President’s Message May 16, 2010

Fellow Rotarians,

In a year that began with tumultuous global economic upheavals, our Rotary Clubs in District 5370 were able to provide continued support for their numerous international projects. In fact, you gave above and beyond to help ease human suffering caused by devastating natural disasters, such as the Haiti earthquake. Your efforts are notable and most appreciated.

DG Terry Drader, thank you for your passionate advocacy for humanitarian aid world wide. Our thanks to David Taylor for his solid contribution in sharing information about The Rotary Foundation and the Belize ancillary projects.

The work of the WCSS Directors is worthy of praise and our deepest gratitude. They are ever willing to pitch in and help.

WCSS will increasingly play a role in helping Rotary Clubs navigate through the various aspects of international humanitarian work in respect to financial resources, global contacts, natural disaster relief, TRF, internet resources, etc. The Rotary Foundation’s Future Vision Program is a major shift in TRF policy and practice for implementing world community service programs. In three years’ time this program may be implemented in District 5370.

In the second year of its 3H Grant, the scope, reach and potential of the BELIZE LITERACY PROGRAM is truly astonishing. The Rotarians in District 5370 with their contributions of time, talent and finances, the dedicated teachers with top level professional expertise, and the Alberta government have helped to unlock the doors to greater literacy and economic well-being in Belize. You are changing the lives and futures of the Belizean children. We are lucky to have the leadership of PDG Julius Buski and DGE Jackie Hobal.

For the first time, District 5370 has participated in a Zone 24 – Canada wide program, the AFGHANISTAN CHALLENGE. Commemorating 100 years of Rotary in Canada, the Rotary Club of Winnipeg chose to build a school for 4000 children in Afghanistan. A number of Clubs in our District have contributed to this worthy cause. CIDA is also contributing matching dollars for this tremendous undertaking.

It is encouraging to see Rotary Clubs collaborating and networking with other Clubs and organizations to carry out international projects. Not only does this potentially generate unrealized opportunities, but the trend for doing larger, sustainable projects will require more future cooperation amongst Clubs.

The WCSS Board is a committed group of Rotarians who constantly strive to be responsive to their Clubs needs, thus serving the world community. On behalf of all the WCSS Directors, I would like to thank every Rotarian who has participated in world community service.

District Governor’s Message

“The ‘World Community Service’ program was proposed in 1961. The original proposal was for teams of Rotarians with expertise in education, public health, agriculture and industry to travel to developing countries to share knowledge. Suddenly here was a vehicle through which single clubs or even individuals within a club could become involved in serving humankind in a distant community.”

This vision of providing a bridge for clubs to connect and partner on international projects has facilitated a cornucopia of life changing and life saving works throughout the world.

President Brenda McCullough and her team of 14 directors are very committed to not only continue but to expand the valuable service they provide to all the clubs in our district. They will help you with accessing and writing grants from any and all sources. They will assist in matching clubs with international projects and partners.

On behalf of all Rotarians in our district I want to sincerely thank our World Community Service Society for all you do to make the world better and I especially want to thank Brenda for her many hours of hard work and dedication. This year Brenda passes the presidency to Al Pierog whom we know will continue to move the WCSS team forward. We wish Brenda all the best in her future Rotary endeavors.

5. BUSINESS ARISING FROM THE MINUTES: correction – our year end was to have been changed from Dec. 31 to June 30. This has not happened because it was not registered with Corp Registries. The year end remains Dec. 31. It will be changed in this coming year.

Final reports that were outstanding for Siberia and Belize have now been filed. So now we can go ahead and initiate new applications; Belize is under The District 5370 authority by committee, no longer under WCSS.

6. PRESENTATION OF FINANCIAL STATEMENTS: under District as a line item.

7. ANNUAL REPORT: will be posted on the District website. Hard copies were distributed; Al Pierog and Stella put the report together. Clubs reports not included can still be added to the online copy for a complete listing for District. Members present indicated they prefer the new format, listing projects by country. We will continue with this format. Total $ report was ???? dollars. Commendable work.

8. ACTIVITES 2008-2009: International Directors meeting was held every 2 months at Norquest College which has been great information sharing.Micro-Credit workshop was presented in November, with great interest generated.RC of Edmonton Downtown has shared the International Project Guide via website, which is a great document that they have developed.Belize scholarships – commitments for 36 so far by clubs.We have begun working on an electronic projects catalogue, which in ongoing.

