As we enter the months of “ber” (September

to December) season, we are wary of the crime wave that goes along with it. Our experience would tell us that crimes against properties are more likely to happen during this season, like theft and robbery. It is during this time of the year that the demands for police services and public expectations are equally high.

Just recently, we man-aged to usher the people of Butuan observe the All Souls Day and All Saints Day peacefully. The two-day observation came to pass without major incidents in the cemeteries or in the city streets. And I am extending my gratitude to the mem-bers of Butuan City Police Office for that.

But then, just a day after the peaceful observance, the city was shaken by the robbery hold up incident victimizing the Lucibenino Jewelry and Pawnshop, Inc. The armed suspects carted away an estimated amount of P3.5 million worth of jewelry. Luckily, due to the vigilance and active par-ticipation of our force mul-tipliers coupled with the swift response of our police personnel, one of the four suspects was immediately arrested and another one was apprehended few days later.

Even a cursory review of the historical develop-ment of our efforts in the maintenance of peace and order highlights the point that technology – or more

While human intelligence and traditional police works are still important aspects of law enforcement, high-tech systems are becoming principal and very neces-sary means of maintaining domestic security. There-fore, the PNP must stay abreast of near-term and future developments and create new strategies and scenarios about how and when various technologies will and could be used in a more effective and efficient policing system.

With the implementa-tion of Letter of Instruction Manhunt Charlie, the PNP has conducted its relentless campaign to account all wanted persons and other criminals in the country.

But nevertheless, through the use of e-War-rant of Arrest and e-Rogues Gallery Systems, we can

now speed up our opera-tions as we focus on the development and mainte-nance of database of want-ed persons at the differ-ent PNP offices or stations based on the warrants of ar-rest issued by courts in our respective jurisdictions.

Moreover, the PNP Chief ordered the continuous evaluation and monitor-ing of the performance of tasked units with the target of at least five percent of the total number of wanted persons on a monthly basis.

In an age faced with the continuing threats of the

lawless elements, the im-portance of continued tech-nological advances shall not be ignored. New tech-nological innovations can be developed for effective law enforcement and effi-cient administration of jus-tice to ensure public safety and internal security.

the case in court, but we all know that when a crime is committed, collateral dam-age goes with it. Because solving a crime is not our ultimate goal. It is crime prevention that matters most.

With the Christmas sea-son fast approaching, we expect more crimes to hap-pen in our area of respon-sibility. To prevent this, I am enjoining every police personnel in this office to participate in denying the underworld people every opportunity to carry out their criminal acts to the four corners of this city (Bu-tuan).

I know that a crime-free city does not exist. But uni-fying our efforts and work-ing together to minimize, if not to eliminate the occur-rence of crime, will make us move closer to that goal.

Leading the law enforce-ment sector in a city like Butuan is not an easy task. But with the troop aug-mentation provided by the Regional Director of Police Regional Office 13, PCSUPT CARMELO E. VALMORIA, and the popular support we get from the force mul-tipliers of the multi-sectoral agencies, I know we can make Butuan a safe and peaceful city to live in.

Person on the target list for illegal drugs in the municipality of Barobo, Surigao del Sur was apprehended by elements of Barobo MPS and 131st Regional Pub-lic Safety Company based in Cutlog, Brgy Bahi, Barobo of the said province around 12:15 PM, November 13, 2012 in an entrap-ment/buy-bust operation at Purok-1, Brgy Poblacion, Barobo. Karin Saip y Binaloy, 22 years old, married, member of Maranao tribe and a resident of Purok-2, Brgy Pobla-cion, Barobo, Surigao del Sur was appre-hended in possession of illegal drugs.

Confiscated from his possession were: five (5) heat sealed plastic sachets contain-ing white crystalline substance believed to be shabu; three (3) aluminium foil strips; one (1) piece P500.00 bill marked money with serial number CP979553; seven (7) pieces P100.00 bill marked money with serial numbers AE908935, AD453358, KC627014, KF523979, RX412241 and SG538373; one (1) piece P50.00 bill marked money with serial number VU457355; one (1) piece P20.00 bill marked money with se-rial number BS124509; two (2) pieces P5.00 coins; one (1) Cherry Mobile cellular phone and one (1) piece Smart Talk n Text SIM card.

