The Cameron Parish Pilot March 10, 2005 Vol. 49--No. 11 Cameron, La. 70631 35 ¢ The Baton Rouge Audubon Society recently purchased a house and lots adjoining its Peveto Woods Sanctuary near Johnson Bayou. The Sanctuary has been in existence for a number of years. It is covered by oaks and brush that has been maintained by the society as a sanctuary for birds flying across the Gulf of Mexico. The house and lots owned by the Suire family, which was surrounded by the Sanctuary property, recently came on the market and the Baton Rouge organization agreed to buy the property. According to Chris Carlton, the Society’s vice- president, the house will be developed as a multi-user facility for birders and ornithology researchers visit- ing or working at Peveto Woods or the vicinity. “We are still at the draw- ing board with details,” Carlton wrote in the Society’s newsletter, “but some ideas that have been put forward include using the house for research monitoring of neotropical migrants, room rentals during peak birding seasons, and for birding mini conferences and society meet- ings.” The Baton Rouge society has also gone into a partner- ship with the Nature Conservancy to acquire other chenier properties including Hollister Woods at Grand Chenier. The Peveto Woods Sanctuary currently encom- passes about 40 acres and will be enlarged by the new pur- chase. This site was the first chenier sanctuary for migra- tory birds established in Louisiana. The sanctuary is located west of Holly Beach 8.5 miles off Hwy. 82 on the Gulf. Hibernia is being sold to Capitol One Hibernia Corp. is being sold to Capital One Finance Corp. for $5.35 billion, the two companies announced this week. Hibernia has a bank branch in Cameron which was formerly the Calcasieu Marine Bank, the oldest banking institution in Cameron. The boards of directors of Virginia-based Capital One and New Orleans-based Hibernia met Sunday and approved the cash-and-stock deal, said Richard Woods, a Capital One spokesman. Pending regulatory and shareholder approval, the merger could be completed in the third quarter, Woods said. Hibernia president J. Herbert Boydstun said Sunday that customers should see few changes. Bridge gets inspection located in here, but needs the connecting infrastructure across the Channel. Therefore, the Jury is requesting the delegation to seek the allocation of Federal Highway Administration funds for a bridge/tunnel crossing study. Horn believes the study should not cost over $200,000 if in-house engi- neers at the Louisiana Department of Transpor- tation and Development are used. The request was sent to Senators David Vitter and Mary Landrieu and Repre- sentative Charles Boustany. By CYNDI SELLERS The Cameron Parish Police Jury has requested its Congressional delegation to seek funds for a study on a bridge or tunnel crossing for the Calcasieu Ship Channel at Cameron. The request cites the increased shipping expected when there are three LNG terminals in operation north of the Cameron Ferry Landing in the near future. Trunkline LNG in Lake Charles is in the process of doubling its capacity, Sempra’s Cameron LNG Terminal in Hackberry is under construction, and Cheniere LNG’s Creole Trail terminal is just beginning the permit process. Parish Administrator Tina Horn wrote, “Just the other day, while waiting to cross the ferry for about 45 minutes, thinking the ferry was broke, I finally saw a LNG tanker in the horizon, The ferry shuts down completely while the tanker is in the Channel and does not resume crossings for a good while after the tanker is out of site.” Horn noted that liquefied natural gas benefits the entire country and that Cameron Parish has no prob- lem with the terminals being Jurors table Johnson Bayou permit after concerns told away with the Temporary Food Service fee for fairs and festivals for non-profit organi- zations; add $1410 to the bid amount for a Johnson Bayou road striping project; permit Ambulance District #2 to build a combination ambu- lance station and Sheriff’s substation on parish property in Hackberry between the parish barn and the library; adopt the road foremen evalu- ation form as presented by the committee, keeping the present pay scale. The Jury re-appointed: By CYNDI SELLERS Environmental concerns caused the Police Jury to table a permit Monday night for the reconstruction of a containment berm in Johnson Bayou. The permit applica- tion by The Prospective Investment and Trading Company was opposed by Tommy Wright, general man- ager of Dore Energy Corp. on the grounds that the soil in the area is contaminated by hydrocarbons, benzene, and barium, and further dredging and soil movement would spread the contaminants, cause marsh loss, and possi- bly result in loss of wildlife. Wright said the Department of Natural Resources and the Louisiana Department of Environmental Quality have the property under investiga- tion for litigation on these issues and asked the Jury to deny the permit. Jurors agreed to table the permit until further information is received or the state approves the project. Juror Sonny McGee, com- menting on a recent news article about the West Cameron Port’s contract with a law firm, emphasized that there is no audit of the Port currently on-going. He said he hopes that sensitive negotia- tions will not be affected by the article. In a related matter, he asked the Jury to institute a policy that any correspon- dence with regulatory agen- cies on Police Jury letterhead be approved by the president or the Jury. The panel agreed, with certain exceptions for regular permit applications and financial matters, to be determined. In response to another recent article, concerning the Jury’s questions about the Cameron Parish Library’s internet contract, representa- tives of Sky Rider Communications, Library Director Charlotte Trosclair and Program Director DeDe Nunez, and E-Rate consultant Terri Lawrence of the Louisiana Resource Center for Educators (under the office of the Lt. Governor) were present to answer any concerns. However, the mat- ter was not on the agenda and no questions were asked. The Jury voted to: Do The north bound lane of the Gibbstown Bridge north of Creole was closed to traffic from 7:30 a.m. to 4 p.m. Wednesday for bridge inspec- tion. A Dept. of Highway spokesman said that the clo- sure was made on short notice as Wednesday was the only time that a piece of equip- ment, the Snooper, was avail- able to check the underside of the bridge. Motorists driving north were able to cross using the other lane as directed by flag- gers. Shareholders meeting set The annual shareholders meeting of Cameron Bank- shares, Inc. will be held at 2:30 p.m., Friday, March 18 at the main office of the bank at 4440 Nelson Road, Lake Charles. The Baton Rouge AudubonSociety recently purchased ahouse and lots adjoining itsPeveto Woods Sanctuary nearJohnson Bayou.

