sisting of more than 80 third-language publications and other print and electronic media, strongly protests the CRTC’s decision of last Oc-tober to allow Bell, Rogers and Telus, Canada’s largest communications giants, to charge internet access and video downloads hundreds of dollars more per month.Essentially, we wish to strongly protest the recent CRTC decision to allow Bell Canada (and by exten-sion the other Bell-applica-

tion supporters Rogers Cable and Telus) to charge Internet (Broad-band) customers through Usage Based Billing (UBB). This deci-sion, indirectly, gave ownership of the free Internet (a worldwide free information, education and entertainment resource) to the “big 3” telecommunication cor-porations who now become the “oligopoly of the three”. In ad-dition, this unacceptable deci-sion has also eliminated from the market their competing small Internet Service Providers (ISPs), which were providing up to the end of January 2011 unlimited discounted broadband video

end is higher than the front-end. For an FHA loan, the back-end ratio is 43%. For a conforming conventional loan, it is 45%.

This means if your car pay-ment is $300, and you pay $100 a month between two credit cards, your total month-ly recurring debt is $400. On the FHA loan payment above of $1,240 PITI, plus $400 recurring debt, your total is $1,640. The back-end ratio number is $1,720 ($4,000 x 43% = $1,720). Your total debt is less than $1,720, so you qualify.

For a conventional loan, $4,000 x 45% (back-end ra-tio), equals $1,800. The total debt of $400, plus your new mortgage payment of $1,320 for a conventional loan equals $1,720. Your total debt is less than $1,800, so you would qualify for a conventional loan.

Home Sales Price Affordabil-

ityWorking backward, now that you know how much of a mortgage payment you qualify to pay, you can figure out how that relates to a sales price. You will hear experts say to pay anywhere from two to six times your annual salary, but it is smarter to look at the amount of mortgage you can get for that monthly payment.

Your mortgage amount will depend on interest rates. In-terest rates fluctuate daily, sometimes hourly. For ex-ample, say you want to pay $1,000 per month PI. At 6% interest, on a 30-year fixed-rate mortgage, you can borrow $170,000, payable $1,019 per month.

At 7% interest, you can bor-row only $150,000, payable at $998 per month. In this example, you lose $20,000 of borrowing power when the rate jumps from 6% to 7%.

Down PaymentsDown payment amounts will depend on several factors. First, how much do you feel

comfortable putting down? I suggest that first-time home buyers keep a healthy reserve and not dump every single cent into a home.

•No Down PaymentIf you qualify for 100% fi-nancing, your down pay-ment will be zero. VA loans are available for veterans at no-money-down. Some first-time home buyers programs accept borrowers with limited funds for gift down payment programs, providing certain income limits are met. If you make too much money, you will not qualify.

•FHA Down PaymentsMinimum FHA down pay-ments are presently 3.5% of the sales price. To borrow $150,000, your sales price will be $155,440, and your down payment is $5,440. Legislation is pending to lower that percentage. Some first-time home buyer pro-grams, used in conjunction with FHA, help with the down payment.

•Conventional Loan Down PaymentsAny loan that is more than 80% of the sales price will involve PMI, private mort-gage insurance, which will increase your monthly mort-gage payment. Typical down payments are 5%, 10% or 15% of the sales price. If you plan to put down 5% of the sales price and borrow $150,000, your sales price will be $157,900 and your down payment $7,900.

•Closing CostsSometimes, sellers will pay some or all of the buyer’s closing costs. You can figure 2% to 3% of the sales price will equal your closing costs. On a sales price of $150,000, your closing costs could run $4,500, which is extra and on top of your down payment.

Your Payment Comfort Lev-elBefore you jump into home ownership, why not set aside the additional amount you would pay for a mortgage every month to see how you

How Much Home Can You Afford . . .do? For example, if your rent is $800 and you plan to pay $1,200 for a PITI payment, set aside $400 per month for three to six months.

In other words, pretend you are paying a mortgage pay-ment. If $1,200 a month doesn’t strap you for cash, you can probably afford to pay that much for a mortgage payment.

If you feel more comfort-able borrowing less than the amount shown your loan pre-approval letter, then do so. Don’t make the mistake of taking out a mortgage that will be a struggle for you to maintain. Do what feels right to you.

