BALANGA CITY - The first dayof the filing of Certificates of Can-didacy on Monday seemed notto be the priority of most local,provincial and congressionalhopefuls in Bataan.

No one eyeing the congres-sional post in the first and sec-ond districts of the province filed.And so with candidates for gov-ernor, vice-governor and 12 pro-vincial board members in twodistricts. They are supposed tofile their COC with the ProvincialElection Supervisor’s Office inBalanga City.

Unconfirmed but reliable re-ports showed that most of themajor candidates were havinglast ditch efforts this Monday toforge unification.

“No one has filed yet but weare expecting the bulk of candi-dates to come on Wednesdayto Friday,” said lawyer Emman-uel Ignacio, Director III of theCommission on Elections inBataan.

he has conferred with 12 elec-tion registrars of the province lastWednesday on the adoption ofnew forms and submission ofreports.

In Pilar town, the smallComelec office was empty.“Reding-redi na kami sa Pilar natumanggap ng mga kandidatopero sa ngayon wala pang du-marating,” said municipal elec-tion registrar Edna Orejola.

A check on the rest of the 11towns and one city showed therewere no candidates yet, exceptin Samal town.

Maribeth Salvador, Samalmunicipal election registrar, saidre-electionist Samal MayorGene dela Fuente, her vice-may-oral bet councilor Aida Macali-nao and eight candidates fortown councilor or sangguniangbayan, all under the Liberal Par-ty, were the only early birds inthe town.

Police reported that the firstday in the filing of COC was gen-erally peaceful and orderly.

MALOLOS CITY—Civic organi-zations in Bulacan are racingagainst time to revive the oldBulacan United Opposition(BUO) and come up with alter-native candidates for the 2013polls.

This is due to a dearth ofcandidates in the province as theruling Liberal Party (LP) forgeda coalition with other major par-ties.

The situation was describedby political leaders as “death ofdemocracy” and claimed that itwas through maneuverings ofMalacañang.

As this developed, the Com-mission on Elections (Comelec)in the province said the first twodays of filing of Certificates of

NGOs to field alternative candidates in BulacanCandidacy (CoC) was “slow”with only one independent can-didate challenging incumbentGov. Wilhelmino Alvarado’s re-election bid.

Jose Ray Munsayac of theBagong Alyansang Makabayan(Bayan) said he was informed byleaders of civic organization inthe province that a meeting wasset Tuesday evening to deter-mine possibilities of fielding aslate of local candidates for the2013 mid-term elections.

“We don’t want a repeat ofthe 2001 elections,” Munsayacsaid and recalled that membersof the opposition from Bocauetown disagreed with the coalitionbetween Lakas-NUCD-Kampiand the Laban ng Demokra-tikong Pilipino (LDP).

He said that in 2001, the

Bulacan United Opposition(BUO) was formed to supportthen gubernatorial bid of Luz Vi-ado against former Gov. JosieDela Cruz.

According to Munsayac, cur-rent coalition between LP andthe National Unity Party in Bu-lacan has disenfranchised manyas incumbent officials will gounchallenged due to the “equityof the incumbent.”

Political old hands here saidthe coalition between major par-ties could mean the death ofdemocracy in the province, as itis against the principle of multi-party system which providesmore choices to voters.

Others claimed that the co-alition at the local levels wasengineered by Malacanang inorder to secure victory of the

senatorial slate under the LPcoalition.

They also noted that Mala-canang’s political maneuveringis not only happening in Bula-can but in at least 60 other prov-inces.

As this developed, lawyerElmo Duque, the provincial elec-tion supervisor in Bulacan saidonly one candidate has so farfiled for the gubernatorial race inBulacan.

Duque identified the candi-date as Jaime Almera of Malo-los City who filed his CoC onMonday afternoon as an inde-pendent candidate.

ISANG malaking suliraning ating nararanasan ay ang jueteng. Hindiman ramdam ito nang agaran sa hapag kainan at sa sikmura ngmamamayan pero may malaki itong epektong pangmatagalan. Angperang nakukurakot ng jueteng lords pati na rin ng kanilang mga“protectors” ay maaari sanang nailalagay sa kaban ng bayan, nasiyang dapat na nagagamit upang ang tao’y mapakain, mapag-aral, at sa dulo ng lahat ng ito, mabigyan ng magandang buhay atkinabukasan.

