    hrough birth or immigration you have found yourself resident on erra, a dystopiangarden world at the height of its powers. After making interstellar contact nearly fourmillennia ago, erra began a programme of aggressive colonisation, reaching manynearby systems including the one containing Athshe. After a near total collapse in whicha great deal of history was lost, erra joined the galactic union known as the League of AllWorlds, linking erra with Hain and nine other planets. he League was fragile, relyingon NAFAL travel which could take centuries from starting point to destination.

    Around 3000 years ago the ansible was created, a device which allows people tocommunicate instantly across the vast distances of space. his strengthened the unionof planets; however over time it eventually disintegrated during a time known as theAge of the Enemy. In this period erra experienced dramatic population collapse andfragmentation. When the Enemy, the mysterious Shing, had been destroyed, the erransslowly built up their cities again and around 900 years ago they facilitated a rebuilding ofthe union of worlds with Hain at its head, this time called the Ekumen. his period waslargely one of peace and collaboration, though many areas of the galaxy did not participateand rejected the Hainish peacemakers.

    Around 180 years ago the government on erra began to turn its eyes greedily outwardsonce more, having begun large-scale exploitation of the solar systems resource richplanets and asteroids. A market agreement was established with the Werellian corporate-government of reviled slave traders. 10 years later the Churten War broke out, precipitatedby a devastating attack on Hain which shattered the Ekumen and sent the galaxy into aperiod of chaos and diplomatic withdrawal. An attack on erra destroyed large parts ofthe planets ozone and vegetation layer, leaving vast swathes of radioactive wasteland.erras government quickly consolidated its powers and turned the system into a brutalcontrolled zone. Now calling themselves the Were, the government began re-buildingthe erran colonial war machine and prevented anyone leaving the system. errans havespent the last three generations living in a chain of totally administered city-bubbles, the

    largest of which is ours, New Istanbul.

    Hainish refugees who escaped on NAFAL ships 170 years ago have been arriving bit bybit for some time now, expecting a warm welcome from their erran allies. And the Weredid indeed welcome them in a fashion. he more skilled and useful refugees have beenintegrated into erran society, others placed into forced labour blocks, but many havebeen outlawed as city capacities became compromised and disappeared. he grip ofthe Were is strongest on Earth and its closest astral bodies, but at the edges of the systemunderground communities and lawless spaceports have sprung up. ravel is difficult butnow possible, with the right papers and enough money. As a result erran society is evenmore diverse today than it had famously been before the blockade and, as much as the

    A month ago something profound happened to you. Someone pushed past you in the crowd and wedged a

    parcel under your arm, disappearing immediately. You managed to suppress the urge to glance upwards at the

    street cameras (known colloquially as Eyes) and hurried on your way. When you finally felt confident that

    no-one had followed you, you pulled out the package and examined it. It felt like a book and, unwrapping it,

    you saw the hard green cover and immediately a chill went through you. he circle debossed on the cover told

    you all you needed to know this was a banned book, a very dangerous book, one you had only heard indirect

    whispers about, one that few would admit to even having heard of, even to their most trusted friends. Odos

    Analogue. he book that, they never say, started a revolution. Your fingers trembled as you turned over the

    cover. Only a few ragged pages left of the book, fifty at the most. A fragment. here was a handwritten note

    tucked inside:

    hat night you devoured the book and hid it well. In the morning you went about your business as normal but

    it felt as though every eye was turning towards you, at every corner you turned figures stalked you at a distance.

    Over the next few days the feeling of unease did not dissipate, but you began to relax a little such high tension

    cant be sustained indefinitely. Returning home one evening you found a City ransport Network single travel

    pass on the floor. he name on it was not familiar. ime to choose. Using someone elses ticket is very illegal.

    Who are these people, you thought to yourself. Can I trust them?

    Something strange came over you. Memories of the last few years. Friends lost, rules followed thoughtlessly,

    needless pain, suffering. he Fragment bubbled up in your mind. You grasped the ticket in your hand and

    turned and walked back out of the house, now filled with a supreme confidence. Down alleys thick with mossyou weaved your way to the station, visible here and there by its tall ochre towers, deep into the bowl of the city.

    he train rushed underground and clanked its way through Yenikap, the old port. As it reached surface level

    again, the sky was getting dark. he old basin of the Marmara stretched out ahead, home to a triple layered

    sandwich of poverty, darkness and policing. At the far edge of the neighbourhood the biome rose up to become

    the sky, condensation blurring the vacant world beyond. Descending to the lowest level again, the train slowed

    and jarred to a halt. You stepped onto the empty platform. A voice spoke into your head: Out the station, turn

    left, up the steps, third door along. Not daring to turn around you made your way forward and followed the

    instructions to a rusty green door.

