1. Executive Summary

Archaeological Consultants, Inc. (ACI) performed a cultural resource assessment survey (CRAS) within the area of potential effects (APE) for Regional Stormwater Pond 4B located along State Road (SR) 82 between Gator Slough Lane and SR 29 in Collier County, and one proposed roundabout at the intersection of SR 82 and SR 29 (Figure 1). This work was conducted for the Florida Department of Transportation (FDOT) as part of their proposed improvements to SR 82.

Previously, ACI surveyed six on-site linear retention areas and two off-site

detention areas located along SR 82 between Gator Slough Lane and SR 29 in Collier County (ACI 2015a). After submittal of this memo, two of the offsite ponds were removed (3A and 4A) and one was added (5B). An addendum to the CRAS which discussed Pond 5B was completed (ACI 2015b). Both were approved by the SHPO (Bendus, 2015a, 2015b; Appendix A).

Subsequently, project plans changed and Pond 5B was expanded; it is now

referred to as Regional Stormwater Pond 4B (hereinafter referred to as Pond 4B). A new roundabout is now proposed at the intersection of SR 82 and SR 29 and requires slightly more right-of-way (ROW) than previously evaluated. Thus, this update is a result of research within the untested portion of Pond 4B and the proposed roundabout. The archaeological and historical APE is defined as the area contained within the entire area of Pond 4B (new area tested and previous area tested) and proposed roundabout; the historical APE also includes adjacent properties. This survey was performed to locate and identify any prehistoric and historic period archaeological sites and historic structures located within the APE to assess site significance in terms of eligibility for listing in the National Register of Historic Places (NRHP).

As a result of field work, no historic or prehistoric archaeological sites were

found; in addition, no historic buildings were discovered. Thus, no sites listed or determined eligible or considered potentially eligible will be impacted by this project.

2. Introduction

The CRAS was initiated to comply with Section 106 of the National Historic Preservation Act of 1966, as amended by Public Law 89-665; the Archaeological and Historic Preservation Act, as amended by Public Law 93-291; Executive Order 11593; and Chapter 267, Florida Statutes (FS). All work was carried out in conformity with Part 2, Chapter 12 (“Archaeological and Historical Resources”) of the FDOT’s Project Development and Environment (PD&E) Manual (January 1999 revision), and the standards contained in the Cultural Resource Management Standards and Operational Manual (Florida Division of Historical Resources [FDHR] 2003), as well as with the provisions contained in the revised Chapter 267, FS.

Field surveys were preceded by background research which included a review of

recent information at the Florida Master Site File (FMSF) database. Such work served to provide an informed set of expectations concerning the kinds of cultural resources which might be anticipated to occur within the project’s APE, as well as a basis for evaluating any new sites found.

3. Project Description The FDOT District One is preparing a Design Change and ROW Authorization

Reevaluation for 3.219 miles of SR 82 currently under design from 0.5 mile west of Gator Slough Lane extending eastward to SR 29, generally east of Lehigh Acres in Lee County and north of Immokalee in Collier County. This segment was included in the PD&E study for the widening of approximately 23 miles of SR 82 from Lee Boulevard (County Road 884) to SR 29 in Lee, Hendry and Collier counties (FPID#’s 419950-1-22-01/419950-2-22-01).

Within the project limits, SR 82 is classified as a rural minor arterial roadway. SR 82 is also a hurricane evacuation route and a regional Emerging Strategic Intermodal System (SIS) roadway connecting I‐75 in Lee County with SR 29 in Collier County.

The PD&E-approved typical section for the project is a 6-lane divided suburban roadway within the existing 200 feet (ft) of ROW. It includes three, 12-foot (ft) travel lanes, a 6.5-ft paved inside shoulder and a 5-ft paved outside shoulder in each direction. The total median width is 30 ft (including both 6.5-ft paved inside shoulders). Five foot sidewalks are included along both sides of the roadway for this segment. Stormwater runoff was proposed to be collected in roadside swales and directed to offsite stormwater ponds and included three ponds identified during the PD&E study as required for the current limits.

The current design has gone through various changes to the typical roadway section, the original roadway design, ROW, and adjacent property access compared to the approved PD&E preferred alternative concepts. The current design for this segment consists of:

Widening SR 82 from an undivided 2-lane roadway to an interim 4-lane rural divided roadway

Maintaining room for the future 6‐lane typical section (consistent with the approved preferred alternative from the PD&E study) and

Adding a proposed roundabout (with associated turn lanes) at the intersection of SR 29. The proposed roundabout will widen 0.52 mile of SR 29 north and south of the

SR 82 intersection from an undivided 2-lane roadway to a divided 4-lane facility. The length of the improvements along SR 29 equal 0.9 mile, including the areas transitioning back from four lanes to the existing two lanes. Additional changes to the typical section include replacing the 5-ft sidewalk along the south side of SR 82 with a 10-ft multi-use trail. The stormwater treatment system for the proposed improvements has been consolidated to on-site dry linear retention areas within the SR 82 and SR 29 ROW as well as a Regional Stormwater Management Facility (Pond 4B). This regional facility is a proposed off-site regional wet detention area on the south side of SR 82, just east of Lamm Road and will handle the project’s stormwater treatment and attenuation needs.

4. Environmental Overview

The general project area is located within the Immokalee Rise, the physiographic zone that typifies the northeastern part of Collier County. The Gulf Coastal Lowlands are flat, and are characterized by surficial streams with little to no down cutting. The project elevation is approximately 35 ft above mean sea level (amsl) and is located in various sections in Township 46 South, Ranges 28 and 29 East.

