The Board of Education resumed the public session of its Business Meeting at 8:03 p.m.
IV. REMARKS FROM THE BOARD PRESIDENT
Ms. Barksdale wished all of the mothers and mother figures a belated Happy Mother’s Day. She congratulated allthose involved in the Month of the Child Celebration last week. Ms. Barksdale and the Board saluted all of the
teachers in celebration of Teacher Appreciation Day last week. She expressed the hope that all those participatingin the prom would have a safe and enjoyable time.
V. REMARKS FROM THE SUPERINTENDENT
Dr. Howard announced the different events and activities scheduled to take place in the district.
Dr. Howard recognized Mrs. Stephanie Minatee and the Plainfield High School Idols. They started out with 12 andwound up with three finalists. The winner was Jasmine Lynn who, as a prize, will do a record demo. There wereseveral other recognitions and awards given to students and staff for their outstanding achievements.
Ms. Barksdale and Dr. Howard recognized the recipients of the Governors Teacher Award.
Mrs. Evelyn Mobley gave a presentation regarding Early Childhood and introduced the staff who is involved.
Mr. Cox recognized the family of the late Joe Black and shared with them that the Board is planning to address aformal resolution recognizing Mr. Black and his contributions. Mr. Black’s sister, Mrs. Greer, gave remarks onbehalf of the family.
Mrs. Nancy Stern, Field Representative from New Jersey School Boards, gave a presentation regarding theresponsibilities of the Board and ethics. Board members signed a form after the training that they understood thecode of ethics and they intend to adhere to the code of ethics.
VI. REMARKS FROM COMMITTEE CHAIRPERSONS
Mrs. Campbell, Curriculum & Instruction Chairperson, had a walk-in for that agenda.
Ms. Rivers, Human Resources Chairperson, had a walk-in for that agenda.
Mr. Cathcart asked for an alternate to cover for him during the summer months as the Union County EducationaServices Commission. Mr. Cox agreed to serve in that capacity.
Ms. Sheppard, Finance Chairperson, had a revision for letter H.
VII. REPORT OF DELEGATES/LEGISLATIVE REPORT
Mrs. Logan-Leach said in reviewing Assembly Bill #5, which was prepared by Board attorneys Hunt, Hamlin andRidley regarding travel, this Board as well as boards across the State of New Jersey have to revise their travel policyASAP. In her discussions with the various legislative branches she could not find where Board members wouldhave to be given permission by the Board President whether or not they could attend conferences, etc. Her researchrevealed if that is what the Board decided to do; it would have to be done by way of a policy. The State says iwould be up to the majority of the Board, and in this case they would need five votes. She strongly suggested that a

the very next policy meeting this item be placed on the agenda so they can be in compliance.

Ms. Sheppard reported that the Urban Boards met and she invited Mr. David Graves as PEP President to attend thameeting. They were instructed to bring back to the community that they need to be aware of the lobbying effort byeveryone for the new funding formula. She will be bringing forth more information.

IX. BOARD RECOGNITION
Rev. Tracey Brown
RESOLUTION
WHEREAS, Rev. Tracey Brown was elected to serve as a member of the board from April 20, 2004 to April17, 2007, and
WHEREAS, she worked diligently to ensure the students in the Plainfield Public Schools received anexemplary education, and
WHEREAS, Rev. Brown has served the citizens and children of Plainfield with distinction, now therefore be it
RESOLVED, the Plainfield Board of Education recognizes Rev. Tracey Brown for her outstanding anddedicated service to the Plainfield community.
Ms. Barksdale read the resolution and Mrs. Logan-Leach presented the plaque to Rev. Brown. Rev. Brown said itwas an honor and a privilege to serve on the Board of Education having been a product of the Plainfield PublicSchools system. She thanked everyone for their support. To God be the glory.
X. PRIVILEGE OF THE FLOOR
Cathy Battle spoke about her concern regarding her child and her lack of communication regarding his suspension.
David Graves spoke about the funding formula. He also felt that Joseph Armstead is the type of teacher we need todo everything we can to keep in the district.
Susan Martin said they are requesting item N is pulled from the agenda until the employees involved have anopportunity to meet with the Board and speak in executive session to give their side. Dr. Howard said item N isgoing to be pulled.
Herman Battle spoke in support of what Cathy Battle said earlier. He was told by the County Superintendenregarding their appeal that Dr. Howard said it was up to the Board. He wanted to know when they would receive aresponse regarding the incident because they haven’t received anything so far.
Kyle Wilson, senior at PHS, spoke about the positive appearance earlier where students and staff were recognizedHe felt Board members should come to the different schools to see for themselves exactly what is going on in theschools.