Suspect and confiscated items were brought to Borobo MPS for proper disposi-tion.

ACCOMPLISHMENT ON CAMPAIGN AGAINST

A red Mitsubishi Montero Sport G bear-ing plate number KFT851 driven by Arandy Domingo Silva, 35 years old, married and a resident of Poblacion, Imelda, Zamboanga Sibugay, registered to Julieto L Monding of Maganay, Buug, Zamboanga Sibugay to-gether with four (4) passengers namely: a) SPO4 Ronaldo Baclot Cañada, 49 years old, assigned at Kitacharao MPS and a resident of Butuan City; b) Eduardo Ritumalta Cay-abyab, 51 years old, married and a resident of RT Lim, Zamboanga Sibugay; c) Terno-liano Molina Deliso, 58 years old, married and a resident of Purok-1A, Doongan, Bu-tuan City; and d) Ronald Chrisan Velonta Cañada, 21 years old, single and a resident of Butuan City accidentally met an Bayugan

VEHICULAR ACCIDENT

City, Agusan del Sur on November 13, 2012 at around 4:00 PM.

Investigation revealed that the Mitsubi-shi Montero was travelling from Barobo, Surigao del Sur heading towards Butuan City and upon reaching the said place, the driver overtook another vehicle unfortu-nately, the driver lost control of the gear, causing the vehicle to swerved into the left portion of the road and fell on the slope.

Driver and passengers sustained inju-ries on the different parts of their bodies and were brought to New Bayugan Medi-cal Hospital for medical treatment while the vehicle incurred major damages.

Around 9:50 in the morning of Novem-ber 12, 2012, in Sitio Panta, Brgy Bangayan, Kitcharao, Agusan del Norte, operating troops of Section 3 of Special Forces Ori-entation Course (SFOC) cl 127 on test mis-sion, composed of four (4) officers and 21 enlisted personnel led by 1LT SORIANO, encountered more or less 10 CTS believed to be members of GF16. Firefight lasted for 15 minutes with no casualties on the government side while undermined num-ber on the enemy, who withdraw towards northwest direction.

Personnel of Kitcharao Municpal Police Station; Remedios T. Romualdez, Magal-lanes, Jabonga, Tubay, Santiago Municipal Police Stations; and Cabadbaran City PS all of Agusan del Norte PPO, immediately conducted strong checkpoints for possible interception of the fleeing enemy.

Further, all units of this PRO were alert-ed and directed to monitor/ check the hos-pitals/ clinics for possible admission/ refer-ral of gunshot wound patients.

REPORT ON ENCOUNTER

Betty T. Ramos, 53, was nabbed by the personnel of Butan City Police Station 2 in his residence at Purok 2, Brgy. Holy Re-deemer, Butuan City on November 14, 2012 at 9:15AM. The apprehension was made by virtue of warrant of arrest issued by Judge Edgar Manilag of Branch 33, Libertad, Butuan City, under criminal case number 16221 for estafa with recommended bail of Php 28, 000.00. Arrested person is now under the custody of BCPS 2 for proper dis-position.

ARREST OF WANTED PERSONS

Charged with rape earlier, 19-year old Nelson John Revilla, resident of Brgy. 1, RTR, Agusan del Norte, was captured by the personnel of RTR Police Station in Brgy. Poblacion of this town on November 13, 2012 at 6:30PM. Revilla was apprehend-ed by virtue of warrant of arrest issued by Judge Godofredo B. Abul, Jr. of RTC Branch 34, Cabadbaran City, Agusan del Norte, un-der criminal case number CR-1-104 with Php 200,000.00 as recommended bail. Sus-pect is now under the custody of RTR PNP.

