The Cash Box has been studying the forecasts of the nation*s leaders for the coming post-war era* These predictions and the figures that are being presented with them, are carefully considered only in the tie-up between the products of this industry and the possibilities they express for the post-war expansion of this business# After complete and due consideration, and as an adjunct to the great many articles which have already appeared here. The Cash Box has come to the conclusion, and boldly takes the stand, that the coming post-war era will prove a ’’natural” for coin operated equipment of every type# According to leading economists, as well as the nation’s industrial leaders, there will be more people at work after the war, than in any other peace period in the history of the nation# Statisticians have learned that Sb% of the women now engaged in war plants and other factories thruout the country want to remain at work# This 85^ is largely composed of single women. The greater majority of the married women, many of whom have husbands in the armed forces, feel that they want to return to dom- estic life the moment the war is over# These women workers will only be an addition to the great amount of labor that will prove necessary, according to the industrial- ists, and this will also assure the nation the lowest peacetime unemployment in its history# Naturally, with more people at work, the equipment of this industry, whether in the amusement, merchandising or service divisions, will earn more. This is import- ant to all CO inmen. Tho coinmen realize they will probably have to pay more for equipment, because of increased labor and material costs, they will be earning the difference to make up for far and above this increase. With people at work in unusual- ly large numbers money will flow freely. And probably with some of the taxes to directly pay for the war cut off, or at least pared down, there is also no doubt that profits, too, will be greater# The backlog of orders in the auto industry alone is truly amazing. As one noted auto manufacturer publicly stated, "If I could build 9,000,000 autos during our first production year after the war, I’d sell them." This same is true of the electrical appliance, home furnishings and many other fields (as reviewed sometime ago in The Cash Box) and which again means that money most definitely will flow freely in the greatest spending spree in all the history of this country. In fact, leading indus- trialists claim that each day the backlog of orders grows greater, and that it may take all of 25 years to catch up with demand. This is a rather broad statement, but was made by one of the nation’s most noted engineers# This statement literally means that this country can look forward to a quarter century of tremendous prosperity af- ter the war. Coinmen must realize that they, too, will share in this prosperity# A new era is also coming on all raw materials# Where formerly many metals were used, the belief is that these may be replaced with cheaper plastics which will prove just as sturdy, will show up better, and will, at the same time, make life a lot easier for service and repair men# Whether these new materials will find their way into the coin operated machines field immediately after the war is as yet very doubt- ful. But there is no doubt that as manufacturing gets under way for this industry, new materials will begin to make their appearance, and changes will come about which will mean much better conditions for all coimen. In addition to all this, and as the readers of The Cash Box already know, the in- crease in the number of locations which will come about will speed the way to the greatest growth of this industry# Because of developments which were under way when the war started a great many new locations of all types were already assured for this trade. Shifts in population have created new cities thruout the nation. cations. And in addition to all this it must also be remembered that new types of ma-

chines will of themselves require new types of locations. Therefore as far as loca-

tions are concerned, this industry can look forward to a grand era of great location

expansion after the war*

Ihe Cash Box has also many times discussed the export market# There is no doubt

that the British and Canadian markets could clear away every single machine the manu-

facturers could build their first full production year. There is also no doubt that

a great many more foreign countries will be coming here for machines of all types.

The American soldier and sailor have carried the thrill of coin operated amusement to

the farthest corners of the world. They have actually acted in the capacity of ad-

vance publicity agents for this industry. All present known types of machines andthe many new and different types expected to be presented in the post-war era willplay an extremely important role as far as the post-war export market is concerned.

As The Cash Box predicted many, many months ago, coin machines salesmen will fly to

Europe and A#ia with as much nonchalance as they formerly evinced in making a tripfrom Chicago to New York, The export market will require special treatment and withthe government already at work to aid exporters, so as to somewhat equalize the pres-ent financial balance, there is no doubt that this coin operated machines industry is

in for the greatest export boom in its history.

Expanded credit facilities are assured for the post-war era. Leading credit or-ganizations have already delved deeply into the coin machines field. Results haveassured them of the stability of certain types of equipment and there is no doubt that

eventually almost every type of machine will find a credit sponsor. This means that

the burden for cash outlay will be taken from the shoulders of those who have won finebusiness reputations. This easing of credit facilities means that the men in thisbusiness can expand to meet any situation, rapidly and economically,, and rest assuredof their capitalization remaining intact to a certain degree. Greater and easier cred-

it facilities are sure to help this industry to the greatest growth in its history.This is important. It is doubly important that all the industry cooperate to assure

itself that its credit will not be impaired and that it shall continue ahead with thefull courage of its convictions when the time does arrive, by maintaining and continu-ing to strive for the highest possible business standards.

