The council held a public hearing on the proposed budget at its May 16 meet- ing. Following the hearing, council mem- bers voted unanimously to approve the budget. The new fiscal year begins on July 1. PORTLAND — The City of Portland’sproposed budget for the 2011-2012 fiscalyear earned the approval of the PortlandCity Council last week.

The council held a public hearing onthe proposed budget at its May 16 meet-ing. Following the hearing, council mem-bers voted unanimously to approve thebudget.

The new fiscal year begins on July 1.Portland city manager Tom Dempsey

noted that the city has cut expenses tokeep up with reduced revenues.

“We have about $871,000 less inexpenses than we did in the 2010-2011budget,” said Dempsey. “We also have$469,890 less in revenues than in the pre-vious budget.”

Dempsey noted that 45 percent of the

expenses will be spent on general govern-ment categories while another 40 percentwill be spent on public safety, includingpolice, fire, ambulance and code enforce-ment. Also, 14 percent of the total Gen-eral Fund expenses is slated to be spenton public services, including parks andcemetery.

“On the revenue side, 54 percent of ourGeneral Fund revenue will come fromproperty taxes,” said Dempsey. “We usedto get a substantial sum from state rev-enue sharing, but that has been decliningat a steady rate. IONIA — The Ionia County Board of Commissionersheld a special meeting May 17 to consider hiring aninterim county administrator after receiving a letter of

resignation from Mark Howe, the current county admin-istrator.

Howe submitted his letter of resignation last weekafter being selected as the new city manager for the Cityof Lowell. Howe’s last day has served as Ionia Countyadministrator for over 13 years and will step down onJune 18.

“Lowell is where I live and this is a great situationfor me,” said Howe. “It is a great opportunity to be partof community building. Lowell is a positive, aggressive

community and that is something that I want to be a partof.”

year was income tax revenue.“We are expecting that revenue to be up by about

$69,000,” said Dempsey. “And that is due to more jobs atPortland Products as well as new jobs at Family Farm& Home and Tom’s Fuel Center that were not here lastyear.”

Dempsey said funds from the income tax will gotoward making another payment on the bond that thecity took out to pay for the improvements made to Grapeand Detroit streets last year.

“We have paid $626,000 toward this debt during thecurrent year and will make another payment of $630,250in the new budget year,” said Dempsey. “Then we willhave a payment of $625,250 in 2012-2013 to pay off thedebt.”

Funds not spent from that bond on the Grape andDetroit project will be used during the 2011-2012 budgetyear for two projects. One is to replace pavement onGrand River Avenue between Water Street and GroveStreet as well as on Bridge Street from Grant Street toMaple Street.

The second project includes street replacement andwater main work on Albro Street from Center Street toDetroit Street and on Church Street from Center Streetto Lyons Road.

Staff layoffs includedAlso as part of the 2011-2012 budget, two staff posi-

tions have been cut. One is an office administrativeposition in the police department and the other is a main-tenance position that worked in both the parks and recre-ation department and in the department of public works.

“We are also reducing the amount of the city millagethat is transferred to the Local Street Fund,” saidDempsey. “In past years we have transferred 1 mill tothe Local Street Fund. But in this new budget we areonly transferring 0.6 of a mill.”

Council member Steve Fabiano questioned Dempseyabout a decrease in spending in code enforcement.

“That decrease is due to not as much developmenttaking place,” said Dempsey. “Also our master plans arenot scheduled to be updated so there is no need to hire aplanner to help us do that.”

Council member Steve Calley asked Dempsey if thebudget reflected on recent news of higher than expectedrevenue being received by the state.

“That money is not included in this budget,” saidDempsey. “If we do happen to receive more revenue fromthe state we will consider that somewhat of a windfall.This budget only has a difference of $162 in revenue overexpenses so any additional revenue would help.”

Dempsey said the city is paying down debt now thatwill see benefits in the long term, but also call for adecrease in spending in the short term.

“We appear to be at a point where our GeneralFund and major and local street fund expenditures areincreasing at a greater rate than our revenues,” saidDempsey. “If revenues continue to decline we will haveto take strong, decisive definitive action to avoid jeopar-dizing the financial integrity of these funds.”