At Falcon Compound, Brgy. Tabon, Bis-lig City, Surigao del Sur, Personnel of Bislig City Police Station arrested 29-year old Wil-mar C. Petin of Brgy. San Jose of this city on November 13, 2012 at 10:20PM. Petin was apprehended by virtue of warrant of arrest issued by Judge Ambrosio N. Moleta under criminal case numbers 4520 and 4547 for theft and grave threats with recommended bail of Php 5,000.00 and Php 1, 000.00 re-spectively. . Suspect is now under the cus-tody of Bislig City Police Station.

Ella Mae Degamo Pacoy, 17 years old, single,cashier of Panaderia Bakeshop, Bue-navista Branch, Brgy. 3, Buenavista, Agusan del Norte was robbed by Jay-R Degro aka “Eng-Eng” of legal age, and a resident of P-3, Brgy. Malpoc, Buenavista, Agusan del Norte on November14,2012 at about 2:00 PM.

Initial investigation disclosed that the suspect suddenly appeared at the said estab-lishment and quickly hit the cashiers head with unknown calibre of firearm, dragged and locked her inside the comfort room.

The suspect, then returned to the cash-iers booth and carted the money amounting to Eleven Thousand Pesos (Php 11,000.00), and One (1) unit nokia cellphone, not con-tented, the suspect returned to the comfort room and attempted to molest the cashier but the victim manage to shout for help that alarmed the people from the neighboring establishment who immediately responded, sensing the alarm from neighbors, the sus-pect fled away to unknown direction.

Personnel of Buenavista MPS conducted manhunt operation for possible arrest of the suspect.

Manilag, Presiding Judge of RTC, Branch 3, Butuan City docketed under criminal case number 15833 for murder with rec-ommended bail of one hundred twenty thousand pesos (php 120,000.00).

At about 2:00PM of same date, Abra-ham Mariquit Dorado, 21 yrs old, single and a resident of aforementioned place, while visiting his mother at police station 4 detention cell was also apprehended by personnel of said station, by virtue of the same warrant of arrest and with recom-

mended bail of one hundred twenty thou-sand pesos (php 120,000.00). Subject per-sons are now detained at Police Station 4, BCPO for proper disposition.

In Purok Tanabog, Brgy. Rosario, Tandag City, Surigao del Sur, Nestor Ramirez Plaza, 52 years old, married and a resident of aforesaid place, was arrested by personnel of Tandag City PS, Surigao del Sur PPO by virtue of warrant of arrest dated September 28, 2012 issued by Hon. Merlyn B. Pecaro-Cañedo, Presiding Judge of RTC, Branch 27, Tandag City, Surigao del Sur docketed under crimi-nal case number 6088 for slight physical injuries with recommended bail of six thousand pesos (php 6,000.00) around 9:45am November 12, 2012. Subject per-son is now detained at Tandag City PS for proper disposition.

FATHER and DAUGHTER were shot by three (3) unidentified suspects in Brgy Sia-gao, San Miguel, Surigao del Sur around 6:45 PM of November 16, 2012.

Investigation revealed that while Presco Doloricon y Olvida, 52 years old, farmer and his daughter Judith doloricon y Tecon, 11 years old, grade 3 pupil were sitting out-side of their house located at Purok-3 of the abovementioned place, two (2) of the sus-pects appeared and suddenly shot Presco Doloricon three (3) times using a shotgun hitting his body that resulted in his instanta-neous death while Judith Doloricon was hit on her legs and was brought to San Miguel Community Hospital but further referred to Adela Sera Ty Memorial Medical Center, Tandag City for medical treatment.

Suspects fled towards the mountain-ous area of Brgy Siagao. Pursuit operation is still being conducted by element of San Miguel MPS against the fleeing suspects.

Motive is yet to be determined.

A concerned citizen reported to Pros-peridad MPS regarding the suspicious per-sons riding a single motorcycle travelling from Talocogon heading towards Prosperi-dad, all of Agusan del Sur.

