Polokwane Municipality has finally taken decisive action to collect some of its debt book that had by the end of 2014 reached R620 242 012.94, by handing over an amount of R380 000 000 to con-tractors for collection.

This was revealed in the Mid-year Budget and Performance Assessment Report that was tabled

before Council during its January meeting.

According to the report, this amount of just over R620 million that is in arrears, has escalated with a whop-ping R55 727 557 since the previous calendar year. From page 1She raised concern that money sup-posed to be used for service delivery by municipalities was being spent on court cases instituted mostly due to negligence and ignorance on the side of officials. Van der Walt explained that municipalities had the mandate to appoint their own lawyers, which led to further reason for investigation in future.

The issue of legal fees spent by municipalities in Limpopo already formed part of a question posed to Cooperative Governance, Human Settlements and Traditional Affairs (Coghsta) MEC Makoma Makurupetje by DA Provincial Leader Jacques Smalle in the Legislature on 14 August last year, it was learnt. In the same vein he enquired about the legal costs of provincial government departments estimated to total well over R1 billion that gave rise to questions to the political heads of each department in the Legislature on 24 August last year, he said.

On Tuesday he told Polokwane Observer that the questions have not yet been responded to within the prescribed ten sitting days and when raising the matter of unanswered questions in a programming commit-tee meeting before the Legislature session scheduled for that afternoon, the DA was advised to address the matters in writing to the Speaker.

With her parliamentary question

Van der Walt prompted feedback from the minister on the costs of legal fees spent by the five district and 25 local municipalities in Limpopo during the 2012/13 and 2013/14 financial years. She further enquired about the amount of legal fees spent on appealing cases in each municipality, how many separate legal cases were defended as well as won and lost, and the amount of legal fees spent on those lost. Lastly she demanded information on how many cases were settled out of court and what the costs were of the settlement in each case in each municipality.

The information she received was scanty, with only Waterberg District Municipality and the local munici-palities of Mookgophong, Musina, Thabazimbi and Elias Motsoaledi in Sekhukhune meeting the deadline for submission of responses pertaining to the question.

Most disconcerting was the little over R5 million spent on legal fees by Thabazimbi Local Municipality during the period under scrutiny. According to the information contained in the response a whopping R3 224 502.21 was paid by the particular institution in the past financial year alone, while they had a legal bill of R1 913 152.21 in the previous year pertaining to four court cases that were all lost. Appar-ently two of the cases were settled out of court.

The picture was nearly half as bad

at Elias Motsoaledi Local Municipality, which spent R2 266 499.52 in 2013/14 as opposed to R701 100.62 in the pre-vious year on a combined 21 cases of which 7 were won. Close to R1 million was spent on lost cases, as per the statistics provided.

An amount of R964 618.17 was spent on legal costs by an ailing Mookgophong Local Municipality in the 2012/13 financial year and R992 936.52 in the following year for de-fending a total of 12 cases. The legal costs attached to appealing cases totalled R123 009. Seven cases were won and one lost, with four being set-tled out of court.

Musina Local Municipality weighs in at fourth place with last year’s spend of R371 742.15 for legal fees arising from seven cases and R599 307.70 on 11 cases the previous year.

The figures leave Waterberg District Municipality with R104 765.33 in legal fees for the 2013/14 financial year as opposed to R431 062.50 the previous year for the one labour-related case that was seemingly fought and lost.

Polokwane Observer ap-proached Polokwane and Capricorn District Municipalities for information on their figures. Feedback, however, is still awaited. Polokwane Municipality indicated it would take a few days to provide the required response. Despite a message on the cell phone of the spokesperson for Coghsta no response was received.

It is also interesting to note that the municipality has made provi-sion for bad debt to the amount of R176 601 640, which represents just over 30% of the amount owed. This

amount raises a question because the municipality is, according to its own Credit Control and Debt Collection By-Law, entitled to require a deposit of two times the average monthly ac-count of consumers. The funds raised in this way, is supposed to be utilised to offset accounts in arrears.

The municipality has been confront-

ed with the information and requested to shed light on the matter as it seems from the figures provided, that the municipality allowed the situation with bad debt to run out of control.

At time of going to print, the municipality had failed to respond to several enquiries in this regard over the past fortnight.

“Are the Authorities Serious about Promot-ing an Integrated Tourism Footprint in the Limpopo Province?

On Heritage Day 2004, SanPark’s Mapun-gubwe National Park was officially opened. The park was eventually to form part of a vast trans-frontier conservation area, straddling the borders with Botswana and Zimbabwe, which was to be dedicated to the preservation of southern Africa’s large variety of game, tree and plant species.

As with so many things in the “new” South Africa, very little if anything of this has come to pass. My letter to a Polokwane newspaper (copied to some high-ranking officials in the relevant central government and provincial departments), now more than ten years ago, led to some initial positive steps regarding road maintenance, but sadly, we are back to the proverbial “square one”.

further neglect, underfunding and seemingly, a state of indifference by authorities. The central govern-ment departments of Transport, of Environmental Affairs, and of Tourism, and their provincial counterparts, must pay serious at-tention to these shortcomings.

The major tarmac access route to Mapungubwe runs from Polo-kwane via Mogwadi (Dendron) and Vivo, to Alldays and then on to the border post at Pontdrift. But for some unknown bureau-cratic reason, regular maintenance of the road from the Musina/Vene-tia Mine turnoff on the Alldays-Pontdrift road up to the border post with Botswana falls under the jurisdiction of a dysfunctional local authority.

This has led to serious and unacceptable neglect of mainte-nance on this section of the road, with large potholes being opened up by heavy, multiple-wheeled trucks transporting goods to and from Botswana and Zimbabwe, as well as agricultural produce from farms in the Limpopo River Valley to markets in Gauteng. Of particu-lar concern is a 36 km stretch of road between the Musina/Venetia Mine T-junction and the Pontdrift border post. On stretches of this road, sections of tarmac are so potholed and in a state of disin-tegration and disrepair that they will have to be completely rebuilt if remedial action is not taken immediately. Normal vehicle traffic literally has to come to a dead stop in order to negotiate the terrain, sometimes even having to use the fast deteriorating shoulder of the road.

It boggles the mind that in a previous financial year (reported in the press), the Limpopo Provin-cial Government’s Department of Roads and Transport had to give back an amount of more than R800 million of unspent monies to the National Treasury; funds ear-marked for road-building and road

repairs. This is a disgrace of the highest order! Surely, if there is no competency in the department for road-building (which one may sus-pect), everyday maintenance of roads (proper fixing of potholes) cannot be such a Herculean task!

If the authorities, national and provincial, are serious about promoting tourism as an engine of economic growth and employment creation in this region, they will have to pay urgent attention to the continuous maintenance and upgrading of the Alldays-Pontdrift road.

This includes the regular cut-ting of grass and Mopanie bushes now growing up to the edge of the tarmac on both sides of the road. Visitors to the park and travellers seeking accommoda-tion at lodges in this area literally experience a vehicle-damaging hazard during daytime and a life-threatening nightmare (having to also dodge game running across the road) at night-time.

This situation not only cripples the income-generating capacity of the park, but also the capability of lodges to provide high-quality and trouble-free accommodation to senior executives and contractors of mines in the area, as well as to tourist visitors.”

Venter also copied the letter to the National Directors-General of the departmens of Transport, Tourism and Environmental Af-fairs and the Head of Limpopo’s departments of Transport, Safety and Liaison and Economic Devel-opment, Tourism and Environment (Ledet).

• Polokwane Observer in turn also referred the letter to the departments and has, at time of going to print, only received a reply from Ledet to say that although the situation with tourists concerns that Department, an appropriate reply should be sourced from the provincial departments dealing with roads and transport matters.

The South African government has been zealously promot-ing Mapungubwe as the cradle of the first African empire in this part of the continent; its location and surrounding terrain declared a World Heritage Site. Mapungubwe and the park carrying its name should, without doubt, have become one of the prime tourist attractions in Southern Africa, creating many new job opportunities and stimulating the econ-omy of this rather neglected north-west-ern reaches of the Limpopo Province. But sadly, now more than a decade on, the park and its immedi-ate surrounding areas are characterised by

Premier Stan Mathabatha came up for harsh criticism from the Democratic Alli-ance (DA) in Limpopo for failing to show

up for the debate on his State of the Province address (Sopa) in the Legislature on Tuesday.

DA Provincial Leader Jacques Smalle lashed out at Mathabatha for bunking the Sopa debate, stating in a media release issued that afternoon that he would submit writ-ten questions to the Legislature to query the whereabouts of the Premier as he bunked out of the debate on his address of a week ago. “It is unacceptable that Premier Mathabatha is nowhere to be seen today as the Legislature debates the true state of the province.”