The commissioners voted 5-2 to appoint Hurlbut asinterim administrator, but without Valentine as an assis-tant. Commissioners Jack Shattuck and Jim Banks votedagainst the proposal.

Concerns about Hurlbut taking on administratorduties at a time when the next county budget is draftedwere considered.

“I think Jim is a valuable resource and having him asan assistant will be money well spent,” said Shattuck. “Iam concerned about Stephanie jumping in and getting inover her head. She would still be doing her old job as wellas the administrator’s job. I think Jim will be valuable toher.”

The deciding factor in the debate was salary. Underthe plan developed by Howe, Hurlbut’s salary would beset at the lowest level at the county administrator’s scaleand would be paid based on a 45-hour work week. Also,support staff in the administration and finance officeswould be allowed to have 40 hour work weeks, up from37.5 hour weeks they are currently serving.

Also, Valentine would have been paid at a 45-hour workweek as the assistant county administrator, but it wouldbe based on his current central dispatch director salarylevel. Supervisors at Central Dispatch would also be con-sidered for additional hours in light of the extra dutiestaken on by Valentine.

“The reason for the assistant would be to allow Stepha-

nie to focus on balancing the current budget and preparethe 2012 budget,” said Howe. “She would handle budgetor finance issues and Jim would assist on other issues.”

Salary savingsThe plan would have resulted in a savings of $14,668.38

in salary and benefits paid. However, commissioners feltthat appointing Hurlbut also presented an opportunityfor more savings.

“I like the concept of compensation as well as the com-pensation for the staff and I think the world of Mr. Val-entine,” said Commissioner Julie Calley. “However, I ama little hesitant to use funds before the need is demon-strated. Before going ahead with an assistant administra-tor my preference is to go with Stephanie alone and thenshe can come to us if she feels the assistant is needed.

“We have to lead by example,” added Calley. “We willbe asking our department heads to do more with lesswhen we draft the budget. We need to start doing morewith less in administration.”

Hurlbut will assume the role as interim county admin-istrator on June 19 and serve in that role through the endof the year.

“I think Stephanie is very capable of handling thisrole,” said Howe. “She has been shadowing me for sevenyears and has done a great job. It will be a learning pro-cess, but she will certainly be able to fill the role.”

The commissioners will decide how they want to pro-ceed later in the year after the next budget has beendrafted and approved.

Cuts to education are too deepIn actions taken in the previous few

weeks in Lansing by our elected officialsit is easy to see the smoke and mirrorsbeing used once again. This is beingshown most clearly in the debate overschool funding and the shift to fund com-munity colleges with this fund.

While the local schools are stretchingtheir dollars just as far as they can, the

Cutsper pupil destabilize the foundation of theeducation process that will see that ourkids get to college, so it makes sense tocut there right ? It is now projected thatthe state education fund will have a $500million to $670 million surplus but wherewill this money be siphoned off to ? Youcan pretty much bet not to our schools.

Many schools throughout the state arealready giving their entire staff pinkslips because of the harm already causedto schools, so ask yourself is this theright path to go down. In Monroe whenthis move took place the administratorswalked out with the teachers, they real-ized not only had the bone been cut downto, but through. Some of our elected offi-cials are willing to bet the farm on thismove.

Last week our schoolfamily took part in twoexciting events. Our newsoftball field was blessedand played upon for thefirst time and our ParentTeacher Organization(PTO) held its first SpringCarnival.

Work began in the fallon the new softball field,which would give our girlssoftball teams a field oftheir own. We hoped fora warm spring like the onewe had in 2010, so thefield would be ready bythe beginning of the soft-ball season. Instead, wegot a cold, wet spring thatmade us wonder if we’d beable to use the new field atall this year.

Fortunately, that warmand dry week in earlyMay allowed the field todry out and the work tobe completed. The longawaited inaugural softballgame was played on ournew field on May 9.

