The HSE Management Plan describes how the Project plans

to manage Health, Safety, Security and Environment (HSE)

throughout the project. It is structured to align with the

SEREPT HSEQ Management System and describes how

the Project intends to comply with the requirements of each

of the 12 SEREPT HSEQ Policy Elements and Objectives.

The HSE Management Plan supports the Project Execution Plan and its key objectives are to: 

Assist the Project Management Team in achieving the SEREPT HSEQ policies, standards, goals and gain approvals in time to meet the key project milestones.

Explain how HSE risks are to be managed systematically to ensure that the risk to people, the public and the environment are within legal and corporate acceptance criteria and are reduced to a level that is As Low As Reasonably Practicable (ALARP).

Define areas of HSE responsibility for project personnelIt also provides a good source of information for other

stakeholders such as Partners, primary contractors, external auditors etc.

The Major Contractors are required to develop separate HSE Management Plans detailing how they intend to manage HSEQ during all the work activities they have direct control over, including the engineering, procurement, construction, installation, commissioning, operation and maintenance of the facilities. Their HSEMP will be based on their corporate HSEQ Management Systems and is required to align with the requirements of the SEREPT management systems and project specific requirements.

Most minor local Contractors involved in the project do not have such developed Management Systems and therefore would have to adhere to SEREPT HSEQ requirements.

All contractors will be assessed to ensure they meet required HSEQ standards using the methodology outlined in the HSEQ standards and have to pass the Prequalification Questionnaires

Based on an assessment of the contractor’s scope of work and the nature of the work activities to be carried out, contractors may be required to prepare specific HSE Management Plans and Emergency Response Plans. These will be reviewed by the PMT to assess their suitability and compatibility with SERPT standards and Plans. Audits and inspections will be undertaken as planned.

PMT engineers and Project HSE Engineer are responsible for ensuring that:

HSE assessments of contractors according to the respective SEREPT standards are conducted during tendering and contract development as required; All HSE aspects will be introduced by SMART elements and introduced as quantitative parameters on the evaluation report

all materials, plant and equipment used for the project or mobilized offshore are fully certified, tested and inspected; especially before sending offshore, conformity will be checked

all new plant, equipment, substances and machinery are subject to risk assessments and hazard identification before procurement

Material Safety Data Sheets (MSDSs) are provided with all hazardous materials, and arrangements are in place to provide suitable handling and storage facilities and equipment.

HSE performance is evaluated and a post-job HSE evaluation form is completed as appropriate.

Minimum required for HSEQ training is satisfied: H2S training, first aid, survival training , HSEQ orientation , PTW, JSA, 10 Must Do, medical check, emergency response plan

The overall project HSE goal is to complete all activities in a professional manner without disease, incident, injury, loss or damage to the environment. Sub-goals are defined as follows:

identify all major hazards and major accident events;

eliminate or minimise hazards;

prevent escalation of accident events;

minimise exposure of personnel to hazards;

minimise exposure of the receiving environment to hazards;

eliminate or reduce the risks to personnel and the environment to as low as reasonably practicable (ALARP).

Project HSE Reviews (PHSERs) are required in accordance with HSEQ-05-01, during the following five stages:•Stage 1 – Conceptual Design.•Stage 2 – Detail Design and Procurement.•Stage 3 – Construction.•Stage 4 – Hook-up and Commissioning,•Stage 5 – Operations. 

The reviews will be conducted when the stage is approximately 60-80% complete, and are to be conducted by a team lead by a person independent of the project.

A Project specific HSE Management Plan will be developed based on the SEREPT’s HSEQMS and on the provisions outlined in this PEP. The HSE Management Plan applies to the Project up until handover to operations, including:

Concept Selection; Design and Procurement;Conversion/Construction/Installation; andCommissioning/start-up.

The plan will specify HSE goals and performance targets for the project and provides details on how to address the requirements of the SEREPT HSEQMS. The roles and responsibilities for HSE will be defined for each project team member. The plan is project specific and aims not to repeat information already provided in the HSEQMS Manual.The HSEQ Management Plan draws as much as possible from the existing SEREPT systems and procedures, developing only Project Specific Procedures and Work Instructions where required and appropriate.

The HSEQ Management Plan is a live document and will be updated during the course of the project as and when required.

The SEREPT HSEQ Standard Guidelines for Safety Case

(specifies the Scope and application of the Safety Case to be

performed. The Safety Case shall incorporate all the facilities

in the Field.

It will address the management of safety during all normal

day to day operations of the facilities, in line with existing

procedures (SIMOPS), including loading operations and

workovers that may be required periodically on the drilling

Platforms.

As per Tunisian regulatory requirements, the Environment Plans will be updated to cover the management of risk and impact on the environment during the construction, installation and operations phases. The Environment plans will contain: 

A description of the activities to be undertaken (including duration and frequency of activity); A description of the receiving environment, identifying the key values of the area in which the activities will take place Identification of the relevant environmental effects and risks associated with the proposed activities (eg emissions and discharge, …)A description of the systems that will be put in place to reduce the environmental effects and risks to ALARP (eg Environment Management Systems, the specific management practices and procedures, induction and education processes, training, monitoring, auditing and reporting systems).

The main objectives of this plan are:The installed or revamped facilities comply with the

performance standards stipulated in the technical specifications which had been prepared during the pre-project phase and completed by the engineering team.

The installed or revamped facilities meet the Operations needs in terms of safety, operability, maintainability and standardization with the existing facilities.