A dream home can usually wait. You probably don’t need to buy the most expen-sive home you are qualified to buy. Consider a starter home as your first home. Work first on building equity and security for yourself and your family.

ሓድሽ ፖሊሲ ንካብ 1ይ ክሳብ 12 ክፍሊ ዘለዉ ተመሃሮ፡ ትምህርታዊ ዕቤቶም ዝግምግም ወረቐት ሪፖርት ካርድ ኮይኑ ኣብቲ ናይ ዕቤት ዓወት (Grow-ing Success) ተባሂሉ ዝጽዋዕ ሰነድ ሰፊሩ ይርከብ። ካብዚ ዓመተ ትምህርቲ 2010-2011 ጀሚሩ ድማ መባእታን ካልኣይ ደረጃ ኣብያተ ትምህርትታትን ኦንታርዮ ናይ ሪፖርት ካርድ ናብ ገዛውቲ ተማሃሮ ክልእካ’የን። እዚ ሓድሽ ኣገባብ፡ ወለዲ ግስጋሰ ደቆም ብዝቐለለ ንምክትታል ስለዝሕግዝ ንኡድ ውጽኢት ክህልዎ ትጽቢት ይግበር።

system, and specifically at the greater level of responsibility that Manitoba and BC enjoy. And on that issue of closeness – of proximity to the people we serve – Ontario enjoys an excel-lent relationship with the prov-ince’s municipalities. It’s a relationship that will help meet our newcomers’ needs even better. Because Ontario has unique needs – needs that are not being met by our current system. And we also know that with a greater responsibility given to Ontario over settlement admin-istration and program spending, the kinds of unilateral cuts that were imposed on Ontario new-comers would not have hap-pened. And so – with all this potential for improvement – I can’t look at our current system, and think that everything is fine, that the status quo is fine. I look at that system – at its prob-lems with unbalanced selection, with insufficient and unstable funding, and with problematic governance – and I think: we have to fix it; we have to get this right. Because we have a responsibil-ity to our taxpayers, and a re-sponsibility to our newcomers. TOWARD A NEW COIA We are still in the very early stages of negotiations. But we are adamant: We need a new agreement – one that addresses the problems in selection, funding, and gover-nance. And we need an agree-ment before the current one ex-pires on March 31st. It’s what Ontario’s newcomers need, and what our newcomers deserve. I’m pleased to say that the feder-al government has finally agreed to come to the table after Ontario has been pushing for more than a year and a half. We will be represented at the ne-gotiating table by Michel Dorais, a former Deputy Minister at CIC who knows the issues well. As the negotiations move for-ward, it’s important to remem-

ber that they are about more than intergovernmental squabbles. They’re about people. They’re about our newcomers, helping them succeed, helping them do what they’ve come here to do – build a better life for their fami-lies, and contribute to Ontario. It’s the same dream, the same cause, that has brought genera-tions of immigrants to our prov-ince for centuries. Building a better life… Before I got involved in politics, I was a family doctor. I practiced medicine in a little clinic on the Danforth here in Toronto. My patients were almost all ref-ugees or recent immigrants from the Horn of Africa. They came to see me for medical help, but as they told me about some of the challenges they faced, I saw the immense cour-age…, their feeling of hope. In the face of a frustrating sys-tem, in the face of difficult challenges, they kept that hope strong. They left their homes, ravaged by war and poverty, and they ar-rived in Canada with little more than hope. Every newcomer I’ve ever met – without exception – shares that sense of hope, that desire to con-tribute to Ontario’s future. And so, yes, we need newcom-ers because they are an essential part of our economic future. But more than that – their hope, their determination – they make us who we are. That has to be what motivates us as we move toward a new COIA. And it’s what motivates us to think that, together, we can build a stronger immigration system, and ultimately, a stronger Can-ada. My bank says I qualify to buy a home for $300,000, but I am worried if something breaks, I won’t be able to afford to fix it, plus make my mortgage payment. How can I make sure I won’t get in over my head?”Answer: You appear to be an intelligent first-time home buyer -- a buyer who thinks ahead -- and that’s good. It’s smart to consider affordabil-ity before signing that pur-chase contract and plunging into debt. Lots of home buyers, espe-cially those in California, over estimate how much home they can afford. For example, a $250,000 home in

California might be a starter home, but it still costs a quar-ter of a million dollars!