Elements of Prosperidad MPS led by PSI EPHRAIM DETUYA conducted check-point along the National Highway, Purok 15, Brgy Poblacion, Prosperidad where a single black SYM motorcycle bearing plate number 4489TM hurdled the check-point, which prompted the police officers to chased and cornered at Purok-1, Brgy Sal-vacion of the said municipality around 8:00 PM, November 15, 2012. The driver was

ACCOMPLISHMENT ON LOOSE FIREARMidentified as Ramil Navarro Jr. y Precioso, 26 years old, married, farmer and a resident of Purok-3, Brgy Patin-ay, Prosperidad and his backriders, Ramil Navarro Sr. y Otaza, 47 years old, married, farmer and Romel Albion y Navarro, 35 years old, married, farmer, both residents of Brgy Causwagan, Talacogon, all of Agusan del Sur.

The police noticed something was tucked in the waist of Romel Albion, thus, they requested to pull-up his t-shirt and in plain view, the police found a caliber .38 re-volver without serial number, loaded with five (5) live ammunition.

Upon verification, the suspect failed to present legal document of the said fire-arm. Albion and confiscated firearm were brought to Prosperidad MPS for proper disposition. Ramil Navarro Sr. and Jr. were also brought to said station for investigation for violation of traffic law while the motor-cycle was impounded at the said station.

San Miguel, Surigao del Sur, suspect charged for Qualified Theft and listed as the top ten most wanted person in municipal level was arrested by authorities around 4:00 A.M. of November 15, 2012.

Felizardo Labajo y Bagaforo, 83 years old, widower and a resident of Purok-5, Brgy Poblacion, San Miguel, of said prov-ince was arrested by virtue of warrant of ar-rest issued by Hon. Merlyn Pacaro-Cañedo, Presiding Judge of RTC Branch 27, Tandag City, Surigao del Sur docketed under crimi-nal case numbP24,000.00.

Labajo is now under the custody of San Miguel MPS for proper disposition.

Through the use of sharp bladed weapon Freddie Amador Alongasay, 43 years old, married, farmer was hacked to death by Rudy Doblero, legal age, married, farmer, both resident of Purok Kahian, Brgy. Kapa-tungan, Trento, Agusan del Sur at around 2:00 PM of November 15, 2012.

Investigation conducted by personnel of Trento MPS, Agusan del Sur PPO disclosed that the victim resting in a Bamboo Bed in his Nipa Hut together with the Live-in part-ner of the suspect Doraliza Banal Pratse and daughter Lovely Banal Pratse, when the suspect hacked the victim at the different parts of his body that resulted to his death and wounding Doraliza Banal Pratse left forearm.

Suspect fled to unknown direction after the incident.

Victims body was claimed by the im-mediate family and brought to the funeral parlor, while Trento MPS, ADS PPO con-ducted further investigation for the arrest of the suspect.

REPORT ON HACKING INCIDENT

Jimmy Abella Onar, 30 years old, mar-ried, farmer and a resident of Km. 26, Brgy. Cabungsuan, Lingig, Surigao del Sur was found dead on November 15, 2012 at Km. 27, Brgy. Cabungsuan, Lingig, Surigao del Sur. Investigation disclosed that the vic-tims body was in the state of decomposition when found and sustained two (2) gunshot wounds and one (1) stab wound on the ab-dominal portion that caused his untimely death. Victim was also reported missing on Lingig PS since November 12, 2012.

Victims cadaver was retrieved by his family and relatives for its proper burial on the same date.

The incident was reported by Datu Gay-od of the aforesaid place. Thorough inves-tigation is now being conducted by PNP elements of Lingig PS for possible identifi-

cation of the suspect/s. Meanwhile, at about 2:00 AM of No-

vember 18, 2012, in Atega Subdivision, Brgy.9, Cabadbaran City, Filo Padonia, of legal age, single, and a resident of Brgy. 3,, Cabadbaran City was found dead at the aforesaid place with a head injury.

Initial investigation conducted by Cabadbaran City Police Station, Agusan del Norte PPO revealed that the said victim was known thief of the abovementioned place. Prior to his death, he was seen being chased by an unidentified suspect.

The cadaver of the victim was brought to Cabadbaran City Hospital for Post Mor-tem Examination. Personnel of Cabadbaran CPS are conducting thorough investigation for the identification and arrest of the sus-pect.

