.

Namely, the current Legislation of RS does not allow Poste Srpske to simultaneously represent several insurance companies for the one type of insurance. Therefore, we initiated amend-ment of the Law of Insurance intermediation in RS the way that is defined by the Law of

Regulation in Federation of Bosnia and Her-zegovina in order to better satisfy the needs of customers. The existing legal solution in RS does not provide customers a possibility to quick perform insurance service at the most accessible post offices. We should not forget the fact that Pošte Srpske are the institution of the public interest that should provide wider and more available range of services at coun-ters to the citizens of RS. Another problem is a failure to comply with the signed Code of Con-duct of Insurance companies in RS to which measures are laid down for all companies that deviate from the unique tariff policy during the compulsory types of insurance registration of vehicles because insurance companies pro-vide continously various offers to customers through different types of discounts (free fuel to a certain amount, free technical inspection and etc). In the previous period, for the first time, we have succeeded with an insurance company to sign an insurance money policy in the post offices for a certain number of days in a month, when are the pension payments and to insure post offices in those days on maxi-mum amounts. Namely, insurance companies have avoided so far these ways of insurance, justify its attitude, with the attitude of reinsur-er. However, after the meeting with reinsurer who covers the entire territory of Bosnia and Herzegovina, we were assured that that is also possible, and after several initiatives we managed to carry out the procedure of public procurement and make sure that post offices were insured during the pension payments( in certain months disability benefits too, which depends on possibility of providing funds by Treasury of RS on maximum amounts, with ac-ceptable premium of insurance.

With regard to the employees education of postal network units, in the organization of Financial Services Division, a training was held on the subject of suppression of counterfeit-ing money both domestic and foreign origin

Financial Services Division employs 30 employees, of which 12 with secundary education and 18 employees with university degrees, divided into four departments:

• Department for payment operations with two services: the Service for payment operations and the Service for electronic transmission of data,

• Department for postal and money order,• Department for cash and treasury

in two months period. There had been a total of 16 training (from a practical and theoretical part) attended by 248 employees. We have dedicated a special article to this training. With daily monitoring of changes in special accounts, we introduced a reduction of the account balance to „0“in the certain section of the day regardless these accounts are the ac-counts by Post or by Bank. In order to further improve monitoring and account controlling, we made detailed internal procedures which define reconciliations by days, months and for the specific period, defined by procedures.

In addition to these procedures, in the previ-ous period, the Division stipulated many in-structions, guidelines and letters to working units in order to define the way of work, im-proving and raising the quality of work. These are some of the most significant:

Internal Program for risk assessment and conducting measures for detecting and preventing money laundering,

Payouts of money orders by the order of the Center for Social Work,

System solution for eliminating errors of post offices; replecement of bank turno-vers and generating letters of credit from Report of Payment Operations and record-ing actual denomination structure in post offices,

Protocol of the method of cash deposit between Nova Banka jsc Banja Luka and Enterprise for postal operations of the Re-public Srpska jsc Banja Luka,

Protocol of the method of cash deposit be-tween NLB Razvojna banka jsc Banja Luka and Enterprise for postal operations of the Republic Srpska jsc Banja Luka,

New Technology Instruction for perfor-mance of services of Western Union,

Protocol of payout of advances and man-agement of accounts settlement,

New Protocol of the method of requisition, arrival and handover of money by requisi-tion for performing WU transfer,

Guidelines for reposting more or wrongly paid funds in order to unify the work at post offices and more efficient resolving claims,

New Instruction for the Apllication of the Agreement of the method of payment from pension and disability insurance,

New technological Instruction of printing and payout orders by the order of Ministry of Labour, War Veterans and Disabled Per-son's Protection,

New Instruction on conducting businesses of real estate agent,

New technological Instruction of the man-ner of conducting exchange transaction and so on.

Except all the above, the scope of financial ser-vices, through the relevant ministry according to Ministry of Finance and Government of Re-public Srpska the initiative to amend the fol-lowing laws was started:

The Law of Payment Operations RS ( with the aim of amendments to the Law in terms of allowing Pošte Srpske to conduct non-cash payments, conduct receipt of payments of legal entities and related to forced collection that in the case of pos-sible blockade of the account of the Com-pany disable blocking specific accounts where the borrowed funds are conducted),

The Law of Foreign Exchange Business ( with the aim that Pošte Srpske are exempt-ed of obligation of providing certificates of good conduct for employees who are going to conduct work exchange transac-tions in post offices),

The Law of Administrative Fees RS ( with the aim to reduce or completely abolish the tax on the basis of giving authority for conducting exchange operations per each exchange office, which is 200,00 BAM per eache exchange office),

The Law of Amendments to the Law of in-surance mediation (with the aim to enable Pošte Srpske that for one type of insurance can conclude an agreement with several insurance companies),

The Law of Public Procrument of Bosnia and Herzegovina (in order to allow an ex-epmption of the Company from the public procurement procedure for registration its own vehicles, because it has its own regis-tered activity for insurance agency as well as a department for dealing with these tasks)

Security of Pension Payments by Poste SrpskePošte Srpske reminded the public and pensioners (beneficiaries of the Pension and Disability Insurence of Republic Srpska) that they have right, if they fish, to receive their pension by Post .

Due to recent events, we have reminded the public that the postal system is safe and traditional and that more than 55% of the total pensioners in Republic Srpska gave his trust to the postal system.

All pensioners who receive their pensions by banks, and wish to receive it in the future by Post, should contact their nearest office of Pension and Disability Insurence Fund and ask to change the way they receive their pension, i.e to ask to receive it by Post in the future.

This possibility no one can deny beceause the right of every pensioner is to choose the way of receiving his/her pension.

We remind the beneficiaries of rights of Pension and Disability Insurence Fund of RS, after they ask for change of receiving pansion payments, they will automatically receive their next pension by Post.

Therefore pensioners do not have to submit any additional requests for the change of receiving their pensions either to Bank or to Post.

The adventages of receiving pensions by Pošte Srpske are numerous and one of the most significant is the one that pensioners receiving their pensions on their doorstep without any compensation!

Therefore they do not have any costs and they do not wait in queues. When they decide to receive their pension by Pošte Srpske they can choose whether they will be received it on the doorstep by a postman or pick it up at the counter of a post office.

Please note that the pension can be received in person or through authorised person. Pošte Srpske offer quick and simple way of disbursement of funds to their pensioners and what is most important, they offer it for free!

How to Identify Forged Money?During the training, workers of Posta Srpske (who are in direct connection with money) have learned how to recognise both domestic and foreign forged banknote.

In all working units of postal network, Pošte Srpske have conducted theorecital

and practical training on the subject of re-pressing forged money both of domestic and foreign origin.

The training lasted from August 28 to Octo-ber 24 previous year. All workers who are in direct contact with customers, cash and its manipulation have passed this training.

When it comes to theoretical presentation of Legislation of Republic Srpska and Bosnia and Herzegovina, the attention was drawn to all the workers of Pošte Srpske. In that connection, it was clarified that anyone who

deals with counterfeiting, distribution and not reporting forged money that is to say suspicious money are punished with rigor-ous prison sentences and fine.

Prison sentenses are also anticipated for production, purchase, possession, sale and providing the use of funds for counterfeiting money.

Also, law provides, confiscation of forged, that is to say suspicious money and the funds for forgery.

At the same time, workers have been indi-cated on the Regulations of Instruction of Suppression of Counterfeiting money of Pošte Srpske , that is to say it have been in-dicated to procedeures and way of working when receiving suspicious bank notes and coins for which are suspected to be forged.

In practical part of training, the features of original banknotes are explained to the workers of units of the postal network (who are in direct connection with money): the basic elements of protection, specific el-ements of protection, the way to identify forged banknotes both of domestic and foregin origin.

It was indicated that certain number of protective elements of banknotes can be checked by the touch.

Specifically, we can check relief/intaglio printing by the touch of fingertips and also visually, that is to say, by exposing of bank-notes towards the light source how can we check watermark, sicurity thread and air which overlaps, i.e. hologram and optically variable colour checks by slope of banknote.

At the end of training, all present employ-ees had an opportunity to practically check (visually and by touch) the difference of available samples both forged and original banknotes.

Turning Users Back to Postal Counter Lower prices of cash payments in the payment operations

The aim of this change is to amend Tariff for payments over 100.00 BAM, which makes the Poste Srpske Tariff more competitive to bank tariffs, simpler for counter application, as well as easier to control.

Financial Services Devision performs a peri-odical analysis of the Tariff of cash payments in the payment system, based on which sug-gestions as to potential changes are put for-ward to the Management and Supervisory Board.

