While literacy is a desired goal and enhances social class, the real purpose of literacy should be learning and empathetic understanding. Quite like a keyboard, literacy is a neutral tool - its efficacy depends on how it is used.

Will words be used to divide and spread hatred; or to build understanding and connect? This does not depend on literacy, rather on the education and understanding level of the user. At IPE Global, we work with several nationalities, cultures and languages. We look at things from their point of view, from their understanding, their cultural background, their temperament, we seek to understand and assimilate their views in our effort to make impactful development a ‘ground reality’. As Ludwig Wittgenstein famously said, ‘the limits of my language mean the limits of my world’, languages have unique words with no equivalent in other languages. Similarly, vocabulary depth is also significant.

This Literacy Day, explore other languages, other literature, other cultures - and you will find your mind and heart opening up. Then literacy will not just be a matter of words, but of opening up a new world of understanding. And a better world, at that.

Overview

We live in an era where new languages are formed, constantly adapted, and lost. Across nations and over the centuries, different languages have become dominant, due to their speakers’ use in politics, commerce and / or various educational fields which transcend borders. In today’s fast-paced world, the ability to communicate in more than one language is an indisputable advantage and acts as one of the fundamental tools of a global learner.

International Literacy Day (ILD), celebrated annually on 8 September, is an opportunity to highlight improvements in world literacy rates, and reflect on the global literacy challenges.

The #ILD2019 will focus on ‘Literacy and Multilingualism’. Let us all promote and embrace the linguistic diversity in education and literacy development, and address the literacy challenges to achieving the Sustainable Development Goals.

It’s a world of Multi-linguals!

Multilingualism is an ability of an individual speaker to communicate effectively in three or more languages. Not only does multilingualism provide opportunities and advantages in learning and social interaction, it also helps people to overcome their linguistic and cultural barriers.

Your Brain Will Thank You: Multilingualism has positive effects on our grey matter; from improving cognitive functions to stalling the onset of dementia, speaking, reading, and writing in more than one language boosts brain health, gives the brain more exercise, and quite literally makes it grow.

You Travel More with More Languages: Take a trip overseas and you’ll likely need a tour guide to get you from place to place. But, if you could speak the native tongue, exploring the place would become an adventure rather than a challenge.

Opportunities on Your Door: Knock knock! “Who?” “It’s new opportunity with new language for you.” Employers today look for people who are bilingual or multilingual due to the diversity in today’s population. Some companies are globally operated and hiring a person who knows many languages can give them an edge.

Add the flavor of Multilingualism to Education

In many classrooms, teaching students whose home language is not the language of the school, are often viewed as a challenge. It is thus crucial to raise awareness and understanding of the positive contribution that multilingualism can make to the learning and inclusion of all students in the language classroom.

Mr. Dharmendra, a Class I and II teacher in a rural school in Madhya Pradesh, describes what he noticed when he observed his students communicating in their home languages.

“I used to have quite negative attitudes towards my students using their home language in school. I felt that the best way for them to learn the school language was to listen to and use it all the time. I believed that mixing languages in school could be confusing to them. Perhaps the fact that I could understand and speak only very little of their home languages was another reason why I was uncomfortable about them using them in class. Some of my Class I and II students were very quiet in my lessons. It was difficult for me to know what they understood and what they were learning. One morning, I noticed that two normally reticent students that I had paired up were talking animatedly about a Hindi reading text in Neemadi, the language they spoke at home. That lunchtime, I overheard a very shy student explaining a recently introduced science-related concept to his friend in the playground, with the help of a diagram, in their home language, Bhili. At the end of the day, I observed a child who did not usually talk, retelling a story I had told the class earlier in Hindi to her grandfather in their home language, Malvi. I was struck by the confidence, capability, good humour and social skills of these children, as they communicated with others in the language they knew best. I realised that I needed to provide opportunities for them to display these same qualities in the classroom too.”

IPE Global Key Projects

Asian Development Bank (ADB) and Meghalaya State Skill Development Society (MSSDS),GoM, India || Development of Industry Linked Training and Engagement/Placement and Self-employed Models by Engaging a Managed Services Operating Partner (MSOP) (2019-2020)

By creating a sustainable intervention of skilling and employing youth, IPE Global aims to anchor the industry relationships for training and placement. The scope of work is one of a kind in itself where Confederation of Indian Industry (CII) is our partner to train the unemployed youth and get them guaranteed placement in reputed organization all over India. This project aims to bring impactful outcomes in the field of skills development, and to place candidates for jobs and develop a portion of candidates in becoming capable entrepreneurs.

Department of Rural Development, Uttarakhand || Technical Support Agency under Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY), Uttarakhand, India (2017-2020)

The DDU-GKY is the flagship program of the Ministry of Rural Development, GoU that focuses on rural youth from the disadvantaged categories by giving attention to the market-led skill training programs to ensure employability. The emphasis of the program is on partnership based skilling and placement delivery. IPE Global is working as Technical Support Agency; the intended initial impact is to ensure employability to 5,000 youths by means of sill development training and up-gradation of skills.