Smalle stressed that his time for response was cut during Tuesday’s Legislature sitting. He said he still intended to focus on job crea-tion in the province when his reply was cut short. He, however, managed to address the

Ek het na maande se wag my bande teruggekry, maar niks het verder van die saak geword nie,” sê sy.

Provinsiale polisiewoordvoerder, Ronel Otto sê dit is moontlik dat die bedrieërs se geslependheid weer besighede in die stad indoen.

“Ek kan nie bevestig dat enige voorvalle aangemeld is nie. Besigheidseienaars meld nie altyd sulke sake aan nie omdat hulle vernederd voel, maar ons moedig mense aan om dadelik te polisie te skakel selfs al word hul nie gevang nie,” sê Otto.

Sy het gewaarsku dat skelms nie skroom om dieselfde besigheid twee keer te vang nie en dat eienaars of administratiewe per-soneel eerder dubbel seker moet maak dat geld wel in hul rekening is voordat voorraad gelewer word.

Phalaborwa as some trouble spots where text-book problems were still being experienced. He referred to displaying enlarged visuals of, among others, a school of R17 million standing vacant since 2011 and classrooms at three more schools not being occupied after the roofs had been blown away in stormy condi-tions in 2012 and 2013. The images caused some reaction in the chamber, he afterwards remarked.

Hinting at Mathabatha being a dictator and not a leader in his reply, Smalle was vocal on the laymen of Limpopo for the first time hear-ing of the Premier’s ten-target development plan for the province in the Sopa last week. “At no point was there any effort to consult with as many stakeholders as possible and the beneficiaries on the ground.”

He described the Sopa as a sanitised sales pitch, saying that Mathabatha once again had sold big dreams promising people, among oth-ers, jobs, more housing, better education and improved health services.

He said the real state of the province was a different picture as just last week patients at Polokwane Provincial Hospital were experienc-ing serious water shortages. “In fact, even the Legislature did not have water until you came to deliver the state of the province address.” He continued saying that the real state of the province was that the ruling party’s greed fed off the resources of Limpopo.

Premier’s Spokesperson Kenny Mathivha could not be reached for comment at the time of going to press.

Three Police members attached to Pafuri Border Post face a charge of corruption after they

“An intense investigation followed soon after Police received informa-tion on the possibility of corruption. It is alleged that the trio assisted suspects in smuggling stolen vehicles

across border in return for payment,” Otto said, adding that the action to suspend them from the service is already in process.

Police Commissioner Fannie Masemola is quoted to have said that there will be no mercy for members of the Police who are arrested for their involvement in criminal activities. “We will work tirelessly to rid the ser-vice of members who work with and not against criminals,” he said.

Huisvriende van Botha, wat verkies om anoniem te bly, het hom as ‘n sagte mens beskryf. “As kind kan ek onthou hoe hy as huisdokter altyd grappe gemaak het tydens besoeke aan sy spreekkamer. Hy was ‘n goeie mens.”

Police are currently investigating two separate incidents of possible xenophobic attacks in Ga-Sekgopo outside Polokwane

and Marapong Village at Lephalale respectively.According to Provincial Police Spokesperson

Ronel Otto, Police are aware of the incidents and that they are keeping a close eye on both incidents while investigations continue.

Violence erupted at Ga-Sekgopo on Sunday after Police arrested a shop owner and foreign national for his alleged involvement in the murder of a local resident. It is alleged that the man was found in possession of the deceased’s

cell phone. “We are not yet sure how the cell phone

got into the hands of the foreign shop owner. Maybe someone else brought the cellphone to him for repairs. But as the phone was found in his possession we had to arrest him. Investiga-tion will reveal the origin of the cell phone,” Tzaneen Police Spokesperson Moatshe Ngoepe said, adding that the arrest sparked the violent protest among local residents resulting in several foreign nationals being pushed out of villages while their shops were demolished.

At the time of going to print Ngoepe said that the situation was under control and that the Po-lice ruled out any incidents of xenophobic attacks and that a case of public violence with the pos-

sibility of alternative charges has been opened. Police are also still investigating allegations of

the community safety forum of Marapong decid-ing to remove all Zimbabwean nationals from the village. It is reported that the forum accuses foreign nationals of several criminal activities in the area. “We cannot confirm the alleged deci-sion and allegations but Police are monitoring the situation,” Otto said yesterday (Wednesday).

The Democratic Alliance (DA) Spokesper-son on Safety and Security Suzan Phala in the meanwhile called on Provincial Police Commis-sioner Fannie Masemola to ensure sufficient Police presence in Ga-Sekgopo and to clamp down on any further violence, looting and destruction of property.

More than 685 fire fighters attached to Work-ing on Fire (WoF), an Expanded Public Works Programme, took part in a two day yellow card training camp in Dalmada over the weekend to prepare for the 2015 fire season which com-mences in June.

WoF Provincial Communications Officer Matema Gwangwa explained that the partici-pants were assessed for their fitness levels, attended lectures and wrote assessment tests compiled by a WoF instructor, Thandile Maxam.

“There was a rigorous endurance test. The fire fighters were requested to complete a 2,4 km race and do sit-ups and push-ups, all within a limited time. The aim of the whole exercise was to test their physical strength because physically their job is very demanding and it is therefore imperative to ensure that the mem-bers are fit all the time,” Gwangwa said.

She commented that they are happy with the level of commitment shown by the fire fighters during the camp and that they are ready to be deployed.

the incident occurred at about 05:45 when the robbers cut the locks and forced the doors open to gain access to the showroom. “Within eight minutes they stole four bikes. Security camera footage from nearby busi-nesses showed a white Volkswagen panel van, possibly a Transporter entering the premises at the time of the break-in,” Jacobs said.

Jacobs’ opinion is that it might be part of a bigger syndicate currently operating in the country. “They only target off-road bikes, es-pecially KTM. Dirt bikes don’t need registration papers to be sold or to be taken cross border which makes it easy to sell or transport,” he said, referring to recent incidents in Mbombela and Klerksdorp where several KTM bikes were stolen using the same modus operandi.

The bikes stolen from RAD Moto are a white KTM 300 XCX, white and orange KTM 250 XCF, white and orange KTM 530 XCF and a 20” red and black Oset electric bike. The total value of the four is R237 500. The panel van trav-elled in the direction of Mankweng.

The Democratic Alliance (DA) in Limpopo intends tabling a private member’s bill to regulate and provide scholar transport to

learners walking long distances to school and seek an urgent meeting with acting Education MEC Jerry Ndou to discuss the findings of an oversight visit to Pae Pae Villiage this week.

Learners seemingly continue walking long distances to school due to the lack of scholar transport. The situation has led to the rape of four school girls on their way to school last month, according to DA Provincial Leader Jacques Smalle who led provincial party lead-ership in a walk in solidarity with the learners of Magaedisha High in the village this week. He pointed out that the majority of learn-ers walked from Sebati, Podile, Laastehoop,

Lekgothwane and Mmaboyi Villages to Pae Pae Village, where their school was located.

“Learners are forced to walk more than two hours to and from school due to the failure of the Education and Transport Departments to provide scholar transport for the class of 2015,” he said in a statement.

He added that learners had to walk to school despite the department’s current budget of R153 million for scholar transport. Learners who have to walk more than five kilometres to school should automatically qualify for free learner transport.

He expressed the belief that no learner should be exposed to violence and crime due to the department’s failure to properly spend its transport budget. “The DA will therefore table a private member’s bill in Limpopo to regulate and provide scholar transport to all learners walking long distances to schools.”

Protest stemming from claimed poor or non-delivery of services led to residents of Ga-Dikgale adjacent to the R81 to Modjad-kiskloof blocking the road as well as access streets to the village with burning tyres and rubble last Thursday.

Tidimalo Chuene, Communications and Marketing Manager of the Polokwane Municipalit confirmed that the protest fol-lowed demands conveyed in a memo to the municipality last year. In pursuance of the memo, a task team was formed and the mu-nicipality started to attend to the issues that included supply of water and electricity as well as availability of RDP houses. “Some of the matters could however not be addressed immediately because they had to be included

in the municipality’s Integrated Development Plan (IDP) that is revised annually,” Chuene explained. Chuene confirmed that municipal officials engaged with residents in an effort to resolve issues.

Chuene alluded to the fact that schooling at Ramabu High School had been disrupted and stated that the municipality will not tolerate the disruption of schools and busi-nesses and that offenders will have to face the law. The South African Police Service and the municipality’s Community Safety Division were deployed at Ga-Dikgale to contain the situation and have restored peace.

Ronel Otto, Provincial Police Spokesper-son, confirmed that members of the Police were on patrol in the area and that no fatali-ties have been reported. “The situation is currently under control and we are monitor-ing it,” Otto said.

formally recognised last Thursday when Ag-riculture MEC Joyce Matshoge made awards to the best among these officials at the 6th annual Departmental Extension and Advisory Services awards held in in Bela-Bela.

