Coordination
• In accordance with City procedures, the project has been canvassed through all interested City Departments, utility agencies and appropriate neighborhood association.
• Project received conditional approval from City Departments and utility agencies.
• Petitioner has agreed to comply with all conditions.
9
Conditions
• Provide access to the Commanders House from South Flores
• Create more synergy with the park, neighborhood, and grocery store
• Replace and/or preserve the bicycle route and pedestrian path through S. Main Ave
• Due to utility easement requirements, H-E-B could not develop the property should it be vacated
10
Traffic Impact Analysis• Evaluate potential
impacts of a closure on:• Vehicular Traffic• Pedestrians• Bicycles• Transit
• Recommend improvements to maintain or improve levels of service in the area if the closure is approved and the area is redeveloped.
• ¼ mile radius of the project area
11
Findings• A lot of the pedestrians and bicyclists during the weekdays are
associated with the H-E-B Campus and Commanders House.• Safe alternatives exists for pedestrians and bicyclists to include the
riverwalk, proposed San Pedro Creek improvements, and the proposed 30 foot amenity path along Flores.
• There is some congestion associated with the South Alamo capital project that is currently under construction.
• Both South Flores and Main are below capacity as it pertains to the average daily traffic volumes.
– If all of the traffic on South Main were to divert to South Flores, South Flores would still remain below capacity by at least 50%.
– Cesar Chavez is below capacity.• Due to the projects currently under construction and assuming 2%
growth annually for 7 years, the traffic level of service in the area will decrease.
– Does not assume street closure or H-E-B expansion
12
Pedestrian and Bicyclists Recommended Improvements
• Other Alternatives– San Antonio Riverwalk– San Pedro Creek (2018)
• Build 30’ amenities path on Flores• Add bike lanes on Arsenal to connect
shared use path to Flores and San Pedro Creek
– Flores to S Main: Remove parking on the north side to accommodate bike lanes and consider residential only parking on south side.
– West of Flores: Utilize sharrows• Provide connection from Flores to
existing network on S Main via Old Guilbeau

Recommended Traffic Improvements• Remove signal at Cesar Chavez & S
Main• Add signal at Cesar Chavez & Dwyer• Add stop sign northbound on S Main
at Arsenal• Rebuild Cesar Chavez & Flores
signal, adding flashing yellow arrow displays on each approach
• Rebuild Cesar Chavez & St. Mary’s signal, adding flashing yellow arrow displays on each approach
• Rebuild Flores & Arsenal signal, adding pedestrian accommodations
• Make traffic signal timing plan adjustments in Cesar Chavez and Flores corridors
16
Recommended Neighborhood Improvements
• Improve striping at Turner/Washington/Pancoast intersections and add stop signs at each intersection
• Consider all-way stop at Washington & Arsenal with crosswalk at Beauregard
• Close median at Cesar Chavez & Pancoast, converting to right-in right-out, after further analysis
The goal is to minimize potential cut-through traffic while preserving neighborhood connectivity.

Heavy traffic flow condition. Heavy delays probable. No available gaps for cross-street traffic or main street turning traffic. Limit of stable flow.
F > 80 > 50
Unstable traffic flow. Heavy congestion. Traffic moves in forced flow condition. Average delays greater than one minute highly probable. Total breakdown.

Traffic Impact Analysis Summary
• When the recommended improvements are constructed, the proposed H-E-B expansion, grocery store, gas station, and anticipated 2% growth will not decrease the overall levels of service.
• The level of service improves in most cases with the exception of one intersection, which is well above the expectation for a downtown area.