ROTARY DISTRICT 5370 BELIZE LITERACY PROGRAM

The Belize Literacy Program is a unique Rotary district program in partnership with a Rotary club and the government of a developing country.  The partners are Rotary District 5370, the Rotary Club of San Ignacio (D4250) and the Ministry of Education, Government of Belize, with the support of the other eight Rotary clubs in Belize.

The Belize Literacy Program has several components and phases. The first phase began in the summer of 2007, when several D5370 teachers offered summer workshops to colleagues in San Ignacio, Belize. This first phase kicked into high gear in the summer of 2008, with the approval of our 3-H (Health, Hunger and Humanity) grant from the Rotary Foundation. At that time, 24 teacher facilitators (photo at left) from District 5370 traveled to Belize and offered two week workshops in the areas of language arts, math and science to over 250 of their Belizean colleagues. Another set of workshops was offered in the summer of 2009. Over 300 Belizean teachers attended the workshops in the first

week. During the second week, 120 of these teachers offered a workshop for 1700 of their colleagues, with the assistance of our D5370 facilitators. In addition to this, a one week workshop was provided for over 300 school principals. The last set of workshops will be offered in summer of 2010.

We have also assisted the Belize Ministry of Education in revising the language arts, math and science curricula, be sending several curriculum experts from this district to work with Belize ministry personnel. This part of the program is ongoing

A major component of the first phase has been the refurbishing and shipping of over 1,000 desktop computers, provided for us by Alberta Computers for Schools. These have been distributed to teachers attending the workshops, schools and other institutions.

The second phase of the program is the Distributed Learning phase. As part of this phase, we have been providing assistance to the Belize Ministry of Education in reviewing high speed network capacity and negotiating with network providers. Several schools have been supplied with class sets of computers for

use in distributed learning and a server has been provided for the Ministry of Education. Relevant educational materials are being identified and secured for use in this next step of the program.

Funding for the first part of the program has been provided by a grant from Alberta Education, the 3-H Grant from the Rotary Foundation, as well as by contributions from D5370 Rotary Clubs, the Wildrose Foundation and Alberta Culture and Community Development’s International Development Program. Funding for the Distributed Learning Phase will hopefully come from a grant from CRCID (Canadian Rotary Collaboration for International Development), ongoing support from our D5370 Rotary clubs and continuing assistance from Alberta Culture and Community Developments International Development Program. This next phase will run from September 1, 2010 to August 31, 2013.

CANADIAN ROTARY CENTENNIAL PROJECT

OVERVIEW

In January 2009, at a meeting in San Diego, all 23 of the District Governors having Canadian based Rotary Clubs in their Districts, agreed to support a Canadian Rotary Centennial Project; namely the building of a 20-room school in Jalalabad, Afghanistan. This is being done as part of the Canadian Federal Government’s Afghanistan Challenge Program and as such they will provide 50% of the construction costs and 90% of the Public Engagement expenses.

The Afghanistan Challenge is a partnership between the Government of Canada and leading Canadian organizations aimed at engaging Canadians who want to personally help rebuild Afghanistan after decades of hardship ( www.afghanistanchallenge.ca ).

The Government of Canada, through the Canadian International Development Agency (CIDA) signed a contract with the Canadian Rotary Collaboration for International Development (CRCID) to provide the government funding. The Lead Rotary Club in Canada working with CRCID is the Rotary Club of Calgary – Heritage Park while the Rotary Club of Winnipeg has accepted responsibility for collecting and receipting all donations received.

Rotary has been very active in that part of Afghanistan since 2002 when Rotarians from California went there to build a school and other educational related facilities. They, along with Rotarians from Jalalabad, have agreed to assist in constructing this school. For more information, please refer to www.stevebrownrotary.com .

When Rotary was approached by CIDA to participate in an educational project to assist primarily women, we contacted the Ministry of Education in Afghanistan and asked, “What is your greatest need”? They have asked us to build a school that would met the needs of 4,000 students (two thirds girls) who are currently studying in a largely open area, with palm trees providing the only shelter. The students would attend classes in three shifts.

It is estimated that 87% of Afghan women are illiterate, 63% if Afghan children between the ages of 6 and 13 remain out of school. However, it is reported that since 2001, school projects have brought new life to general, technical and vocational education, particularly benefiting girls and the country is currently experiencing the highest enrolment in the history of Afghanistan. Nevertheless, there is still a vast scope for greater investment in education. There is evidence in other countries, in particular, Bangladesh, that once women are educated there is a virtual spiral of development, jobs, lower birth rates, education and stability.