The advisors and teams engaged each other in categories for the Best Advisors and Senior Advisors covering Extension, the Best Deputy Manager or Supervisor, the Best Team, Best Local Agricultural Office or Mu-nicipality, the Best Subject Specialists in the fields of Economics, Engineering, Research and Natural Resources.

Anthony Kgoale from Modimolle Municipal-ity was named the winner in the Best Advisor and Senior Advisor category and Simon Tsakane took home the award for the Best Subject Specialist in Economics, Engineering, Research and Natural Resources.

The award for Best Deputy Manager or Supervisor Award went to Lucy Mushwana from Phalaborwa Municipality while the Best Team award went to Maruleng Municipality’s Renovation Agricultural Team. The award for Best Agricultural Office or Municipality went to Greater Giyani Municipality.

“It is through their liaison with policy mak-ers that new farming methods are propa-gated and ultimately farmers are encouraged to adopt new, improved methods of farming. We are proud of the winners and we hope they will continue with the good work,” Matshoge said.

Jane Tshovhote, Agricultural Manager at Greater Giyani Municipality which was named Best Local Agricultural Office or Municipality dedicated the award to her team of extention officers for ensuring that farmers are well equipped with necessary information and farming skills.

“As municipalities we have a role to play in ensuring that our farmers are knowledgeable and equipped with necessary skills in farming and by so doing we will be taking farming to greater heights,” Tshovhote said.

Extension practition-ers of the Department of Agriculture in all districts are about to be equipped with the latest technol-ogy ranging from laptops, cameras, 3G and 4G for e-mail and internet connectivity, smart digital pens, data projectors and multi-purpose printers. From 1 April these tools will be made available to create a conducive working environment for the officers as well as enable them to respond to the needs of a modern technological society.

Agriculture MEC Joy Matshoge made this announcement on Thursday evening during the 6th annual Departmental Extension and Advisory Services awards held in Bela-Bela.

“Information and Communication Technol-ogy (ICT) has become increasingly important as component of the modern extension prac-titioner’s survival kit. Producing ICT proficient extension practitioners in a flourishing agricul-tural landscape begins with exposure of these cadres of agrarian transformation to cutting edge technologies in the early and formative years of their careers. A growing number of ICT-savvy young extension practitioners stand a better chance of enhancing the country’s competitive advantage with the international economy,” Matshoge said.

She mentioned that some of the benefits of ICT include, enhancing the ability of individual extension officers to reach a high number of farmers, promoting personal contact with farm-ers 24/7 as opposed to contacting them when they are at their farms. Enabling the extension practitioners to tackle the challenges spawned by long distances, bad roads, poor communication capacity and poor communication capacity and poor transportation facilities.

One of the extension practioners, Kgorong Leriba from Sekhukhune said the ICT services will capacitate them, improve their technical knowhow and assist them to perform their day to day duties without any hindrance.

The welcome decrease in fuel prices over the past six months has come to an end at midnight on Tuesday when a

sharp increase of almost R1 in all grades of petrol and diesel as well as gas and paraffin kicked in.

As if that is not enough of a blow to mo-torists’ budgets tollgate fees will increase by 6% from Saturday.

The price per litre of 93 and 95 octane petrol increased by 96 cents per litre while all diesel grades are up by 74 cents. The Single Maximum National Retail Price of illuminat-ing paraffin increased by 98 cents per litre while gas went up by a hard hitting R1,54 per kilogram.

A press release by the Department of Energy stated that economic factors which affected the price increase included the average increase of international product price and the average Rand/US Dollar exchange rate which weakened for the period 30 January to 26 Feb-ruary compared to the previous period.

South African Road Agency Limited (Sanral) Chief Executive Officer Nazir Alli is quoted to

have said that Sanral used the inflation rate as a guide, as they do not want to increase road usage costs beyond what is reasonable. “The adjustments occur annually. Any adjustments to the tariffs are based on the preceding 12 months’ Consumer Price Index (CPI). The aver-age CPI adjustment for Sanral managed toll tariffs is 6,017%,” Alli said.

Adjustments will be made on the N3 toll road between Johannesburg and Durban and on the N4 highway between the Mozambican border and the Botswana border, as well as on the toll road sections of the N1, N2, N17 and R30.

A trip from Polokwane to Pretoria on the N1 highway will now cost R137,50 in tollgate fees while class four vehicles - heavy vehicles with five or more axles will have to pay R481 on the same route.

Former Print and broadcast Journalist, Joshua Kwapa is relishing his new chal-lenge as Marketing and Communications

Manager under the directorate of Communica-tion Services at the Department of Transport.

Kwapa, a former Spokesperson for the Department of Economic Development, Envi-ronment and Tourism took over the position in September last year. In a brief interview with Polokwane Observer on Tuesday the Moletjie born lad described his new venture as exciting and fulfilling. “I was the Spokesperson for the Department of Roads and Transport and I was also the acting Head of Communica-tions. I have now assumed a new responsibility as Manager Marketing and Communications.

Kwapa relishes new challenge as marketer

For me this is a new challenge which extremely exciting and fulfilling,” Kwapa said.

Asked what it that excites him about the new role, Kwapa said: “Marketing keeps you on your toes. I daily think about brand trans-port and how I can better project the positive image of the department. With the rapidly changing marketing trends the challenge is to forever become relevant and ahead.”

Kwapa indicated that as a journalist by trade marketing is a little different from being a news man. “Currently I don’t tell stories instead I look for relevant platforms and trends which I can use to project the positive image of the Institution I work for. I continue to be in close contact with the media industry where I spend many years in. Instead of telling a story I procure advertising space.”

The former spin doctor emphasises that whenever his department is projected in a positive light that pleases him and it soothes his soul. Kwapa further said that being a marketer it is an opportunity that expands his horizon and provides him with new set of skills and knowledge base.

The former TV producer also revealed that he will now focus on building a career in marketing and communications. “I have told many stories in my career as a journalist and conducted tons of interviews as a spokesper-son. That era is gone. Now I am in marketing. Failure is not an option. I need to succeed in order to maintain a meaningful career in this profession,” emphasised Kwapa.

Kwapa believes that through proper market-ing the department can win the war against road carnages.

‘’Major causes of accidents on our roads are the same each year which is excessive speed, drinking and driving, unsafe overtaking, reck-less and negligent driving as well as drinking and walking. We are losing many precious lives on our roads. These realities have devastating consequences in families and deal a massive blow to the economy. If we get our marketing right we can drastically reduce carnage on our roads,” advised Kwapa.

He added that he will academically ac-quire more knowledge in marketing. “I daily research, read tons of material about market-ing in order to be on par with the rest of the industry.”

“I urge you to deliberate and agree on ways and means that will realistically assist in the transformation of our clinics into ideal facili-ties.”

This was the plea made by Health MEC Ishmael Kgetjepe when he opened the Ideal Clinic Workshop that was held at Bolivia Lodge recently.

“We should ponder deeply as we deliber-ate as to what it will take to have a clinic that opens on time in the morning according to the set operating times and such a clinic does not close until the last patient is assisted. Equally important, what will it take to have most of our health care providers treating patients visiting our facilities with dignity and respect, Kgetjepe said.

Kgetjepe alluded to the fact that primary health care services should take centre stage and that improved service delivery is the key to the provision of excellent facilities and services.

“Our noble aim, ultimately, is to realise our vision of improving the quality of care provided in our primary health care system, through the ideal clinic initiative. This is part of implementing the National Development Plan (NDP) through the programme Opera-tion Phakisa in order to achieve our vision of an ideal health care system,” said Kgetjepe to the audience which consisted of health care practitioners and administrators from over the province.

According to Kgetjepe, the NDP talks about a health system that works for every-one, a health system that produces positive health outcomes and most importantly a health system that is not out of reach. The

they take care of the most important people in our country,” Kgetjepe assured the delegates.

“What has become a worrying daily phe-nomenon is that we read and hear a lot of our patients being ridiculed. The continued bad at-titudes and treatment of our patients continues unabated. We do not need that and it cannot be acceptable anywhere in our facilities. We are a caring government and our health pro-fessionals should emulate that. When people

feel disrespected, they criticize multiple ele-ments of their experience; from the front office staff to the waiting room to the health worker attitude. But when they are respected and well cared for, they can become supporters, repeat patients and sometimes passionate advocates. The key is to treat patients with respect from the minute they enter the door of a health facility,” Kgetjepe’s stated.

Freedom Charter, in one of its statements of core principles, emphasises that free medical care and hospitalisation shall be provided for all, with special care for mothers and young children.

