INTRODUCTION

About This Report The report, Population by Major Race Categories Alone or in Combination by County and Census Tract, State of Hawaii: 2010, was produced by the Hawaii State Data Center from data provided by the U.S. Census Bureau, Census 2010 Redistricting Data (P.L. 94-171) summary file. Data in this report are categorized into five major race groups – White; Black or African American; American Indian and Alaska Native; Asian; and Native Hawaiian and Other Pacific Islander. These categories are used as standards for the classification of federal data on race and ethnicity which were established by the Office of Management and Budget (OMB). A sixth residual category of “Some other race” is also used by OMB. In the following tables, the category of “race alone” consists of responses in which only one major race was chosen. This is called the “minimum population” for that race group. The category of “race in combination only ” refers to the number of responses in which two or more of the major races groups were chosen by an individual. For example, if an individual chose the categories of both White as well as Native Hawaiian and Other Pacific Islander, their response would be counted in both the White “race in combination only” column as well as the Native Hawaiian and Other Pacific Islander “race in combination only” column. The responses of people who chose only one major race and people who chose that same major race in combination with another race or races were placed in the “race alone or in combination” category. This is the “maximum population” count and it represents all persons saying they are, for example, a full or part Native Hawaiian and Other Pacific Islander. It should be noted that figures refer to number of “responses” and not individuals. In this report, only two columns, the “Total population” and the “race alone (minimum population)” refer to number of “individuals”. HIGHLIGHTS OF THE DATA The following highlights focus on state and island level data found within this report. Specifically, they referred to the “race alone or in combination” with some other race data. This race category included all people that belong to a certain race group, whether the person reported that they were only of that single race or whether they reported that they were that race in combination with one or more of the other major race groups. Data for other categories such as for the “race alone” or “race in combination” as well as data for the geographic levels of counties and census tracts may also be found within this report. As mentioned in the “Introduction” section, an individual may be counted in more than one race category. Therefore, the “race alone and in combination” data shown below are tallies and not actual counts of individual people. They would exceed 100% if all five major race groups and the some other race group were summed for a specified area since Hawaii has a large multiracial population. State of Hawaii: The total population for the State of Hawaii on April 1, 2010 was 1,360,301. Among the “race alone and in combination” groups, the largest number of people in Hawaii were part of the Asian population with 780,968 people (57% of our state), followed by the White population with 564,323 people (42% of our state), and the Native Hawaiian and Other Pacific Islander population with 355,816 (26% of our state). The smallest groups were the Black or African American population with 38,820 people (3% of our population) and the American Indian and Alaska Native population with 33,470 people (3% of our population). The residual Some Other Race population group had 34,199 people (3% of our population). For brevity, race groups with less than 5% of an island’s population were not included in the highlights below. Islands: What is the racial distribution of Hawaii by island? Oahu The Island of Oahu had a total population of 953,207. The largest major race group on this island was the Asian with 590,926 people and they comprised 62% of the population. This meant that 6 out of every 10 persons claimed at least some Asian heritage in their racial background. The next largest group was the White population, with 350,690 people or 37% of the island’s population, followed by the Native Hawaiian and Other Pacific Islander race group with 233,637 people or 25% of Oahu’s population. Hawaii The Island of Hawaii had a total population of 185,079. Of this population, 101,344 people claimed to be at least part-White and amounted to 55% of the area’s population. The second largest group was comprised of people that were at least part-Asian. This group contained 82,944 people (45% of the island’s population). The third largest group was the Native Hawaiian and Other Pacific Islander race group with 62,487 people. This meant that 34% of the island’s population was at least partially of Native Hawaiian and Other Pacific Islander racial background. Maui The Island of Maui had a total population of 144,444. The White race group had the largest number of people with a count of 74,329 and they comprised 52% of the population;