Enhancing state capacity for continuous professional development of teachers by strengthening their core competencies leading to better quality of education and enhanced prospects of student employability, thus impacting 3500 teachers and head teachers. Approximately 1,00,000 students will indirectly benefit from the project that hopes to provide an effective school environment which is responsive to diversity among young people; builds a culture of self-reflection and up-gradation through Communities of Learning with sustainable use of ICT via a mobile application.

Role of Education and Corporate World in Skilling

As the fifth most multilingual country with the largest youth population in the world, India has the potential population to contribute to the development of the country. While they communicate their work at the best, what is it that does not make it fruitful? Lack of Skills.

“The phrase “unemployable” used by several employers is due to the fact that the candidates even after graduating from senior secondary school have very low learning levels and lack 21st century skills. It is important to note that, the composition of labour force is rapidly changing with increasing diversity in students completing education. Major diversity is noted in terms of increasing participation of students from socially disadvantaged background. The changing demographic composition of school attainment is producing new population pyramid with high number of unemployable at the base and very limited number characterized as employable at the top of the pyramid.

While the government is taking several steps to improve the quality of education, several reports, time and again have hinted towards depreciating learning levels. To ensure youths who are likely to be part of labour force are equipped with skills that are valued in the labour market, Government may emphasise on improving quality and linking secondary and senior secondary schools with vocational education various levels of learning through a credible certification system. ”

Someone who totally believes in Charles the Great, quoting him “To have another language, is to have another soul”, and I want to have multiple of them one day! You can say I “Wannabe a Polyglot”!

Got my Master’s from the London School of Economics but my roots keep pulling me back to Jhal-muri, Ghoogni, Biryani, Roshogolla…Oh, can’t stop hyping how much I love being Bengali! Bombay and beaches have my heart too. In my leisure time, I turn into a body that writes, indulges in literature, music and theatre!

Ms. Dakshini Bhattacharya has joined as Analyst in Education and Skills Development Department in Delhi. She had worked at Samhita Social Ventures- a leading CSR consultancy firm based in Mumbai. While at Samhita, she actively engaged with both corporates and NGOs across the spectrum and helped implement CSR projects in a way that social impact was maximized.

Ujjain Smart City Project, Mahakaal managed by IPE Global was reviewed by MP CM Kamal Nath, gets covered in various Ujjain dailies like Dainik City Ujjain Bhaskar, Patrika, NaiDunia, to name a few.

IPE Global’s Tumakuru Smart City Project on Smart Bus Shelter featured in leading Kannada news dailies talking about its smart features like CCTV Camera, Free Wi-Fi, Route Map, Online Passenger Information Board, Mobile charging station points, and many more.

IPE Global participated in the Regional Training of Trainers at Bangkok, Thailand aimed to strengthen programme management capacity at national and sub-national to accelerate reduction of maternal, new-born and child mortality.

IPE Global gets mentioned in a Composite Water Management Index, a ranking tool developed by the NITI Aayog, featured in The Hindu.

ASHA workers trained under CIFF Child funded and IPE Global implemented Rajpusht programme were awarded at the Outlook Poshan Awards 2019 as nutrition warriors.

ADB supported Infrastructure Development Investment Program for Tourism (IDIPT) project in Himachal Pradesh facilitating sustainable and inclusive tourism in the state.

4-days workshop organised by Department of Tourism, Government of Himachal Pradesh under IDIPT project supported by ADB, where women are being skilled to earn livelihood in their native place.

Congratulations!Ms. Bakordor W. Bannett, Principal of Pariong Presbytery Higher Secondary School, Meghalaya has been felicitated with National Teacher Award 2018-19 by the honourable President of India on the Teacher’s Day (5th September, 2019). The purpose of National Award to Teachers is to celebrate the unique contribution of some of the finest teachers in the country and to honor those teachers who through their commitment and industry have not only improved the quality of school education but also enriched the lives of their students. Ms. Bannett was among the first Champion Teacher identified during the Trainings conducted by IPE Global across Meghalaya. As she pays gratitude on this achievement, she mentions IPE Global and the Government supported ADB project for helping in bringing about positive change.

During the Poshan Maah 2019 launch event organised by Department of Women and Child Nutrition, Government of Rajasthan, IPE Global was felicitated for its support to the department in implementation of POSHAN Abhiyaan campaign in the state. The event was organized on September 4, 2019 at Jaipur, Rajasthan. The event was inaugurated by Shri Raghu Sharma, Medical and Health Minister, GoR; Shri Sh. Govind Singh Dotasara, Education Minister, GoR and Smt. Mamta Bhupesh, State Minister, Department of Women and Child Department, GoR. It was also participated by the senior officials of the department, development partners and Anganwadi workers, ASHAs, ANMs, LS and many district officials.

The focus of this year’s POSHAN Maah is correct POSHAN Behaviour for which GoI has marked 5 components. On the same line, 7 posters on the 5 components of POSHAN behavior was launched during the event which was developed by IPE Global under the RajPusht project, which is supported by CIFF.