Marami ng solusyong naihapag, ngunit nariyan pa rin angproblema. Marami nang nagsabing lalaban sila, ngunit wala paring tuwirang tagumpay. Pasensya na subali’t gasgas na gasgasna ang kasabihang ang sulusyon ay “political will” lamang pero sakongkreto ano nga ba ang maaaring gawin?

In Mabalacat, whichwas declared a compo-nent city only recently,Mayor Marino Moralesfiled his COC for reelectionthe other day with coun-cilor Liza Pineda as run-

ning mate, but his daugh-ter Majorie Morales-Sam-bo also filed her candida-cy for vice mayor as in-dependent candidate.

Two other Pinedas areseeking reelection nextyear, including Dennis’sister Mylene Pineda-Cayabyab seeking mayor-al reelection in Lubao, and his wife Yolanda Pineda is running anew for anoth-er term as mayor of Sta.Rita.

Current Vice Gov. Jo-seller Guiao, who is on histhird and last term, hasfiled his candidacy for Con-gress in Pampanga’s firstdistrict. The Pineda’s sup-port for Guiao reportedlyled incumbent Rep. Car-melo Lazatin not to seeka third term but to run formayor of Angeles Cityagainst Mayor EdgardoPamintuan.

“There is this impres-sion in Pampanga that nocandidate can win withoutthe support of the Pine-das,” Panlilio lamented.

ANGELES CITY, Pampanga – A wide array of whatAngeles City’s culture, tradition and religion are will befeatured during this year’s Fiestang Kuliat.

According to Christine Nunag, head of the AngelesCity Tourism Office, this year’s fiesta month of Octoberlaunches with the theme, Sulagpo Angeles! , signifyinga city that has taken off and continues its flight towardsa bright future.

“As Angeles City maintains its steady ascent toprogress, we Angelenos come together to remember,preserve and promote time-honored traditions,” Nunagsaid. She added that Fiestang Kuliat 2012 goes backto the true roots of “fiesta”.

Mayor Edgardo Pamintuan said the theme of the cel-ebration is an exhortation for the city to take off and soar.

“The theme also reflects on the success of our ef-forts for our city to finally become one, if not the bestdeveloped and best governed city in Central Luzon, andperhaps in the entire country,” Pamintuan said.

With Fiestang Kuliat’s 14 events in October, visi-tors and Angelenos may take part in a diverse lineup ofactivities.

The kick-off activity on October 1 gave the public asneak preview of the month-long calendar at SM CityClark, together with the press presentation of the can-didates of Mutya ning Angeles 2012 co-organized withthe ASEED Events.

Yesterday, Angelenos witness the Feast of the HolyGuardian Angels through a solemn procession of his-toric Archangel images together with 200 to 300 chil-dren from various day care centers dressed in charm-ing angels costume.

This year’s festivities would pay respect to the 182ndFeast of Our Lady of the Holy Rosary de La Naval andthe 115th Fiestang Apu with masses at the Holy Rosa-ry Parish and processions in the Sto. Rosario HeritageDistrict.

The famous Apung Mamacalulu Shrine in Bgy. Lour-des Sur will also be home to a number of religious ob-servations and activities.

The Mutya candidates will be back to SM City Clarkon October 6 for the pageant’s Talent Competition.

On October 7, Pamangan Fiestang Kapampangantreats foodies from all over with a Kapampangan fiestaextravaganza at the Culinary Musem in Museo ningAngeles run by Kuliat Foundation, Inc.

On October 14 fiesta day, Calesin, an exciting after-noon of racing two-wheeled horse carriages, is expectedto draw in horse enthusiasts, breeders and animal lovers.Led by the Tilbury Racing Association, this traditional fi-esta attraction brings together about thirty handsome thor-oughbreds and local breeds from all over Luzon.

On the morning of October 26, over two hundreddancers dressed in phoenix bird themed-costumes willwelcome the sunrise with a Bagius Parade & StreetDance Performances that will begin at the Sto. RosarioHeritage District. Composed of selected participantsfrom different schools in Angeles City, the groups ledby the Sinukwan Performing Arts, will dance their wayinto Plaza Miranda in San Nicolas market.

The merry making will continue along the stretch ofMac Arthur Highway in barangay Balibago for two nights(October 26 and 27) with the Tigtigan Terakan KengDalan Festival main event organized in partnership withJaycees International-Angeles City chapter and the Bal-ibago Business Establishments Association (BBEA).