meaning that about 1 in every 2 persons was at least partially White on Maui. The Asian group was the next largest with 66,925 people or 46% of the island’s population. The last big group was the Native Hawaiian and Other Pacific Islander race group which consisted of 36,971 people and made up 26% of this island’s population. This meant that about 1 in every 4 of the island’s population claimed to be at least partially Native Hawaiian and Other Pacific Islander with regard to race. Lanai The Island of Lanai had a total population of 3,135. A large majority of this island’s population was at least partially Asian, with 2,368 people in the race group and representing 76% of the island’s population. Three out of every four persons on Lanai had at least some Asian in their racial background. The White race group was next with 870 people, making up 28% of Lanai’s population. The Native Hawaiian and Other Pacific Islander race group followed with 705 people and were 23% of the island’s population. Molokai The Island of Molokai had a total population of 7,345. The largest race group on Molokai was the Native Hawaiian and Other Pacific Islanders with 4,642 people and they comprised 63% of the island’s population. That meant that about 6 out of every 10 persons on Molokai claimed to be at least partially a Native Hawaiian and Other Pacific Islander. The second largest group was the Asian race group which contained 3,535 people (48% of the population). The third largest group was the White population, with 2,924 people or 40% of the total population. Kauai The Island of Kauai had a total population of 66,921. Of this population, the largest race group was the Asian with 34,253 people and was about 51% of the island’s population. The next largest group was the White population, with 34,152 (51% of the island’s population). There were also 17,225 people belonging to the Native Hawaiian and Other Pacific Islander race group on Kauai, representing 26% of Kauai’s population. Niihau The Island of Niihau had a total population of 170. It had the smallest population among all of the islands. As expected, a large portion of their population belonged to the Native Hawaiian and Other Pacific Islander race group. There were 149 people in this grouping and they represented 88% of the island’s population. The Asian race group followed with 17 people (10% of the population) while the White race group included 14 people on the island which represented 8% of Niihau’s population. As can be seen from the above figures, many people in the mixed population are some combination of the Asian, White, and Native Hawaiian and Other Pacific Islander race groupings. Therefore, they are counted in several of these race categories. The following highlights relate to Hawaii’s “race in combination” population. Characteristics of the “Race in Combination” Population: In Hawaii, people included in the “race in combination” category are called multi-racial, interracial, of mixed race, or hapa. About 23.6% of Hawaii’s population selected more than one major race on the 2010 Census form. This translated to about 1 in every 4 persons in our State of Hawaii. The percentage of multiracial population for the entire U.S. in 2010 was 2.9%. Among all the states in the U.S., Hawaii had the largest percentage of people in this “race in combination” category. The state closest to Hawaii was Alaska which had 7.3% of their population in the “race in combination” category. The percentage of people in the “race in combination” category varied by island. It ranged from a high of 41% on Molokai Island to a low of 6% on Niihau Island. The rest of the islands had

percentages as follows: Hawaii with 30%; Kauai with 25%; Maui and Lanai with 23%; and Oahu with 22%. Please be aware that the Census Bureau percentages cited for our multi-racial population are actually low because they do not include people who were of two detailed races within the same major race category. For example, a person who was of Japanese and Chinese racial background would be considered “one race” since both detailed races were within the “Asian” major race category. This report contains data on the five major race groups. Information from the 2010 Census on detailed race groups such as Filipinos and Native Hawaiians is expected to be released in the summer of 2011.

