PMTA Establishment• 1974 The South Pacific Ports Association (SPPA) was set up• 1999, SPPA’s name changed to Association of Pacific Ports (APP)• 2006 SPC as secretariat • 2007 it was again changed to Pacific Countries Ports Association

(PCPA). • May 2009, Second Regional Meeting of Minister for Transport

for Maritime Transport, Maritime Ministerial Communique – to merge the four Regional Maritime Association

• 2010 Pacific Maritime Transport Alliance (PMTA) to reflect the broadened scope and membership of this august body which is the premier entity for the maritime sector in the Pacific Islands region.

• October 2012 , Constitution and Bylaws , endorsed by plenary at the 37th Conference held in Nuku’alofa, Tonga

Purposes• The promotion of regional cooperation, friendship, exchange

of knowledge and the dissemination of information useful to maritime transport regulators, trainers and operators.

• To bring together the key maritime organisations, administrators, businesses, and other stakeholders to develop and provide a focused vision to plan for and manage the key issues and opportunities facing the sector within the Pacific region.

• To represent the unified voice of the maritime transport sector within the Pacific region and to provide authoritative advice to governments, relevant administrators, agencies and industry decision makers, about regional maritime transport issues.

• Associate Members: Organisations, entity or individual engaged or involved in maritime transport supply chain activities in PICTs.

PMTA Conferences /Meetings• Alliance Conference meets no less than once every

30 months– Quorum 5 regular members plus 3 GC voting

members• Committee meets no less than once every 18 months– Quorum is 5 members

• Governing Council meet regularly– Quorum is 3 members with voting rights

handling >=100,000 TEUs or FJ$650.00 if handling <100,000 TEUs per annum

• Associate members = Individuals – FJ$250.00• Associate members = Organisations – FJ$650.00• Regular members = Administration & Training Committee –

FJ$200.00• Regular members = Legal Committee – FJ$500.00 per law

company or FJ$25.00 per individual lawyer

SPC EDD - Role as Secretariat

• The provision of secretarial and treasury services;• Provision of an annual report;• Provision of a financial report; • Assistance with organizing the annual conferences as agreed;• Organizing training programmes for members;• Establishing a database for members;• Keeping members informed of any important international

events and matters which could affect or enhance their day-to-day port operations.

PMTA Roles

Whenever the venue for the conference is to be hosted by a Pacific Island country or territory outside of Fiji, the host country or territory will provide:• logistical support and funding for the venue, • meeting arrangements and meals, • secretariat equipment and material,• travel for two SPC staff from Fiji to the host country.
