IntroductionThis Manual has been prepared for you, the pledge. It is intended to be used as a supplement to the Norman Shield. The purpose of this manual is to familiarize you with the Beta Pi chapter of Sigma Chi and to inform you of what is expected f you as a pledge. You should find this manual easy to read and informative. As a pledge, you are responsible for the material contained within this manual.

ConductRemember that you are now a representative of the Beta Pi Chapter of Sigma Chi. Anything you do is potentially a reflection on our Chapter and Sigma Chi. Always conduct yourself as a gentleman and a representative of Sigma Chi. As a house we pride ourselves on respecting women and do not want that to change. We strongly encourage that any women that you are hanging out with be walked home at night. Remember always live your life by the Jordan Standard.

Know it. Live it.

The reasons for and purposes of pledgeship are: To prepare the pledge for Initiation and his obligations as a brother. To enable him to better understand and know his pledge brothers and the brothers in his chapter.

To evaluate his merits further before Initiation and give him time to evaluate the chapter and assess his own desire for Initiation.

To develop an appreciation for Sigma Chi by learning its history, heritage, ideals, programs, and traditions.

To learn about the Greek System in general and explore its values and benefits.

To work with the chapter in campus and community projects to enhance a spirit of cooperation and fulfillment.

To experience fraternity activities, develop friendships, share experiences, and feel the bonds of brotherhood before obliging himself to a lifelong commitment.

Learning about Sigma Chi. After installation you will be given a copy of The Norman Shield, the official manual published by Sigma Chi Fraternity. During pledgeship you learn about all aspects of the fraternity on both the national and local levels: the founders, its history, its laws, its services to members and alumni, the chapter's officers and brothers, and the chapter's history. Periodic quizzes are given at specified pledge meetings over much of this material; at the end of pledgeship a "pledge test" designed by Sigma Chi Fraternity is administered and must be passed to qualify for initiation. The purpose of learning this information is to give the pledge more insight into the qualities and heritage of the fraternity.

Pledge Obligations and Responsibilities“Each pledge will only get out of Sigma Chi what he puts into it.

No more. No less.”

Objectives of Pledging Sigma ChiPledgeship in Sigma Chi prepares prospective members for a personal commitment to the ideals for which Sigma Chi stands, and for the understanding and acceptance of the fundamental values of our Fraternity. True friendship, brotherhood, and the lifelong development of character demand accountability for one’s course in the Fraternity, in college, and throughout life. The preparation for Brotherhood program is the beginning of our Fraternity experience, and its paramount goal is the communication of expectations of our brothers, our academic institutions, and our society. Education attainment, personal development and the contribution of value in all aspects of the world around must be fundamental expectations of brotherhood. The preparation for Brotherhood program challenges pledges to discover the personal commitment that underlies our ideals, and to adopt it as their lifelong, binding obligation. Listed below are essential elements of the pledging experience in Sigma Chi.

Pledge MeetingsPledge meetings will be held Sunday night’s right after the pledge test in the basement. The president of the pledge class is to preside at each meeting and conduct it in a businesslike manner. It is necessary for you to attend each meeting. Should you miss a meeting, it will be on you to get the materials you missed and to schedule a makeup test with the Magister. The test miss will be marked as a zero till it is retaken. Example of operations:

Pledge Class OfficersPresident: He is a direct liason between the brotherhood and the pledge class as a whole and should be a leader who can motivate the class. He is also last in the candle pass (explained further down).Vice President:

He is in charge of making galley lists and seeing that they are done. He is also in charge of pledge class fines.Treasurer:

He is in charge of all pledge class funds. Works directly with the Quaestor and keeps the pledge class informed of their financial status.Secretary:

Keeps minutes of all pledge meetings and calls roll prior to each pledge test.Sergeant at Arms:

Rounds up pledges for meetings and informs live out brothers of upcoming events within the house.Social chair:

Arranges pledge class functions.Fund raiser: In charge of any fund raising endeavor undertaken by the pledge class. Works with treasurer to insure proper use of money raised.

Pledge PinIt is your responsibility to wear the pledge pin of Sigma Chi with pride. This is expected and should become a part of your daily routine. The pledge pin indentifies you on campus as being affiliated with Sigma Chi and helps develop your correct mental attitude toward Fraternity membership. A Sigma Chi pledge pin is to be worn straight up and down on the left breast over the heart on collared shirts, sweatshirts, etc. (At Beta Pi, you are required to wear your pin at ALL TIMES that you are awake, on any shirt, except for the 5 S’s) It should be placed approximately one finger width toward the buttons from the top of a shirt pocket. On suits, sport coats, etc., the pledge pin is to be worn on the left lapel in the center near the top. Wearing the pledge pin should not be a matter of duty for you, but rather an evidence of the pride that you have in our chapter.

Norman Shield The Norman Shield is the pledge and reference manual of the Sigma Chi Fraternity. It will be an invaluable resource to you as a pledge, as well as an active brother.

Pledge Test*Pledge tests will take place Sunday nights at 7:00 in the dining room, DO NOT BE LATE!

It is important for you to know as much as you possibly can about Sigma Chi prior to your initiation. To ensure that you pass the final exam, you will be tested weekly on the material from the previous week. Don’t stress. All tests will be provided one week before the test. You must score at least 75% on each quiz in order to take the final. Test may be retaken. You must score 70% on the final to qualify for initiation. You are also responsible for material covered on each pledge test. Know your stuff!!! Your test score will be relayed to the active chapter, and each pledges progress will be monitored.

Events (Homecoming, Derby Days, Greek week, Etc.)Each Pledge is expected to participate in all events. Although scholarship always comes first, with some good time management it is also possible to enjoy the other aspects of college life.

Big BrothersEach of you will receive an active brother as a big brother. Your big brother will be someone that will help you make grades and pass your Sigma Chi final exam. Your big brother will be someone you can turn to with your academic problems as well as questions about Sigma Chi.

House rules and By-LawsThe house rules and Chapter By-Laws are rules by which we run our Chapter. You are responsible for these rules and regulations. Violators will appear in front of the Judicial board.

Monday Night DinnersMonday night dinners will be at 5 PM and are formal dinners. This means collared shirt, except for the first Monday of each month which is full formal dress code (shirt, tie, slacks). The consul (unless absent) will be first in line, followed by any guest, and all pledges will wait on the wood in the living room.

Chapter VoteIn Order to be pledged to membership in the Sigma Chi Fraternity a pledge must receive a positive vote of 90% or more of the active members present and voting at a regular or special meeting of the chapter.

GradesNo pledge shall be initiated into membership unless chapter has written certification that he has met the following grade point requirements.

