• The CWC walk-in count for the month of February was 25,200 people, an average of 869 people per day. Shoppers are up 9% from last February. We are still the #1 Official CWC (out of 20 now) in the State.

Administration:

TOT: Final data for January Rentals indicate January 2012 TOT was $326,976 – which is above the $290,500 TOT for January 2011 by $36,476 (or 12.56%). The Seven-month total of $4,090,148 is above the year-ago Seven-month total of $3,754,472 by $355,676 (or about 8.94%). LBID receipts (as 1% of transient rental revenues) for January 2012 Rentals totaled $32,698, and the Seven-month LBID total for July through January 2012 is $409,013. Year-ago LBID Revenue for the same Seven months was $374,349. Sales Tax revenues for the seven-month period through January 2012 amount to $1,272,407 – which is up from the year-ago seven-month total of $1,173,855 by $98,552 (or 8.40%). Revenues from the City’s Half Cent Sales Transaction Tax revenues for the same period are up by 33.07% or $193,288 – to $777,751 for FY 12 from $584,463 for FY 11. CPI: On February 17, 2012, the US Bureau of Labor Statistics released its latest Consumer Price Index (“CPI”) report – for January 2012. For the Los Angeles – Riverside – Orange County area, the percent change in the CPI for the twelve months ended in January 2012 was 2.09% - down from 2.17% a month earlier. Computer Systems: The Administrative Services Director held a Computer Information System Committee meeting on February 15th to introduce herself and give an overall presentation on upcoming goals for the Committee. One of the more urgent goals is to get a good replacement list of servers and computers so that we can move forward with purchasing them prior to June 30, 2012. A request to purchase City-wide computers from funds in the General Fund budget is expected to come forward to the Council on April 3rd. A request to appropriate and ultimately purchase computer equipment for the Council Chambers using Public Education Grant (PEG) Access Fee funds is also expected to come forward to the Council on April 3rd. Finance – General: In February, Finance staff received the Single Audit Report for fiscal year ending June 30, 2011 that was prepared by the City’s Auditor, Terry Krieg. The Single Audit Report is a special

report required by the Federal Government for all Federal Expenditures paid by a Government Entity in excess of $500,000 that occur during the fiscal year. The Single Audit Report for the City of Pismo Beach reports that the City spent $1.52 million on Federal Expenditures for the Promenade IV-B Construction Project. The auditor is required to audit all invoices paid (expenditures) for the project, in addition to auditing the bid process followed, and audit all payroll records to make sure prevailing wage requirements were followed. The report will be submitted to the Federal Clearing House and to the State Controller’s Office by the deadline of March 31, 2012.

Along with the Single Audit Report, we also received the “Communication to Those Charged with Governance” letter from the auditor. To summarize, there were no significant or material findings that the City would need to address. The information in the letter includes: 1.The auditor's responsibilities under generally accepted auditing standards; 2.An overview of the planned scope and timing of the audit; 3.Significant findings from the audit; and 4.Any other matters to that the auditor wants to discuss.

A copy of each of these reports will be provided to the City Council in March.

Primary areas of focus in February included working on the Draft Purchasing Policy, and determining the Pros and Cons of adopting the California Uniform Construction Cost Accounting Act Policy and Procedures. The primary benefit of the act is to assist Public Works staff with increased bid limits and efficiencies, which would allow them some flexibility with not having to go out to bid for every public project that is over $5,000, which is what the California Government Code requires unless Cities adopt the Uniform Construction Cost Accounting Policy. If Finance staff moves forward with this option, we will be bringing it forward to the City Council in upcoming months.

• Public Inquiries – Fielded approximately 298 phone calls; issued 47 over-the-counter permits with a total of 67 permits being issued in February which included 4 permits for new single-family homes at 222 Cima De Colina, 278 Seaview, 242 Vista Del Mar & 150 Palomar (bringing the total to 9 SFR permits issued year-to-date compared to only 6 that were completed all of last year.)

• The Building Division has exceeded their projections on plan review revenue for 2012 with four months remaining this fiscal year.

• 18 projects came in for plan review including two significant interior residential remodels at 1152 & 1171 Longview.

• 219 inspections were performed in February.