“Clinics are the most important health facilities in the world as they are instrumental in ensuring that the majority of our people are assured access to health care, especially those who are uninsured or those that experience other barriers to health care. Clinics are the first level of contact with any health care service. That is why we need our pri-mary health care facilities to be of a particular standard, oper-ate optimally and offer standardised services because

Salga’s 2015 Finance Week with the theme “Consolidating on the 2013/14 Audit Outcomes and Returning Back to the Basics” took place at Karibu Leisure Resort outside Tzaneen last week.Makhurupetje said the tone set from the top should always be appropriate so that it permeates the rest of the organisation

and should speak to service delivery. “If local government fails, service

delivery fails and the province fails. Notwithstanding the valu-able role that our municipali-ties have played in our new democracy, key elements of our local government system are showing signs of dis-tress. To overcome the chal-lenges, we need all hands on deck and it starts with us here,” she reminded.

The objective of the 2015 Finance Week was to provide

councillors, municipal managers, chief financial officers, chief audit

executives and chief risk of-ficers with valuable insight

regarding the chal-lenges facing

local gov-ern-

ment finances, to provide a platform for municipalities to raise issues and challenges that affects the improvement of municipal financial management and to promote proactive learning and knowl-edge sharing amongst municipalities.More than 200 delegates from municipali-ties all over the province attended the Finance Week and it also provided an op-portunity for networking and socialising.Key strategic stakeholders in local government, such as Coghsta, district municipalities and its locals, the National and Provincial Treasury, the Office of the Auditor General Limpopo, the Institute of Municipal Finance Officers (Imfo) and the Accounting Standards Board were rep-resented and provided input. Mike’s Kitchen success-fully hosted the second whiskey tasting event last Thursday with a variety of blends and a six-course dinner to tease guests’ taste buds.

According to General Manager Grant du Plooy Mike’s Kitchen is hosting a whiskey tasting evening every last Thursday of the month. “This is purely to get the community of Polokwane together and create an opportunity for guests to experience dif-ferent types of whiskeys combined with a variety of dishes,” he said.

Almost 30 people

joined last Thursday’s event who were served among others whiskey such as Glenmorangie Sin-gle Malt Scotch Whiskey, Three Ships five year old, Three Ships Bourbon Cask and Black Bottle Scotch Whiskey together with dishes varying from fish to beef, chicken and even vegetarian dishes.

CRIME shortsSix in dock for cable theft Six employees of a company subcontracting for Telkom were arrested on Friday after they allegedly stole copper cables meant to be installed during maintenance work around the city.

Westenburg Police Spokesperson Mohlaka Mashiane said the Police received information about men stripping cables within the vicinity of Westenburg. “We responded quickly and caught the six red handed. They appeared in the Polokwane Magistrate’s Court on Monday but the investigating officer could not provide the outcome of their appearance,” Mashiane said.

Investigation revealed that they are employees of a subcontractor for a company doing maintenance work for Telkom within the Polokwane area. Several meters of cable had at the time of their arrest allegedly been stolen by the men to be stripped for copper.

Protests – 41 arrested in Ga-DikgaleSeveral violent protests erupting on the out-skirts of Polokwane during the past week saw at least 41 protesters being arrested.

According to Mankweng Police Spokesper-son Matimba Maluleke 16 women and 25 men were arrested after violent protest over poor service delivery in Ga-Dikgale last Thursday. “Protesters barricaded the R81 with burning tyres, stones and debris since last Wednes-day. Among those arrested were high school learners from the area. Police dispersed the protesters and the situation was brought under control,” Maluleke said.

At the time of going to press he could not be contacted to provide the court outcome.

Provincial Police Spokesperson Ronel Otto on Tuesday confirmed that the situation in Burgersfort was calm after protest action Thursday evening where protesters blocked roads allegedly demanding new roads as well as employment by mining companies in the area. “A bus used to transport mineworkers was set alight. Police used rubber bullets to disperse the crowd,” she said.

No arrests were made.

Five killed as taxi catches fireFive people were burnt beyond recognition following an accident on the R81 at Ga-Dikgale on Monday morning.

Department of Transport, Safety, Security and Liaison Spokesperson Kagiso Mootane reported that the driver of a minibus taxi carry-ing passengers from Ga-Sekgopo to Polokwane supposedly lost control over the taxi after a tyre burst. “It went off the road into a ditch and caught fire. Five people burnt to death while five others, including the driver were taken to hospitals in Mankweng and Polokwane with serious injuries,” Mootane said.

She said investigation is ongoing to identify the deceased.

Five suspected rhino poachers in court todayFive men suspected to have been planning to poach rhinos were arrested by Police just out-side Polokwane last Thursday and will appear in court again today (Thursday).

Andre Julio Masia (42), Isaac Sihlangu (33), Zevute Anselmo Armando (26), Louis Baloyi (32) and Colberth Hlongwane (28) briefly appeared in the Polokwane Magistrate’s Court on Monday when the case was remanded to today. Provincial Police Spokesperson Ronel Otto said the men were arrested on the road between Modjadjiskloof and Polokwane after Police received information on a suspicious vehicle driving around in the area. “The vehicle was stopped and searched by the Police who found a .303 hunting rifle, 12 rounds of am-munition, a silencer, an axe, saw and hunting knives. Three of the suspects are from Mozam-bique and two from South Africa,” Otto said.

Cop killers in courtThe murder case against two men accused of killing an off-duty Police officer was postponed to next week.

Hawks Spokesperson Hangwani Mulaudzi said the suspects, Mashwana Zwanga and Mbodi Khuliso allegedly stabbed Stanley Mokonyane twice in the chest and robbed him of his cell phone and wallet on Saturday.

Mokonyane was attached to the Public Or-der Policing Unit in Modimolle and deployed to help with the recent unrest in Malamulele. “It is alleged that the two men attacked Mokon-yane just after he finished a rendezvous with two sex workers next to a hotel,” Mulaudzi said.

Miss Limpopo Teen 2015, Andile Neluvhalane is hard at work to fulfil her undertaking when entering the contest that as title holder she would focus on mental health awareness and raising support for Ngwana Baby House.

She related that when she recently visited Ngwana Baby House she was told that among their most pressing needs were clothing for new-born to three months old babies and toddlers.

Andile said she immediately ap-proached radio stations and made a call to the community for support.

A generous donor who preferred to remain anonymous purchased and do-nated baby clothes while contributions to toddlers were also received.

“I believe that babies deserve to be loved and we as the community have to rally our support for babies who are orphaned or abandoned,” Andile said.

Arms for Africa, the oldest firearms dealer in Limpopo, recently came under new ownership following the retirement of

original co-owner and later sole owner, Renée Brigljevic.

The new owners, Marius and Anina du Preez, are not new to the business since they already became part of it in 2010 with the introduction of their Legally Armed consulting franchise. This allowed Arms for Africa to offer,

in addition to its extensive range of products, a one-stop service for buyers and owners of firearms in terms of aspects such as licence applications and renewals.

At the same time in 2010 the business moved from its original location in Nirvana to its present premises in 25 Excelsior Street, Polokwane.

The expanded premises also allowed for greater variety to be offered including bows and paintball equipment as well as a wider selection of clothing.

The history of Arms for Africa dates back to February 1993 when Boris and Renée Brigljevic who had recently emigrated from Switzerland opened the outlet. Boris, an avid collector of firearms, brought more than 100 firearms registered in his name from Europe and saw an opportunity in the market since almost no one in South Africa knew the European firearm industry which provided the highest quality

guns at the time. Boris’ knowledge of and passion for the

industry paved the way for the business being awarded respected agencies such as Blaser from Germany and the French Chapuis and Verney Carron.

Following Boris’ deteriorating health and eventual death in 2007 Renée became the sole owner and was ably assisted and supported by Julius van der Merwe who continues to be a valuable employee of the business.

Marius and Anina look forward to taking Arms for Africa to greater heights with their vision of offering customers a one-stop service in terms of all hunting and archery gear and accessories and to be the preferred supplier of such gear in Limpopo.

They have expressed their gratitude to-wards Renée for the opportunity she afforded them to become part of the success story and proud tradition that they are now enthusiasti-cally building on.

The ten high-level Limpopo Development Targets to be attained by 2020 and underpin the Limpopo Development Plan,

received prominence in Premier Stan Mathaba-tha’s State of the Province address (Sopa) that coincided with the opening of the Legislature in Lebowakgomo last Tuesday.

In his speech the Premier alluded to the plan being preceded by a rigorous consultative process with various stakeholders to establish a common ground on how to move Limpopo forward. He announced a blueprint to guide and put the province on a higher trajectory of economic growth and development. He further expressed the conviction that the Limpopo Development Plan reflected a shared vision and strategic imperatives towards poverty reduction, elimination of social inequality and a creation of sustainable jobs in the province.

