Posion Summary: Chief, Bureau of Contract Management, Division of State Purchasing The Florida Department of Management Services is seeking an experienced business or government professional to serve as a bureau chief and thought leader within the Division of State Purchasing. This posion is responsible for managing all aspects of contract management within the bureau, including post-solicitaon acvies and subsequent contract management and monitoring, as well as creang and sustaining good working relaonships with internal and external stakeholders. ❖ Pay Range:$80,000 - $85,000

❖ Organization Background:The Florida Department of Management Services (DMS) is a customer-oriented agency responsible for managing various business-related functions throughout state government. ❖ Position Responsibilities:Specific responsibilities of the Chief, Bureau of Contract Management include, but are not limited to, the following:

Manages Bureau performance based on procurement strategy and priority targets.

• Directs the Contract Management functions to manage contracts for products and/or services to meet established quality standards and specifications at the lowest possible cost.

• Serves as thought leader and key point of contact on all matters related to contract management.

• Develops and maintains current knowledge of customer needs, supply market dynamics, and technological changes.

• Establishes and maintains effective channels of communication among Contract Management teams in the Bureau.

• Populates contract management departmental dashboard to report bureau performance against key measures.

• Develops and maintains knowledge of multiple subcategories within the major category of spend for managed contracts.

• Develops processes and tools to aid and facilitate effective contract management and enhance customer experiences.

Manages contract management activities and coordinates with procurement groups.

• Coordinates with Category Manager Supervisors, Contract Managers, and State Purchasing leadership to set and communicate internally the annual contract management bureau strategies and targets.

• Ensures that contract management activities are conducted in a professional and ethical manner.

• Coaches Contract Management Supervisors and Contract Managers in managing quality products and services while maximizing value and savings for the state.

• Ensures that Bureau objectives are achieved in accordance with applicable goals and deadlines.

• Maintains a good understanding of the technical and commercial impacts of products/services.

• Manages resource allocation between category activities within the bureau.

• Recommends strategies or processes to improve future procurement of products or services.

Serves as central point of contact for customers and vendors for contract management.

• Establishes and manages executive level relationships with critical and strategic vendors and customers.

• Ensures that customer service standards are met in all contract management activities.

• Answers protests and vendor questions for specific Contracts and Agreements in accordance with established timeframes.

Supervises Contract Management Supervisors in performing responsibilities related to the management of contracts.

• Assists in the recruitment and hiring of contract management staff with appropriate knowledge, skills, and abilities to achieve established goals.

• Provides staff with clear performance expectations and objectives.

• Tracks and reviews high-level metrics to evaluate the performance of Contract Management Supervisors.

• Regularly evaluates bureau activities to ensure consistency across categories.

• Mentors and provides coaching to Contract Management Supervisors and Contract Managers on an ongoing basis to further develop their management expertise and to facilitate achievement of goals and objectives.

• Provides ongoing constructive and timely performance feedback to staff to enhance achievement of expectations.

Participates in the identification, adoption, and implementation of best practices in the field of contract management.

• Reviews day-to-day practices to identify possible areas for improved effectiveness and efficiency.

• Maximizes the utilization of state resources and the achievement of cost savings in all activities.

• Demonstrates drive and motivation in achieving established goals.

• Ensures the delivery of consistent messages and direction for Bureau team activities.

• Demonstrates strong drive and motivation in achieving established goals.Develops and maintains professional knowledge of the contract management field.

• Complies with the State Purchasing policies and procedures, procurement and contract management rules, and Florida Statutes.

• Understands legal implications and possible complications.

• Maintains current, broad knowledge of field by conducting appropriate research of trade journals, internet resources, and communications with peers and other experts as appropriate.

• Perform other duties as assigned by management.

❖ Candidate Profile Experience: The Chief, Bureau of Contract Management should possess the following qualifications:

• Five years of progressive business experience is required.

• Three years of progressive business experience which includes procurement and/or contracting is required.

• Supervisory experience is required.

• Florida Certified Contract Negotiator (FCCN), Project Management Professional (PMP), Florida Certified Contract Manager (FCCM), Certification as a Certified Professional Public Buyer (CPPB), Certified Public Purchasing Officer (CPPO), Certified Associate Contracts Manager (CACM), Certified Professional Contracts Manager (CPCM), or a Certified Purchasing Manager (CPM) are a plus.