    he meeting was short. No names were exchanged. No mention was made of the book, the ticket or how

    anyone had come to be there. You were content to just sit and listen. In fact, the meeting seemed almost absurd.People were talking about ordinary things: the success of mining operations on VE68, the rising cost of food,

    prestigious refugees arriving from Alterra. All acting as if you were old friends, or colleagues having a casual

    chat over coffee. his was clearly some kind of test. No-one could trust anyone else, and they certainly werent

    ready to trust you just yet. It would be up to you to put yourself out there, make yourself vulnerable so you had

    nothing left to lose. hen theyd feel safe. Sweating slightly, you spoke up

    hree more meetings and things were beginning to get hot. You could scarcely have imagined the scale of this.

    here were twelve people in the group, though youd only met seven in person so far. Over the city there were

    tens, maybe hundreds of other cells, all co-ordinating somehow (your lot either didnt really know or werent

    going to tell you.) Something big was being planned and in the next couple of days there would be a conference

    to discuss it. Revolution was brewing, and you would soon be on the front line!..

    One of the primary things that differentiatesFate from other game systems is the extent towhich players are invited to be involved in thestory and world creation. In a sense you are

    collective storytellers, playing characters butalso responsible for the drama and ideas whichmake up the world and its narrative. One ofthe ways this is modelled is through aspects.hey define who your characters are, and theyprovide ways for you to generate fate points andto spend those fate points on bonuses. Virtuallyeverything can have aspects, from story pointsto environments and objects. he aspects whichpush you into conflictand help you excel onceyoure therewil l be among your best and most-used.     choices and character development: aspects arealways true, regardless of if you are using themto get boosts to actions.

    he various special psychic abilities of LeGuins universe are modelled through skillsand aspects. Since these are often complexand nuanced cultural practices in her fiction,the advice for their use should be treated as astarting point to allow them to interact withthe game. Ultimately they are storytellingdevices rather than superpowers and should be

    developed with care and attention to detail.

    he first part of character creation establishes the stories of your characters so far. hey have historiesof their own and with each other, establishing where theyve been, what theyve done, and why theycontinue to act as they do, together or in opposition. heres an ongoing story youre now steppingintoits just that the most interesting parts havent happened yet.

    erran society completely collapsed around a thousand years ago during the Age of Te Enemy.Once the League of All Worlds was created it gradually reemerged as an intergalactic power andwas one of the first planets to join the Ekumen. Nuclear war has since reduced much of the planetto desert, with the population living in isolated city-bubbles. An authoritarian government nowpresides over the planet as it slowly reaccesses its resources and rebuilds. New Istanbul is thelargest city on Earth today, home to over 20 million humans and 80% of the planets flora.

    he denizens of Earth are a diverse and brokenpeople. Society is explicity split into classes, fromwealthy consumers and bureaucrats down to minersand farm gangers, each with their own separateprivileges and domiciles. erra has a large tech

    sector, with prospecting colonies throughout thesolar system and computer monitoring networksacross its major cities.

    erran society today is descended from a hugerange of different peoples, a diaspora cut off fromtheir homes when the system blockade came downthree generations ago. As such, pockets of off-worldcultural practices have flourished and evolved inparts of the planet, though deliberate consolidationand streamlining by the government has kept these

    enclaves small. Often, a subservient and obedientoutward appearance can obscure a fierce andrebellious spirit passed on by grandparents whoremember the way things used to be. errans areused to watching what they say and knowing who

    is watching them.

    he population is largely honest, hardworkingand timidcriminals on erra do not last long.he use of mindspeech is only permitted by CityInvestigators and surveillance is everywhere.Families are regularly split up and the social orderprovides only the barest reproductive sustenance tothe poor and struggling. he Were have ruled withan iron fist for the best part of a century, but therumbles of dissent are beginning to get louder...

    A century and a half ago Hain was attacked by anunknown force, precipitating the Churten Wars.he war was supposedly ended, but people seemreticent to speak of Hain, the jewel in the Ekumenscrown.

