Now playing: Star Wars stamp promo premiers in several theaters

The Star Wars stamps go on sale nationwide in Post Offices and on usps.com May 25. But before the “movie that launched a thousand sequels” gets its own stamps, the stamps themselves are being promoted at — where else? — movie theaters.

A promotional video featuring the Star Wars collectible stamps will play before feature presentations and on TV sets in lobbies at select theaters in New York, California and Washington, DC. The promo captures the personalities of the Star Wars characters in a fanfare of sound effects, music and imagery.

Don’t despair if there aren’t any theaters featuring the promo in your corner of the galaxy. You can see it on USPS-TV On Demand — On Demand is not available on all USPS computers.

Where it all began: USPS celebrates at Jamestown festivities

Thousands flocked to Jamestown, VA, recently to celebrate the 400th anniversary of America’s first English settlement. And USPS was in the middle of it all.

The Postal Service celebrated by issuing the 41-cent The Settle-ment of Jamestownstamp. The First-Class Mail stamp depicts the three ships that carried the settlers to Jamestown, and comes in the shape of a triangle — representing the set-tlers’ triangular fort.

USPS Governor Katherine Tobin was the dedicating official and also inserted a signed sheet of The Settlement of Jamestown commemorative stamps into America’s 400th anniversary commemoration time capsule — to be opened in 50 years.

New mail scanning video gives tips to protect USPS revenue

A new video gives tips on properly scanning inbound international packages to protect USPS revenue. Without proof of delivery, the Postal Service is liable for the loss of numbered parcels sent by custom-ers from countries out-side the U.S.

The failure to scan international mail costs the Postal Service millions of dollars a year, according to Global Business Managing Director and Senior Vice President Paul Vogel.

The rate has improved since then, thanks to new labels that the international service centers now apply to pack-ages to alert carriers and retail associates that scanning is required. And the new video “International Mail Scanning” also will help. It’s available on USPS-TV On Demand at http://blue.usps.gov/pac/uspstv/welcome.htm under Top Picks. You can get Voice of the Employee (VOE) credit for watching it — course #15201-87.

Area and district Delivery Confirmation coordinators, retail associates, and letter carriers should view the video. DVD copies have been distributed to all Postmasters or station managers. Going the distance: This LLV puts long into life

They’re called “long-life vehicles.” But with 402,000 miles on the odometer, one delivery vehicle is single-handedly redefining the term.

The Kansas City, KS, long-life vehicle (LLV) has the highest mileage in the Western Area — and possibly the Postal Service.

Incredibly, Chuck Woods, an Express Mail clerk at the Kansas City, KS, Post Office, has put the majority of miles on the LLV. The well-traveled vehicle has been in service since 1994.

“We’re confident that ‘Chuck’s Truck’ — nicknamed by vehicle maintenance staff — will make it to a half million miles,” said Allen Knoll, Shawnee Mission Vehicle Mainte-nance supervisor. “Our VMF employees do an outstanding job of keeping our vehicles in safe working order — and on the road.”

Bringing home the children: Program to find missing children improves

They have been a familiar sight in cus-tomer mailboxes for more than 20 years. “Have You Seen Me?” postcards, featuring the names and faces of missing children, reach more than 120 million people weekly. The program — responsible for returning 144 miss-ing children since 1985 — has improved.

To enhance the pro-gram’s visibility, the direct mail company is moving the missing children’s pic-tures and profiles to the back cover of ShopWise, the flyers that presently accompany the postcards.

The postcards, known as detached address labels (DALs) to postal carriers, will no longer be needed. ADVO, creator of the “Have You Seen Me?” program, has elimi-nated the DALs.

Placing the information directly next to the indicia and a customer’s address, which is typically the first item a customer views, will increase awareness. Further enhance-ments include replacing the black-and-white photos of the missing children with color pictures.

The change means carriers will no longer need to merge the postcards with their respective flyers, which should speed delivery time. For more information about this pro-gram, go to www.missingkids.com.

USPS selected employer of the year: Postal Service employee also recognized

The nation’s first and only career-guidance and recruitment maga-zine for people with dis-abilities has named the USPS a Public-Sector Employer of the Year.

The Spring 2007 issue of Careers & the disABLED magazine also recognized Betty Henderson, Philadelphiasupervisor of Distribu-tion Operations, for her work on coordinating activities between the Deaf and Disabilities Awareness Group and her mail processing group. The magazine said Henderson — who is also deaf — was “assertive and confident and ensures that she communicates effectively with the Philadelphia team.”

