Conceptually,players
manage
aproject.
The
project
Gantt
chart
is
the
foundation
forasimulation. YoumaythinkoftheprojectGanttchartasresidingwithinSimProject.
Playersmakedecisionsastowhichresourcetohireorfire,whethertotrainaresourceto
improvetheirindividualattributes,whentoinvokeavarietyofmanagerialactionsfor
motivation(e.g.holdapizzaparty),andwhichresourcetoassigntoeachofthetasks.
Duringprocessing,SimProjecttakesthedecisionsmadeandcalculatestheactualtime
andcostforeachtaskbasedonthedecisions. SimProjecttheninteractswithMicrosoft
ProjectTM
tocreatetheprojectfile(.mppfile)includingtheactualresultsfromeachround
asitisplayed.
One
common
problem
with
computer
simulations
is
that
students
may
obtain
informationfrompriorstudentsthatwillallowcurrentstudentstohaveacompetitiveedge.
Wecallthissimulationcarryover. Inordertominimizethisphenomenon,SimProjectsets
upsimulationsthatareasdifferentfromeachotherasinstandardpractice. Anewand
differentsimulationisgeneratedbySimProjecteachtimeaninstructorcreatesasimulation
foraclass.Therearealmostaninfinitenumberofvariationsonthesimulationsbasic
templates.
1.1.1 Whatarethetechnicalrequirementsofthesimulation?SimProjectisawebbasedcomputersimulationusedtoenhanceinstructionof
projectmanagement.

works
with
MS
Project
in
aWindows
environment.
Please
notethatMSProjectmustbeinstalledonthecomputeraccessingSimProjectorbe
availableoncomputerlabmachinesifstudentsareusingalabenvironment. MSProject
neednotbeopenasSimProjectwillcallandopenMSProjectasitisneeded. Thisiswhy
SimProjectfunctionalityisenhancedwithInternetExplorer. (PleasenotethatSimProject
willworkinabrowserotherthanInternetExplorerbuttheMSProjectplanmaynotbe
viewablefromanotherbrowser.) Withrespecttotheplatform,thewebapplication,
SimProject,canbeviewedinanonWindowsplatformbutcannotcallMSProject. Running
inanonWindowsplatformseverelylimitsthefunctionalityoftheprogram.
SimProjectwas
designed
to
work
with
Internet
Explorer
versions
prior
to
IE
8.0.
SinceIE8.0hasimplementedenhancedsecurityfeaturesandmayblocksomewebsites,the

Simulationprojectsarestructuredintwoparts;preplayandplay. Theportionof
thesimulationthatoccursbeforetheStartnodeontheGanttchartiscalledpreplay. The
onlydecisionsthatcanbemadeinPrePlayaretheselectionofresources. Playersmaybid
forvirtualresourcesduringthepreplayperiods.Yourinstructormayrunasmanypreplay
roundsashe/shechoosespriortobeginningplay. (Notethatinstructorsmayalsochooseto
beginthesimulationwithPlayandnotparticipateinresourcebiddingandselectionrounds.
Thesimulationwillautomaticallypopulateeachteamwithresourcesifthatoptionis
chosen.)

RememberthatthescoresaredisplayedonaPERCENTILEbasis. Oneadvantageof
usingpercentilescoringisthatitprovidesteamswitharelativescorecomparedto
theotherteams. Theteamwiththebestmetricwillbeshownwithascoreof100%,
whiletheteamwiththeworstmetricwillbeshownwithascoreof0%. (Itdoesnot
meanthattheteamhasa"score"of0%.)
Theauthorssuggestthatyoulookatthefourfactors(Cost,Time,
Functionality,andStakeholderSatisfaction)separately.
Cost
Thecostmetricismeasuredbyadeviationfrombudgetthatrewardsateam
thatisclosesttothebudget.
ThePeriodResultspageprovidesthebudgetstatus,aswellasthedetail
behindthebudgetchargesfortheperiod. Youcanalsogobacktoanyprevious
periodbyclickingonthe"PeriodRanks"section. Additionally,MSProjectprovides

Thesimulationcalculatestheactualtimeforeachtaskbaseduponthe
decisionsmadeandthensendsthedatatoMSProject. MSProjectperformsthe
loadlevelingtaskandreturnstheelapsedtimefortheperiodtoSimProject. The
FinishDateisthendisplayedinthePeriodMilestonesectionofthepage.MSProject
hasmanyreportsthatcanbeusedtoanalyzetheTimeperformanceoftheteam.