He said with regard to economic devel-opment and transformation, they identified strategic programmes across the mining, agriculture and tourism sectors. “Our funda-mental goal is to ensure an industrialisation programme through mineral beneficiation, development of agro-processing cluster and logistics.”

Economic regionsThe Limpopo Development Plan had also iden-tified specific economic regions that have a significant potential to accelerate the industri-alisation process in the province, he remarked. Sharing the details with his audience, the Pre-mier detailed Polokwane, Lephalale, Tubatse, Tzaneen and the Makhado-Musina corridor as areas of priority in terms of integrated human settlements and economic development.

Ten high-level development targetsIn shared the targets of the Limpopo Devel-opment Plan, he highlighted the envisaged achievement of an economic growth rate of 3% revised in the light of the current perfor-mance of the global economy, the creation of 429 000 jobs, increased access to basic water and electricity supply from 83% in 2014 to 90% as well as increased access to sanita-tion from 43% in 2014 to 50%, an improved Matric pass rate from 72% in 2014 to at least 80%; an increased Geographic Gross Product contribution to the national Gross Domestic Product (GDP) from 7.15% in 2014 to 9%, the reduction of the unemployment rate from 16.9% in 2014 to 14%; increased average life expectancy from 58.3 in males in 2014 to 60, and 62.5 in females in 2014 to 65, and also the reduction of inequality in terms of Gini-Coefficient from 0.61 in 2014 to 0.50.

Foreign investmentOn Limpopo having become a destination of choice for international investors, Mathaba-tha said the first memorandum of agree-ment signed during last October’s trade and investment mission to the People’s Republic of China was with Hong Kong Mining Exchange Company (Hoi Mor), had an investment value estimated at R38.8 billion, would be based in the Musina Special Economic Zone and would create 19 000 direct jobs over a period

of three years. Also South Africa’s Women Investment Holdings has entered into a joint venture agreement with Jidong Development Group and China Africa Development Fund for a R1.65 billion investment into cement manufacturing to be based in Thabazimbi with construction starting in 2014 and was due to be completed next month.

AgricultureAlso in his address the Premier referred to an instruction for the appointment of a task team to assist in dealing with management, coordination and monitoring challenges arising from the implementation of the Fetša Tlala programme, aimed at ensuring food security and sustainable livelihoods. In the next finan-cial year the focus would be on the revitalisa-tion of irrigation schemes, construction of pack houses and the revival of existing fresh markets, he said.

Roads infrastructureOn road infrastructure being a strategic stimu-lant for economic growth and development, the province was investing more resources in the development and maintenance thereof, he announced. They have set aside an amount of R3.187 billion to upgrade from gravel to tar 18 projects over the next three years, he indicated.

EducationIn honour of the late Education MEC, Thembi Nwedamutswu who passed away in the begin-ning of the year, the Premier said they urged the Grade 12 Class of 2015 to settle for no less than an 80% pass rate. He further referred to a commitment made last year to ensure more well-qualified teachers, proper educational facilities and timely delivery of text books. “We are therefore pleased to report to our people that we have covered much ground in this regard.”

Later on in his address Mathabatha alluded to the fact that they had closed the chapter of delays in the delivery of text books. He added that 1,7 million learners had already been provided with text books for the current academic year.

HealthWith regard to the Health Turnaround Strategy aimed at addressing the many challenges that had become characteristic of Limpopo’s primary healthcare system, Mathabatha referred to the purchase of 50 state-of-the-art ambulances to healthcare facilities across the province, bringing much relief to Emergency Medical Services in the province. “We are planning to buy 50 more ambulances in the next financial year so that more lives could be saved.” He further mentioned a spend of R145 million on the purchase and repair of critical equipment at hospitals in need.

Muni audit outcomesNext he turned to municipal audit outcomes and the reduction of disclaimers from nine in 2012/13 to six in 2013/14 as well as a reduc-tion in qualified audit opinions from eighteen in 2012/13 to ten in 2013/14. Municipal Infrastructure Grant (MIG)Despite govenrment’s interventions they were still faced with the challenge of municipalities unable to spend their MIGs. “By December last year we had only managed to spend a mere 26.2% of the allocated MIG budget. This is obviously unacceptable. The Department of (Cooperative Govenrance, Human Settle-ments and Traditional Affairs) Coghsta and the Provincial Infrastructure Development Hub that we have established in the Provincial Treasury last year are working on a mechanism to help municipalities to improve in this regard.”

Housing for allIn his address Mathabatha further mentioned the provincial programme of providing shelter remained on track. “Over the past 21 years of democracy, in Limpopo alone, we have built no less than three hundred thousand houses, benefitting about 1.4 million households.” The long-awaited Bendor Extension 100 project having finally commenced also received atten-tion in his speech with the Premier saying the project was poised to benefit 756 households and business people.

Water provisionOn water being an integral part of the strategy to ensure economic development and poverty eradication, he said although the provincial government had provided no less than 86% of their people with access to basic water, a lot more still needed to be done. “To this end, I have appointed a Provincial Multi-Stakeholder Task Team to help develop a medium-term Water Resources and Services Strategy.” The strategy is perceived to help with the planning, management and allocation of water to sup-port both economic social and environmental needs of the province.

Fight against crimeMathabatha quoted from the recent South Afri-can Institute for Race Relations study focusing on murder, robbery and assault when saying Limpopo remained the safest province to live in. He continued saying the war against crime could only be won through effective partner-ships between the Police, the community and government. The same partnership was required in dealing with corruption in both the private and public sector, the Premier empha-sised.

Section 100 administratorsThe intervention of the administrators were also discussed, with Mathabatha saying “We are now in section 100 (1) (a) of the Constitution until the end of next month. During this period, we are only required to report to national government on out-standing areas to be monitored on, whilst the affected MECs and HODs regain their original legislative powers,” said Mathabatha.

The gala dinner was described as primarily being a network platform between govern-ment, business and communities and was also geared towards raising much-needed funds for the Premier’s Bursary Trust Fund, according to Nthikeng Mohlele who is responsible for Leda Marketing and Communications.

An innovative feature to this year’s event was a campaign encouraging guests to arrive with at least one pair of school shoes for underprivileged learners in Limpopo, culminat-ing in the collection of 230 pairs. Leda also secured sponsorship for two new photocopy-ing machines to the value of R50 000 to be handed over to two identified schools to assist in teaching and administration, he said in a media statement. Commenting on Leda’s socio development interventions, Managing Director Lesley Masia was quoted saying Leda was intrinsically linked to other socio economic development institutions in the province and was working in partnership with them to lend a helping hand to the most vulnerable and marginalized in society. “Therefore, on behalf of our partners and employees, I thank all the sponsors, contributors to the Premiers Bursary Fund and to the Leda “School Shoe Campaign” for humbling us with their generosity. Leda will continue contributing to the dignity and well-being of our communities – in partnership with like-minded people and institutions.”

The top performing organisation in Limpopo also topped the leader board in the entire country as Tshilidzini Special School from Tho-hoyandou raised a whopping R1,8 million for the project, almost doubling what the school raised the year before.

The other top performers were Fulufhelo Special School, raising R1,542 million, Helene Franz School, raising R481 577 and Grace and Love Special School, raising R333 450.

Other organisations that raised over R100 000 include Tshilwavhusiku Razwimisani with R283 725, Polokwane Nasorgsentrum with R270 076, Bosele School for the Blind and Deaf with R186 382, Association for Persons with Disabilities with R177 476, Letaba Special School with R158 572 and Ratanang Special School with R145 520.

The biggest winners were persons with disabilities, as the money raised goes towards sustaining the many organisations that render services to such persons.

Casual Day is the flagship project of the National Council for Persons with Physical Disabilities in South Africa (NCPPDSA). Since 1995 Casual Day has made it possible for the NCPPDSA to fulfil its mandate of creating a barrier-free, fully accessible and inclusive soci-ety for all, raising R222 million in the 19 years of its existence.

‘With all the bad news we receive every day, there are some good news stories, Casual Day is a good news story and is for the dis-ability sector to speak with one voice about ushering in a society that values human rights, inclusion, diversity and universal access to education for all its citizens,” newly appointed Casual Day Chairman from Limpopo, Lusani Netshitomboni said.

Netshitomboni also stated that the manner in which persons with disabilities are included in society in the province was an example to the rest of the country.

Well known actress Florence Masebe, who was born and raised in Thoyohandou, was the programme director and she expressed her delight to see the faces of all the dedicated Casual Day fundraisers in one room. The Casual Day organisers thanked them for their service to persons with disabilities.

cast journalist, also a native of Limpopo, talked about her life as a blind radio and television journalist, demonstrating that persons with dis-abilities can make it in the mainstream world if they took risks and seized the day.