On Thursday, the fieldwas blessed by our pastor,Father Larry King, sur-

rounded by the studentsand faculty of St. PatrickSchool. We prayed withFr. Larry as he askedGod’s blessings on the newfield and all who will havethe opportunity to use it. Itwas a very exciting eventfor the students to witnessand take part in.

On Friday evening, St.Patrick School’s PTOhosted our first everSpring Carnival along withour annual ScholasticBook sale. The studentsenjoyed playing a varietyof games, including thecrowd favorite spongetoss, which allowed stu-dents the opportunity totoss wet sponges at staffmembers.

annual Art Fair which dis-played student art work inthe school cafeteria andmultipurpose room. Everyart student had at leastone piece of artwork ondisplay. The art classesalso did face painting foryounger students attend-ing the carnival.

Friday eveningconcluded with a PTOsponsored movie on the

large screen in our schoolgymnasium. Students andparents stayed late intothe evening munching onpopcorn and enjoying themovie on our own “Sham-rock IMAX.”

I want to thank every-one who helped makethese events a huge suc-cess. Thank you to Billand Connie Vallier andTony Dixon for heading

up the softball project.Thank you to the membersof the Athletic Associationand all who donated time,labor, materials, andmoney to the softball fieldproject. Thank you to thepresident of our PTO,Audra Pline and the mem-bers of the PTO for alltheir hard work in supportof the school.

Our school continues to

grow and thrive duringthese tough economictimes due to the efforts ofso many. It is exciting tosee the ideas come forth,to witness the enthusiasmwhich takes hold, and thento enjoy the accomplish-ments generated by thoseefforts.

PORTLAND — The Father Flohe Foun-dation presented the 2011 Fr. Flohe Edu-cation Bell Award to Sharon (Fedewa)Albaugh at St. Patrick’s Junior/Senior Ban-quet on May 10.

Foundation President Kevin Schraubenpresented the award that is given annuallyto an alumnus of St. Patrick’s School, whoin their life has exemplified the high goalsand accomplishments that a graduate ofSt. Patrick’s can achieve.

Albaugh graduated from St. PatrickHigh School in 1975. Upon her graduation,she attended Michigan Tech where sheearned a degree in metallurgical engineer-ing in 1979. She then began her profes-sional career at Hitachi Magnetics whereshe worked as a manufacturing engineerfor six years.

In 1989, Albaugh went to work for Steel-case, also in the manufacturing engineer-ing field. During this time, she continuedher formal education and earned a mas-ters degree in management from AquinasCollege.

Albaugh has been very involved in her

faith, primarily at Holy Family Parish inCaledonia. Over the years, she has vol-unteered on numerous committees some-times holding several positions at one time.She has worked with high school religiouseducation programs, served as the cate-chist for eighth grade confirmation andfor the RCIA program and is a leader inthe Bible Study program. She also wasa presenter for the marriage preparationCouple to Couple program, a member ofthe Catholic Faith Formation board andhas also served on the Regional EducationCouncil for the Diocese of Grand Rapids.

Albaugh and her husband Larry havealso been very involved in the MarriageEncounter program, where over the yearsthey have served as leaders in the GrandRapids Diocese. They, along with Fr.Wayne Wheeler, were selected to be Sec-tion leads in the program, providing lead-ership for Michigan and four other states.They were then asked to be the NationalFinancial Couple for the Marriage encoun-ter.

Getting more involvedwith your teenager todaywill help you stay con-nected tomorrow. Not onlythat, it will help your childmake better decisions. Iknow it is not always easy.I know there is not alwaystime. Below are ways par-ents can stay involved intheir child’s life and helptheir child make healthychoices.

• Schedule time for youand your child. Plan for it.Write an appointment foryour child on your calen-dar. Most importantly, holdyourself to it. Even sched-uling a short time - say, 10minutes - can show yourchild he or she is impor-tant.

• Catch your child doingsomething right. We oftenfocus on the bad thingsour kids do. “Catching”your child doing somethingright, and then compli-menting the behavior, canencourage good behavior

and keep the communica-tion lines open. This canbe as easy as saying “Hey,your room looks great.”