The Postal Service received the award for its “progres-sive efforts to recruit, hire and promote people with disabil-ities,” the article said. Additionally, the magazine’s readers chose USPS as one of the top five employers where its readers would most like to work.

The magazine highlighted the Postal Service’s Video Remote Interpreting and Video Relay Service — two forms of Web-based sign language interpreting technology — as examples of programs designed to make sure that all employees have an equal opportunity to participate in every aspect of employment. Both systems are available to more than 1,100 deaf and hard-of-hearing postal employees.

One call does it all: Postal Inspection Service offers toll-free phone number

The U.S. Postal Inspection Service likes to keep its cus-tomers satisfied, and a new call center helps them do that. Customers and USPS employees nationwide now can dial one toll-free number, rather than looking up individual phone numbers, for the Postal Inspection Service’s many locations.

Callers can reach the appropriate Postal Inspection Service office by dialing 877-876-2455 from 8 A.M. to 4:30 P.M. in all time zones, and selecting from these options:

1. Mail service issues (callers are then directed to 1-800-ASK-USPS).

2. Emergency situations.

3. Mail theft or identity theft issues.

4. Mail fraud issues.

5. Postal Inspection Service customer support.

Option No. 2, Emergency situations, is automatically routed to a special operator for assistance if a call is made after business hours.

Online International Shipping Enhancements and Forms Field Information Kit[Editor Note: This article first appeared in Postal Bulletin 22206 (5-10-07, pages 33–38). It is repeated in this issue, in its entirety and unchanged (except for page links to the sample forms and the byline at the end).]

This information kit is designed to inform Postal Service™ employees about the new international online shipping enhancements and their related forms. The new enhancements offer customers the ability to more easily transact online and streamline the acceptance of interna-tional online shipments that are tendered through Carrier Pickup service or retail locations. The following interna-tional enhancements will be available for use by customers who pay and print postage online with customs forms:

Electronic Mailing Date Stamp — Click-N-Ship®, the eBay/PayPal Integrated Shipping Solution, and the PC Postage® vendors will now have the option to print a mailing date stamp on labels that are paid online. The mailing date stamp will appear in the mailing date stamp box allocated on the label and will include the origin ZIP Code™ and shipping date in the stamp. The mailing date stamp will be printed on all copies required for shipment and will replace the requirement to physically round date all forms when presented at a retail counter or through Carrier Pickup service.

Electronic Post Office Copy — Customers who print online international shipping labels that include the customs forms will not have to submit a copy for retention at their local Post Office. Instead, the Post Office™ copy will be stored electronically for at least 1 year. Retail associates will no longer be required to pull and retain a Post Office copy when postage is paid online and deposited at a Post Office.

Online Insurance — Click-N-Ship, the eBay/PayPal Integrated Shipping Solution, and PC Postage ven-dors will now have the option of offering insurance online for Express Mail International® and Priority Mail® International (not available for Priority Mail flat-rate envelope) services based on the availability in the country of destination. Customers may purchase up to $500 of insurance online. Rates will be the same as domestic rates. Online insurance may not be combined with insurance purchased at retail locations.

Online Custom Form Barcodes — Customers who print online labels combined with customs forms will now have customs forms with a CJ123456789US or LJ123456789US barcodes instead of the currently

used CP123456789US or LC123456789US bar-codes. This change will allow for fewer duplicate numbers and meet the growing demand of interna-tional online shipping.

Single Ply 4" x 6" Labels — Customers who print online international shipping labels that use the PS Form 2976, Customs Declaration CN 22, will now be able to print this form as a single ply 4" x 6" label for-mat (like domestic online shipping labels). This new online label will resemble PS Form 2976, Customs Declaration CN 22 (green form), and can be used as a combination postage, address, and customs form label for Priority Mail International flat-rate envelope and First-Class Mail® International services.

Signature and Date Printing — Click-N-Ship, the eBay/PayPal Integrated Shipping Solution, and PC Postage vendors will now have the option to print the customers name and date of mailing in the customs forms signature fields. Customers must agree to the terms and conditions of the signature field when they print a shipping label with customs forms online.

Online Discounts — Customers who purchase postage at www.usps.com using Click-N-Ship or through authorized postage vendors will qualify for the following postage discounts:

10 percent on Global Express Guaranteed shipments.

