ISLAMABAD Tayyab Hussain D espite three days of high drama and speedy political developments in the fed- eral capital, the ruling coalition has failed to evolve a consensus on any pakistan peo- ple’s party leader out of the two short- listed candidates, including Qamar Zaman Kaira and Raja pervez Ashraf. However, ppp co-chairman president Asif Ali Zardari late on thursday gave an- other surprise to the nation by conveying to the leaders of the coalition parties that Raja pervez Ashraf would be his party’s final candidate for the slot of the prime minister and that he had decided to drop the name of Makhdoom shahabuddin due to the issuance of non-bailable war- rants against him by an Anti-Narcotics Force court in the ephedrine drug case. However, due to Ashraf’s previous record as the minister of water and power and his dubious role in the Rental power project (Rpps) scam, leaders of major coalition parties, spearheaded by the Muttahida Qaumi Movement (MQM), advised the ppp chief to review his decision and instead nominate Kaira for the slot as the upcom- ing months were important and the new pM should lead the way to resolve all con- tentious issues, including load shedding. the meeting could not resolve the matter and finally, all the coalition partners authorised president Zardari to name the new pM. president’s spokesman Farhatullah Babar said coalition partners announced their support to the ppp nominee as the candi- date for the office of the pM. “it also decided that the name of the ppp nominee will be announced by syed Khursheed shah at a press conference at 11am tomorrow (Friday),” he said. A source told pakistan today that the al- lies could not evolve a consensus over the name of the new pM as the MQM asked the president to consider nominating Kaira, but the name was quietly rejected by pML-Q chief Chaudhry shujaat Hus- sain through a common friend. the source said the ANp, however, sup- ported president Zardari’s nominee and thus the meeting ended without a consensus.Fi- nally, the source added, the meeting asked the president to take a wise decision, as at the end of the day, it would be the ppp who would have to face consequences of a wrong choice and the situation could also go out of hands of politicians. proving to be a dark horse, pervez Ashraf has “arrived” after a series of hectic con- sultations within the ppp as well as with the ruling coalition. His nomination has been made despite reservations expressed by the MQM, but even that could not convince president Zardari to change his mind. earlier, a high-level delegation of the ppp, led by syed Khursheed shah, visited the residence of Chaudhry shujaat Hussain late on thursday night and informed him about his party’s decision to appoint Ashraf in place of Makhdoom shahabuddin. WASHINGTON sPeciaL cOrresPOnDenT

Us secretary of state Hillary Clinton has voicedWashington’s growing dissatisfaction withpakistan’s anti-terror performance but arguedthat sustaining a relationship with country isin America’s own interest. the chief American

diplomat also recognized the oft-missed point that Washingtonhas partly been responsible for the challenging relationship be-tween the two countries. As relations between the two countries

remain troubled and stalemated – over several issues includinglong-sought U.s. apology on last year’s salala attacks - Clin-

ton used some stinging observations regarding pakistan’spolicies and said the country is losing sovereignty, which, she argued, meant control over the territory. Her

remarks indicated that Washington would continue topressurize pakistan on the issue of Afghan militants finding

a sanctuary on its side of the border. she told Charlie Roseshow in an appearance along with former secretary of

state James Baker, who led foreign policy efforts underGeorge Walker Bush from 1989-92, that despite cur-rent difficulties, breaking off ties with pakistan wasnot the appropriate option. “i think that our rela-

tionship with pakistan has been challenging for along time. some of it is of our own making,”

Clinton told the program. she also demandedthat Dr shakil Afridi, the pakistani who workedfor CiA in hunt for bin Laden before his deathin the American raid last summer, be released. But, Clinton said, she “completely agree(s ) it isnot in our interests to cut off our relationship”with pakistan. “it is in our interest to try to bet-

ter direct and manage that relationship,”she recognized. Washington, she said, is

dealing with a country that “has a lot ofdifficult issues both for themselves and

then for us and others.” “there areseveral things that we’re asking

the pakistanis to do more of andbetter. Number one, they’ve

got to do more about thesafe havens inside their

own country.” the Ussecretary of state also

took a swipe at pak-istani complaintsabout Washing-ton’s disregardfor its sover-eignty. “they

talk a lot aboutsovereignty. Well,

the first job of any sov-ereign nation is to protect your own people and se-cure your own borders. And therefore that’s whatthey should be doing, and by doing so they wouldhelp themselves first and foremost, help theAfghans, help us, and others.”

Us Congressdebates threatfrom islamists

WASHINGTONaFP

A United states congressional panel resumeda controversial debate Wednesday aboutradicalisation of Us-based Muslims, sparkingquestions by some lawmakers about itspurpose. “the overwhelming majority ofMuslim-Americans are outstandingAmericans. Yet the reality is that the islamistterrorist threat comes from that community,”said Republican peter King who chairs theHomeland security Committee.the committee, in meetings since March2011, has come under fire for alleged “witchhunting” and fueling the marginalisation ofAmerican Muslims. Democratic lawmakerBennie thompson said he hoped the hearingdid not feed into “the notion that the UsA isat war with islam. “i hope this hearing willnot encourage the belief among Americansthat our fellow citizens are apparentlydangerous because of their religiousaffiliation,” thompson stressed.Democrat Al Green of texas said “i do notoppose hearings on radicalisation.” “i dooppose hearings that don’t focus on theentirety of radicalisation. And if you agreethat we have Christians who becomeradicalised, why not have a hearing on theradicalisation of Christians?” he asked.Muslim witnesses, who testified, such asAmerican islamic Forum for Democracypresident Zuhdi Jasser, sought to shed lighton their growing community and itsconcerns. “We can come to a consensus thatislamism is a threat, and that’s why you needMuslims ... to lead the movement to separateislam from islamism,” Jasser argued. stillsome members of the Us Muslim communitywere up in arms at the very fact such ahearing was being held. “people are afraid ofthis scrutiny,” said Qanta Ahmed, a professorat New York University. Faiza patel, co-director of the Liberty and National securityprogram at NYU, said “debating islam is notthe government’s business,” adding that “theembrace of violence (by) American Muslimsis contrary to all empirical studies.”