Matilda B. Gaudet, 80, ofLake Charles died at 5:25a.m. Sunday, March 6, 2005in a local hospital after aneleven-year battle with ovari-an cancer.

Mrs. Gaudet was born onCow Island and has lived inthe Lake Charles area since1951. She was a 1942 gradu-ate of Creole High School andworked as a salesclerk forMuller’s Department store fora number of years. Mrs.Gaudet was a CharterMember of Our Lady Queenof Heaven Catholic Churchand also a member of theCatholic Daughters.

Survivors include her hus-band of 61 years BurtisGaudet; two daughtersPatricia LeJune and her hus-band James and Garadeen“Deenie” Nordan and her hus-band Bob Jr. all of LakeCharles; one son RonaldJordan Gaudet of Houston,Tex.; six grandchildren; Brianand Joel LeJune, Bob III andChris Nordan, Amy andRonnie Gaudet Jr., six great-grandchildren; Gabriel,Madeline and Jace LeJune,Bob IV, Reagan and HannahNordan; one godchild DebbieTheriot of Creole, also surviveMrs. Gaudet.

The origin of the name ofCameron Parish is the subjectof some speculation and moredisagreement.

One writer links it withthe Cameroons in Africa,holding that both are derivedfrom a French word meaninga marshy place. Certainlythere is enough marsh inCameron to satisfy any rea-sonable man who loves suchterrain, but no French dictio-nary in my possession seemsto be acquainted with thisfact.

Neither do the local inhab-itants, largely of Frenchextraction, use this or a simi-lar word. In the vernacular itis “meshe” or at least that isthe way it sounds to me. Ithink that we may safely dis-miss the opinion as simply aninteresting sidelight on theworkings of the human brainand imagination.

I have also seen publica-tions to the effect that theparish was named in honor ofSimon Cameron of AbrahamLincoln’s war cabinet, andalthough Louisiana wasunder carpet bag rule at thetime the parish was created,

it is hardly likely that theestimable secretary was cho-sen as a godfather. That, tome, is stretching the matterpretty thin.

On the other hand, theLouisiana Almanac and FactBook of 1949-50, page 235,flatly states without anyquestion or doubt that “Theparish was named afterRobert Alexander Cameron.He was a soldier in theConfederate Army and tookpart in Bank’s Red RiverExpedition. He later com-manded the district ofLafourche. “I am inclined toaccept this as the true expla-nation of the origin of thename.

Governor Wormouthsigned the bill creating theparish on March 16, 1870.The organization followedshortly after, most likelybefore the end of the summer.

A list of civilian draft regis-tration in Cameron Parish in1917-1918, D’s through H’sis contained in an article inthe March issue of Kinfolks,the publication of theSouthwest LouisianaGenealogical Society.