2.75 GPA for winter Initiation 2.50 GPA for spring Initiation

This GPA requirement must be met by both, term and cumulative grades, and is only valid when based on 12 or more graded credit hours.

In order to better know the members and the members to better know you, you will be required to meet with all live in brothers, 5 live out brothers, 5 alumni brothers (from any chapter), 5 out of chapter brothers, and the current Sweetheart of Sigma Chi. You must have them on you at all times inside the chapter house. Blackbooks offer great advice on pledgeship, school, and life. They are also cool to look back on later in life.

Pledge Test and Final National ExamNo pledge shall be initiated into membership without passing the weekly pledge test as well as the Fraternity Official Pledge Examination. The pledge must receive a score of 75% or better, as determined by the Grand Praetor. A pledge receiving a lower score may take any exam a second time prior to the scheduled initiation only if authorized by his Magister and the Chapter Advisor due to extenuating or aggravated circumstances.

Community Service ProjectThe community service project is a way for the pledge class to serve the community. It will require the philanthropic donation of your time to a group or organization. Again, the exact project will be up to your pledge class.

Big Brother PaddleThe giving of a Geek paddle to your big brother is a Greek tradition that has received a bad reputation in past due to the old hazing ways. I promise you these paddles are strictly for decoration and memories. It is a gift to your big brother showing that you appreciate them helping you through your pledgeship.

Big Brother/Little Brother house projectThis is a chance for Big brothers and little brothers to work together to improve our chapter house. Some ideas are painting, landscaping, installing new house features, etc.

Join an On-Campus Club By joining a on-campus club we are showing our active outside of the normal Greek life activities. It also gives you the chance to meet others outside of the Greek community; there is a list of all on-campus clubs that you can choose from.

WalkoutThe walkout is designed to enable the whole pledge class to get together and learn about each other and Sigma Chi. It is designed as a quiet time for the pledges away from the chapter house. It is a time to think and reflect on the pledge program to date. In addition, the pledge retreat is designed to facilitate pledge cooperation. This will help in building PCU, a crucial aspect of both pledge and active chapter life. As a pledge class you pick the date and location and the entire pledge class must go.

Other Requirements Specified by the MagisterFor pledges to qualify for initiation, they must complete the requirements specified by the Magister.

You should learn soon after your introduction into pledgeship at Sigma Chi that one of the most highly prized possessions of all Sigma Chi’s is our chapter house. The house is the center of chapter life; it is also the heart of the Fraternity for it is in the chapter house that all Sigma Chi’s first learn to love the Fraternity.

Our chapter is proud of our house just as we are proud of the traditions which our house holds for the older members of our chapter. In this house you, too, will have many experiences which will become fond and treasured memories. In this house you will find and form lifelong friendships. Therefore, it is critical that each and every active brother. And more so upon the pledge, care for the chapter house and all the property belonging to the chapter in the best possible manner. The chapter house and furnishings do not belong to any individual Sigma Chi, nor any individual chapter. Just as our chapter is one of 250 other chapters of the Fraternity as a whole, so the chapter house and all that goes with it belongs to the fraternity as a whole.

Our chapter house, with its homelike atmosphere, has a heritage which has been passed down year after year since it was built. It is for your use while you are a member of the chapter. This places an obligation upon you. It should be regarded as your home during your college career, and as such, you should care for this new home and its furnishings with the same pride that you had in the home which you recently left. There is no difference between this home and your own home. Do not defeat its purpose by virtually living out of a trunk amid uncomfortable and unattractive surroundings. Make your study room homelike, clean, cheerful, and inviting. You should strive in every possible way to see to it that when you leave the chapter it is internally and externally finer and stronger in every way than when you first came to the chapter.

On December 2, 1916 the Phi Delta Sigma Fraternity became the Beta Pi Chapter of Sigma Chi. We resided in our original chapter house located on 23rd and campus way, behind Gilbert Hall, until our 25th anniversary in 1941. After Sigma Chi left it became a girl’s dormitory for a short while and then was later destroyed. The house we currently live in was occupied by Alpha Chi Rho Fraternity for about 10 years and was rented by the Sigma Phi Sigma Sorority for about a year before we took over. Our original house was the first fraternity house on campus, and the consul still wears the badge of Phi Delta Sigma alongside Sigma Chi’s to honor our forefathers.

Alcohol AwarenessAmerica is a drinking society. At least two-thirds of our population drinks – some

regularly and some occasionally. This section is an attempt to create alcohol awareness in Sigma Chi. Sigma Chi neither encourages nor condemns alcohol use. The purpose of this section is to create an informed member and to encourage moderate levels of drinking within the Fraternity.

Responsible attitudes toward drinking should make us behave in such a way that we never have to feel sorry for what happened while we were drinking. Basically, this means not

becoming drunk. For the individual who has made the personal decision to drink, there are a number of ways to meet the demands of social drinking while avoiding drunkenness.

Know your limit Eat while you Drink Don’t drink fast. Sip for enjoyment; don’t gulp for effect. Accept a drink only when you really want it. Cultivate taste. Choose quality rather than quantity. Skip a drink now and then. When dining out, if you must drive home, have your drinks with the dinner, not

afterward. Beware of unfamiliar drinks. Don’t drink to relax when what you really need is a change of pace or some sleep. Remember that the purpose of the party is togetherness, not tipsiness.

Alcohol InformationAlcohol is more properly “ethyl alcohol”. Medically, it is a drug which depresses the

nervous system and acts much as an anesthetic, slowing the activity of the brain and the spinal cord. The reason people use alcohol reactionally is because of this effect: a good feeling comes over most after one drink, helps them relax and takes the edge off a social situation. At low levels of alcohol in the bloodstream, the efficiency of the nervous system goes down; which gives people some mild relief from anxiety. People actually report being “stimulated” by this depressant because inhibitions are lost, but remember, it is a myth that alcohol is a stimulant; it is rather a tranquilizer.

The burning sensation in the pit of your stomach after drinking would be caused by the alcohol’s irritant effect. On the other hand, if you eat before drinking you can prevent this irritation since the alcohol will be more slowly absorbed into the blood, delaying its effect. Continuing to eat while drinking is a good idea. Those who sip their drinks slowly also do better in the long run, as alcohol takes much longer to reach the blood. And because of a change in the stomach lining when you are nervous (the “sick stomach” you may have experienced before a big or major event) alcohol is absorbed more quickly in those who are nervous, tense, tired, or physically ill. Carbonation will increase the passage of alcohol from the stomach to the blood, so using soda as a mixer is not a good idea. Likewise, sparkling wines, like champagne, are absorbed more quickly.

