The draws take place at the morning market on the last Tuesday of each month.

The change in the number and value of the draw prizes for November is due to the significant drop in the number of those who support the 200 Club. The Club is expected to split its total income (raised in ticket sales) evenly between prize money and ‘profit’ (Reading Room fund), so the Reading Room Committee are presently considering various permutations for prize numbers and values, and will make an announcement in due course. Once again, many thanks to all those who have signed up to continue supporting the 200 Club; it is a significant source of income for a key village facility.

Beware:-attempted scam received by one of our readersI received a letter purportedly from NatWest asking why I hadn't cashed the refund cheque they sent me in August. If I hadn't received the cheque would I mind filling in the attached form and provide proof of identity (2 from utility bill, bank statement, driving license, council tax, HMRC, benefit agency) so that they could issue a duplicate cheque. The refund was due to some incorrect charges applied to my "open credit card with us".This was all very interesting, given that I am not now, nor ever have been, a customer of NatWest. It was very plausible, so any NatWest customers out there should be vigilant. If you receive any communication from the "Remediation Team" based in Rotherham, treat with suspicion and contact the NatWest fraud team immediately.

FLICKS IN THE STICKS

In 2020, Flicks in the Sticks enters its 6th year of bringing cinema to the village! The Committee have enjoyed every minute of organising films for you, even if we haven’t got it right every time (anyone remember ‘Birdman’?) We hope to be able to carry on for many years to come with your support and enthusiasm for the movies.Films for our winter/spring season have been booked and it was very hard to make the choices – there were so many good films on offer. The Devon Countryside Access Forum is seeking new members.The Forum is a statutory local access forum under the Countryside and Rights of Way Act 2000. It has seventeen members who advise on the “improvement of public accessto land for the purposes of open-air recreation and the enjoyment of the area..” The Forum gives independent advice to a number of Government bodies in addition to Devon County Council, district and borough councils and parish and town councils.

Appointments are made by Devon County Council and applications from anyone with an interest in recreational access are warmly invited. No formal qualifications are required. All applications will be considered and we would love to hear from landowners and managers, access users and people with other relevant professional interests such as planning, education, sport, sustainable transport and business. Although membership is voluntary, a generous mileage rate is paid. Formal meetings are held three times a year. There are occasional small working groups and a yearly training day.

In this round of appointments applications from walkers, women and those with a knowledge of the Definitive Map review process would be particularly welcome.

During 2019 the Forum responded to a number of local and national consultations including proposals for management of Fire Beacon Hill, and visitor access and management on the Pebblebed Heaths. It will be looking at the Natural England coastal access reports (the England Coast Path) on stretches between Kingswear and Cremyll and Combe Martin and Marsland Mouth early in 2020.

At one of its meetings in 2019, Forum members had a presentation from a Public Rights of Way warden and discussed how the network is managed and maintained. This theme was part of its Training Day when members visited the Granite Way and Pegasus Trail to talk about development of recreational trails, different use patterns, surfacing and maintenance.

Forum members participate in Parish Paths Partnership (P3) events and are always keen to learn about improvements that P3 groups have made locally.

Why don’t you consider applying to join the Forum? It’s an interesting opportunity and you can:-

contribute to the debate- share your experience and expertise from your specific area of interest;

meet and work with others- listen to and share ideas on solving access problems;

help make a difference- influence local and UK policies which impact on access;

be informed- receive regular local and national access information updates.

Church NewsThe Christmas Bazaar was a huge success. Many thanks to everyone involved in the preparations and running this event, especially

Santa and his Elf! We raised over £500 for Church Funds so thank you to everyone for supporting us.The Kingston Cookery Book has sold really well there are only a few copies left, you can email [email protected] for a copy price £5 proceeds to Church funds. A huge thank you to Andy & Heather for the brilliant evening at the Reading Room “WOULD I LIE TO YOU”. We all had an amazing fun filled evening and raised a substantial sum towards the projected Flower Festival to be held 3 - 5 July 2020.A gentle reminder that the plastic box in the Church near the bell tower is for donations for the Food Bank, and at this time of the year your gifts would be very welcome. Christmas Recycling ReminderPlease be aware that Christmas wrapping paper CANNOT be recycled, so MUST NOT be placed in the blue recycling bags. Thankfully, when it is placed correctly in the black bin, it goes to the New Plymouth power plant, which processes non-recyclable rubbish, and uses it to power the dockyards, with surplus sold to the grid. This means there is still a “green” solution for all that waste – great news! Christmas cards can be recycled, but ONLY those that are plain card, with NO GLITTER. Thanks folks.

