ANSI Approves Two Control Protocols Standards, Withdrawal of AnotherOn September 25, ANSI's Board of Standards Review approved the reaffirmation of the 2010 edition of ANSI E1.30-4, EPI 26, Device Description Language (DDL) Extensions for DMX512 and E1.31 Devices, and the revised version of ANSI E1.37-2, Entertainment Technology - Additional Message Sets for ANSI E1.20 (RDM) - Part 2, IPv4 & DNS Configuration Messages. Both will be published soon—definitely in time for Holiday gift-giving! ANSI E1.30-4 – 2010 (R2015) will be substantively the same as the 2010 version, so there is nothing to anxiously await there, but the current version of E1.37-2 is buggy, so the new version of that will be an improvement.

On October 8, the Board of Standards Review approved the withdrawal of ANSI E1.45 - 2013, Unidirectional Transport of IEEE 802 data frames over ANSI E1.11 (DMX512-A). The ANSI E1.45 has been withdrawn because it does not comply with PLASA's patent policy, which states that we do not intend to publish any standard that contains protected intellectual property unless that property can be licensed by anyone for a reasonable fee on a non-discriminatory basis. There are patents, issued in Korea and in the United States, that cover key parts of the standard. We do not have satisfactory assurance from the holder of the patents, the Electronic Telecommunications Research Institute, that licensing is available for a reasonable fee on a non-discriminatory basis. Therefore, we have withdrawn the standard.

The key parts of the standard that are protected by Korean and US patents, and that triggered this withdrawal are the data fragmentation and error detection. You can find DMX512 data fragmentation and error detection in the Alternate START Codes 01h and 04h, registered well over two decades ago and listed at http://tsp.plasa.org/tsp/working_groups/CP/DMXAlternateCodes.php, but now there are patents on some methods using these techniques. Anyone wishing to transport IEEE 802 data frames larger than an E1.11 data frame, or to implement a method of error detection should check whether they need to negotiate with ETRI.

Wahoo! Texas Plugfest Returns The next PLASA Control Protocols Plugfest will be held Friday 29 January 29 through Monday 1 February 2016 at the Marriott Solana in Westlake, TX, near the Dallas-Forth Worth Airport. That's next year, but it is not too early for product developers to make plans to attend with new equipment they want to test. Plugfests are informal gatherings that give developers an opportunity to check their product's interoperability with a wide variety of other devices using PLASA North America's protocols. Usually problems can be spotted and sorted out over a weekend, with engineers and technicians sharing protocol implementation tips.

The Plugfest will be held in conjunction with the TSP working group and task group meetings at the same hotel. The schedule is still in the works, but when it is finalized it will be posted at http://tsp.plasa.org/tsp/meetings/index.php. Answers to questions and further information can be found at the Control Protocol Forums, http://www.rdmprotocol.org/forums/, or by emailing s [email protected]. Registration is not required, but please send a note if you plan to bring a lot of equipment or large equipment. Space is limited.

WTO Technical Barrier to Trade NotificationsThe U.S. Department of Commerce's service, Notify U.S., recently has announced WTO Technical Barrier to Trade notices that may be of interest to Standards News readers. If you have a problem with these notices, you can protest through your representative to the WTO. In the US, that is NIST ([email protected]). See http://ec.europa.eu/enterprise/tbt/ for European TBT objections.

European Union Notification EU/317Date issued: 1 October 2015Agency responsible: EU-TBT Enquiry PointNational inquiry point: EU-TBT Enquiry PointProducts covered: Chemical substances placed on the EU marketTitle: Draft Commission Regulation amending Annexes VII and VIII to Regulation (EC) No 1907/2006 of the European Parliament and of the Council on the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) as regards skin corrosion/irritation, serious eye damage/eye irritation, skin sensitisation and acute toxicityDescription of content: Annexes VII to X of REACH provide the standard information requirements for substances that are subject to registration, depending on the production/import volume of a substance. Points 8.1, 8.2, 8.3 and 8.5 of Annexes VII and VIII define the REACH standard information requirements and adaptation possibilities for the toxicological endpoints of skin irritation/corrosion, serious eye damage/eye irritation, skin sensitisation and acute toxicity, respectively. This draft Commission Regulation proposes the modification of the provisions of the REACH Annexes provided for these points in order to reflect the scientific progress made in the development of alternative methods. Objective and rationale: According to Article 13(1) and 13(2) of REACH, information on the intrinsic properties of the substances, in particular for human toxicity, shall be generated, wherever possible, by means other than vertebrate testing, through the use of alternative methods. These methods shall be regularly reviewed and improved with a view to reducing testing on vertebrate animals. The Commission shall make a proposal, if appropriate, to amend the REACH Annexes to implement the principle of replacement, reduction and refinement of animal testing. This draft Commission Regulation aims at removing in vivo test requirements for skin and eye irritation and acute toxicity at higher tonnage levels that are no longer scientifically justified. Therefore, in accordance with Article 13(2) of REACH it is proposed to amend the REACH Annexes as improved methods are available in order to replace, reduce or refine animal testing. For skin sensitisation, alternative methods are now becoming available, but are not yet widely used. Assessing skin sensitisation by alternative means is more complex, requiring the integrated assessment of several tests and other information. Therefore, instead of replacing the in vivo test requirement, it is proposed to waive in vivo tests if sufficient information can be generated by alternative methods.Relevant documents: Regulation (EC) No 1907/2006 of the European Parliament and of the Council on the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH Regulation)Proposed date of adoption: Not given by countryProposed date of entry into force: Not given by countryFinal date for comments: 30 November 2015Full text: https://tsapps.nist.gov/notifyus/docs/wto_country/EU/full_text/pdf/EU317[1](english).pdf and https://tsapps.nist.gov/notifyus/docs/wto_country/EU/full_text/pdf/EU317[2](english).pdf