The standard equivalency measure of alcohol consumption is that one 12-ounce beer equals either one four-ounce glass of wine or a one-once shot of hard liquor. How much can one drink without becoming legally intoxicated? In the state of Oregon, a blood alcohol level of 0.10% is considered evidence of being intoxicated. For an average 180-pound man drinking on an empty stomach, this means just two two-ounce shots of whiskey, four beers, or four four-ounce glasses of wine. It is agreed that alcohol affects different people in different ways; in the

previous example, a person lighter than 180-pounds would be more intoxicated; a heavier one would be less. But everyone has to face the fact: the way liquor works is predictable and preventable.

Beware, a blood alcohol level of 0.08% is considered impaired by the alcohol in the state of Oregon. This blood alcohol ratio of 0.08% is the first level at which someone could be charged in a drinking and driving situation. It equates to a full drink less than the 0.10% level of intoxication for a 180-pound man. Know your limit, especially if you are driving.

Alcohol is metabolized, or broken down and used, by the liver. This process is very slow – not as quick as the uptake through the stomach – so one drink tends to linger for a long time. As an example, one ounce of hard liquor (or one 12 ounce beer, or four ounces of wine) is “used up” in about one hour and no faster. The liver’s system of breaking down alcohol (called “oxidation”) works at a steady pace. None of the mythical sobering remedies work: not black coffee, not cold showers, not exercise. Nothing will speed up the liver’s work. Only time will sober you up so you can drive or resume your previous activities. Also remember, if four ounces of hard liquor are drunk on an empty stomach within one minute of each other (four shots in quick succession) it will still take four hours (one ounce per hour) for the effect to wear off.

Alcohol EffectsWhat are the effects of alcohol once in the system? As our blood alcohol level increases, our reasoning and ability to make judgment lessen. Five states can be recognized.

1. Blood Alcohol = 0.01 – 0.05 “Sober” (No apparent influence, behavior normal; stay this way if you intend to drive).

2. Blood Alcohol = 0.03 – 0.12 3-5 drinks. “Happy” (Talkative, sociable, mild euphoria; more confident, less inhibitions; some loss of control and judgment,

inefficiency)3. Blood Alcohol = 0.09 – 0.25 6-10 drinks. “Excited” (Unstable emotions and

muscular coordination. Loss of critical judgment, inhibitions, memory. Longer reaction time).

4. Blood Alcohol = 0.18 – 0.30 11-14 drink. “Confused” (Dizzy, Staggering, disorientated, exaggerated emotions – fear, anger, etc. Slurred speech, loss of perception).

5. Blood Alcohol = 0.30 – 0.45 15-20 drinks. Stupor, Coma, death (Vomiting, incontinence of urine or feces, unable to stand or walk, anesthesia, unconsciousness, death from paralysis of breathing mechanism).

A Warning needs to be made here about mixing liquor with other drugs, even those given by a doctor. All drugs interact negatively with liquor, so liquor should be used very carefully and very sparingly while taking other medications.

A warning, too, should be made about drinking and driving. We’ve all seen the warnings and advertisements in every magazine we read and every television show we watch, but the fact remains that 55,000 people die in automobile accidents each year. In half, liquor is the reason. Brothers don’t let brothers (or anyone else) drive drunk! What do you do when confronted with a drunken person?

Stay calm. If your nervous, try to hide it as much as possible. Remember that you’re dealing with a person who cannot control his emotions, and may be angry or aggressive. Always explain to the person beforehand exactly what you want to do for him. Try to be reassuring. Don’t give the person any drugs (not even aspirin) to sober him up. Don’t give the person coffee, tea, or other liquid stimulants to sober him up. (Coffee, at best, only gives you drunk who is more awake.) Don’t give the person a cold shower. (all that does, at best, is give you a clean drunk, and the shock ma cause him to pass out, and perhaps be injured.) Don’t try to walk, run, or exercise the person. Don’t attempt to keep the person awake (assuming he is not in a dangerous or risky position – if he is, change that). Don’t attempt to restrain him (if such is necessary, more than one person should be involved). Do keep the person comfortable – however, don’t reinforce drinking behavior. If the person is put in bed (as he usually should be), make sure the person is lying on his side. If possible, assess whether the person is in life-threatening health crisis. If so, get HELP! If you put a person to bed, monitor his breathing. Certainly, don’t let him drive, and certainly refuse to drive with anyone who insists on (and you cannot prevent from) driving.

If you know you are going to be driving, think – don’t drink! That’s best. If you do intend to drink remember the following:

Eat First: Something in your stomach slows the rate of uptake.

Drink slowly: Sipping, not gulping, and spacing out drinks slows the rate of absorption. Know what you are drinking: How strong the drink is and how soon the liquor will

affect you. Continue eating: Even small amounts throughout the night. Don’t drink when tense or upset: Or at least drink more slowly, since alcohol is

absorbed more quickly in tense, upset or physically ill persons. Set a limit: plan beforehand to stop after a certain number of drinks over a certain time

periods. Alternate between alcoholic and non-alcoholic drinks during the evening. Carbonated beverages and sparkling wines: Are absorbed more quickly than straight

liquor. Stop in time: Give your body a chance to reduce the alcohol to a safe level before you

drive. Be honest with yourself: If you know you’re too drunk, be smart and don’t drive.

ARTICLE I MEMBERSHIP

Section 1 PLEDGING

A. Voting 1. No more than two ballots shall be held on any one candidate for pledgeship in a

single chapter meeting.2. In order to be pledged to membership in the Sigma Chi Fraternity person must

receive a positive vote of 90% or more of the active members present and voting at a regular or special meeting of the chapter.

B. Pledgeship 1. Formal Fall term pledging shall be held in accordance with IFC regulations

within ten days after the close of formal rush.2. Pledgeship can be terminated only at any time during pledgeship, by

agreement between the pledge and the chapter, or by a vote of at least 33 1/3% of the active members present and voting at a regular or special meeting of the Chapter.

3. No person shall be pledged to membership in the Sigma Chi Fraternity unless he is qualified under Statute No. 3, Section B of the Constitution.

4. Every pledge of the Fraternity shall pay Oregon State University and the Beta Pi Chapter a pledging fee as set forth by the University and the Sigma Chi National Fraternity.

5. Every pledge shall be required to complete three full terms of pledge duties,regardless of class standing or age. The only exception shall be in the event that it would require an initiated member to return Fall term and be integrated into a new pledge class, one other than his own. In this case, the individual shall be required to fulfill only the requirements of the pledge class with which he was initiated.

C. Grades1. Those pledges who are below either a 2.00 GPA for their first term of pledgeship or

who have been placed on academic probation for two terms in a row will automatically be voted upon before their return to the chapter.