Greater liberality is also assured co inmen for the post-war period. The presentsoldiers and sailors, as all coinmen know, are the voters, the fathers, the civic andindustrial leaders of tomorrow, and they are already demonstrating greater understand-ing of and liberality to coin operated equipment. That is why The Cash Box continuedto urge that the trade cultivate the player of tomorrow - the men of the armed services- for they will be the ones to bo depended upon to show greater liberality towards

the products of this industry, so that this industry can go further ahead. From allpresent indications there is no doubt that greater liberality is certain to eventuallyensue for all in this industry.

More workers mean more players. More satisfied players means greater liberalityfor tomorrow. Continue to bring smiles and satisfaction to people everywhere, cooper-ate with the community in every way, and this industry simply must go ahead, furtherahead than it has ever gone before, to the kind of an industry that those now engagedin this business have always dreamed about.

This industry ten years after the war is over will be unrecognizable to the aver-age person now engaged in it. It will be expanded to the greatest size in all itshistory. It will contain more progressive business men than ever before. It willmove with new and strangely different and probably better business methods#

This business is most definitely a business of tomorrow. It hasn*t even startedto grow. It hasn*t yet passed the cradle stage. It needs daring, courageous, farseeing men with outstanding vision. Ihere is opportunity for all in this business to-day - for this industry is a '‘natural" for the great tomorrow.

PLEDGE RECEIVES WIDE ACCLAIMThe pledge which appeared in the April 18 issue of Ihe Cash Box to help bring morespecific detail to the buyer regarding the condition of machines and merchandise priorto showroom or out-of-town sale, and to attempt to minimize and even eliminateshipping damage, received wide acclaim from all the trade. Signed pledges have flood-ed the offices here from every state in the union.

This, in itself, is sufficient proof that the average firm, buying or selling inthis industry today, is anxious to cooperate so as to assure all others of their hon-orable intentions. Many are now specifying in advance, the exact condition of the ma-chines or merchandise they are selling# They want the buyer to know just what he isbuying so that there will be no future complaints, Ihey are also doing the same thingin their own showrooms to those men who call to buy from them. By such honesty theyare bound to v/in the respect and acclaim of all with whom they deal.

RESULTS OF SURVEY NEXT WEEKThe next issue of The Cash Box will feature the results of the survey to determine a

standard for jobber and distributor recognition# The tremendous number of returnswhich have come in are definite proof of the interest all the trade has in this sur-vey. Not only leading distributors and jobbers themselves, but even manufacturers en-

tered into this survey. The number of operators who answered almost equal the number

of jobbers and distributors* Therefore a most complete cross section of the trade is

represented for the first time concerning so important a problem,

Ihe interest shown and the intelligent answers to the questions presented are a

surety that the trade will find its standard contained in the collective results. Each

answer received was for the bettermentand advancement of this industry thru a finerand clearer understanding of the line of demarcation between the wholesaling and opera-ting divisions of this trade.

It is understood that some are of the belief that the manufacturers may continuealong former principles used in appointing jobbers and distributors* Yet the great

majority are of the belief that the trade itself has indicated its desires in the

answers given in this survey and that these are sure to bear the proper weight to gainthe trade what it wants in this direction.

There is no doubt that the answers given in this survey and the result whichthese answers have brought about are sure to create great interest and much comment#from all in this industry. This is the time to arrange for a clearer understanding.The post-war era is rapidly approaching and to be properly prepared for it will meanfaster and better action for all concerned.

NATIONAL TAX COUNCIL NEEDEDSome months ago Tie Cash Box discussed the need for a National Tax Council, A councilof outstanding men financed by this industry who would be in position to maintain thenecessary data, records, briefs, eases, histories, etc,, etc,, to help coinmen in anyterritory, when exorbitant taxation appeared imminent.

In Denver, this past week, a proposal has been offered in a city ordinance billto increase the phono tax from |5, to |50. per year. Naturally such an increase iscertain to prove of extremely ill effect to all those engaged in phono operating inthat city.

And that would probably be only the beginning of headaches for the smaller townssurrounding Denver, Should Denver’s city council prove successful in obtaining so highand practically confiscatory a tax from its phonos, there is no reason why other citiesin the same state and even in surrounding states, too, should not also be able to ob-tain this amount each year from each phono,

Ihe Cash Box proposal for a National Tax Council was to help coinmen placed insuch desperate position to instantly down any such confiscatory taxation, A NationalTax Council would be in position to rush experienced tax men to Denver to work withleaders there in an effort to eliminate any such tax.

