Supporting First Responders At Plains All American Pipeline, L.P., we strive to live by the core values of safety, accountability, ethics and integrity, respect and fairness every day. Plains offers a First Responder Grant Program aimed at supporting the training and resource needs of responders in U.S. communities where Plains operates. www.plainsallamerican.com I Plains Stakeholder Relations: 866-724-5465 I NYSE: PAA / PAGP How It Works We encourage first responders in direct proximity of a Plains asset to fill out and submit a brief application to help us understand your organization and how it would use a grant. In order for your grant application to be considered, first responder organizations must: Fill out the attached grant application Provide a written estimate, quote or other supporting documentation Share a W-9 for the organization that includes the employer identification number A signed media permission form (provided) Grant applications will be reviewed on a quarterly basis with the following deadlines: March 15, 2018 June 15, 2018 September 15, 2018 December 5, 2018 Incomplete applications will only be held for one year before they are rescinded. It’s anticipated that most grant awards will range from $500 to $5,000, although applications for larger awards may be seleced based on need. How It WorksWe encourage first responders in direct proximity of a Plains asset to fill out and submit a brief application to help us understand your organization and how it would use a grant. In order for your grant application to be considered, first responder organizations must:

The Plains First Responder Grant Program is not designed to provide support to:• Individuals or families• Ongoing annual funding for an organization• Organizations located in communities where Plains does not have a business presence• Political, labor, fraternal organizations or civic clubs and any organization that distributes

political messages or otherwise attempts to influence legislation• Athletic or sporting event sponsorships unless directly related to supporting community

public safety and emergency preparedness, and for charitable purposes

Selection CriteriaIn determining eligibility for making a charitable donation, Plains considers the following:• Status as a U.S. 501(c)3 organization, such as a volunteer fire

department, or municipal public safety organization, engaged in emergency response activities

• Direct impact or benefit to communities in the United States where Plains has active assets or assets under development

Exceptions may be made at Plains’ sole discretion.

Requests should demonstrate: • A lasting, measurable impact to the community and/or requesting organization • Direct benefit to the safety or preparedness of first responders and the surrounding

community • Priorty will be given to grants that help to ensure first responders are properly

equipped and trained to respond to a pipeline incident
