TURKEY: Policy Framework andInstitutional Arrangements for Productivity
Ministry of Science, Industry and TechnologyDirectorate General for Productivity
National Productivity Centre of Turkey (NPC) est. in 1965, was
restructured on August 2011 and merged with the Ministry of
Science, Industry and Technology with the name DG for
Productivity (DGP).
FUNCTIONS OF DGP
With the purpose of improving competitiveness and providingsustainable development of economy, based on productivity
DGP aims at;
Developing policies and strategies on productivity and cleaner production;
Conducting studies in order to improve productivity and competitiveness;
Monitoring and evaluating the changes in productivity on sectoral and regional basis;
Promoting productivity awareness in all sectors and supporting the studies.

DGP is one of the seven DGs in the Ministry of Science,Industry and Technology:
develop productivity policies and strategies and to do research andprepare publications with the aim of associating all macro variables inconformity with the productivity approaches;
act as a coordinator in preparing action plans about productivity;
monitor implementation, assess and evaluate the results;
perform studies for taking measures and for furnishing legalarrangements in line with the assessments and evaluations
DUTIES OF DGP
1. To do research, formulate policies and strategies forproductivity, monitor the implementation and to evaluatethe results;
promote consultancy and training services which contribute to thedevelopment of productivity and environmental performance;
raise awareness for developing and promoting efficient as well ashuman and nature friendly products and services throughout thecountry.
2.To provide technical assistance for enterprises to improveproductivity, perform training and consultancy activitiesand promote productivity awareness;
3. To perform studies for measurement, assessmentand monitoring
compose indicators for productivity and cleaner production within the scope of all sectors;
perform measurement studies;
Announce and publish the results periodically;
compare the results on national and international level.
ensure the development of a productivity movement comprising allsectors;
form coordination and support mechanisms for the productivityimprovement programs and projects at country, region and sectorlevels;
contribute to the operation of such mechanisms in cooperation withrelevant institutions and organizations both within the country andalso from abroad;
4. To develop and implement productivity and cleanerproduction programs and projects at country, region,sector and enterprise levels, to promote and supportthe activities in this field

5. Enhance the benefits from spatial organization of industry; createregional and sectoral cooperation and alliances