But DenveV is only one city in one great state in this nation. There is no doubtanymore that the cost of this war and the cost of government have risen to almost un-dreamt of high peaks. Other co inmen thruout the nation fear that they, too, are goingto feel this demand for more and still more revenue,

A National Tax Council becomes a vital necessity for this industry, especiallyto help smooth the path for its future growth and development. It is a well knownfact in all industry that no business can proceed progressively if taxation is forceddown upon it with so heavy a hand.

It is also a well known fact that the great majority of co inmen are more thanwilling to pay whatever taxes come into being to help win this war. But, what aboutthe post-war period? This, then, is the time to prepare to halt the tax flood at itspresent stage by the creation of a National Tax Council to guard the interests of allthose engaged in this industry. The time is NOW,

with an “E” for excellence of seiwice and

equipment to their customers.

Each distributor, beginning with May 1,

1944, will be awarded this “E” for the ex-

cellence of his service and equipment to his

.lustomers by The Cash Box. This “E”award is now being designed by a noted

artist. It will be shipped completely framed

and, it is hoped, will be considered, in time,

the most outstanding award that can be

aspired to by any distributing organization

this nation.

This “E” will only be awarded after the

distributor turns in 15 letters of commenda-

tion from as many different customers whomhe has sold telling of the excellence of his

service or equipment to these customers.

* These 15 original letters must be sent to

The Cash Box, all at one time. These let-

ters must be dated on or after May 1, 1944.

Upon receipt of these 15 letters commend-ing the distributing firm on the excellence

of its equipment and/or service, copies will

be made and retained by The Cash Box.

These copies will be placed on file in case

any future questions may arise as to the

granting of this award. The originals will

be immediately returned to the distributor.

There is no doubt that if every distribut-

ing firm in the nation will strive to obtain

this outstanding “E” award, that this is cer-

tain to help cure a great many of the present

evils vvTich have infested this industry dur-

ing this tragic war period.

DENVER BILL TO BOOSTJUKE BOX LICENSE FEEAn ordinance to boost juke box license

fee from $5 per year to $50 has just been

jlrawn by City Attorney Lindsey at the re-

quest of Councilman Fresques and was filed

with Secretary Georgia Cox of the city

council.

' Councilman Rosenthal who was in the

juke box business in Cheyenne up to about3 months ago declared that the proposed

$50 tax would be exorbitant. He did

charge that hundreds of juke boxes are evad-ing the present license fee.

^According to Denver’s records 430 juke

boxes were licensed in 1943. So far this year

licenses have been taken out for 330.

“There are at least 700 of these musicboxes in Denver,” Councilman Rosenthalstated. “Having been in the business I knowwhat I’m talking about. They are shifted

from one place to another. There should besome way of tagging them so city license in-

spectors can tell whether a license has beenpaid on a certain machine. But a $50 licensefee would be excessive.”

In July 1940, Denver fixed an annuallicense fee of $10 per machine, but a monthlater this was voted down to a $5 fee.

• {Here again is a problem that requiresthe services of a National Tax Council asproposed by The Cash Box for manymonths.)

GLAD TO BE BACK AGAIN

“1 know now that you were right about

this fascinating amusement machines indus-

try. And, as you said, that’s where I belong.

“After my first week (back in harness)

I was convinced that trying to wean myself

away from something which has so definitely

become a part of my life, just wasn’t in the

cards. Funny how this business gets into

your blood;keeps you on a perpetual merry-

go-round ; sorta casts a spell over you;kinda

hypnotizes you (automatically). You just

can’t define it, really, but you know deep

down inside—you love it.

“I visited a few of the factories. Of

course, as you know, most of these are deep

in war work and their chief concern, until

after the war, is trying to do the best job of

their career for Uncle Sam.

“Believe me, it made my heart fill with

pride, to see the many ‘E’ Hags alongside

the Stars and Stripes, furling above those

factory roofs.

“Calling on some of the distributors, it

was a revelation to me to see the splendid

job they were doing vvdth ailing equipment

coming into their establishments. Some of

this equipment was worn almost beyond

recognition. After passing thru these

mechanical clinics, they emerged like new

again. I tell you these fellows deserve an

orchid from the factories for keeping equip-

ment alive and the operator in business.

“I must confess, you were right. I belong

in this ‘world apart,’ because I love every-

thing that goes to make this the fastest

moving industry in the universe.”

ators. There will be a buffet luncheon served

to all who will be present.

George Schnabel writes that the firm plan

to give the trade the most outstanding of-

fices and showrooms in the country and this

first official grand opening leads right into

the new post-war era for them. They are

of the belief that they can give the kind of

service and equipment that the trade has

always wanted.

So, if you’re in the mood for a bite (andmaybe more) drop around and get ac-

quainted with these three musketeers.