Just a day after nominating him for thetop government office, the pakistan peo-ple’s party (ppp) dropped the name ofMakhdoom shahabuddin hours after ananti-narcotics court issued non-bailablearrest warrants against him.

soon after receiving the warrants, ateam of the Anti-Narcotics Force (ANF)carried out a raid at the Minister’s Colonyto arrest the textiles minister however, itwas not given permission to go beyondthe main gate. the ANF raid team, whicharrived on two vehicles at 4.00pm, keptwaiting at the main gate for at least onehour, while seeking permission to movein and arrest shahabuddin.

the team went back after the ANFteam leader contacted shahabuddin’s

staff on intercom and was told that he wasnot home. shahabuddin, a staunchZardari loyalist with a powerbase insouthern punjab, had been textiles minis-ter until tuesday. He was the consensuschoice following more than 24 hours ofcrisis talks and intense horse trading be-tween Zardari and members of his frac-tious ruling coalition. He was brieflyfinance minister during the 1993-1996premiership of Benazir Bhutto. But it washis stint as health minister that led to hisarrest warrant over the alleged import ofan illegal drug in 2010.

the warrants for shahabuddin wereissued by Judicial Magistrate shafqatul-lah Khan after the deadline for him to ap-pear before the ANF expired. During thelast hearing of the ephedrine drug case, the supreme Court of pakistan had alsodirected the ANF to arrest shahabuddin.

the ANF is investigating the Rs 7 billiondrug scam, which involves Ali Musa Gi-lani, the son of former prime ministerYousaf Raza Gilani.

After submitting his nomination pa-pers to the national assembly, shahabud-din thanked Zardari and shrugged off aquestion about his possible arrest by quot-ing a poetic verse, alluding flying high on“hostile winds”. political analyst HasanAskari said suspicion would fall on the mil-itary for being behind the warrant, sayingit was unusual for junior courts to inter-vene against senior politicians withoutbeing pushed. “Makhdoom shahabuddin’schances are declining because the actionby the anti-narcotics force gives an impres-sion that the army is not favourable to him.it appears that the army wants to wind upthe present government but without actu-ally coming into power,” Askari told AFp.

Four people, including twochildren, were killed whenbombs ripped throughcongested area of peshawar andQuetta on thursday. A bombplanted in a donkey cart killedthree people, including twochildren, outside a sufi shrine inpeshawar, police said. theexplosives were planted near thepanj peer shrine on the outskirtsof peshawar. “three people havedied and 21 are wounded,”police official Asif iqbal toldAFp. the dead included a five-year-old boy and a four-year-oldgirl who had come with theirparents, he added. “the bombwas planted in a donkey cartparked near the shrine,” he said.the donkey, whose front legswere tied with a rope, was blownto pieces, he said. the devicewas fitted with a timer andcarried between eight and 10kilogrammes of explosives, hesaid. Worshippers had gatheredfor a weekly event at the shrine, normally held on thursdayevenings, when the bombexploded. “it appears that thetarget was the worshippers whowere gathered here,” anotherpolice officer tahir Ayub said.the shrine houses the graves ofseveral sufi saints. the tomb ofpopular pashto poet RahmanBaba is also located near thepanj peer shrine. there was noimmediate claim ofresponsibility. Meanwhile, abomb blast took place near amosque in Ghaus Abad area ofQuetta’s satellite town, killing aperson and injuring at least 15others. police and rescue teamsarrived at the scene and movedthe injured to nearby hospitals. No group claimed theresponsibility of the attack so far.

IT JUST WASN’T MAKHDOOM SHAHABUDDIN’S DAY

He wrote that section 248(2) of the pakistaniconstitution stated: “No criminal proceedingswhatsoever shall be instituted or continued against thepresident or governor in any court during his term ofoffice.” the language of the above provision is clear, andit is a settled principle of interpretation that when thelanguage of a provision is clear the court should not twistor amend its language in the garb of interpretation, butread it as it is, he said. “i therefore fail to understand how proceedings oncorruption charges (which are clearly of a criminalnature) can be instituted or continued against thepakistani president”, Katju said. Moreover, “how can the court remove a prime minister?this is unheard of in a democracy. the prime ministerholds office as long he has the confidence of parliament, not the confidence of the supreme Court”. Katju said the constitution established a delicate balanceof power, and each of the three organs of the state – thelegislature, the executive and the judiciary – mustrespect each other and not encroach into each other’sdomain, otherwise the system could not function. “it seems to me that the pakistani supreme Court haslost its balance and gone berserk. if it does not nowcome to its senses i am afraid the day is not far off whenthe constitution will collapse, and the blame willsquarely lie with the court, and particularly its chiefjustice,” the former indian sC judge added.

low calorie diet can help arthritissufferers

ISLAMABADOnLine

A simple diet, which is very low on calorieand high in protein combined with regularexercise could end the misery of arthritisfor millions of sufferers, according to newresearch. A relatively small weight loss canhave a dramatic effect by reducingswelling, relieving pain and even helpingprevent further deterioration of the joints.Researchers in Denmark found that pa-tients on the strict diet for 16 weeks lostradical amounts of weight and reported ahuge improvement in their pain levels, theDaily express reported. the drastic diet isbased on an intake of as little as 440 calo-ries a day, as compared to the recom-mended 2,500 for a man and 2,000 for awoman. Despite the method being contro-versial, the results of the study were de-scribed as a revelation by the team leader.Volunteers ate special shakes, soups, barsand porridge and took mineral and vitaminsupplements to ensure that they receivedkey nutrients. Moreover, the fat loss didnot cause any reduction in the bone massdensity. “it was a fantastic surprise that pa-tients with little or no mobility could losethat amount,” professor Henning Bliddal,of Frederiksberg Hospital in Copenhagen, said. “thanks to the diet they were able toreduce their dependence on painkillers andanti-inflammatory drugs.”