The design and construction is carried out in compliance with applicable laws and regulations, the reference technical documents and the standards and practices in petroleum industry.

The Project Quality Plan (PQP), a summary document which will be prepared by the Project team by the end of the FEED, will provide guidelines to all the quality documentation for the Project in particular:

Project procedures and work instructions;Records management including document control;Risk identification;Procurement;Inspection and testing;Monitoring and measurement;Audit schedules;Non conformance and preventive and corrective action;Design and engineering;Construction and fabrication; andCommissioning/start-up.

The Project Quality Plan (PQP) as applicable to the project will be based on the following principles for Quality Management:

Project management will ensure that personnel understand the Project Quality Policy, that authorities and responsibilities are clearly defined, that sufficient resources are available, and that the effectiveness of the system is reviewed at appropriate intervals.

The Project control systems will be designed to ensure that all work proceeds in a controlled manner. Scope changes will be minimized, but where changes are necessary an agreed formal change control procedure will be followed.

Contracts will only be awarded to organizations which will be pre-qualified and/or pre-selected in order to ensure that they are competent to deliver the required services and/or product. The responsibilities of contractors and suppliers will be clearly defined and any differences from tender requirements will be resolved prior to contract award. Contractors will be required to maintain appropriate and effective quality management systems.

The design, manufacture and construction of all major elements of the project will be verified by suitably qualified independent third party organizations.

All project documents will be subject to control, both within Project team and in Contractor organizations. Obsolete documents will be promptly removed from use, and an audit system established to ensure that all parties are working to the latest revisions.

Safety-critical materials and equipment will be identifiable and traceable from applicable drawings and specifications during all stages of production, delivery and installation.

Detailed project procedures and work instructions will be prepared that will detail the project specific activities to be performed.

A Quality Audit Schedule will be produced that will check and verify compliance with the HSEQ Management System, the Project Quality Plan and project specific procedures.

Quality Assurance of the designThis quality assurance will be based on the QA plan submitted by the FEED Contractor with additional following controls:

A regular control of all engineering activities will be performed by a PROJECT team to be composed of various specialists.

A technical review will be undertaken by the end of FEED with the participation of Production Operations, in order to formalize endorsement of the FEED deliverables and avoid eventual deficiencies.

Special care will be given to the quality control of the final documents particularly those that will be submitted to the Operations, such as the operating and maintenance manuals as it had been constructed

Quality Assurance of ProcurementThe following measures will be undertaken:

Ensuring that the material is correctly specified prior to tendering in terms of:Nomenclature, codes and descriptionPQP for specific materialSpecific requirements like low temperature, special material, etc…Specification of inspections, tests, certification and required documentationManual for construction, hook-up, commissioning/start-up, operation and maintenanceListing of the spare parts requiredDelivery terms and points.

Solicit only the reputed suppliers with known references. Adequate strategy for logistics and expediting activities will be established in

due time.

Quality Assurance of Construction / InstallationThe following quality strategy will govern the contracts relevant to these services:

The works description will clearly specify the quality assurance requirements. Only major companies with the required references and qualifications will be

invited to bid. If necessary, they will be pre-screened based on a prequalification mechanism.

Bidders have to submit, along with their offers, a preliminary QA/QC Plan that will be assessed during the technical evaluation of the bids. This plan will be integrated in the documents for award of contract to the selected bidder.

Project team will assign its representatives to monitor contractors’ performance and ensure they fulfill their quality assurance obligations.

A team representing SEREPT will be present on every major work site and will be multi-disciplined, if appropriate.

The achievement of the QA/QC obligations will be considered as an integrated part of the completion of the whole work, and therefore it will be considered as a compulsory condition to be fulfilled by contractor in order to proceed for paying the last installments.

CertificationThe certification of newly installed facilities which is a part of the quality assurance plan will constitute an essential deliverable to certify that the newly installed facilities comply with the specifications, laws and standards and have been safely integrated to the existing facilities.The certifying agency’s oversight will be mainly focused on:

Controlling the key documents of the FEED.Conduct, when requested by PROJECT MANAGEMENT, an audit of

suppliers and contractors for their compliance with their QA/QC obligations in order to recommend improvements for approval/implementation by SEREPT.

Certifying, during procurement and construction/installation that all installed facilities are comply with the rules and laws in force, and consequently the compliance certificate will be issued.“

Project Human Resource Management includes the processes

that organize and manage the project team. The project team is

comprised of the people who have assigned roles and

responsibilities for completing the project. While it is common to

speak of roles and responsibilities, being assigned, team

members should be involved in much of the project’s planning and

decision-making. Early involvement of team members adds

expertise during the planning process and strengthens

commitment to the project. The type and project team members

can often change as the project progresses.

The project management team is part of the project team and is

responsible for project management activities such as planning,

controlling, and closing.

For smaller projects, the project management responsibilities can

manager. The project sponsor works with the project management

team, typically assisting with matters such as project funding,

clarifying scope questions, and influencing others in order to

benefit the project.

•Human Resource Planning: identifying and documenting project

roles, responsibilities, and reporting relationships, as well as creating

the staffing management plan.

•Acquire Project Team: obtaining the human resources needed to

complete the project

•Develop Project Team: Involving the competencies and interaction of

team members to enhance project performance.

•Manage Project Team: Tracking team member performance,

providing feedback, resolving issues, and coordinating changes to

enhance project performance.