Casual Day’s anchor sponsor, the Edcon Group, which includes stores such as Edgars and Jet, was represented by Mercia Maseru-mule, group director of CSI and transforma-tion, who announced that their employees raised R2.3 million in 2014 in the various Edcon stores. Maserumule said that Edcon, through the donation of surplus merchandise, now also supports the income generating projects of the regional Association for Persons with Disabilities branches. Through this sup-port, individuals are empowered to become economically active’.

The new theme for Casual Day 2015 was also announced at the event, Spring into Ac-tion.

Delegates were told to take their inspira-tion from the birds and the bees, the skies of blue, the colours of the rainbow, the blossoms on the trees and the minty hue of new leaves. The colour of the year is refreshing, zingy mint and Casual Day will be on Friday 4 September.

Casual Day’s national beneficiaries include the National Council for Persons with Physical Disabilities, SA National Council for the Blind, SA Federation for Mental Health, the Deaf Federation of SA, QASA, Autism South Africa, Down Syndrome South Africa, The National Association for Persons with Cerebral Palsy, the South African National Deaf Association, the National Institute for the Deaf, Alzheimer’s South Africa and the South African Disabil-ity Alliance. The festival which was attended by jazz enthusiasts from all parts of the country featured international acts such as Oliver Mtukuzi from Zimbabwe, Kanda Bongoman from Democratic Republic of Congo, Xinod-ingwana from Mozambique and Budaza from Lesotho. With personal income tax and fuel costs up as well as a sizeable hike in trans-fer duty above R2,25 million, Seeff

Chairman Samuel Seeff has hailed Finance Minister Nhlanhla Nene’s maiden budget as bitter-sweet for the housing market.

“While the tax increases were not unex-pected and we welcome the transfer duty relief brought about by the raising of the threshold for the exemption of transfer duty to R750 000, the raising of transfer duty at the top end is of great concern,” Seeff was quoted saying in a media release.

Although the higher threshold will certainly help make home ownership more affordable for the middle class, they will of course have to find some extra budget to compensate for the per-sonal income tax increase. Sadly too, the higher income tax is likely to lead to further cost hikes.

“At the top end, the increase in transfer duty is significant. Consider for example that on properties priced between R5 million and R10 million, the increase amounts to an effec-tive 22 to 30%. On a R5 million property sale, the increase will amount to about R70 500 (from R317 500 to R387 500) and on a R10 million property sale, to about R220 500 (from R717 000 to R937 500),” Seeff said.

drop in the oil price is also likely to be short lived, already there is talk of a petrol price hike looming in the coming week. Additionally, the energy crisis will no doubt bring about extraor-dinary increases in electricity costs.

“Certainly, the higher transfer duty at the upper end of the market is regrettable given that we are in the midst of a two-year growth spurt despite the subdued economic condi-tions. For the first time in years people are

buying houses again with a whole economic value-chain of services benefiting from estate agency commission to legal fees, home inspec-tions, utility deposits and connections and tax clearance costs for government.”

While there are pockets of excellence nation-ally, the market has only regained about 25% of its pre-2007/8 strength and certainly does not need anything to upset the balance right now. The top end personal tax hikes and higher trans-

fer duty above the R2,25 million price band is likely to make buyers think twice about whether they want to make a move now, particularly in top end areas such as Cape Town.

“Upper income buyers, rather than move, are likely to stay put and renovate and rebuild. And, you have to sell a great deal more lower priced properties to generate the R387 500 in transfer duty that a single R5 million sale would,” Seeff said.

A Polokwane beauty, 13-year-old Rethabile Molepo is about to repre-sent South Africa at the prestigious Little Miss and Mister Galaxy 2015 competition to be held in Sofia, Bulgaria this month. She is one of five young South Africans chosen to contest at this international children’s pageant for beauty and talent.

Rethabile, Grade 8 student at Polokwane Preparatory School and College (PEPPS) said she was surprised and delighted to have been chosen during a qualifying pageant held in August in Tzaneen. “I am very excited and nervous at the same time to attend my first international pageant,” Rethabile said. She explained that one of her cousins, a model, is her role model and inspired her to participate in the event.

In her free time she plays netball and practice acrobatics, but modelling was always her first love. Rethabile’s mother, Maphishane Molepo is very proud of her daugh-ter’s achievement and is going with her to lend the necessary support.

“This is an opportunity of a lifetime for her and the kind which she may never get again. She is still very young but I believed she can do it,” Molepo said.

Rethabile dreams of entering the Miss South Africa pageant one day; start her own model school and study Psychology.

Van Dalen sê dit is belang­rik om die regte woordkeuse voor kankerpasiënte en selfs hul families te gebruik. “Woorde kan maklik misver-staan of verkeerd geïnter-preteer word wat onnodige spanning veroorsaak. Pasiënte en familielede is bang vir die toekoms of die dood en by kinders is dit van kardinale belang om hulle daarop voor te berei,” sê Van Dalen.

Katryn Barwise, Miss Humanity International 2014 has been nominated for a TPN (The Pageant Network) Award and will soon be off to Nice on the French Riviera for the exciting event which is regarded as the Oscar ceremo-ny of the pageant world.

Barwise will depart for Zurich in Switzerland on 15 April to join Stephanie Chase, Owner of the Miss Humanity International pageant, before they travel to Nice. The Miss Humanity International pageant is also in the running for an award in the category for Best International Pageant.

Barwise, also a former Miss Limpopo, is known for her extensive work towards the alle-viation of poverty, initiating of sustainable food production projects and helping children with disabilities. She was crowned Miss Human-ity 2014 in August. Her biggest project thus far has been initiating the building of housing facilities for 55 autistic children at Pontsho Dis-ability Centre in Lebowakgomo.

Barwise in a press release said: “It still feels unreal to be flying all over the world these days, and to get an email saying you’ve been nominated for an international award, you are flying to Europe, just seems like I am living a fairytale.” She attributed her success to hard and dedicated work, generous support from people and the miracles that God has worked in her life.

Although most sell-ers are thoroughly aware that they need to spruce up their properties before selling it in order to get the best possible price, many are not familiar with the fact that they also have to provide certain com-pliance certificates before the property can be transferred.

Manie Oosthuizen, Seeff’s Managing Director in Polokwane was quoted saying that compliance certificates that are compul-sory for sellers to obtain include electrical, electrical fencing and gas certificates.

He also said that although an entomologist certificate to certify that the property is free from wood-destroying insects is not compul-sory, many purchasers today insist on it and that it would thus be advisable to obtain such a certificate.

Oosthuizen said an electrical compliance certificate needs to be issued by a registered electrician certifying that the property adheres to prescribed electrical installations and is safe to live in. Health MEC Ishmael Kgetjepe has called upon parents to give consent for their daughters to be vaccinated for the Human Papilloma Virus (HPV) at schools to ensure that they are pro-tected from being prone to cervical cancer in the later stages of their lives.

This year’s HPV vaccination programme commenced at all schools in the province last Friday and targets all girls 9 years and older and in Grade 4 as well as those born in 2005 and attending special schools.

Departmental Spokesperson Macks Lesufi said the campaign wants to reach out to more schools in the province and improve on the number of girls vaccinated last year. “At the launch of this campaign in March 2014 a total of 2 406 schools were targeted and 2 029 (84,33%) were reached. In September 2014, out of a target of 2 406 schools, 2 202 schools (91,52%) were reached.

“This was significant progress in terms of the number of schools reached. This year, the numbers are expected to increase even more. We started visiting schools from Friday and we will end on 23 March.”

Lesufi stressed that the vaccination is free of charge and no payment need to be made by parents. According Lesufi this kind of vaccination costs in the vicinity of R1 300 when bought privately.

Local couple Engelbert and Ursula Zinth recently celebrated an achieve­ment few will have the privilege to equal or exceed, their 60th wedding anniversary.

The Zinths, both originally from Germany, agree that they have lived a life enriched by treasured memories of family, friends and the city.

Engelbert first arrived in Polokwane in 1953 to take up a job at Vögl’s Engineering.

Ursula joined him two years later in 1955 when she arrived in Durban on the Edinburgh Castle and the two were married a week later at the Durban Roman Catholic Cathedral.

Ursula used to be a seamstress and sewed and altered dresses for mayors’ wives during the 1950s. After

an extended trip to Germany in 1960, the Zinths returned to Polo kwane where Engelbert then started his own business, Terald Engineering, a company he ran until his retirement in 1980.

At age 84 Ursula still does her own housework and keeps her mind active by reading and completing crossword puzzles. Engelbert, now 86 and despite back problems, still drives and attends to errands, business and enjoys working in his garden.

The Zinths are independent seniors who still enjoy trips to their favourite place, the Kruger National Park where they love spending time with their only child, Tina, son­in­law Michael and grandchild Micaela.