The data analysed are those of the physical volume and generated income by ranges of different payment levels of the following services: payments in the payment system, electricity bill payments and telephone bill payments (for both fixed and mobile net-work). Namely, according to the 2014 data, 98.5% of the revenue (approx. 4.8 million BAM) from cash payments in the payment system was generated from the three afore-said types of payments.

Besides, Poste Srpske Tariff is compared with bank tariffs. The last change in the Tariff of payments in the payment system became effective as of February 2, 2015.

The point of this change is a change in Tariff for payments over 100.00 BAM, which makes Pošte Srpske Tariff more competitive to bank tariffs, simpler for counter application and in mail delivery, as well as easier to control.

Namely, through the change in Tariff, the postage for payments over 100.00 BAM has been equalised regardless of whether these are payments made through the payment system, payments of telephone bills, elec-tricity bills, or any other payments made at the counter or by postmen.

The maximal postage has also been reduced from 30.00 BAM to 5.00 BAM, since in these services we used to be absolutely uncom-petitive to bank tariffs. The share of these payments in 2014 in the overall revenue from cash payments was less than 0.01%.

The changed Tariff is shown in Table 1.

The change in Poste Srpske Tariff is aimed to turning users back to public counter halls. Here we cannot ignore the fact that the ap-plicable legislation in the payment system puts Pošte Srpske into inferior position in relation to banks. Post offices can only carry out the cash payment transactions of natu-ral persons for banks i.e. through authorised organisations – banks.

Reduction in prices causes initial revenue decline

Out of aforesaid payments (through the payment system, electricity bill and tele-phone bill payments), in the period in which the tariffs were lowered (for payments over

100 BAM) in 2014, 15% of the overall reve-nue was generated. It is necessary that we all make additional efforts to increase the number of counter payments, especially the number of payments made by postmen in order to start producing positive effects of application of the changed Tariff as soon as possible.

Through their personal example, the Post Office staff need to show their loyalty to the Company by paying their bills and mak-ing other payments at public counters or by postmen. It should be noted that this is also the way we influence the Company's income, from which staff's salaries are paid.

Information System as a Support to Postal ServicesComplexity, diversity and indentation conditioned by wide spectrum of IT services, other services and resources, as well as the spatial location of Company, are the main characteristics of this system.

Poste Srpske own highly developed in-formation – communication system

whose primary function is information support to the core business and structur-al changes within the development pro-cess of Company, providing information and communication services and moni-toring technological achievements and development of the new postal services.

Basic characteristics of this system are complexity, diversity and indented terri-tory (substantial territorial presence) con-ditioned by broad spectrum of IT services, other services and resources – and spatial location of Company (167 remote sites connected to the network and 61 discon-nected counters).

This analysis uses data from the Report “Audit of ICT System of Poste Srpske “ which was conducted by professional team from Company RECRO-NET d.o.o. in accordance with the Decision of the Su-pervisory Board from May 2014 and public tender.

Accordingly, main disadvantages stem from the outdated equipment, due to the crisis and cuts in expenses across the en-tire Company in the past years.

Human resources are advantages of IT system of Poste Srpske:

Employees from the Department of ICT and Development have high level of technical knowledge and positive work approach;

Achieved savings with own develop-ment of applications aimed at prima-ry business tasks, and maximum use of available resources is (equipment, staff, capacities);

Quick response to technological re-quirements for changes due to a various causes, such as: legislative changes, requests for more efficient operations, adapting to consumers and etc.;

Commitment to technical goals for use of „open source“ and free tools includ-ing OS, which leads to the significant savings for Company. All applications, where it is possible, have been devel-oped and/or maintained by the em-ployees in this Department

Weakness of IT system of Poste Srpske:

Insufficient number of qualified em-ployees for the new technologies and services;

Lack of financial incentive for the greater involvement of the existing employees;

Constant threat of leaving of skilled staff to the other companies caused by insufficient financial motivation;

Great dependence of processes on one person– due to the lack of professional stuff;

Needed significant investments into education, work conditions, additional staff for the infrastructure and safety, development of applications, docu-mentation and harmonization with the existing regulations.

Material resources – The potential of ICT equipment

Central links or backbone network is real-ized with speeds of 155 Mbps. These links are realized with SDH (Synchronous Dig-ital Hierarchy) technology representing standard for synchronous data transfer on optical media. From access points of these links are based on PDH (Plesiochronous Digital Hierarchy) data are transmitted with speed of 34 Mbps. PDH technology is used in telecommunication networks for the transmission of large amounts of data over the equipment for digital traffic such as optical and radio relay systems.

Disadvantages:

Large number of outdated physical servers– it is necessary to perform vir-tualization of data center;

Virtual infrastructure located on many physical servers – resulting in difficult management. Certainly, virtual infra-structure must be located on multiple physical servers – and not only on one physical server. However, we have re-ceived recommendation to reduce number of servers by procurement of several servers with better character-istics– and thus reduce the number of physical servers and facilitate the management and maintenance of the same;

Existing procedure for creation and storage of backup copies of data must be improved with introduction of con-trol of validity of backup copies;

Lack of space on the storage device. We have received recommendation to expand memory capacities– if it is pos-sible to acquire another new and tech-nologically modern system;

From 11 mail systems – three have been based on outdated servers and open source technologies due to con-nection to old servers and dial-up sys-tem. Namely, users of SPINTER are still connected to us in outdated manner – by dialed phone lines;

System is low due to outdated technol-ogy, complexity, difficult maintenance, and etc.;

At the time of writing of the Audit Report we had approx. 80% servers which were over 5-6 years old – pro-ducing a high risk of the equipment failure- because devices are End of Life (EOL), End of Sale (EOS). Term EOL, simply speaking, means that device is technologically outdated and manu-facturer is no longer advertising, sell-ing or maintaining the device, and EOS – that device is technologically outdat-ed and manufacturer no longer sells it. However, procurement and use of new servers in the last months has slightly improved this situation – so we can say that approx. 60% of servers have status of EOL and EOS;

Storage device EMC CX-20c (device containing majority of data of Poste

Srpske) is outdated– manufacturer has stopped selling it– but it is still usable. We need to acquire another device of this type;

Core switches (central network infra-structure – 2 x Cisco 3550) are outdat-ed, overloaded and require replace-ment with higher capacity devices adapted to the use;

No option for monitoring the work of the entire network and/or individual network devices;

Lack of procedures and tools for col-lection and central analysis of data with history of events (log files) from devices such as: servers, FW, Poxy GW, SW, Routers and other network equip-ment. Also, there are no reports on ac-tivities of system users;

Insufficient attention was dedicated to the safety of applications acquired or developed within the Department of ICT and Development, data base, con-trol of access and training of users;

Lack of back-up system in crisis situa-tions (Disaster Recovery Center).

Due to the outdated ICT system there is a high risk of loss of data, prolonged time for the restart of system functioning– as well as a temporary or permanent interruption of the operations.

The biggest savings have been realized with own development of applications aimed at primary operational tasks, use of „open source“ and free tools – and maximum use of available resources (equipment, staff, capacities).“

What is audit of information system?

Audit of information system may be per-ceived as a process of collection, as well as the independent and professional evalua-tion of the evidence used to examine effi-ciency of activities and quality of informa-tion system of any company.

It is a set of complex managerial, audit and technological activities used to inspect (review) effects and risks of the use of in-formation systems and finally it assesses their impact on business activities.

There are two types of audit: internal and external. Internal quality of information system is secured by internal control of system, and level of such quality is deter-mined by its internal audit.

Internal audit is conducted by department for the internal audit within the company. In order to properly rate actual and objec-tive quality of information system, it must be submitted to the external audit, whose findings will be considered valid in terms of giving final assessment of quality of the information system of Company.

Tasks of Information System Audit

Basic tasks of information system audit in-clude:

Analysis and assessment of current status of information system (level of performance)

Identification of risk areas and risk lev-els

Making recommendations to manage-ment of company for the improvement of management practices of informa-tion system for the improvement of quality

Risks and Analysis of the Risks

3 risk components are being observed within the information system audit:

1. Inherent risks – risks related to the information resources or resources be-ing used in control of information sys-tem, such as risks of physical disposal of equipment, risks of various types of destruction, risks of unauthorized dis-closure or access to data, risks of unau-thorized modification or disruption of data integrity and etc.

2. Control risks – risks of material errors in data that would not be detected on time and corrected with implementa-tion of internal control.

3. Detection risks – risks omitted by auditors during review of financial re-ports.

Legislation in the Republic of Srpska related to information system audit

Generally speaking, from a legal point of view subject of information system audit can be information system as a whole or only some of its segments.

Companies are required to conduct audit within prescribed deadlines (both internal and external) of those segments of infor-mation system required by regulation, but this does not prevent companies to con-duct audit of additional segments or the entire information system if considered necessary.

