1. Introduction
1.0Abstract
Renewableenergyresourcescouldplayavitalroleinthesustainableeconomic,social,andenvironmentaldevelopmentofAfghanistan.Heavyrelianceofruralhouseholdsonfirewood,risingcostsoffossilfuels,outdoorandindoorairpollution,andclimatechangearesomeofthechallengesthatcanbeaddressedbydiversifyingourpowerproductionfuelinputsandadoptingrenewableenergytechnologies.Inordertodeployandscaleuprenewableenergytechnologiesandimproveaccesstosustainableenergy,clearpoliciesandtargetsanddedicatedinstitutionsarecrucial.Fortunately,Afghangovernmentwiththesupportof internationalcommunity issettingambitioustargets for therenewableenergysectorandisencouragingnationalandinternationalinvestorstotakepartinthegeneration, transmission, and distribution of renewable energy especially electricitythroughPowerPurchaseAgreementsorverycheaplandleases.
Theoverallscopeoftheentireprojectonabroaderperspectivecanbedefinedasbelow–

3.1 DataGathering,CompilationandAnalysis
WithreferencetoMonitoringoftheSolarPowerPlants,keepingupthehealthoftheSolarPVSystemisofparamountimportance,andcontinuousmonitoringisrequired.AsmostoftheSolarPVPlantsareinstalledinremotelocations,theOperations&Maintenance(O&M)providerwillneedtouseallwaysandmeanstogetfirminformationabouttheplantperformancedaily.
TheO&Mproviderusuallywillhavealimitedknowledgeofthelocalweatherconditionsandtheeffectoftheterrainonplantperformance.WhentheGenerationgoesdown/dips,theirengineer’s/monitoringpersonnelcannotstepoutsidethecontrolroomalwaystoknowwhichpartoftheplantisunderperformingorifthereareweatherrelatedchangeswithintheplantinalargeacreageset‐up.
Therefore, to bridge the information gap and to get seamless updates about plantperformance,Monitoringsystemsareveryessential.Monitoringispossibleevenfromacentral office of the client or the O&M provider’s Headquarters (HQ) in a differentlocation,withproperauthenticationmeasures.Thelattercomplementstheeffortsofthemonitoring personnel at site and is more tweaked towards analysis of the data, asreceived.PredictiveanalyticsisthewayforwardfororganizationswhichhaveamaturedO&Mplantmonitoringsetup.
Irrespectiveof sizeof theplants, comprehensivemonitoring is important for trackingyieldsattheplantsminutebyminute.Therefore,toaidthisgoalthemonitoringsystemsshouldrununinterruptedatall the times.Monitoring thegeneration/yieldsregularlyprovidesvitalpieceofinformationinadvancewhenthesystemperformanceisloworislikely to fail. Based on the measures, preventive maintenance can be carried out toenhance theperformance and thehealth of the systemor themaintenance schedulesjudiciouslyplanned.