• Prove you are listen-ing by asking questions.Pretending to listen is easy,really listening is tougher.You have to pay attentionand ask follow up ques-tions. If you rarely listen toyour child when he or shewants to talk, your childwill be less likely to openup when you really want toconnect.

• Post a family calendar.A good way to keep yourfamily connected is towrite everything downsuch as soccer practice,hair appointments, workschedules, and family out-

ings. This way you canbetter monitor your child’splans, as he or she getsolder and more indepen-dent. In the meantime,your child will feel moreconnected simply by know-ing where you are.

• Create rules and thenenforce them. Rules arethe boundaries that everychild needs. Say “yes”when you can, but make“no” stick. Only the rulesyou enforce will matter.Do not set rules you donot intend to enforce. Thisonly creates confusion.

• Regularly share ameal with your teen. Teen-agers who report eatingmeals with their family areless likely to smoke or usedrugs. Even if you cannotalways eat with your chil-dren, a few meals togetheris better than none. Itwill encourage each of youto catch up with eachother. One other sugges-tion: Forget the television -

it inhibits conversation.• Share your day. Every

parent has heard it. Theparent asks, “How wasyour day?” “Fine,” thechild responds, thensilence. One way to helpyour child open up is tofirst share a brief storyabout your day, especiallysomething positive, light-hearted, or humorous.

• Ask your child foradvice. You may not con-sult your child aboutapproaching your boss orrefinancing your home, butthere are a lot of smallerissues where your childwill appreciate being askedfor input. What to wear toa school event or what towatch as a family on tele-vision are two examples.It shows you value theiropinion, especially if youoccasionally act on theiradvice.

PORTLAND — Portland’s ordinance that regulates tran-sient traders within the city received a modification lastweek.

The Portland City Council approved an amendment tothe transient trader ordinance to cover special situationsfor granting a permit. Also approved was a list of cityrecognized events that the amendment would apply to.

Under the current ordinance, it is unlawful for aperson to sell goods or merchandise on Kent Streetbetween and Grand River Avenue and Academy Streetor on Bridge Street between Maple Street and GrandRiver Avenue. The amendment would allow permits to beissued for sales in that area if they occur during a com-munity event that is recognized by a resolution of the citycouncil.

Events that were approved by the council at the May16 meeting include the Downtown Block Party, River-fest, Oktoberfest, Holidayfest, and the Third Friday ArtWalks.

The amendment would also allow for a blanket salespermit to be issued for events within the city that are rec-ognized by the council as a community event. Previously,each individual seller would have to be issued a permit.

Recognized community events include the eventspreviously listed that take place in the downtown areaas well as the PHS Day of Music, Red Mill Market,Portland Rodeo, United Methodist Church chicken bar-

Grant applications approvedThe city council also approved two grant applications

during the meeting.One application was for a community development

block grant of up to $200,000. The application was madeon behalf of Bernie Pelc, owner of property at 136 and140 Kent St.. Pelc intends to use the grant to improve thefront and rear facades to the building.

“Pelc is using $101,566 in improvements to the insideof the building as the match for the grant,” said TomDempsey, Portland city manager. “He estimates that eightjobs will be created from this work.”

A second application was for a Community OrientsPolicing Services grant that will pay the salary and ben-efits of an officer for three years. An officer hired underthis program would need to remain employed with thecity for a fourth year with the city paying the salary andbenefits.

“If we do not keep the employee for a fourth year wewould not have to pay back the money, but we would not

be eligible to apply for future grants,” said Dempsey. “Ibelieve we can set money aside over the next three yearsto pay for the fourth year if we get the grant.”

Rodeo, Pay Day to returnJoe Russman, representing the Portland Rodeo Asso-

ciation, gave a presentation on this year’s rodeo, sched-uled for Saturday, June 11.

Russman said the event will continue to be a ranchrodeo with a few changes to the events. Also planned aremore events throughout the day.

“We are thinking about having a craft show in themorning as well as some other events during the day,”said Russman. “We are trying to make this a neat familyday.”

Adult tickets will be $10 in advance or $12 at the gate.Children’s tickets are $8. There will also be a family packof tickets for $30 that includes two adult tickets and twochildren’s tickets.

