PMPA BP – A potted history
•2005 CAMH identifies objective•2007 endorsed by HoS•2007-2011 Technical Comity makes limited progress•2011 CAMH4 requests a “Business Plan” from the AUC to accelerate the implementation of the PMPA•2011 – July , UNIDO and AUC enter into partnership to accelerate implementation and initially produce business Plan•2012 – May, Technical Community Approves Business Plan•2012 – May, Special session of CAMH5 approves it•2012 – July, Heads of State endorse the Business Plan
Fundamental Principles of the PMPA BP It is owned by the AUC on behalf of its member states The primary objective is to contribute to improved access to quality assured, safe
efficacious affordable essential medicines across indications Sets out an ambition that all manufacturing on the continent should ultimately
adhere to international standards DOES NOT request a compromise on PQ Recognises the need for a systems based approach to create a conducive
environment. Need to address many issues in coordinated fashion including – regulation, know
how, human resources, access to finance, time limited incentives…. Many skill sets required, a consortium of partners is recommended that cover,
industrial development, regulation, regulatory capacity building, policy coherence, finance etc.
Consortium will provide TA and capacity building – investment will need to be made by governments and their development partners to establish conducive environment and private sector capital needs to be mobilised
Status Update
Political launch in January postponed – now will take place at Abuja plus 12 A meeting of potential partners took place in Vienna end 2012 – AUC,
UNIDO, WHO, UNAIDS, USP, UNDP, FAPMA, ANDI, AfDB In March a smaller group that constitutes the nucleus (UNIDO, AfDB, WHO,
UNAIDS (absent)) and ANDI met in Tunis to discuss launch and early implementation.
Agreed to start implementation in Ghana where various partners have done work (UNIDO, WHO, USP, AfDB, UNAIDS)
Strategy developed by UNIDO has been adjusted with partner input Now with Ghanaian stakeholders for review. Subject to invitation first joint mission scheduled for July
Next Steps/Priorities
Launch and early implementation in Ghana Ghana will provide opportunity for learning by doing Significant demand for development of the industry so need to rapidly scale
up activities – need to drive for inflection point in trajectory Further awareness raising at political level important Working out the detailed governance, coordination and implementation
structures and mechanisms prerequisite for large scale roll out as is Mobilising Resources – Rough budget estimate $54m over 5 years