Debt RatiosFirst, look at your monthly gross income, before taxes and contributions. This is how much you make per month, not how much you take home. What you take home is net income.

•Front-End RatiosLenders use what is called a front-end ratio, which is reflected as a percentage of your gross monthly income. The front-end ratio signifies the payment a buyer can rea-sonably afford, from a lend-er’s point of view. You may

prefer a lower payment.

The front-end ratio for a FHA loan is 31%. For a conform-ing conventional loan, the front-end ratio is 33%. This means if your monthly gross income is $4,000, to qualify for the maximum FHA loan, your monthly principal, in-terest, taxes and insurance (PITI) payment can not ex-ceed $1,240. For a conven-tional loan, it is $1,320.

•Back-End RatiosThe back-end ratio reflects your new mortgage payment, plus all recurring debt. It, too, is computed on your gross monthly income. The back-

BROKEN SYSTEM: FUND-ING The other parts of that immigra-tion mix – that balance – include people like family class immi-grants and refugees. As Ontarians, as Canadians, we value the contributions that all newcomers make, both socially and economically. But when the balance of new-comers means that Ontario is taking in more refugees, for ex-ample, or other immigrants not admitted on the basis of their human capital, it means that our newcomers might need a bit more help to get settled, and get back on their feet. They need service agencies de-livering programs that are effec-tive, and that are well-funded. Which brings us to the issue of Funding. You can imagine my dismay when I learned just before Christmas that the federal gov-ernment was cutting almost $44 million from settlement agen-cies in Ontario – with more than half of that cut in Toronto. In total, the cut is $53 million across the country, and 83 per-cent of that cut targets Ontario settlement agencies. But this is only the beginning. We’re expecting another cut of approximately $70 million next year – in Ontario alone. The way these cuts were made, including how the federal gov-ernment made their decision in the first place, underscores the need for a new agreement – one that gives our province a seat at the table – and treats us like a real partner. This, after all, was a decision taken unilaterally by the federal government, without consulting Ontario. It came as a surprise to the settle-ment agencies, many of whom were exceeding their targets set by CIC. And the devastating news was delivered in a form letter which the feds hadn’t even bothered to fill out properly. When I heard about the cuts, I called together a meeting, the next day, with nine of the agen-cies who were hardest hit.

They told me that they would have to lay off hundreds of staff, many of whom are newcomers themselves. And many of these agencies, like the Ethiopian Association and the South Asian Women’s Centre, have told us that they may have to close, leaving large areas of Toronto without settle-ment services close-to-home. It was devastating news. And it was a really discouraging and sad meeting. What made it worse was that I had very little I could offer them. Ontario is not treated as a full partner by the federal govern-ment, and the best I could do was promise them that I would fight on behalf of them and on behalf of the newcomers they serve… to reinstate their funding. And that I would work towards a system where this kind of thing wouldn’t happen, couldn’t hap-pen, again. In total, more than 30 Ontario organizations that deliver lan-guage training, employment and integration programs to newcomers are losing their CIC funding – with job losses ap-proaching 1,000 and more than 10,000 newcomers losing access to vital services. Whenever we get mired in policy memos – whenever we’re debat-ing dollar figures or governance structures – we’ve got to think about the people in that meeting, their committed staff, and their deserving clients. We need a new deal. And we have to get this right. These recent cuts, and the ones still to come, make it clear that the federal government is not the reliable partner they once were. The cuts come at the worst pos-sible time – when Ontario and Canada are coming out of a re-cession, a recession in which our newcomers were hit harder than any other group. Data shows us that the unem-ployment rate is 2.3 times high-er for recent immigrants than for the rest of the population. Now is not the time for cuts. Now is not the time to turn our backs.