8 percent on Express Mail International shipments.

5 percent on Priority Mail International shipments.

Related to these enhancements are new international online shipping labels that combine mailing information with customs forms, thereby eliminating the need for a sep-arate customs form (either PS Form 2976, Customs Decla-ration CN 22 — Senders Declaration (green label), or PS Form 2976-A, Customs Declaration and Dispatch Note — CP 72). The new forms are:

PS Form 2976-A-EMI, USPS Express Mail International (see pages 7–9 of this Postal Bulletin).

PS Form 2976-PMI, USPS Priority Mail International Flat Rate Envelope (see page 10 of this Postal Bulletin).

Frequently Asked QuestionsQ. Will customers need to fill out and attach a customs

form when they purchase international postage online?

A. No. Each international shipping label created through the Click-N-Ship, eBay/PayPal Integrated Shipping Solution, or a PC Postage vendor web site contains all necessary mailing labels and customs form infor-mation. A separate form is not required.

Q. How should customers attach international online shipping labels to package?

A. Do the following:

Express Mail International and Priority Mail Inter-national shipments. The customer should place the first three copies of the online shipping label inside the customs envelope (PS Form 2976-E) and retain the sender’s copy.

Priority Mail International flat-rate envelope and First Class Mail International shipments. The cus-tomer should adhere their label to the package. A self-adhesive label is recommended. If tape or glue is used, they should not tape over the bar-code. The edges should be secure.

Q. Can self-adhesive or thermal labels be used with international labels?

A. Yes. Customers who print international shipping la-bels for Priority Mail International flat-rate envelope and First-Class Mail International will have the option of printing the single ply label to adhesive or thermal labels. All other services printed online will require the customer to place the appropriate number of copies in a clear customs form pouch (PS Form 2976-E, Customs Declaration and Dispatch Note Envelope), which must be attached to the parcel.

Q. Where can customers get the customs form envelope that is required for use with international packages?

A. Customers can order PS Form 2976-E — at no addi-tional cost — online at www.usps.com/internationalsupplies or pick them up at a local Post Office.

Q. Can customers use Carrier Pickup service when printing international shipping labels?

A. Yes. Carrier Pickup service can be scheduled with any of the international services available online at www.usps.com.

Q. Can customers drop their international mail item in a Postal Service collection box?

A. No. International shipments created online include customs forms and by rule may not be deposited in a collection box. Customers must hand the item to a Postal Service employee in a Post Office or to their carrier at the time of mail delivery, or schedule a Car-rier Pickup online at www.usps.com/pickup.

Q. Can insurance be purchased online for the interna-tional postage?

A. Yes. Up to $500 of insurance can be purchased online for Express Mail International and Priority Mail International based upon availability in the country of destination. Insurance is not available for the Priority Mail flat-rate envelope.

Q. Where can customers print and pay for First Class Mail International postage online?

A. First-Class Mail International labels can be pur-chased online through authorized PC Postage vendors.

ManualsELM Revision: Reporting Requirements for Sex Offenders

Effective May 24, 2007, Employee and Labor Relations Manual (ELM) 665, Postal Service Standards of Conduct, is revised by adding 665.17, Reporting Requirements for Sex Offenders.

Purpose of RevisionThe language contained in ELM 665.17, Reporting

Requirements for Sex Offenders, was established to iden-tify current Postal Service™ employees required by any jurisdiction to report their status as sex offenders. This lan-guage creates the requirement that any Postal Service employee required to register as a sex offender with any governmental entity must notify the appropriate Postal Service management official as described. The purpose of this requirement is to assist the Postal Service to protect the public, its workforce and its brand. Each report will be analyzed on a case-by-case basis to determine the appro-priate action, if any, to take.

665.17 Reporting Requirements for Sex Offenders

An employee who is required by the law of any jurisdiction to register as a sex offender must report in writing that he or she is subject to this requirement, as follows:

a. Any employee who is not an Area or Headquarters employee must make their report to the District Manager of Human Resources; Area employees

must make their report to their Area Manager of Human Resources; and Headquarters employees must make their report to the Headquarters Manager, Corporate Personnel.

b. An employee who first registers as a sex offender on or after May 24, 2007, must make this report to man-agement within 10 calendar days after the employee first registers as a sex offender.

c. An employee who registered as a sex offender at any time before May 24, 2007, must make this report to management no later than June 4, 2007.

d. Information TechnologyChanges in Cellular Services Management

Effective June 1, 2007, the Postal Service™ will change the way it pays for, manages, and maintains cellular telephone services. ProfitLine will handle cellular orders and repairs, pay bills, and handle all other matters related to cellular telephones and broadband services, and Blackberry units.