Pfc. BECK LEADS The WAYJoe Beck of Mitchell Xo\elty Co., Mil-

waukee, Wis., writes that his brother Pfc.

Ed Beck, and his former partner, now in

the Army at Tonopah Air Field. Tonapah,Nev., has taken first place in his camp withthe purchase of $7,000 worth of WarBonds.

“The Desert Bomber,” which is the

Tonapah Air Field paper, writes about Ed,“For a Pfc. to spend $7,000 for War Bondsseems to be just a bit out of proportion to

the base pay of a Pfc.

“But we have such an oddity in the shapeof one, Edward A. Beck, who distributes

his efforts between the officers’ club andbase quartermaster. Pfc. Beck is the top

Bond buyer of the base and has materially

upped the figure in the Base Bond Drive.”

Joe explains, “It may interest you to

know that Ed is in charge of about 25 slot

machines and 4 phonos in his camp. He is

the only Private who makes a Captain's payin the Army. He has some special workingagreement as to his cut on these machines.He doesn’t own them, but gets a percentageof the take for servicing them.”

MAJ. JACK MOORE BACKJack R. Moore of Portland, Ore., who reached

tile position of Major in the armed forces is backat his desk again. Jle writes, "One of the ver\first things I did on my return from having servedwith the armed forces for two years is to write to

NEWS FLASHFREE PLAYGAMES RULED'NOT GAMBLING' INDISTRICT OF COLUMBIA BY U.S. COURT OF APPEALSThe U. S* Court of Appeals of the District of Columbia ruled (April 17, 1944) in thecase of the Washington Coin Machine Association vs Harvey G. Callahan, AssistantSuperintendent of Metropolitan Police, in an appeal taken from the local districtcourt (argued March 14, 1944) Judge Groner giving the following opinion:

’’Ihese machines are lacking in the essential elements necessary to make

of them gambling devices or gambling machines. There is no element of

gain or loss, financial or otherwise, involved in the transaction,

"One may not suppose that a person desiring to gamble would put up

money in the hope of obtaining tokens which can be used only to produceinsignificant humorous sayings. The amusement feature of the machinedoes not make the machine a gambling device. It arouses interest and

perhaps attracts customers to the machine in much the same way as ad-vertising would, but this is lawful.

"The only chance connected with the operation of the machine is thatwit or humor may momentarily brighten up the vacuous minds huntingamusement, "

It is also understood that Judge C. J, Groner, who gave this decision which captxared

the fancy of the various presses located in Washington at this time and who rushed itover their wires to the nations* newspapers, will in a few weeks also rule on the

legality of tokens in machines, but not for redemption. Washington coinmen eagerlylook forward to his decision in this regard.

In the meantime the news that Washington, D, C, , is again open to free play games hasflooded this already overcrov/ded city with operators from as far away as Florida andmany from New York City, Word comes thru that all these are getting ready to set pinsjust as fast as they can obtain them. Such eastern centers as New York, Newark, N,J,,Philadelphia, Pa*, Boston, Mass*, and many other cities heard the news first andoperators from these spots rushed to Washington seeking locations* Ihis grand rushto operate in Washington is bringing chuckles to the District of Columbia ops whoknow the ropes as well as the many restrictions and especially the locations thatproved worthwhile when pins ran last,

Ihe entire case goes all the way back to 1936 before Judge Donahue in the Court of

Equity. At that time the judge ruled that pin games were games of chance, and there-fore gambling devices, (ife meant the one-balls that were in operation in Washingtonat that time , )

In 1938 when free play pins made their appearance, Washington* s ops placed them outcautiously, expecting this old ruling to apply to them, but the police did not molestthe games. In 1942 the District Attorney came out with an opinion that these freeplay pin games were illegal and ordered the police department to pick them up onsight.

The ops went into city court and obtained a jury trial, after one storekeeper wasarrested, to fight this order, Ihe jury disagreed with the police department at thistrial, but this was only on that one particular game which had been picked up.

Another game was immediately picked up by the police department and the ops then de-manded an injunction restraining the police from molesting their machines. They lostthe suit for this injunction in the District Court,

In 1943 the coin machines association of Washington took an appeal from this loss tothe U,S* Court of Appeals of the District of Columbia on obtaining an injunction.This is the decision which has just been announced.

For a moment the frantic long distance phone calls that came in from everywhere inthe country to The Cash Box were starting something of a rampage. Many misinterpretedthe press release in this case which appeared in their daily newspapers by just read-ing that; "Free Play games have been termed not gambling by the U,S*Court 'of Appeals".Many coinmen therefore believed that this decision came from a high Federal court andwould affect the entire country.

Ihis is not a Federal decision covering the nation. It is instead a decision for theDistrict of Columbia from the U.S, Court of Appeals for that district only.