SPECIAL PROGRAMS AND PROJECTS • Building Official attended the week-long Annual CALBO Building Officials Conference in Los

Angeles and also the monthly meeting of the Central Coast International Code Council. • Building Inspector issued 5 Stop Work Notices. • The Building Permit Technician assisted the Recreation Division at the Father/Daughter Dance

and was notified that she passed the State exam for her Notary Public certificate.

NEW APPLICATIONS/RESEARCH/ONGOING PROJECT ADMINISTRATION • 18 new projects came in for Plan Review including a project at 175 Pomeroy which will convert

several existing individual lease spaces into one single tenant lease space and construction of new accessibility ramps; also, two existing homes are installing elevators at 189 Windward & 52 Capanna.

• The Building Inspector I continues to update her knowledge of the Electrical Code. • Division Staff Meeting – 11 agenda items discussed. • Continued evolution/training for the new plan review templates and Citizen Serve processing,

the City’s permit tracking software. • Provided training to the new Fire Inspector on the Pismo Beach building permit application

procedures and plan review process.

• Building Official & Building Inspector II continue to work with two restaurants in an effort to bring them into compliance with building and fire code requirements.

• Building Department and CalFire staff are working together and conducting Annual Business Inspections.

PARKING DIVISION Staffed the February meeting of the Parking Advisory Committee at which the Committee voted

to hold a public workshop in the month of March. Reviewed a request for Parking permit waivers for the Community Presbyterian Church in

preparation for the February meeting of the Parking Advisory Committee. Conducted maintenance on the Parking Permit Kiosks. Conducted maintenance on Parking Signage in the downtown. Reviewed farmer’s market parking space needs and loading and unloading locations/procedures

RECREATION DIVISION

• This year’s third annual Father Daughter Dance at the Pismo Beach Veteran’s Hall was a success with well over 300 in attendance on February 4, 2012. This year’s theme was A Night In Paris. This amazing event gave Dads an opportunity to treat their little valentine to a semi-formal night of dancing and fun! It was a sold-out venue, 165 couples registered.

• Held the monthly Senior Dance at the Pismo Beach Veteran’s Hall. This event is well attended,

over 70 this month, by Seniors from this community and neighboring communities.

• In coordination with a graphic designer, developed the art work for posters and fliers announcing this year’s concert series at Dinosaur Caves Park, which is slated for one Sunday each in March, April, and May.

• Received contract for use of the City’s Baseball fields from Cal Ripken Junior League and started

process of coordinating field use between this league and the Babe Ruth League.

• Reviewed contracts for recreation activity instructors.

• Recreation Classes - Classes are on-going ~ New classes and events have been added for the Winter/Spring brochure. This brochure will highlight new classes and excursions for the Spring.

UPCOMING EVENTS Pacific Breeze Concert Series – Once again, we will be hosting 3 concerts at Dinosaur Caves Park –We are truly excited about the bands that will be displaying their own unique musical styles. The concerts will be held Sundays from 1-4pm on March 25th, April 22nd, and will conclude on Mother’s Day, May 13th. We have been working on securing sponsors which help make these events possible. Thus far, we have SBIG, Martin Resorts, and the Dinosaur Caves Preservation Society sponsoring these concerts. Our media sponsors will include KCOY/FOX 11, El Dorado Broadcasting, KCBX, SM SUN and NEW TIMES and TPR. We are still currently working on securing all sponsors and all of the details associated with each concert in hopes that this year’s concerts are the best yet!

Easter Egg Hunt – The Easter Egg Hunt will take place on Saturday, April 7 from 10-1 at the Dinosaur Caves Park. Last year there were over 1500 people attending this event. This is an annual tradition that locals look forward to! Once again, we rely on 50 volunteers to help make this event a success. We are currently working on all the details associated with this event, to include both monetary and media sponsors. This event really serves many children and the support that goes in to making it a success is appreciated! Coordinated with the Chief of Community Relations at Vandenberg Air Force Base on a free concert by “Blue Steel” the U.S. Air Force Academy’s rock band, which will be touring the central coast area in May of this year. • Replaced under sink water heater at City Hall Finance Department. • Replaced Price Street planters. • Fertilized some planters and lawn areas before rain event. • Vertebrate pest control at Beachcomber Park. • Working on Infrastructure Assessment list. • Assembled memorial bench for Silver Shoals. • Remove bench from Promenade IV to insert memorial plaque for adopt-a-bench; installed memorial

the worse the leak became. • Compiled lift station task list of needed repairs. • Sent Vactor sewer cleaning truck out for service and minor repairs, air leaks, and coolant system. • Completed and submitted annual report to San Luis Obispo Air Pollution Control District. • Replaced belt press building doors. • Replaced Headworks trash compactor drive motor. • Scheduled Baker Construction to begin replacement of Vista Del Mar lift station on February 20, 2012.