Ordering Cellular ServicesYou must use the eAccess application in order to get

cellular services for Blackberry units, cellular telephones, and broadband. Information Technology has modified eAccess to include cellular service acquisitions and the necessary approvals in order to support the Postal Service workforce.

From the Intranet, type “eAccess” in the address bar. Click on Enter Application. Enter your ACE logon ID and password.

Click Request Access.

At the bottom of the screen, click on Next.

In the pop-up search window, type “cellular” and click on Search. Then double click on the cellular service of your choice.

You will be able to order the type of phone device that you need as well as accessories to support the device. You will be able to choose the cellular vendor that offers the best coverage for your geographic area.

Once your manager approves the request, the telephone device will be shipped to you at your duty station of record.

Resolving ProblemsAlso effective June 1, ProfitLine will handle problems

with cellular telephone services. The contact differs for each cellular service.

Invoices and BillingCurrently all Cingular cellular bills are sent to Profitline

for payment. Beginning June 1, all cellular bills dated with service on or after June 1 must be sent to Profitline for pay-ment. This includes Verizon Wireless, Sprint, Nextel, T-Mobile, U.S. Cellular, Suncom, and any other cellular company that provides the Postal Service with cellular services, including service on Blackberry units, cellular phones, and broadband cards.

Seamless Verification System TestThe Postal Service™ is conducting a limited operation

test of the Seamless Verification System using Friend-to-Friend Mail® postcards. Postcards will be bound into five magazines from May 2007 through December 2007. Read-ers can detach the Friend-to-Friend Mail postcard, write a short message to a friend, address the card, and drop it in the mail.

As shown here in the illustration, the address side of each mailpiece contains the following:

Five permit imprint accounts have been established in New York City, and each permit imprint account is linked to a Centralized Account Payment System account estab-lished for the test. Postal Service Headquarters will send a billing statement to the New York City permit office indicat-ing the amount of postage to be deducted from each per-mit imprint account for a certain mailing period. The permit office will enter this information into the Centralized Account Payment System.

Important: Friend-to-Friend postcards are First-Class Mail items and should be delivered as addressed. They should not be held, delayed, charged postage, or returned for postage by any facility.

Customized Postage Is Being Tested on First-Class Mail PresortThe authorized market test for Customized Postage™

entered Phase IV on May 17, 2007. Phase IV includes the addition of First-Class Mail® presort postage on a limited basis.

Listed below are some of the restrictions that apply:

1. Providers are only authorized to sell Customized Postage in the appropriate denominations to cus-tomers who have a permit to enter presorted mail at an acceptance unit.

2. All mailpieces in a particular customer’s mailing must be identical-weight pieces.

3. The format of the Customized Postage label for the First-Class Mail presort rate differs from those for

Customized Postage at full rates in that the label is not treated with fluorescence for facing.

4. Mailpieces bearing First-Class Mail presort Custom-ized Postage are not eligible for value-added rebates (VARs) and may not be included in any such mailing for any purpose.

The following illustrations are examples of Customized Postage showing presort postage. All employees need to be aware that customized postage can now be used on First-Class Mail presort items so that mail that is properly prepared bearing First-Class Mail presort Customized Postage does not encounter delays when presented at an acceptance unit.

Premium Forwarding Service Helps Customers and Generates Additional Revenue!Premium Forwarding Service (PFS) is a popular and

growing service that is especially appealing to customers when they are away from home in the summer and winter months. PFS is a personalized service designed for resi-dential customers who want to receive all of their mail at a temporary address while away from their permanent address for an extended period — from 2 weeks up to 1 year. After the customer completes and submits the PFS application (PS Form 8176) and pays the required fees, the Postal Service™ bundles and reships mail to the temporary address for a customer or household. Most mail is reshipped once a week via Priority Mail® service.

PFS Promotional MaterialsWe have updated the PFS promotional materials to

reflect pricing based on the May 14, 2007, rate case imple-mentation. All Post Offices™ should immediately remove and recycle previous editions of Publication 615 and Sign 615 and should confirm that current editions of the following PFS point-of-sale materials are on display on a writing table in the full-service lobby.