My federal counterpart defends these unilateral cuts by pointing out the declining immigration numbers I mentioned earlier. He calls it a redistribution to other provinces where immi-gration is on the rise. He says that because Ontario’s landing numbers are going down, so too should its funding. But let’s be clear. This is not a redistribution. This is a cut, plain and simple. $44 million of that cut is in On-tario, and the rest affects the provinces of BC and Nova Sco-tia. And despite the fact that immi-gration is increasing nationally, CIC is taking $53 million out of programs to help our newcom-ers. That’s $53 million in services that help them get settled, maybe learn a new language, and find a job. Services that help them start their own businesses, creat-ing jobs in Ontario, and helping to build our future prosperity. This most recent cut comes on top of $207 million that the fed-eral government promised to spend in Ontario under the last COIA. I call it the federal gov-ernment’s $207 million dollar broken promise. $207 million dollars. And now, without any consultation with Ontario, they’re cutting more. $44 million in cuts this year, $207 million under-spent, and more cuts to come… That’s not a system that meets the needs of Ontario’s newcomers. It’s a system that hinders On-tario’s economic recovery, that hinders our ability to help our newcomers succeed. BROKEN SYSTEM: GOVER-NANCE But we keep going. At the pro-vincial level, the McGuinty Government has invested over $900 million in programs that help our newcomers succeed, that help them integrate into the workforce, and put their con-siderable skills, talent and ex-perience to work for Ontario’s economy. We run our own Newcomer Settlement Program which is

open to all newcomers including those left out by the federal pro-grams – refugee claimants and new Canadian citizens. Each year, this program helps over 80,000 newcomers get settled – helping them connect with community services, hous-ing, language training, and em-ployment. We provide Bridge Training Programs that have helped more than 40,000 newcomers find jobs in their field. These programs are recognized across the country as best prac-tices for labour market integra-tion. In other words – and I like it when I get to say this – On-tario is leading the way! These programs address labour market needs in more than 100 professions and trades – and they provide job-specific train-ing, experience and skills to bridge the professional and cul-tural gaps that skilled newcom-ers face. These programs are home-grown, developed right here in Ontario, in consultation with post-secondary institutions, em-ployers, and community agen-cies. Ontario’s programs are good, and they are efficient. Take our language training programs – where we provide 120,000 newcomers each year with ESL or FSL training. And in partnership with our school boards across the prov-ince, we deliver these language training programs at a signifi-cantly lower cost than the fed-eral government. It’s a clear-as-day example of where duplication in program-ming is not helping our new-comers, and it’s not helping tax-payers. Imagine two buildings side-by-side, both housing language training programs – except the first building is a federal pro-gram and the second building is a provincial program. In the federal building, the ESL program costs significantly more. Refugee claimants seek-ing language classes are turned away. So are Canadian citizens, people who may have been

born here or lived here, but who moved abroad and now they’ve come back to take some lan-guage classes so they can get a job and contribute to our econo-my, but they’re turned away. Next door in the provincial building, the ESL program costs much less, and we’re also teach-ing refugee claimants – some of our most vulnerable newcom-ers. And we’re giving Canadian citi-zens with ESL needs the chance to succeed in Ontario’s econo-my. We’re not in the business of turning people away. Now, how could we look at that system and not be motivated to work toward eliminating du-plication and inconsistencies across programs. But removing duplication and inconsistency is only one exam-ple of how we can improve the governance of our immigration system, and it’s an example of why we need a new agreement with the federal government that gives Ontario greater re-sponsibility for immigration and settlement. And that’s my third point – gov-ernance. With greater responsibility for Ontario, we can also dramati-cally improve the co-ordination across government of the ser-vices that newcomers need to succeed in Ontario. It’s the idea of one-window, one-stop service. Our newcomers would have bet-ter access to the services, for example, that might help them further their education, start a business, and create jobs for Ontario. With greater responsibility giv-en to Ontario, we can eliminate cumbersome bureaucratic lay-ers. For agencies and the clients they serve, we can take away some of that red tape. With a greater responsibility given to Ontario, our newcom-ers would be served by the level of government that is closest to them. Immigration

Good Morning and thank you, Matthew, for that kind introduc-tion. You’ve said a lot of nice things about me, and I could fill an en-tire speech with nice things to

say about the Mowat Centre, especially when we’re talking about COIA. It seems that whenever I’m dis-cussing a new Canada Ontario Immigration Agreement, Mat-thew Mendelsohn and the Mo-wat Centre somehow come up in the conversation. As many of you know, and some of you certainly remember, Mat-thew lent his considerable talent to the ministry’s COIA Summit last September, where he served as the day’s moderator – keep-ing our energy up and the ideas flowing. Likewise, the Mowat Centre has done impressive work that has certainly raised the level of dia-logue on federal-provincial is-sues especially as it to relates to

immigration and what Ontario’s role could look like as we move toward a new COIA. We have been well-served by the Mowat Centre’s research, and it is an honour and a privilege to speak here today.