Met with Baker Construction at Vista Del Mar lift station and reviewed plans for pump replacement. • Placed an order for the required parts for Vista Del Mar pump replacement from Ferguson; parts received. • Performed annual test on all wastewater backflow preventers. • Tested amp draw on Five Cities lift station pumps and replaced drive belts on number one pump. SCADA

system was reporting high voltage draw on pump start, believe the problem is within the SCADA unit. • Two Wastewater Operators and Supervisor attended JPIA training in CPR and First Aide in Morro Bay. • PG&E lift station – Repaired #2 check valve. Removed #2 sewage pump service and sent to Perry’s

Electric for motor inspection and seal replacement. Completed rebuild on #2 pump; ran test, and returned to service.

• Nickerson’s Machine Shop performed alter sonic scan of #2 suction line at Vista Del Mar lift station to determine is integrity. It was deemed to be sound.

• Returned #2 pump to service at Vista Del Mar, test run for leakage in preparation for the upcoming storm events.

• Developed an operational plan for the removal and installation of Vista Del Mar #2 pump and required parts list.

• Began Hot Spot cleaning of sewer lines. • Replace drive belts on the blower for the Headwork’s odor control system. • Topped off all standby generators with fuel and tested battery status. • Staff conducted Department Head meeting at Vista Del Mar lift station so members could become familiar

with Wastewater operations. Water Division

INVESTIGATIONS REPORT

1. Investigators of the Pismo Beach Police Department were contacted regarding a subject who had been arrested on a parole warrant. Investigators interviewed her at the PBPD regarding her potential involvement in the December attempted murder case. During the course of the investigation she was found to be in possession of stolen property in which she admitted to stealing from several local businesses. The subject was booked on the warrant with criminal charges to be filed on the stolen property.

2. Detectives investigated a potential lead into several thefts from a local Laundromat, in which a suspect was identified through a photo line-up. The suspect was later contacted at county jail where she was in custody on an unrelated matter. An interview was attempted, however the suspect requested an attorney and the interview was stopped. The report was forwarded to the DA for criminal filing.

3. Investigators of the Pismo Beach Police have completed the investigation into a Canadian lottery scam in which the victim sent $900.00 believing he was paying the tax on his lottery winnings. The suspects were tracked and located in Missouri. The FBI has taken over the case and has identified one suspect.

4. Detectives have completed the investigation into a subject who has been secretly recording patrons at hotel public bathrooms, hotel rooms and resident bathrooms. Investigators set up a two-day sting operation in conjunction with State Parks which ended in the service of a search warrant and the suspect being taken into custody. Currently there are 22 victims. 3 victims are potential juveniles who were possibly recorded at the suspect’s residence while using the restroom. This agency is working with the Riverside Sheriff’s Department regarding the 3 juvenile victims.

5. Investigators of the Pismo Beach Police Department have completed the investigation into the fraudulent access of a computer. The victim’s computer was remotely accessed and account information obtained. The suspect then made it appear as though the victims used their own computer to transfer funds. This resulted in their funds being stolen. A search warrant was written for the IP address of the computer and it was found that all transactions occurred in India. This case has been closed due to the transaction occurring outside the US.

6. The Pismo Beach Investigation Bureau has completed the investigation into the passing of three fraudulent $100.00 bills at a local store. Video surveillance has been obtained and a Critical Reach flier sent for potential suspect identification. The US Secret Service was contacted regarding the bills. These same bills had

been passed in the Thousand Oaks area. All information has been forwarded to the US Secret Service.