The information wasabstracted by Raymond H.Banks.

“These draft registrationsare not the same as inductionsinto the military,” the articleexplains. “Approximately 85percent of the registrantsnever went into military ser-vice.”

The article includes severalhundred names includingDaigle, Davis, Demary,Devall, Doland, Doxey, Dugas,Duhon, Dupuis, Fontenot,Fruge, Hargrove, etc.

The date of birth and placeof residence are also listed.

More names will be pub-lished in next month’sKinfolks.

This month’s issue ofAcadiana Profile magazinefeatures a story on Cameron’sown J. C. Boudreaux who wasthe star of the movie,“Louisiana Man,” many yearsago when he was a young boy.Through the years the moviehas received many awards. Itportrays a young man in themarsh and was made right inour vicinity.

Our hats are off to J. C. Ithas been touted as a histori-cally correct rendition of thearea at that time. I rememberreading about it at the time,and was impressed that a lit-tle 11-year-old boy would take

the money he got from hiswork and buy a new electricrefrigerator for his mother.

I just happened to see thearticle on the Cameron Parish180-mile trip along the CreoleNature Trail, taken by theauthor under the guidance ofSammie Faulk. Theydescribed Capt. Sammie as a“tour guide extraordinaire” ashe guided the author, WandaMcKinney, and her husbandover the 180-mile-long trip“through wildlife refuges,along 26 miles of undiscov-ered beaches, and more birdsthan you can imagine.” It wasin the May 2004 issue of

Southern Living magazine.They saw what we havealways known, but havetaken for granted - our beau-tiful spot of the world.

La. sports fishermen to boycott Shell Oil Co.

are trying to organize a boy-cott of Shell Oil Co. to protesta proposed terminal in theGulf of Mexico for liquefiednatural gas which they saywould devastate fisheries.

The Louisiana CharterBoat Association plans toprotest Shell’s plans at theLouisiana Sportsman Showthat kicks off Wednesday atthe Louisiana Superdome.

Last month, federal regu-lators approved a permit forShell to build a terminal 36miles offshore fromSouthwest Louisiana. Theterminal would use morethan 100 million gallons ofGulf of Mexico water a day towarm the super-cold LNGback to gas. To transport nat-ural gas across the ocean, it isturned into a liquid by cool-ing, and it is warmed backinto gas upon reaching apoint of delivery.

The worry is that the Gulfwater chilled by the processwill kill zooplankton and fishlarvae and eggs.

What angers sport fisher-men is that Shell wants to usean “open-loop” system ratherthan a “closed-loop” one. Aclosed-loop system uses nat-ural gas instead of water towarm LNG.Environmentalists andmarine biologists say closed-loop systems do not devastatefish stocks.

Dennis Winkler, aspokesman for the terminal,said Shell has worked hard inrecent years to cultivate animage as an environmentally

friendly company.“Both systems were evalu-

ated,” he said. “This was rec-ommended as the best optionfor this deep-water port.

The LouisianaDepartment of Wildlife andFisheries has announced thedates, times and locations ofnine public meetings to dis-cuss proposed rules, regula-tions and dates for the 2005-2006 hunting seasons.

The meetings will be heldacross the state to give thepublic an opportunity to voiceopinions about season dates,bag limits, and WildlifeManagement Area regula-tions before the LouisianaWildlife and FisheriesCommission finalizes themthis summer.

Mr. McEvers discussed thecontract for Medical Director. Hestated that he had discussed thefees with current Medical Director,Dr. Richard Sanders, and hebelieves that a fee of $250.00would be acceptable to both par-ties. He motioned that Mr.Broussard postpone advertisingfor bids and contact Dr. Sanderabout negotiating this lower fee.Second by Mrs. Mooney. Noneopposed. Motion carried.

Mr. Broussard asked foradvice, from the board, concerningunpaid workers’ compensationaccounts. These particularaccounts involved local businesseswith employees who sustainedinjuries while on duty. However,these employees are also parishresidents. Mr. McEvers advisedMr. Broussard to contact the localbusinesses in question and explainthat the parish resident discountdoes not include workers’ compen-sation cases; therefore payment onthese accounts must be pursued.He also asked Mr. Broussard tocontact the police jury administra-tor to find out if their office hadany record of a billing policy forthe district, set forth by the policejury prior to forming this board.