Regarding the legislation of the Republic of Srpska, our Company is subject to reg-ular audit of safety aspects of information system based on the Law on Information Security of the Republic of Srpska and De-cree on measures of information security and Rulebook on standards of information security.

Pursuant to the Articles 90, 91, 92, 93, 94 and 95 of the Rulebook on standards of information security Company is required to conduct internal and external audit of information security segments, while in-ternal audit is required at least once a year and external audit at least once in two years or once in a three years depending on level of security, i.e. information confi-dentiality.

Tender for procurement of consulting ser-vices was published – Analysis of ICT sys-tem, and Company RECRO-NET d.o.o. from Sarajevo was selected.

Company RECRO-NET d.o.o. is a partner of the world's largest companies: IBM, Cisco Systems, Microsoft and VMware, and their stuff (auditors) has the most prestigious certificates in the field of information technologies and especially from the au-dit of information systems such as: BCMS BS 25999, ISO 27001 Lead auditor, Vmware Certified Professional (VCP), IBM Certified Advance Technical Expert, Cisco Certified Internetworking Expert (CCIE), Microsoft Certified Technology Specialist (MCTS), Microsoft Certified Trainer (MCT) and many other, thus evidencing top expertise for carrying out of entrusted tasks.

Infofest – Festival of IT achievements repre-sents an event which in 2014 was also the

central ICT event in the region. Jelena Cur-guz, Head of System Support, participated in the first session of Author's papers in 2014, and Award for the Quality was delivered to her by Management and Professional Board of XXI Infofest for the paper “Heartbleed error”, which was prepared together with PhD Milan Markovic. “Paper is dedicated to the security vulnerabilities in the imple-mentation of OpenSSL heartbeat extension for TLS/DTLS protocols” says Jelena and explains that this security error has compro-mised very sensitive data on the servers and

client systems, and has hit majority of Inter-net providers such as Google, Yahoo, Face-book and etc. „This security error has been characterized by many experts as the largest so far, because it influenced security of near-ly two thirds of active web sites. In April last year, all the world media have reported on this issue, and because of the current topic I have decided to write this paper“. Although there were 59 competition papers from the region, only 20 the most successful were selected for the official program of the Fes-tival. Jelena stated that she independently registered, but since the travel costs, accom-modation and registration fee were high, Management of Company covered the costs and helped her participate and achieve re-markable results at the Infofest, which was held from September 28 to October 04, 2014.

Perceiving the overall situation in protec-tion of legality of work and ownership

interests of Pošte Srpske, it can be conclud-ed that, through carrying out the daily tasks within the responsibility of the services within the sector and through significant involvement in legal proceedings before courts of law and other bodies, as well as through giving professional opinions, tak-ing actions regarding the entering of im-movables into the land register and being involved in other proceedings, Division for Legal Affairs and Human Resources has put in maximum efforts for all affairs within this sector to be managed duly and in a timely manner during my office as the Executive di-rector in the last three years.

In the previous period we won the long-un-resolved court cases such as:

the status change of Banjaluka Postal Savings Bank acquisition

purchase and sale of the 'B' building of Banja Luka Medical Electronics Compa-ny,

Entering of the land in Sokolac into the land registry, on which a residential and commercial building is being construct-ed and resolving the status of the em-ployees of Working Unit Sokolac, a par-ticipant in the construction.

Participation of the Company in the offi-cial Stock Exchange dealings

We have won a significant number of court cases initiated for repetition of legal proceedings with the employees

of the Foča Unit, where verdicts were reached for failing to register the compa-ny manager into the court registry. This enabled us to refund a substantial part of the money paid.

In almost all cases, the disciplinary com-missions have confirmed our decisions to dismiss the employees who commit-ted theft – a major violation of profes-sional duty.

We have regulated the methods of holi-day allowance payment, overtime work etc. in order to avoid disputes with em-ployees.

We are constantly monitoring the risks of violating the Law and other regulations for prevention of possible damages to the Com-pany. We initiated over 80 litigations for loss of profit indemnification, which occurred due to the failure to perform the account transfer, which is a service reserved for the Company. We won these court cases and were reimbursed a part of receivables on that matter, which resulted in conclusion of a contract of account transfer services with electric utilities and certain number of pub-lic utilities. This significantly increased the Post Office income in this respect.

We have updated the court registry entries, RS Institute for Statistics, RS Tax Admin-istration, Indirect Taxation Authority, RS Securities Commission, Central Register of Securities etc. In addition, we have updated the records of legal cases and immovable property of the Company, prescribed the procedures for recording legal cases and establishing the provision of funds for legal cases. In progress is development of a soft-ware application for legal proceedings man-agement, which we expect to take place in this year and which will facilitate faster and more efficient monitoring of legal cases and

subsequent reporting on that matter.

As the Executive director, I am satisfied with our achievements in the previous pe-riod both in the Division and work units. Of course, we can do more and better. In the next period we will be dealing with entering the immovable property into registry, one of our major priority tasks. Regarding the num-ber of employees in the Division, it has been reduced by 11 in the last three years.

As to the activities performed last year, the following was done:

LEGAL AFFAIRS DEPARTMENT

Normative activity

In the period January 1, 2014 - December 31, 2014 a total of 54 normative acts were in-troduced together with their amendments. Supporting documents for public tenders and procurements are collected in a timely manner, since such type of documents must not be older than three months.

Contracts concluded

According to the registry we keep, in 2014 a total of 623 contracts were concluded in the Company as well as 71 annexes with third parties on different matters. Also, 243 con-tracts and 38 annexes were disposed for the needs of our sectors and units.

Legal representation

By December 31, 2014 a total of 306 legal proceedings were recorded in the Company.

On December 31, 2014 , we took 232 legal actions in total, where Pošte Srpske acted as Plaintiff:

The Post as Defendant

On December 31, 2014, we took 74 legal ac-tions in total, where Poste Srpske acted as defendant.

Overview of labor disputes

From a total of 40 labor disputes, 11 refers to actions for annulment of a decision on ter-mination of the labor contract and returning empoyees to work, 15 disputes conducted pursuant to the Company's proposal in rela-tion of disputes of Foča Working Unit where judgements were made because the CEO was not registered in the Court register.

Only a group of employees of Foča Working Unit brought claim against the Company and only the Primary Court made judge-ments because of the oversight from the

above mentioned reason. In 2014, disputes as proposed by the Company for repeat-ed procedures against employees of Foča Working Unit, 10 diputes were ended in the favor of the Company so the employees of the mentioned Unit refunded the debt dif-ference paid on the basis of verdic t due to oversight in the amount of 53.565,90 BAM to Pošte Srpske.

From February 2015, with the Resolution of Republic Srpska , for companies owned or majority owned by Republic Srpska , it has

been recomended to solve labor disputes with their employees, in priority under the Agency in order to peaceful resolve labor disputes of Republic Srpska. In this way, disputes will be solved faster and more effi-ciently by agreement – out of court.

In this way, long-term and costly court pro-cedures will be avoided and courts disbur-den from taking such procedures. The con-ditioned is that both parties (the Company and an employee) agree on this mode of dispute resolution.

Property Legal Status of Real Estate on December 31, 2014:

During 2014 property was registered on 10 disputed real estates. For addressing the is-sue of registration it is necessary to perform different procedures prescribed by the Law on Property Rights, the Law on Survey and Real Estate cadastre, the Law on the Privat-ization of State Capital in Companies, the Law on Spatial Planning and Construction as well as other regulations govering the issues of resolving the status of real estate in the favour of the Company.

In order to speed up registration proce-dures, at the end of 2014 we concluded an agreement on the provision of surveying services with geodetic society „GeoAstor“ Ltd. Banja Luka.

HUMAN RESOURCES DIVISION in the course of 2014, issued 2307 different individual acts such as labor contracts and other types of contracts, annexes to contracts, various types of decisions, agreements, certificates, reports, responses to requests, legal opin-ions, login-logout of employees and so on.

During this time at the Company level, on average,there had been on leave 102 em-ployees per day, from the total number of employees in the Company.

GENERAL AFFAIRS AND SECURITY DIVISION

During the 2014 General Affairs and Security Division was performing all established and planned actions in accordance with applica-

Under its authority, particularly with regards to anti-fire protection, work safety and sucu-rity are the most common subject of ispec-tions but until now we have not got any negative findings of inspections which is a confirmation of good employees.

Market and New ChallengesStabilization of Company's business, which is a result of constant rationalization and cost savings in all the segments, and expected increase in revenues, has created conditions for more aggressive promotion of new and the existing services of Poste Srpske. If we look at the marketing and promotion as an investment which will in the future increase revenues in the long run, and not only as a current cost, it is necessary to invest significant funds for presentation of new and improvement of the existing products and services.