Publication 615, Premium Forwarding Service (brochure).

Sign 615, Take Your Mailbox With You (PFS countercard).

We have also updated PS Form 8176, Premium Forwarding Service (PFS) Application. Post Offices may use previous editions of PS Form 8176 until they receive the revised editions — however, in paragraph 6 under “Terms and Conditions” (on the original and all copies of the application), Postal Service personnel should use a pen to mark out the old weekly reshipping price of $10.40 and write in the new weekly reshipping price of $11.95.

The ordering information for these items is included later in this article.

Tips for Post Office PersonnelHere are some tips to help employees responsible for

processing PFS applications and shipments:

Be sure that the customer provides the start and end dates on the PFS application. When the end date is

not certain, ask the customer to estimate the date because this is the only way to accurately calculate the fees.

Calculate the number of weeks based upon the start date and the end date.

Collect the full PFS payment upfront at the time of application: $10 to enroll (AIC 108) and $11.95 for each week of service requested (AIC 159). Be sure to place funds in the correct AIC!

Ship PFS mail once a week on Wednesdays via Priority Mail service, and reroute PFS customers’ Express Mail® pieces, outside pieces, and account-able mailpieces immediately upon receipt.

Do not send PFS mail to the centralized forwarding unit (CFS).

Do not file a formal temporary or permanent Change of Address (PS Form 3275) for the customer’s perma-nent address simultaneously with PFS.

Special Note: Do not send a copy of PS Form 8176 to Postal Service Headquarters — that requirement was discontinued on December 7, 2006, as noted in the article “Premium Forwarding Service: Get Up to Date — Be Prepared!” in Postal Bulletin 22195 (12-7-06, pages 16–23).

PhilatelyStamp Announcement 07-21: Pacific Lighthouses

On June 21, 2007, in Westport, Washington, the Postal Service™ will issue 41-cent, Pacific Lighthouses commem-orative stamps in five designs. Designed by Howard E. Paine of Delaplane, Virginia, the stamps go on sale nation-wide June 21, 2007.

The Postal Service will issue the Pacific Lighthouses stamps in a pressure-sensitive adhesive (PSA) pane of 20 (Item 461200) and a booklet of 20 stamped postal cards (Item 895900).

The 2007 issuance of the Pacific Lighthouses stamps features artwork by artist Howard Koslow of Toms River, New Jersey, of the following five Pacific lighthouses:

Diamond Head, HI.

Five Finger, AK.

Grays Harbor, WA.

Umpqua River, OR.

St. George Reef, CA.

Each stamp features an original acrylic painting by Koslow based on recent photographs of the lighthouses.

How to Order First Day of Issue PostmarkCustomers have 60 days to obtain the first day of issue

postmark by mail. They may purchase new stamps at their local Post Office™, or at The Postal Store Web site at www.usps.com/shop or by calling 800-STAMP-24. They should affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to:

(INFORMATION NOT AVAILABLE AT PRESS TIME.)

After applying the first day of issue postmark, the Postal Service will return the envelopes through the mail. There is no charge for the postmark. All orders must be postmarked by August 20, 2007.

Verifying U.S. Postal Service Money Orders

Follow these steps to cash a Postal Service™ money order:

1. Check that the amount does not exceed the legal limit: $1,000 for domestic, and $700 for international postal money orders.

2. Check that the proper security features are present:

When held to the light, a watermark of Benjamin Franklin is repeated from top to bottom on the left side.

When held to the light, a dark line (security thread) runs from top to bottom with the word “USPS” repeated.

There should be no discoloration around the dollar amounts, which might indicate the amounts were changes.

These appear in Postal Service Notice 299, U.S. Postal Money Order Reference Card, or online at http://www.usps.com/missingmoneyorders/security.htm.

3. If the money order seems suspicious, call the U.S. Postal Service Money Order Verification System at 866-459-7822.

Please provide this information to local banks and retail-ers, as they also receive Postal Service money orders for cashing.

The Canada Post Corporation is now providing a toll- free number that cashing agents can call to verify the validity of Canadian Postal Money Orders. The number is 800-563-0444.