Mr. Broussard presentedchecks to be signed by the board inorder to enroll the districtsemployees in Blue Cross / BlueShield of LA. He explained thatthe current insurance carrier,Starmark, had increased theirpremiums significantly. BC/BSgave an initial quote for the samecoverage that would be approxi-mately 30% less. Mr. McEversmotioned to approve employeeenrollment with Blue Cross/BlueShield of LA. Second by Mrs.Mooney. None apposed. Motioncarried.

All donated lunker bassare held at the Booker FowlerFish Hatchery (BFFH) inForest Hill. After the spawn-ing period, hatchery person-nel move the bass to an exhib-it aquarium located atBFFH’s Visitors Center.

LDWF will stock any fin-gerlings produced by thelunker fish into the lake fromwhich the parent came. For alargemouth bass to be accept-ed into the program, anangler must sign a statementstating that the fish waslegally caught in Louisianaand that all rights of use andownership to the fish will betransferred to LDWF.Department personnel willtransport qualified fish to thehatchery.

The LLBP began in 1997as a cooperative effortbetween LDWF, SouthernPride Bass Club (SPBC) andthe Association of LouisianaBass Clubs (ALBC) to pro-mote and enhance the large-mouth bass fisheries in thestate of Louisiana.

The funding for this pro-gram came from the proceedsof a benefit bass tournamentsponsored by SPBC and theALBC in memory of NookieDiaz. These proceeds weredonated to the LouisianaWildlife and FisheriesFoundation and dedicated forthe enhancement of theFlorida largemouth bass inour state fish hatchery sys-tem.

Anyone who catches alargemouth bass that mightqualify should keep the fish infresh, aerated water, avoidholding the fish only by itsjaw or with dry hands, use anet to move the fish from onecontainer to another, if neces-sary, and contact LDWF with-in 12 hours of capture toarrange to have the fishpicked up.

Thiskind of reminds me of bassfishing in Florida where shin-ers were $2 each, of coursethey were 12 inch shiners.

Scientists believe that ris-ing water temperatures couldexpand the range of warmwater fish like bass, 300 milesmore to the north by the mid-dle of the 21st century. Thishowever decreases the rangeof coldwater fish like troutand walleyes. It is said that aone degree rise in celsius tem-perature, could make thewater too warm for coldwaterfish to reproduce.

I think here in southwestLouisiana mosquitoes wouldbe worse than they are now,plus they would move furthernorth. Mosquito spray withDEET in it is the best to fightoff mosquitoes from yourskin, however we now havemanufacturers with bug-proof garments, everythingfrom gloves, pants, hoods, andjackets. They say too muchdeet used to often is a healthhazard, so don’t use deet atfull strength.

Shrimpers became eligiblewhen an FAS investigationdetermined that fresh andfrozen shrimp imports con-tributed to a decline in theprice of shrimp landed inLouisiana in 2003, when com-pared to the 1998-2002 baseperiod. Technical assistancetraining classes from the LSUExtension Service have beenscheduled in locations acrossSouth Louisiana.

Shrimpers must apply forTAA benefits between Jan. 10and April 11, 2005 at a localFarm Service Agency (FSA)office. In this area, offices arelocated in Lake Charles,436-5020, New Iberia, 369-3234,and Abbeville, 893-5781.

To be eligible, shrimpersmust prove with IRS recordsor records from a certifiedpublic accountant that theyreceived less income fromshrimping in 2003 than in

Anglers may harvest allfish species in accordancewith Louisiana RecreationalFishing Regulations, includ-ing largemouth bass, with noadditional restrictions at eachof the refuges.

Possession of all applicableLouisiana fishing licenses isrequired to fish on NationalWildlife Refuges. Boats withoutboard motors of 25 horse-power or less may be used inLacassine Pool. Boats withoutboard motors of 40 horse-power or less may be used inthe Sabine Management Unit3. Please practice good boat-ing and safety habits, observeand obey “No Wake Zones”,and respect the rights of fel-low fishermen and refuge vis-itors.

Anglers interested in fish-ing at Cameron Prairie willbe able to access theGibbstown Unit along theBank Fishing Road and theOutfall Canal and the EastCove Unit when the GrandBayou Boat Bay is open.Anglers can check on the sta-tus of the boat bay openingsby calling 598-4235.