Results and New Challenges

We witness changes in the business envi-ronment, increase in competition, specific needs and requirements of customers, ex-pansion of ICT technologies, unregulated market of postal services, and influence of the economic crisis which have marked en-vironment in which Poste Srpske operates.

Considering the aggravated factors influ-encing business activities of Poste Srpske, we must underline inconsistent compliance with the Law on Postal Services by the utili-ty service and cable TV providers.

Good news for Poste Srpske and all the em-ployees is the renewal of contract for dis-tribution of bills with Electric Power Com-panies for the next 3 years, which provides annual revenue of 3,3 million BAM.

Following the adopted business policy for 2014, majority of activities in the last year were aimed at increasing the revenues of Company in the long run in order to main-tain stability of Company.

Efforts of Poste Srpske to take the role of a leading logistic and distributive network available to customers, are confirmed with successful results from year to year in the field of parcel and express services.

The quality of services provided by Poste Srpske is recognized in the market, and sat-isfied customers are the best advertisement for the Post.

Constant marketing presence in public via free promotional channels, and promotion-al campaigns which have been carried out in previous and continued in this year, are aimed at providing information to our cus-tomers, and informing them about advan-tages provided by the Post.

All this improves the image of Company for Postal Operations of the Republic of Srpska, and primary goal is certainly satisfied cus-tomer with realization of set goals.

Coordinated work of Departments from the Marketing Division, and with the help of other organizational units of Company, has introduced and promoted new service Biz express for distribution of goods of busi-ness entities on 01.07.2014. Our service Biz Express has complemented segment of ex-press services, and justified its introduction by the end of 2014.

Since this service was promoted in the last quarter, with active sales strategy, realized income in this short period has shown that that we will accomplish set goal, i.e. that we will have additional 100.000,00 BAM of new income after a year of introduction.

Result indicators of parcel and express ser-vices confirm active engagement for the improvement of logistic services of Poste Srpske. In 2014, we got 201 new customers of express services (Biz Express and Express Mail).

The largest users of Express Mail (Studio moderna –Top Shop, Telecom) have contin-ued to use our services, and in 2014 have in-creased use of our services for distribution.

Telecom Srpske has transferred its complete distribution of express mail in the territory of the Republic of Srpska to distribution via our Express Mail, while partner of Telecom for repair of devices and distribution of de-vices between the sales points and repair shops, has used Express Mail of Poste Srp-ske. Thanks to the quality of service, Studio Moderna has increased volume of parcels to the end users via Poste Srpske, and we are negotiating with Top Shop taking over of goods distribution between the retailers, which will increase the volume of parcels and income from these services.

These successes require further improve-ment of service, and after conduced analysis of market conditions we will soon offer new service of express shipments for the busi-ness entities which are engaged in e-com-merce in the Republic of Srpska and Bosnia and Herzegovina.

New service will try to integrate Poste Srp-ske into the process of e-commerce in our territory and delivery of purchased products to the end customers. In the field of Hybrid Mail we have signed 4 new contracts, of which the most important with Sber Bank which has joined other banks from the Re-public of Srpska who print, seal and deliver bank statements via Poste Srpske.

Generally, there was a decline in income from Hybrid Mail by 11% compared to the last year, because Indirect Taxation Admin-istration has decided to print quarterly VAT Incomes, which has reflected on the income.

Direct mail, addressed and unaddressed mail had decline in volume and income compared to the last year. Decline in direct unaddressed mail was caused by failure to renew the Contract with Mercator, because the new owner (Konzum) has not based his promotion on direct mail.

In negotiations with Company Super Card (daughter company of Konzum engaged in loyalty program) we have agreed distribu-tion of loyalty program and sales promotion via Poste Srpske as a direct addressed mail, which will be realized in the upcoming peri-od. This contract is worth approx. 240.000,00 BAM.

Overview of sales activities in 2014, which resulted in signing of new and renewal of the existing contracts has been presented in following Table:

In addition to the mentioned promotional activities in 2014, Division of Sale and Mar-keting has promoted new Telegram prices, sale of school books and in the end of the year there was additional promotion of Ex-press Mail as a service for delivery of New Year's gifts to business partners.

We would also like to mention activities aimed at promotion of Company's image such as branding of Postal buildings after restoration and new and existing vehicles.

In addition to Posts Gradiska, Starcevica, Obilicevo, new external design was given to Postal Center Banja Luka, Post Prnjavor, East Sarajevo, Pale in 2014.

Business operations in 2014 also include is-suing of postal stamps and sale in the phi-lately market. Unlike previous years, sale of commemorative stamps has increased com-pared to the past year, and we have realized income plan for sale of postal stamps in for-eign market with index 101.

Income from sale of stamps in 2014 has in-creased by 3% compared to the same period last year, reducing the printing costs by 28% at the same time.

In the end, I can conclude that in addition to standard contracts for the reserved area, Di-vision for Sale and Marketing has contribut-ed to realization of income of approx. 3 mil-lion BAM for a Post, while expenditures were in amount of approx. 1 million BAM.

Complete positive effect of work of the Division for Sale and Marketing in 2014 in amount of approx. 2 million BAM, justifies further engagement in development and sale of services.

Successful business year motivates fur-ther activities and considerations on future courses of action. With active research and analysis of customer needs, we have defined project requirements from the perspective of end users for the creation of modern elec-tronic systems in 2014, which represent to-gether with wide delivery network future of postal system of the Republic of Srpska. Elec-tronic systems will be integrated into joint package enabling user to make shopping of

goods and services from registered account and from any place over the computer or phone (web shop), use services of printing center (post photo), order or send parcels (gift shop, e-telegram), receive or pay utility bills, obtain or pay taxes (e-counter).

Development of electronic services, primar-ily web shop requires integration of pay-ments with credit cards, which will comple-ment services of Poste Srpske from purchase to delivery of purchased products. Next year will be marked by construction of adver-tising panels (billboards and LED-displays) which will be used for advertising of our services or rented to other companies for advertising.

Advertising on LCD DisplaysAdvertising on LCD displays at counter halls of Poste Srpske is a new marketing service we have been offer since May 2015.

This service is aimed at clients who have interest to advertise their services and product to the users of postal services. Currently, these LCD displays have been located in six posts.

Two in Banja Luka, and one in Gradiska, Prijedor and Bijeljina. Users can select location where they want to advertise their services. We are offering premium and standard locations, and length of advertisements are divided to 15 seconds and 15 to 30 seconds. Premium locations are at Regional Centers where we have more users of postal services, while standard locations refer to all post offices.

This Service improves our portfolio of marketing services which also includes advertising on B1 posters and displaying flyers at counter halls.

Division for Sale and Marketing plans in this year additional investments in this field and we can expect new locations for LCD Displays and installation of outdoor displays.

Following the requests of users and market trends, Poste Srpske has in the end of 2014 promoted new service Biz Express. This ser-vice intended exclusively for the business users who need easily distribution of goods to customers or between their business units, has provided a number of benefits for wholesale or retail sale businesses.

Use of Biz Express provides business compa-nies logistic support at most favorable pric-es in the market of the Republic of Srpska,

with full insurance from transport damage. Additional benefit of this service is simplic-ity in communication during the collection of parcels because entire communication is conducted through application developed especially for Biz Express, which enables us-ers to have insight from the ordering of ser-vice till the moment of delivery of goods to the wanted address.

In order to complete the entire process and communication, uses have option to com-municate with Call Center of Poste Srpske. With call to number 1371 users can obtain

information in connection to the services provided by Poste Srpske, make request for collection of parcels, and to check status of the shipment.

Biz Express provides our users freedom in determining who bears the shipping costs (sender, recipient or third person), as well as the collection of payment for sold products from recipient.

Marketing campaign with aggressive sales strategy has justified investment and in short period has helped us gain new cus-tomers. Today we have 250 new satisfied users of Biz Express.

Payment of bills in Post saves money and time

We are witnessing a change in the payment operations and payment of bills by citizens of the Republic of Srpska for the electric power, utility services, phone, and etc.

We all can see the lines in banks and wait-ing in the lines, and we are neglecting the fact that banks have raised commission for payment of bills. Also, there are many peo-ple who are not located near the banks and have to pay for the transport to the nearest bank. If they decide to pay the bills in posts at lower or the same prices as in banks this would help them save the money.

Poste Srpske is present in all parts of the Re-public of Srpska and have sufficient postal counters guaranteeing fast and good ser-vice, and considering the lowest provision in Poste Srpske of 0,30 BAM which is lower than in banks, I can say that we save time and money of customers.