exercise helps beatcommon cold

ISLAMABADaPP

there may not be a cure for the commoncold, but people who exercise regularlyseem to have fewer and milder colds. On an average, adults can expect to catch acold two to four times a year, and childrencan expect to get six to 10 colds annually,Health News reported. Researchers col-lected data on 1,002 men and women fromages 18 to 85 years in America.Over 12 weeks in the autumn and winter, the researchers tracked the number ofupper respiratory tract infections the par-ticipants suffered. in addition, all the par-ticipants reported how much and whatkinds of aerobic exercise they did weekly, and rated their fitness levels using a 10-point system. they were also asked abouttheir lifestyle, dietary patterns and stressfulevents, all of which can affect the immunesystem.it was found that the frequency ofcolds among people who exercised five ormore days a week was up to 46 percent lessthan those who were largely sedentary thatis, who exercised only one day or less of theweek. in addition, the number of days peo-ple suffered cold symptoms was 41 percentlower among those who were physically ac-tive on five or more days of the week, com-pared to the sedentary group.the group that felt the fittest also experi-enced 34 percent fewer days of cold symp-toms than those the least fit. Moreover, colds also appeared to be lesssevere for those in better shape.Among those who felt the fittest, the sever-ity of symptoms dropped by 32 percentand by 41 percent among those who exer-cised most. One limitation of the study wasa lack of adjustment for all variables thatmight affect the outcome, such as exposureto cold germs at work or from children inthe home.the study did account for a variety of fac-tors, including age, body mass index andeducation. And after taking those factorsinto account, the researchers found thatbeing older, male, and married reduced thefrequency of colds. However, the most sig-nificant factors (besides being older) wereperceived fitness and the amount of exer-cise a person got. One explanation for thefinding could be that exercise activates theimmune system at a higher rate than nor-mal and causes immune system cells to at-tack viruses. exercise gets these cellscirculating around the body; they engagethe enemy and deal with them.this effect happens each time one exer-cises, and then the immune system returnsto normal until one exercises again.Although, from the above findings it isclear that exercise plays a major role in im-mune response, more studies are needed tofully understand the effect of exercise onthe immune system.

tHe citizens have ex-pressed their concern overthe rising menace of childlabour in twin cities, say-ing the ever-increasing

poverty in the country is the main rea-son behind child labour. they said it isquite surprising that child labour existsat the same rate in the federal capital asin the other parts of the country. theyadded that lack of opportunities, highrate of population growth and unevendistribution of resources and outdatedsocial customs were the main factorsbehind this social menace.

Children from the ages of 9 to 18 arealmost equally vulnerable to child labour.Children work in the federal capital’s in-dustrial area under extreme pressure andare paid less as compared to other work-ers. When contacted, the internationalLabour Organization (iLO) officials said,“We are convinced that hazardous workof children in specified sectors can beeradicated, given a concerted effort bygovernment, employers, workers and civilsociety”. pakistan has already taken note-worthy steps that need now to be ex-panded. there is a need to highlight thatchildren do not enter hazardous forms ofchild labour.

the country will be gaining a new un-derstanding of the extent and nature ofhazardous child labour as it is planning toconduct a major new statistical survey inthe current year. One of the major activi-ties under the iLO projects is supportingthe Federal Bureau of statistics in under-

taking this survey, the iLO officials said.there is hard need to give education

to employers and workers about occupa-tional risks. it is possible to protect youngworkers and ensure that the employersare not violating child labour laws, a con-cern of many international markets. theofficials assured continued support of theiLO to the child labour elimination pro-gramme in the country and fullest effortsfor setting and enforcing standards, pro-viding training, outreach and education, establishing partnerships, and encourag-ing continual improvement in workplacefor safety and health to child labour.smoKing tieD to sKin Can-

Cer: smoking may not only cause wrin-kles and sagging skin, it might alsoincrease your risk of one type of skin can-cer, researchers suggest in a new report.

studies have linked smoking to a longlist of health effects, including heart dis-ease and lung cancer, but the evidencehas been mixed for skin cancer. Morethan 3.5 million cases of the disease arefound every year in the U.s., making it themost common of all cancers. While thetwo main forms basal cell carcinoma andsquamous cell carcinoma are rarelydeadly, researchers say they are on therise, Medical Health News Reported.

in a new study, Fiona Bath-Hextall ofthe University of Nottingham in englandand colleagues pooled the available evi-dence on the link between tobacco andbasal and squamous cell cancers, whichstart in the outer layer of the skin.

Based on 14 previous studies, smok-ers didn’t appear to have higher rates ofbasal cell cancer. But they did have a 52-percent increase in their risk of squamous

cell cancer, based on six studies that var-ied in size, duration and design.

that extra risk is similar to that of ul-traviolet radiation, the most well- knownrisk factor for squamous cell cancer, ac-cording to a commentary published alongwith the new results in the Archives ofDermatology. But the commentary, by DrJoris Verkouteren and Dr tamar Nijstenat erasmus Medical Centre in Rotterdam, the Netherlands, also warns that the sixstudies were relatively small and were notnecessarily comparable.

Because all of the studies are basedon observations, it’s impossible to say forcertain whether smoking caused the in-crease in skin cancer risk. While currentsmokers had a higher risk than formersmokers, there was no link with the num-ber of cigarettes smoked per day or howlong a person had been smoking.

still, the researchers believe it’s likelythat tobacco causes basal cell skin cancer, and Bath-Hextall called the findings “an-other good reason to give up smoking.”she said people should regularly checktheir skin for early skin cancer. she addedthat doctors should “actively survey” peo-ple at high risk of squamous cell cancersuch as smokers. Oddly, smokers don’tseem to be at increased risk formelanoma. in fact, some studies havesuggested they might even have a smallerchance of getting the disease although sci-entists are still trying to figure out if that’sreally true. However, the task force rec-ommends counseling fair-skinned chil-dren and young adults aged 10 to 24 yearsabout cutting back on ultraviolet radia-tion whether from the sun or indoor tan-ning to reduce their risk of skin cancer.

generally not a fan of interviewsand press, having argued exten-sively with reporters in the past.As he’s an artist who has spoken atlength about not doing drugs andnot making music for people whoonly want to listen to it whileusing MDMA/ecstasy, it’s under-standable that Deadmau5 was of-fended by Madge. Her album, after all, was titled MDNA, an-other outright thinly veiled refer-ence to the drug. And thoughMadonna is one of the pioneers ofelectronic dance music, in a sense, her new music is likely to strikeZimmerman as awfully formulaic.