Soils within Pond 4B and the proposed roundabout are part of the Immokalee-

Oldsmar-Basinger soil association. This association includes nearly level and poorly drained sandy soils found on flatwoods and in sloughs (United States Department of Agriculture [USDA] 1998). The natural vegetation supported by these flatwoods associations includes South Florida slash pine, saw palmetto, wax myrtle, and gallberry (USDA 1998:8). A portion of the proposed roundabout area also contains Chobee, Winder, and Gator soils, depressional, soil association. These soils are level and very poorly drained; they are found in depressions and marshes, typically with maidencane, rushes, sawgrass, Florida willow, and cypress vegetation. (USDA 1998:27-28).

Today, much of the natural vegetation has been removed from Pond 4B and the

area has been ditched and used for agriculture (Photo 1). Modern garbage has also been burnt in this corner of Pond 4B. In the vicinity of the proposed roundabout area, the roadbeds for SR 29 and SR 82 have been elevated with fill and the adjacent ROW for SR 29 was heavily disturbed by fiber optic cable and other utility installation, as well as the excavation of ditches (Photo 2).

5. Historic and Prehistoric Overviews In-depth historic and prehistoric overviews were included in the CRAS PD&E for the study which was approved by the State Historic Preservation Office (SHPO) (Gaske 2008) and are not repeated here (FDHR Project File No. 2006-2291: A Cultural Resource Assessment Survey SR 82 from Lee Boulevard to SR 29, Lee, Hendry, and Collier Counties [Janus Research 2007]). 6. Archaeological and Historical Background

Prior to initiating the archaeological and historical survey, ACI reviewed the CRAS for SR 82 (Janus Research 2007), the CRAS technical memorandum (ACI 2015a), and its first addendum (ACI 2015b). ACI also reviewed the CRAS for SR 29 and an amendment for that report (ACI 2009, 2014). This review indicated that no NRHP listed or determined eligible cultural resources had been identified within Pond 4B or the proposed roundabout. In addition, 8CR00979 (SR 82) was recorded in 2007 (Figure 1). The SHPO determined this resource not eligible for listing in the NRHP in May of 2015.

7. Survey Methods

Archaeological: Archaeological field survey included both ground surface reconnaissance and the systematic excavation of shovel test pits. Subsurface testing was conducted systematically at 164 ft (50 meters [m]) intervals in Pond 4B and the ROW surrounding the intersection of SR 29 and SR 82, all within areas that were not previously shovel tested. All shovel tests measured 1.6 ft (0.5 m) in diameter and most were dug to 3.3 ft (1 m) in depth. All recovered soil was screened through a 0.25 inch (in) mesh hardware cloth to maximize the recovery of cultural materials, and, after soil stratigraphy was recorded, each test pit was refilled. The location of each shovel test was plotted on an aerial and as shown in Figures 2 and 3.

The historical/architectural field survey consisted of a reconnaissance of the

project APE to determine if any historic structures (those 50 years of age or older) were present. Laboratory Procedures and Curation: In the event that cultural materials were recovered, they would be initially cleaned and sorted by artifact class and subjected to a limited technological analysis. However, no artifacts were found as a result of this survey.

All project related information will be housed at ACI, in Sarasota, pending transfer to a FDOT-designated repository for permanent storage and curation. A copy of this report, FMSF form, and survey log will be on file at the FDHR in Tallahassee.

Unexpected Discoveries: It was planned that if human burial sites such as Indian mounds, lost historic and prehistoric cemeteries, or other unmarked burials or associated artifacts were found, the provisions and guidelines set forth in Chapter 872.05 FS (Florida’s Unmarked Burial Law) would be followed. However, it was not anticipated that such sites would be found within the APE.

8. Results and Recommendations

Archaeological: Field survey, conducted in May 2016, resulted in the excavation of four shovel tests placed in the portion of Pond 4B that had not been previously field surveyed; 13 tests had been dug previously (Figure 2). Ten shovel tests were excavated within the proposed roundabout area (Figure 3). The stratigraphy of the shovel tests in the pond was variable, mainly due to nature and extent of disturbance. An example consisted of 0-70 centimeters (cm) (0-28 in) of mottled grey/brown sand; 70-90 cm (28-35 in) of dark brown sand; and 90-100 cm (35-39 in) of tan sand. As a result of this archaeological testing, no sites were found and no additional archaeological testing is recommended.

Disturbance was even more extensive within the area proposed for the roundabout, where over half of the tests could not be excavated a full meter due to impenetrable gray, brown, and/or orange clay fill soils with large quantities of limestone (fill) and debris such as broken bottle glass, plastic, Styrofoam, and rubber tire fragments. A shovel test with seemingly more natural soil consisted of 0-10 cm (0-4 in) of gray-brown sand; 10-20 cm (4-8 in) of light brown sand; 20-30 cm (8-12 in) of gray-brown sand; 30-50 cm (12-20 in) of tan sand, with the water table at 50 cm (20 in) deep.

Historical: As a result of the historical survey, no historic buildings were

identified within or adjacent to Pond 4B or the proposed roundabout area. Conclusions: In summary, there will be no effect on any cultural resources,

including archaeological sites and historic resources, which are listed, determined eligible, or potentially eligible for listing in the NRHP. 9. References Cited Archaeological Consultants, Inc. (ACI)