    Hain was once the site of magnificent archivesand libraries, three million years of knowledgeand wisdom, much of it incomprehensible today.A proportion of this data was smuggled off-worldduring the war, but the various ships it travelledon have been scattered far and wide in their flightfrom the warzone. As far as is known, the survivingpeople of Hain are a diaspora, spread across theentire known universe. Attempts to contact Hain

    via ansible have been unsuccessful, but many have

    attempted to return to the system but not beenheard from since.

    he Hainish are a reserved and wise people.hey cannot conceive children without making a

    conscious decision to do so which has contributedto the order and purposefulness which allowedthem to colonise so many planets in the distantpast. he Hainish remain keepers of knowledge,keen observers and stoic philosophers. hey claimto have seen every permutation of human societyand mastered almost every technology in theirlong history. he universities on Hain specialisein research, computer technics and history, butthe Hainish can also be found near the top ofcorporations, fleets and underworld gangs.

    he history of the people of Hain goes back three million years, making Hainish theoldest known culture in the universe. More recently Hain has become known as the Prime World of theEkumen, the beautiful island-city of Stse being home to the planetary government,research institute and some of the oldest and most puzzling ruins in the galaxy.

    Athshes original plants and animals were similar to those of Earth, placed there by the Hainishin their first wave of colonisation. oday the planet is heavily forested and home to a bogglingarray of flora and fauna. Te native population have only recently developed metal-basedtechnologies, a response to multiple unsuccessful attempts at colonisation. It is rare for Athsheto travel and most found off-world are either slaves or descendents of slaves.

    he innocent, ingrained obedience of theAthsheans and the fact that they appear neverto sleep made them seem ideal slaves. However,they turned out to be surprisingly difficult tosubdue and after years of guerilla warfare, they

    were largely left in peace. Athshete communitiesare very quick to adapt and exceptionally close-knit. Lost (or, indeed, enslaved) Athshete have ahabit of making their way back home, sometimesacross incredible distances.

    Athshe society is very loosly, horizontallyorganised. Minor status is granted purely onthe basis of lifetime achievement or talent andis not tranferred from parent to child. Athshetereturning from offworld are often called Shaab, a

    word meaning both translator and god.

    he Athshete practice polyphasic sleep, takinga few dreamless catnaps spread throughout theday and entering into a state of lucid dreaming at

    will. hey see the dream-time as just as real asworld-time and in many way it appears to be so,linking Athshe across both space and time. heAthshete themselves are small, shrewd creatureswith a thick covering of green hair. Individualswill often grow moss and lichen with specialproperties in their hair, a kind of symbioticrelationship carrying status and geographicalmarkers.     Alterrans are a hybrid race of errans andrevarians, cat-like beings native to the planet.hey are a proud and powerful people with anold and traditional culture. Alterran society isstratified into nine Levels, each one granting

    successive secret knowledge. hey are renowned asintergalactic negotiators and traders, exceptionalmathematicians and navigators. Fortunately theyare a moral and strictly peaceable society.

    Over the centuries, the Alterrans have developedexceptional para-mental abilites including mindcontrol and long-distance telepathy. heir psychicabilities are so potent that they are forbidden toenter erran and Werel space and are elsewhereoften treated with mistrust and fear.

    Alterras long year has wide-ranging effects onAlterran culture and social division. he life of aSpring Born will likely take a completely differentcourse from that of an Autumn Born, and the ebband flow of society is uniquely shaped by this

    pattern. he development of cities on Alterrameans that buildings made for an imminent,harsh winter can remain untouched for sixtyyears until they are needed again. On the otherhand such a building might be completely re-purposed by Spring Borns. Alterran physiology istuned to the slow turn of seasons and it is alwayspossible to tell a natural Winter-born from aSummer who is wearing a temporary layer offat. However, something about their biology alsocauses Alterran birth-rates to be incredibly low.

Te capital of Karhide and de-facto capital of the planet is calledErhenrang. Gethen has no flying creatures of any kind and few land-based animals.

    Eleven-Soro is one of the most recent planets to make extra-solar contact. Evidence suggests that inits distant past the planet reached a technological pinnacle before completely collapsing. It brieflyhad the maximum population density of any known planet, with cities covering two of the continentsentirely. Tere had been 120 billion people living in the cities, while the animals and the sea and theair and the dirt died, until eventually the people began dying too. oday the population is spread

    very widely and lives simply by galactic standards.

    Since the collapse, a strange, introverted newculture has emerged on Eleven-Soro wherewomen live in small groups and are unwilling totalk to visitors. Men live on the periphery of femaleareas, vying for supremacy in hyper-masculine

    displays of violence and courage and. Remnentsof the fall are observable in the supersitions andmythology: Soroans abhor technology and whatthey call magic.

    he females of Eleven-Soro exercise Awareness,a kind of anti-transcendent philosophy which,when honed, allows practitioners to experiencethe multiplicty of reality without filters. Stillness,silence, listening, watching, retreating; theseare all central concepts to being Aware. Soroan

    females refuse to intellectualize, generalize, oruniversalize on the political level at all, not eventhinking of themselves as a people. hey livealongside other humans as they live alongside allother entities, displaying a profound connection

    Males go through a brutual coming of age ritualwhen they reach puberty and fight each other tothe death whilst living in small gangs in the harsherareas of the planet. he (few) older men establishbreeding territories which they are obliged todefend. Many young Soroan males make it off-world and excel in the various underworlds andspace-gangs at the fringes of polite society.