Patrick Reagan, Portland Main Street manager, toldthe council that the Portland Pay Day promotion will beheld in 2011. The promotion will take place from June 15to Aug. 31 and offers a grand prize of $1,200.

Timely Tipsfor Hiring Remodelers

Red Flags For Identifying the Unprofessional Remodeler

Doesn’t have a license or insurance. All remodelers should be able to demonstrate evidence of both.

Doesn’t write contracts. Without a clear written plan, it’s difficult to know what work you are both agreeing to complete.Expectations should be agreed to in writing.

Requires payment in full prior to starting the job. It’s reasonable for your contractor to ask for payment up front topurchase materials for your job. Shady contractors demand full payment and may leave with the money.

Vastly underbids other contractors. If a bid is way lower than everyone else’s it may indicate inexperience or a methodof cutting costs that severely affects quality.

Cannot provide references. Professional remodelers will always be able to provide the names and phone numbers of pastcustomers.

How to Evaluate A Home Remodeler’s References

This report was compiled from 24entries in the log books of thePortland Police Department fromMay 11-18. One accident tookplace during that time.Area police officers want toremind residents that if they seesomething that appears to besuspicious to contact the policeimmediately by calling 9-1-1 or(517) 647-7521 in that event thata crime is in progress or hastaken place. Both numbers willconnect the caller with IoniaCounty Central Dispatch.

Wednesday, May 410:14 p.m.- report of an odor ofmarijuana coming from a build-ing on Lillian Boulevard. Officerswalked through the building andeventually located the source ofthe smell. Officers spoke witha subject inside the apartment,who was eventually cited for pos-session of marijuana.Tuesday, May 107:25 p.m.- report of solicitors inthe area of Cross Street andIonia Road. An officer locatedthe solicitors, who did not havea city permit. The officer warnedthe solicitors regarding solicitingwithout a permit and asked themto leave the city.9:58 p.m.- officer on patrolobserved a vehicle being oper-ated by a subject who wasknown to have a suspendedlicense. During a traffic stop,

the driver could not producea valid proof of insurance. Thedriver was cited for driving whilelicense suspended - first offenseand for no proof of insurance.The vehicle was impounded.Wednesday, May 113:30 p.m.- report of a vehiclebeing operated at a unsafe speedin a parking lot on Lillian Bou-levard. The officer located thedriver, who was cited for violat-ing a restricted operator’s license.9:15 p.m.- report of a failure topay for $20 in gasoline at a busi-ness on Grand River Avenue. Thesubject has attempted to use acredit card but then chose to payin cash and left without paying.Officers were able to locate thesubject who returned to pay forthe purchase.10:10 p.m.- subjects came to thestation seeking assistance for asick child. An officer providedassistance until ambulance per-sonnel arrived.Thursday, May 1211:45 a.m.- request to conducta well-being check of an individ-ual on Quarterline Street.. Every-thing was OK.Friday, May 1312:27 a.m.- officer on patrol nearGrand River Avenue and CutlerRoad observed a vehicle that wasowned by a subject wanted onan outstanding warrant out ofEaton County. During a trafficstop, the officer determined the

The subject wasarrested and transported to theintersection of M-66 and M-43and was turned over to the EatonCounty Sheriff Dept.6:12 a.m.- officer on patrol in thearea of Grand River Avenue andGrove Street observed a vehiclewith an expired plate. During atraffic stop, the driver also statedthat the vehicle was uninsured. Asearch of the vehicle also turnedup a marijuana cigarette. How-ever, the subject was able to pro-vide a valid medical marijuana

caregiver card. The subject wascited for no insurance and anexpired plate. The vehicle wasimpounded.Saturday, May 145 a.m.- officer on patrol observeda vehicle traveling 84 mph alongInterstate 96 near Grand RiverAvenue. During a traffic stop,the officer determined that thedriver had a suspended license aswell as three prior convictions fordriving on a suspended license.The subject was arrested for driv-ing while license suspended -second offense and was trans-

ported to the Ionia County Jail.The vehicle was impounded.8:45 a.m.- report of damage toproperty at Union Street andGrand River Avenue. A fence wasdamaged and was determined tobe caused by high winds.Sunday, May 156 a.m.- assist to the Ionia CountySheriff with traffic control with aobject in the road at SandbornRoad and Charlotte Highway.8:36 a.m.- report of damage toa flag in Two Rivers Park. Thedamage was determined to becaused by high winds.