2. Pledges returning Fall term will be subject to Spring term grade requirements. Said pledges will have completed a minimum of three terms of pledgeship in the house.

1. No person shall be initiated into membership unless chapter has writtencertification that he has met the following grade point requirements:

2.75 GPA for Winter Initiation. 2.50 GPA for Spring Initiation.

This GPA requirement must be met by both, term and cumulative grades, and is only valid when based on 12 or more graded credit hours.

2. No Person shall be initiated into membership without passing the General Fraternity Official Pledge Examination (during a closed book exam). The person must receive a score of 75% or better, as determined by the Grand Praetor. A pledge receiving a lower score may take the exam a second time prior to the scheduled Initiation only if authorized by his Magister and the Chapter Advisor due to extenuating or aggravated circumstances.

3. No person shall be initiated into membership unless he has received a minimum of ten weeks of instruction under the tutelage of the Magister.

4. For pledges to qualify for initiation, they must complete the requirementsspecified by the Magister.

B. Voting1. No more than two ballots shall be held on any candidate for initiation during a

single chapter meeting.2. The pledge must receive a 90% positive vote from the chapter3. Candidacy can only be ended by an agreement between the candidate and the

chapter, or by bringing the candidate's name up for a vote. If he fails to achieve an 80% positive vote, candidacy will be ended.

C. Fees1. The local chapter initiation fee shall be $150 for the use and benefit of the General

Fraternity, and shall receive therefore a certificate of initiation and an initiation badge (Sigma Chi Constitution, Statute No. 5.09).

D. General1. There shall be no pre-initiation "HELL WEEK". All initiation activities shall be held in

accordance the Statute 6.02F of the Sigma Chi Constitution.2. At the discretion of the chapter, there shall be one initiation held Winter term

and one held Spring term.3. Once a candidate starts Indoctrination week, he cannot be a pledge again.

E. Post Initiation Training (PIT)1. The Pro Consul shall be in charge of post-initiation training.2. Post-initiation training shall consist of at least three meetings. Attendance shall be

mandatory for all new initiates.

Section 3 AFFILATION A. Transfer Students

1. A member of another chapter of Sigma Chi Fraternity may affiliate with Beta Pi Chapter only after written confirmation from both the university which he previously attended and his original chapter have been received, stating that the member in question left in good standing, financially and otherwise.

2. He must receive at least a 90% vote of approval of the active members present at a regular or special chapter meeting.

3. An affiliated member is subject to all of the provisions of the Bylaws, house rules, and general standards of the Beta Pi Chapter.

ARTICLE II CHAPTER MEETINGS

Section 1 REGULAR CHAPTER MEETINGSA. A regular meeting shall be held weekly on Monday evenings. Any deviation from

this schedule shall be announced by the Consul at least 24 hours prior to the regular meeting time.

B. All voting will be done by a hand vote. At the Consul's discretion, the passing of the box or balloting can be used.

C. All regular chapter meetings shall be conducted according to the provisions of Division 1 in the Ritual and shall be conducted according to Robert's Rules of Order.

Section 2 SPECIAL CHAPTER MEETINGSA. Special chapter meetings may be called by the Consul at any time, and must be

called by him upon the request by any five brothers. In both cases due notice shall be given in writing concerning the time of the meeting.

B. No two chapter meetings shall be held in any one night.C. There shall be no more than two special chapter meetings called after voting for

initiation. The deadline for such meetings shall be Wednesday at 8:00 PM following the regular chapter meeting in which the voting took place.

Section 3 ATTENDANCEA. Chapter Meetings

1. It is mandatory for all live-in members, junior class and below (regardless of live-in status), to attend all chapter meetings unless having a legal excuse hereafter prescribed. A brother missing a chapter meeting shall be fined $10.

2. All brothers that are anticipating an absence must present an excuse, in written form, to the Annotator prior to the start of the chapter meeting.

B. Initiation 1. Attendance at the Ceremonies of Initiation is mandatory for all undergraduates

unless having a legal excuse as hereafter prescribed. A brother absent from the Ceremonies of Initiation without a legal excuse shall be fined at the discretion of the Magister up to a $50 maximum .

2. A brother tardy at an initiation ceremony shall not be admitted except with theapproval of the Kustos.

Section 4 VOTINGA. A majority vote of the active members present shall decide any questions unless

otherwise provided by law. B. Any member may demand a secret ballet .C. The Consul shall vote only to break a tie.D. Any active member of the chapter whose scholarship record causes disciplinary

action to be taken by the university shall automatically lose his right to vote unless he files with the chapter a written certificate from the proper officers of the university verifying his good scholastic standing.

E. Newly initiated brothers shall not be given a vote until they meet the memorization requirements prescribed by the ritual. A grace period lasting 4 weeks from the day the members where initiated shall be observed. If requirements are not met after 4 weeks the newly initiated member must sit on the ground during chapter meetings, not receive a parking spot, not receive a little brother, not hold a position on the executive board and relinquish initiation number standing within his pledge class.

F. Any decision of the executive committee may be overruled by a majority vote of the active chapter.

G. A Quorum is a majority (50% + 1) of the active members living in the chapter house.

ARTICLE III OFFICERS

Section 1 CHAPTER OFFICERS

A. The officers of the chapter shall be those prescribed in the Sigma Chi Ritual and such offices as are necessary to perform the administration of the chapter.

B. One assistant Quaestor and one assistant Magister shall be approved by the chapter.

Section 2 NOMINATIONS AND ELECTIONS

A. Nominations of the Consul, Pro Consul, Quaestor, Magister, and Rush Chairman shall take place the first chapter meeting Winter term. Elections shall take place the second week Winter term (before Winter Initiation). Nominations and elections of all other officers shall be held Winter term after Winter Initiation. The newly

elected officers shall work jointly with the incumbent officers until the beginning of Spring term, when they shall formally take office.

B. Nominations of officers shall be held at least one week before elections.

C. When brothers are running for office, all of the candidates for the office must leavethe chapter meeting until it is their turn to speak.

D. Installation of officers shall be held the first chapter meeting of Spring term.However, previous officers are responsible for conducting spring initiation.

E. All executive officers are required to live in the chapter house during their term ofoffice. If an elected officer moves out, his office is considered to be vacant at thattime. Special exceptions can be made at the discretion of the Consul.

F. Two rush chairman will be selected. Each will receive a maximum of 3 terms housing to be paid by the chapter. Two terms are guaranteed to be paid by the chapter and the third will be voted upon by the chapter after Winter Initiation. The third term pay is not all or nothing. The house can vote to give only a portion of the third terms rent or nothing at all. Both rush chairman are required to live in the summer rush house. Only one rush chairmen will be guaranteed a paid trip to Leadership Training Workshop.