Dedicated to the legacy of the late Hameed Nizami

it is the admission season in DelhiUniversity. And according to news-paper reports, the elite st stephen’sCollege, the alma mater of GeneralZia-ul-Haq, has received a record

22,000 applications for 420 seats.i hang around in the college to find out

just what the fuss is all about. (it’s surely notthe Zia factor!)

stephen’s is a sort of local Oxbridgewhere everything and everyone is differentfrom Delhi’s other colleges, at least inname. Here, the canteen is the café, thehostel is the residence, and the teachers andstudents are called senior members andjunior members, respectively. the annualfarewell ceremony for outgoing students istermed Dismissal service.

But today the college’s elite image is alsobeing questioned.

“st stephen’s’ elite status is a myth,” thecollege’s associate professor of philosophy Kp shankaran told me, “ that is perpetuatedby talking derogatively about other colleges.”

Last year, former indian ambassador topakistan Mani shankar Aiyar, an ex-stephanian, displayed what some see assnobbery typical of his alma mater. Respond-ing to an allegation in a letter written bysports minister Ajay Maken to the pM blam-ing Aiyar for delaying Commonwealth

Games projects, Aiyarsaid: “Firstly, we have toestablish the authenticityof this letter. it containswords like ‘dichotomous’,which i cannot believethat a BA pass from HansRaj College would know.”

in response, 40stephanians marched toHans Raj to “express sol-idarity”. “We had to con-vey that today’sstephanians do not sub-scribe to the views of oldboys like Aiyar,” saidUdit Bhatia, general sec-retary of the college’sstudents’ Union society.“Now more stephaniansattend festivals and de-bates in other colleges, where we see the bril-liance of their students. We are no longer in a po-sition to say that we aresuperior.”

Running an institu-tion that fancies carryingthe burden of nation-building on its shoul-ders, the reverendValson thampu, the col-lege’s controversial 12th

principal, says, “the business of st stephen’sis to produce leaders for tomorrow’s india.”

in that, the college’s record is impres-sive. Look around and you will find the illus-trious old boys. Montek singh Ahluwalia isdeputy chairman of the planning Commis-sion; Kaushik Basu is chief economic adviserto the finance ministry; and Kapil sibal andsalman Khurshid are Union cabinet minis-ters. the college seems to have, at least par-tially, colonised other aspects of india too.in fashion, Rohit Bal; in cinema, shekharKapur; in tV, Barkha Dutt; and in literature, almost every renowned novelist, includingAmitav Ghosh and Khushwant singh.

thampu said, “st stephen’s College isnow less snooty.” it’s rare for a college headto directly confess how snobbish his collegeis, or used to be.

in no other DU college is the algebra ofinfinite merit as complex as it is in stephen’s.You have to be top-notch academically, haveblue-chip public school pedigree or have par-ents belonging to the old boy network, bepart of a religious quota or other reservedcategories such as sports and physicallyhandicapped, to get into the college.

the exclusivity that marked stephen’sis now being challenged. the changes thatare transforming india are being reflectedin the college. According to the principal,20% of the indian Administrative serviceand indian Foreign service officials in the1970s and 1980s were from stephen’s. inthe past five years, that percentage is notmore than 10. the number of students fromextremely poor backgrounds has gone upthreefold in the last five years.

thampu said that the interview roundin the college’s admission process favouredenglish-speaking candidates, who had bet-ter communication skills than studentsfrom a vernacular background. “those morecomfortable in indian languages felt intim-idated by the ambience of the interview, afeeling aggravated by the awe the college in-

spires,” he told me. “since 2007, dependingon the candidate, our interviews also takeplace in Hindi, and that’s why you find morepeople coming from the towns and villagesof Uttar pradesh and Haryana.”

professor shankaran, who has beenteaching in the college since 1985, says: “ststephen’s was socially elite, but never intel-lectually. Well-read people are an excep-tion. We are like any college, except thatthere are fewer rowdy elements and it iseasy to manage the college due to a long tra-dition of political passivity.”

the one time stephen’s became politi-cally engaged was when quite a few stu-dents went underground to join the Naxalmovement in the 1960s.

to Ayesha Adlakha, a first-year student, the college is like a “camp” where you canmeet adventurers of various kinds. “Cominghere is the most liberating thing that hap-pened to me,” says Adlakha, whose hair isdyed red. “people are so non-judgemental.You say and do whatever you want. every-thing we need in this world is right here.”

the world immediately outside, how-ever, is moving on, and the college may finditself left behind one day. it’s a fact acknowl-edged by st stephen’s’ living legend. DavidBaker, a retired history professor who livesin an apartment in a boys’ block, is busywriting a history of the college. “My bookdeals with how Delhi’s history overlappedwith that of st stephen’s,” he says. “Aftercrushing the 1857 uprising, the British re-shaped Delhi into a commercial, industrial, railway city, and the college began in thisnew world. it acquired more importancewhen the city was made india’s capital…each chapter of my book explores what ef-fects these two made on each other duringsignificant periods. today Delhi has becomea megalopolis of 16.7 million people. the col-lege’s hold on the city has begun to taper.that could be the final chapter, but, in gen-eral, my proposition holds true.”

Whither circumspection?

System in danger

the ppp supported by allies has the requirednumber of votes to get its nominee electedas the new pM and another one after hisremoval. instead of ending the ongoing

confrontation with the sC, this could howeverfurther exacerbate it. One may differ with the waythe apex court continues to pressure the executive towrite to the swiss authorities. But once the court hasdelivered its judgment, it is must for everyoneconcerned to carry it out. this is what the pppgovernment has rightly done.

there are only two ways to defuse the crisis. First, instead of advising the next pM to once again declineto carry out the orders of the sC, the ppp could agreeto write the required letter. in view of presidentZardari’s reluctance to allow what he calls the “trialof Benazir’s grave”, there is little likelihood of theparty taking this course. second, to enter into talkswith the opposition to put together a neutralcaretaker setup and a firm date for early elections.president Zardari insists that his party has the rightto complete the remaining nine months of itsconstitutional tenure. Legally, this may be a soundposition but politically this does not appear to befeasible.

the situation is rife with dangers for the system.the ruling alliance is at loggerheads with theopposition which is gradually moving towards theone point agenda of fresh elections. What is more, the government is simultaneously confronting thesC. Certain sections of the establishment might behappy over the way the sC has removed the pM, butthey are perturbed over the way the sC is trying torein in the security agencies. Meanwhile, the lawyerscommunity has been divided into hostile groups, andthe entry of some of the outstanding leaders of theircommunity into bar rooms has been banned. thegovernment has to realise the gravity of thesituation. it must not take confrontation with the sCand the opposition to a stage where a small pushfrom outside sends the system hurtling down theabyss.

even though all countries at vari-ous international forums havereaffirmed the resolve to cooper-

ate for peace in the south Asian regionand have expressed concern for the sta-bility of Afghanistan, most of them in-volved in the process have startedpreparing for a seemingly imminent coldwar between the Us and China. the Usis currently the only superpower in aunipolar world but the emergence ofChina as a new power centre has put itinto confrontation with the country inmultifarious ways.