The Afghan Ministry of Education who will own the school once completed have assured long term sustainability and will provide fully trained teachers.

Estimated cost of the school is US $350,000.00 including fixtures, computers, etc. A TRF Matching Grant in the amount of US $25,000.00 between the Rotary Club of Winnipeg and Jalalabad to fund a large portion of the fixture expenses has been secured.

Canadian based Rotary Clubs have been asked for a minimum donation of CDN $250.00 per Club or CDN $8.00 per member. It is hoped the fundraising will be completed by May 31, 2010.

Construction of the school began with a ground-breaking ceremony that took place Sunday, January 3, 2010. Fari Mohini, a Rotarian from the LaJolla Golden Triangle Rotary Club in San Diego, California read a speech on behalf of Rotarians.

There were banners in both Pashto and English that read: “Rotary in Canada and the United States extend hands of friendship” “New School for the students of Jalalabad financed by Rotary International” “New school to develop goodwill, understanding and peace” “Another Rotary International Service Project for Afghanistan”.

The event was attended by several representatives of the Federal and Provincial Governments, as well as, the Nangarhar Province Director of Education, Principal of Nasarat II Girls School, several teachers, and local media.

It is estimated construction of the school building will be completed by June 30, 2010 and ready for the school year September 1, 2010.

A Public Engagement program is currently under development to approach all of Canada’s 3,500 high schools and Interact Clubs this fall to inform them about Rotary and what Rotary is doing in conjunction with the Canadian Federal Government in Afghanistan. This we hope will lead to ongoing communication with Canadian high school students with those attending the school in Jalalabad similar to what is occurring with the other Rotary school in the area.

Canadian Rotarians who contribute personally will be eligible for income tax receipts. They can donate on line by clicking onto a link on website www.afghanistanchallenge.ca or send cheques (as well as Clubs) payable to the Winnipeg Rotary Club Community Service Fund Inc. with a notation “Canadian Rotary Centennial Project” and mailed to the Rotary Club of Winnipeg, #243, 375 York Ave., Winnipeg, MB, R3C 3J3.

This is much more than simply building a school. It’s doing our part to help rebuild a country by creating a beacon of literacy in an area of the world that so desperately needs it. As Rotarians, it’s about making a statement of who we are and what we stand for as we celebrate 100 years of Rotary in Canada.

Phase 1 of the project was focused on seven (7) schools in Rwanda, Africa. Funds from the Jasper Rotary Club and District 5370 were used to support Phase 1 activities and more specifically to:

Deliver 1, 10 day teacher workshop at one of the target schools Purchase 4 nursery resource units for two of the targeted schools. Each unit consists of wooden

blocks, sorting and sequencing boards, balance boards, lacing cards, bean bags, skipping ropes and stationary supplies (e.g. crayons, paper, colored pencils, markers)

Purchase school uniforms and shoes for 60 children at 1 of the target schools

Current status of the project: Phase 1 of 3 proposed phases of the project has been completed. The funds provided by the Jasper Rotary Club and District 5370 were used for the three activities listed above. Add contributions forecast for 2010 – 2011.

I was started by founder, Edmonton-trained, Dr. Alice Kagoda, who is a professor at the Makarere University in Kampala. The children attending the Busano School are from the poorest of families in the area. For many of the children, the food provided at the school is the only food they receive all day after walking long distances to and from their homes. The school provides kindergarten through Grade 7 on a 3-semester rotation schedule. Our project provides funding for the 300-400 daily school lunches – either to buy the maize and other ingredients, or to buy seeds, which are planted in the school garden to produce fresh vegetables and fruit for the children.Current status of the project: This is an ongoing commitment by our Rotary Club. In addition, our Club has set aside $5,500 this year and is waiting to hear from the Community Initiatives Program for matching funds which will then be sent to Dr. Alice and the community to build an energy efficient stove and shelter to replace the open hearth with pot stands that are currently being used. The Rocket Stove uses less firewood, is smokeless and safer to use as the fire is shielded; it is approved by the Uganda Government Department of Energy and Mineral Development. Construction will begin as soon as we are notified regarding the receipt of the money (hopefully end of March, 2010).