    Aka was a monoethnic world that underwent an aggressive revolutionary change intechnological status, during which almost all of the traditional culture was suppressedor rejected. As far as we know Aka is now governed by a despotic state which mandatesa form of scientific theism and aims to turn its citizens into ideal producer-consumers,with the ultimate goal of attaining advanced spaceflight capabilities. hey have notcommunicated with Hain via ansible for many years.

    Alterra is the homeworld of the Alterrans, a hybrid race of errans and the original

    native HILFs. he planet has an orbital period of 60 Earth years, with correspondinglylong seasons. here are two major groups co-habiting on Alterra: he evarans, a tribeof humanoid extraterrestrials indigenous to the planet and a dwindling colony of Earthhumans that had been effectively marooned on the planet. Although both populationsshare a common genetic heritage in the Hainish people, the difference is significantenough to prevent interbreeding. he relationship between the two groups has long beentense and characterized by limited interaction. However, this is somewhat different thesedays.

    ALTERRA

    Orbiting Gliese 832 (red dwarf) - 16LY from erra, 157LY from HainAspects: Fighting Back Against Colonialism; Forest Paradise

    Athshe has a Hain Similarity Index of 0.91, one of the highest ratings recorded for anyknown extrasolar planet. Its temperature is relatively similar to erras, but is subjectto significant swings as it orbits its star. he planet has a relatively high eccentricity,taking it very near to the predicted inner edge of the habitable zone. Athshe is a forestplanet (whose name means forest), also known as World 41 and called New ahitiby errans. Athshe is peopled by a small, furred (but in fact fully human) group of HILFs(high-intelligence life forms.) It was exploited for its timber resources before a nativerevolt expelled the errans. It is not known why they are green-furred and only one metre

    tall. Either the original settlers were genetically modified by the Hainish or the locals tohave naturally evolved this way.

    Ganam is a very diverse world with some high technology. he inhabitants, or one groupof them, are called the Gaman. Ancient Hainish records refer to it as G-14-214-yomoand also adkla. It is one of the outermost seedings of the Hainish Expansion, and waslost from the human community for five hundred millennia. Even now it is a strangeplanet which does not permit slipstreaming in or out of its system and which does notengage in intergalactic politics.G

    Gethen is a very cold, glacier-covered planet also known as Winter. It is inhabitedby androgynous intelligent humanoids, surmised to be descended from geneticallyengineered Hainish settlers. Since joining the Ekumen, Winter has developed somewhattechnologically but retains its old cultural traditions and distaste for overdevelopment.Ecological experiments have brought new species to Winter, with less than desirableconsequences.

    Faraday is a young planet which embarks on a career of interstellar war and conquest and

    constructs a secret base on Rokanan, from which destructive ships could be launched tonumerous targets while the League spent its force on subduing their home world. heplanet was originally discovered and named by errans, who introduced its inhabitantsto interstellar civilization. Faraday was a relative late-comer to the league but quicklytook up new technologies, built up aggressive armed forces in order to carve out a biggerplace for itself and oppressed weaker cultures and peoples which it encountered. heplanet was devastated by the war which set the scene for the fall of the League and theestablishment of the Ekumen. oday it is still in a state of relative undevelopment, withlarge areas of the planet ravaged by nuclear fallout and desert. It has recently attracted anumber of orbiting stations with bad reputations.

    Eleven-Soro is a world that had a high technology and then a massive crash. A strangeintroverted new culture has emerged, with women living alone and unwilling to talkto visitors. Its people are of Hainish descent and briefly had the maximum population

    density of any known planet, with the greatest cities ever built on any world, coveringtwo of the continents entirely, with small areas set aside for farming; there had been 120billion people living in the cities, while the animals and the sea and the air and the dirtdied, until the people began dying too. Its society is now in chaos as a front of investorsand greedy prospectors have begun picking through the artifacts and remnants of itsprevious technological era.

    Hain is the Prime World and the oldest culture in the Ekumen. Since the collapse theEkumen has begun reparations from Hain and local planets. Hain is supposedly theultimate source of most intelligent life in the planets of the Ekumen. Its people cannotconceive children or father them without a conscious decision to do so.