Please note that Poste Srpske has reduced its commission for payments of amounts over 100,00 BAM.

Promotional campaign that started in Feb-ruary is aimed at informing our customers on benefits provided by Poste Srpske and to invite them to check the quality of our services, and without waiting in lines settle their bills at most favorable prices.

As we can see in our counter halls, custom-ers have recognized benefits and quality of service. It is particularly noteworthy to un-derline satisfaction of customers who in the fast and easy manner without waiting pay their bills.

Result of promotional activities is expected, and first results after one month speak that many new customers have shown their con-fidence in Poste Srpske (approx. 50.000 more payments).

Embroidery from Zmijanje Became Part of World Heritage of UNESCO!

Postage Stamp as a Help to Flooded PopulationPoste Srpske has issued a charity stamp „Help to Flooded in the Republic of Srpska“. Funds raised by sale of this stamp will be directed to the account of Solidarity Fund in accordance with the Law on Solidarity Fund of the Republic of Srpska. Motive on the stamp is flooded town of Doboj, and value of the stamp is – 1,00 BAM.

Stamp will be sold until 31.12.2021 which is the deadline for collection of funds for the recovery of the Republic of Srpska. Poste Srpske have issued stamp upon the initiative of the RS Government and in this manner joined the activity for mitigation of the consequences caused by floods. Authors of the stamps are designers of Poste Srpske, and circulation is 100.000 pieces. We invite all the citizens, customers of Poste Srpske, to purchase this charity stamp and help the population affected by the floods.

Poste Srpske has recognized this national treasure and heritage and have published commemorative postage stamp with mo-tive of Zmijanje Embroidery in June last year. Zmijanje Embroidery has become part of world heritage of UNESCO in December 2014!

Embroidery from Zmijanje is surely one of the most specific and most typical embroi-dery from Bosnia and Herzegovina. Char-acteristic of this embroidery is reflected through the rich ornamentation, produc-tion technique and unique and special color compared to the other embroideries in this region.

Characteristics of Zmijanje Embroidery are manifested in harmony and style perfection of geometric ornamentations interlaced with deep blue or blue colors.

Unlike other parts of Bosnia and Herzego-vina where embroidery on the costumes is presented in four or two colors, embroidery from Zmijanje is only shown in deep blue. Embroidery from Zmijanje is done in four

techniques of embroidery: “prorlak”, “pod-vlakno”, “prutalacka” and cross techniques. Cross technique of embroidery work is dom-inant technique.

All these embroideries are classified by the number which according to Jelica Belovic Bernadzikovska (the most prominent expert in research of embroideries in the Balkans) is considered as the oldest techniques.

Primary characteristic of these techniques is embroidery from the back, by counting the wire. Zmijanje embroidery shows artistic creativity, inner symbolic creativity and sen-sitivity of Krajina woman that has expressed her emotions, feelings and inner spirit.

Geometric designs are the primary orna-mental composition of embroidery from Zmijanje. Of all the ornaments that are ob-served in embroidery from Zmijanje the most specific ornament is ornament of wheel and modified geometric ornament of rhombus.

Authors of this stamp are designers of Poste Srpske, Nebojsa Djumic and Bozidar Dose-novic, in cooperation with Danijela Djukano-vic, Senior curator ethnologist at Museum of the Republic of Srpska.

In the end of 2014 as a culmination of this story, we did not receive consent for issu-ing postage stamp portraying late Patriarch Pavle, stamp that was supposed to com-memorate name and acts of a great man, whose path and life is known to all of us. We ask why???

What in his modest life, his great acts and love for all, could have bothered some member of Agency?

We are entering 2015 and Program for issu-ing postage stamps has included one great event from our history „200 years of the Second Serbian Uprising“, but someone in the Agency obviously considers that we do not have the right to something that had happened and what we have learned in our school books.

Lack of consensus, regarding the issuing of postage stamps of Poste Srpske at

the Agency for Postage Traffic is happen-ing more and more often. We recall that some members of Agency did not give their consent to the issuance of postage stamp dedicated to century of the First World War, although entire democratic community has commemorated this great event, but Poste Srpske could not do this.

Our stamps dedicated to this event should have portrayed heroes from that War: Gen-eral Bojovic, Stepanovic, Misic, Putnik... the most honored women Milunka Savic and the youngest fighter Momcilo Gavric. But someone has challenged all those names and their acts.

There was no consensus for using of post-age stamp „Andric Town“ dedicated to opening of a unique town in this region, which should be a symbol of reconciliation and prosperity of all three nations in Bosnia and Herzegovina...

Agency for Postal Traffic. More precisely, we obtained approval for Program for 2015, except for the issue „200 Years of Second Serbian Uprising“, for which there was no consensus.

This means that one member of Agen-cy for Postal Traffic of BiH with his vote is erasing events that had happened without any legal, moral nor human obligation for explaining what is controversial on these stamps.

Law on Postage Operators of BiH stipulates that postage stamps must not contain: pho-tos, symbols or some other offensive signs.

We wonder what is so offensive and wheth-er we in the Republic of Srpska should only commemorate Flora and Fauna because everything other is obviously prohibited to us. Postage stamps represent a little „ambassadors“ of each country, sending message to the world, who we are, what we are, where we come from, portraying our history, culture, customs, personalities. Why we do not have that right? Should the rest of the World be deprived of the truth about us?

All our postage stamps comply with the acts of Universal Postal Union and regula-tions from the postal operations (Law on Postal Operators of BiH and Law on Postal Services of RS), and it is obvious that lack of consensus has different nature. We try to portray in our postage stamps all these years spirit of our nation and our region prizing our history and presence, leaving to the future long lasting values.

We sincerely hope that current practice will stop and Poste Srpske will be able to issue postage stamps according to the plan and program, which is prepared each year, pay-ing attention to all the relevant dates.

Poste Srpske has issued commemorative postage stamp Jasenovac on the occasion

of 70 years of brakethrough of prisoners from Jasenovac Concentration Camp. Stamp was issued upon initiative of Public Institution Me-morial Area Donja Gradina. Since Poste Srp-ske support and commemorate on postage stamps significant anniversaries, in memory of victims, we have included this issue in our Program for Issuing Postage Stamps for 2015.

Motive on postage stamp is monument, and circulation is 10.000 pieces. This issue also includes 200 FDC covers containing more information on this issue.

Concentration Camp Jasenovac was the big-gest concentration camp during the II World War in the territory of occupied Jugoslavia, more precisely, in Independent State of Cro-atia.

Authors of this commemorative stamp are Nebojsa Djumic and Bozidar Dosenovic, de-signers of Poste Srpske. This issue was pre-sented at the conference of Government of

the Republic of Srpska which was organized on the occasion of “Memorial Day for the Victims of Ustasha Crimes -Genocide in Con-centration Camp Jasenovac and its biggest scaffold Donja Gradina

Poste Srpske have issued commemorative postage stamp „600 Years of Doboj“. In

this manner we congratulated the great ju-bilee to this city. If we look at the last year, we know that Doboj – hero city, and we also need to say that six centuries of Doboj. This town has many times resisted natural disas-ters as well as the fortress.

Since Poste Srpske commemorate signifi-cant jubilees with postage stamps, we have issued postage stamp in cooperation with representatives of Doboj City commemo-rating 600 years of the first written trace on Doboj. Motif on the postage stamp is the fortress representing strength of the city located in the valley of the Bosnia River. Au-thors of stamp are designers of Poste Srpske, Bozidar Dosenovic and Nebojsa Djumic. Nominal value of stamp is 0,90 BAM and this issue also has FDC with information on his-tory of Doboj.

Doboj was mentioned for the first time in historic documents in the letter of mer-chants from Dubrovnik on June 28, 1415, in which they inform Hungarian King Sigis-mund on camp of military under the Doboj Fortress in Usora. Historians consider this date as the first written trace of name Doboj, which does not mean that one day this date might change. Given that the archeological research has shown that the Fortress is from the early period, and there were no large systematic research, we assume that the sci-ence will still talk about it.

150 Years of Branislav Nusic Birth

Archaeological finding Donja DolinaPoste Srpske and Museum of the Republic of Srpska have issued postal stamp portraying archeological exhibits from the prehistoric settlement Donja Dolina, Municipality of Gradiska. Stamp was designed by Bozidar Dosenovic and Nebojsa Djumic, and stamps portray motives of bronze sward and blade, and ceramic dish from Early and Late Iron Age. Interest for Donja Dolina near Gradiska begun back in 1896 after accidental discovery of bronze helmet at necropolis. Previous researches have shown that this represents complex of findings in the area of Donja Dolina: Ancient settlement from Late Bronze Age, and Gradina with ancient (pile dwelling) and early phase of Iron Age (lowland settlement). Findings from settlements and graves indicate that Donja Dolina represents important economic and trade center, that reached its peak after establishment of pile dwelling in Gradina, in the beginning of eight and start of seventh century of the Old Age. Prehistoric settlement Donja Dolina has been declared national monument of Bosnia and Herzegovina.