2:30 p.m.- report of two loosedogs in the area of Bridge Streetand Smith Street. The dogs werelocated and taken to the citykennel for pick up by IoniaCounty Animal Control.10:25 p.m.- assist to the MichiganState Police on a report of a lar-ceny of gasoline in progress froma vehicle parked in the MDOTcommuter lot on Grand RiverAvenue near I-96 exit 73.Tuesday, May 175:30 p.m.- assist to a subject onElm Street who was locked out ofa vehicle.

Elizabeth "Betty" HancockPortland

Elizabeth "Betty" Hancock passed awayon May 13, 2011 at the age of 91. She had justcelebrated her 90th birthday last year withmany friends and family at a reception inher honor in Portland. Betty was a very spe-cial mother and grandmother, and we willmiss her every day.

Betty was preceded in death by her husband, Dr. John S.Hancock, and she is survived by her daughters, Linda (Greg)Marks of Miami, FL, Mary Beth (Steve) Hathaway of GrossePointe Farms, MI, Patty (Rick) Miller of Laingsburg, MI,honorary daughter Louise (Brad) Foltz of Portland; grand-children, Nicholas Hathaway, Sean Marks, Hayley Marks andhonorary grandchildren Clay (Faith) and Derek (Erin) Foltz;and dear friends Mary Lou Tannery and Blanche Powell.

Betty was born on March 14, 1920, the daughter of Frankand Stella Hines of Detroit, Michigan, where she grew up.She attended Visitation High School in Detroit and workedfor General Motors in the Fisher Building until marrying Dr.John S. Hancock and moving to Portland. John Hancock wasan optometrist in Portland until his death in 1962. Bettyraised her three daughters, working first at Maynard-AllenState Bank and then as the District Court Recorder in IoniaCounty and Secretary to Judge Ronald Van Buren and JudgeJames Ward until her retirement in 1986. Betty was an avidreader and was well known at the Portland Public Library.She was especially proud of her grandchildren. Betty willforever be in our hearts as we remember how courageouslyand lovingly she raised her three daughters alone.

The Mass of Christian Burial will be celebrated at11:00 a.m., Monday, May 16, 2011 at St. Patrick CatholicChurch with Rev. Larry King presiding. Rite of Committalwill follow at Portland Cemetery. The family will receivefriends 2-4 and 6-8 p.m., Sunday at the Schrauben-LehmanFuneral Home, 210 E. Bridge St., Portland. The rosary will beprayed at 7:00 p.m., Sunday.

GRAND LEDGE — Portland hung withone of the best girls soccer teams in thearea for a half, but fell 4-0 to Grand Ledgein the first round of the CAAC Cup on May17.

The Raiders gave up an early goal, butfrustrated the Comets for much of the con-test, taking just that one-goal deficit intohalftime.

Grand Ledge, the favorite to win thetournament after finishing fourth in theCAAC Blue due to 1-0 losses to powersHolt and East Lansing, blew the game openimmediately after the break, scoring threegoals in just over 10 minutes.

Portland junior varsity coach MattMarcum coached the varsity in the absenceof his father, head coach John Marcum, whomissed the game due to prior work-relatedcommitments. The younger Marcum said

that the loss was disappointing.“I think that being down 1-0 at the half

helped set us up for a stronger push inthe second half,” Marcum said. “But theygot an early goal (in the second half) thatsucked the wind out of us.”

Emily Aulerich finished the game with14 saves in the Raider goal, and was some-what unlucky on Grand Ledge’s first-halftally, a long, looping shot from about 25yards out that was struck with more hopethan force, but which found the uppercorner of the Portland net with 33:35 leftin the half.