7. Detectives have completed the investigation into the fraudulent use of an access card to open a FedEx account with another’s information and passing of bad checks. During the course of the investigation the suspect was unable to be located for an interview. Investigators were contacted by a subject representing himself as the attorney for the suspect but did not provide a statement. Criminal charges have been filed with the San Luis Obispo District Attorney’s Office.

8. The Pismo Beach Investigation Bureau has completed the investigation into the death of a 41 year old. Initial autopsy revealed the cause of death was a heart attack, however the toxicology report has not returned. Due to a methamphetamine pipe being located at the scene and potential drug use, it is unknown whether or not this was a contributing factor to his death. The decedent had a family history of early death as his father died at 39 years of age. There was also an issue with untreated high blood pressure and obesity, all contributing factors to potential heart attack.

9. Detectives responded to the scene of a reported rape. Investigators processed the scene and conducted numerous interviews. During the course of the investigation numerous leads were uncovered and a potential suspect was located and interviewed. The suspect provided his DNA for comparison to evidence that was collected at the scene and denied all allegations or involvement. He was taken into custody on unrelated charges.

10. Investigators of the Pismo Beach Police have completed the investigation into a burglary and fraudulent use of an access card. During the course of the investigation video surveillance footage was recovered that led investigators to the identity of the suspect. Investigators wrote a search warrant for the suspect’s phone records which later confirmed the suspect identified himself as the victim to obtain funds from a stolen credit card. The suspect was interviewed and confessed to the crimes. This case has been filed with the San Luis Obispo County District Attorney’s Office as the suspect is currently in custody.

11. The Pismo Beach Investigation Bureau has completed the investigation into the attempted burglary of a local business. Investigators developed leads based on suspect description and direction of travel after the crime. The suspect was positively identified in a photo line-up and later located at the San Luis Obispo County Jail where she was interviewed. She denied any knowledge of the crime. This case is being filed with the San Luis Obispo County District Attorney’s Office as the suspect is currently in custody.

12. Investigators of the Pismo Beach Police Department have completed the investigation into the theft and possession of stolen property from a local store

after assisting parole with a female search. During the course of the investigation, investigators found the suspect to be wearing property that was stolen from a merchant. The suspect initially denied the theft then later recanted her story advising that she had stolen the property. This case is being filed with the San Luis Obispo County District Attorney’s Office.

13. The Pismo Beach Investigation Bureau conducted follow up after two firearms were stolen from a motel room. Investigators re-interviewed all involved parties to include hotel management. Potential leads into the use of the victims credit cards were unsuccessful as the cards were confirmed stolen but have not been used. At this time all investigative leads have been exhausted.

14. Investigators of the Pismo Beach Police Department conducted follow up after an ATV was recovered and a suspect was arrested by the CHP. The ATV was stolen in Pismo Beach earlier this month along with a flat bed trailer. Investigators interviewed the suspect and potential leads as to the whereabouts of the trailer were developed. Investigators are working with the CHP Stolen Vehicle Apprehension Team in order to recover the trailer.

15. Investigators of the Pismo Beach Police have completed the investigation into a stabbing that occurred at an off-ramp within the city limits. This agency assisted the San Luis Obispo Sheriff’s Department during the course of the investigation as it was originally reported to them by the California Highway Patrol. Jurisdictional issues were not questioned during the initial report as contractual agreements between the SLOSO and CHP led them to begin the investigation without our agency input. It was later determined that the crime originated in Nipomo within SLOSO jurisdiction. Investigators of the Pismo Beach Police Department assisted SLOSO investigators which led to the arrest of the suspect.

16. Investigators of the Pismo Beach Police Department have completed the investigation into the theft of a purse from a local store. During the course of the investigation the victim advised that her purse had been returned with all of its contents with the exception of the cash and some lottery tickets. Video surveillance footage of the suspect was obtained and forwarded to county investigators and probation for potential suspect identification.

17. The Pismo Beach Investigation Bureau conducted follow up after a local jewelry store had $15,000.00 in jewelry stolen. The owners and employees were re-interviewed and video surveillance from a neighboring store was obtained which showed a potential suspect in the area. The Pismo Beach PD Field Evidence Technician recovered latent fingerprints from one of the items seized at the scene. These latent prints have been sent in for forensic analysis.