During his trip to Australia, on No-vember 17, 2011, president BarrackObama, while sending an unmistakablemessage to Beijing said, “the Unitedstates is a pacific power, and we are hereto stay.” Us Defence secretary Leonpanetta also made statements relevantin this context during his Asia visit. Herevealed during his visit to singaporethat the Us will shift a majority of itswarships to the Asia-pacific region by2020 as part of a new Us military strat-

egy in Asia. panetta’s Asia visit came ata time of renewed tension betweenChina and philippines, the latter being amajor Us ally.

With regards to strengthening its po-sition in the pacific, America has alsocultivated security relations with NewZealand. it is also working with severalGulf countries to solidify its entrench-ment in the region. American strategicthinkers take China’s military moderni-sation as a great threat to its militarybases in the continent.

Russia and China had opposed theUs-led NAtO attack on Libya, whilethey have asked the Us to resolve thequestion of iran’s nuclear programmepeacefully. But America and israel arestill acting upon a war-like diplomacyagainst tehran. the Us and China alsohave disagreement about many interna-tional issues. A notable one which hasled them to being at loggerheads is thetaiwan issue.

Given that the Us is now buttingheads with two big powers – China andRussia - right in our backyard, doesn’tthis shifting scenario necessitate someadjustment in our foreign policy? Al-ready pak-Us relations are in consider-

able flux. tensions already existed whenthe May 2nd operation took place whichonly worsened the situation. thingscame to a head with the November 26salala incident. in response, pakistanblocked the NAtO supplies and closedthe shamsi airbase. Following these in-cidents, since islamabad has decided toreassess its engagement with the Us, itwould do well to take the emergent sce-nario into consideration.

it seems that pakistan is doing thatto some extent. it has rejected Americanduress with regards to the ip gaspipeline project with iran. Moreover, besides China, pakistan has also culti-vated its relationship with the RussianFederation. Moscow and islamabadagreed to enhance bilateral relations indiverse fields.

in 2010, the then Russian primeMinister Vladimir putin publicly en-dorsed pakistan bid to join the shanghaiCooperation Organisation (sCO).

pakistan’s president Asif Ali Zardariparticipated in the 12th summit of theshanghai Cooperation Organization re-cently held in Beijing. While addressingthe summit, hinting at Us overtures inthe region, Chinese president Hu Jintao

said that the international situation hadbecome complex, thus, leading to manyuncertainties in the regional situation. He stressed that only if the sCO memberstates remain united can they effectivelycope with the emerging challenges.

it cannot be denied that the Us haskey interests in this region and many ofits recent liaisons with countries in theregion can be explained in the context ofits new designs. the Us has made manyforeign policy adjustments and theypoint towards the fact that the Us is try-ing to buttress a few of its allies in the re-gion to counteract growing Chinese andRussian influence.

Moreover, the Us also needs to es-tablish these relations to pursue its pres-surisation campaigns against iran andpakistan and put its plans with regardsto them into action. its pacts withAfghanistan and india are a case inpoint. it has repeatedly pressed indianot to cooperate with iran while it haspropped up india as a force and an allyin the region to tick off pakistan’s estab-lishment. Leon panetta’s trip to the re-gion thus makes sense in this context.

During his recent visit to New Delhi, panetta revived the blame game and

upped the ante on pakistan by remark-ing that drone attacks would continue onterrorists’ safe havens within pakistan. While there, panetta also encouragedindia to take a more active role inAfghanistan in training the Afghanforces.

india which has already invested bil-lion of dollars in Afghanistan has signedwide-ranging strategic agreements withboth the Us and Afghanistan.

this nexus is clearly aimed at neu-tralising pakistan and offsetting the in-fluence of the emerging power of Chinaand Russia.

Rapidly developing geo-political dif-ferences among global powers in Asiashow that the next cold war is likely tobe waged between the Russia-China al-liance and the Us-led block and many oftheir battles will directly or indirectly in-volve pakistan.

thus, it is imperative that pakistanrethink its role in the region and reeval-uate its relations not just with the super-power but with its neighbours andregional and international powers. itneeds to abandon outdated foreign pol-icy paradigms and wake up to the newground realities.

A great lady she was. May Allah bless her soul andgive courage to the bereaved and the nation to bear thisshock. she fought for democracy, human rights andwomen empowerment. through sheer hard work andsincerity, Mrs Wahab became the face of country’slargest political party (ppp). By virtue of her ownpersonal background and dedication, she became avoice of the middle class, a self-made woman.

through her visible and also indirect role as pppMNA and office bearer, she did a lot for womenempowerment. in countries like pakistan, it is verydifficult for a woman to participate in politics and earnrespect. Fauzia Wahab did it nicely and she set anexample for all. she used to help and solve the problemsof women hailing from middle class. And women alsofelt free to share their problems with Fauzia Wahab. sheplayed a key role in a number of bills related to womenempowerment.

she was a popular parliamentarian and enjoyed

massive support for her work. she embarked on herpolitical career by volunteering for the ppp in theGeneral elections 1988. in 1995, Ms Wahab became theinformation secretary of the ppp sindh Women’s Wing.she also remained a member of the party’s advisorycouncil from 1994 to 1996 and chairperson of theKarachi Metropolitan Corporation’s informationcommittee from 1994 to 1995. Foreign affairs, financeand women’s development issues drew her interest inparticular. Later on in 1998, Benazir Bhutto nominatedFauzia Wahab to become the Central Coordinator of theHuman Rights Cell and was tasked to correspond withhuman rights defending organisations abroad.

in 2003, she attended the National Defence Collegecourse for bringing the politicians and armed forcesclose to each other. she was one of the initiators ofrelationship with the National Democratic institute(NDi) and was invited to attend the “Win with Women– Global initiative” of the institute in December 2003.

in June 2004, she was invited by the NDi to attend the2004 Democratic National Convention in Boston.

she was appointed central information secretary ofparty in 2009. she chose to side with the ppp becauseshe believed that it was the only political party open toliberal democratic values and the only political partythat was not plagued by gender discrimination. Herdedication to ppp was matchless. she always defendedher party in very difficult times. she was the mosthonest person. in my view, after BB shaheed, FauziaWahab was the only leader, who followed her footsteps. Moreover, she upheld liberal face of ppp in highlypolarised, fanatic and charged environment of pakistan.

