Developed in a public process, the Portsmouth Strategic Plan calls for creating a new pattern of streets at the entry to Downtown as the key element in the ongoing revitaliza-tion of the Waterfront. Focused on the South Inlet, this new gateway to the City will make the Waterfront more visible and therefore more attractive for high quality development. The Plan calls for the phased redevelopment of sites that are currently underused (for example, as non-revenue generat-ing government buildings, assorted civic uses, and parking lots). Over time, these will be made available for high qual-ity mixed-use development that can create a dynamic and sustainable Downtown.
