Gentlemen:
Your l e t t e r dated January 10, 1995 requests approval to abandon i n place 15,988 feet (3.03 miles) of 6 5/8-inch pipeline designated as Segment No. 8479 and to relinquish i n i t s entirety, Right-of-Way Grant OCS-G 10105, associated therewith. The subject pipeline originates at PG&E Resources Offshore Company's (PG&E) Platform No. 1 i n Block 427, crosses Block 420, and terminates at a subsea t i e - i n with Transcontinental Gas Pipe Line Corporation's 20-inch pipeline (OCS-G 4967) i n Block 419, a l l i n the Galveston Area.
Pursuant to 30 CFR 250.4(b), approval i s hereby granted to abandon the above-described pipeline, and i n accordance with 30 CFR 250.159(c)(9), the requirement that the pipeline be removed i s hereby waived. However, i n the future should i t be determined that t h i s abandoned pipeline constitutes a hazard to navigation or commercial fishing operations or unduly interferes with other uses of the Outer Continental Shelf, PG&E shall be required to remove i t .
Pursuant to 30 CFR 250.150(b), the relinquishment of the right-of-way grant associated with the pipeline that i s to be abandoned i n place i s hereby accepted effective January 11, 1995, subject to PG&E completing the abandonment operations by December 31, 1995. Additionally, PG&E shall within 30 days a f t e r completion of the abandonment, submit a report to t h i s o f f i c e which includes the date the abandonment was completed and v e r i f i e s that the abandonment was completed as approved.

3. INSTALL PIG ON RISER END AND PIG PIPELINE WITH 600 BBLS OF INHIBITED SEAWATER
4. REMOVE PG&E ROC PORTION OF TIE-IN ASSEMBLY AND 50' OF 6" PIPELINE.
5. INSTALL "STOPPLE PLUG" IN END OF PIPELINE AND BURY AT LEAST 3' BML.

ACCEPTANCE OF MERGER
On March 31, 1992, there was f i l e d i n t h i s office for approval evidence of merger of Corpus Christi Oil and Gas Company, a Delaware corporation (N.O. Misc. #538), with and into PG&E Resources Offshore Company , a Delaware corporation (N.O. Misc. #582) , effective December 26, 1991. The name of the surviving corporation i s PG&E Resources Offshore Company and the qualification number assigned thereto i s New Orleans Miscellaneous File Number 582.
In connection with t h i s merger, the following evidence was received:
1. Certificate of Ownership and Merger merging Corpus Christi Oil and Gas Company into PG&E Resources Offshore Company, duly c e r t i f i e d by the Secretary of State of the State of Delaware on December 27, 1991, with additional c e r t i f i c a t i o n by Randall B. Wilson, Assistant Secretary of PG&E Resources Offshore Company, on January 31, 1992;
2. Statement of PG&E Resources Offshore Company, duly sworn by Randall B. Wilson, Assistant Secretary, on January 31, 1992, reflecting the following:
A. PG&E Resources Offshore Company i s incorporated i n the State of Delaware;
B. PG&E Resources Offshore Company i s authorized to hold o i l and gas leases and pipeline rights-of-way on the Outer Continental Shelf;

On October 9, 1990, the subject pipeline parted a f t e r apparently being h i t with an anchor. The platform immediately shut i n on the PSL and on October 12, 1990 the pipeline parting was v e r i f i e d with divers.
On October 23, 1990, a repair crew with divers went to the location and over the next three days a 60' section of damaged l i n e was removed and replaced using Big Inch Marine connections at the ends of the new section of pipe. After repairing the l i n e , i t was reburied to 3' below the mud l i n e . The pipeline was tested on October 28, 1990 to 2190 psi and the pipeline placed back i n service. Attached are copies of the test chart and the deadweight gauge readings.

Pursuant to the authority granted by 43 U.S.C. 1334(e) and 30 CFR 250.150(d), your application dated August 2, 1988, for a pipeline right-of-way two-hundred feet (200') in width for the installation, operation, and maintenance of a 6 5/8-inch pipeline, 3.03 miles in leagth, is hereby approved, as proposed.
The proposed pipeline w i l l transport natural gas and condensate from Corpus Christi Oil and Gas Company's Platform No. 1 in Block 427, Galveston Area, across Block 420, Galveston Area, to a subsea connection with Transcontinental Gas Pipe Line Corporation's existing 20-inch pipeline (OCS-G 4967) in Block 419, Galveston Area.
This approval is subject to the following condition:

The Categorical Exclusion Review (CER) evaluated the proposed action and determined that i t meets the categorical exclusion criteria as defined by 516 DM 2.3A(1) which states "(a) The action or group of actions would have no significant effect on the quality of the human environment, and (b) The action or group of actions would not involve unresolved conflicts concerning alternative uses of available resources." The analysis of potential impacts by environmental and resource specialists was based on the assumption that the following mitigative measure(s) will be Imposed.