On the occasion of 150 years of the birth of Branislav Nusic, Poste Srpske

have issued commemorative postal stamp. Branislav Nusic was born on October 20th 1864 in Belgrade, in Aromanians merchant family, as Alchiviadi al Nusa. He graduated in Belgrade at the Faculty of Law in 1884. As a soldier he participated in Serbo-Bulgarian War in 1885 and after the end of War he pub-lished in (then opposition) „Daily Newspa-per“ controversial poem „ The Two Slaves“, in which he mocked Serbian Monarchy of that time. Because of this poem he was sen-tenced to two years in prison.

As an official of the Ministry of Foreign Af-fairs of the Kingdom of Serbia, Nusic spent a decade in southern Serbia and Macedonia from 1889. In 1900 he was appointed Secre-tary of the Ministry of Education, and four years later he was appointed Director of the Serbian National Theatre in Novi Sad. After only a year he left this position and returned to Belgrade, where he worked as a journalist.

After termination of „Great War“ he was appointed as administrator of „Art Depart-ment“ at the Ministry of Education of the newly formed Kingdom of Serbs, where he stayed until 1923. He became manager of the Sarajevo National Theatre, and in 1927 he returned to Belgrade. He became a reg-ular member of the Serbian Royal Academy on February 10th, 1933.

This „genius and magician of laughter“ wrote during his turbulent life fifty plays and prose works. During his hanging with the ordinary people and people from government he be-came familiar with the mentality of Serbs, so he managed to successfully portray his main characters with all the virtues and flaws of this nation. Due to his splendid talent for writing and ability to recognize the core of

the Serbian mentality, Nusic created unique gallery of characters, that were presented in his works in all (im)possible life situations. This colorful gallery has entertained view-ers and readers of his hilarious comedies „The Parliamentarian“, „Suspicious Person“, „Doctor“, „Minister's Wife“, „Mourner Fam-ily“, „ Deceased“, „Trip around the World“...

Changes and Improvement of Work Processes - the Key to the Success of the RPC Banja Luka“The strongest species are not those that survive. They are not even the most intellectual ones. Those that adapt the fastest to change are those that survive.” Although it’s a thesis from the field of natural science, I think that also describes our need, as a traditional company, to adapt to market conditions, to have satisfied employees, and as a final result - to have a satisfied customer.

Increasing trend of positive financial opera-tions, in the past few years, was the motive to talk to Zoran Duric, Director of the Re-gional Postal Center for Postal Operations of Banja Luka.

We talked about the legacy, formalities, work processes improvement, changing the consciousness of each employee with the aim of better business results.

1. Watching the financial performance of RPC of Poste Srpske, Regional Postal Center Banja Luka achieved the best re-sult in the last year. How did you achieve this?

First of all, we were seriously dedicated to reduce the expenditure side, through the optimisation of the number of employees in the Regional Postal Center. In the past three years we have managed with natural out-

flow of employees and internal reallocation of workers and work activities, to reduce staff by 8 percent. We also analysed all other expenditure items in detail with all manage-rial staff in the Working Unit, and based on that, we have carried out activities to reduce costs. We reduced the number of post offic-es, as now we have 72 post offices, and sev-eral years ago we had 83. It is especially im-portant to point out that this did not reduce the quality of postal services that we provide to the citizens in the area covered by this working unit. The trend of good business is primarily reflected in the number of post

offices that operate negatively. Sometimes we had more than 50 units of the postal net-work with a negative financial result, while today that number is 28.

2. You often mention changes of the way the business works, what do you mean specifically?

Pošte Srpske as a large system with a long business tradition, and with clearly defined work procedures, and as such are not sub-ject to frequent and fundamental changes. The fact is that we operate in a very dynam-ic market, which requires constant chang-es and improvement of work processes. Regarding this, we in Working Unit, are se-riously taking the conditions in which we operate, and each idea we have, every cre-ative thought in cooperation with Company Administration, we tried to implement in full capacity.

3. Would you give specific examples that have contributed to your result?

I must emphasise that activities that we carried out in relation to changing work processes, for the most part, inevitably led to effect primarily in economic and organi-sational terms.

What I would particularly point out are the following:

With the aim of adapting to customer needs and better internal organisation, in the past few years, we have changed the working hours in 25% of our post offices.

In five posts’ WU where maintenance workers retired, we hired the firm to maintain the cleanliness of the offices, which significantly reduced operating costs.

We installed so-called post boxes in or-der to share despatches in several post offices, with the aim of resolving the unnecessary retention of workers after working hours.

The issue of short-term absence of post-men has been solved by engaging coop-erative members. Test phase of this pro-ject was the post office as a part of our operating unit.

We simplified the complexity of tasks in three assistant post offices, organising them into separate counters with delivery.

In the City area, in cooperation with WU of Postal Traffic Centre Banja Luka, we completely implemented the project of decentralised delivery of postal items, which definitely brought us closer to customers. This project included sev-en counters of the post offices in Banja Luka. In order to get closer to customers in BL, and when it comes to the payment orders of different memberships, we have introduced a service of post-restant payment orders in the mentioned post offices.

In order to improve the business of certain post offices, we introduced the involvement of workers in less than 40 hours per week. Specifically, we engage employees for the time we really need-them in the work process.

Due to better organisation of work de-livery service and equal division of tasks, we engaged postmen in two or three post offices. Therefore, in some of the postman’s employment contracts, states

that he works in several post offices. We organised a central archive of work-

ing unit and placed the archive material of all the post offices in one location.

In order to comply with the legislative provisions on the rights of workers on annual leave, and also contributed to the employee's satisfaction, we put the emphasis on the organisation of the uti-lisation of annual leave. As a result, the percentage of utilisation of annual leave is over 99% in recent years.

In addition to these activities, we have made significant steps when it comes to the speed and the way information is ex-changed between the managerial staff of working unit, and through better utili-sation of IT resources. A good example is the electronic data exchange, so-called portal, which is lowered to the level of municipal post offices.

We approached systematically analy-ses of employees’ sick leave, in order to improve the organisation of necessary number of employees in certain time periods.

Regulation on office and archive opera-tions prescribes that resolved acts can

be kept in a special archive of the organi-zational unit, up to two years, and then submmited for permanent preservation in the archive of the organizational unit. Given that we did not have an adequate premises for the storage of archival and registration material at the Headquarters of the RPC(the material originated in 77 posts and sections of Working Unit), while performing the control, the constant observation of inde-pendent auditors from the Department of Internal Control were: disorganized archival material, improper separation of materials which has expired operational value, i.e the deadline stipulated by the list of categories of documentary material with retention pe-riods. General Affairs, Legal and Human Res-sources Division has informed working units of solving this problem and explained that they are free to choose where they want to store documentary material and for this pur-

pose the premises of posts can also be used for storage of documentary material and recording material in the Archive records of completed access and that segregation of worthless material was the matter of tech-nique.

In this regard, Banja Luka RPChas formed its Central Archive in 78430 Kneževo Post Office and started ordering archival and reg-istration material. The Central Archive covers an area of approximately 100 m₂, secured against unauthorized access, theft, fire, floods and other harmful effects. It is impor-tant to mention that thanks to employees of afore mentioned Post Office the costs for Archive amounted only for the raw materials for making shelves and all archive materials from posts were moved to Archive by regu-lar transfer line and thereby additional costs were avoided.

By establishment of the Central Archive, several positive affects were achived such as: using space that has not been used, all documentation of the RPC has been located in one place, certain abuses have been pre-vented; considering that the material was

made in post offices and in that way availa-ble only to authorised employees and easier separation of worthless material etc. In ac-cordance with Regulations that governs this subject, RPCdetermined by Internal Regula-tion the manner of admission of documen-tary and archival materials in Archive (the Plan of Conveyance by Section for Common Affairs, debits of post offices that deliver ar-chival material, debit of employees in post office 78230 Knezevo at admission), the pro-cedure and method of exclusion of archival subjects for temporary use, procedure and method of ordering photocopies of original documents, (prescribed under which condi-tion archival subjects can be excluded, issue photocopies of archival documents, as well as debit administrator of archive and proto-col in Workin g Unit and authorized employ-ee in post office 78230 Knezevo).

The result of effort is classified archival ma-terial and the first gained Decision of Archi-val of Republic Srpska by which is approved destruction of worthless material resulting from the work of Banja Luka RPC in the pe-riod of 1998-2012, consisted of general and finacial documentation.