It’s an honour because I know that this audience has a strong interest and considerable exper-tise in the subject before us. And it’s a privilege, because this conference gives me an oppor-tunity to once again recognize the important contributions that our immigrants make to our province and country, both for Ontario’s present and for our future. CONTRIBUTING TO NA-TIONAL OBJECTIVES I want to talk to you today about the idea of success – the success of our newcomers, and the en-during success of Ontario and Canada. The desire to help newcomers succeed is one that is held by all of our partners – from the poli-

cy-makers here in this room, to Governments, service agencies, and newcomers themselves. And it is a desire that is deeply Canadian. Throughout the history of our

province and our country, immi-gration has driven us forward. The skills and talents of our im-migrants – their hard work, and their drive – have built our econ-omy, and made us into a vibrant society. For centuries, millions of immi-grants have come to this country and this province looking for a better life. And while they enjoyed the benefits of life in Canada, their contributions have helped us be-come the country we are today. They found jobs. They worked hard. And they created jobs for others. They built a nation that is vi-brant, pluralistic, and open.

Dr. Eric Hoskins, Ontario’s Minister of Citizenship and Immigration, delivered the speech to open a conference at the Mo-wat Centre for Policy Innovation at the University of Toronto. The event was co-hosted by the Forum of Federations, and it focused on current immigration issues in Ontario. Please read below for the whole contents of his speech.

They came in search of a bet-ter life, and in the process, they helped make life better for all of us. And they attracted future generations of immigrants who took up that same cause. That’s what our country was built on. But, today, we must ask our-selves if our current immigra-tion system still fully reflects those values. We must ask ourselves whether our current immigration system best serves our country, our newcomers, and our future pros-perity. BROKEN SYSTEM: SELEC-TION In three distinct ways, there is significant room for improve-ment in our immigration sys-tem. These are Selection, Funding, and Governance. Let’s start with selection. In almost every speech I give – in every policy decision we make – there’s the important recognition that immigration is an economic imperative for On-tario.With a declining birthrate and an aging population here in Ontar-io, we will increasingly rely on immigration to meet the needs of our province’s job market. In fact, Statistics Canada has estimated that in the coming years, newcomers to Canada will account for virtually 100 percent of our net labour mar-ket growth. They are our future job-creators. In addition, Ontario’s eco-nomic reality is global, and we are competing in a knowledge-based economy. To stay competitive, we need to keep attracting and retaining highly skilled newcomers. But the federal government’s ap-proach to immigration, includ-ing their attempts to deal with the backlog of applicants, has seriously affected what I like to call the “balance” of immigrants arriving here in Ontario.

Last year 106,000 newcomers landed in our province. That number, as you know, is made up of different classes of mi-grants – like family class mi-grants, or migrants selected on the basis of their hu-man capital and the skills they bring to strengthen our econo-my. Now, I must admit – it’s true, as my federal counterpart likes to point out, that Ontario’s immi-gration numbers are decreasing. But, if you break that decrease down, you see that it was driv-en by a 53 percent reduction in the number of Federal Skilled Workers that CIC was selecting to live in Ontario. That’s a de-crease of approximately 48,000 highly skilled individuals. It means that only 16 percent of Ontario’s newcomers are being selected based on their human (or economic) capital – while in the rest of the country, that num-ber is close to 25 percent. But at the same time, the num-ber of family class immigrants was increasing, and the number of refugees was increasing. When you put it all together, On-tario suffered a disproportionate hit to the number of immigrants we receive based on their human capital, and their ability to make our economy stronger. Now, when I quoted the Statistics Canada study, it’s to illustrate the fact that, since we’re going to be relying on immigration to drive labour market growth, we have got to ensure that we get the “balance” right. We have got to ensure that the newcomers landing in Ontario have the skills and talents that will help Ontario grow. Currently that balance is decid-ed by the federal government, and Ontario needs a seat at the table. We cannot continue to allow the federal government to unilater-ally determine such an impor-tant part of Ontario’s economic recovery, and its economic fu-ture. We must have a seat at the table.

