Port Security

The Port of Seattle Police Department provides the primary law enforcement service at Northwest Seaport Alliance properties in Seattle. The port police are the primary first responders for all reported crimes and incidents and enforce parking and traffic regulations within its jurisdiction. Call 206-787-3000 to report any suspicious activity.

Speed limit is 10 mph on all Seattle Harbor facilities unless otherwise posted.

MARSEC security levels reflect the prevailing terrorist threat environment to the marine transportation system, including ports, vessels, facilities and other critical marine infrastructure. When entering a Port restricted area, you will see a sign that identifies the current MARSEC level. At any time, one of three different MARSEC levels is in effect (I, II, or III). Higher levels may result in delays.

MARSEC I – The level for which minimum appropriate security measures shall be maintained always.

MARSEC II – Appropriate protective security measures shall be maintained for a period of time due to a heightened risk of a transportation security incident.

MARSEC III – Further protective security measures shall be maintained for a limited period when a transportation security incident is probable, imminent, or has occurred, although it may not be possible to identify the specific target.

Clean Truck ProgramThe Northwest Seaport Alliance Clean Truck Program requires all drayage trucks entering international container terminals in both the North Harbor (Seattle) and South Harbor (Tacoma) to have a 2007 (or newer) engine, or a certified equivalent emission control system. The Clean Truck Program requirements reduce diesel particulate matter emissions by up to 90 percent per truck.

Radio Frequency Identification (RFID) tags are now required of all trucks in both harbors. Trucks without RFID tags will be denied terminal access. Your RFID tag must be registered with your current truck and driver information at emodal.com. While RFID tags are required on all compliant trucks, individual terminals may use green stickers when gates are experiencing downtime.

Heavy Haul NetworkThe Heavy Haul Network (HHN) in the North Harbor (Seattle) allows qualified loads more than the legal weight limit to be transported on city streets between intermodal facilities and marine terminals.

Use of the HHN requires a special permit. Permits can be obtained from the City of Seattle Department of Transportation, Traffic Permits/Commercial Vehicle Enforcement Division. A Commercial Vehicle Safety inspection will be required as part of the application process.

Note: Trucks hauling overweight cargo in the South Harbor (Tacoma) require a separate set of permits.