We hereby want to disseminate the in-formation to the employees on Pošte

Srpske Union's activities performed in coop-eration with the Branch Union and RS Trans-portation and Communication Union. We are all aware of constant informing by the media on the next steps by the RS Government, es-pecially those of a particular concern for our employees – the needs and plans for the re-form of public sector and economic system. Both reforms concern us, especially the ef-fort and a constant pressure exerted by the Association of Employers in terms of pass-ing a new Employment Law. We wonder whether the RS Federation of Trade Unions is a party so inflexible regarding every single proposed amendment to the Employment

Law or, as employers believe, we really need a new employment law. Ms Ranka Mišić, the President of the RS Federation of Trade Un-ions, firmly claims that the existing RS Em-ployment Law is sufficiently appropriate and flexible for employees as well, regulating the work – capital and the employer – employ-ee relationships in a suitable way, therefore not being an obstacle to new employment and economic growth. On the contrary, the RS Employment Law is very open to serious and well-meaning foreign investors. Over 120,000 employees in Republic of Srpska, among whom are the employees of Pošte Srpske, have signed a petition against the new Employment Law. Listed below are the rights given to employees according to the Employment Law, which employers want to amend, as well as the proposed amend-ments contained in a leaflet issued by the RS Federation of Trade Unions:

The existing Law provides the following:

• Permanent employment contract• 40-hour work week• Paid 30-minute break• Paid holiday and leaves• Right to maternity leave• Establishment of the amount of salary in

agreement with the employer• Annual 0.50% increase in salary based on the

previous years of service• Salary increase for working overtime, at night

and on public holidays• The minimum salary• Commuting expenses• Hot meal allowance and holiday allowance• Retiring allowance• Notice period• Redundancy pay• Financial support in case of death of an

employee or immediate family member, or severe disability and long-term illness

• Employees' right to defence during disciplinary proceedings

• Over 50 provisions provide for the possibility for certain issues to be additionally regulated through collective agreements

The Federation of Trade Unions requests the following:

• Termination of all collective agreements and negotiations

• Employers to independently establish the amount of employees' salary through individual negotiations

• Statutory time-limited appointment contract up to 5 years

• Introduction of agency work and atypical contracts of employment

• Flexibilisation of work hours (rearrangement of work hours to 52 hours per week)

• Unpaid 30-minute break• Reduction of the paid leave basis• Reduction of maternity leave duration• Abolition of disciplinary proceedings –

dismissal by summary proceedings• Minimum salary abolition• Abolition of notice period and redundancy

pay• Abolition of annual 0.50% increase in salary

In early March the RS Union of Transpor-tation and Communication organised a

meeting at The Ministry. The topic of the meeting was the status of employees in transportation.

During the meeting, the issue of Poste Srp-ske employees was also brought up regard-ing the concern about the payment of over-due social contributions, statutory liability of the Government regarding the subsidis-ing of unprofitable post offices, request for non-exclusion of post offices in assignment of dealings, especially by public and budget institutions as well as the impossibility of individual payments of social security con-tributions to employees in meeting the retir-ing requirements.

It should be noted that these rights are ex-ercised by other subjects. The meeting was attended by the Minister of Transportation and Communications, Deputy Minister of Railway Transportation, the Secretary to the Ministry and, as the representatives of the Branch Unions, the President of Transpor-tation and Communication Union, the Pres-ident of RS Railway Infrastructure Union and President of RS Post Office Union.

Jahorina SeminarRealising our programme commitments and conclusions of the Republic Board in relation to the training of union activists, the RS Transportation and Communication Union organised a seminar co-financed by the International Conference of Unions with the funds allocated to support East European Unions, and by the Swedish LO - TCO Unions.

The seminar was held in Jahorina in early April. The seminar was attended by all members of the Poste Srpske Union Main Board, the members of Supervisory Board and Statutory Board of Transportation and Communication Union as well as the representative of the Association of Women and Youth. The topics of the seminar were in connection with the work and activity of the Union bodies. The costs of accommodation and stay were covered by the organiser.

A lot has recently happened in society and politics, which will very soon affect

the whole society, especially the employees in Republic Srpska.

The agreement on growth and employment adopted in Sarajevo, May 2014, under the auspices of Mr Peter Sorensen, the EU Spe-cial Representative to BiH at the time, which was supported by IMF, the World Bank and European Bank, was incorporated in the document titled 'Agreed Statement' signed by the leaders of BiH political parties. Imme-diately after, the RS Government initiated its 'reforms'.

On January 26, 2015, the RS Government reached a decision on forming two commit-tees:

Public Sector Reform Committee

Public Sector Reform Committee has re-sponsibilities within public administra-tion and local government, public com-panies, healthcare and education.

The RS Parliament has adopted 13 draft reform laws, which will be the subject of public debate. Not so long ago, during the pre-election campaign, representatives of the RS Federation of Trade Unions talked to the presidents of constitute parties. More precisely, the parties presented their pro-gramme closely connected with the issues of employees and their rights. Interesting-ly, the representatives of all parties said the 'new' Employment Law would not be passed without agreement with the Union. Howev-

er, not until it was published in the RS Official Gazette and the media had the Union found out about the formation of the foregoing committees or its own membership in one of them.

The General Council of RS Federation of Trade Unions held a special session on Jan-uary 28, 2015 to put in a request to the RS Government for formation of an expert team consisting of social partners (the gov-ernment, employers and the Union) to ana-lyse the application of the Employment Law, during which the activities of the Task group for work an employment within the RS Eco-nomic System Reform Committee would be suspended. In the meeting held February 5 this year, the RS Government was informed on our conclusion. The Government invited the Union to appoint two experts for the Task group, thus ignoring the aspiration of the Union towards an analysis of the existing Employment Law so that its shortcomings could be presented. The Union is persis-tent that the existing Law is good, the real problem being employers frequently flout-ing the Law. The Union believe they do not inhibit the reforms and prosperity, and that the existing Law is not an obstacle to pro-gress and employment. The General Council continued its session on February 10, and unanimously refused to participate in the RS Government Task Group. Also, we contact-ed in writing the RS President, Mr Milorad Dodik and requested a meeting with him to present our argumentation in order to avoid negative consequences on employees and citizens in Republic Srpska. We also contact-ed in writing the RS Prime Minister, Ms Željka Cvijanović, to request another meeting in order to resolve the dilemmas in connection with the work of the Task Group. We agreed sessions of Republic Committees in order to determine the directions of trade unions' ac-tivities. If the RS Government again turns a deaf ear to us, as an important partner in ne-gotiations, we have agreed to take our next steps. Ms Ranka Mišić, the President of Fed-eration of Trade Unions, together with all the presidents of branch unions will once again remind the Government of 120,000 signa-tures of employees and citizens of Republic of Srpska who have chosen to say 'no' to the new Employment Law. Besides, we are plan-ning to use the media to its fullest and pres-ent all deficiencies of the new Employment Law. It must be noted that the problem does not lie only in the new Law, but also in the loss of the General Collective Agreement, which sets out all significant rights of em-ployees.

The celebration has started on Sunday, October 05, 2014 in Doboj with postal parade and presentation of transport means and equipement and citizens had the opportunity to meet postmen and counter workers participating in the parade. The central ceremony was in Banja Luka on October 09, 2014 in the main post office. For that occasion, police officers that have saved money from the Treasury Department in Doboj during the floods received the awards.

We have celebrated World Postal Day a few days earlier in Doboj, where

we have organized postal parade and pre-sented transport means and equipement,

and citizens had the opportunity to meet several hundred postal employees who came to Doboj from all parts of Republic Srpska.

The celebration have started with driving of transport means – vehicles, mopeds and bicycles, started from the Post of-

fice at the Railway station towards Doboj center and ended in front of the main post office in Doboj.

loons and postal mailboxes filled with can-dies for the youngest. The fact that Poste Srpske by driving mail items, travel daily with their vehicles more than 7000 kilome-ters, 15000 with mopeds and bicycles and postmen travel more than 15 kilometeres daly on foot.

Almost all employees that were helping thir colleagues during the floods came also to Doboj to celebrate the World Post Day. It was the opportunity for nice gath-ering, so it was not hard to sacrifice Sun-day for socializing with colleagues.

Except the ceremony in Doboj, the central event was in the main post office in Banja Luka on October 09, 2014. For that occa-sion, the police officers that have saved the funds from treasury in Doboj were re-warded.

The ceremony was attended by Mr. Radislav Jovicic, the Minister of interior of RS., who generously helped Poste Srpske during the floods. They have shown how capable and responsible Police structures are during the floods in May when they saved those funds from Treasury in Doboj.

