Define project success for a project that is being executed in your state by a governmental agency. To do so, choose a project that is being executed in your state, and provide a minimum of a four-page narrative that addresses the following for the project you selected:

1. In less than half a page, describe the project and its scope. 2. Identify and then assess the main project objectives and intended outcomes. 3. Provide a substantive discussion of how you define success for this project, and explain your

reasoning. 4. Relate your definition for project success to the discussion of project objectives and intended

outcomes discussed above. 5. Identify the key challenges in achieving success and the ways to overcome these challenges, and

explain why you think so.

Paper Requirements: • Your paper must be a minimum of four pages, not including the required title page and references page,

and any other supplemental pages (such as appendices, if needed). • Further support your findings by using at least one of this week’s recommended readings and one outside

Option #2: Furnish a Pre-mortem Report Prepare a pre-mortem report for a current project that is being executed in your state by a governmental agency. To do so, choose a project and assume the agency has failed in executing this project. Then, work backward and explain what contributed to this failure. In a paper address the following for the above-referenced project:

1. In less than half a page, describe the project and its scope. 2. Identify and then assess the main project objectives and intended outcomes. 3. Provide an in-depth discussion of how you define success for this project, and explain why. 4. Relate your definition for project success to the discussion of project objectives and intended

outcomes discussed above. 5. Explain why you think the project has failed and summarize cause-and-effect relationships to better

demonstrate your reasoning. 6. Explain what the agency could have done differently to prevent the project from failing, and outline

why you think so.

Option #1: Analyze A Post-Completion Project Review Report—Boston Harbor Project Since the key sections of your work correspond to each individual module of the course, it is recommended that you progressively develop your project based on each week’s topic. Review the Portfolio Project topic you chose last week and continue working on your Portfolio Project by identifying some of the key pieces of information about the case study.

Provide a minimum of a two-page document to identify the Portfolio Project topic you have selected to complete and address the following topics:

1. Project scope, objectives, and outcome requirements 2. Project stakeholders and reporting needs

For this assignment, write a three- to four- page paper to address the following:

• What were the project objectives? • Why did the scope-creep problem occur? What was the chain of events that resulted in scope creep? • How did the scope creep adversely affect the project objectives? • What project metrics could have been used to discover the scope-creep issue in a timely manner? • What could be done differently to prevent scope-creep issues from occurring? How the impact of these

different courses of action or any improvements would have been reported by project performance metrics.

Option #2: Colorado VA Hospital Case Study Using the VA Hospital Watchdog Report, review the report on the issues facing the Colorado VA Hospital construction project. This has been a nationally told story of how a project did not stay within the prescribed scope and resulted in a significant creep in requirements.

For this assignment, write a three- to four-page paper to address the following:

• What were the project objectives? • What problems occurred due to ineffective scope management? Explain why these problems occurred. • Why do you think scope management and stakeholder involvement were necessary for project success?
