Job Title: Information Technology Manager Department: Information Technology Reports to: Director of Homeland Security FLSA Status: Exempt Classification: B7 Prepared Date: February 11, 2018 SUMMARY: Under general direction of the Director of Homeland Security and within the framework of Port policies, procedures and objectives, the Information Technology Manager is responsible for directing the information systems activities for the Port of Stockton with a very complex and varied system while ensuring optimal customer service. Provides expertise and direction in technical areas within all aspects of the Information Technology services throughout the Port. Reconciles conflicting demands from various clients by applying available resources to achieve maximum client satisfaction. This is an at-will position. ESSENTIAL DUTIES AND RESPONSIBILITIES: The following duties are performed either personally or through subordinate staff. Other related duties may be assigned. Assumes direct day-to-day management responsibility for information technology services and activities and departmental staff for the Port; technical areas of responsibility may include systems and applications development, maintenance and security, data processing, local and wide area network development and administration, geographic information systems, office automation, web-site and/or intranet development and maintenance, help desk services, and associated technical service support. Assumes full management of IT projects, system projects, systems and application and/or data center operations; plans, staffs and manages all phases of implementation of IT projects; establishes projects to implement new information systems or enhance existing system and monitors their progress; directs the analysis of current procedures and available technology; plans and manages projects to improve operations; establishes hardware installation priorities and plans. Establishes and maintains standards for system performance; implements and monitors controls to ensure that standards are maintained with the goal to provide the most efficient and useful system to meet the business needs of all users. Keeping apprised of applicable innovative and creative solutions and implementing such for clients. Analyzes, develops and recommends short- and long-term plans and strategies to meet the information technology needs throughout the Port, included is the security of such systems for accidental or deliberate actions to access Port data files in a malicious

fashion. Works with Port staff to assist in identifying IT-related projects for which grants or other funding may be utilized. Works closely with Port departments; coordinates the development and implementation of information systems, including the security of and protection from unauthorized access to Port files by external or internal people, to achieve Port-wide goals, objectives and policies. Participates in request for proposal (RFP) preparations and approving vendor selections. Negotiates, administers and manages contracts and agreements including developing, monitoring, and maintaining contracts for consultants and hardware/software vendors. Responsible for and participates in annual budget preparation and forecasting activities, including budgeting for Port-wide information and communication systems needs and capital improvement projects. Ensures that department goals are met within annual operating budget. Administers the approved budget, recommends budget modifications/amendments, authorizes and tracks expenditures accordingly. Develops and updates an IT master plan and participates with other department management to develop strategic plans; implements the plans; analyzes new mandates and regulations for department and Port impact and changes systems and procedures as necessary; advises departmental management and executive staff of the evaluation of system strategies, hardware and software and new products. Ensures the security of the Port's information and data systems; implements procedures and methods to protect the system; investigates and takes appropriate action to stop potentially harmful activity. Acts in alignment with user needs and system functionality to contribute to organizational goals while establishing and maintaining departmental quality service standards. Collaborates with internal stakeholders to develop and maintain IT systems. Assesses departmental needs and inter-departmental relationships regarding information processing to recommend software and system modifications and enhancements to ensure the system meets the Port's operational needs while maximizing the Port’s use of computer technology. Develops and maintains contingency and disaster recovery plans to ensure stability, security, records retention, and confidentiality of the system in the event of an unanticipated interruption. Serve as the Port’s HIPAA Security Officer ensuring the security of electronic protected health information by effectively managing and overseeing the HIPAA security compliance program, while working effectively with the Port’s HIPAA Privacy/Compliance Officer and other staff to ensure all applicable requirements are maintained.

Maintains current knowledge of technological advances in the field; researches and evaluates new information technology tools and programs; responds to user questions regarding new technology products; recommends and purchases new computer hardware, software, network and other technological equipment as needed. Keeps abreast of laws and regulations related to area of responsibility and evaluates their impact of Port operations; recommends and implements equipment, policy and procedural improvement to ensure compliance. May participate in the design and updates the Port's public website, working closely with Marketing and other departments to provide for their needs. Oversees the design and maintenance of the Port’s intranet website, May participate in planning communication systems changes. SUPERVISORY RESPONSIBILITIES: Directly supervises the department Systems Engineer and Technicians. Responsibilities include interviewing, hiring, and training; planning, assigning and directing work; appraising performance; rewarding and disciplining; addressing complaints and resolving problems. MINIMUM REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education and/or Experience: Equivalent to graduation from an accredited college or university with a Bachelor’s degree in computer science, information systems or other related field and at least six (6) years of progressively responsible professional, analytical computer and related systems experience performing complex and sophisticated information technology service and systems analysis in a governmental or business computer system operation setting, including two (2) years at a supervisory and management level. Experience in a public agency setting is desirable.

Knowledge:

Principles and practices of comprehensive information technology systems across multiple operating platforms, including state of the art hardware, peripheral equipment, network connectivity and applications for computer and data communication systems.

Project management techniques to effectively manage the scope of work, projects costs, technical resources, and maintain schedule integrity.

Methods and techniques of developing database file concepts of emerging technologies in centralized data processing.

Advanced principles and practices of system design, development, analysis, testing, and security administration; methods and techniques of evaluating complex systems and business requirements and developing innovative and creative information systems solutions.

Advanced systems engineering problem solving and solution development.

Thorough knowledge of computer programming; networking concepts; personal computer and mainframe technology and Internet concepts.

Methods and techniques of evaluating computer systems hardware and software and of installation of such hardware and software.

Working knowledge of:

o Gateway solutions, which may include Watchguard Firebox, Barracuda Firewall, Spikes Security ISLA, and Cisco ISE;

o Hardware solutions, which may include Cisco Switches, HP Servers, EMC Storage Array Network (SAN), Synology NAS Servers, Watchguard and Aruba Access Points, and American power conversion (APC) uninterrupted power source (UPS), as well as physical workstations, printers, and peripherals;

o Business Software solutions, which may include Microsoft products such as Server, Windows, SQL, Exchange, and Office;

o Cyber security management solutions, which may include Solarwinds Orion, Beyond Trust Retina and Powerbroker, and 2FA, as well as VEEAM backup/recovery solutions;

Certificates, Licenses or Registrations: Must possess and maintain a valid California driver’s license and be insurable under the Port’s liability policy or provide other insurance acceptable to the Port. Must pass a background investigation and be able to obtain and maintain a Transportation Worker Identification Credential (TWIC) card.

Disaster Servicer Worker: All Port of Stockton employees are designated Disaster Service Workers (DSW) through state law (California Government Code Section 3100-3109).
