The Piramal Manufacturing Facility is proposed within Plot 5 and Plot 6 of Earls Gate Park, Grangemouth.

The in site is approximately 1.92ha scale and accessed from Roseland Hall Road from the A905 Beancross Road and Caledon Green.

Earls Gate Park is an established industrial area, providing one of the best located and best serviced industrial development sites in Scotland. The existing Piramal Facility is located nearby on Earls Road.

The M9 and A905 sit to the west providing a connection to Edinburgh and the central belt. A freight section of the East Coast Mainline runs to the south terminating at the port of Grangemouth.

The Jupiter Urban Wildlife Centre is located to the south of the railway and is owned and managed by the Scottish Wildlife Trust.

The Falkirk Local Development Plan 2 (LDP) was adopted on the 7th of August 2020 and sets out the policies and proposals to guide future development in the Falkirk Council area for the period 2020-2040.

Policies within the LDP are used to assess planning applications and give guidance on where development can and cannot take place. Within the LDP, the site falls within the Earls Gate Park (BUS12) development site, allocated for business and industrial uses.

The BUS12 allocation forms part of the Grangemouth Investment Zone which is designated as a National Development within the National Planning Framework 3. Due to the nature and scale of the proposals, the works constitute a National Development.

The proposed development will make a significant contribution to the LDP spatial strategy for Grangemouth and support major employment and investment. The area includes many communities who have long lived adjacent to significant industrial activities and policy framework will ensure that their living environment and quality of life are protected and enhanced.

Since 2004, the Piramal facility in Grangemouth has been a centre of excellence for pharmaceutical development, clinical and commercial manufacture of novel drug substances. The proposals look to expand existing facilities with an aim to scale up operations.

Piramal is looking to expand manufacturing capability at their current Grangemouth site. The new facility will manufacture a range of biopharmaceutical drug substances (primarily cancer therapeutics) on a contract basis for a number of pharmaceutical customers.

The development proposals broadly comprise the following:

• Construction of a new facility containing fourmanufacturing suites, with associated preparation,storage and utility areas.

• Laboratory support, warehousing, offices andassociated support infrastructure.

• Landscaping, drainage, carparking and associateddevelopment.

The facility will be constructed in phases to meet the anticipated production requirements. Initially two manufacturing suites will be provided.

The proposed development will manufacture pharmaceuticals on a commercial or ‘industrial scale’, and therefore falls within Schedule 1, Part 6 of the EIA Regulations 2017. As such, the EIA process is a mandatory requirement for this application.

The EIA will identify the likely significant environmental effects arising from a proposed development. An EIA Scoping Report was submitted to Falkirk Council in September 2020 setting out the proposed topics to be assessed in detail:

• Landscape and Visual Impact Assessment• Land Use, Ground Conditions and Contaminated Land• Water Environment, Flood Risk and Drainage • Air Quality and Odour • Noise and Vibration • Cumulative Effects • Disruption Due to Construction • Summary of Environmental Commitment

The findings of the EIA and any proposed means of mitigation will be used to inform final development proposals submitted as part of the detailed planning application.

Earls Gate Park is well situated to access the Local and Strategic Road network around Grangemouth to facilitate journeys to and from site

Traffic & Construction Traffic

Vehicle Movements• 160 employees resulting in approximately 800 return car

journeys to Grangemouth per week. The facility will operate24 hours a day between Monday – Thursday, withoperations finishing at 18:30 on Fridays. Approximately nine7.5 tonne lorry pallet delivery journeys to and from site perweek.

• Approximately thirty-four light van box delivery journeys toand from site per week.

• Internal light van movements around Grangemouth to andfrom Piramal site buildings.

• Approximately two 40 tonne lorry delivery/pick up journeysto and from site per month.

Parking Facilities • 62 car parking spaces inclusive of 5 disabled spaces and 7

electric car charging spaces.• Cycle shelter with capacity of 34 bikes.

Construction Traffic• Construction access via Caledon Green, controlled through

adherence to agreed hours of working.• Staff parking within site compound area.• Lay down and plant/ machinery parking onsite.

Consultation raised issues around traffic generated by the proposed development

resulting in congestion issues. A Transport Statement is being prepared which will

consider the impact of the proposed development on the surrounding transport network and suggest mitigation if required.

Air Quality and OdourConcern regarding the potential for odour to be generated by the facility. Residents currently experience odour issues in Grangemouth and concern was raised around this being exacerbated.

The facility’s production process is a closed system, with no odour emitted. In addition a high specification of filtration is used for air extracted from production areas. Therefore no particles or odours will be emitted into the local atmosphere and a detailed assessment of odours or other emissions from the process itself is not required.

Air quality, more generally, will be assessed as part of the Environmental Impact Assessment (EIA). Once operational, the key air quality effects of the proposed development are likely to be road traffic emissions and energy plant emissions. These will be assessed in line with the Environmental Protection UK and Institute of Air Quality Management guidance on Planning for Air Quality and, with appropriate mitigation measures, no significant effects are expected.

TrafficConcerns regarding traffic generated by the proposed development resulting in congestion issues on the surrounding road network, particularly around the capacity of Beancross Road.

A Transport Statement is being prepared by Systra to support the development proposals. This will consider the impact of the proposed development on the surrounding transport network and identify mitigation measures where required.

A Construction Traffic Management Plan will likely be required in support of the proposed development to guide the routing of construction traffic to and from the site.

Design Team Response To Comments Issue Design Team Response

EmploymentEmployment generation was welcomed, it was questioned whether residents of Grangemouth would directly benefit from this and the number of job opportunities available.

The development will generate a range of employment opportunities across a number of skill sets including manufacturing operators, laboratory specialists, engineering technicians and administration staff.

The construction phase will provide opportunities for local contractors. Piramal are eager to engage with local schools and colleges and help pupils who are interested in a career in the life science sector.

Construction NoiseConcern regarding construction noise by residents living relatively close to the proposed development as they have experienced issues with current construction projects at Earls Gate Park. Questions were raised about the need for piling and how this would be mitigated if required.

The level of potential noise generated during construction and operation will be assessed as part of the EIA and appropriate mitigation measures will be introduced.

Mitigation in relation to the control of construction noise and vibration effects on existing residential properties associated with piling will be addressed through a Construction Environmental Management Plan (CEMP), namely through the adoption of Best Practicable Means (BPM) and will be agreed with the Council’s environmental protection team.

Wildlife and EcologyConcern regarding impact on local wildlife, and what the view of the Scottish Trust at the nearby Jupiter Urban Wildlife Centre was.

The development site is separated from the Jupiter Urban Wildlife Centre by an active railway line and an area of broadleaved woodland. No habitats or species associated or known to be present within the Jupiter Urban Wildlife Centre are likely to be impacted during construction or operation of the additional Piramal facility.

The Scottish Wildlife Trust will have the opportunity to comment throughout the application process.

• The intention is that the application will be submitted to FalkirkCouncil in late 2020.

Comments made at this consultation event are not

official representations to Falkirk Council as the planning authority

but will be recorded in a report to the Council. Once a planning

application is submitted there will be a further formal

opportunity to comment to Falkirk Council’s Planning

Service.