We mark February as Black History Month. We celebrate the struggles, achievements and contributions of Black Canadians who have paid a dear price for the rights and equality of Blacks throughout history. This is a remarkable month for us to guard the pillars of law crafted by brave Black Canadians.

Nevertheless, we are not limited only in remembering the heroic actions of the past, but we should also highlight the achievements of those who are working day and night to overcome racial challenges. This month, we should also evaluate the situation of members of our com-munity who are in jail.

Eritrean youth have been making tremendous contributions to Canadian society. They have established an organization called the Black Youth Coalition Against Violence to support and advocate for Black Canadian youth. Some of them play a crucial role in the leadership of Blacks. Their name is widely known in the blacks community.

On the other hand, we also have some who are known for their ugly work. There are about 25 Eritreans who have been jailed for being involved in criminal activities and drug deals. Forty to 60% of black youth never finish high school. There is a considerable number of Eritreans in that percentage. They go wild disobeying their parents and rebelling against the educational system.

To set our youth on the road for success in Canadian society, we should create a comfortable ground for them. The exemplary youth could recognize the challenges of their fellow youth and come up with concrete solutions. The former may even be able to restrict the mushroom-ing challenges of youth in high schools.

Therefore, our Eritrean community should recognize the crucial role of our exemplary youth and provide them with leadership roles. We should believe that the crisis in our community can be solved only by the leadership of our youth. Our talented youth can accomplish what former Black Canadians achieved. Thus, let’s hand over the role of leadership to our youth.

Once you have decided on the residential property you want to buy, but prior to the agreement becoming firm and binding, contact, a Lawyer licensed to prac-tice real estate law in your Province as soon as pos-sible. Do so before signing the Agreement of Purchase and Sale. Once signed, an Agreement of Purchase and Sale is a formal con-tract and you must ensure that your understanding is completely expressed

in the Agreement. Verbal agreements, representa-tions or promises are not worth the paper they are written on. Get it in writ-ing!

When buying a home, your lawyer will help you negotiate the Agreement of Purchase and Sale. It is essential that conditions relating to financing, home inspection, lawyer’s ap-proval and if the property is a condominium, approv-al of the condominium sta-tus certificate are included. A waiver must be signed as evidence that the con-ditions have either been complied with or waived; otherwise the Agreement becomes null and void.Your Lawyer will ensure that any other specific con-cerns are addressed in the Agreement of Purchase

and Sale, because if it’s not in writing, an agreement is not legally enforceable (in most circumstances). Once the conditions are met, your Lawyer will then search the title to en-sure that there are no liens, encumbrances (such as ex-isting mortgages) or other title problems.Your Lawyer will “quar-terback” the transaction for you and ensure that your deal and all supporting closing documentation are prepared and delivered in a timely fashion. You will meet with him/her usually a week before closing (or earlier if circumstances warrant) to review all of the closing documents and deliver the closing funds.The actual registration of the deed (called a “Trans-fer”) and the mortgage (called a “Charge”) is

First, monies have to be received from your mortgage provider and banking has to be done on

the day of closing. Then the certified closing funds have to be sent by courier to the seller’s lawyer. I HAVE FOUND MY IDEAL HOME...WHAT NEXT?

On November 2, 2009, the McGuinty government an-nounced a package of pro-posed reforms to the acci-dent benefit (no-fault) car insurance system in Ontar-io. The proposed changes are expected to be imple-mented by the summer of 2010.

The proposed changes will considerably reduce the standard benefits available to most people who have been injured in car acci-dents. Ontarians will still have the option of buying extra coverage when they purchase their car insur-ance.

While catastrophically in-jured car accident victims will be affected by the changes, car accident vic-tims who are deemed to be “non-catastrophic” will face the most notable re-ductions in benefits. Non-catastrophic car accident victims , in most cases, do not have access to fund-ing for case management, which means that they may well require more accident benefits advice and assis-tance from social work-ers, discharge planners and nurses in the period before they retain a lawyer.