G. Social Chair shall be a one-term office. Elections for the next term will occur thefifth week of the term. Once elected, the current social chair will help the socialchair elect, plan for the next, term and shall assist in giving out bids.

Section 3 TERM OF OFFICE

A. The term of office for both elected and appointed committee chairmen shall be oneyear. The only exceptions to this are the Galley Steward, the Social Chair, Philanthropy chair, Public Relations chair, Intramural chair, and theExec Member at Large, whose offices are only for one term.

B. The Magister, although elected Winter term, will not formally take office until the first chapter meeting of Fall term. His term of office shall be one year. He will assist the current Magister with both Winter and Spring Initiation before his term in office as preparation.

Section 4 SCHOLASTIC ELIGIBILITY

A. No person in the active chapter may hold office nor be nominated for an office unless he is free from scholastic probation (GPA above a 2.0).

B. If, at any time during his term of office, a brother is placed on scholastic probation; his office shall be declared vacant.

Section 5 VOTE OF CONFIDENCE

A. At any formal chapter meeting a brother may call for a vote of confidence upon any

officer or committee chairman. If any brother calls for a vote of confidence, the vote will automatically take place, no motion is needed. Passing of the vote of confidence will be a Quorum ( article 2, section 4G).

B. If that brother fails to receive a vote of confidence then one of the following will occur:

1. If the brother's position is an appointed one, he shall resign from such office and responsibility.

2. If the brother's office is an elected one, then impeachment proceedings shall beinitiated against him as outlined in Article III, Section 6B of these bylaws.

Section 6 IMPEACHMENT

A. Any officer of the active chapter may be impeached for non-exemplary conduct orconduct unbecoming of a Sigma Chi.

B. If a brother fails a vote of confidence, one week later, an impeachment vote will automatically occur.

C. If the vote for impeachment is two thirds, the brother will be impeached from office,and nominations are open that night, with elections to be at the Consuls discretion.

ARTICLE IV COMMITTEES

Section 1 EXECUTIVE COMMITTEE

A. The Executive Committee shall be composed of the Pro Consul (Chairman), Consul, Annotator, Magister, Quaestor, Rush Chairman, Scholarship Chairman, House Manager, Tribune, Exec Member at Large, Historian, Chapter Editor, Kustos, Philanthropy Chair, Public Relations Chair, Galley Steward, Philanthropy Chair, Risk Manager and Social Chairman, Peterson Chairman, Website Creator, Cleaning Supervisor, Assistant Magister, Assistant Quaester.

B. Any office that has two or more members doing the same office shall only have one vote on exec. Any member who holds more than one office only gets one vote onexec.

C. The Executive Committee shall serve as sounding board for house problems.

D. Disciplinary matters will be referred to the Judicial Board.

E. The Executive Committee shall meet at least once a week to plan the chapter meeting agenda and for the purpose of assisting the Consul in the planning and fulfillment of a well-rounded active chapter program.

F. Any officer that has two or more members doing the same job, shall only be

required to have one member at exec.

G. The Executive Committee shall hear all proposals and or recommendations before they are considered by the active chapter. All proposals not considered first by the Executive Committee are out of order unless overruled by a simple majority of the members present in a chapter meeting.

H. Any member of the Executive Committee (as listed in Article IV, Section 1 A) who is absent from an Executive Committee meeting shall be fined $10 unless his absence is pre-arranged with the Pro Consul, a typed report is given to the Pro Consul, and a note to the Annotator. The same applies for Executive Members missing a chapter meeting.

I. If an Executive Member is to be in violation of this offense three times in one term, he shall be brought up for an impeachment vote the next chapter, or at the discretion of the Consul.

J. ***EXECUTIVE COMMITTEE PRIVILEGES***

1. Parking. The parking list will be signed first by the top five officers, followed by each pledge class. Within each pledge class, the order shall be Exec by numbers, and then the remaining by numbers. The Executive Member at Large will have the last spot, unless other wise applicable.

2. Rooms. The room list will be signed first by the top five officers, followed by each pledge class. Within each pledge class, the order shall be Exec by numbers, and then the remaining by numbers.

3. Room Improvements: $100 of room improvements in order to keep room for one term. Painting the walls and carpet cleaning is not considered room improvements; this is a personal choice. Putting in new carpet, wood floors, blinds are areas the room can be improved. If you have any questions regarding qualifying for room improvements, consult the Pro Consul for further clarification. Different exceptions can be voted on through exec. Only room head will receive credit for room improvements.

4. Any member who gains an IFC position (committee head or major officer)shall get Executive Committee privileges (i.e. parking, room assignment) forthe duration of their service.

Section 2 SCHOLARSHIP COMMITTEE

A. The Scholarship Committee shall be composed of up to four members to beappointed by the Scholarship Chairman, subject to chapter approval. TheScholarship Chairman is an automatic member and head of the committee.

B. The Scholarship Committee shall be responsible for the construction of a scholarship program that will be of the benefit to both the pledges and the active brothers.

C. The Scholarship Committee shall ascertain the scholastic eligibility of all candidates for initiation and all brothers who have been nominated for chapter office.

D. The Scholarship Chairman or any other chapter member shall have the power toimpose a $15 fine for any member not fulfilling his duties as study proctor.

Section 3 JUDICIAL BOARD

A. The judicial board will be comprised of 2 members from each class and be chaired by the Consul.

B. Any situation that demands disciplinary action will be presided over by the judicial board. All brothers present at the time of the offence will be called to appear in front of the committee.

C. J-Board will meet every Sunday fallowing the executive committee meeting.

D. Any decision may be appealed to the chapter. A simple majority vote will can overturn any decision of the judicial board.

Section 4 GENERAL COMMITTEES

A. The Consul shall be responsible for the appointment of all committee chairmen. Allsuch appointments are subject to chapter approval.

B. Other committees may be formed by the Consul, subject to approval of the chapter.

ARTICLE V FINANCES

Section 1 GENERAL

A. House Bills

1. Collection

a) On the first day of each term, individual billing forms will be distributed to all members and pledges.

b) Remittance from bill must be paid within thirty days of the bill being sent out. If the payment is not received, a delinquency letter will be issued, stating the past due account and balance. The member or pledge has five days to either pay the outstanding balance or make other arrangements with the Quaestor.

c) After the five days has passed with the account still remaining unsettled and without an arrangement made with the Quaestor, the non-current brother or pledge will lose all chapter privileges, including the following;

Chapter vote, Eating privileges, Loss of social privileges.

d) The non-current brother or pledge will then be given five days to settle his account or make arrangements with the Quaestor. If this does not happen, the pledge will be asked to leave and financial expulsion proceedings will begin for the member.

e) If any member is delinquent in the payment of his chapter bill he shall be subject to such action as the Finance Committee deems best. He shall be subject to the provisions of the Sigma Chi Fraternity Constitution, Statute VIII, Section 7A. Under no circumstances shall a pledge be initiated if his account with the chapter is not current.

f) After one month, the Quaestor can add a 5% interest rate on accounts overdue.