All official vehicles of the Cap­ricorn Technical and Vocational Training College (TVET) are now equipped with vehicle track­ing systems provided by Altech Netstar.

Staff members of the Col­lege recently attended a briefing session at the main boardroom of the College where Sakkie Meyer, Corporate Sales and Fleet Management Executive of Altech Netstar, explained how the system works. “The Virgil Fleet Manage­ment and Smart System promotes good driving behaviour and efficient fleet usage and will have many benefits for the College,” Meyer said. According to Meyer,

there will be a cost reduction in the maintenance of vehicles as it will ensure more accountability and responsibility from drivers of official vehicles.

The system has the capacity to report instances of bad driving behaviour and contravention of traffic regulations to management and ensure that the necessary steps be taken against miscon­duct. “The system also has a built­in buzzer that alerts drivers when they are driving recklessly and reports instances of harsh idling, braking or cornering and unauthorised deviations en route,” Meyer said.

The system is now 20 years old and boasts a panic button that can be activated in any crisis situ­ation like a hijacking.

Baroka Football Club has signed a two-year contract with Castle Academy graduate, Thabang Mothogwane from Mamelodi

Gardens in Tshwane after identifying him in the nationwide Castle Lager Football scouting programme in 2014.

The talented defender was one of 45 players selected to join the Castle Academy camp trials that were held in Johannesburg in January.

Baroka Head Coach, Sello Chokoe described Mothogwane as a player who has the potential of becoming one of the best footballers in the country. “He is still young and it is our club policy to bring young players into the team. We are excited to have a player of his calibre on board,” Chokoe said.

Mothogwane expressed his gratitude towards the academy for giving aspirant soc-cer players an opportunity to showcase their talent. “If it was not for the Castle Academy I don’t think I would be where I am today. It is an honour for me because I have always dreamt of playing professional football, and being sighed by a National First Division side is a step closer to the highest level in the coun-try. All I have to do now is keeping working hard, stay humble and the rest will happen in time” Mothogwane said.

Baroka is currently in 11th position of the National First Division with 22 points after 18 matches. “We have never been in this kind of situation before; this is tough season for us. We thought we would do better after finishing well last season but it was not to be,” Chokoe commented.

He has attributed their rough spell in league to the loss of key players from the team. “We lost key players to other teams. Although we

tried to keep them their hearts were no longer with the club and we had to let them go. We are in a rebuilding phase now and we have signed 12 new players. It is complete new and it takes time for these players to gel and understand each other,” Chokoe stressed.

Limpopo Athletics (Lima) will host its com-bined Sub-youth, Junior and Senior Champion-ships at Oscar Mpetha Stadium at the Univer-sity of Limpopo on 21 March.

According to Lima Secretary Leon Bannau the event will see athletes from different affili-ated clubs in the province battling for a spot in the provincial team that will represent the province during the national championships scheduled to take in Bloemfontein and Stel-lenbosch in April.

“The junior team will participate on 9 April in Bloemfontein while the senior team will do battle in Stellenbosch on 17 April,” Bannau said.

He also mentioned that for the provincial event , only athletes from 2015 affiliated clubs of associate members will be allowed to enter and participate with either permanent or temporary licences. “Temporary licences will be available at the cost of R25 per athlete at the

venue. The following age groups will be ac-commodated, Sub Youth (u.15), Youth (u.17), Junior (u.19) and Senior (20 years and older). Participants must ensure that certified copies of their identity documentation are handed in on the day of competition. Refer to Athletics South Africa (Asa) Rule 5.7. A representa-tive from the affiliated clubs and associate members will be responsible to hand in such documentation. Entries close at 13:00 on 7 March. We are calling all the athletes to adhere to the date,” Bannau said.

He also emphasised pre-entry fees per athlete for the day would be R20 and for ath-letes who enter on the day of the competition would be R30. “Entry fees per club or associ-ate member to be deposited into Lima-Absa Bank account 1150 165 462 with the name of the club as reference. Such proof of deposit to be mailed to [email protected] or faxed to 086 512 6642 on or before the clos-ing date of the pre-entries. The entry fees for spectators are R20 and payable at the gate of entrance,” Bannau said.

Learners from Nirvana Pre-School recently opened there hearts for the needs of the South African National Blood Services (SANBS) by recruiting family members and friends to do-nate blood during a special donors’ clinic held at the school.

Twenty-one units were collected

on the day. Two learners, Fatima Khan and Muskaan Aleezay recruited eight blood donors among them.

The SANBS would like to thank the Principal, Munira Mohammed for taking care of the arrangements and hosting the drive.

Ongeveer 200 studente van die Universiteit van Limpopo het onlangs met groot belangstelling ‘n inligtingsessie oor borskanker wat oor vyf dae gestrek het, bygewoon.

Kansa wat die inligtingsessie geloods het, het klem gelê op vroeë simptome, die omvang en behandeling van die siekte, gesonde eetgewoontes en ‘n ge-sonde leefstyl. Studente kon ook borsondersoeke ondergaan.

Omtrent 15% van die persone wat ondersoeke ondergaan het is vir verdere ondersoeke verwys. Manlike studente is oor bors-kanker onder mans ingelig wat toenemend voorkom.

“Baie van die jong mans wat spesifiek klein borste het, besef nie hoe gevaarlik borskanker vir hulle kan wees nie. Mans moet ook vir borsondersoeke gaan. Byna alles wat ons eet het hormone in en daardie hormone hits kanker in ons liggaam aan. Die sessie was baie suksesvol en Kansa beplan om in die toekoms nog soortgelyke sessies te hou,” sê Bobby Were, Kansa Tough Living With Cancer (TLC)-fasi-liteerder.

“Ek is baie beïndruk met die wyse waarop die studente op die praatjie gereageer het en hoeveel vrae gevra is. Studente het ook hulle stories oor familielede met kanker met ons gedeel,” sê Mary Magora, organiseerder van die projek.

Twelve local fencers from Firebird Fencing Club forfeited their Valentine’s Day to participate in the KwaZulu-Natal Open

Fencing Championships in Durban. All 12 attained medals with some perform-

ing exceptionally well during the two day com-petition. Danica Opperman, participated in the cadet category (u.17) where she won gold in the foil event and silver in epée. She contested in the same class in the junior women (u.20)

category and won silver in the foil and bronze in the epée. Her team mate Moné McCabe had an equally successful championship. She won silver in foil category of the u.17 cadet women class and bronze in the epée. In the u.20 junior women class she won silver in the epée and bronze in foil.

Charl Venter won gold in the cadet men foil category. Coaches Wally Goosen and Steven McCabe recently completed their coaching training in at the Tychler Fencing School in Johannesburg and are looking forward to advance the skills of local fencers.

Veerpyltjiespelers van die Capricorndistrik het Saterdag aan die tweede rondte proewe met die oog op ‘n plek in die Limpopospan deelgeneem.

Die laaste rondte word op 28 Maart gespeel waarna die provinsiale spanne aangewys sal word.

Na afloop van Saterdag se proewe is daar ‘n ope kompetisie vir belangstellendes wat hul vernuf wou toets in die Mimosaklubsaal

gehou. Die president van die Limpopo Veerpyl-

tjie Assosiasie, Rolly Burger sê hulle hoop om veral jongmense se belangstelling met gereelde ope kompetisies te prikkel. “Ons wil meer mense betrek om by klubs aan te sluit en weer die sport sy regmatige plek in plaas-like sportkringe besorg. Ons wil veral poog om die idee dat veerpyltjies ‘n kroegspel is, te verander,” sê Burger.

Die volgende ope kompetisies word op 14 en 28 Maart gehou en belangstellendes kan Sanna Viljoen by 072 207 1139 skakel.

A number of old competitors made their comeback to the track during the second leg of the 2015 Club Championship

Fox because he could no longer sit on the side watching the youngsters rule the Stockrod class. Popular driver Joseph Bothma’s return was unfortunately short lived when his Nissan Sentra developed problems in the warmup laps.

The Rookie class saw newcomer, 12-year-old Nadia Grové in action for the first time. Roelien van Breda was also back after a year’s break and it appeared she has not lost any confidence giving her brother Roean a hard time on the track. Roean finished first, Roelien second and Nadia third. The Stockrods offered a good balance of young and old with Johnny Durant Jnr showing good improvement. Wil-lie Blignaut was back with a new look on his Golf while previous South African Champion Louis Snyman returned to the oval with a car finished only an hour before the race. Blignaut took first place with Durant and Attie van der Merwe in second and third.

The 1660 class was ruled by Sybrand Thysse with Dylan Bosch second followed by WF Weideman. The 2.0-litre modified class had some exciting racing with Jacques Daniel

in a Pinto giving all he had to stay with the field. But Johnny Durant Snr was the better driver and finished first followed by Daniel with Roelof van Breda in third.