The Raiders completely shut downthe Comet attack from there, but at theexpense of doing much of any attacking.The first real foray into the Grand Ledgehalf resulted in a corner kick with about1:30 left on the clock, but it came to noth-ing.

“That whole first half, our touch was just off and welost possession,” he said. “It’s hard to get any possessionwhen you can’t get control of the ball.”

While Portland’s first-half defensive performance mayhave given them some confidence after the break, thatfeeling didn’t last long, as the Comets doubled their leadjust three minutes into the second half, on another longshot which was the result of a failed clearance that madethe score 2-0.

Grand Ledge scored a fully-deserved third goal with32:07 left in the game, when Jessica Burg deftly eludedtwo Portland defenders on the left-wing side of the pen-alty area and slotted a perfect shot high and just insidethe far post to make the score 3-0.

The Comets scored their fourth goal on a Portlanddefensive mix-up on a corner kick that somehow squirtedinside the near post with 29:40 left in the contest thatmade the final score 4-0.

Despite the defeat, Marcum said that the Raiderscould hold their heads high after the loss.

“They fought hard for 80 minutes,” he said. “We gaveup three quick goals in the second half, but they didn’t gettoo down on themselves. They sort of shut those out andgave themselves a couple of good scoring chances in thesecond half, later in the game.”

Portland will host their second-round game in the Cupon Monday, May 23, against either St. Johns or Charlotte,with the winner of that game hosting the fifth-place gameof the tournament on Wednesday, May 25.

PORTLAND — Things are changing in Portland forthe sport of soccer. Parents, coaches and communityvolunteers have joined together to form the PortlandSoccer Club, a non-profit, liaison group to promote andstrengthen soccer programs within Portland.

This group brings together representatives from thePortland High School boys and girls soccer programs,the Portland AYSO travel team program, and the Cityof Portland Recreation Department. It creates a forumfor coordinating activities and communications betweenthese groups and the Portland community.

This approach to soccer in Portland is actually notnew.

“Years ago, a parent group similar to this operated in

Portland Soccer Club returns, begins registrationPortland to promote soccer. The children of these par-ents grew up, graduated from high school and moved on,and so did the organization,” says John Marcum, PHS var-sity girls soccer coach “Some local volunteers wantedto revive and breathe new life into the Portland SoccerClub, and we’re very excited about the opportunities itprovides.”

Neil Brown, youth coordinator for Portland RecreationDepartment said the new group will provide more oppor-tunities.

“We see the Portland Soccer Club creating better con-tinuity of soccer skills taught through all the local pro-

grams,” said Brown.Registration is underway for the upcoming city recre-

ation soccer and AYSO 2011-2012 seasons. Registrationtakes place on Wednesday, May 25, at Westwood Schoolfrom 6:30 to 8:30 p.m. The city recreation Soccer programis designed for ages 4 to 8, or through third grade, whilethe AYSO program is recommended for players betweenthe ages of 9 through 16 .

Brush St., Saint Johns, MI 48879, until 10:00 am,on Friday the 17th day of June, 2011 for the construction ofthe Site Work for the new facility on 215 Scott Rd., St. Johns,MI, 48879.1. Access Drive and Parking Lot construction2. Storm water detention basin, pipe swale construc-tion3. Gravel bus parking lot construction4. 1,685 L.F. of 8", D.I., Class 52 water main and appur-tenances construction5. 395 L.F. of 6", SDR-26 sanitary sewer and appurte-nances construction6. Minimal landscaping, brush and tree removalA mandatory pre-Proposal meeting will be held at 10:00 amon Monday, 6th day of June, 2011 at the offices of ClintonTransit, 304 N. A telecon-ference may be arranged at the same time.Each Proposal shall be accompanied by certified check orProposer’s bond in the amount of 5% of the Proposal.Checks shall be drawn payable to Clinton Transit as securityfor the acceptance of the contract and subject to conditionsstated in the Instructions to Proposers. The Owner reservesthe right to waive any informality in any Proposal, to rejectany or all Proposals, or accept any Proposal which is consid-ered most favorable to the Owner.This is a Federally Assisted project and is subject to FederalLabor Standards, Laws and Regulations, which includesDavis-Bacon (DBRA), Section 3 and related acts. AN ORDINANCE TO AMEND CHAPTER 24, ARTICLE II, SECTION24-20 and 24-22 OF THE CODE OF ORDINANCES OF THE CITYOF PORTLAND REGULATING TRANSIENT TRADERSTHE CITY OF PORTLAND ORDAINS:SECTION 1. AMENDMENT. Chapter 24, Article II, Section 24-20 of the Code ofOrdinances of the City of Portland is amended to read as fol-lows:

Sec. 24-20. Sale of merchandise prohibited on certainstreets.(a) It is unlawful for any person to sell at public outcry,hawk, peddle, or auction any goods, wares, merchandise, orproduce of any nature on Kent Street between the intersec-tion of Academy Street and Grand River Avenue or on BridgeStreet between the intersection of Maple Street and GrandRiver Avenue except as permitted in subsection (b).(b) A city official may issue a license to sell merchan-dise in the locations identified in subsection (a) of this sec-tion if the sales occur during a community event recognizedby a resolution of the city council.SECTION 2. AMENDMENT. Chapter 24, Article II, Section 24-22 of the Code ofOrdinances of the City of Portland is amended to read as fol-lowsSec. 24-22. License required.(a) No person may engage in business as a transienttrader or dealer within the city without first obtaining a li-cense from the city.(b) A city official may issue a blanket license to thesponsoring entity for a craft show or food sale sponsored byany local civic organization or recognized charitable, reli-gious, educational, or fraternal organization when that eventis recognized as a community event by resolution of the citycouncil. A license issued under this paragraph is exemptfrom the requirements of sections 24-24 and 24-25.SECTION 3. PUBLICATION AND EFFECTIVE DATE. Thegeneral account balance was noted. A draft copy of thesummer newsletter was submitted for review.Supervisor Tiemann covered his monthly report. The irrevo-cable letter of credit has been received for Grand Ridge Es-tates. Open building permits in Portland Township with cor-rection notices were noted.Treasurer Simon motioned to authorize Supervisor Tiemannto attend the MTA Summer Legislative Conference secondedby Trustee Pung and carried.Trustee Pung motioned to authorize the Ionia County Sheriffdepartment to run and oversee a roadside clean up project inPortland Township seconded by Treasurer Simon. 4- In fa-vor, one- no, motion carried.Assessor Thompson noted the survey portion on the summernewsletter for residents input. A review of the Michigan TaxTribunal case with Sun Set Communities was discussed.Trustee Platte motioned to allow the assessor to rejoin singlelots with the surrounding acreage for Agriculture use for resi-dents Mr. Weber and Mr. Benjamin. A ten year change restric-tion was noted. Supervisor Tiemann seconded and carried.Supervisor Tiemann will contact the Ionia County Road Com-mission concerning dead elm trees along David Highway/Collins Rd.Trustee Platte motioned to pass resolution # 5-11-11 a Decla-ration of intent to make public improvements; tentative des-ignation of a special assessment district; and notice of publichearing for Grand River Estates subdivision, seconded byTrustee Pung. 5-votes yes, 0-votes no, motion carried.Trustee Platte motioned to pass Ordinance #100-5-11 to con-firm the establishment of a planning commission under theMichigan Planning Enabling Act seconded by Trustee Pung.A roll call vote showed 5-yes, 0-no, motion carried.Treasurer Simon motioned to approve the expenses associat-ed with legal counsel submitting a letter to the Michigan TaxTribunal for Sun Set Communities seconded by Trustee Pungand carried.The Public Safety and Fire Emergency Response Ordinanceand the ICMAC agreement will be reviewed by the PlanningCommission at the next Planning Commission meeting in Au-gust.The Township board discussed the Zoning Administrator’scontract which has been tabled to the June board meeting.Trustee Platte motioned to pay the bills as presented byClerk Keilen seconded by Treasurer Simon and carried.Treasurer Simon motioned to adjourn at 9:30 p.m. secondedby Trustee Platte and carried.
