SUSTAINABLE WATER RESOURCES MANAGEMENT

pv GROUNDWATER AREAThe measures for the area must be planned

and implemented in such a way that they do not weaken the quality of the groundwater or reduce the yield of the groundwater. Functions that may cause groundwater contamination may not be located to the area. In order to ensure the formation of groundwater, the clean stormwaters must be infiltrated into the soil and permeable surfaces must be favoured. The stormwaters must be conveyed away from the traffic areas that are located in groundwater areas.

CATCHMENT AREASRegulations by catchment area: The Härmälänoja catchment area / The volume of stormwater flows must be restricted before con-veying them into Härmälänoja, Myllyoja or into a ditch between Herrainsuo Mire and Peltolammi Pond. The generation of stormwaters in the Lah-desjärvi–Lakalaiva area must be prevented. The state of Peltolammi Pond and Lake Vähäjärvi must be preserved. The conveyance of good-quality water into Lake Vähäjärvi must be ensured.

The Lake Höytämönjärvi catchment area / Storm-waters must be detained and the quality of storm-waters must be improved before conveying them into ditches. The state of Lakes Särkijärvi, Lahdes-järvi, Suolijärvi, Hervantajärvi, Koukkujärvi, as well the state of Pieni-Virolainen Pond and Vuorek-senlammi Pond, must be preserved. The state of Iso-Virolainen Pond must be improved.

The city centre catchment area / The volume of stormwater flows must be restricted by favouring permeable surfaces and surfaces that slow down stormwater flows.

The Lake Näsijärvi direct catchment area / The state of Lake Halimasjärvi and Lake Niihamanjär-vi must be preserved. The state of Ryydynpohja Bay, Siivikkalanlahti Bay, Olkahistenlahti Bay and Lielahti Bay must be improved.

The Lake Pyhäjärvi direct catchment area / The state of Lake Tohloppi must be preserved. The state of Vaakkolammi Pond must be improved.

The Vihioja catchment area / The volume of storm-water flows must be restricted. The state of Lake Ahvenisjärvi and Vihilahti Bay must be improved.

The Lake Vihnusjärvi catchment area / The activities in the area may not cause any contamination of the waterbody. It must be ensured that the natural values of Myllypuro, which belongs to the Natura 2000 network, will not be weakened significantly. The water quality of Lake Vihnusjärvi, which functions as a raw water resource, must be kept good. The state of Lake Tesomajärvi must be preserved.

The Viinikanoja catchment area / The volume of stormwater flows must be restricted. The state of Lake Kaukajärvi must be preserved, and the state of Lake Iidesjärvi and Lake Alasjärvi must be improved. Infiltration takes place from the shore of Lake Kaukajärvi into the Aakkulanharju Esker groundwater area and the water quality must remain good.

STORMWATER MANAGEMENT AREA THAT MUST BE TAKEN INTO ACCOUNT

In the area, space must be reserved for a route for flooding stormwaters and for a stormwater detention area. The levelling of the area and the elevations of the buildings must be planned in such a way that the flooding waters do not harm them. The stormwater management structures must be implemented on the basis of a plan that adheres to the stormwater report. The indexing refers to the list that has been appended to the plan report.

w AN INDICATIVE AREAL DETENTION BASIN The area must be reserved for a wetland,

a sedimentation basin or a pond that will be implemented for stormwater treatment. The areal stormwater treatment measures must be implemented before construction can be started.

AREA WHERE A NEED FOR CARRYING OUT A NOISE AND AIR QUALITY SURVEY MUST BE CONSIDERED

An area where a need for carrying out a noise and air quality survey must be considered, in conjunction with local detailed planning.

lm AIRCRAFT NOISE AREAAn area where the level of aircraft noise (Lden) has been assessed to exceed 55 dB in 2040. New functions that are sensitive to noise may not be designated to the area. It is possible to preserve, renovate or carry out minor infills in the existing housing and in the other functions that are sensitive to noise.

REGULATIONThe treatment and conveyance of stormwaters must adhere to the following order of principles presented in the City of Tampere’s stormwater management programme: 1. The generation of stormwaters must be prevented, 2. the stormwaters must be infiltrated into the soil, 3. the stormwaters must be utilised and cleaned and 4. the stormwaters must be detained in the place where they were generated before conveying them into an open channel, a waterbody or a stormwater sewer. In local detailed planning and in other projects, stormwater management must be investigated and a space for stormwater treatment must be reserved, if necessary. In conjunction with the building permit, an implementation plan for the stormwater system, as well as a plan for the management of the stormwaters during construction, must be drawn up. The areal stormwater management structures must be implemented simultaneously with the other municipal engineering in the area.