Only three cars entered for the Hotrods class. Allas Pienaar and André Pienaar were really running well and in the final had the spectators on their feet with Allas on the out-side of André the entire race. André took first place with Allas second and race coordinator Stephan Weideman third.

Weideman reminded oval enthusiasts about the big Sprint Car Challenge on 14 March. This challenge will see racers from Gauteng and Mpumalanga setting the table for an exciting event. He thanked the spectators for their support at every event.

Limpopo se jong uitblinker in skermkuns sal weens administra-tiewe rompslomp nie sy span-maats wat gedurende April aan die Kadet en Junior Wêreld- skermkampioenskappe in Oez-bekistan deelneem kan vergesel nie.

Charl Venter, graad 11-leerder van Hoërskool Pietersburg (PHS), het onlangs aan die Suid-Afri-kaanse Skermkampioenskappe in Durban deelgeneem en in die o.17-floretafdeling vir nasionale kleure gekwalifiseer. Dit nadat hy vroeër in die toernooi ook in die o.20-ouderdomsgroep meegeding het, maar weens ‘n tegniese pro- bleem wat deur beurtkrag veroor-saak is, gediskwalifiseer is.

Charl is ‘n week ná die toernooi in Durban, met die blye nuus ver-ras dat hy by die Springbokspan in-gesluit is. Hy moes egter binne vier dae sy paspoort en visum indien. Sy ouers en die Firebirds Sker-mklub, waarvan hy sedert 2011 ‘n

lid is, het alles in die stryd gewerp om die nodige reisdokumente te bekom, maar kon weens die vereistes wat deur die owerheid gestel word, nie betyds daarin slaag om sy ver-trek te verseker nie.

Venter het nou sy oë op die Statebondspele wat in Junie in Kaapstad aangebied word, maar sal eers tydens die eersvol-gende nasionale kompeti-sie in Mei in Bloemfontein daarvoor moet kwalifiseer.

Tersia Goosen, sekretaresse van Firebirds Skermklub nooi belangstellendes uit om by die klub aan te sluit. Ledegeld beloop R200 per maand en sluit afrigting en toerusting in. Beginners oefen een keer per week tydens ‘n spanbyeenkoms by Hoër Tegniese Skool Tom Naudé en die klub se afrigter, Wallace Goosen, bied ook gratis individuele afrigting vir beginners aan.

Reeds 200 inskrywings is vir die eerste Mall of the North Marathon ontvang wat Sater-

dag, 28 Maart plaasvind en nog geleentheid vir laatslapers bied om vir die 2015 Comrades-ultramarathon te kwalifiseer. ‘n Vennootskap is tus-sen Pietersburg Road Runners en die gesogte winkelsentrum gesluit om die wedloop voortaan jaarliks aan te bied en te ontwikkel as een van Limpopo se topbyeenkomste.

Benewens die marathon van 42,2 km wat as kwalifiseerder vir atlete vir die Comrades dien, word ‘n halfmarathon (21,1 km), ‘n 10 km- padwedloop en ‘n 5 km-pretdraf ook aangebied. Die eerste 200 atlete wat vir die halfmarathon en marathon inskryf ontvang gesogte T-hemde met die hoofborge so logos.

Inskrywingsvorms is beskikbaar by Mall of the North se inskrywingskiosk by die Game-vleuel, Pietersburg Road Runners se klub, Mall of the North se facebook-bladsy, Sportsman’s Ware-house en www.raceresults.co.za.

Gesellige samesyn was Saterdag die hoofbe-standdeel van Kansa se rolbaldag in die stad.

Tien spanne van vier spelers elk het volgens David Booth, Relay for Life- koör-dineerder van Kansa Polokwane informeel meegeding waarna verrigtinge met ‘n braai by die klubhuis in Suid-straat afgesluit is. Thys de Kock, spanleier van BB for Polokwane sê hoewel nie een van sy spanlede rolbalspe-lers is nie het hulle ingeskryf om Kansa te ondersteun. “Dit was die ideale geleentheid om saam met jou gesin en kollegas te ontspan en gees te bou. Rolbal is ‘n veilige sportsoort wat deur oud en jonk geniet kan word,” sê hy.

The first of a series of four cluster races pre-ceding the third Annual Mayoral Road Race took place over the previous weekend. The cluster races aim to encourage participation in road running and healthy living in line with the municipality’s Smart Living pillar. The Mayoral Race, lined up for 6 May, aims at showcasing the municipality as the sport-ing hub of the Limpopo Province and is hosted in collaboration with local athletics clubs in the clusters.

Tidimalo Chuene, Communications and Marketing Manager of the municipality said the first cluster race took place last week at the Bana ba Thari School in the Sebayeng/Dikgale Cluster.

The Mankweng (Oscar Mpetha Stadium, Univer-sity of Limpopo) and Moletjie (Moshate) clusters will host road races on 7 and 14 March, respectively, all starting at 07:00. The races will offer a 5 km fun run for all age groups, 10 km for the following categories: Junior (15-19 yrs), Open (20-39 yrs), Veteran (40-49 yrs), Mas-ters (50-59 yrs) and Grand Masters (60 -70yrs).

Prizes include cash, medals (gold, silver and bronze) per category for male and female whilst the first 400 entrants per cluster will also receive a T-shirt. All cash prize winners will be expected to produce a bar coded South African ID card to claim their win.

Registration for the cluster races is free and entry forms will be available at all venues on the day of the event from 06:00. All Polokwane Municipality residents are eligible to partici-pate.

Vir die tienjarige Dylan Melville van Curro Heuwelkruin is elke setperk op die gholfbaan ‘n saak van groot

erns om die beste hou te speel met die oog op sy droom om ‘n professionele gholfspeler te word.

Dylan neem dié sport al ernstig op lank voordat hy onlangs in Bronkhorst-spruit tydens die tweede kwalifiserende ronde vir die Verenigde State se Wêreld-kampioenskappe gekwalifiseer het.

Hy is deel van SA Kids Golf, ‘n nie-winsgewende organisasie wat verskeie gholftoernooie vir kinders tussen vyf en 14 jaar fasiliteer.

Volgens sy pa, Gavin is daar ongeveer vyf toernooie vir kinders wat in Amerika

aangebied word. “Hy het gekwalifiseer nadat hy in beide rondes 77 houe ge-slaan het, sewe minder as die kwalifise-rende 84. Die spesifieke toernooi waarna hy genooi word, sal eers later bekendge-maak word,” sê Melville.

Die prestasie om Suid-Afrika in Ameri-ka te verteenwoordig is ‘n toevoeging tot sy gholfprestasies van die afgelope naweek toe hy vir die Gauteng o.11-span gekies is om op 21 en 22 Maart aan die South African Kids u.11 Team Annual Challenge by die Serengeti Golfklub in Johannesburg deel te neem.

Gavin sê Dylan het reeds op drie-jarige ouderdom tennis begin speel waarna beide op gholf besluit het en Dylan die afgelope twee jaar ernstig op gholf fokus.

“My pa het sy ou gholfstokke vir my gegee, maar dit was te lank en hy moes ‘n stuk afsny sodat ek daarmee kon speel. Ek het vir die toernooi in Amerika met ou stokke gekwalifiseer en het die naweek ‘n nuwe stel gekry wat nommer-pas is,” sê Dylan trots.

Hy is baie opgewonde oor die toernooi in Amerika en is nie seker wat om te verwag nie. “Ek oefen twee tot drie maal per week en fokus veral op

setperkhoue. Dit is immers die belang-rikste deel om die perfekte setperkhou te speel,” meen hy. Sy advies aan ander jong spelers is dat ‘n speler ‘n styl moet aanleer wat vir hom werk en daarby moet hou.

Volgens hom is goeie sportmanskap ‘n belangrike eienskap van ‘n goeie gholfspeler. “As jy ‘n swak hou speel, moet jy nie kwaad word nie. Wees rustig en maak seker jou volgende hou is perfek.” Selfvertroue, harde werk en ‘n goeie afrigter is belangrike kompo-nente wat ‘n goeie gholfspeler se sukses verseker, reken Dylan. Dit is egter ook duidelik dat hy oor baie talent en ‘n ysere wil beskik.

Sy afrigter, Jean Sadie sê Dylan se wilskrag en deursettingsvermoë is merkwaardig. “Hy het ‘n duidelike passie vir gholf en oefen hard om sy doel te be-reik. Na ‘n les gaan hy nie huis toe nie, maar bly agter en oefen op sy eie verder deur ‘n paar balle op die setperk te speel of dryfhoue te oefen,” sê Sadie.

“Dylan het ook die vermoë om sy konsentrasie te behou wanneer hy speel. Niks sit hom af as hy konsentreer nie, daarom sal niks hom verhinder om sy doel te bereik nie.”