Mail addressed to military post offices overseas is sub-ject to certain conditions or restrictions of mailing regarding content, preparation, and handling. B. PS Form 2976–A is required for all mail weighing 16 ounces or more, with exceptions noted below. In addition, mailers must properly complete required customs documentation when mailing any potentially dutiable mail addressed to an APO or FPO regardless of weight. The following are excep-tions to the requirement for customs documentation on nondutiable mail that weighs 16 ounces or more:

Known mailers are exempt from providing customs documentation on non–dutiable letters, and printed matter weighing 16 ounces or more. (A known mailer is anyone who legally applies a permit imprint to a mailpiece. Mail with meter postage is not considered to be from a known mailer.)All federal, state, and local government agencies are exempt from providing customs documentation on mail addressed to an APO or FPO, except for those APOs/FPOs to which restriction B2 applies.Prepaid mail from military contractors is exempt, providing the mail-piece is endorsed “Contents for Official Use — Exempt from Cus-toms Requirements.”

B1. PS Form 2976 or 2976–A is required. Articles are liable for customs duty and/or purchase tax unless they are bona fide gifts intended for use by military personnel or their dependents. When the contents of a parcel meet these requirements, the mailer must endorse the customs form, “Certified to be a bona fide gift, personal effects, or items for personal use of military per-sonnel and dependents,” under the heading, Description of Contents. Exceptions: All other exceptions listed in restriction B above are applicable to this restriction.

B2. All federal, state, and local government agencies must complete cus-toms documentation when sending mail addressed to or from this APO or FPO weighing 16 ounces or more.

C. Cigarettes and other tobacco products are prohibited.C1. Obscene articles, prints, paintings, cards, films, videotapes, etc., and

horror comics and matrices are prohibited.D. Coffee is prohibited. E1. Medicines or vaccines not conforming to French laws are prohibited.E2. Any matter depicting nude or seminude persons, pornographic or

sexual items, or nonauthorized political materials is prohibited. Although reli-gious materials contrary to the Islamic faith are prohibited in bulk quantities, items for the personal use of the addressee are permissible.

E3. Radio transceivers, cordless telephones, global positioning systems, scanners, base stations, and handheld transmitters are prohibited.

F. Firearms of any type are prohibited in all classes of mail. See definitions of firearms in DMM 601.11.1.2c. This restriction does not apply to firearms mailed to or by official U.S. government agencies. The restriction for mail to this APO/FPO ZIP Code does not apply to firearms mailed from this APO/FPO ZIP Code, provided ATF and USPS regulations are met. Antique firearms are a separate category defined in DMM 601.11.2 and ATF regulations; they do not require an ATF form.

F1. Privately owned weapons addressed to an individual are prohibited in any class of mail.

Displaying the U.S. Flag and the POW-MIA Flag

U.S. Flag at Half-StaffHow to Display

Displaying the U.S. flag at half-staff means lowering the flag to half the distance between the top and bottom of the staff.

Specific Dates

Display the U.S. flag at half-staff on the following days each year:

May 15: Peace Officers Memorial Day (see note 1 below).

Last Monday in May: Memorial Day Observed (see note 2 below).

December 7: National Pearl Harbor Remembrance Day.

Note 1: When May 15, which is the date for Peace Officers Memorial Day, falls on the third Saturday in May, which is the date for Armed Forces Day, display the U.S. flag in the full-staff position, not at half-staff.

Note 2: On the last Monday in May, when Memorial Day is observed, display the flag at half-staff from sunrise, or the hour at which you raise it, until 12 noon, and then hoist it to the peak of the staff, until the time of closing or no later than sunset.

POW-MIA FlagHow to Display

In relation to the U.S. flag, display the POW-MIA flag (and any other flag) as follows:

If displayed on the same flagstaff, place it below the U.S. flag.

If displayed on a separate flagstaff, place it at the same level or lower. If displayed at the same level, place it on the U.S. flag’s left.

When flying the U.S. flag at half-staff, fly the POW-MIA flag (and any other flags) at half-staff also.

Specific Dates

Display the POW-MIA flag on the following days each year:

Armed Forces Day: Third Saturday in May.

Stamp Announcement 07-22: Migratory Bird Hunting and Conservation Stamp

On June 22, 2007, in Springfield, Missouri, the U.S. Department of the Interior will formally issue the $15 Migra-tory Bird Hunting and Conservation stamp for the 2007–2008 waterfowl hunting season. The stamp goes on sale at Post Offices™ nationwide June 22, 2007, and is valid through June 29, 2008.