San Toribio, Esperanza, Agusan del Sur, were shot by Rodolfo Revilla Martinito Jr. alias “Junjun”, 29 years old, and a resident of the above-mentioned place using caliber .45 pistol on November 17, 2012 at about 11:30 PM at Sumampan Billiard Hall. Investigation conducted by personnel of Esperanza MPS, ADS PPO revealed that the victims togeth-er with Junard Dumpas, Jerome Ahit, and alias “Panoy” (TNU) were playing billiard when the suspect arrived and without ap-parent reason shot the victims three (3) times. Jonathan Dumpas was hit at the back that passed through the left portion of his stomach while Anecito Tanjay was hit on the left arm. Subsequently, the suspect’s firearm malfunctioned that prompted Jona-than Dumpas to retaliate with billiard pole while Jonard Dumpas stabbed the suspect with screw driver hitting him on the stom-ach and successfully wrestled the suspects firearm and shot the suspect on the stom-ach that resulted to his instantaneous death. Jonathan Dumpas and Anecito Tanjay were immediately brought to Bayugan City for medical treatment while Jonathan Dumpas was referred to MJ Santos Hospital, Butuan City and Anecito Tanjay was discharged from the hospital after being treated. Ac-cordingly, said suspect took revenged for his nephew who was mauled by the said victims last June 2012. Recovered from the crime scene were three (3) empty shells believed to be of caliber .45, one (1) screw driver and a broken billiard pole. Personnel of Esperanza MPS conducted follow-up op-eration that resulted to the recovery of one (1) para ordnance caliber .45 pistol bearing serial number 389011 loaded with one (1) live ammo.

Initial investigation revealed that the afore-mentioned suspects were arrested when they were caught in tha act for having in the posses-sion and control the heads of Carabaos which was identified by the owner Jose Pirante, of le-gal age, married, farmer and a resident of Brgy. Pasta, San Francisco, Agusan del Sur, who re-ported at San Francisco MPS, Agusan del Sur PPO on November 14, 2012, that his two (2) Carabaos were stolen by unidentified suspects.

Arrested suspects are now in the custody of Rosario Municipal Police Station for proper disposition.

REPORT ON CATTLE RUSTLING

In the seawaters of Brgy. Britania, San Agus-tin, Surigao del Sur, personnel of San Agustin Police Station, Surigao del Sur PPO conducted Seaborne Patrol that resulted in the apprehen-sion of Pedro Husayan Buar, Ronaldo Prunes Rico, Julius Quibod Lansaderas, James Al-botante Camara, and Lito Daño Prunez, all of legal age, married and residents of Brgy. Diata-gon, Lianga, Surigao del Sur, who were caught in the act of engaging in illegal fishing with the used of mine fish nets, which is a violation of Municipal Ordinance No. 02, series of 1993 on November 17, 2012 at about 1:35 PM .

Confiscated from the suspects possession were one (1) fishing boat, one hundred (100) meters of fine mesh nets, nine (9) pieces of div-ing paddles, one (1) piece pail and three (3) kilos of assorted fish. Suspects and confiscated items are now under the custody of San Agus-tin MPS proper disposition.

Camp Rafael C Rodriguez, Libertad, Butuan City -- The Police Regional Of-fice 13 has reminded the delinquent gun owners to surrender or re-register their Firearms. This office had given a go- sig-nal to start house visits to delinquent gun owners in the police data base as part of the measures to account loose firearms. It also intensified our law enforcement as part of the campaign plan to ensure public safety.

“From day 1 of expiration date up to six (6) months, firearms will be con-sidered as expired. Then, from six (6) months and one (1) day up to two (2) years, firearms will be considered as un-renewed and wanted if guns are still un-registered/unrenewed after more than 2 years,” police officials said. renewed firearms in this region, or those that have been previously registered again after the license expiration date had lapsed or those that have not been registered at all, were also monitored by the PNP intelligence group. And all lo-cal Police units will spearhead the visit on the houses of deliquent gun owners and reminds them of the consequences if they fail to do so.

This office intensifies the said pro-gram, in order for us to stop or mini-mize any violence, harassments and in-timidation in this region as part of the campaign plan to ensure a peaceful and credible elections in 2013.