The representatives of 22 countries from Europe, USA and Africa, on October 09, 1874 in Switzerland have signed so called Bern agreement by which the first joined convention on international operations was established. That was also a first step toward the realization of the principle of universal postal services in a single world postal territory.

The aim of the conference was to join to-gether and share experiences from the field of e-commerce – between the e-commerce participants. Meaning, e-sellers, buyers and their rights, payment methods and delivery. Once more, it was confirmed that e-com-merce is profitable in our region and that the number of subjects selling their products online is increasing.

Almost all big and important companies already have some kind of web-shop for e-customers. The postal system sees its fu-ture in delivering of goods ordered via the internet. The fact is that someone has to bring that goods to the doorstep.

As the number of e-sellers is increasing, the importance of logistics and well-organized delivery is increasing as well. It is impor-tant to find solutions to satisfy the wishes of e-sellers on one side, meaning the lower delivery price and better delivery standards and on the other side e-buyers want safe delivery, available information of delivery, modern track and trace system and the pos-sibility to choose whether the item would be delivered in the nearest post office, on their home address or work place.

Lecturers from the marketing field were em-phasizing that it is time to transform mar-keting communications into the commu-nication agencies that will coordinate the marketing activities, media planning, event and PR – to centralize everything in the con-tent.

The creative studies are formed where the journalists write commissioned articles and in that way held the interest of customers. Writing is done in accordance with the ed-itorial policy and ethics, but personalized and ordered.

At the end of April, Pošte Srpske has been started sending direct dispatches

to USPS. This is a test phase, and so far the items for USA were sent in the open transit through Pošta Slovenije.

By introducing direct dispatches, items post-ed in Republic Srpska for USA are sending by air line from Banja Luka to Belgrade and

further from Belgrade to USA by air line too. In this way, Pošte Srpske reduced their costs, because we do not pay transit costs to Poš-ta Slovenije any more, and those costs were not negligible.

On the other hand, customers are provided with air line for all items from Banja Luka to its final destination in USA.

Therefore, the delivery time is shortened , i.e. the quality of service is improved. It is im-portant to note, that the inquiry procedure (in the case of losing an item) is much sim-pler, when it is come to responsibility.

Hongkong Post, on its official website, has announced the news that the reception

of parcels for addressees in Bosnia and Her-zegovina has currently been stopped.

Considering that a large number of our customers purchase goods via the Inter-net, which comes through Hongkong Post, Pošte Srpske has sent a letter to Ministry of

Transport and Communications of Republic Srpska.

To this day, we are not informed officialy of this matter from Hongkong Post nor any competent institutions in Bosnia and Herze-govina nor UPS (Universal Postal Service). In this respect, we asked the relevant ministry to inform us about this matter

of Yemen both inbound and outbound, so we have stopped the reception of all kinds of items for this country.

Miljenko Jergovic: Postmen

A postman, not a mayor, president nor a prime minister, first represents and symbolises a country and government. When we stop looking forward to see a postman and despite him, as we no longer hope for any good, society starts to breakdown. Postman is a sociologist on duty during his all working life. He studies the relationships among people, social dynamics and strategy, habits, trends and customs

My postman Milan, retired on the first of January. Almost forty years, he worked

as a postman in the same New-Zagreb es-tate, and in that time he had walked through several different historical epochs; walked through at least two states and several polit-ical systems and undergone radical change in the role of terrestrial post and postmen in our public and private lives. He was born in Tršić, western Serbia, the place where Vuk Stefanović Karadžić was born himself. He was the purest štokavian and jekavian, who, ap-parently, never uttered a wrong accent, yet, he was just the postman. Or should we say, even a postman?! Because, generations were growing up, growing old and leaving this world with him. Generations from skyscrap-ers and cans of Zapruđe. He knew the nature of his clients, witnessed their change and transformation from big Yugoslavs into even greater Croats, from atheist to Catholics, from members of secret service into the Ustasha, from humans into monsters, from one form into something completely different, as dic-tated by Fashion and Trends. Yet the majority wasn’t like that: they only struggled to sur-vive, to bring children up, to enroll them into schools and universities, and despite all the circumstances- because as soon as we men-tion the circumstances, we talk about some-thing that is getting worse than it was – they tried to salvage the last speck of joy, to look forward to a postman, not to dread his arrival.

Relationship with the state and the society begun through a postman hundred and fif-ty years ago. A postman, not a mayor, pres-ident nor a prime minister, first represents and symbolises a country and government. When we stop looking forward to see a post-man and despite him, as we no longer hope for any good, society starts to breakdown. Postman is a sociologist on duty during his all working life. He studies the relationships among people, social dynamics and strategy, habits, trends and customs.

He knows to whom to leave our mail when we are not home. He’s got a human relation-ship network of each apartment building in

his head, whose friends and enemies with whom; and all other sort of things he’s famil-iar with, better than others. There are scents of our apartments in a postman’s nostrils and memory, feeling of locks of our doorways and gates under his fingers, he knows how deep to push the key in...

My first postman was called Vito. At the end of sixties’ and the beginning of seventies’, he used to walk from Donja to Gornja vala for two and a half kilometres, from September to June, every first of the month he delivered my grandpa’s pension. That day, Vito was go-ing back to Donja vala dead-drunk, as it was a custom in our villages to treat a postman with a little shot of homemade brandy, when he was bringing pension wages. Rearrangement of the payment system, termination of cash communication between the citizens and the state and payments of pensions on hand, had not done much to anyone as to post-man’s health. Many livers were saved as the pensions were paid into current and postal accounts, and after citizens and villagers lost their main reason to get the postmen drunk.

Between Vito and Milan, Drvenik near Makar-ska and Novi Zagreb, forty five years of my life have passed amongst postmen. They were all different religions and nationalities, old ones and young ones, most middle-aged, although it is hard to judge someone’s age in uniform. I cannot remember any of them did something wrong to me, nor they ever gave me a bad look. Somehow it is in postman’s job description to be considerate towards people. In the iconography of Western Chris-tianity, or in its narrative, the postman is a kind of an earthly angel: he brings messages from where we have no access. Until today’s day, I have not stopped hoping for good from a postman. Postmen are the last line of de-fence of my social and political optimism.

Until around ten years ago, December was the most dramatical month of every post-man’s working year. I heard from one of my postmen from Sarajevo, that he used to go back up to three times to the main office to fill the bag, that’s how many holiday greeting

cards there were. July and August were the months when summer holiday cards were delivered, but the amount of them was nev-ertheless smaller. During that time, without the internet and mobile phones, communi-cation among people was slower and thor-ough. If something was urgent, telegrams were sent. Perceptive deadline for receiving a telegram in 1972 was twelve hours. I don’t know if later anything’s changed about that. That same year we sent our uncle in Mos-cow a telegram about death of his father, my grandfather. For some reason, we could not contact him by phone.

Except in extreme situations – and now I cannot remember any as such – something that used to require at least twelve hours or six-seven days, now requires only a moment. That does not refer only to important mes-sages, matter of life and death, it’s the same for the smallest trivialities. If you really care, you could let your friend in Toronto or San Francisco that you had a wee and send him or her a selfie. Before your stream is runout, he can see you in action. Is that good? I don’t know, some people say it is. I am not easily convinced. Things that require a moment to arrive, also take a moment to vanish. It may be useful for mankind, but it’s bad for a man. Man is made out of his past and his memo-ries. That is what makes him different from a robot and a warm. As much as a robot and a worm were in something else superior to a man, it is by memories that he rules his world. He will remember them, and they won’t re-member him. Just press the delete command, only a power fail-ure, and all is gone. You think that anything that once appeared somewhere in network, in some hidden corner of virtual world, will be there forever? You’re wrong, It won’t be! Only firm, tangible confirmation will be pre-served, things written on paper and carved in stone. Gone! Delete!

Postmen are witnesses and guardians of our personal and family memories. It won’t be good if it doesn’t stay that way, nor it will be good if the time comes when people from Novi Zagreb, Pula, Dubrovnik, as well as the hardest reachable village of this country, don’t know their postman. It’s better to kill that man slowly with a shot of homemade brandy, than see him as a stranger.

Thanks to the will and enthusiasm of employees of Poste Srpske, the 11th Employees sports competition – Postarijada 2014 was

held. It seemed that the weather was also on the side of those who wanted these gatherings to last in the upcoming years as well, so after rain and fog that had welcomed us in beautiful Spa of Banja Vrucica suddenly the sun has risen and warmed hearts of those last ones that were keeping the tradition.

Total of 176 employees from 10 regional units were competing, so-cializing, exchanging business experiences in the great accomoda-tion of Hotel Kardial.

„Who won?“ - everyone asked when we came back to our working places.