The Migratory Bird Hunting and Conservation stamp will be issued in the following formats:

Water-activated gum (WAG) pane of 20 (Item 333600).

Pressure-sensitive adhesive (PSA) single stamp (Item 333700).

The stamp size in the pressure sensitive version is the same size as the WAG version and can be peeled from its carrier sheet. The carrier sheet is the size of U.S. paper cur-rency and fits easily in cash drawers.

Distribution: Item 333600, Migratory Bird Hunting and Conservation Stamp, WAG Pane of 20

Stamp Distribution Offices (SDOs) will not receive an automatic distribution of Item 333600 for subsequent dis-tribution to Post Offices. The Migratory Bird Hunting and Conservation stamp, produced in the WAG format, will onlybe distributed to, and sold at the first day of issue, through Stamp Fulfillment Services in Kansas City, Missouri, and by consignment via Amplex Corporation.

Item 333600 will not be distributed to or sold at Post Offices. Item 333600 will not be distributed to or sold at philatelic centers.

Distribution: Item 333700, Migratory Bird Hunting and Conservation Stamp, PSA Pane of One

SDOs will only receive an automatic distribution of Item 333700. Automatic distributions to SDOs began shipping May 1, 2007 and will be completed June 7, 2007. SDOs must not distribute the Migratory Bird Hunting and

Conservation stamps to Post Offices before June 18, 2007. SDOs requiring additional self-adhesive stamps (Item 333700) must requisition them from designated account-able paper depository using PS Form 17, Stamp Requisition/Stamp Return.

To allow postmasters to order the 2007–2008 Migratory Bird Hunting and Conservation stamps in quantities approximating customer demand, there is no minimum ordering quantity. Postmasters should review their previ-ous year’s sales records to determine the appropriate num-ber of the 2007–2008 Migratory Bird Hunting and Conservation stamps to requisition.

Postmasters should requisition sufficient quantities of Item 333700 to meet the expected demand by stamp col-lectors, conservationists, and hunters.

Postmasters must immediately send a separate PS Form 17 to their SDOs for enough Migratory Bird Hunting and Conservation stamps to last until April 28, 2008. Post Offices served by stamp service centers must follow their established ordering guidelines.

If the initial stamp supply is exhausted before April 28, 2008, postmasters must requisition additional quantities. Retail units with authorized philatelic centers should order Item 333700 and have it available to meet philatelic demand. All postmasters/station managers must ensure that Migratory Bird Hunting and Conservation stamps are available to meet public demand.

Pamphlets on Hunting Regulations The U.S. Department of the Interior does not automati-

cally distribute pamphlets on hunting regulations because migratory game bird laws vary by state. Direct all inquiries about hunting regulations to your state fish and wildlife agency or your state department of natural resources. Stamp Announcement 07-23: Official Mail Stamp

The Postal Service™ will issue a 41-cent Official Mail definitive stamp in a water-activated gum (WAG) coil of 100 stamps (Item 785400), on June 25, 2007, in Kansas City, Missouri. The stamp, designed by the late Bradbury Thompson, goes on sale nationwide June 25, 2007.

How to Order First Day of Issue PostmarkCustomers have 60 days to obtain the first day of issue

postmark by mail. They may purchase new stamps only by mail order from the USA Philatelic catalog or by telephone at 800-STAMP-24. They should affix the stamps to enve-lopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to:

Stamp Announcement 07-24: Hearts

On June 27, 2007, in Washington, DC, the Postal Service™ will issue Hearts special stamps. Designed by Carl T. Herrman of Carlsbad, California, the stamps go on sale nationwide June 27, 2007.

These stamps will be available in the following two formats:

58-cent (2-ounce rate) pane of 20 pressure-sensitive adhesive (PSA) stamps (Item 570900).

41-cent (1-ounce rate) $8.20 convertible booklet of 20 PSA stamps (Item 677100).

Nancy Stahl of New York, New York, created the artwork on the stamps based on memories of intertwined objects, including silver charms and old-fashioned garden gates.

Stamp Announcement 07-25: Pollination

On June 29, 2007, in Washington, DC, the Postal Service™ will issue 41-cent Pollination commemorative stamps in four designs (Item 676800), in a pressure-sensi-tive adhesive (PSA) double-sided booklet of 20 stamps. Designed by Steve Buchanan of Winsted, Connecticut, the stamps go on sale nationwide June 29, 2007.