Functionality
Functionalityisameasureofwhetherthesimulationprojectdoeswhatit
wasintendedtodo.
Thesimulation
cannot
measure
asubjective
factor
such
as
whether
aproject
achieveswhatitismeanttodo. Theproxyforscoringpurposesiswhethertheteam
ismeetingtheprojectmilestones. Youshouldaskyourselfifyouareassigningthe
rightcategoryofresourceandifthoseresourcesarecompletingthetaskson
budget.
StakeholderSatisfaction
LikeFunctionality,StakeholderSatisfactionisarathersubjectfactor.
Satisfyingstakeholdersonarealprojectisafunctionofwhetherthestakeholders
arepleased.
This
should
be
aresult
of
whether
the
project
is
coming
in
on
time
and
iftheinteractionswiththeprojectteamarepositive. Therefore,themetricfor
StakeholderSatisfactionwillbeacombinationofmilestonesmetandacompositeof
theteammembers'interpersonaltraitssuchasInterpersonalskills,Flexibilityand
PublicRelationsskills.

Inarealworldscenario,TeamEfficiencywouldbeameasureofanumberof
factors. Theseincludehowwelltheteamisperformingintermsofmeetingthe
milestones,aswellashowwelltheyaremanagingtheprocess. Thiswouldinclude
suchfactorsashowwelltheteamgetsalong(cohesion),themanagerialstyle
developedwithintheteam,theteamcomposition(e.g.diversityofskills,age,
experience,gender,
and
ethnicity),

periodMilestone.

Ifyouhirearesourceintherealworld,yourbudgetischargedfortheirrate
whetheryouassignthemtoataskornot. Thesimulationreflectsthis"bench
penalty"withanUnallocatedResourcescharge. Ifyoudonotassignaresourcetoa
taskortrainingforatleast25%oftheelapsedtimefortheperiod,theteamwillbe
charged
the
difference
between
the
actual
assignment
time
and
25%
of
the
elapsed
timefortheperiod. ThischargewillappearinthePeriodCostsectionofthePeriod
Resultspage.
Effectivenessrating(d)
Effectivenessreferstotheassignmentofthebestcategoryofresourcetoa
task(e.g.Didyouassignaplumbertoperformplumbingwork?). Whileallvirtual
resourcescanperformalltasks,thereisasinglebestcategoryforeachtask. The
highertheEffectivenessisforatask,thecloseryouweretoassigningtheright
category
for
the
task
and
the
better
your
overall
score.
Efficiencyrating(e)
Whileitisimportanttoassignthecorrectcategoryofresource,allresources
inthesamecategoryarenotequal. Inotherwords,allengineersarenotcreated
equallyinthesimortherealworld. Thevirtualresourcesallhavedifferent
individualattributescores. Notall(say)engineersworkthesame. Somearemore
efficientthanothers. Toincreasethescoreinthisarea,considerTrainingor
ManagerialActionsthatmayincreaseefficiency.
AllocatedHours(f)
Whenaresourceisassignedtoatask,thesimaskswhatpercentofthetime
ofthatresourceistobeallocated. Iftheteamassignstheresourcefor100%,that
meanstheresourcewillworkonthetaskforeight(8)hoursadayuntilthetaskis
complete.
Thisrevealstheconceptofworkormanhoursandelapsedhoursor
duration. Thesimcalculatestheworkhoursneededforataskandtheelapsed
hoursitwilltaketheactualpersonassignedtocomeupwiththeelapsedhoursor