2. The dues of the Beta Pi Chapter will be determined by the Quaestor after the preparation of the budget for the entire school year, and will be legal after approval by a majority vote of the chapter.

3. Live Out Brothers are subject to bills prepared by the Quaestor. They should be distributed the first day of the term and paid within 30 days. Failure to pay will result in actions described in V, Section 1C, part 1.

B. Financial Obligation

1. At such time as a brother graduates, drops from college, transfers, or moves out of the house, he shall sign a note or verification of account for any financial obligation owed to the chapter. Every 30 days after the date of said note or verification he must make a payment of at least $10 on his obligation or write a letter to the Quaestor stating the reason for inability to make the payment. Any brother failing to make his payment or notify the Quaestor by letter shall have is account referred to a collection agency and his name forwarded to Sigma Chi Headquarters for the Fraternity action as per Statute 7, Section 7.01, in the Sigma Chi Constitution.

2. Upon the start of each school year, every brother and pledge must sign a voluntary financial obligation to the Beta Pi Chapter. This will give the chapter house the legal right to go to court if a financial matter arises.

3. Any brother or pledge who incurs a chapter obligation or expense without thewritten authority of the Quaestor or the Chapter Advisor is personallyresponsible for its payment unless otherwise ordered by the Quaestor orFinancial Committee.

4. All non-resident members currently delinquent will be contacted and given twoweeks to reply with the positive intentions to pay, or expulsion proceedings will begin. Payment proposals will be reviewed and determined by the Financial Committee.

C. Non-Current Members

1. Non-current members are not in good standing and thus automatically lose their right to vote in a chapter meeting. Not good standing infers their bill was not paid within 30 days and they did not make arrangements with the Queastor.

2. Any chapter officer delinquent for over a month grace period will have his name brought up for impeachment.

3. Any member not current in his financial obligation to the house at the end of the term will loose his number ranking for room selection.

Section 2 QUAESTOR'S REPORT TO THE EXECUTIVE SECRETARY

A. The Quaestor, or his representative, shall forward monthly reports to the Executive Secretary as Prescribed by the Sigma Chi Constitution, Statute VIII, Section 7I.

Section 3 PAYMENT OF OFFICERS

A. The payment of officers will be done on a term basis. The amount of money tobe paid out to the officers is determined in the budget, which is presented and votedon in the first chapter meeting of the school year:

CONSUL $500 PRO CONSUL $300 QUAESTOR $400 MAGISTER $300 HOUSE MAN. $150

B. The Rush Chairman will receive what is referred to in Article III, Sec. 2, Part F.

Section 4 THE NATIONAL WORKSHOP EXPENSES

A. The chapter shall provide the registration fees for attending the National Workshop of Sigma Chi Fraternity for the following officers: Consul, Pro Consul, Quaestor, Magister, and one Rush Chairman.

ARTICLE VI RULES

Section 1 BYLAWS

A. Upon moving into the house, each person shall be issued a copy of the bylaws and

B. Each person affiliated with this chapter shall be responsible for the contents of these bylaws and house rules during his affiliation with this chapter.

C. The Annotator shall be responsible for the complete reading of the bylaws and house rules in either a regular active chapter or house meeting at least once a year.

D. A Bylaws Revision Committee shall be appointed by the Consul, brought/ discussed in an Executive Meeting and voted on in Chapter.

Section 2 HOUSE RULES

A. A list of house rules shall be maintained at all times which shall supplement butnever take precedence over the bylaws.

B. House rules shall be revised in the same manner as these bylaws.

Section 3 TEMPORARY HOUSE RULES

A. The purpose of temporary house rules is to create a means of enforcing and thedischarging of any chapter duties to be completed on or by a prescribed date.

B. Temporary house rules may be made at any time they are deemed necessary, if voted for by a two-thirds majority of the active members present and voting at the chapter meeting.

C. Proposed temporary house rules need not be posted a week prior to voting on them.

Section 4 AMENDMENTS

A. Procedure

1. To amend these bylaws, a proposal must be presented by a brother to theExecutive Committee in writing. The committee will vote upon the proposal, and if passed it will be presented in the next regular chapter meeting.

2. The proposal shall not be voted upon until the next regular chapter meeting after the one in which it was first presented.

B. Balloting

1. The proposed amendment must be posted one week before balloting can take place.

2. A two-thirds affirmative vote of the active members present and voting at a regular chapter meeting shall be necessary to pass an amendment.

C. Temporarily Waiving a Bylaw

1. In order to waive a by-law for a specified amount of time, the vote must pass a 66% affirmative vote by voting members present.

Section 5 GENERAL RULES AND REGULATIONS

A. Fire Safety

1. Discharging a fire extinguisher except in the case of fire will result in a $100 fine plus the cost to refill the extinguisher and those given by the Fire Department.

2. Pulling the fire alarm except in the case of fire, official fire drill, or chapter emergency will result in a $100 fine plus the cost given by the Fire Department.

3. Any member remaining in the chapter house after the fire alarm has beensounding for two minutes will incur a $20 fine. The designated meeting place for a fire will be under the basketball hoop.

4. The payment of #1, #2, and #3 must be made in cash rather than by a house project

B. Alcohol and Drugs

1. I-week

a) Drinking of any sort during I-week, within the chapter house or at any I- week activity, is strictly prohibited.

b) Any person found in violation of this bylaw will incur a $50 fine.

c) The only exceptions to the above are the previously scheduled Brotherhood parties and the banquet following Investiture.

2. Rush Week/ Derby Days Week

a) Drinking of any sort during these weeks, within the chapter house or at any activity, is strictly prohibited.

b) Any person found in violation of this bylaw will incur a $50 fine.

3. According to section VII-L of Oregon state schedule of classes, "the excessive or inappropriate use of any alcoholic beverage is discouraged as not conducive to academic pursuits nor supportive of the University's educational objectives. Possession or use of alcoholic beverages is not permitted in main lounges or living rooms, floor lounges, dining areas, recreation rooms, or public places of University recognized living groups. Alcohol possession and consumption is permitted by persons of legal drinking age in private rooms.”