Village Speeding - Your Parish Clerk asks, “Please Slow Down!” - 20 is Plenty

An extra plea - PLEASE, as one of the many Main Street dwellers – it’s noticed how much of a hurry everyone is in at the moment. Please do slow down, look at your speedometer – surprise yourself - see how fast you are actually going and not what you think you are travelling at. No more than 20 mph is the fastest you should go through the village and slower when you cannot see clearly ahead and when there are pedestrians and riders around.

Highways Salt/Grit ReminderThere are grit supplies in bins at certain strategic points in the village. Do please remember though that the grit is supplied for the use on the village highways only. If it gets colder, Cllr. Merv Freeman will bring out the parish supplies of salt. If you should need to use this salt the ratio is 1 tablespoon per square metre ONLY.

200 ClubThis year the number of tickets sold has fallen from over 200 to 183, which means that, in order to keep to the 200 club logic of sharing the proceeds 50:50 between the Reading Room and the prizes, we have reduced the number of prizes each month from five (£20,£20,£20,£15 & £10) to four (£25, £20, £20, £10). In order to balance the prize share we have had an additional £5 in the December draw and an additional £10 in October. The Committee have published the agreed rules on the Reading Room pages of the Parish Council website.Hall Hire ratesThe Committee have reviewed the hall hire rates and have revised the rate schedule as follows:

Sessions are 8:30am to 1:30pm, 1:30pm to 6:30pm, 6:30pm to 11:30pm. If more time is needed to set up or clear away, then it should be booked.

Hall users that satisfy the objects of the Reading Room charity Trust deed are charged at £6 per session. They must be non-profit (and may be subject to financial review) and open to all residents of Kingston Parish and be advertised in Kingston as such.

Private events are charged at £7.50 per hour or part hour, including set up and clean up times.

Sole occupancy of the Reading Room for a full day is charged at £275.

Afternoon session children’s parties are charged at a concessionary rate of £10 per session.

The meeting room is charged at £5 per session. Existing agreements will be honoured. Bookings are recorded in the Reading Room

bookings calendar which is available on the Parish Council website . Please check the calendar before requesting a booking.

MEETING ROOM RENOVATIONS

Thanks to TESCO BAGS OF HELP , Michael Jarvis and Jo Gulliford, our downstairs meeting room, the toilets and corridor have been given a 2019 makeover. We have new modern lighting including new lights in the corridor outside the toilets, and Jo has done a tremendous makeover so that all the paintwork looks bright, clean and dazzling! The toilets look clean and fresh. Many thanks to all concerned.

Happy New Year!

When you read this, Christmas festivities will be behind us and a New Year will be stretching out ahead. The New Year can be a time of looking back over the year that is behind and remembering the joys and the sorrows, the goals achieved, and the dreams and hopes that have been fulfilled, as well as the problems solved and the lessons that have been learned in the process. But the New Year also gives us an opportunity to look forward in expectation and hope to the year ahead, to dream new dreams, and to make new resolutions, which we think will improve the quality of our lives.

For the church this is also a time of looking forward as on the twelfth day after Christmas we celebrate Epiphany when we follow the journey of the wise men to Bethlehem. These wise men were magi, or soothsayers from Persia, who were looking forward in expectation and hope to finding the location of the young child, who, according to their studies, would be the new king of Israel. They believed that this child was destined to change the lives of many people. The Bible tells us that they followed a new star in the sky that led them to Bethlehem where they found the infant Jesus, not in a palace, but in a stable where he lay on a bed of straw in a manger. There they knelt down and worshipped, offering the gifts they had brought, gold, frankincense and myrrh, which symbolized Jesus as king, the Holy One of God, and the one who would give his life to take away the sins of humanity.

The fact that God had chosen to speak to the wise men, who were not Jews, through a star, the language that only they were able to understand, shows us that Jesus came to earth for all people. His commission was to reach out to everyone and reveal the universal love of God, and maybe one of our resolutions for the New Year could be that we will take every opportunity to reflect that love to the people we meet in our daily lives.