Buchanan created an intricate graphic scheme that emphasizes the ecological relationship between pollinators and plants, and also hints at the biodiversity necessary to ensure the future viability of that relationship. To that end, the four different stamp designs are arranged in two alter-nate blocks that fit together like interlocking puzzles. In one block, the pollinators form a central starburst; in the other block, the flowers are arranged in the center.

Notice: Stamp Stock Items Withdrawn From Regular Sale and From Sale at Philatelic Centers

Effective close-of-business June 30, 2007, all Post Offices™, stations, branches, postal stores, vending out-lets, and authorized philatelic centers must (1) withdraw the stamp stock items and products listed below and their related vending and store-prepared stamp items from sale and (2) prepare them for destruction. Submit items to destruction sites according to local established proce-dures, under the guidelines in Handbook F-1, Post Office Accounting Procedures, subchapter 45, Destroying Stamp Stock.

Do not permit sales of the stamp stock items, products, and their related vending and store-prepared stamp items listed below at retail counters and outlets after June 30, 2007.

Note: Items listed with an asterisk (*) remain on sale at Stamp Fulfillment Services through the “USA Philatelic Catalog” until further notice.

Pictorial Postmarks AnnouncementAs a community service, the Postal Service™ offers pic-

torial postmarks to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial postmarks are authorized appears below. If available, the sponsor of the pictorial postmark appears in italics under the date. Also provided are illustrations of those postmarks.

People attending these local events may obtain the postmark in person at the temporary Post Office™ station established there. Those who cannot attend the event but who wish to obtain the postmark may submit a mail order request. Pictorial postmarks are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial postmark date.

All requests must include a stamped envelope or post-card bearing at least the minimum First-Class Mail® post-age. Items submitted for postmark may not include

postage issued after the date of the requested postmark. Such items will be returned unserviced.

Customers wishing to obtain a postmark should affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others, insert a card of postcard thickness in envelopes for sturdi-ness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: PICTORIAL POST-MARKS, followed by the NAME OF THE STATION, ADDRESS, CITY, STATE, ZIP+4® CODE, exactly as listed below (using all capitals and no punctuation, except the hyphen in the ZIP+4 code).

Customers can also send stamped envelopes and post-cards without addresses for postmark, as long as they sup-ply a larger envelope with adequate postage and their return address. After applying the pictorial postmark, the Postal Service returns the items (with or without addresses) under addressed protective cover.

How to Order the First Day of Issue Digital Color or Traditional PostmarksCustomers have 60 days to obtain the first day of issue

postmark by mail. They may purchase new stamps at their local Post Office™, by telephone at 800-STAMP-24, and at The Postal Store® Web site at www.usps.com/shop.

Customers may submit #6 or #10 covers constructed of paper rated as “laser safe.” The Postal Service™ rec-ommends 80-pound Accent Opaque, acid-free envelopes, 9/16" side seams with no glue on the flap. There is a min-imum of 10 covers at 50 cents per postmark required at the time of servicing. You may submit a check, money order, or credit card for payment. Two test envelopes must be included. For covers with graphics or lettering, please note the maximum size of all digital color post-marks is 2" high x 4" long. The Postal Service reserves the

right not to accept hand painted and other cachets that are not compatible with our digital color postmark. The Postal Service also reserves the right to substitute tradi-tional black rubber postmarks if use of non-specified envelopes results in poor image quality or damage to equipment.

After applying the first day of issue postmark, the Postal Service will return the envelopes through the mail. There is no charge for the postmark. All orders must be postmarked within 60 days of the first day of issue date.

They should affix the stamps to envelopes of their choice, address the envelopes (to themselves or others), and place them in a larger envelope addressed to the fol-lowing address:

The U.S. Postal Inspection Service likes to keep its cus-tomers satisfied, and a new call center helps them do that. Customers and Postal Service™ employees nationwide now can dial one toll-free number, rather than looking up individual phone numbers for the Postal Inspection Service’s many locations.

Callers can reach the appropriate Postal Inspection Service office by dialing 877-876-2455 from 8 A.M. to 4:30 P.M. in all time zones, and selecting from these options:

1. Mail service issues. (Callers are then directed to 800-ASK-USPS.)

2. Emergency situations.

3. Mail theft or identity theft issues.

4. Mail fraud issues.

5. Postal Inspection Service customer support.

Option No. 2, Emergency situations, is automatically routed to a special operator for assistance if a call is made after business hours.