Sabine Management Unit3 anglers are asked to com-plete a creel survey card toassist refuge biologists indetermining angling pressureand success rates. Creel cardswill be available at the Unit 3Northwest Boat Lift. TheUnit 3 East Boat Lift is oper-

ational; however, dense vege-tation may impede boat trav-el.

Sabine’s ManagementUnits 1A and 1B are restrict-ed to pirogue, kayak andcanoe use only. The severedrought of 2000 decimatedthe catfish population andfingerlings have not beenavailable for re-stocking.

Paddling enthusiasts arewelcome to explore thesefreshwater impoundmentsand view wildlife and theirhabitat.

Boat launches are avail-able on the south side (twoboat launch) and north side(provides access to the interi-or of the refuge) of the WestCove Recreation Area.Additionally, there is a two-slot saltwater launch on thenorth side which providesaccess to West Cove ofCalcasieu Lake.

Sabine’s Hog Island GullyRecreation Area has a boatlaunch available for anglersto access interior portions ofthe refuge and a two-slot salt-water launch which providesaccess to Calcasieu Lake.

Cast netting on CameronPrairie (East Cove Unit only)and Sabine will be permittedonly during the LouisianaInland Shrimp season. Allcast netters are remindedthat the maximum refugelegal cast net is five feet (5 ft.)in length. Cast netting hoursat Sabine are set from noon tosunset. Possession of allapplicable Louisiana fishinglicenses is required to cast neton the refuges. Cast netting isnot permitted on Lacassine.

Refuge anglers can obtainrefuge specific fishing regula-tions at each refugeoffice/Visitor Center, frominformation boxes located atthe Lacassine Pool, fromSabine roadside recreationareas or have them sent bycalling Cameron Prairie at598-2216, Lacassine at 774-5923, or Sabine at 762-3816.

The Corps of Engineers has scheduled maintenancedredging in the Mermentau River Ship Channel fromHwy. 82 at the Mermentau River Bridge south of theGulf of Mexico. SIGNS RECENTLY placed at boat launches in Cameron and causing concern among some local fishermen are inreference to two long-standing health advisories. The Gulf of Mexico advisory regarding mercury levels in KingMackerel went into effect in 1997, while the Calcasieu Estuary advisory dates back to 1992. Chris Piehler with theDepartment of Environmental Quality said the signs were replacements for older versions which may have beenmissing for some time. The new signs were designed to be more readable and can be updated by means of stick-ers as conditions change. He said the Calcasieu estuary advisory area was being reviewed at this time and the signsmay change again after the summer. (Photos by Cyndi Sellers.)

the air/fuel ratio, resulting in

higher fuel consumption anda rough running engine. Theair filter should be cleaned orreplaced each spring andchecked periodically through-out the season. Ifyour mower requires a foamfilter, be sure to saturate thefilter with fresh engine oil,wrap it in a clean rag andthen squeeze out the excessoil before installing.

and wheel areas with WD-40.Do not use oil to do thisbecause oil will retain dirtand eventually clog the area.

Visit your local outdoorequipment dealer or hard-ware store for the necessaryparts. When the tune-up iscompleted, replace the sparkplug wire and fill the gas tankwith fresh fuel. Your mower isnow ready for the mowingseason.

- Grass Seed – Dependingupon the storage, grass seedscan last two to three years. Inorder to test its vitality; planta few seeds in a small flower-pot, keep them moist andcover them with a plastic bag.Good seeds will germinatewithin a week or two.

- Fertilizer – Fertilizernever goes bad. Even when itbecomes compacted and hard,all you need to do is take ahammer and break it apart.However, spread the compact-ed pieces sparingly to notdestroy the roots.

*Store all products in yourgarage. Do not keep in a shedor other type of outdoor stor-age, due to weather extremi-ties (i.e. too hot in summer,too cold in winter), for thismay alter product shelf life.

to estimate the exact lossfrom the unusually severeweather this year, but it hascost the cattlemen in theneighborhood of 10 percent oftheir herds pastured inCameron Parish.

There are abut 25,000head in the marshes this yearand hides handled throughthe local dealers show largeloss. There were about 3,000head in the marshes that hadbeen dipped last summer andthey stood the winter muchbetter than those not dipped.

Rutherford said the cattlewere coming out of the seamarsh in herds of 50 to 100head and down the FrontRidge road, and when they“Got hungry for clover, theyjumped fences and got intoyards.” He said there was nokeeping them out. He saidthey had already destroyedfrom $50 to $100 worth ofshrubs in his yard.