No doubt, she was a courageous and brave lady.Outspoken secular voice is no more with us now. Hersad demise is a big blow for pakistan and the vacuumcreated after her death will never be filled.

women rights Regrettably, millions of women

throughout pakistan live in conditions ofabject deprivation of, and attacks against, their fundamental human rights for noother reason than that they are women.Women in upper sindh districts, thedistricts bordering with Balochistan andseraiki belt, are the worst victims. so far, nothing concrete has been done to

ameliorate the plight of women who arethe victims of violence anddiscrimination. in the past, a fewcosmetic measures have been taken onlyto attract the attention of internationaldonors. Had the past successivegovernments made genuine efforts theplight of women would have reasonablyimproved and young girls would not havebeen slaughtered as one was done lastweek in Jacobabad who married againstthe will of their callous parents.

in the prevalent disappointingsituation for women it is suggested thatthe problem should be tackled radically. We need to open to women new avenuesof culture and social service and ampleopportunities for public life. We needmore changes in our culture to stopdiscrimination against women. Above all,we must work together to change thiscultural attitude against women inpakistan today.

a sad eventthe Human Rights Commission of

pakistan (HRCp) has called thedisqualification of ex-prime MinisterYousaf Raza Gilani a sad and depressingoccasion in a country where democratictraditions have perpetually been deniedthe nourishment they need to take roots. We all very well know who the HRCp hasbeen pointing at for consistent andperpetual derailing of democracy inpakistan. that’s why HRCp was right tohighlight the fact that supreme Court’sjudgment (to dismiss an elected primeminster) was perhaps not unexpected.

Will this judgment lead to betterquality of life for masses, improvedeconomy, resolution of power, water andnatural gas shortages, elimination of

terrorism, get the Baloch back in themainstream, jack up the stocks market, improve the relationship with the Us andneighbouring countries, or will it lead tofurther political turmoil, enhanceduncertainty, dipping down the stocksmarket, forcing outside world not to dealwith democratic government as it mayget dismissed over a sneeze of a judge.

i have failed to understand the logicbehind such an action except thatapparently we are all set for clashbetween institutions. to start the gamejudiciary has thrown its ‘contempt’ baitto catch anyone on any pretext. All thepolitical parties who are at presentrejoicing Gilani’s dismissal need tounderstand the trap; today it’s Gilani, tomorrow it could be their men gettingthrown out of elected institutions at thewhim of judges. institutions war ofpower and ego is on. Good luck to 180million people who are just puppets, have nothing to do with the corridors ofpower.

trial of gravesevery man, women or child who was

born is destined to die and face trial forthe sins that he/she may have committedduring their lifespan. According to ourreligion, there is no escape from thisinevitable accountability which everycommoner, king, or emperor will have toface and only the Almighty alone has thesole jurisdiction to decide such matters.those who submit to the will of Almightyand seek forgiveness or make amends forthe wrongs that they may havecommitted to their fellow beings canexpect pardon from Him, and noofferings of ill-gotten wealth asnazrana/sadqa can settle these debts.

it is also a matter of faith thatevading any accountability process onlyadds to the woes of an individual in lifehereafter. it is because of this belief inhereafter that relatives of those whosedear ones have departed publicly askeverybody before their burial if thedeparted persons owed any debt. Ourreligion very clearly has stated thatHaqooq-ul-ibad, that is the rights offellow human beings, if violated can onlybe forgiven by those who have beenwronged and the Almighty will onlypardon sins concerning Haqooq Ullah.

political martyrdom does not absolvethe soul of accountability from Haqooq-ul-ibad. therefore, if the political heirs ofBenazir Bhutto have any love for her, they should facilitate rather than avoidsettlement of any claims that anindividual, or the national exchequermay have, so that her soul rests in eternalpeace. Nobody, not even saints can avoidtrial of graves, that is a reality if we havebelief in our religion. so this politics andexploiting the graves must stop.

the second blowDuring the 65-year long history of

our country, the parliament received itssecond big blow by judiciary on 19June.

it is not true that all the decisionsmade by apex court were always right. We had example of Z A Bhutto’s vitalcase in which the verdict was given by 3-4judges. Nonetheless, the deciding judge,Justice Naseem Hassan shah, after manyyears of his verdict in an interview withGeo tV categorically said that had hewanted to save the life of Z A Bhutto, hecould have done so but his advocateYahya Bakhtiar annoyed the judges.

this is not the first example of itskind. in 1954, when late Chaudhry MalikGhulam Mohammad was Governor Gen-eral (GG), the speaker of National As-sembly Maulvi tameezuddin challengedthe dissolution of the Constituent Assem-bly by GG in the apex court but the thenChief Justice of the supreme Court ofpakistan, Justice Mohammad Munir, supported the decision of the GG andthus the judiciary delivered its first blowon the sovereignty of the parliament.

it appears that the history hasrepeated itself in 2012 as the parliamenthas recently received its second blow byjudiciary. throughout the world, theparliament is supreme whereas the job ofjudiciary is only to explain the constitution, not challenge every decision of the govt.

Unfortunately, a group of people inpakistan have always tried to prove judi-ciary as supreme against the parliamentand they have unfortunately succeededin their designs. this will have highly badrepercussions on the sovereignty of theparliament besides on the future of thecountry as it is bound to further weaken it.

pAKistAN's stand-in captainMohammad Hafeez is confidenthis young side will regroup afterthe one-day defeats to challenge

sri Lanka in the test series starting on Fri-day. Hafeez, 31, was thrown into the deepend when regular captain Misbah-ul Haqwas banned from the first test in Galle dueto pakistan's slow over-rate in the final one-dayer in Colombo on Monday.