4. The use or possession of any illegal drug on any part of the house property,including a private room, the parking lot, bike shed, or the sun porch, is strictly prohibited. Any member found in violation of this will incur the following:

a) A $100 fine.

b) Asked to move out of the chapter house for at least a term.

c) Any member who violates this a second time will be automatically expelled .

5. $25 fine and automatic sober duty for next function if caught drinking outsidethe chapter house (except when permissible by Consul).

C. Bike Shed

1. No bicycles may be brought into the chapter house nor may they be stored anywhere inside the chapter house. All bicycles must be stored in the bike shed. If a brother desires to store a bicycle in his room instead of the bike shed, he must first obtain approval from Exec. A violator of this fine will incur a $5 fine per day the violation occurs.

2. The bike shed may only be used by current members and pledges. Also, it may only be used to store motorcycles and bicycles. No other items may be stored in the bike shed without first obtaining Exec's approval. There is no smoking allowed within or around the bike shed. Also, the bike shed may not be used as a hang-out during functions. A violator will incur a $5 fine per day the violation occurs.

3. Going on the roof of the bike shed without the permission of the Consul orHouse Manager will result in a $100 fine plus any repair costs due to damage.

D. Room Policy

1. The Pro Consul shall have the discretion of determining the room policy, and shall have final say in such matters.

E. House Mattresses

1. House mattresses may not be removed from the sleeping porch for personal use in rooms.

2. Any member who violates this bylaw will incur a $15 fine and will be subject to a replacement cost if the mattress has been damaged.

3. The Consul or Pro-Consul may authorize exclusions to this bylaw when they feel it is necessary, such as for certain house functions.

F. Room Use House Property

1. The taking of house property for use at live outs is strictly prohibited. This includes such items as desks, dressers, etc.

G. Parking Lot

1. The Executive Member at Large will be responsible for designing a set of rules to be passed by the chapter. He has the authority to impose fines when deemed necessary.

2. Any person parking their car in the middle of the members lot or behind a car in the alley, and leaving the car in non-movable condition (i.e. manual locked, automatic without keys, and/or locked) are subject to a $10 fine every 24 hours.

H. House Cleaning

1. The freshmen will be responsible for cleaning the galley, upper heads, lower heads, women’s heads, the basement and other areas depending on the amount of freshmen living in the chapter house. Freshmen duties are to be done by 9:00am Monday through Friday and by 11:00am on the weekends. Demerits can be issued to pledges for not cleaning their respected areas of the house.

2. Demerits will be given to freshmen by brothers who find pledges not fulfilling their responsibilities outlined by the Magister. 10 demerits within the pledge class will result in an entire pledge class work party at 6:00am of the entire chapter house.

3. Upper classmen are responsible for cleaning areas of the house outlined in the weekly posts generated by the house manager. Upperclassmen duties are to be done by 11:00am at which time a $10 fine may be given by any brother in the house.

4. At 11:00am the Consul, Pro Consul, House Manager or Cleaning Supervisor will assess the houses condition. One of the positions listed above will make an announcement during lunch at 11:30am of the duties not completed. At which time any brother may clean the un-cleaned room in the house and receive $5.

5. When a brother is fined for not cleaning their area of the house $10 will be fined. Of this amount fined, $5 will go to the house and $5 will go to any other brother who cleaned the area after the 11:00am deadline. Documentation of this will be available through Fine Slips located outside of the Consul’s door.

I. Miscellaneous

1. Gambling within or on the premises of the chapter house, or the bringing immoral persons into the chapter house or the premises for immoral purposes is not permitted unless otherwise approved by the chapter. This applies to all brothers, pledges, and guests.

2. A person(s) tipping over bunk beds on the sleeping porch “Racking the Porch” will each pay a $50 fine to the house.

3. Any brother who punches or swings a punch at another brother will pay a $50 fine to the house.

4. If a noise violation is given to the house for playing music too loud the person(s) living in the room reported will split all costs. If someone not living in the study room is responsible for turning the music too loud and can be indentified by a witness, he will then pay the fine.

5. The premises of the Chapter house shall consist of the immediate propertyowned by the Fraternity as defined by the ordinance of the City of Corvallis.

6. Any member on the roof without the permission of the Consul or HouseManager will automatically incur a $100 fine.

7. Any member convicted of destroying house property will either fix it themselves within one week or pay the house manager $15 per hour to fix it. As well as cost of materials.

8. Kicking in Doors by a brother or pledge will receive a $100 fine to be paid to the alumni, $25 fine to the chapter and the cost/ labor to install a new door.

9. All equipment must be returned immediately after use, including garden tools.Lost tools will be replaced by the person at fault.

10. No smoking is permitted in the chapter house unless otherwise permitted by the Consul.

11. By order of the House Corporation there shall be no canine or feline animals allowed to live in the Beta Pi Chapter unless first approved by the Beta Pi House Corporation and the Sigma Chi Executive Committee.

12. Hand guns are not allowed on Beta Pi property. Hunting rifles, etc. may bestored in private study rooms with the permission of the Consul provided thatthe following guidelines are met;

a) Rifle must be locked up.

b) The ammunition may not be stored near the riffle.

c) The rifle may never be loaded and/or unloaded inside the chapter house.

d) The rifle must remain unloaded, with the safety on, at all times.

13. Live-out members who come to the house and conduct themselves in ways unbecoming a Sigma Chi and are being a liability to the security of the house will be put on probation from the chapter house premises for an amount of time

to be determined by the judicial board. Breaking this probation or continued unacceptable behavior will result in member unworthy status or disassociation.

14. Live-outs caught stealing food, galley ware, or any house-owned or privately owned items from the house will be subject to the same punishment as described above. The cost of the stolen item/items will be added to their live-out bill, along with return of the stolen item/items.

15. Living Room

a) Removing any of the furniture from the living room will not bepermitted at any time.

b) Rearrangement of furniture will only be permitted by the consentof the Consul

c) Shoes are not allowed on couches, chairs, or tables.

d) Deliberate sleeping is not allowed on any of the furniture.

e) No form of sexual intimacy is allowed on the furniture.

f) Breaking of any rule a-f is a minimum $10 fine plus damages.

16. Study Room

a) The furniture will fall under the same regulations as the living roomfurniture.

b) 24-hour quiet hours will be in effect at all times in the study room.

c) The study room will be locked during functions, room parties, or at theConsul's discretion.

d) Alcohol is not permitted at any time in the study room

e) The executive committee reserves the right to close off the study roomto hold Exec. Meetings.