Under the current leg-islation, there are often disputes about whether the car accident victims is “catastrophically im-paired”. The outcome of the disputes are important because of the signifi-cantly increased benefits available to catastrophi-cally injured car accident victims. The number of disputes may well increase as non-catastrophic ben-efits are reduced. While some “catastrophic impair-ments” are easy to identify (ie: quadriplegia), there are many that are not as easy (ie: someone who has sus-tained a 55% impairment

of their whole person). It should be noted that the proposed changes include an, as of yet undefined, amendment to the defini-tion of what “catastrophic” will mean.

While not all of the chang-es have been identified yet, some of the significant changes that have been announced for non-cata-strophic claimants are:

*Housekeeping Benefits: Eliminated completely*Caregiver Benefits: Elim-inated completely*Attendant Care Benefits: Cut in half to $36,000 maximum

*Interest rate penalty to insurers for failure to pay timely benefits: Cut in half*Medical/Rehabilitation/Assessment benefits: *Cut by more than half, leaving $50,000 for all medical/rehabilitation and assess-ment needs. *“Minor Injury” Medical/Rehabilitation/Assess-ment benefits: restricted to $3,500. It remains to be seen how “minor injuries” will be defined

There are many kinds of arth-ralgias. The main symptoms of such disease are pain on joints, swelling with red col-

or and stiffness. It also causes a lot difficult on joint flexion and extension, limb tic and jerk, numbness and pains, and baryodynia. All these symptoms affect patients’ normal work and life and make them groan and agony for a long time.

Main symptoms and signs: Persistent arthralgia of the extremities aggravated by cold and relieved by warmth. If the pain is migratory and involves in more joints, it is mainly due to pathogenic

CBC: Foreign Affairs Minister Lawrence Cannon says Canada will do all it can to comply with the new Tunisian government’s request to extradite the brother-in-law of deposed dictator Zine el Abidine Ben Ali.

Tunisia’s ambassador to Can-ada, Mouldi Sakri, said he had been instructed to ask that Canada issue an arrest warrant for Trabelsi.

Tunisian-Canadians in Mon-treal have been outraged by Trabelsi’s presence because he has been accused of steal-ing large amounts of money from Tunisia. They want his Canadian assets frozen by the government, and to see his ex-tradition to Tunisia.

It’s possible, however, that Tra-belsi could claim refugee status, which would give him the right to a hearing before the Immi-gration and Refugee Board of Canada. That could take many months.

Executing an arrest warrant for Trabelsi could put Canada in a difficult situation, said Montreal immigration lawyer Patrice Bru-net.

“Sending him back to Tunisia … may tarnish the reputation of Canada because he may be tor-tured, he may be even killed.”

GENEVA, SWITZERLAND ― Prime Minister Stephen Harper today announced support for new development projects that will save the lives and improve the health of mothers and chil-dren in Bangladesh, Ethiopia and Mozambique. “Canada was the catalyst in 2010 for the renewed global ef-fort to save the lives of mothers, children and newborns in de-veloping countries,” said Prime Minister Harper. “The support being announced today will help Bangladesh, Ethiopia and Mo-zambique address the urgent and long-term health needs of these vulnerable groups.” In Ethiopia, Canada will provide support to improve the nutrition and health of three million pregnant and nursing women and their chil-dren. In Mozambique, Canada will help strengthen the national health system to deliver health

services to mothers and children, provide lifesaving HIV treatment to 38,000 children, treat 94,000 pregnant women to prevent new HIV infections and immunize 2.8 million children under five against measles. In Bangladesh, Canadian funding will strength-en maternal and neonatal health services by purchasing essential drugs and equipment, recruiting and training health care profes-sionals — including 2,700 new skilled community birth at-tendants — upgrading existing treatment centres, and helping purchase enough oral polio vac-cine for 250,000 children annu-ally. The support announced today is part of Canada meeting the 5-year, $2.85-billion commit-ment that it made at the 2010 G-8 Summit under the Muskoka Initiative. rehabilitation needs, plus reasonable amounts for as-sessment costs requested by the car accident victim. It also allows injured per-sons to obtain “rebuttal re-ports” to reply to insurance company reports that they feel are unfair. Funding for rebuttal reports will be completely eliminated un-der the proposed changes.