When Edzimkulu began work in late 2003, Ndawana had virtually no access to health care other than a mobile clinic that arrived occasionally. By 2006 Edzimkulu had established a full time clinic in the village trained over a dozen community care workers to provide rural community care (including HIV/AIDS education, testing and counsel ling), and made huge inroads in “de-stigmatizing” HIV/AIDS to the extent that today Ndawana clinic was recognized by the KwaZulu Natal Department of Health (DOH) as an official clinic and began receiving partial funding and resource support from the local DOH. The DOH was so impressed with the work of Edzimkulu, they requested we assist in replicating our health care model in four nearby rural villages. The Ndawana clinic now accommodates approximately 1,000 patient visits per month, has two fulltime nurses and manages 25 community health workers. Edzimkulu began work with the construction of a four building, 450 square meter, clinic and community centre. In constructing the centre, Edzimkulu provided more that C$100,000 at exchange rates at the time, in income to over 400 Ndawana residents. All the work, which included excavation by hand, cutting thatch and poles, making blocks, and constructing the buildings, was done by members of the Ndawana community. The entire community centre was destroyed by fire in June, 2009. The clinic reopened within

Best practice model for community based HIV work – Edzimkulu was recognized by Khomanani Caring together, a national government social mobilization campaign focusing on the impact of HIV and AIDS in KwaZulu Natal.

Best practice model for Community Mobilization for Prevention of Mother to Child Transmission (PMTCT) of HIV – The University of Western Cape, Medical Research Council in conjunction with the National Department of Health recognized Edzimkulu

Best practice model for Implementation of Community Integrated Management of Childhood Illness – In a study conducted by Masazi Consulting for UNICEF and the National Department of Health, Edzimkulu was found to be the best practice site in South Africa for our work in PMTCT, home based growth monitoring for children 0-2 years of age and early intervention for children who are HIV positive.

Project description: This is a response to a plea from the city of Chongjin asking for help with the nutrition of about 2000 orphan children. The object of the project is to feed the children and to develop an energy-dense snack to be produced in a local bakery, with ingredients brought in from China.It is unusual for North Korea to allow this type of aid. The project is associated with a university in China, and is managed/supervised by a Rotarian from the Strathcona Club (Dr. Jung Sim). This steel, plastic and wood equipment is of high quality and could not be built in Belize. They are carefully removed, restored and updated in Alberta by our partner, the Emmanuel Foundation. These playgrounds are reused and thus saved from becoming waste, so the project has a strong green element. These newly restored playgrounds are purchased by Rotary Clubs to be placed in appropriate projects around the world, in this case Belize. They are shipped (approx. 2-3 playgrounds per 40 ft.) container and a certified playground installer from the Emmanuel Foundation travels to Belize to manage the installation and to train local volunteers on installation and ongoing maintenance and repair techniques. Specific tools for each playground were left behind with the respective Community.Current status of this project: The pilot project is complete. We also provided Jaws of Life to the local fire department for the cutting of vehicles in order to free injured people.Another fire truck went to the Town of Navolato. The fourth truck went to the Town of Escuinapa who previously had no fire protection. The ambulance was delivered to the Town of Rosario to provide a way for injured people to get to the nearest hospital. Additionally we also supplied fire fighting gear and medical supplies to the fire departments and health providers.This project was started in 2002 and we have now delivered a total of 39 vehicles along with fire fighting gear, school supplies, and medical equipment. Our vehicles are being used on a daily basis for safely transporting children, providing fire protection and emergency transportation of injured people to hospitals.Current status of this project: The project started on March 5, 2010 when we left from Grande Prairie and was finished on March 20, 2010.

Project description: The project is a continuation of an earlier project in which 66 lavatories were built for poor farming families in the rural district of Guanazan, in southern Ecuador. In this new project, we will finance the building of 30 additional lavatories with shower, toilet and washbasin, serviced with gravity fed running water. We will also install membranes in 23 large water storage reservoirs to prevent water loss. The latter project is done in cooperation with INAR, the Ecuador National Irrigation Agency.Current status of the project: Funding has been approved; project construction to start in June or July, 2010. Eventually this became a district effort. Our funds were matched by the province and therefore funded the equivalent of 5 Shelter Boxes to Haiti. Apparently overall, Canada donated some 4,000 Shelter Boxes to Haiti. Every $1,000.00 collected provides a tent and shelter for a family of 10 for up to 6 months.Current status of this project: Our Club continues to set aside at least $2,000.00 each year for disaster relief efforts and will continue to do so.