Misbah was penalised for his teamfalling three overs short, which interna-tional Cricket Council match referee ChrisBroad said was a "serious over-rate offence"in one-day internationals. Hafeez, who wasmade his country's twenty20 skipper ahead

of the current tour, has played only 26 testsand never captained pakistan before in thefive-day format. But the all-rounder brushedaside the 3-1 loss in the one-dayers, sayingpakistan were determined to do their best inthe three tests. "Misbah's calm influencewill be missed, but it is a great honour tolead my country in test cricket and i amready for the challenge," Hafeez said onthursday. "test cricket demands discipline.everyone plays a role in it, not just the cap-tain. We will be inspired by the good workwe have done in the longer format over thepast few years." pakistan have won seven oftheir last nine tests, including a brilliant 3-0 whitewash of top-ranked england in theUnited Arab emirates earlier this year.

it is a remarkable record for a side thathas been forced to play abroad due to other

teams' refusal to tour pakistan because of se-curity concerns. pakistan's batting will re-volve around Younis Khan, whose 76 testappearances make him the only player inthe side to have played more than 50 games.the tourists will bank on their potent bowl-ing attack led by prolific off-spinner saeedAjmal, who was the world's leading testwicket-taker last year with 50 scalps in eightmatches. this year, Ajmal has alreadygrabbed 24 wickets in three tests againstengland, and remains the main threat forsri Lanka alongside left-arm spinner AbdurRehman. sri Lankan captain MahelaJayawardene said Ajmal and Rehman"could be a handful" in any conditions, butwarned the tourists that the Galle wicket wasnot as spin-friendly as previously after beingrelaid last year. "the wicket looks good and

it will need a balanced attack to take 20wickets," said Jayawardene, an accom-plished middle-order veteran of 130 tests.sri Lanka have won just two of their previ-ous 14 tests and lost six, but both those winscame in their last four matches, indicating arevival after the retirement of world bowlingrecord holder Muttiah Muralitharan in2010. sri Lanka will look to their experi-enced batting line-up of Jayawardene, tillakaratne Dilshan, Kumar sangakkaraand thilan samaraweera to put up a big firstinnings total for their bowlers to take advan-tage of. the Umpires Decision Review sys-tem (UDRs), made optional by the iCC intouring contests, will not be used in the se-ries. the second test will be played inColombo from June 30 and the third inpallekele from July 8.

ian Bell has backed england's policy of ro-tating their bowlers in a bid to combat thedraining effects of a gruelling internationalschedule. With the one-day series againstthe West indies already won with a matchto spare, england's selectors have opted torest three of their leading bowlers, stuartBroad, tim Bresnan and Graeme swann, for Friday's final fixture at Headingley. it isnot the first time this year that englandcoach Andy Flower has taken precautionsto avoid his squad suffering from burnout.Broad and James Anderson missed the lasttest against the Windies at edgbaston ear-lier this month after the series was wrappedup. Lancashire pace bowler Anderson was-n't completely happy to be forced out of ac-tion. But england batsman Bell isconvinced his side must continue tinkeringwith their line-up to ensure the likes ofBroad, Bresnan and swann -- the onlythree remaining english regulars for tests,one-day internationals and twenty20 -- arefresh heading into the forthcoming limitedovers matches against Australia and thetest series against south Africa. "there's aheavy schedule coming up. We need to lookafter these guys," said Bell, who has scoreda century and a half-century in england'slast two victories over the Windies. "there'sthis big series against Australia coming up,and south Africa after that. "the key to oursuccess in one-day cricket is having fiveout-and-out world-class bowlers. "so if wewant to beat the Australians, we want theseguys fit and fresh and ready to go. "For thethree guys who play in all three forms ofthe game it's going to be crucial." Youngpace bowler stuart Meaker, all-rounderChris Woakes and spinner James tredwellhave been called up to the squad in place ofthose who will be sidelined at Headingley. And Bell claims the chance to give big-match experience to england's understud-ies is just as important as resting theestablished stars. "it's a good option to letthem have a bit of a breather and it gives anopportunity to the likes of Meaker, Woakesand tredwell," Bell said. "When i played forthe Lions, Meaker is genuinely fast - so itwill be exciting to see him have a go. "Look-ing down the line, at World Cups and Cham-pions trophies, it's great to give these guysan opportunity and gain more experience.

shahid Afridi's sudden announcement that heis contemplating one-day retirement to focuson twenty20s has caught pakistan's cricketfraternity by surprise and raised questionsabout what is happening behind the scenes inthe national camp.

Afridi took everyone by surprise when, onreturning home from sri Lanka after playingin the one-day series, he said he was thinkingabout retiring from ODis and just playingt20 matches.

"i will be consulting my elders and seniorsand will take a decision in next few days. Butdefinitely if i feel i am not contributing to theteam in ODis i don't want to carry on doingnothing," Afridi told reporters at the airport.

Cricket experts are viewing Afridi's re-marks in different ways with the general feel-ing being that the 31-year-old who wasremoved as captain of the one-day side lastyear after a dispute with the board is notcomfortable and happy in the present teamset-up.

"there is also a chance that Afridi mighthave sensed that the new coach Dav What-more is laying more stress on young playersand wants to ease out the seniors slowly," oneanalyst said.

But he pointed out that it is no secret thatAfridi was disappointed when removed ascaptain after leading the side well.

"He was disappointed that he was notconsidered for the twenty20 captaincy beforethe sri Lanka and instead Mohammad Hafeezgot appointed."

pepsi-COLA maybe the officialsponsor of cricket both in indiaand pakistan, but Coca-Cola toohas come looking for a sizeable

slice of the pie in a game that is bigger thananything in the sub-continent. Only re-cently one saw cricket-based advertise-ments targeting the indian market withsachin tendulkar acting as Coke’s brandambassador. Now this side of the border, inwhat looks like an extension of the not-so-subtle ‘Cola Wars’, Coke has pitched its tentfirmly on the cricket ground in pakistan aswell through its brand sprite by launchingCricket Next and roping in shoaib Akhtarand Moin Khan to provide it star attraction.

