Access to Information

The Local Government (Access to Information) Act 1985, allows members of the public, including the applicant, the right to examine and receive copies of any letters received in relation to an application three days in advance of the matter being considered by the appropriate Committee and the Freedom of Information Act 2000 affords any person a similar right at any time. Furthermore, the Council operates an “open file” procedure allowing public access to planning application files held at the Town Hall and placing copies of representations received on its web site. Data on the website is redacted to avoid releasing personal information.

Explanatory Notes - A glossary of the terms used within this publication is set out below.

Type of Application Outline: - approval is sought in principle without full details (these would

follow in Reserved Matter applications)

Reserved Matter: - a detailed application following Outline approval

Full planning: - a single, detailed application, including full plans and elevations, as appropriate, instead of Outline and Reserved Matter applications

Change of use: - application seeking approval to use land or buildings for a new purpose (e.g. to change a shop into a restaurant). Some changes do not require planning permission (e.g. restaurant to shop)

Certificate of Lawfulness:

Section 73 application

- -

application for a Certificate confirming that an existing use or development is lawful, or that a proposed use or development does not require planning permission application to amend an existing permission either by a minor amendment or amendment to an imposed planning condition

Deemed: - application made by the Council

Consultation: - application to be determined by another local authority

Level of Delegation

Head of Places and Planning:

- to be determined by the Head of Places and Planning, unless referred to the Planning Committee at the request of a Member of the Council

The proposal is for the replacing and relaying of the damaged driveway and

the construction of two support pillars and a sliding front entrance gate.

The site is situated on the south side of Fir Tree Road in a residential area that

comprises of a variety of detached house styles some with and some without

gates. The existing boundary comprises of 2.5 to 2.7m Laurel, Holly and

Hawthorn hedges that form a solid barrier along the road edge and creates a

natural break, the addition of the gates would enhance the security to the

property and also give some added privacy. The gates would be constructed of

grey powder coated aluminium with oak style panel in fills to match the current

oak style doors to the house and slide from left to right. The construction of two

yellow stock brick pillars to keep in character the existing house brickwork

would also need to be constructed and set back 6 meters as advised by surrey

county council highways agency to allow to pull in of the highway without

restricting traffic flow and to support the gate, an additional bespoke side gate

would also be fitted between the right pillar and hedge for pedestrian access

and also allow the fitting of a post box.