17. GRADES

a) Any brother, live-in or live-out, not receiving at least a 2.25 GPA shallbe placed on academic warning.

b) Academic warning includes coming to exec and explaining yourposition to the members of exec.

c) The brother must prepare a Plan of Action statement to be given to the exec at the following exec meeting. It must include a 1) Goalsfor grades this term. 2) A schedule of classes. 3) A plan of how

they are going to get off academic warning.

d) The brother must report to exec at least twice more during the termto update exec on their progress.

e) To get off academic warning or probation the brother must receive at least a 2.25 GPA the following term.

f) Any situation involving conduct not covered by these or house rules will be ruled upon by the Executive Committee. Appeals to the chapter may be made and a majority affirmative vote of the chapter may overrule the Executive Committee.

Section 6 MOVING OUT OF THE HOUSE

A. Believing that a man's obligation to Sigma Chi continues throughout his lifetime and especially during his undergraduate years at the institution, any man leaving the Beta Pi Chapter without the consent of the chapter will automatically be subject to such disciplinary action as the chapter deems necessary, in accordance with the General Fraternity Constitution and Statutes. Under such circumstances the chapter may recommend to the Executive Secretary of Sigma Chi that the said member be expelled from the General Fraternity.

B. All members are required to live in nine complete terms unless they have reachedacademic Senior standing with the University.

1. Members living out freshmen year will only be required to live in 6 terms.

C. In the event that a member desires or feels he has to move out of the chapter house prematurely, he must first present his case to the Executive Committee. If the Executive Committee approves of the member's decision to leave, the following is expected of the member:

1. He shall pay a house bill equivalent to what a live-out would pay.

2. He shall be required to complete any previously obligated house duties (morning work, study proctor, etc.)

3. He shall assume all other responsibilities of a live-in, including any live-inassessments and mandatory attendance for all social functions and chapter.

4. Any exception to the above will require approval from the ExecutiveCommittee, he shall be put on member unworthy status.

Section 7 MEMBERS UNWORTHY

A. A member unworthy shall have no vote in chapter.

B. A member may be declared to be a member unworthy at the discretion of the Consul

or by a majority vote of the Executive Committee. In either case, the said membermay appeal directly to the chapter and a majority vote by the chapter shall remedy the member's situation.

C. Release from the stigma of member unworthy shall be at the discretion of the chapter, the Consul, or Executive Committee. Penalties will be as indicated in the live in contract.

Section 8 GALLEY

A. Meals

1. Formal meals shall be at the discretion of the Consul.

2. Unless otherwise stated by the Consul, the first Monday night dinner of eachmonth shall be coat and tie. All other Monday night dinners shall require at least a collared shirt.

3. The Steward, cook, and galley are allowed to eat before the meal is served.

B. People entering the kitchen or dining room will be properly dressed in at least shoes,pants and shirt.

C. Using the house's cups or any other piece of galley ware as a spitter for tobacco, seeds, or anything else is not permitted. Doing so will result in a $15 fine.

D. The galley may be closed on weekend evenings at the discretion of the of the Consulor House Manager, to be re-opened the next morning. Entering a closed galley shall constitute a fine up to $50 as per house corp. by-laws plus the cost of the damage incurred.

E. Anyone caught ruining or breaking anything in the galley, including dishes, cooking ware, equipment, or food will be fined $20 plus the cost of replacing the damaged items/ruined food.

Section 9 SOCIAL

A. All allocations of funds for house sponsored functions must be passed by a quorumof the members present at a chapter meeting.

B. Live-outs must be financially current to attend any house-sponsored events.

C. There will be no changes in house sponsored functions without the notification of the Social Chairman. In the absence of the Social Chairman, the members of the Social Committee must be notified and approve the change.

A. Quiet hours

1. Quiet hours shall be in effect from 7:00 PM to 10:00 AM Sunday through Thursday. There will also be 24 hour quiet on all Sundays starting at 10:00 AM. During Finals week, there shall be 24-hour quiet hours starting at 10:00 AM on Sunday and lasting until Friday.

2. No piano playing is allowed during the above stated hours.

3. A noise permit may be obtained for the purposes of having a room party if thefollowing conditions are met:

a) The permit must be submitted at least 24 hours prior to the requested night.

b) The permit must be posted well in advance to notify the other members.

c) The noise level on the sleeping porch shall be at a minimum during thepermit.

d) The permit is only valid until midnight after which members can be fined for violating quiet hours.

4. Study Proctor

a) Set up a proctor table in the hall with a light to conduct proctor duties from, and to show all people that study hours are being enforced.

b) Post the "Quiet Hours" sign.

c) Start study proctor at 7:00 PM and do not leave before 10:00 PM.

d) Turn out lights in halls to promote study atmosphere

e) Keep rooms quiet, doors shut, and people in halls from collecting. Ask them to take it in their room.

f) Fine people who persist to make noise after warning (at least one warning should be given).

g) Do not yell at people to be quiet as this is only making the problem worse. Instead, approach and ask them quietly.

h) If these duties as stated or implied are not completed, the person is subject to a $15 fine.

5. Scholarship Program

a) The scholarship program shall be at the discretion of the scholarship chairman and Magister.

ARTICLE VII FINES

Section 1 VALIDITY OF FINES

A. Brothers may be fined only in accordance with the provisions of the bylaws, houserules, or temporary house rules of the chapter.

B. Temporary house rules are those defined in Article VI, Section 3 of these bylaws.

C. Fines not issued in accordance with the provisions outlined herein are invalid andunenforceable.

D. Brothers can be fined for missing a galley, morning work, or any other pledge or initiation class duty by the chapter. The set fine shall be $10.

Section 2 FINING PROCEDURE

A. A statement listing the following items shall be posted within 24 hours before the next Judicial Board Meeting. If live out is fined the Executive Member at Large or the Consul will call and notify before a Judicial Meeting. This statement shall include:

1. The offense at point2. The date and time3. The proposed monetary fine amount4. The person making the fine5. The person being fined

B. Legal excuses for absence shall be:

1. Personal illness.2. Serious illness of a member of the immediate family.3. A death in the immediate family.4. Working (compensatory - other than school work).5. Intercollegiate athletics.6. University sponsored activities where attendance is mandatory.7. Class8. Other excuses shall only become legal at the decision of the Annotator, subject to

a two-thirds ruling by the chapter.

Section 3 FINE JURISDICTION

A. The Executive Committee shall determine whether proposed fines are fair and validunder Section 1 above.

B. Fines upheld by the Judicial Board may be appealed to the active chapter. Asimple majority shall decide.

C. Work fines shall be presented to the Consul for execution.

D. A brother being fined has two Judicial Meetings to appeal the charges before the amount is presented to the Quaestor.
