    CONSTITUTION OF THE PLAlNFttLD DEMOCRATIC CITY COMMITTEEARTICLE I - MEMBERSHIP

    1 . The members of the Union County Democratic Committee elected inaccordance with the provisions of N.J.S.A. 19: 5-3 from election districtswithin the City of Plalafteld shall be member* of and shall constitute theHalnfleid Democratic City Committee.

    ARTICLE II - MEETINGS1 . The reorganization meeting shall be held, as provided by l aw. on the Mondayfollowing the Primary Election at which Cornmlttee members are elected,2. In addition, the Committee shall meet at least six times during the year.3. The Chairperson shall determine the t ime and place of Committee meetings

    and shall send written notice, containing the proposed agenda, to al l membersat least five (5)days prior to each ineetlng.4. Special meetings shall be held upon petition submitted to the Chairpersonsigned by a majority of the member* of the Committee.5. Democrats elected to public office In the City of Plainfleld and Union Countyshall have the right to attend and apeak at Committee meetings but shal l haveno vote unless they are duly elected members of the Commit tee .6. Other Individuals who arc not Committee members shall not be permitted to

    apeak at Committee meetings without prior notice to, and recognition by. theChairperson.ARTICLE III- OFFICERS

    1 . The Officers shall be:a. Chairpersonb. First Vice Chairpersonc. Second Vice Chairpersond. Third Vice Chairpersone. Recording Secretaryf. Corresponding Secretaryg. Treasurerh, Sergeant-at Anna

    The Flrat Vice Chajrperaon shall be df the opposite sex to that of the Chairperson.

    2. Persons eligible to run for or to hold an officer position In the PlainfleldDemocratic City Committee mus t be bonaftdfc residents of the City of Plainfleldand registered Democratic Party voters.3. Officers shall be elected by majority voteat the reorganizationmeeting.

    The term of office shall be until the next reorganization meeting.4. Ward Leaders shall be elected at the reorganization meetingby majority vote ofthe Committee members in their respective Wards. They shall b Commit teemembers who reside in the Ward for which they are elected.ARTICLE IV - DUTIES OFOFFICERS

    1 . The Chairperson shall preside at a U meetings, uphold the provisions of thisConsti tution, and countersign checks Issued by the Treasurer as authorise!bythe Committee. He/she shall appoint committees not otherwise provided fo rherein and shall be a memberex 6fflcio of rail committees. Trie Chairpersonmay appoint a Parliamentarian, Cbunsel, and such other staff as may berequired to carry out the business of the Pla infldd Democratic City C om m ute r .He/she shall distribute copies of this Constitution, the Union CountyDemocratic Committee Constitution & By-Laws, and the State CommitteeConstitution and By-Laws to all Committee members at the conveningof thereorganization meeting and whenever otherwise requested, and shall providetimely notice of meetings and agendas to members of the Committee.v ?2. The Vice Chairpersons shall assist the Chairperson in the discharge of his/herduties as directed by the Chairperson. In trui absence or incapacityof theChairperson, his/her duties shall be assumed by the First, Second. Third, orFourth Vice Chairperson. In that order. The Flnit Vice Chairperson may, withthe Chairperson or Treasurer, countersign checks.

    3. The Recording Secretary shall take minutes of eul meetings and keep records ofCommittee decisions and activities. All minutes shall be presented for app rova l '*;*at the next regular meeting, and copies of all minutes and other records sha l lbe given to the Chairperson.4. The Corresponding Secretary shall bring all correspondence to the at tent ion ofthe Chairperson and the Committee and shall assist the Chairperson tnproviding timelynotice of meeting* to all Committee members.5. The Treasurer shall receive all monies and deposit them in the authorized bankaccount of the Committee. He/she shall make disbursements uponauthorization of the Committee, and shall countersign checks with theChairperson or First Vice Chairperson. Expenditures of no more than

    y ? " H$100.00 may be authorized by the Chairperson; emergency expendituresofmore than $100.00 may be authorized by the ChalrperBon with the approval offour (4) of the Officers. Such expenditures shalfbe reported to the nextmeeting of the Committee . The Treasurer shall make regular reports of incomeand expenditures at each Committee meeting.

    6, The Sergeant-at-Arms shal l Introduce all visitors, shall assist the ChairpersonIn preserving order at meetings wfreri called upon to do so, and shall performsuch other duties as m ay be assigned by the Chairperson.ARTICLE V - EXECUTIVE COMMITTEE

    1 . The ExecutiveCommittee shall consist of the Officers and the Ward Leaders. AWard Leader may appoint an alternate Ifhe/she Is unable to attend.2. Executive Committee members shall attend all meetings of the City Com m itteeand the Executive Committee . Unexcused absence from thre consecutive

    regular meetings of the City Committee shatf constitute grounds for removalfrom officer.3. The Executive Committee shall meet monthly, with the time and place to beestablished by the Chairperson. Special meetlniJB may be called by theChairperson upon five days notice or by a majority of the members of theExecutive Committee.4. The Executive Committee shall rejport afl decisions and actions to the nextmeeting of the City Committee.

    ARTICLE VI -VACANCIES a1. Vacancies in any Officer or Ward Leader position shall be filled at the nextregular CttyCommittee meeting In accordance with the election procedurescontained herein.2. Vacant City Committee positions shall be filed by a majority vote of theCommittee members at the next nieting, on recommendation by theChairperson, .IIARTICLE VB- QUORUM1 . A quorum for a meeting of the City Committee shall be fifteen (15) members ,2. A quorum for a meeting of the Executive Committee shall be six (6) members.3. Ex officlo members shall not be counted in establishing a qu o r u m .

    5. Any and all information concerning voters collected during an election sbecome the property of the Plalnfleld Democratic City Committeeand shall bemade available to Ward Leaders on request.

    ARTICLE VIH - COMMITTEES J 5 ' - !1 . The Standing Committees of this organization shall be: f -

    a. fB*u3 xnd PubHc Relationsb. Voter Registration and Educationc. Finance. ' jf|2. Standing Committee Chairs shall be members of the City Committee. Theyshall be appointed by the Chairperson, with the approval of the CityCommittee, at the meeting following the reorganization meeting. Members ofStanding Committees shall be appointed by the Chairperson In consultationwith, the Committee Chair.3. Standing Committee Chairs shall be ex officio members of the ExecutiveCommittee, with voice but no vote.4. Standing Committeemembers need not be members of the City Comm ittee.Those who are not may attend City Committeemeetings, but may not vote.5. Special Committees may be estabflahed by the Chairperson aa the need arises.The Chairperson will appoint members of such committees.

    ARTICLE D C - RIGHTS AN D DUTIES OFMEMBERS1 . Members of the Plalnfield Democratic City Committeeare expected to attendCommittee meetings and to work for the election of Democratic candidates topublic office.2. Committee members shall be given the right of first refusal for Election:Daywork.3. Committee members may recommend their constituents for Election Day Work .4. Patronage appointments shall be brought before the Committeefor discussionand the Committee shafl have full Voice In lt allocation.

    ARTICLE X - PARLIAMENTARY AUTHORITY1 . The rules contained In Robert's Rule* of Order, latwst revised edition,shall govern the conduct of business of this organization except asotherwise specified In thi constitution.^