For all intents and purposes, this isCoca-Cola’s returning its rival the ‘Nothingofficial about it’ compliment of the WorldCup 1996 that not just mocked at its ‘Coke’sofficial drink’ status but also stole the thun-der of its own campaign.

that must have left deep scars, for sub-sequently pepsico seized the ‘official spon-sor’ status, denying Coca-Cola a look-ininto what is every marketing man’s dreamin pakistan and india: latching on to the

cricket bandwagon.Rizwan U. Khan, Coca-Cola pakistan's

General Manager had a spring in his step ashe made an extempore statement of intent:“Make a positive difference to cricket inpakistan by taking a fresh, dynamic andsustainable approach to the sport by pro-moting and encouraging pakistan's poten-tially undiscovered cricketing heroes."

it was a high-octane launch, and withstreetlights and with vendors’ stalls offer-ing streetside-stuff was congruous withstreet cricket.

the idea is fabulous, for it is simple, involves no hefty sponsorship fees, andgoes directly to the streets and people bylatching on to street cricket – with a prom-ise to its cricket crazy participants: na-tional spotlight.

played with unrivalled passion, ‘GulliCricket’ has its own joy and charm, and avery rich folklore in that most of our front-line cricketers since the 1980s learnt theircraft here before graduating to more organ-ized forms under official patronage. theevent touches base with the largest pool ofcricketers at their closest: their own street.

the sweep of the event is impressive:700 streets in seven cities spread over sixmonths. With the two squads that emerge

from this extensive exercise shall becoached by Akhtar and Moin, the formertagged as Josheela and the latter asHoshyaar, and the teams branded as JoshandHosh for a series of contests.

the programme’s reach has been givenfurther extension by bringing into play aninteractive website and use of the socialmedia. And aspiring cricketers who missout direct participation in the campaigncould still be part of the action through“capturing and uploading their street crick-eting moments of Josh and Hosh via the in-teractive website”. the campaign, it wassaid, has already kicked off on the groundstarting in Lahore on June 19, 2012.

Always ready with a smart quip, shoaibAkhtar, recounting his own youth and asso-ciation with gully cricket, spoke an evocativeline that would touch a chord with many.“through this programme, in a way i’d bemeeting with myself again”, said he, withdisarming spontaneity

Akhtar and Moin both sounded pas-sionate about the event, without soundingfake like most on such occasions do. per-haps it was because both had emergedfrom street cricket and could relate to it."in my view cricket played in the streets isJosheela cricket. Here you need instinct,

speed, quick thinking, a big heart – aboveall the passion of youth to prevail. thisevent has created a phenomenon, right atthe grassroots. the event has my backingfrom the word go because in my opiniononly Josheela cricketers can changecricket countrywide [taking it to a higherplane]”, said Akhtar.

Moin was not to be outdone. “the eventhas created a platform for cricket lovers all

the pakistan Cricket Board (pCB) hasapproved a deficit budget of Rs700 mil-lion for the fiscal year 2012-13 in its re-cent Governing Board (GB) and alsoplanning to establish another head of-fice in interior sindh.

the meeting chaired by the board'schairman Zaka Ashraf approved thebudget with the amount having an im-provement on the Rs1.1b deficit budgetthat was announced last year. “theamount is a tremendous improvement,”a GB member was quoted by reports.

A major chunk of the budget hasbeen set aside for infrastructure devel-opment. the board had initially plannedto spend a lot on administration but theGB members were against that moveand asked Ashraf to allot that to devel-opment instead.

“there are several stadiums thatneed renovation. there are academiesand high-performance centres that needmodification so we believed that infra-

structure development should get themajor share of the budget and the chair-man agreed to that.”

the pCB is building two high-per-formance centres in Karachi and Multanalong the same lines as Lahore's Na-tional Cricket Academy. it also intendsto build a new stadium in islamabadand Larkana and the addition of a newhead office in interior sindh was alsodiscussed. the GB members also raisedquestions over the continued existenceof Javed Miandad in the pCB who, de-spite being paid a hefty amount permonth, does not play an active role inthe board. Meanwhile, four regions havealso been added to pakistan cricket –nominated by patron-in-Chief Asif AliZardari – which did not please the GBmembers. “Dera Murad Bugti, Larkana,Fata and Bahawalpur are now active re-gions. Bahawalpur is a good inclusionand Fata has tremendous talent but theother two regions have been included onpolitical grounds. the teams of Quettaand Hyderabad don't even have 11 goodplayers.”

Qadir tolda television channel about the aims behindpCBs talent hunt scheme, the quality of tal-ent on display so far as well as the currentstandards of spin bowling in pakistan. im-pressed by the talents, he said: “in my view, leg spin in pakistan needs special attention.infact, the pCB should set up an academyspecifically for spinners, especially legspin.”“i will be more than happy to be involvedin this project and will do my utmost –even if i have to go to every part of pak-istan to discover and groom leg spinners.”

"i was glad to finish before therain started. But i was so focused on what i hadto do that i didn't feel it was bothering me much."But on grass you have to be very careful, becausewhen it gets wet you can really hurt yourselfquite badly, which is the last thing you wantto do three days before a Grand slam." Bartoliis playing the Wimbledon tune-up for the

nOVAK Djokovic and RafaelNadal are braced to deliver apotentially fatal blow toRoger Federer's fading hopes

of matching pete sampras's record ofseven Wimbledon wins. the great swiss isfighting time as well as an air-tight Grandslam grip developed by Djokovic, the de-fending champion, and Nadal, who havewon nine of the last 10 majors betweenthem and contested the last four Grandslam finals. World number three Federer, who celebrated the last of his record 16Grand slam crowns at the 2010 AustralianOpen, will be 31 in August.

sampras was 28 when he won the sev-enth and last of his Wimbledon titles in2000; Djokovic is still only 25 and Nadal,

26. it wasn't long ago that Wimbledon rep-resented Federer's traditional bolt-hole,winning five successive championships be-tween 2003 and 2007, then adding a sixthin 2009. But even in his London safe haven, the shadow of Nadal has loomed large. thespaniard, who has just collected a recordseventh French Open title, deposed Federerin a five-set epic in 2008, having been run-ner-up in the two previous years. Federer'striumph in 2009 came when Nadal wassidelined with a knee injury.