XI. REPORT OF THE HUMAN RESOURCES COMMITTEE “The Board of Education of the City of Plainfield reaffirms its commitment to ensure that the district providesequal employment opportunities regardless of race, color, creed, religion, sex, age, ancestry, national origin,handicap and social or economic status…”
It is the policy of this district to provide, through a positive and effective affirmative action program equalopportunities for employment, retention, and advancement of all people.

Ms. Rivers moved Human Resources as a Consent Agenda, seconded by Ms. Barksdale. Mrs. Logan-Leach wantedclarification regarding longevity. She also stated regarding C, I and J she was not afforded the opportunity to get the
information she needed to make an informed decision regarding this vote. After discussion, the motion passed, on a roll-callvote, with four members voting yes on all, one member voted yes on all, abstained on Jacqueline Cox; one member voted yes
on all, abstained on letters C, I & J; one member voted yes on all, abstained on Lillie Sipp and Rosa Salinas; one membervoted yes on all, no on letters C, I & J; and one member voted yes on all, no on Joseph Armstead.

WHEREAS, the Office of Staff Development has identified the need to train 50 middle school teachersto serve as participants in project-based learning seminar to improve the development of interdisciplinary units of instruction, as well as increasing higher order and critical inquiry in project-based instruction in Plainfield Public Schools, and
WHEREAS, the Rutgers University Center for Effective School Practices, New Brunswick, New Jerseyhas agreed to provide professional development sessions for 50 middle school teachers on May 9,10,22,and 23 during the 2006-2007 academic year, and
WHEREAS, the training will provide 50 middle school teachers with innovative strategies to improveclassroom practice that will be shared on interdisciplinary teams in the smaller learning community,now therefore be it

WHEREAS, the State of New Jersey provides additional funding known as Extraordinary Aid for out-of-district tuition costs in excess of $40,000 per student, and
WHEREAS, the Plainfield School District submitted application for funding for 55 students with a totalexcess cost of $654,868, and
WHEREAS, the State of New Jersey has made this award based upon 100% of the costs over the$40,000 threshold, prorated to match the funding available in the 2007-2008 State Budget, and
WHEREAS, the Plainfield School District has received notification of an award of $152,820 as the
2006-2007 budget Extraordinary Aid, and

G. Authorization to Borrow Money
The Superintendent of Schools recommends, and I so move adoption of the following:
RESOLUTION
WHEREAS, the State of New Jersey Department of Education has notified school districts that the finalJune 2007 state aid payment will be delayed until early July, and
WHEREAS, the State of New Jersey Department of Education has established that the last Junepayment is scheduled to be made no later than July 7, 2007, and
WHEREAS, the State of New Jersey Department of Education recognizes that some district may havecash flow problems as a result of not receiving the June 2007 state aid payment until early July, and
WHEREAS, the State of New Jersey has proposed legislation to provide districts the ability to enter into
short term loans with the bank of their choice, and
WHEREAS, the State of New Jersey Department of Education has established the deadline date of May23, 2007 for districts to submit an “Application for Approval of Loan”, and
WHEREAS, the State of New Jersey will payoff the approved loan, as well, as the interest cost directlyto the bank for applications that include a letter with a predetermined interest rate from the lending bankand
WHEREAS, the State of New Jersey Department of Education has developed forms so the district cancomplete a detail analysis of its June cash flow requirements to determined if a cash flow problem will
exist due to the late payment of the June state aid payments, now therefore be it
RESOLVED, that the Plainfield Board of Education does authorize the submission of an Application forApproval of Loan in the amount not to exceed the final June payment if the district determines there is afinancial need to apply for a loan due to the late payment of the June state aid payment.

H. Community Forum Consultant
The Superintendent of Schools recommends, and I so move, adoption of the following:
RESOLUTION
WHEREAS, there was a need to fulfill a commitment made by the Board of Education at the February 10,2007 Community Education Forum, and the March 23, 2007 NJQSAC Forum to give community residentsadditional opportunities to share their recommendations for improvements within the Plainfield SchoolDistrict, and
WHEREAS, it was determined “by the former Board President,” that because of the time constraints thecommunity would be best served if there was a moderator present to mediate the dialogue between thepublic and the panel, and Dr. Lenworth Gunther has those qualifications, now therefore be it
RESOLVED, that the Board of Education approves Dr. Lenworth Gunther, Maplewood, N.J. to serve as
moderator for the April 24, 2007 Community Forum, 6:00 p.m. – 8:00 p.m., Plainfield High SchoolAuditorium and to be paid $1,500 from account 11-000-221000-320S-03-0000.
It was moved, seconded and unanimously approved by the Board, to adjourn the meeting.