Although $50,000 may be more than enough to satisfy the medical, rehabilitation and assessment needs of many car accident victims, there will likely be other cases where the available benefits are used up be-fore the patient’s needs are satisfied. Further, be-cause some patients are not deemed catastrophic until quite some time after the accident, there may well be car accident victims whose benefits expire before they reach the point where they can even meet the defini-tion of being catastrophic.

While catastrophically in-jured persons will continue to have access to one mil-lion dollars for medical and rehabilitation benefits, the cost of assessments will now be deducted from that amount.

The assessment funding changes are significant because of the cost of as-sessments, the long wait to obtain specialist appoint-ments through OHIP and the frequent need to reply to reports obtained by in-surance companies. There will have to be a calculated balance between the need for no-fault assessment funding and the need to fund treatment.

Non-catastrophic car ac-cident victims , especially those without a personal

injury lawyer, may need guidance from social work-ers, nurses and discharge planners about what type of assessments are vital and may also need other advice about how best to meet their treatment needs while conserving their medical and rehabilitation benefit limits.

If a car accident victim has a viable lawsuit against the persons who caused the car accident, the assess-ments could potentially be funded by the claimant’s personal injury lawyer and claimed for in the lawsuit, freeing up the full no-fault medical and rehabilitation limits for treatment.

The proposed changes will place increased im-portance on the availabil-ity of a lawsuit against the people who caused the car accident. If a car accident victim needs exceed the available no-fault benefits, car accident victims can, in many circumstances, still pursue compensation as part of a lawsuit against the people who caused the car accident. However, car accident victims will have to wait until the successful completion of a lawsuit to get the money necessary to pay for their treatment or assistance with tasks of daily living. This may lead to an increased num-ber of car accident victims who undergo treatment, or receive assistance, on the promise to pay for it upon settlement or resolution of their lawsuit.

The planned protest comes as military spokesman Is-mail Etman said the mili-tary “has not and will not use force against the pub-lic,” and underlined that “the freedom of peaceful expression is guaranteed for everyone.”

Etman added that protest-ers should not commit “any act that destabilizes security of the country” or damage property.

Major League Soccer’s Ca-nadian content rule is still intact, although it has un-dergone a major modifica-tion.

MLS announced Friday that Toronto FC and the expan-sion Vancouver Whitecaps will be required to have a minimum of three Canadian domestic players on their rosters for the upcoming season. Players with the le-gal right to work in Canada will be considered Canadian domestic players.

Last season, Toronto FC was required to have at least eight Canadian players.

Both Toronto and Vancou-ver already have three Ca-nadians on their current ros-ters. The three-player rule could also be applied to the Montreal Impact when they join MLS in 2012.

“The thought process was that we would start with three this year and then look at it at the end of [the 2011 season] and consider possible increases to that number,” said MLS execu-tive vice-president Todd Durbin.

Last year, officials from both TFC and the White-caps made public statements about the Canadian quota being eliminated. MLS com-missioner Don Garber then revealed he was involved in talks with the Canadian Soc-cer Association, the sport’s governing body in Canada, about making changes to the league’s Canadian quota.

The reduction of the quota from eight to three players appears to be a compro-mise between MLS and the CSA.

Opponents of the quota have said the Canadian player pool isn’t deep enough to sustain it, especially with two more teams from Can-ada on the way. MLS main-tained it was trying to bal-ance that with the concerns of the CSA, which wants to provide as many opportuni-ties as it can for Canadian players.

CBC Sports soccer com-mentator Jason de Vos, a former captain of Cana-da’s national team, doesn’t think the Canadian quota helps Canadian players who would otherwise be over-looked.

“That argument may have some merit, and while there may be some exceptions, I do not believe that there is

an abundance of profession-al-calibre players in Canada who have slipped through the cracks,” de Vos wrote in a recent blog for CBCS-ports.ca.

Toronto FC defender Nana Attakora offers a differing view.

At 21 years old, Attakora has blossomed into one of Canadian soccer’s bright-est prospects since making his professional debut as a member of TFC in 2008, a year after he first signed with the club. The Toronto native believes the Canadi-an quota has opened doors for young Canadian players that would otherwise not be given an opportunity — himself included.

“100 per cent, I benefited from it. No doubt about it,” Attakora recently told CBC-Sports.ca.