This 6.625 inch O.D. l i n e w i l l be used to transport natural gas from Corpus C h r i s t i O i l and Gas Company's No. 1 Platform i n the Galveston Area, Block 427 to an existing Transco 20 inch pipeline located i n Galveston Area, Block 419. The l i n e w i l l depart Corpus C h r i s t i O i l and Gas Company's Platform i n Block 427 i n a northwesterly d i r e c t i o n and go 15,987' (3.03 miles) to the existing underwater tap on Transco 20 inch pipeline i n Block 419, a l l being i n the Gulf of Mexico, Federal Waters, Offshore Texas. The proposed construc t i o n commencement date i s September 20, 1988 with the time required to lay the pipeline being estimated at two weeks with an overall completion of project time being estimated at 30 days.
This application (and any amendments made hereto) i s made with our f u l l knowledge and concurrence with the OCS Lands Act (43 U.S.C. 1331, et. seq.), as amended (P. L. 95-372), including the following: Sec. 5(e) addressing pipel i n e Right-of-Ways, requirements of the Federal Energy Regulatory Commission r e l a t i n g to notice of hearing, transportation and purchase of o i l and gas without discrimination; Sec. 5 ( f ) ( 1 ) addressing operation of pipelines i n accordance with competitive pr i n c i p l e s , including open and non-discriminatory access to both owner and non-owner shippers; Sec. ( f ) ( 2 ) which may allow exemption of the requirements i n Sec. 5 ( f ) ( 1 ) , Sec. 5(e) addressing the assuring of maximum enviromental protection, including the safest practices for pipeline i n s t a l l a t i o n ; Sec. 5(f)(1)(B) which may require expansion of throughput capacity of any pipeline except for the Gulf of Mexico or the Santa Barbara Channel.
Additionally, we expressly agree that i f any s i t e , structure, or object of h i s t o r i c a l or archaeological significance should be discovered during the conduct of any operations with i n the permitted Right-of-Way, we s h a l l report immediately such findings to the Manager, Gulf of Mexico OCS Region, and make reasonable e f f o r t to preserve and protect the c u l t u r a l resource from damage u n t i l said Manager has given directions as to i t s preservation.
In accordance with applicable regulations, we have delivered a l e t t e r requesting a statement of "No Objection" with a Plat showing the proposed pipeline route by c e r t i f i e d mail, return receipt requested, to each Lessee of Right-of-Way or Easement Holder whose Lease, Right-of-Way or Easement i s so affected. A l i s t of such Lessees or Right-of-Way or Easement Holders i s attached (See Attachment "A") and copies of the return receipts showing the date and signature as evidence of service upon such Lessees or Right-of-Way or Easement Holders are attached. A l e t t e r from the Lessee, Right-of-Way or Easement Holder expressing "No Objection" to the proposed project i s enclosed from those parties who have responded. Additional l e t t e r s w i l l be forwarded when received. The proposed route of the Right-of-Way does not adjoin or subsequently cross state submerged lands.
Applicant agrees to be bound by the foregoing regulations, and further agrees to comply with the applicable stipulations as set f o r t h i n the OCS Pipeline Procedures Guidebook dated March, 1984 and revised September, 1984.

B. Riser Pipe: 6 5/8 inch O.D. x 0.280 inch O.D. WT, API 5L Grade B. Bare weight i s 18.97#/ft. The area passing through the wave zone w i l l be coated with Splashtron or i t s equivalent. Specific gravity of the pipe i n sa l t water i s 1.24.
C. Internal Coating: The analysis of the transported products w i l l be monitored and preventative measures such as pigging or i n h i b i t i n g w i l l be used as necessary.
3. Valves and Flanges:
A. Below water valves and flanges w i l l be ANSI 600 Series with a rated working pressure of 1440 PSI.
B. Above water valves and flanges w i l l be ANSI 600 Series with a rated working pressure of 1440 PSI.'