NOTES AND SUBJECT DEFINITIONS

Race — The data on race were derived from answers to the question on race that was asked of all people. The U.S. Census Bureau collects race data in accordance with guidelines provided by the U.S. Office of Management and Budget (OMB), and these data are based on self-identification. The racial categories included in the census questionnaire generally reflect a social definition of race recognized in this country and not an attempt to define race biologically, anthropologically, or genetically. In addition, it is recognized that the categories of the race item include racial and national origin or sociocultural groups. People may choose to report more than one race to indicate their racial mixture, such as “American Indian” and “White”. People who identify their origin as Hispanic, Latino, or Spanish may be of any race. The racial classifications used by the Census Bureau adhere to the October 30, 1997, Federal Register notice entitled, “Revisions to the Standards for the Classification of Federal Data on Race and Ethnicity” issued by OMB. These standards govern the categories used to collect and present federal data on race and ethnicity. OMB requires five minimum categories (White, Black or African American, American Indian or Alaska Native, Asian, and Native Hawaiian or Other Pacific Islander) for race. The race categories are described below with a sixth category, “Some Other Race,” added with OMB approval. In addition to the five race groups, OMB also states that respondents should be offered the option of selecting one or more races. If an individual did not provide a race response, the race or races of the householder or other household members were allocated using specific rules of precedence of household relationship. For example, if race was missing for a natural-born child in the household, then either the race or races of the householder, another natural-born child, or spouse of the householder were allocated. If race was not reported for anyone in the household, then their race was assigned based on their prior Census record (either from Census 2000 or the American Community Survey), if available. If not, then the race or races of a householder in a previously processed household were allocated. White — A person having origins in any of the original peoples of Europe, the Middle East, or North Africa. It includes people who indicate their race as “White” or report entries such as Irish, German, Italian, Lebanese, Arab, Moroccan, or Caucasian. Black or African American — A person having origins in any of the Black racial groups of Africa. It includes people who indicate their race as “Black, African Am., or Negro” or report entries such as African American, Kenyan, Nigerian, or Haitian. American Indian or Alaska Native — A person having origins in any of the original peoples of North and South America (including Central America) and who maintains tribal affiliation or community attachment. This category includes people who indicate their race as “American Indian or Alaska Native” or report entries such as Navajo, Blackfeet, Inupiat, Yup’ik, or Central American Indian groups or South American Indian groups. Asian — A person having origins in any of the original peoples of the Far East, Southeast Asia, or the Indian subcontinent including, for example, Cambodia, China, India, Japan, Korea, Malaysia, Pakistan, the Philippine Islands, Thailand, and Vietnam. It includes people who indicate their race as “Asian Indian,” “Chinese,” “Filipino,” “Korean,” “Japanese,” “Vietnamese,” and “Other Asian” or provide other detailed Asian responses. Native Hawaiian or Other Pacific Islander — A person having origins in any of the original peoples of Hawaii, Guam, Samoa, or other Pacific Islands. It includes people who indicate their race as “Native Hawaiian,” “Guamanian or Chamorro,” “Samoan,” and “Other Pacific Islander” or provide other detailed Pacific Islander responses. Some Other Race — Includes all other responses not included in the “White,” “Black or African American,” “American Indian or Alaska Native,” “Asian,” and “Native Hawaiian or Other Pacific Islander” race categories described above. Respondents reporting entries such as multiracial, mixed, interracial, or a Hispanic, Latino, or Spanish group (for example, Mexican, Puerto Rican, Cuban, or Spanish) in response to the race question are included in this category.

Two or More Races — People may chose to provide two or more races either by checking two or more race response check boxes, by providing multiple responses, or by some combination of check boxes and other responses. The race response categories shown on the questionnaire are collapsed into the five minimum race groups identified by OMB and the Census Bureau’s “Some Other Race” category. For data product purposes, “Two or More Races” refers to combinations of two or more of the following race categories: • White • Black or African American • American Indian and Alaska Native • Asian • Native Hawaiian and Other Pacific Islander • Some other race

Coding of Write -In Entries — The 2010 Census included an automated review, computer edit, and coding operation on a 100 percent basis for the write-in responses to the race question, similar to that used in Census 2000. There were two types of coding operations: (1) automated coding where a write-in response was automatically coded if it matched a write-in response already contained in a database known as the“master file” and (2) expert coding, which took place when a write-in response did not match an entry already on the master file and was sent to expert coders familiar with the subject matter. During the coding process, subject-matter specialists reviewed and coded written entries from the response areas on the race question: American Indian or Alaska Native, Other Asian, Other Pacific Islander, and Some Other Race. Up to 30 text characters were collected from each write-in area, and up to two responses were coded and tabulated from each separate race write-in area.
