A redeveloped precinct will create jobs, provide a state-of-the-art facility for community football in WA and activate the area to provide community and grass roots sporting uses all year round. Fremantle is open for business - $1.4b development pipeline as a direct result of changes to the planning scheme and a council supportive of development and investment in Freo. City centre will be transformed into a high-quality commercial and community precinct via the $250m Kings Square cultural redevelopment project (expected completion 2019). 1,500 additional state government office workers will be based in Fremantle from 2020. New era in the way City manages heritage building conservation ~ a focus on ‘adaptive re-use through sensitive redevelopment’. Successful in state heritage listing of Fremantle’s vibrant and unique West End. The largest heritage listed precinct in Australia. Integrated marketing campaign – Fremantle. be part of the story. Australia’s finest annual festival and event programs. Business attraction incentives which targets businesses who add to the vibrant retail and commercial mix. Fremantle Council has identified two priority projects to continue the port city’s revitalisation and benefit the whole state.The redevelopment of the Fremantle Oval precinct and South Quay will:

VICTORIA QUAY PRECINCT

• Potential to attract private investment of up to $3.5b and provide 3,700+ new jobs.

• A much improved entry statement for cruise ship passengers ~ A world-class first impression of WA.

• A redeveloped railway station forecourt will provide a safer, more attractive and legible pedestrian access to and from the train station and Fremantle city centre.

• Estimated $946m return for the state government over 20 years in net land sale values, stamp duties, land tax, payroll tax and GST returns - a cost neutral project.

• Potential for a “bicentenary project’ at the approximate location of the establishment of the Swan River Colony in 1829.

The current situation

South Quay is currently used for low-value activities with a large area of prime real estate primarily used as a temporary car park for imported vehicles.

A lack of connection between the Fremantle Passenger Terminal and the Fremantle city centre results in confusion for passengers and a poor first impression of WA.

Medium-long termCommence the planning process for the progressive relocation of non-tourism Port activities from the southern side of Victoria Quay to enable a high quality integrated tourism/commercial development to occur.

Short-termThe creation of a new pedestrian-friendly ‘station forecourt’ outside the Fremantle Train Station that better connects the city centre with Fremantle Harbour.

Relocation of the bus interchange entry to Queen Street will remove buses from in front of the railway station and enable development of a new public square.

• The Fremantle Football club will soon be relocating to a new training and administration facility in Cockburn leaving the club with just one permanent tenant – the South Fremantle Football Club.

• The community wants this: Fremantle Oval precinct is one of six key ‘transformational’ projects identified by the community through the detailed 2013-15 community visioning process undertaken by the City.

• Strong support of the Department of Sport and Recreation and the West Australian Football Commission.

• Strong support from the South Fremantle Football Club and the East Fremantle Football Club who indicated they would be prepared to co-locate at Fremantle Oval.

• The closure of the Fremantle Hospital’s emergency department and relocation of 1,800 jobs to Fiona Stanley Hospital have had a major impact on activity in the area, including significant decline in retail trade.

• The hospital precinct public land (in particular the car parks) are now underutilised and this land is ripe for redevelopment.

• The heritage-listed Fremantle Oval Victoria Pavilion can be restored to its former glory.

• Business plan completed – master planning underway. The City has done its bit in progressing this development.

• Funding options are being investigated but will require state government collaboration to achieve an integrated precinct-wide development.

• Enhances heritage characteristics (ie would include restoration of heritage listed Victoria Pavilion).
