Overview of Position

Council is seeking a well organized, project focused and self-driven technical operator to assist the Manager Technical Services with the management of the Roads Maintenance Council Contracts (RMCC) with the Roads and Maritime Services (RMS) including resourcing of work, ensuring relevant standards are met, liaising with RMS and the preparation of management plans, work proposals and payment claims.

This position will be located in Cootamundra and will oversee the maintenance of the State Roads within the Local Government Area together with ordered works including heavy patching, resealing, line-marking and other road assets projects. The role involves collating the documentation to fulfil contractual requirements for the RMCC. The incumbent will be responsible for submitting contractual reports to the RMS reporting on accomplishments and quality assurance.

The ideal candidate will need experience and technical knowledge within the road construction industry, will have proven negotiation skills, be particular with paper work and have a proven ability to monitor and control costs.

The Position Description included in this package provides more details regarding the main duties and the qualifications and experience requirements for the position. The position is based in the Department Operations reporting to the Manager Technical Services. A copy of Cootamundra-Gundagai Regional Council’s Organisation Structure is attached.

It is anticipated that the successful applicant will commence as soon as possible, with the actual date to be negotiated with the successful candidate depending on their commitments. Remuneration Package and Conditions of Appointment

This position is evaluated at Band 2 Level 2 of the Local Government Award 2014 and is classified at Grade 13 in the relevant Salary Structure, attracting a commencement salary/wage of $1207.00 gross per annum/week. Superannuation will be paid at 9.5% in accordance with the Superannuation Guarantee Levy.

Conditions are determined by the Local Government (State) Award 2014. Council operates a nine day (70 hour) fortnight, Monday to Friday. The appointee will work between the hours of 9am and 5pm with actual start and completion times to be negotiated, to accommodate a fortnightly Rostered Day Off.

The position will be based at Cootamundra. Relocation expenses will be offered in accordance with Council policy. That is, full removal expenses on the basis of three equal installments, being on commencement and then after one year and two years of service.

General Information Cootamundra-Gundagai Regional Council was established on 12 May 2016. By proclamation, the NSW Minister for Local Government merged the former Gundagai Shire and Cootamundra Shire Councils, naming it Gundagai Council. On Wednesday 7 September 2016, the Governor of NSW, General the Honourable David Hurley, AC DSC (Ret’d), assented to the renaming of Gundagai Council as Cootamundra-Gundagai Regional Council. Council’s highest priority as a new council is to ensure the continuation of a high standard of delivery of the many local services valued by our communities.

Council Offices are situated at Wallendoon Street, Cootamundra and Sheridan Street, Gundagai. The central administration office is in Cootamundra. Works Depots are located in both towns.

Cootamundra-Gundagai Regional Council services a population of approximately 11,500 residents. Cootamundra is a prosperous rural town of 6,000 residents located in the South West Slopes and regarded as one of the best agricultural areas in NSW. Gundagai is a classic Australian country town of 2,200 residents situated on the picturesque Murrumbidgee River flats adjacent to the Hume Highway. Both towns provide schooling, childcare, health and recreational facilities of an excellent standard.

The local government area is centrally located to all south eastern capital cities. Daily bus and rail services are available to Sydney and Melbourne and commercial air services depart from Wagga Wagga (100km), with a 1 hour flight time to Sydney. Canberra is a pleasant 1.5-2 hour drive away.

To assist the Manager Technical Services with the management of the RMCC with RMS including resourcing of work, ensuring relevant standards are met, liaising with RMS and the preparation of management plans, work proposals and payment claims.

C. KEY RESPONSIBILITIES

1. Ensures civil works infrastructure construction and maintenance materials, components and methods meet Council, Roads and Maritime Services (RMS) and relevant legislative requirements.

2. Ensures Quality, Environmental and Worksafe systems are appropriate for civil construction and maintenance works.

3. Ensures traffic control plans meet statutory requirements and affected parties are appropriately notified.

4. Manages contractors to ensure work is completed to relevant standards. 5. Supervises the RMCC Roads Maintenance work team and activities. 6. Monitor the skills and performance of staff supervised, and make recommendations to

management regarding training requirements and performance management.

C(ii). AWARD SKILL DESCRIPTORS

Administrative/Technical/Trades Band 2, Level 2

Authority and accountability: Responsibility as a trainer/co-ordinator for the operation of a small section which uses staff and other resources, or the position completes tasks requiring specialised technical/administrative skills.

D. DUTIES

Roads and Maritime Services RMCC 1. Assist with the development of Works Proposal submissions to the Roads and Maritime Services

(RMS). 2. Determine costs of all resources for Works Proposals including labour, plant, materials and

contractors and prepare a budget for all works ordered by the RMS. 3. Liaise with the RMS and negotiate funding of proposed works to be carried out. 4. Prepare management plans, payment claims and other associated quantity and quality

documentation. 5. Assist with the preparation of Project Quality and Safety Plans to submit to the RMS in preparation

for ordered work to be completed to required standard. This includes preparing Traffic Management Plans, work programme specifications, safety and risk analysis and auditing of operational procedures.

6. Engage and co-ordinate Contractors to supply machinery and undertake construction, sealing, line marking, surface testing and tree trimming as detailed in the Works Proposal.

7. Monitor work funded by RMS to ensure that specifications, standards and plans are adhered to including monitoring traffic control, safe work methods and testing of materials and completed product.

8. Provide reports as required regarding work completed, project expenditure, budgets, QA, OHS and environmental compliance.

9. Collate all documentation provided by Contractors for checking against invoicing and to ensure that work carried out is compliant with specifications and plans.

10. Attend to road incident investigations as required, ensure a safe working environment and collect data as required to meet RMS requirements.

11. Carry out routine surveillance of the conditions of State Roads and log defects on the road asset database (Reflect).

12. Co-ordinate the work activities of the RMCC Roads Maintenance crew through the Reflect system and manage their performance, staff communication and development.

13. Induct and train the RMCC Roads Maintenance crew members in the use of the Reflect database and portable computer tablets.

Road Condition Surveillance 14. Carry out routine surveillance of the conditions of all other roads (including gravel roads and lanes)

and streets (town and village) within the LGA, logging defects into the Reflect system for inclusion in the Council Works Programme.

15. Assist with the preparation of works proposals, traffic control and safety plans required for work to be carried out on Council maintained roads.

16. Maintain records of Council Works Projects to ensure required specifications and standards are met.

Corporate 17. Prioritise and respond to Customer requests and internal inquiries for information and service 18. Ensure the Council’s WHS policies and procedures are adhered to by all staff under their

supervision 19. Liaise with the general public and other department’s staff as required to achieve successful

completion of tasks as directed. 20. Provide a professional level of external and internal customer service.

1. Certificate IV in Civil Construction or equivalent on the job training and workplace based experience (minimum 4 years preferred).

3. Demonstrated interpersonal and communication skills including negotiation and conflict resolution, with the ability to interact in a professional manner with external agencies and service providers, staff at all levels of the organisation and members of the public.
